Hydropower plants (HPPs) create barriers across rivers and fragment aquatic ecosystems, river reaches and habitats. The reservoirs they create slow the flowing water and convert the riverine into lacustrine ecosystems. The barriers created by HPPs interrupt the seasonal migrations of many fish species, while the reservoirs drive away fish species that are dependent on flowing water habitats. This paper assesses the distribution of fish species in the 3S rivers—Sekong, Sesan and Sre Pok, in Cambodia, Laos and Viet Nam—using IUCN Red List-assessed species distribution by HydroBasin Level 8 from the freshwater reports of the Integrated Biodiversity Assessment Tool (IBAT) and their connectivity with the Mekong. There are currently 61 commissioned dams in the 3S basins and a further 2 under construction, 23 of which are larger than the 30 MW installed capacity. A further 24 HPPs are proposed or planned in these basins. The changes in connectivity caused by the dams are measured by adapting the River Class Connectivity Index (RCICLASS); the original connectivity of the 3S basin taking into account the two major waterfalls in the Sesan and Sre Pok rivers was estimated at 80.9%. With existing dams, the connectivity has been reduced to 23.5%, and with all planned dams, it is reduced further to 10.9%. The resulting re-distribution of fish species occurring throughout the 3S basins is explored, by focusing on migratory guilds and threatened and endemic fish species. With all dams built, it is predicted that the total numbers of species in HydroBasins above the dams will be reduced by 40–50%. The Threatened Species Index is estimated to fall from over 30 near the confluence of the three rivers to less than 10 above the lowest dams on the 3S rivers. This paper assesses whether industrial growth in Cambodia, Laos and Vietnam has been inclusive. While inclusiveness of growth is both a highly debated topic in the development discourse and an official government ambition in all three countries, it has not been assessed systematically in this context. In this paper, we focus specifically on one aspect of inclusiveness by examining the wage inequality between five occupational levels in the manufacturing sector. Based on survey data of companies operating in the electronics, food and beverage, and garment sectors, we show that average wage levels have increased for all occupational levels (although at different rates). We observe a U-shaped wage growth distribution, and argue that this could be a result of automation, dependency on foreign buyers, or an oversupply of pre-employment training programs at the technician level. We further observe particularly high wage growth for lower occupational levels in Cambodia and Laos – indicating relatively inclusive wage growth. In Vietnam, however, there is a development towards more wage inequality. Lastly, our study finds a clear convergence effect in the manufacturing sector; here, improved market information or increased labor mobility and reallocation of (training) resources could be contributing factors. This paper reassesses the taxonomy and systematics of 11 arboreal snail species in the genus Amphidromus from Vietnam, Cambodia, Indonesia and Laos (A. bozhii Wang, 2019, A. buelowi Fruhstorfer, 1905, A. costifer Smith, 1893, A. haematostoma Möllendorff, 1898, A. ingens Möllendorff, 1900, A. madelineae Thach, 2020, A. metabletus Möllendorff, 1900, A. pankowskianus Thach, 2020, A. placostylus Möllendorff, 1900, A. roseolabiatus Fulton, 1896, and A. thachi Huber, 2015). The taxonomic validity of each species is supported by a phylogenetic analysis of mitochondrial COI and 16S rRNA gene fragments from 17 ingroup taxa. Amphidromus buelowi was found to comprise two populations from two distant localities, one from Mount Singgalang, West Sumatra, Indonesia and the other from southern Vietnam. The samples from southern Vietnam were previously described as A. asper Haas, 1934 and A. franzhuberi Thach, 2016, but they are now treated as junior synonyms of A. buelowi in this study. In addition, two species from Vietnam are described as new to science, viz. A. asperoides Jirapatrasilp & Lee, sp. nov. and A. ingensoides Jirapatrasilp & Lee, sp. nov., each of which is conchologically comparable to A. buelowi and A. ingens, respectively. This research paper presents an all-encompassing methodology for multi-criteria decision-making in the apparel sector, with the particular objective of aiding in the determination of the most appropriate location within the CLMV subregion. The research is conducted in three crucial stages. The process began with the administration of a survey to proprietors of garment businesses in both Thailand and the CLMV countries. This survey resulted in the compilation of an exhaustive list of site-selection criteria and sub-criteria. Based on the findings of subject matter-expert interviews, Cambodia (C), Vietnam (V), and Myanmar (M) were identified as feasible alternatives. Subsequently, the questionnaire criteria and