Following the industrial crisis of the 1920s and the Great Depression in the 1930s, consecutive provincial governments in Nova Scotia turned their efforts toward state-led economic development. After the election of Robert Stanfield and the Tories in 1956, a wholesale industrial planning model was unveiled. Indeed, Stanfieldian economic policy in Nova Scotia was predicated upon the belief that direct state-led interventionism was necessary to offset regional inequity. State corporate entities, such as Industrial Estates Limited, and renewed interest in a state-driven industrial relations paradigm were central in the province's efforts to revitalize its flagging economy and offset predicted decline in the Cape Breton coal and steel industries. This article examines the fate of the Clairtone Sound Corporation, one of Nova Scotia's "new industries" that emerged out of these state-led development efforts. A case study of this Stellarton-based firm reveals how structural processes of deindustrialization produced crisis even within sectors that were completely distinct from the province's cornerstone industries of coal and steel. This case includes a reflection on the class composition of the modernist state in Nova Scotia and represents a convergence of the historiographical focus on state-led industrial development in the Maritimes and recent literature found within deindustrialization studies. À la suite de la crise industrielle des années 1920 et de la Grande Dépression des années 1930, les gouvernements provinciaux successifs de la Nouvelle-Écosse ont orienté leurs efforts vers un développement économique dirigé par l›État. This study looks at some specific questions involved in the discussion surrounding deindustrialization in Brazil and delves into aspects of the theoretical-historical debate on deindustrialization found in literature on economic development. The first part emphasizes some elements of this debate in specialized literature, discussing theoretical aspects of the Kaldorian formulation and stressing the role of industrial growth and structural changes in the growth of capitalist economies. There has been considerable concern in Latin America over the implications of increased competition from China for local industry. These concerns include the possibility of “deindustrialization,” the increased “primarization” of the region's exports and the difficulties of upgrading manufactured exports into higher technology products. This article examines the impact of Chinese competition both in the domestic market and in export markets on Brazilian industry. It documents the increased penetration of Chinese manufactures in the Brazilian market and the way in which Brazilian exports have lost market share to China in the US, European Union and four Latin American countries. Brazil, because of its more developed and locally integrated industrial sector, is not typical of other Latin American countries and the article also discusses the relevance of the Brazilian experience for the region as a whole. This paper quantifies the consumption and production of cotton textiles at different stages of processing in Indonesia during the Dutch colonial era (1820–1941). It discusses the main factors that impeded the development of an internationally competitive cotton textile industry, and concludes that production in the industry increased significantly in Java during 1820–71, and again during 1874–1914 and 1934–41. However, most activity involved finishing of imported cotton cloth to suit local preferences. Spinning and weaving increased only marginally, as domestic production was precluded by the high-labour intensity of small-scale production, marginal local raw cotton production, and competitive international markets for yarn and cloth. Unfavourable and fluctuating real exchange rates discouraged investment in modern spinning and weaving ventures until trade protection and technological change in small-scale weaving caused rapid growth of domestic production after 1934. The case of Mogwase in North West in experiencing processes of industrialisation and subsequent de-industrialisation is repeated in many former growth points of South Africa’s peripheral homelands. It is clear that the withdrawal of incentives has had a negative impact on industrial development in peripheral areas in South Africa, affecting woman workers in particular. Indeed, with recession and high levels of unemployment in the formal sector, retrenched woman factory workers are increasingly forced to enter the informal sector. Alternatively, they function as casual or seasonal labourers, outside the purview of labour legislation and beyond the reach of trade unions. It is ironic that de-industrialisation linked to globalisation in South Africa is exaggerating spatial disparities, with those regions having the greatest need for employment having the least capacity to play the entrepreneurial role as regards local economic development. Finally, with the industrial decline in Mogwase, there has been a reversal in the progress made in the socio-economic lives of the beneficiaries of apartheid industrial decentralisation policy. Indeed, the Mogwase case shows that many localities which experienced growth due to industrial decentralisation are currently experiencing a decline. For woman workers, who are used as shock absorbers for global restructuring, this means a dramatic decline in income and living standards as they shift out of formal work. [ABSTRACT FROM AUTHOR]

