The potential of the environmental impact assessment (EIA) process to respond to climate change impacts of development projects can only be realized with the support of policies, regulations, and actors' engagement. While considering climate change in EIA has become partly mandatory through the EU revised Directive in Europe, African countries are still lagging. This paper assesses Tanzanian policies, laws, regulations, and EIA reports to uncover consideration of climate change impacts, adaptation, and mitigation measures, drawing from the transformational role of EIA. The methodology integrates content analysis, interpretive policy analysis, and discourse analysis. The analyses draw from environmental policy, three regulatory documents and three EIA reports in Tanzania using a multi-cases study design. The aim was to understand how considering Climate Change issues in EIA has played out in practice. Results reveal less consideration of climate change issues in EIA. The policy, laws, and regulations do not guide when and how the EIA process should consider climate change-related impacts mitigation and adaptation. The practice of EIA in the country is utterly procedural in line with regulations provisions. Consequently, environmental impact statements only profile the climatology of the study area without conducting a deeper analysis of the historical and future climate to enhance the resilience of proposed projects. The weakness exposed in the laws and regulations contributes to the challenges of responding to the impacts of climate change through the EIA process. It is possible to address climate change issues throughout the project life cycle, including design, approval, implementation, monitoring, and auditing, provided the policy and regulations guide how and when the EIA process should consider climate change issues. Mitigation and adaptation to climate change in developing countries require sustainable forest management through either retaining the forest unharvested, i.e., conservation or an increased need for proper tree harvesting. However, significant number of trees harvested in miombo woodland of mainland Tanzania are not cut at the specified stump height, i.e., 15 cm from the ground. Leaving extra stump height (ESH) would escalate wood volume removals and hence carbon emissions. Better insights on the extent of wood volume and carbon emissions of ESH in miombo woodlands are apparently needed. This study intended to estimate volume and carbon of ESH in miombo woodland of mainland Tanzania. Based on a sample of 5 264 stumps collected in miombo woodlands of Mainland Tanzania, total annual volume and annual carbon per hectare of ESH were estimated by using equation applicable to cylinder in R software. Result revealed that total annual volume, annual volume and carbon per hectare lost through ESH were 3 800 000 m−3 year−1, 0.098 ± 0.034m3ha−1 year−1 and 0.028 ± 0.009 tCha−1 year−1, respectively. The volume and carbon loss from ESH per hectare per year escalate 6% and 5% of more volume and carbon removals, respectively, in the entire miombo woodlands and its categories in mainland Tanzania. Since annual volume loss of ESH is almost ¼ of annual volume deficit of 19.5 million m3year−1, the deficit and further removals could be lowered through adhering to appropriate harvesting regulations. The Lake Victoria basin's expanding population is heavily reliant on rainfall and river flow to meet their water needs, making them extremely vulnerable to changes in climate and land use. To develop adaptation and mitigation strategies to climate changes it is urgently necessary to evaluate the impacts of climate change on the quantity of water in the rivers that drain into Lake Victoria. In this study, the semi-distributed hydrological SWAT model was used to evaluate the impact of current land use and climate changes for the period of 1990–2019 and assess the probable future impacts of climate changes in the near future (2030–2060) on the Simiyu river discharge draining into Lake Victoria, Northern Tanzania. The General Circulation Model under RCPs 4.5, 6.0 and 8.5 predicted an increase in the annual average temperature of 1.4 °C in 2030 to 2 °C in 2060 and an average of 7.8% reduction in rainfall in the catchment. The simulated river discharge from the hydrological model under RCPs 4.5, 6.0 and 8.5 revealed a decreasing trend in annual average discharge by 1.6 m3/s from 5.66 m3/s in 2019 to 4.0 m3/s in 2060. The increase in evapotranspiration caused by the temperature increase is primarily responsible for the decrease in river discharge. The model also forecasts an increase in extreme discharge events, from a range between 32.1 and 232.8 m3/s in 1990–2019 to a range between 10.9 and 451.3 m3/s in the 2030–2060 period. The present combined impacts of climate and land use changes showed higher effects on peak discharge at different return periods (Q5 to Q100) with values of 213.7 m3/s (Q5), 310.2 m3/s (Q25) and 400.4 m3/s (Q100) compared to the contributions of climate-change-only scenario with peak discharges of 212.1 m3/s (Q5), 300.2 m3/s (Q25) and 390.2 m3/s (Q100), and land use change only with peak discharges of 295.5 m3/s (Q5), 207.1 m3/s Q25) and 367.3 m3/s (Q100). However, the contribution ratio of climate change