sub-criteria were evaluated utilizing the Fuzzy Analytic Network Process (Fuzzy ANP), which involved the utilization of meticulously designed pair-wise comparison matrices and local priorities. Five specialists from the Thai entrepreneurial community affirmed the effectiveness of Fuzzy ANP and expressed interest in expanding manufacturing operations in the CLMV subregion. The optimal location for Thai apparel manufacturers was subsequently determined using the Fuzzy Technique for Order of Preference by Similarity to Ideal Solution (Fuzzy TOPSIS). The results indicated that Vietnam is the most favorable option. In order to improve the dependability of results, an amended mixture-design scenario analysis was implemented. This analysis assessed the sensitivity and dependability of the proposed model in different scenarios, ensuring its applicability in real-world situations. In contrast to traditional models, this study integrates managerial judgments and preferences into the decision-making procedure, thereby accounting for the complex interdependencies among numerous criteria. The suggested methodology functions as a beneficial instrument for decision-makers, both domestic and international, as it integrates effortlessly into the organizational structure of the CLMV region. By harmonizing objectives pertaining to data acquisition, manipulation, retention, and dissemination, this framework not only enables enhanced decision-making processes, but also optimizes system efficiency. It has been argued that successful professional development efforts, especially in assessment-literacy, need to address emotional components and the existence of implicit conceptions in order to raise consciousness and ultimately transform practice (Xu and Brown, 2016: p. 156). Experiential approaches have been shown to be highly effective for adult learning, especially in bringing about and sustaining changes in beliefs and practices. In this paper, I explore the use of an experiential approach in an online language assessment course, describing in depth two formative assessment (FA) activities and the technology tools that were employed. These activities served to (1) develop participants' AL in formative assessment, including online formative assessment; (2) evoke emotions, raise consciousness about conceptions, and prompt a desire for transformation; and (3) bridge the theory-practice gap. This paper offers insights into approaches to FA and teacher development in online settings and seeks to contribute to the growing body of knowledge in the field of assessment education.

Identification of the sources of the spatio-temporal information of flooding is important for flood control and understanding the water dynamic. Flood disasters are generally caused by two main sources: fluvial and pluvial flooding. However, there is a gap in information and challenge of such particular information in the Mekong River Basin (MRB) known as the largest river basin in Southeast Asia. This paper aims to analyze the spatio-temporal hydrograph separations of flooding and to determine the fluvial and pluvial sources of inundation water in the Lower Mekong Basin (LMB) by using a distributed rainfall–runoff–inundation (RRI) model and time–space accounting scheme (T–SAS) method. This study focuses on the two major flood events in 2000 and 2011, whose characteristics were different. The one in 2000 was long in terms of flood duration and it was the historically largest annual total flood water with twice the peak times in July and September. The 2011 flood had the highest flooded water during the peak time; however, its annual total flood water was less than the one in 2000. The results of spatio-temporal sources of flooding indicated that during the flow peak time in 2000 and 2011, the flow at Kratie was mainly contributed by 30-day (67%) and 100-day (98%) precipitation from the upstream. The drainage area of the MRB in China, northern Lao PDR, southern Lao PDR and eastern Thailand, and Cambodia and Vietnam contributed to peak flood at Kratie by 13%, 27%, 33%, and 27% for the 2000 flood and 12%, 33%, 38%, and 16% for the 2011 flood. The source of inundated water in the LMB was derived from upstream flow (fluvial source) of 35–36% and local rainfall (pluvial source) of 64–65%. Even though flood events in 2000 and 2011 had different characteristics, the sources of flood inundation in the LMB for both events were majorly from the local rainfall rather than the upstream flow. The large annual flood volume and long during of flooding in 2000 caused severe total economic damages up to 517 million US$ in the LMB countries (Cambodia, Lao PDR, Thailand, and Vietnam), while the high peak inundated water in 2011 with shorter flood duration caused damages of 493 million US$. Background: Despite significant strides made in reducing malaria morbidity and mortality in the Greater Mekong Subregion, malaria transmission continues amongst the most 'hard-to-reach', such as forest-goers and mobile and migrant populations, who