As developed economies have substituted away from manufacturing towards services, so too have developing countries--to an even greater extent. Such sectoral change may be premature for economies that never fully industrialised in the first place. This article presents evidence that countries with smaller manufacturing sectors substitute away from manufacturing to a larger extent, suggesting a trade channel through which falling international relative prices of manufacturing lead price-taking developing economies to substitute accordingly. An accurate estimation of GDP for sub-state divisions is needed for studies on the overall size and growth of smaller economies, assessment of the industrial composition by subdivisions and the impact of economic policies, among other reasons. In this paper, I review two popular methods to infer GDP in counties, both of which rely heavily on payroll, without controlling for labor productivity differences between subdivisions. By considering labor productivity heterogeneity across counties, I propose a new methodology that appears to provide a better map of the GDP of counties. For forecasting, my approach uses payroll statistics, but to a lesser extent. The new method is tested with data from Puerto Rico, a suitable jurisdiction given its significant heterogeneity between counties. I am able to map changes in economic geography associated with changes in the state's economic structure. Like many other jurisdictions, Puerto Rico has undergone a deindustrialization process that ended up concentrating GDP in one geographical cluster. [ABSTRACT FROM AUTHOR]

The new commercial globalization changed the map of the global industry. Today's world is different from yesterday. North does not dominate South in the same way. In the South there are large heterogeneities between developing countries, the emerging Asian and Latin American countries, etc. Some countries in the South have come to impose their own rules. However, not all emerging economies in the South have the same capacity prevail, as Latin America. Some Asian countries benefit temporarily from high growth, but experience a process of deindustrialization that weakens them. Some theories and analytical tools have become outdated or inaccurate, such as the center-periphery approach. The article focuses on outline of the 14th Five-Year Plan (2021–2025) for National Economic and Social Development and Long-Range Objectives through the Year 2035 stated that China will develop into a manufacturing powerhouse, and stressed the need to maintain the basic stability of the manufacturing sector's share of the economy.

The Rwandan government — widely lauded for its political commitment to development — has refocused its efforts on reviving growth in the manufacturing sector. This article examines how pressures from different levels — international, regional and domestic — have shaped the evolving political economy of two priority sectors (apparel and cement). To achieve its goals of manufacturing sector growth, the Rwandan government aims to access foreign markets (on preferential terms) and larger regional markets while developing effective state–business relationships with locally based firms. Despite the government's political commitment to reviving its manufacturing sector, its strategy has been both shaped and impeded by shifting pressures at the international level (through Rwanda's recent suspension from the African Growth and Opportunity Act), the regional level (through competition from regional firms) and the domestic level (through over‐reliance on single firms). Within the current industrial policy literature, there is limited reflection on how developing countries are dealing with the multi‐scalar challenges of enacting industrial policy in a much‐changed global trading environment. Introduction: Countries have traditionally been split into two major groups: developed or industrialized (“the North”) and developing or underdeveloped (“the South”). Several authors and organizations have challenged this classification to recognize countries that have reached an intermediate stage of social and economic development. As proposed by Morel and collaborators in 2005, the concept of Innovative Developing Countries (IDCs) defines a group of nations with impactful scientific programs. Here, IDCs are reexamined by a variety of metrics to highlight their role in health innovation through research and development (R&D) programs on neglected tropical diseases (NTDs) that also positively impact epidemic preparedness. Results: To address the global changes due to expanding globalization we updated the original indicator of the number of USPTO patents deposited by individual countries per GDP and per capita to the number of international patents applications, related to applicant residence and deposited under the Patent Cooperation Treaty (PCT) per GNI (or GDP) and per capita. A comparison of the originally described ranking of top innovative countries to those in the present study revealed new members that updated the list of IDCs and showed a prominent role now played by China. Analyzing scientific publications in international journals since the introduction of the IDC concept in 2005 we found that IDCs do prioritize Neglected Tropical