In this study, at the end of the 16th century, two observatories, one in the east and the other in the west, and two important astronomical scholars who worked there were studied. The Observatory which was established in the capital Istanbul in the last years of the rise of the Ottoman Empire in the east and the Uranibourg Observatory on the Island of Hven in Denmark which was developed in the atmosphere of the Italian renaissance were introduced. The lives of Takiyuddin and Tycho Brahe, respectively, who work in these observatories are explained. Then, at the beginning of the last quarter of the century in 1577 observed by an observer of these two observations of how a star is perceived by the eastern and western communities. This comet, which is also observed in different parts of the world, is explained by who determined that it is actually the same celestial body. As a result, the fate of the observatories at that time was taken into consideration how science was approached in both societies., Bu çalışmada, 16.yüzyılın sonlarında biri doğuda diğeri ise batıda yer alan iki rasathane veburada görev yapmış bulunan iki önemli astronomi alimi ele alınmıştır. DoğudaOsmanlı İmparatorluğunun yükselme döneminin son yıllarında payitaht İstanbul’dakurulmuş Rasathane ve İtalyan rönesansının yeşerttiği ortamda gelişen Danimarka’dakiHven Adası’ndaki Uranibourg Rasathanesi tanıtılmıştır. Bu rasathanelerde görevyapan sırasıyla Takiyuddin ve Tycho Brahe’nin hayatları anlatılmıştır.Ardından, yüzyılın son çeyreğinin başında 1577’de bu iki rasathane tarafındangözlenen bir kuyruklu yıldızın doğu ve batı toplumları tarafından nasılalgılandığı irdelenmiştir. Dünyanın farklı bölgelerinde de gözlenen bu kuyrukluyıldızın aslında aynı gök cismi olduğunun kim tarafından belirlendiğiaçıklanmıştır. Sonuç olarak, o dönemde rasathanelerin kaderi ele alınarak heriki toplumda bilime nasıl yaklaşıldığı anlaşılmaya çalışılmıştır.

Su, bütün insanlık boyunca varlığımızı devam ettirebilmek için ihtiyaç duyulan en temel gereksinimlerden biri olmuştur. Yüzyıllarca savaşların temel sebeplerinden biri haline gelmiş ve yerleşik hayata geçişte en önemli kriter olarak su kaynaklarına yakınlık dikkate alınmıştır. Yalnızca insanoğlu için değil tüm canlılar için de büyük bir ihtiyaç olan suyu temin etmek ve atıksuyu yaşam alanlarından uzaklaştırmak zorunlu bir gereksinimdir. Ancak herhangi bir su kaynağının varlığı o kaynağın direkt olarak kullanılabilir olması anlamına gelmez. Önemli olan temiz suya ulaşmaktır. Kullanılabilir temiz suyun temini her zaman büyük bir sorun haline gelmiş ve bu sorunun çözümü için çeşitli yöntemler aranmıştır. Bu sebeple içmesuyu ve kanalizasyon sistemleri yüzyıllar öncesinden oluşturulmuş, gelişen teknolojilerle birlikte kendini yenilemiştir.Yaşam alanlarındaki altyapı sistemlerinin durumu ülkelerin gelişmişlik düzeyini gösteren önemli kriterlerden biridir. Bu sebeple uygulanacak bu sistemler için hassas ve titiz çalışmalar yapılmaktadır. Altyapı sistemlerinin kapasitesinin nasıl olacağı, şebekelerin nerelerden geçeceği, konumlarının nasıl olacağı ve planlanan projelerin mevcut duruma nasıl uygulanacağı gözönünde bulundurulmakta ve ihtiyaç durumuna göre gerekli etütler yapılarak projeler hazırlanmaktadır.Yüksek maliyetler içeren bu yatırımlar gelişmekte olan ülkemiz için de önemli uygulamalardandır. Bu sebeple 12 Ekim 2017 tarih ve 30208 sayılı Resmi Gazetede Çevre ve Şehircilik Bakanlığı tarafından `İçme ve Kullanma Suyu Temini ve Dağıtım Sistemleri Hakkında Yönetmelik` yayımlanmıştır. Son derece önem arz eden bu yatırımlar için devlet büyük finansmanlar sağlamaktadır. Bu sebeple yapılan yatırımların uzun yıllar boyunca kalıcılığının korunması önem arz eder.Söz konusu bu çalışmalar yapılırken en önemli parametrelerden biri, projelerde belirlenen hatların araziye aplike edilmesi esnasında projeye uygun olarak konum doğruluklarının sağlanmasıdır. Ayrıca sistemlerin uzun yıllar kullanılabilirliğini devam ettirebilmek için araziye inşaatları tamamlandıktan sonra halihazırdaki mevcut durumlarına ait konum verilerinin saklanması da dikkat edilmesi gereken önemli noktalardan biridir.Bu çalışmada içmesuyu ve kanalizasyon uygulamaları esnasında hatların konum doğruluklarının önemi incelenmiş ve uygulamaların nasıl yapıldığı anlatılmıştır. Çalışma bölgesi olarak Afyonkarahisar İli' nin Döğer Beldesi seçilmiştir. İller Bankası A.