face access obstacles to malaria diagnosis and treatment. As such, regional malaria elimination strategies endeavour to incorporate the private sector and local communities in improving surveillance and detection of the last malaria cases in remote forested areas. The question remains, however, whether such strategies can reach these hard-to-reach populations and effectively reduce their disproportionate burden of malaria. This paper evaluates the strategy of community and private sector engagement in a malaria elimination project in Vietnam, Laos, and Cambodia. Methods: Ethnographic research, incorporating in-depth interviews, participant observations with informal discussions, and group discussions were conducted in Bu Gia Map commune, Binh Phuc province of Vietnam; in Phouvong district, Attapeu province of Laos; and, in nine newly established and informal communities in the provinces of Mondul Kiri, Steung Treng, Kratie, Kampong Thom, and Prah Vihear of Cambodia. Results: Different types of factors limited or enhanced the effectiveness of the participatory approaches in the different settings. In Vietnam, inter-ethnic tensions and sensitivity around forest-work negatively affected local population's health-seeking behaviour and consequent uptake of malaria testing and treatment. In Laos, the location of the project collaborative pharmacies in the district-centre were a mismatch for reaching hard-to-reach populations in remote villages. In Cambodia, the strategy of recruiting community malaria-workers, elected by the community members, did manage to reach the remote forested areas where people visited or stayed. Conclusions: 'Hard-to-reach' populations remain hard to reach without proper research identifying the socio-economic-political environment and the key dynamics determining uptake in involved communities and populations. Solid implementation research with a strong ethnographic component is required to tailor malaria elimination strategies to local contexts. [ABSTRACT FROM AUTHOR]

The Central Highlands have a strategical role to play in Vietnam's socioeconomic and cultural development. Not just forming a natural corridor along the borders with Southern Laos, Northeastern Cambodia, and the Central Coastal Vietnam, the region is also home to distinctive cultural values of indigenous ethnic minorities. Therefore, formulating comprehensive policies for the Central Highlands to serve multiple purposes, like narrowing the development gap with other regions and improving people's living standards while preserving traditional cultural values, has been of great significance. The paper provides clarification of some achievements in preserving the Central Highlands culture over time, presenting current challenges as well as some suggestions for preserving and promoting traditional culture of ethnic minorities in the coming time. This paper investigates the structure, function and wealth distribution within the Pangasius hypophthalmus and Henicorhynchus spp./ Labiobarbus spp. value chains in the Mekong Delta of Vietnam. The analysis is driven by key questions relating to the form and function of value chains, their contribution to the livelihoods of farmers and fishers, the effectiveness of government policy and the potential for value chain governance mechanisms, such as contracts and certification, to steer towards sustainable production. The results indicate that actors in the high value Pangasius hypopthalmus export chain have a higher potential income, but face considerably higher economic vulnerability from global markets. Alternatively, Henichorhychus/Labiobarbus spp. fishers are severely constrained in their ability to negotiate higher prices for their fish but appear to be less vulnerable to economic and environmental change. The paper concludes that for value chain governance to improve the livelihoods of fishers and farmers in both high and low value chains, new arrangements are needed that better accommodate customary institutions and informal market relations. This paper examines the history of an unknown 'mass murder' perpetrated in 1947 in Southern Vietnam by the Viet Minh forces. It was organized in the outskirts of Saigon, mainly against Cao Dai and Hoa Hao religious forces that were portrayed as 'reactionary' during their political revolutionary trials. Before presenting and analyzing the data of nearly 900 victims, the paper briefly presents the social, political and military conquest and context of French Cochinchina, as well as explains the political and military ambitions of the Viet Minh forces after the advent of the Democratic Republic of Vietnam in Hanoi on September 2, 1945. The focal point of this article is the review of the data related to the massacre and its uses, i.e.what they can reveal about the course of the massacre, its actors and victims. Finally, the paper's last section assesses the official historiography of the massacre, which has been recognized by the current regime in a 'soft' mea culpa. In conclusion, this article discusses the issue of violence in Southern Vietnam and its consequences for the Socialist Republic of Vietnam in a more long term perspective. [ABSTRACT FROM AUTHOR]