Diseases (NTDs) as an area of research. Finally we investigated the role of IDCs in two major public health emergencies between 2012 and 2016, the outbreaks of Ebola in West Africa and Zika in South America. An analysis of the co-authorship country networks demonstrated an important role for IDC infrastructure and personnel in the prevention and control of these epidemics. Discussion and conclusions: Different techniques can be used to evaluate and measure innovative performance of countries. Country rankings published by traditional indexes, such as the Bloomberg Innovation Index (BII) and the Global Innovation Index (GII), only include high income economies among the top 20 performers. This is in sharp contrast to our approach, which identified 8-9 IDCs among the first 25 with China occupying the top position. Through an analysis of the pros and cons of the different methodologies, the IDC concept challenges more conventional approaches to address and estimate the innovative capacity of countries. James Street’s article, “The Institutionalist Theory of Economic Development,” (1987) is a masterpiece of institutionalist research on economic development. The thirty-year anniversary of its publishing is an invitation to review what the institutional approach to economic development means today. Between 1957 and 1990, nearly 100 nuclear reactors were constructed throughout the U.S., and nuclear power currently accounts for 20 percent of electricity production nationwide. Nuclear plants are often constructed in small communities for which they constitute a large source of employment and income. To date, 24 nuclear reactors have undergone decommissioning, and more are expected in the future, particularly as nuclear reactors age and face increasingly strict regulations. This paper examines the effects of nuclear decommissioning over time at the county-level on measures of employment, income, and population using difference-in-differences regression and propensity score matching. Panel data are obtained from the U.S. Census Bureau, and cover the years 1975-2014. The analysis finds that nuclear decommissioning is associated with positive and statistically significant increases in employment and per capita income over time. Results suggest that nuclear decommissioning may actually be a positive force in regional economic development, and concludes with limitations of the approach and implications for future research. As an emerging area of research, this paper is meant to build on previous work, as well as to provide a basis for further discussion and debate on the economic future of nuclear host communities and regional economies. This paper explores the ideas of development and the role of the state in economic development and institutional change from the New Structural Economics perspective. We argue that economic structures – including the structure of technology and industry, and hard and soft infrastructure – are endogenous to the endowment structure, which is given at any specific time and changeable over time. We advocate a state to facilitate structural change by using industrial policy to overcome market failures in order to help industries with latent comparative advantages to become competitive in the market and the state should pragmatically prioritize the use of its limited resources and implementation capability to create enclaves with favourable infrastructure and institution to jump start a dynamic growth in a country beset with poor infrastructure and institution. Adapting methods from complex system analysis, this paper analyzes the features of the complex relationship between wage inequality and the development and industrialization of a country. Development is understood as a combination of a monetary index, GDP per capita, and a recently introduced measure of a country’s economic complexity: Fitness. Initially the paper looks at wage inequality on a global scale, over the time period 1990–2008. Our empirical results show that globally the movement of wage inequality along with the ongoing industrialization of countries has followed a longitudinally persistent pattern comparable to the one theorized by Kuznets in the fifties: countries with an average level of development suffer the highest levels of wage inequality. Next, the study narrows its focus on wage inequality within the United States. By using data on wages and employment in the approximately 3100 US counties over the time interval 1990–2014, it generalizes the Fitness-Complexity metric for geographic units and industrial sectors, and then investigates wage inequality between NAICS industries. The empirical time and scale dependencies are consistent with a relation between wage inequality and development driven by institutional factors comparing countries, and by change in the structural compositions of sectors in a homogeneous institutional environment, such as the counties of the United States. With the rapid development of financial markets, economic financialization degree can no longer be ignored for its influence on the relationship among money supply, economic growth and inflation. Combined with the horizontal comparison of China, this article concentrates on the financial development and evolution from the period of industrialization to economic financialization in the U.S., systematic and comprehensive analysis is first done on the