Ş. kontrollüğünde bölgede yapımı devam eden içmesuyu ve kanalizasyon yapımı işi kapsamında ölçümler yapılmıştır. Elde edilen veriler yapım işine ait proje verileri ile karşılaştırılarak konum doğrulukları incelenmiştir. Sonuç olarak, proje verileri ile arazi verilerinin yüksek farklılıklar göstermediği görülmüş, farklılıkların olduğu noktaların ise sebepleri incelenmiştir. Water has been one the most essential needs for mankind to maintain its existance. It has been one of the main reason of wars for centuries and proximity to water sources taken into consideration as the prime criteria for the transition to settled life. It is a mandatory need to procure water that is a main need for not only for mankind but also for whole living beings, and remove wastewater from habitats. However existence of any water resource doesn't mean that is directly usable. What really matters is reaching clean water. İt has been a great problem of procuring clean water and various methods have been asked for it. Therefore domestic water and sewage systems formed centuries ago and renovated itself by the help of developing technology.Condition of infrastructure in habitats is one of the most significant criteria that indicates the development level of the country. Therefore sensitive and meticulous studies have been done. It is taken in to consideration that, how infrastructure capacity will be, where network will pass through, how will the locations be and how will the intended projects will be applied to present situation and projects are designed by carrying out essential studies according to the demand.These high costly investments are significant applications for our developing country. Therefore `İçme ve Kullanma Suyu Temini ve Dağıtım Sistemleri Hakkında Yönetmelik` was published in offical journal dated on 12.10.2017 with the number of 30208 by the environment and urban planning ministry. Goverment ensure great amount of finance for these substancial investments. So it is important to preserve the permanency of these investments for many years.One of the most significant parameters while carrying out these studies is to ensure the location accuracy according to the projects during the application stage of tracks, determinated on projects, on the land. Furthermore its noteworthy to keep present situations of the location datas of the systems, after their construction to land is done, to maintain the utility of systems for many years.In this study the significance of the location accuracy of networks during the domestic water and sewage system applications was investigated and the apply methods were explained. Study field was chosen as Döğer town of Afyonkarahisar city. Measurements have been made on field within the domestic water and sewage construction under control of İller Bankası A.Ş. Datas that obtained were compared to the ones belong to contruction and their accuracy was studied. As a result it is seen that there are no big differences between project and field datas, the reasons of where points where the differences ocur were investigated. 120

İnsanoğlunun varoluşuyla başlayan, yaşam mücadelesinin büyük bir kısmı vahşi doğa şartlarıyla mücadele ile geçmiştir. Temel problemlerin çoğunluğu doğa şartları ya da barınma ihtiyacını karşılamakla ilgilidir. Barınma ihtiyacını gidermek için ilk başlarda mağaralarda ve kulübelerde yaşayan insanoğlu ilerleyen dönemlerde bilgi birikimiyle; farklı tekniklerle yapılar inşa etmişlerdir. Taş işçiliğinin gelişmesiyle taştan, marangozluğun gelişmesiyle ahşap, gelişen bilim ve teknolojiyle birlikte günümüzde ise betonarme yapılar üretmeye başlamışlardır. Çok geçmeden farklı nedenlerden ötürü yapı stokunda hasarlar meydana gelmiş hatta bazı yapılar yıkılmıştır.1900'lü yılların başında, dünyada büyük yapıların artması ve bu yapılarda oluşan hasarların, yapıların yakın çevrelerinde de hasara neden olması sebebiyle oluşan deformasyonların izlenmesi gerekliliği ortaya çıkmıştır. Bu sebeple çeşitli deformasyon ölçme teknik ve yöntemleriyle verilerin değerlendirilmesine ilişkin yöntemler geliştirilmiştir. Fakat bu kez de süreçleri gerçekleştirecek niteliklere sahip yetişmiş kalifiye elemanların olmaması gibi bir sorun ile karşılaşılmıştır. Yapısal deformasyonların belirlenmesine yönelik gözlemlerin değerlendirilmesi başlı başına bir sorun iken bu gözlemlerin hangi kalitede elde edilmesini gerektiren, yapıdaki değişimlerin nitelik ve niceliklerinin bilinmesi de ayrı bir önem arz etmektedir. Bu durum ise hangi donanım ve ölçme yönteminin uygulanması gerektiği konusunda karar verici mekanizmalar ve gözlemlerin değerlendirilmesine yönelik ne tür yazılımların kullanılması gerektiğine karar verilmesini önemli kılmaktadır.