Guyana v. Suriname is a case where the international tribunal has an opportunity to deal with the state responsibility issue in a maritime delimitation dispute. This paper examines the jurisdiction of the arbitral tribunal over Guyanese submission that Suriname was internationally responsible for violating its obligations under the LOS Convention, the Charter of the United Nations and general international law to settle disputes by peaceful means. And the arbitral tribunal made great contributions to the clarification of the obligations under Articles 74(3) and 83(3) of the LOS Convention to make every, effort to enter into provisional arrangements and not to jeopardize or hamper the reaching of a final delimitation agreement. The paper explores the evolution of the bilateral relations between Brazil and Suriname during the 1980s, especially with the so-called Venturini mission to Suriname. The text uses original documents from two Brazilian archives. The article shows that the main goals of Figueiredo's administration with respect to Suriname were fulfilled, especially concerning the avoidance of an East-West conflict in the sensitive north frontier of the country and in the Amazon region. Regional and hemispheric reconfigurations in Latin America and the Caribbean are increasingly mediated by Brazilian power, and the engagement of Guyana, Suriname and French Guiana with this emerging context is intriguing. They are tentatively moving away from a Caribbean region with which they are culturally contiguous, towards a South American continent in which they are geographically located. This is partly a reflection of the gradual opening up of the Northern Amazonian space that they share collectively, and also with Venezuela and Brazil. These processes are occurring as cause and effect of Brazil’s emergence as a regional – and even regionally hegemonic – power. The authors present a case study of Indium nationalists who drew from a discourse on 'exploited overseas Indian migrants' to serve their own political interests. At the same time, overseas British Indians, in this case in Surinam, advocated the continuation of transnational relations between (British) India and Surinam in order to strengthen the position of their community locally. Clearly, for some time, transnational identification served the (national) interests of both groups in the two different nations. Yet the authors also show that when such transnational 'solutions' did not serve any longer to solve local problems, estrangement between the two communities followed. Theoretically, this article constitutes a synthesis of approaches that connect identities to specific places and theories that have abandoned the study of geographically-based national societies.