was larger than for land use change. The SWAT model proved to be a useful tool for forecasting river discharge in complex semi-arid catchments draining towards Lake Victoria. This article argues that in order to achieve climate justice, recognition needs to be given more attention in climate research, discourse, and policies. Through the analysis of three examples, we identify formal and discursive recognition as central types of recognition in climate issues, and we show how powerful actors exercise their power in ways that cause climate injustice through formal and discursive misrecognition of poor and vulnerable groups. The three examples discussed are: climate mitigation through forest conservation (REDD), the Great Green Wall project in the Sahel, and the narrative about climate change as a contributing factor to the Syrian war. Climate change is expected to profoundly affect key food production sectors, including fisheries and agriculture. However, the potential impacts of climate change on these sectors are rarely considered jointly, especially below national scales, which can mask substantial variability in how communities will be affected. Here, we combine socioeconomic surveys of 3,008 households and intersectoral multi-model simulation outputs to conduct a sub-national analysis of the potential impacts of climate change on fisheries and agriculture in 72 coastal communities across five Indo-Pacific countries (Indonesia, Madagascar, Papua New Guinea, Philippines, and Tanzania). Our study reveals three key findings: First, overall potential losses to fisheries are higher than potential losses to agriculture. Second, while most locations (> 2/3) will experience potential losses to both fisheries and agriculture simultaneously, climate change mitigation could reduce the proportion of places facing that double burden. Third, potential impacts are more likely in communities with lower socioeconomic status. Responses of agriculture and fisheries to climate change are interlinked, yet rarely studied together. Here, the authors analyse more than 3000 households from 5 tropical countries and forecast mid-century climate change impacts, finding that communities with higher fishery dependence and lower socioeconomic status communities face greater losses. Climate-smart agriculture (CSA) responds in order to sustain agriculture under a changing environment, and is a major priority in the development sphere. However, to achieve impact at scale, CSA innovations must address agricultural systems' context-specific and multi-dimensional nature and be purveyed through feasible scaling processes. Unfortunately, knowledge on the scaling of CSA innovations under smallholder farming systems and in the context of developing countries remains scant. Understanding scaling processes is essential to the design of a sustainable scaling strategy. This study aimed to draw lessons on scaling from 25 cases of scaling CSA, and related projects in Ethiopia, Kenya, Uganda, and Tanzania implemented by public institutions, local and international research organisations, Non-Govermental Orginsations(NGOs), and community-based organisations. Generally, scaling follows a linear pathway comprising technology testing and scaling. Most cases promoted technologies and models geared towards climate change adaptation in crop-based value chains, and only a few cases incorporated mitigation measures. Efforts to engage the private sector involved building business models as a potential scaling pathway. The cases were very strong on capacity building and institutionalisation from local, national, and even regional levels. However, four critical areas of concern about the sustainability of scaling emerged from the study: (i) There is little understanding and capture of the dynamics of smallholder farming systems in scaling strategies; (ii) climate data, projections, and impact models are rarely applied to support the decision of scaling; (iii) considerations for the biophysical and spatial-temporal impacts and trade-offs analysis in scaling is minimal and just starting to emerge; and (iv) there are still challenges effecting systemic change to enable sustainable scaling. In response to these concerns, we propose investment in understanding and considering the dynamics of the smallholder farming system and how it affects adoption, and subsequently scaling. Programme design should incorporate climate change scenarios. Scaling programmes can maximise synergies and leverage resources by adopting a robust partnerships model. Furthermore, understanding the spatio-temporal impact of scaling CSA on ecological functioning deserves more attention. Efforts to avoid the acceleration of global warming have tended to focus on countries with high CO 2 emissions levels and large populations, with a high level of economic development or industrialization. African countries, which often do not conform to such criteria, are more vulnerable to climate change due to their dependence on climate-sensitive industries and their limited infrastructure and technological capacity to cope with its impacts. The long-term economic growth rates projected for Africa's rapid development period will, further, make Africa a potential emission hotspot in the near future. Here, for the