İşte bu gibi bilinmezlikler analiz sürecini iyiden iyiye karmaşıklaştırmaktadır. Sonuç olarak deformasyon ölçme ve değerlendirme sürecinin kaçınılmaz olarak bir otomatik sistem haline getirilmesi olgusuyla karşılaşılmaktadır. Bu tez kapsamında yukarıda bahsedilen otomasyonu sağlayacak tek ve iki boyutlu ağ dengelemesi hesabı ve bunlara bağlı olarak deformasyon analizi yapan yerli bir yazılım tasarlanması uygun görülmüştür. Tasarlanan programın üretilen ilk sürümünde Matlab yazılımı kullanılarak programlanmış ve bu yazılımın eldeki bilgisayar sistemini zorladığı görülmüştür. Mevcut bilgisayar donanımında değişiklik yapılamayacağına kanaat getirildiğinde ise kullanılan bilgisayarı zorlamayacağı düşünülen başka bir programlama dili olan C# yazılımı kullanılarak tekrardan tasarlanmıştır. Bu programın adına ise Jeodezik Ağlarda Dengeleme ve Deformasyon Analizi (J.A.D.D.A.) adı verilmiştir.Üretilen bu program kullanılarak Tarihi Davutpaşa Kışlasının 2011 ve 2017 yılları arasındaki hassas geometrik nivelman, hassas trigonometrik nivelman, yatay konum ağları verileri değerlendirilmiş ve yine bu programla yapısal deformasyonların analizi yapılmıştır. Hesaplamalar ve analizler neticesinde Matlab ve C# ortamında yazılan programların hemen hemen aynı sürede çözüm yaptıkları görülmüştür. Fakat C# ortamındaki sürümünün grafik gösterim sırasında sistemde donmalara neden olmadığı, program çalışırken bilgisayarda diğer işlemlerinde rahatlıkla yapılabildiği tespit edilmiştir. Netice olarak nokta sayısının 60 civarına kadar artması ile birlikte üretilen programın çalışma süresinin 3-4 dakikaya kadar uzadığı görülmüştür.Bağıl uydu konum belirleme tekniklerinden olan statik GPS ölçümleri ise jeodezik ağın mutlak konumundaki değişimlerin (deplasmanların) belirlenebilmesi için kullanılmıştır. GPS verilerinin değerlendirmesi ve uydu verileriyle deformasyon analizi yapabilecek bir programın tasarım ve yazılımının gerçekleştirilerek ülke çapında online olarak sunulmasının yararlı olacağı kanısına varılmıştır.Davutpaşa kışlası jeodezik kontrol ağında yapılan yersel ölçü çalışmalarında referans noktalarında ikisi hariç diğerlerinde alet sehpa üzerine kurulmasına karşın dengeleme sonrası nokta konum duyarlıklarının 5 mm civarında gerçekleştiği görülmüş, duvarlardaki obje noktalarında ise kağıt reflektör kullanılmasına bağlı olarak 10 mm ye kadar varan nokta konum duyarlıklarına ulaşılabildiği belirlenmiştir. Sabit noktaların yüksekliklerinin belirlenmesi için yapılan hassas geometrik nivelman gözlemleri ve obje noktalarının yüksekliklerinin belirlenmesinde kullanılan hassas trigonometrik nivelman yöntemi dikkate alınarak yapılan bütünleşik dengelemede referans noktalarının yükseklikleri için 0.7 mm obje noktaları için ise 2.5 mm düşey konum duyarlıkları elde edilmiştir.Bu veriler ışığında değerlendirilebilir nitelikte görülen ölçme dönemlerinden 2012-2016 sürecinde yapının A blok kısmının kışla avlusu yönünde 6-7 mm boyutlarında yer değiştirdiği aynı süreçte düşey yönde ise 1 cm civarında oturma olduğu gözlemlenmiştir. Gözlemlerin gerçekleştirilmesi sürecinde yapı çevresindeki yol çalışmaları, duvarlardaki alt sıralardaki obje noktalarını tanımlayan reflektörleri sökmeleri nokta değişimlerine neden olmuştur. Tabii ki deformasyonların düzenli izlenmesi amacıyla noktalar tekraren ihya edilmiş bu ise bazı dönemler arasında analiz sonuçlarında anlamlı nokta hareketleri olarak ortaya çıkmıştır. Bu durum değerlendirmede dikkate alınmıştır. Süreçteki bütün olumsuzluklara karşın modern ölçme donanımlarından yararlanılarak ve verilerin değerlendirilmesinde geliştirilmiş yazılımlar aracılığıyla otomasyon sistemi oluşturularak tarihi eserlerdeki yapısal deformasyonların milimetreler mertebesinde bir doğrulukla belirlenmesinin mümkün olacağı kanaatine varılmıştır. Most of the struggle for life which started the existence of human being has passed through the struggle with the wilderness conditions. The majority of problems is relevant with nature conditions or shelter requirement .In order to get rid of the need for sheltering, mankind who first lived in the caves and in the clubs built structures with different techniques in the later periods. With developing stone workmanship, they built structures using stone. With developing carpentry, they built structures using wood and with developing technology and science, they built structures using concrete. Before long, at building stock suffered damage and even some of structures collapsed.In the early 1900s; with increasing big buildings, damages at structures was made .Close circle of this big structures has been effected from this situation. Because of this, necessity on monitoring of deformation came up. Therefore, data evaluation with different deformation survey techniques and methods was developed. But this time, the lack of qualified staff problems was experienced. While the evaluation of observations for determining structural deformations is a problem in itself, it is also important to know the qualities and quantities of the changes in the structure, which qualities should be obtained. This makes it important to decide on