variation of overall economic operation. Then impulse response function based on VAR model is applied to study the dynamic influence of economic financialization degree on the relationship evolvement. The empirical results show that economic financialization makes good explanation of the deviating phenomenon among money supply, economic growth and inflation, and the interactive relationship between fictitious economy and real economy is becoming closer and closer. Russia has announced ambitious development plans for its Arctic zone, but they inevitably involve environmental risks for which the Russian Arctic is not always prepared. These are climate change, pollution of marine waters from oil and chemical compounds, and degradation of the ecosystem. The ideas relating to plans to develop the Arctic region and, above all, the construction of offshore fields should be revised, taking into account the environmental hazards, which should resonate not only with environmental organizations but also with economists. Human societies are evolving in sequences similar to a business cycle. The cause for which the evolution is accompanied by setbacks lies in the complexity of social systems, which, ab initio, cannot be designed or intended by any human mind, and the irrationality arising from limited rationality of economic actors. Therefore, the time shows similarities, but rarely identities. Rather, we can talk about chronological series of similitudes, of repeatable errors and adjustable patterns. Using qualitative research and the introspective analysis, we explore the pattern which the Romanian economy followed under the sign of global crisis. We found that Romania's economy doesn't have a problem with its path but with the way in which it follows the trend ideologically and historically. Also, we found out that the end of the crisis is not just following an ordinary path, but represents the chance for the economy to be re-equipped with weapons of competitiveness and honour in order to leave the current era of nihilism. Ukraine's socioeconomic crisis has been developing for years and has resulted in open sociopolitical turmoil and armed conflict. The population did not condone the goals of post-Soviet transition. Citizens grew disillusioned with their government and eventually lost faith in the future of their country. The role of workers' remittances in Ukraine's economy is often underestimated, although private consumption and stability are strongly connected to them. Social inequality and oligarchic control of key national assets has contributed to instability and uneven regional development. Due to prolonged underinvestment, economic growth has been slow. Improving growth is contingent on complex institutional reforms, macroeconomic stability, open external markets, and consensus among the elites. Recovering after a protracted socioeconomic and political crisis will require not only time but also improved governance, updated institutions, and a revitalized investment climate. Conventional economic wisdom maintains that the reduction of domestic import restrictions assists in the development of less developed countries. But far from being a settled debate, the empirical research on tariffs and economic growth is much more controversial than is commonly recognized. In fact, so contentious and unsettled is this mode of inquiry that the research of some scholars directly contradicts the findings of others. In light of this difficulty encountered by researchers, the current study argues that the tariff-growth link is best analyzed by exploring the conditional effect of import restrictions on the development of low-income countries. Utilizing a panel dataset with information for 69 less developed countries, the results of this investigation show that tariff interactions with domestic investment and labor participation, respectively, augments the growth-generating impact of these variables. In addition, the constituent terms reveal that domestic investment and labor-force participation produces robust negative associations with economic growth when removing their tariff contingent effects. This article tests recent ideas about the long-term economic development of China compared with Europe on the basis of a detailed comparison of structure and level of GDP in part of the Yangzi delta and the Netherlands in the 1820s. We find that Dutch GDP per capita was almost twice as high as in the Yangzi delta. Agricultural productivity there was at about the same level as in the Netherlands (and England), but large productivity gaps existed in industry and services. This paper highlights the consequences of the economic and educational change among the Dalits of Karavadi. The tobacco cultivation that engages a large amount of labour has attracted the left political parties for the spread of their ideology and recruitment of party workers. It has helped in working against the practice of untouchability. Further, it has enabled the Dalits to be politically conscious and seriously participate in the political process. The growth of educational institutions in the village and the economic improvement have together helped the Dalits to assert their political and economic rights in the village. One of the most conventional statements in economics, with regard to the services sector, suggests that, as a whole, this sector has a lower productivity