first time, we built an energy-related emissions inventory for 19 African countries for 2010–2019, which addresses emissions from 47 economic sectors and 5 energy types, making it the most comprehensive of its kind. The degree of decoupling of economy and emissions, and drivers of CO 2 emission changes are also examined. Most African countries experienced rapid growth in CO 2 emissions, with an average annual growth rate of 5.5% for fossil fuel-related CO 2 emissions and 6.0% for unsustainable biomass-related CO 2 emissions. Only two countries, South Africa and Tanzania, have achieved a strong decoupling of economic growth from CO 2 emissions. Economic and population are the most important drivers of emissions, while energy intensity has been identified as a key factor in mitigating CO 2 emissions, especially for those countries that have reached strong or weak decoupling. Background: Mangrove forests have gained recognition for their potential role in climate change mitigation due to carbon sequestration in live trees, and carbon storage in the sediments trapped by mangrove tree roots and pneumatophores. Africa hosts about 19% of the world's mangroves, yet relatively few studies have examined the carbon stocks of African mangroves. The available studies report considerable differences among sites and amongst the different pools of carbon stocks. None considered the effects of seaward distance. We present details of AGC and SOC carbon stocks for Lindi in Tanzania, and focus on how these values differ with increasing seaward distance and, how our results compare to those reported elsewhere across Africa. Results: AGC ranged between 11 and 55 Mg C ha−1, but was not significantly affected by seaward distance. SOC for 0–1 m depth ranged from 154 to 484, with a mean of 302 Mg C ha−1. SOC was significantly negatively correlated with seaward distance. Mangrove type (estuarine/oceanic), soil erosion, soil depth may explain these differences We note important methodological differences in previous studies on carbon stocks in mangroves in Africa. Conclusion: This study indicates that seaward distance has an important effect on SOC stocks in the Lindi region of Tanzania. SOC should be fully incorporated into national climate change mitigation policies. Studies should report seaward distance and to describe the type of mangrove stand to make results easily comparable across sites and to assess the true value of Blue Carbon in Africa. We recommend focusing on trees > 10 cm diameter for AGC, and sampling soils to at least 1 m depth for SOC, which would provide a more complete assessment of the potentially considerable mangrove carbon store. Most mitigation scenarios compatible with a likely change of holding global warming well below 2 °C rely on negative emissions technologies (NETs). According to the integrated assessment models (IAMs) used to produce mitigation scenarios for the IPCC reports, the NET with the greatest potential to achieve negative emissions is bioenergy with carbon capture and storage (BECCS). Crucial questions arise about where the enormous quantities of biomass needed according to the IAM scenarios could feasibly be produced in a sustainable manner. Africa is attractive in the context of BECCS because of large areas that could contribute biomass energy and indications of substantial underground CO2 storage capacities. However, estimates of large biomass availability in Africa are usually based on highly aggregated datasets, and only a few studies explore future challenges or barriers for BECCS in any detail. Based on previous research and literature, this paper analyses the pre-conditions for BECCS in Tanzania by studying what we argue are the applications of BECCS, or the components of the BECCS chain, that are most feasible in the country, namely (1) as applied to domestic sugarcane-based energy production (bioethanol), and (2) with Tanzania in a producer and re-growth role in an international BECCS chain, supplying biomass or biofuels for export to developed countries. The review reveals that a prerequisite for both options is either the existence of a functional market for emissions trading and selling, making negative emissions a viable commercial investment, or sustained investment through aid programmes. Also, historically, an important barrier to the development of production capacity of liquid biofuels for export purposes has been given by ethical dilemmas following in the wake of demand for land to facilitate production of biomass, such as sugarcane and jatropha. In these cases, conflicts over access to land and mismanagement have been more of a rule than an exception. Increased production volumes of solid biomass for export to operations that demand bioenergy, be it with or without a CCS component, is likely to give rise to similar conflicts. While BECCS may well play an important role in reducing emissions in countries with high capacity to act combined with existing large point sources of biogenic CO2 emissions, it seems prudent to proceed with utmost caution when implicating BECCS deployment in least developed countries, like Tanzania.The paper argues that negative BECCS-related emissions from Tanzania should not be assumed in global climate mitigation scenarios. In response to the pressing