which hardware and measurement method should be applied and to decide which software should be used to evaluate the observations.Unknowns like this, complicates the process of analysis thoroughly. As a result, it is inevitably encountered as an automatic system in deformation measurement and evaluation processes. In this thesis, it was found acceptable to design a domestic software making one and two dimensional network adjustment will provide automation which is mentioned above. It was programmed using Matlab software in the first version of the designed program, and it seems that this software is forcing the computer system on hand. When it is judged that the existing computer hardware cannot be modified, another version of program was coded again using another programming language known as C# language that is considered to not force the computer system. The name of this program is called Geodetic Network adjustment and Deformation Analysis. (J.A.D.D.A.)Using this program, accurate geometric leveling, precise trigonometric leveling, horizontal location networks data between 2011 and 2017 of Historical Davutpaşa barracks were evaluated and structural deformations were analyzed with this program. As a result of the calculations and analysis, it is seen that the programs written in Matlab and C # solve almost the same time. However, it has been determined that the version in C # does not cause forces in the system during graphical display and that it can be easily performed in other operations on the computer while the program is running. As a result, with the increase of the number of points to around 60, it is seen that the working time of the produced program is extended to 3-4 minutes.Static GPS measurements of relative satellite positioning techniques, are used to determine the absolute position changes (displacements) in the geodetic network. It has come to the conclusion that it would be beneficial to submit that the design and writing code of a program which can analyze the GPS data and satellite data deformation analysis online domestically.At Davutpaşa geodetic control network; despite applying an instrument to points in terrestrial survey works, Except position sensitivity of two points after adjustment calculation is about 5 mm .Depending use of reflector sheet at object points on the wall of the barracks is up to 10 mm. Precise geometric leveling observations made to determine the height of fixed points and precise trigonometric leveling method used to determine the height of object points shows that 2.5 mm vertical position accuracy for the object points , 0.7 mm accuracy for the height of the reference points in the integrated adjustment was acquired.From this data; 2012-2016 process period of Evaluable survey terms, It has been observed that the block A part of the barracks in the direction of the courtyard displaced by 6-7 mm. In the vertical direction in the same process displaced around 1 cm .In the process of observations; the road constructions around the building circle, the dismantling of the Reflector Sheets defining the object points in the lower rows on the walls caused point changes. Of course, in order to observe the deformations regularly, the points have been rehabilitated and this has emerged as meaningful point movements in the analysis results between some periods. This situation has been taken into consideration during evaluation. In spite of all the negativities in the process, it has been concluded that it is possible to determine the structural deformations in historical buildings in millimeter accuracy by using automation system by using modern measuring equipment and software developed by evaluating the data. 104

Roma, Bizans ve Osmanlı imparatorluklarına başkentlik yapan, içerisinde kültürel mirasları barındıran, kara ve deniz ulaşımı için çok önemli bir merkez olan İstanbul için muhtelif amaçlara yönelik haritalar yapılmış olabileceği ve bu haritaların belirli tekniklere göre çizilmiş olması gerektiği düşüncesi bu araştırmanın ana dayanağı olmuştur. İstanbul dönüşüm geçiren çok büyük bir şehirdir. Bu sebeptendir ki belirli dönemlerin tarihini yansıtan eski yerleşim alanlarının korunması amacıyla eski İstanbul haritalarından, günümüz tekniklerinden de yararlanılarak eski eserlerin yeniden ihyasında yararlanılabilir.