The paper deals with the problems of banknote production of the Imperial Russian State Papers Manufactory (hereinafter — Manufactory) during the First World War. The purpose of the work is to provide information about the project of cooperation between Manufactory and the Partnership of Typography «A. A. Levenson» that arose in wartime circumstances. The relevance of the work is seen from the fact that the issues not reflected in historiography. The study will provide more complete and clear picture of the Russian banknote production during the First World War; the solutions to the crisis of the industry and the role of prominent printer S. This dissertation offers a new narrative on the history of public debt in late Qing and Republican-era China (1850 – 1914), highlighting its links with late Qing and Republican political economy. A history of economic ideas and institutions, the dissertation draws from official and diplomatic communications, contemporary newspapers and journals, academic studies and private letters to explore the process of its embedment into Chinese fiscal system and its evolution in China as a set of discourses and practice, including its reception by officials, merchants and general public, and its adjustment to established discourses of political economy in late Qing and Republican China.Adopting an expansive conception of public debt to include related public credit mechanisms and discourses, the dissertation traces the impact of pre-1850 official debates on late 19th Century Chinese officials’ ambivalence towards modern public debt. It argues that a domestic intellectual and policy reorientation in favour of growth was needed and mostly achieved before Qing’s military defeat in 1895, paving the way for large-scale borrowing that in turn reconfigured state-society relations in late Qing. The dissertation also investigates how mid-Victorian liberal discourses on public debt were co-opted by Chinese reformists, which in their modified form of political and fiscal accountability, proved to be effective in dominating late Qing and Republican discourses on public debt.This dissertation is one of the first English-language studies discussing the evolution of economic ideas surrounding Chinese public debt. Recounting China’s historical experiences with public debt, and discourses on political economy that resulted from these experiences would promote a more layered understanding of public debt’s role for peripheral economies in the late 19th and 20th Century.

During the colonial era, the French colonial government in Canada experimented with paper money printed on the back of playing cards. The first experiment lasted from 1685 to 1719. In the first years, there was little inflation in spite of a rapidly expanding stock of playing card money. It is only in the later years of the experiment that prices rose. The behavior of the money stock and nominal output suggest that velocity fluctuated throughout the period. We argue here that these fluctuations can be explained by variations in the enforcement of legal tender laws. This interpretation provides insights into the debate over the inflationary impact of paper money in the colonial United States.

The article is dedicated to one of the episodes of trade in the Baltic region, namely the import of paper into the Moscow state. The emphasis is not on the fact of the availability of European paper based on filigree, but an attempt has been made to consider the ways of supplying this important writing material through written sources. It is known that one of the ports of delivery of paper in earlier modern times was Arkhangelsk, but this article considers the important trade route for the Moscow state as the cities of Livonia. Despite the fact that it is difficult to compare it with, for example, the Lower Rhine or the Netherlands in terms of the amount of paper sold, the Baltic region is the one to which Moscow State was referred. The Hanseatic cities of Riga and Reval were the main paper supply centers throughout the fifteenth century, but the registers of the Zund tax show an increase in Narva’s position. This source, in particular, notes a significant number of ships going to Narva with paper, for example, from Dieppe. A sharp increase in the supply of paper precisely during the period when the city belonged to the Moscow state, during the Livonian War. This suggests that Narva was one of the most important points of French paper deliveries during the reign of Ivan the Terrible.

Purpose of Review In this article, we review existing research addressing how environmental regulations have influenced the pulp and paper industry. These regulations appear in different forms and designs and address air and water pollution as well as climate change. The paper devotes particular attention to how various regulations have affected sustainable technological change and the prospects for inducing deep emission reductions without jeopardizing industrial competitiveness and future investments. Recent Findings Experiences from key pulp and paper regions, not least the Nordic countries, suggest that gradually tightening performance standards have contributed to radical reductions in emissions, e.g., chlorine compounds and biological oxygen demanding agents, and without imposing excessive compliance costs. This outcome can largely be attributed to how the regulations have been designed—and implemented—in practice, as well as to the presence of efficient and legitimate institutions. Long-term emission reduction targets, in combination with extended compliance periods and trustful firm-regulator relationships, contributed to radical technological innovation and permitted radical emission reductions without excessive compliance costs. The development of alternative bleaching technologies is an apt example. In contrast, the impact of carbon pricing schemes, including the EU emissions trading scheme, on carbon dioxide emissions reductions and related technological change in the pulp and paper industry has however been modest. Self-regulation, certification, and community pressure have exerted relatively modest influences on the environmental performance of the industry. Summary Important avenues for future research are identified. These include the following: (a) comparative research on how policy mixes in various countries have influenced environmental compliance and innovation; processes; (b) future studies of environmental regulations, their design and implementation, in emerging pulp and paper producing countries, not least China; and (c) research on how environmental regulations can affect ongoing restructurings in the industry towards a broader palette of products in biorefineries.

Following the 1918 collapse of the two major empires that ruled central Europe, Austria-Hungary and Germany, successor states inherited billions of increasingly depreciating paper monies. The conversion of imperial currencies posed enormous difficulties for successor states and exposed the limits of an emerging international order that rendered the pan-European predicament of defunct imperial currencies the problem of individual states. This article compares the first, and one of the last, conversions of imperial currencies, taking monetary transitions in Alsace-Lorraine (1918) and Transylvania (1920) as case studies. Although historians usually treat western and east-central European history separately, the conversion of imperial currencies produced similar outcomes in both the former Alsace-Lorraine and Transylvania. Differences emerge where one would not expect them: the phasing out of the paper mark was coupled with systematic ethnic discrimination against Germans in Alsace and Lorraine, while in Transylvania, some ethnic minorities even managed to benefit from the process.

This article examines the Saudi government’s refusal to introduce paper currency until 1956 against the backdrop of two developments: First, the composition of a number of treatises written by Muslim scholars in the late Ottoman and early Saudi Hijaz and Najd permitting use of the medium; second, the unsuccessful effort by several Muslim entrepreneurs to create formal banking facilities in the Hijaz between the 1920s and 1950s. Throughout these decades, as the Saudi regime repeatedly claimed that paper currency violated Islamic orthodoxy because it was a bearer of interest, these scholars argued forcefully for the medium’s legitimacy by mobilizing the legal sources of their particular school of law (madhhab). This contrast reflects how the religious politics of the kingdom departed from both Ottoman precedents and other contemporary Islamic contexts in which paper currency was widely assimilated via the assent of Muslim legal scholars. The regime’s tepid support for, or outright obstruction of, the creation of formal banking facilities that issued paper currency further exacerbated this divergence. In the end, because of such inconsistency it required technocratic institutions like the IMF and ARAMCO to introduce paper currency and a formal banking system into the kingdom from the mid-1950s.