global challenges of climate change, community basedmanagement of miombo woodlands in Tanzania is promoted for carbon credit project development. However, evidence on its feasibility is scanty and questionable. This study examined the economic feasibility of carbon credit project development in community based forest management (CBFM) using four similar miombo woodlands from Southern highlands.The analysis was based on 144 sample plots from managed woodlands and 100 plots from business as usual (BAU) (open access). Allometric equation was applied to convert biomass to carbon per hectare. Improved carbon stock was determined and its economic value ascertained based on global voluntary carbon markets. Project feasibility analysis was performed using discounted cash flow, internal rate of return, and benefits/costs methods. Annual opportunity cost and variable costs were subtracted from total revenue to obtain annual net profit. The annual rate of return on investment was calculated by dividing profits by total costs. It was revealed that carbon stock improved significantly in CBFM compared to BAU (P < 5%).The improvement had positive net present value and benefit-cost ratio of 1.83. Moreover, sensitivity analysis showed that if any unexpected situation occurs, the project will still be of worthiness. This paper investigates non-governmental organisation (NGO) involvement in policy processes related to Norway's International Climate and Forest Initiative (NICFI) comparing four countries: Norway, Brazil, Indonesia, and Tanzania. Based on documents and interviews, NGO involvement is mapped using a conceptual framework to categorise and compare different roles and modes of engagement. NGOs have co-operated with government in policy design and implementation, albeit to varying degrees, in all four countries, but expressed relatively little public criticism. Funding seems to have an influence on NGOs' choices regarding whether, what, when, and how to criticise. However, limited public criticism does not necessarily mean that the NGOs are co-opted. They are reflexive regarding their possible operating space, and act strategically and pragmatically to pursue their goals in an entrepreneurial manner. The interests of NGOs and NICFI are to a large extent congruent. Instead of publicly criticising a global initiative that they largely support, and thus put the initiative as a whole at risk, NGOs may use other, more informal, channels to voice points of disagreement. While NGOs do indeed run the risk of being co-opted, their opportunity to resist this fate is probably greater in this instance than is usually the case because NICFI are so reliant on their services. Climate change is a complex and wicked problem, which needs to be addressed through relevant climate change education. However, the preconditions for combatting climate change differ in different parts of the world, depending on physical, cultural and social circumstances. The diversity of circumstances also influences the implementation of climate change in education. Therefore, in this article we have chosen to examine climate change education (CCE) based on an interview study in two distinct school contexts. More specifically, the cases aim to explore Finnish and Tanzanian primary students' views on climate change. A hermeneutical approach guided the analysis, and a significant result was that most of the students understood the severity of climate change. Nevertheless, some misconceptions regarding both causes, consequences and mitigation of climate change were also obvious. In addition, the analysis revealed interesting variations in the students' reasoning, which relate to their different contexts. Unquestionably, the sample size in this study is limited, and further research is needed for a more detailed picture of Finnish and Tanzanian students' views. [ABSTRACT FROM AUTHOR]

Abstract: Reduced Emissions from Deforestation and Degradation (REDD+) is being proclaimed as “a new direction in forest conservation” (: 125). This financial incentives-based climate change mitigation strategy proposed by the UNEP, World Bank, GEF and environmental NGOs seeks to integrate forests into carbon sequestration schemes. Its proponents view REDD+ as part of an adaptive strategy to counter the effects of global climate change. This paper combines the theoretical approaches of market environmentalism and environmental narratives to examine the politics of environmental knowledge that are redefining socio-nature relations in the Rufiji Delta, Tanzania to make mangrove forests amenable to markets. Through a case study of a “REDD-readiness” climate change mitigation and adaptation project, we demonstrate how a shift in resource control and management from local to global actors builds upon narratives of environmental change (forest loss) that have little factual basis in environmental histories. We argue that the proponents of REDD+ (Tanzanian state, aid donors, environmental NGOs) underestimate the agency of forest-reliant communities who have played a major role in the making of the delta landscape and who will certainly resist the injustices they are facing as a result of this shift from community-based resource management to fortress conservation. Biochar may contribute to