İstanbul hakkında binlerce kitap yazılmış, binlerce araştırma yapılmış, İstanbul'un tarihi, edebiyatı, mimarisi, sosyal ve iktisadi hayatı, felaketleri gibi konularda çok fazla kitap olmasına rağmen İstanbul topoğrafyası hakkında yeterli eser bulunmamaktadır. Bunun yansıması olarak geçmiş dönemlere ait nitelikli haritalar yok denebilecek kadar azdır. Mevcut haritalar yeterince özenli arşivlenemediğiden sınırlı sayıdaki eserlerden hakkıyla yararlanılamamaktadır.Son yıllarda İstanbul haritalarının önemi birçok disiplin yönünden özelikle mimarlık, şehircilik, ekonomik ve sosyal açıdan artmıştır. Bu sebeple eski İstanbul haritaları arşivlerden çıkmaya başlamıştır. Arşivlerde bulunan bu haritalar klasik harita yöntemleri kullanılarak yapılmıştır. Bu haritalardan daha fazla yararlanabilmek için; haritaların günümüz haritaları ile ortak bir sisteme getirilmesi gerekmektedir. Harita Mühendisleri tarafından ilk aşamada güncel hâlihazır haritalar ile çakıştırılıp, daha sonra paftalar koordinatlandırılmalıdır. En son aşama olarak haritaların sayısallaştırılması gerekmektedir.Bu çalışmada, İstanbul'un bilinen ilk haritalarından başlayarak günümüze kadar geçen zamanda yapılan haritalar niteliklerine göre gravür ve ölçmeye dayalı haritalar olarak sınıflandırılmıştır. Gravür tarzı haritaların yapılış amaçları ve tarihlerinden bahsedilmiş ve ölçmeye dayalı haritaların da üretim zamanı, kullanılan teknolojisi, haritanın içeriği ve koordinat sistemleri açısından incelenmiştir.Daha nitelikli İstanbul haritalarının yapılmaya başlandığı XIX. yüzyıl başları ve sonları arasındaki bu geniş zaman dilimi içerindeki değişim yorumlanarak bu haritaların mimarlıkta rölöve çalışmalarında nasıl kullanılabileceğine değinilmiştir. Özellikle Boğaziçi Öngörünüm Bölgesinde eski eser yapılarda; üç boyutlu konum belirleme, konum doğruluğu ve duyarlığı konuları incelenmiştir. Tamamen yok olmuş ve yaşatılmak istenen yapıların, bina konturları değişen yapıların orjinallerinin bulunması gibi mimari konularla birlikte, haritacılık mesleğinin temel konusu olan arazi topoğrafyasının değiştirilmeden binaların kotlandırılması konuları üzerinde durulmuştur.Boğaziçi Öngörünüm Bölgesinde eski eser yapıların rölöve, restitüsyon ve restorasyon projelerinde Harita Mühendisleri tarafından üretilen belgeler; röperli kroki, çap, kot-kesit belgesi, inşaat istikamet belgesi, kadastral paftalar, hâlihazır paftalar, eski haritaların tanımları ve nerelerden temin edildikleri anlatılarak, rölöve çalışmalarında hangi aşamada ne şekilde kullanılabileceği irdelenmiştir. Ayrıca rölöve alım ekniklerinde klasik rölöve, fotogrametrik rölöve ve lazer tarayıcılar ile rölöve alım teknikleri araştırılmıştır. The idea of necessity of making maps having drawn for different reasons and with certain techniques for Istanbul which was used to be the capital city of Rome, Byzantine and Ottoman Empires, having cultural inheritance inside, being a very important center of land and sea transportation, has been the main grounding of this essay. Istanbul is a huge city which is transforming constantly. That?s why, with the aim of protecting the old residential areas which reflects the history of certain times with the help of current techniques, old Istanbul maps can be utilized for revitalization of old buildings.Thousands of books have been written and thousands of researches have been made although, there are lots of books related to history, literature, architecture, social & financial life and disasters of Istanbul, there are not enough information regarding Istanbul?s topography. As a reflection of this, there are so limited qualified maps for earlier periods. These limited numbers of documents cannot be used properly because they were not archived carefully.In the recent years, the importance of the Istanbul maps has been increased in terms of several disciplines; such as architecture, city planning, economical and social aspects. Therefore, the old Istanbul maps have started to come out of the archives. These maps, existing in the archives were made by using classical mapping methods. In order to provide more benefit from these maps, they should be adapted in the system of actual charts. In the first stage, maps should be superposed with current base maps and later on these maps should be coordinated. As the final stage, maps should be digitized.In this study, starting from the first known maps of Istanbul, maps made up until nowadays have been classified as gravure and measurement-based types according to their characteristics. Gravure-style maps have been mentioned and measurement based maps have been examined according to production date, technology used, index of the map and coordinate systems.Having interpreting the changes during wide time period between the beginning and the end of the XIX. Century in which more qualitative Istanbul charts started to be made, it has been pointed how these maps can be used in architecture building survey works. Three dimensional location determination, location correctness and sensitivity subjects has been examined especially at historical buildings within ?Bosphous Preview Area?. In addition to