level and growth rates than the other productive sectors. From this approach, we can derive the relative lower productivity in some advanced economies (such as the European countries versus the USA and some particular emergent economies) as an explanation of the growth of the tertiary sector. This paper will look in greater depth at issues related to services productivity, from conceptual aspects regarding the definition and meaning of productivity to methodological and measurement of services productivity. This work is essentially a necessary revision of the literature on economic growth, productivity and the services sector, reviewing not only the conventional literature but also those new waves of thinking. This inquiry explores crises facing developmental states in Latin America related to their national strategies for economic growth. Some patterns commonly associated with an import substitution strategy are argued to be rooted in structural and institutional variables related to an abundance of natural resources. However, with the demise of national development strategies after the 1980s, external and internal efforts and measures stemming from big business and financial capital challenged the developmental state. During the 1990s countries in Latin and South America followed similar patterns toward financial integration. Failures related to this recent strategy opened space for a new development policy. Between 1995 and 2001, Jeffrey Sachs and Andrew Warner published a series of influential empirical studies examining mining and energy's role in economic growth. Their principal finding was that economies heavily dependent on extractive activity in 1971 grew more slowly than comparable non-extractive economies over the next 19 years. This result has been deemed 'the resource curse'. The result is generally robust across differing country samples and across extended sample periods. Many have sought to explain the phenomenon, but without unified success. Sachs and Warner suggest that crowding out of a sector or activity with production externalities is the most likely explanation. This paper demonstrates that the relatively slower growth in mineral and energy economies may simply reflect a resource drag whereby optimally managed per capita resource production does not grow substantially over time and hence introduces a drag on the measured growth of per capita economic output. If the resource curse is indeed only a resource drag, this has implications for trade and industrial policies implemented on the presumption that there are growth-reducing market failures associated with mineral and energy production. In the authors' opinion, specialization stands for both an expression of competitiveness, and a continuity and attention paid to some activities, thus reflecting the positive evolution of a national economy. By increasing the specialization of service functions, qualitative changes occur in the evolution of an economy. In this study, the authors emphasize the importance of specialization implications by reference to services development in Romania, since the Romanian economy requires an increase in services activities. This article contributes to the debate about the role of the region in the placement and coordination of research centers linking technology-led economic development and science, technology, and innovation policy. Through a comparison of how a “conscious geography” has informed the organization of innovation + development (I + D) research centers in the US and Canada, this analysis focuses on the variation in the models of multi-scalar policy coordination deployed through the I + D research center frameworks in the US and Canada. This article begins with a discussion of the theoretical arguments behind territorial innovation systems. It continues by describing the different models of I + D research centers in the US and Canada and the role of the region in each set of policy frameworks. The third section discusses ways policy outcomes are influenced by the initial consideration of the spatial distribution of production and innovation. The article concludes with the case for a policy model which prioritizes a role for the region as a site of economic and geographic analysis and a partner in the design of a multi-scalar innovation policy. The article shows how Celso Furtado's interpretation of development and underdevelopment as interdependent phenomena was part of the emergence of development economics as a research field in the 1950s. The main features of underdeveloped economic structures, according to Furtado, were their technological heterogeneity—in the sense of significant differences in the capital-labor ratio between two or more sectors—and underemployment caused by maladjustment between the availability of factors and irreversible production methods. Mega-events such as the World Cup and the Olympics have been used for economic development, urban transformation and global status enhancement. Beijing and Shanghai embraced these purposes when they won the bids for the 2008 Olympics and the 2010 World Expo respectively. This article examines the pre-event economic changes in Beijing and Shanghai that are associated with their pursuit of mega-events. Changes in a group of economic indicators are tracked from 1997 to 2006. It was found that after winning the bids for the Olympics and the World