Large-scale development of irrigation has long been an attractive option of postwar development, and the Mekong region has been no exception. Thailand has developed approximately four million hectares of irrigated land, and its northeastern region (Isaan)--both the driest and poorest part of the country--has been the target of many water projects. However, "full development" of its potential has been constrained by the lack of storage sites and the difficulty of diverting water from the Mekong River. Several ambitious projects have been discussed during the last 50 y, all of which have been aimed at "greening Isaan." In 2003, the Thai administration launched the idea of a national "water grid" that would triple the area of irrigated land in the country. Gender inequality is now widely acknowledged as an important factor in the spread and entrenchment of poverty. This article examines the World Development Report 2000/01 as the World Bank's blueprint for addressing poverty in the twenty-first century, together with several more recent Poverty Reduction Strategy Papers (PRSPs), with a view to analysing the manner in which gender is incorporated into the policy-making process and considering whether it constitutes a new approach to gender and poverty. It is argued that the World Bank's approach to poverty is unlikely to deliver gender justice, because there remain large discrepancies between the economic and social policies that it prescribes. More specifically, the authors contend that the Bank employs an integrationist approach which encapsulates gender issues within existing development paradigms without attempting to transform an overall development agenda whose ultimate objective is economic growth as opposed to equity. The distribution of known Syzygiella taxa in Indochina was reviewed. Currently, four species are known in Indochina: S. autumnalis, S. elongella, S. nipponica, and S. securifolia. This genus is reported for the first time in the flora of Cambodia, and S. securifolia is newly recorded for Vietnam. Herein, a description of oil bodies for S. securifolia is provided for the first time. A morphological description of the species and intravital photographs, as well as line-art illustrations, are provided along with the identification key to the Syzygiella taxa known in Indochina. A comparison of the climatic parameters of the collection sites for four known species showed that three of them occupy a relatively marginal position in the flora of Indochina as a whole and are known from colder biomes on the very northern edge of the peninsula. The locations of Syzygiella securifolia are scattered not only on the geographical map of Indochina but also on the bioclimatic scatterplot; these locations are likely an underestimation of the distribution of this taxon in Indochina, although it is generally rare worldwide. A comparison of lists of liverworts across the countries of Indochina will help identify groups of taxa for further targeted searches with the purpose of obtaining more comprehensive knowledge of the biodiversity of still poorly studied Indochina countries. The Lancang-Mekong River Basin (LMRB) is one of the major transboundary basins globally, facing ongoing challenges due to flood and drought disasters. Particularly in the past two decades, the basin has experienced an increased frequency of meteorological drought events, posing serious threats to the local socio-economic structures and ecological systems. Thus, this study aimed to analyze the meteorological drought characteristics in the LMRB and identify the impact and correlation of atmospheric circulation on the meteorological drought in the basin. Specifically, the different levels of meteorological drought events were defined using the Run Theory based on the seasonal and annual SPEI from 1980 to 2018. The time lag correlation between meteorological drought events and the EI Nino-Southern Oscillation (ENSO), Arctic Oscillation (AO), North Atlantic Oscillation (NAO), and Pacific Decadal Oscillation (PDO), were analyzed in the LMRB. Our results indicated that, from a temporal perspective, the period from November to April of the following year was particularly prone to meteorological droughts in the basin. In terms of spatial distribution, the primary agricultural regions within the basin, including Thailand, Eastern Cambodia, and Vietnam, were highly susceptible to meteorological droughts. Further analysis revealed a teleconnection between drought events in the LMRB and atmospheric circulation factors. The sensitivity of the basin's drought timing to its response decreased in the order of the ENSO > AO > NAO > PDO. In general, the ENSO had the most substantial influence on drought events in the basin, with the strongest response relationship, while the upper reaches of the basin displayed the most significant