architectural issues such as finding totally disappeared buildings which are intended to kept alive or finding the original versions of the building contours which were subjected to change and the main subject of the surveying works which is leveling of the building without changing site topography were taken into consideration.The documents such as benchmarked plot, diameter, form of code profile, form of construction direction, cadastral plot, present plot produced by survey engineers in the project of building survey, restitution and restoration of the historical buildings within the ?Bosphous Preview Area? have been considered within building survey works with which phase and which way by explaining the definition of old charts and how they supplied from. Furthermore, within the scope of surveying works techniques, classical surveying, photogrammetric surveying and laser scanning have been searched. 162

Bu çalışmada GPS 'in konum belirleme tekniklerinden biri olan RTK yöntemi ile elde edilen konumun (yani koordinatların) güvenilir olup olmadığı sorusuna cevap aranmaktadır. Bu amaçla RTK yöntemlerinden biri olan ve bir örneğinin de Kütahya Tavşanlı ilçesinde kurulmuş olan tek sabit referans istasyonu baz alınarak yapılan RTK GPS ölçülerinin güvenilirliği sorgulanmaktadır.Çalışmaya ölçü güzergâhı oluşturularak başlanmıştır. Güzergahı oluşturan baz 35 km uzunluğundadır. Bu güzergah üzerinde 8 nokta tesis edilmiş ve bu noktalarda biri gidiş biri dönüş olmak üzere üç gün boyunca RTK GPS datası toplanmıştır. Ayrıca RTK GPS yöntemiyle koordinatları belirlenen bu noktaların her birinde 1.5 saatlik Statik ölçüm yapılmıştır. Aynı noktaların Statik ve RTK GPS yöntemleriyle elde edilen koordinatları arasındaki farklar belirlenmiştir.Tüm bu araştırma, karşılaştırma, analizler ve değerlendirme sonucunda elde edilen verilerin ; Kadastro, haritacılık, belediye ve tüm kamu kurum ve kuruluşlarının CBS / KBS çalışmalarında esas olan, konumun (yani koordinatların), güvenilir yöntemlerle hızlı,ekonomik, doğru, ünik ve üniform olarak belirlenmesine yönelik tüm ihtiyaçlarını karşılayabilecek duyarlılıkta olduğu sonucuna varılmıştır.Anahtar Kelimeler: Uydular ile Konum Belirleme, Gerçek Zamanlı Kinematik (RTK), Tek Sabit Referans Sistemi In this study, the GPS positioning technique in one of the position obtained by the RTK method (ie coordinates) to the question of whether the answers are reliable. For this purpose, one of the RTK method and Single base reference station which was established in the town of Kutahya Tavsanlı based on the reliability of RTK GPS measurements are queries.Measurements were started to work by creating routes. The length of the route is 35 kilometers. This route has been established over 8 points and points for three days to one going into one of RTK GPS data were collected. In addition, RTK GPS coordinates determined with the method of static measurements were made for 1.5 hours each of these points. Static and RTK GPS method of the same point with the difference between the coordinates obtained were determined.All this research, comparison, analysis and evaluation of the data obtained as a result of ; Geodesic, Cadastral survey, cartography, municipalities and public institutions of all GIS / KBS is based on studies , position that coordinates, fast, economical, accurate, unique and uniform as to meet all the requirements for determine the sensitivity was concluded with reliable methods.Key Words: Position Determination by Satellites, Real Time Kinematic, Single Base Reference System 85

Büyük mühendislik yapılarının inşaatı esnasında yapıların çevrelerinde oluşan hareketlerin izlenmesi, bu hareketlerin zamana bağlı olarak yapıda meydana getirdiği deformasyon miktarlarının belirlenmesi, belirlenen deformasyonların yapıda herhangi bir hasara neden olup olmayacağının önceden tespit edilmesi insan ve çevre güvenliği için çok büyük önem taşımaktadır. Özellikle büyük mühendislik yapılarında deformasyon ölçmelerinin yapılması ve ölçmeler sonucunda elde edilen verilerin doğru yorumlanması gerekmektedir. Proje inşaatının tamamlanmasından sonra belli periyotlarda yapılacak olan deformasyon ölçmeleri de projenin uzun süre güvenli olarak çalışması bakımından son derece önemlidir.Bu çalışmada 4.Levent- Ayazağa metro inşaatına ilişkin düşey ve yatay deformasyonların belirlenmesi ve deformasyonların zamanla olan değişimleri ile yatay ve düşey deformasyon arasındaki ilişkinin incelenmesi için yeryüzü ölçmelerinden nivelman ölçmeleri kullanılırken tünel içerisinde ise koverjans ölçmeleri kullanılmıştır. Nivelman ölçmelerinden mutlak sonuç elde edilirken sadece şerit ekstensometre ile yapılan koverjans ölçmelerinden ise bağıl sonuç elde edilmektedir. Dolayısıyla bu iki