Expo, Beijing and Shanghai experienced greater growth in construction and tourism, a speeding-up in economic development and restructuring, and an improvement in physical infrastructure. However, the enhancement of global exposure was not accompanied by growth in foreign trade and in the finance, insurance and real estate (FIRE) industries. The mechanisms shaping a shift in intrametropolitan self-employment remain poorly understood. In response, this study aims to examine shifts in both central-city and suburban self-employment by integrating the changing forces of intrametropolitan economy and population with their economic interdependence within an entire metropolitan area. Using a change-score model, data collected over two timeperiods (1980-90 and 1990-2000) are pooled. The analysis shows that a decline in intrametropolitan manufacturing employment, which can be understood as an aspect of local economic restructuring, leads to an increase in intrametropolitan self-employment. In an integrated global economy, specialisation in trade is an increasingly prominent strategy. A labour-abundant, resource-rich economy like Indonesia faces stiff competition in labour-intensive manufactures; meanwhile, rapid growth in demand for resources from China and India exposes it to the 'curse' of resource wealth. This diminishes prospects for more diversified growth based on renewable resources like human capital. Using an international panel data set we explore the influence of resource wealth, foreign direct investment and human capital on the share of skill-intensive products in exports. FDI and human capital increase this share; resource wealth diminishes it. We use the results to compare Indonesia with Thailand and Malaysia. Indonesia's reliance on skill-intensive exports would have been greater had it achieved higher levels of FDI and skills. Its performance in accumulating these endowments, and its relative resource abundance, impede diversification in production and trade. We present policy options flowing from these findings. The Triple Helix of university–industry–government (UIG) relations is elaborated into a systemic model that accounts for interactions among three dimensions. By distinguishing between the respective micro-operations, this model enables us to recombine the “Mode 2” thesis of a new production of scientific knowledge and the study of systems of innovation with the neo-classical perspective on the dynamics of the market. The mutual information in three dimensions provides us with an indicator for the self-organization of the resulting network systems. The probabilistic entropy in this mutual information can be negative in knowledge-based configurations. The knowledge base of an economy can be considered as a second-order interaction effect among interactions at interfaces between institutions and functions in different spheres. Proximity enhances the chances for couplings and, therefore, the formation of technological trajectories. Cultural industries have assumed an increased importance to urban economic development. However, little attention has been paid to accommodating the complex set of activities--both cultural and economic--implicated in cultural production. A recognition of this complexity, however, has significant implications for policy. This paper considers the design sector in Montréal, a sector which has attained international visibility in recent years. We analyze the role played by four public and nonprofit institutions in regulating this sector and illuminate their mechanisms for reconciling commercial and aesthetic imperatives. An examination of such initiatives lends insight into the opportunities and the challenges within policy circles for accommodating a conceptualization of cultural industries that recognizes their irreducibly hybrid nature. There is a protracted stalemate between rich (the North) and poor (the South) countries over the question of minimum labour standards in developing economies. This paper is a sequel to Singh and Zammit (2000). It considers afresh key issues in the controversy. While fully recognizing the moral, political, and philosophical dimensions of this complex issue, the paper concentrates on the central economic question of the ‘race to the bottom’. It emphasizes the difficulties of establishing labour standards in the vast informal sectors in developing countries and suggests that the ILO conventions 87 and 98 should be amended to reflect properly these concerns. It also argues that ILO core conventions should be broadened to include the right to a decent living. The overall conclusion is that labour standards are important indicators of economic development, but their promotion is best achieved in a non-coercive and supportive international environment such as that provided by the ILO. On the one hand are rational actor based theories, broadly identified as the new institutional economics which characterize the Asian crisis and its consequences as a problem of missing institutions. Central to this approach is a decidedly prescriptive agenda focused upon the design and implementation of high quality governance institutions that reduce transactions costs and promote economic growth by facilitating a broader range of transparent and arm's-length market transactions. This paper argues that restructuring in Asia will depend upon two institutional changes.