both agricultural productivity and atmospheric carbon dioxide removal. However, despite the many potential upsides of adding biochar to amend carbon-depleted soils in sub-Saharan Africa, deployment is largely lacking. This paper explores the socio-economic factors that can explain tendencies to avoid action. Based on a survey of 172 farming households, key informant interviews, and focus group discussions in the Mbeya and Songwe regions of Tanzania, which were targeted for a biochar aid program in 2014, several socio-economic drivers behind the continued use of biochar deployment were identified in this follow-up study. A key deployment driver was the increased crop yields, perceived to be the result of adding biochar to soils, increasing yields from 1 metric ton per hectare to 3 metric tons per hectare. Food security and family income were cited as the main reasons to engage in biochar production and use. Climate change mitigation and increased resilience were other key reasons that motivated adoption. In terms of socio-economic factors, farmers with low education and income, the majority being males aged 40–60 years, contributed to low adoption rates in the study area. Respondents often cited the alternative usage of biochar feedstocks, lack of government involvement or extension services, traditions, and farming customs as the main constraints limiting biochar deployment. Climate-Smart Villages (CSVs) were established by the CGIAR Research Program on Climate Change, Agriculture and Food Security (CCAFS) in the East African countries of Kenya, Tanzania and Uganda to test and promote a portfolio of climate-smart agriculture (CSA) practices that have climate change mitigation potential. This study evaluated the soil carbon sequestration potential of these CSVs compared to the control land use that did not have CSA practices. At the one-meter depth, soil carbon stocks increased by 20–70%, 70–86%, and 51–110% in Kenya, Tanzania and Uganda CSVs, respectively, compared to control. Consequently, CSVs contributed to the reduction of emissions by 87–420 Mg CO2 eq ha−1. In the topsoil (0–15 cm), CSVs sequestered almost twice more soil carbon than the control and subsequently emissions were reduced by 42–158 Mg CO2 eq ha−1 under CSVs. The annual increase in carbon sequestration under CSVs ranged between 1.6 and 6.2 Mg C ha−1 yr−1 and substantially varied between the CSA land use types. The forests sequestered the highest soil carbon (5–6 Mg C ha−1 yr−1), followed by grasslands and croplands. The forest topsoil also had lower bulk density compared to the control. The findings suggest that CSA practices implemented through the CSVs approach contribute to climate change mitigation through soil carbon sequestration. [ABSTRACT FROM AUTHOR]

Projects to reduce emissions from deforestation and degradation (REDD) are designed to reduce carbon emissions through avoided deforestation and degradation, and in many cases, to produce additional community and biodiversity conservation co-benefits. While these co-benefits can be significant, quantifying conservation impacts has been challenging, and most projects use simple species presence to demonstrate positive biodiversity impact. Some of the same tools applied in the quantification of climate mitigation benefits have relevance and potential application to estimating co-benefits for biodiversity conservation. In western Tanzania, most chimpanzees live outside of national park boundaries, and thus face threats from human activity, including competition for suitable habitat. Through a case study of the Ntakata Mountains REDD project in western Tanzania, we demonstrate a combined application of deforestation modelling with species distribution models to assess forest conservation benefits in terms of avoided carbon emissions and improved chimpanzee habitat. The application of such tools is a novel approach that we argue permits the better design of future REDD projects for biodiversity co-benefits. This approach also enables project developers to produce the more manageable, accurate and cost-effective monitoring, reporting and verification of project impacts that are critical to verification under carbon standards. The neo-liberal rationale behind REDD programs aims to create a market for common resources, with monetary payment incentives as the most important driver for conservation initiatives. In reality, however, the chain of implementation from UN to village, encompassing numerous processes of design, planning, and practices at distinct levels and contexts, is more institutional and political than economic. This research project follows the planning and implementation process of a REDD+ project in the Kolo Hills, Tanzania. The analysis showed that the project's main objectives were poorly understood by the men and women of the target group, who interpreted it as yet another top-down postcolonial project. The target group's interpretations also made them act in accordance with their own cultural rationality and logic of practice and not as the donors and project implementers had assumed. The project objectives of the payment system, consciousness awareness and engagement of the target population, thus, seem to have failed, despite the donors' and implementers' claim of success.