yöntemle elde edilen sonuç arasındaki ilişki sağlıklı olarak kurulamamaktadır. Bu sonuçların yorumlanabilmesi için şerit ekstensometre ile yapılan koverjans ölçmelerine ek olarak koverjans bulonlarında 3D yöntemiyle ölçme yapmak gerekir ve bu da uygulamalarda nadir olarak büyük deformasyonlarla karşılaşıldığında yapılabilmektedir. Uygulamalarda bu eksikliğin giderilmesi ve elde edilen bilgilerin doğru yorumlanabilmesi için şerit ekstensometre ile yapılan ölçmelerden elde edilen sonuçların değerlendirilmesinde yeni yaklaşımlar geliştirilerek tünel uygulamalarında mutlak sonuç veren bir ölçme yöntemi haline getirilmesi amaçlanmıştır.Anahtar Kelimeler: Tünel Açma Teknikleri, Deformasyon, Nivelman Ölçmeleri, Koverjans Ölçmeleri. Monitoring of the structures' around removes while building of big engineering, defining of the quantifiers of deformation is being monitored for the defined deformation led any damage has taken an important role for people and the security of environment. Especially for huge engineering structures' deformation measures and the datas that had taken after the measurements need to be comment correctly. After the project building was completed measurements of deformation in periodic times is so important for the projects working in a security.On this work defining about 4th Levent - Ayazağa subway building' s vertical and horizontal deformations and in the tunnel the measurements of koverjans has been used for the changes of deformation in times for measure of land to measure of levelling. In order to get a absolute result from measure of levelling, only you can get a functional result from measure of convergence by tape ekstansometer. Therefore there is no healthy correlation between the results of this two methods. In order to comment of this results, in addition measure of convergence by tape ekstansometer you should measure by using 3D method and this method uses when you seldom meet big deformations. Tarihi yapıların rölöve çalışmalarında hassasiyet çok büyük önem taşımaktadır. Modern çağın, ölçüm donanımlarındaki teknolojiyi etkilemesi sonuçlarını vermiş, jeodezik ve fotogrametrik donanım ve yazılımlar çok hassas sonuçlar elde etmeyi mümkün kılmıştır. Bu donanımların kullanımında ve jeodezik işlemlerin gerçekleştirilmesinde muhakkak Jeodezi ve Fotogrametri Mühendislerinin görev alması zorunlu hale gelmiştir. Bu durum teknik şartnamelerde de önemli bir madde olarak yer almaktadır.Bu çalışmanın amacı, teknik olarak görevlendirilen Jeodezi ve Fotogrametri Mühendislerinin, klasik (el ile ölçü alınan) yönteme göre çok daha hassas sonuçlar elde edilmesinde kullandıkları yöntemleri incelemek, donanım ve yazılımları değerlendirmek ve birçok disiplinin bir arada çalışmaları sonucu ortaya çıkan ürünleri sunmaktır.Bölüm 1'de; Jeodezi ve Fotogrametri Mühendislerinin rölöve çalışmalarına yaptıkları katkılar, tez çalışmasının kapsamı, rölöve ile ilgili genel tanımlar, ?anıt? kavramı ve çeşitleri yer almaktadır.Bölüm 2'de; rölöve çalışmalarının öncesinde yapılması gereken jeodezik hazırlık işlemlerinden bahsedilmektedir.Bölüm 3'te; rölöve çalışmalarında kullanılan donanım ve yazılımların genel kullanım özellikleri ve işlevleri değerlendirilmiştir.Bölüm 4'te; Topkapı Sarayı ve Harem Dairesi, Harem Dairesi başta olmak üzere rölöve çalışmalarında izlenmesi gereken ölçme adımları ve yapılan ölçümlerin değerlendirilerek çizimlerin yapılması üzerinde durulmuş, elektronik kayıt üniteli takeometre ile ölçü alma yöntemi diğer yöntemlerle karşılaştırılmıştır. Thanks to the influence of modern age on measurement devices, new geodesic and photogrammetric hardware and software have enabled very sensitive results in measurement processes. Employment of Geodesy and Photogrammetry Engineers has become a necessity in order to effectively use these devices and to process relevant data. This fact also stands as an important clause in technical specifications.The purpose of this study is to analyze the methods performed by Geodesy and Photogrammetry Engineers, which are producing more sensitive results compared to the classical (manual measurement) techniques, to evaluate the hardware and the software used, and to present the outcomes of an example study which is a result of inter-disciplinary practices.In Section 1; the contribution of Geodesy and Photogrammetry Engineers in relief studies, the context of this thesis study, common definitions about relief studies, ?monument? notion and the types of monuments are presented.In Section 2; the geodesic preparation procedure that should be implemented prior to a relief study is presented.In Section 3; general terms of use, specialties and the functions of the hardware and software which are used in relief studies are evaluated.In Section 4; while mentioning Topkapi Palace and the Harem Section, measurement steps that should be followed during a relief study - especially in structures like Harem Section -, the evaluation of the measurement results and the drawing process are analyzed. In this section also the measurement method deploying total station devices is compared to some other methods and various application examples from different structures that were measured with total station devices are presented. 104