This paper sets out a short–cut method for allocating country level GDP estimates across regions. Comparing UK regional GDP estimates generated using the short–cut method against existing regional GDP figures suggests that it produces acceptable results. We make estimates of GDP for the four countries of the UK for each of the census years between 1861 and 1911. Irish GDP per worker and per caput grew faster than British. These indicators demonstrate weak convergence of the two regions. The bulk of the Irish performance may be explained by traditional forces such as TFP growth and capital accumulation. This article focuses on the impact of British colonial rule on India's economic developments. The view that impediments to develop were inherited from the damages of colonial rule, and not homegrown, become a key premise of Indian nationalist Jawaharlaln Nehru. It was a century from 1757, when English East India Company established its supremacy in Bengal, and 1858, when the Crown took over administration of India. British Crown rule over India lasted 90 years, from 1858 to 1947. Agriculture has been the predominant sector for India's workers for the last two centuries, right up to 2002. High risk was a constant feature of economic life in most parts of India throughout history. India's workforce is not significantly more industrial in 2002 than a century ago. In describing industrialization in colonial India, it is necessary to begin with a distinction between traditional modern history. Modern industry was essentially a product of India's contact with Britain. India was a more open economy in the colonial period relative both to the eighteenth century and to the first 40 years of its independence. Until the 1980s, the principal use for economic history in India was to supply a critique colonialism, which formed the ideological basis for an economic policy of self-reliance.

The current literature on the relationship between income and environmental quality is dominated by a notion of an inverted 'U'-shaped curve between both variables. However, a key variable is missing in this kind of study: the extra-territorial environmental effects of national economies. International trade of raw materials may be a good proxy to estimate these 'environmental load displacement' effects. The present work tries to elucidate some patterns in the relationship between economic growth in affluent countries and the quantity of non-renewable materials imported from less-developed countries. The results indicate that a general de-linking between economic growth and Southern resource consumption is not occurring in the industrialized world. Thus, developed countries may be increasingly displacing the environmental costs associated with material throughput to poorer regions of the world. [ABSTRACT FROM AUTHOR]

The townships of Sowerby and Calverley-cum-Farsley in the West Yorkshire textile district in England dominated much of the English woolen trade by the later eighteenth century. According to various data sources, Sowerby has always been bigger than Calverley in population terms with the former having different forms of proto-industrial organization. While Sowerby was an upland area where many of the inhabitants became workers in the textile industry, Calverley had an early and heavy dependence on the broadcloth industry as caused by the township's pursuit of economic and social betterment.

This paper reviews first the long controversy that finally led to recognition that dualistic models (North versus South) were no longer suitable for understanding the multi-regional differentiation of contemporary Italian development, since that development had generated a new geo-economic formation labelled as 'peripheral economy' or 'Third Italy', whose specific development agent had been small enterprise spatial systems, later named with terms that were newly coined ('system areas') or rediscovered (the Marshallian 'industrial district'). From that point onwards, the Italian as well as the international debates on small enterprise spatial systems (SESSs), and especially on industrial districts, record attitudes oscillating from being passionately in favour to being hypercritical but, in both cases, strongly ideologized. The Third Italy's case supplies a pertinent example of the risk of ideologizing a scientific controversy. Despite the continuing emphasis put on their past performances, the most recent difficulties of the SESSs to cope with post-industrial transition pose the question of whether and to what extent the Third Italy concept can hold its former epistemological and interpretative power. Components and mechanisms of the SESSs currently affected by the post-industrial processes are identified by means of three stylized schemes (the production, spatial and social models of an SESS). A brief overview of the evolution of the Italian regions from 1951-91 supports the assumption that the SESSs have been the dynamic agent of both the genesis and the dissolution of the Third Italy. Not only have the processes associated with crisis and restructuring transforms Nigeria's economy, polity and popular movements but they also promise to restructure the relationships among states within the region of West Africa. Here, economic, political relationships among states within the region of West Africa. Here, economic, political and strategic factors combine to offer an opportunity for Nigeria to deepen its hegemony through Economic Community of West African States (ECOWAS). Possessing easily twice as large an economy and population base as the remainder of the states combined, Nigerian political elites have long made claims to leading the region and to dominating the common market proposed by the ECOWAS states. Historically, since the formation of ECOWAS under Nigerian sponsorship, the main obstacle to economic integration has been French political and economic interests and their client elites led by Houphoet-Boiny of the Ivory Coast, who is perhaps most widely known for building the largest Catholic cathedral in the world.