Kabatas Füniküler Sistemine iliskin düsey deformasyonlarıbelirlemek üzere yapılan ölçme verileri degerlendirilmistir. Ölçümler için güzergah üzerindeüç farklı alan seçilmistir. Genel olarak seçilen alanlar; çalısma hattı boyunca yeryüzündemevcut olan binaların köse noktalarını ve ayrıca füniküler hattın bu bina alanlarına denk gelengüzergahlarını kapsamaktadır. Başlangıçta su ihtiyacını karşılamak ve taşkınlardan korunmak amacıyla inşa edilen barajlar,özellikle hızlı nüfus artışı, teknolojik ve kültürel gelişmelere paralel olarak artan enerjigereksinimini karşılamak için elektrik enerjisi üretmeye yönelik tasarlanmaya başlanmış vebu da daha yüksek barajların yapımını zorunlu kılmıştır.Barajlar gibi büyük yapılar, sürekli yük altında olduklarından zamanla, yapı ve çevresindedeğişimler ortaya çıkmaktadır. Bu değişimler genel olarak deformasyon şeklindeadlandırılırlar. Belirli bir limit değerini aşan deformasyonlar, büyük can ve mal kaybıdoğuracak facialara neden olabilmektedir. Bu nedenle, barajların çevresindeki değişimlerinizlenmesi ve gerekli önlemlerin alınması büyük önem taşımaktadır.Bu çalışmada, dolgu barajlarda düşey değişimlerin hassas trigonometrik nivelman yöntemi ilebelirlenebilirliği araştırılmıştır. Uygulama alanı olarak seçilen Pabuçdere Barajı'nda, Haziran2003, Eylül 2003 ve Eylül 2004 dönemlerinde elde edilen jeodezik veriler, üç ölçme dönemiiçin ayrı ayrı dengelenmiş ve analiz edilmiştir. Hassas geometrik nivelman ve hassastrigonometrik nivelman yöntemleriyle elde edilen sonuçlar karşılaştırılmıştır.Hassas geometrik nivelman ölçülerinin değerlendirilmesi sonucunda; 100 m uzunluğundakinivelman yolu için ortalama 0.15 mm ölçü doğruluğuna ulaşılmıştır. Aynı ölçmedönemlerinde gerçekleştirilen trigonometrik nivelman ölçülerinin değerlendirilmesisonucunda ise aynı nivelman yolu uzunluğu için ortalama 3.22 mm doğruluk değeri eldeedilmiştir.Tüm bu araştırma, karşılaştırma ve irdelemeler sonucunda; günümüzde elektroniktakeometrelerle yüksek doğruluklu gözlem yapma olanağı ile, ölçme dönemleri arasındabeklenen düşey değişimlerin milimetreler boyutlarında olması durumunda, hassastrigonometrik nivelman yönteminin dolgu barajlarda uygulanabileceği kanısına varılmıştır.Anahtar Kelimeler: Barajlarda deformasyon ölçmeleri, hassas trigonometrik nivelman,hassas geometrik nivelman At the beginning, the dams had been built in order to meet the demands and water floodcontrol. Later on they were designed as electricity production oriented in order to meet theincreasing energy requirement, especially as a result of the rapid increase in population andtechnological and cultural developments. That situation came with the result that larger damsmust have been built.Since the big buildings like dams are under burden there exists exchanges in structure andenvironment. These kind of changes are called as deformation. Some deformations which areover the limits may cause great tragedies with loss of life and property. Therefore, it is veryimportant to observe the changes in the environment of dams and take precautions.In this study, the possibility of estimation of vertical changes by using precise trigonometriclevelling method for the fill dams has been researched. Thus, at the Pabuçdere dam, which ischoosen as application field, the geodetic results that have been taken during June 2003,September 2003 and September 2004 periods are seperately adjusted and analysed. Precisegeometric levelling and precise trigonometric levelling results have been compared.As a result of evaluations of precise geometric levelling measurements, for a 100 m longlevveling path, an average of 0.15 mm accuracy has been reached. On the other hand, at theresults of trigonometric levelling measurements, that are made in the same periods, an avarageof 3.22 mm accuracy has been reached for the same levelling path.To conclude at the end of all these research, comparisons and examinations, with the facilityof high accurate electronic tachometer measuring, precise trigonometric levelling method canapplied for fill dams in the case of vertical changes between different measuring periods are ina few milimeters.Keywords : Deformation measurements on dams, precise trigonometric levelling, precisegeometric levelling 107