response to the AO; the occurrence and progression of meteorological droughts in this area synchronized with the AO. These findings enhance our understanding of drought-prone areas in the LMRB, including the meteorological factors and driving mechanisms involved. The complementary feeding period is a critical stage of child development when micronutrient needs are high and challenging to meet. Understanding if specific micronutrient gaps exist during this period is critical for effective programming. A Comprehensive Nutrient Gap Assessment (CONGA) was conducted in seven countries in Southeast Asia to estimate gaps in micronutrients commonly lacking in the diets of children aged 6–23 months and to establish the certainty of available evidence for each identified gap. Sixty‐eight evidence sources were identified during this analysis, and 310 micronutrient‐specific data points were identified across all seven countries. Data points varied in recency, representativeness and evidence type. The CONGA methodology enabled the estimation of a gap burden rating for each micronutrient in each country, as well as a rating of their evidence certainty. Micronutrient gaps were identified in vitamin D, zinc and iron and a potential gap was identified in calcium during the complementary feeding period in the region. Evidence relevant to intake and deficiency of folate, vitamin B12, thiamine, niacin, vitamin C and vitamin B6 was limited across the region. Proven strategies to address these gaps include increasing the availability and consumption of nutrient‐dense foods, micronutrient supplementation, large‐scale fortification of staple foods and condiments and point‐of‐use fortification through multiple micronutrient powders and fortified speciality foods. More recent data on micronutrient availability, intake and deficiency is urgently needed in Southeast Asia. Key messages: Older infants and young children aged 6–23 months experience micronutrient gaps during the complementary feeding period in Southeast Asia. Synthesis of evidence compiled across seven countries in the region identified gaps in vitamin D, zinc and iron and a potential gap in calcium during this critical period.National nutrition policies and programmes should consider multiple strategies to address these micronutrient gaps.Over half of the data points relevant to nutrient deficiency and intake compiled from the seven countries are over a decade old. In Southeast Asia, the increasing availability of commercially produced complementary foods (CPCF), including dry or instant cereals (CPCF cereals), has been noted, however, concerns exist around their nutrient profile and labelling practices. This 2021 study assessed the nutrient composition, labelling practices, and micronutrient content of CPCF cereals sold in the capital cities of seven Southeast Asian countries: Phnom Penh (Cambodia), Jakarta (Indonesia), Manila (Philippines), Bangkok (Thailand), Vientiane (Lao PDR), Hanoi (Vietnam), and Kuala Lumpur (Malaysia). The study adapted a nutrient profiling model from the WHO Regional Office for Europe to determine the proportion of products suitable for promotion for older infants and young children. Micronutrient content of fortified CPCF cereals was assessed against fortification levels specified in the Codex Alimentarius guideline for formulated complementary foods. Of the 484 products assessed, 184 (38.0%) met all nutrient composition requirements. Around one‐third of CPCF cereals contained added sugars and/or sweeteners (37.2%) and high levels of sodium (28.9%). None of the CPCF cereals met all labelling requirements, primarily due to the presence of inappropriate claims on the labels. Most fortified CPCF cereals contained adequate amounts of critical micronutrients, such as calcium, iron, zinc, vitamin A, and vitamin D. However, rates of fortification varied across the seven countries, and almost a third (30.8%) of CPCF cereals were not fortified with any micronutrients. To support the appropriate promotion of CPCF in the region, Southeast Asian countries need to strengthen and enforce national binding legal measures, including national standards for the composition, labelling, and fortification of CPCF cereals. Key messages: Despite most commercially produced complementary foods (CPCF) cereals available in Southeast Asia met the majority of nutrient composition requirements, a considerable number of products contained added sugars/sweeteners (37.2%) and high levels of sodium (28.9%). Regulations that prohibit the use of added sugars/sweeteners and establish an upper limit for sodium in CPCF cereals are a policy priority in the region.None of the 484 CPCF cereals studied met all labelling requirements. Inappropriate claims were the most common. Three‐quarters of the products failed to meet labelling requirements on the protection and promotion of breastfeeding. National regulations on labelling must be strengthened and enforced to protect against inappropriate marketing of CPCF.Approximately two‐thirds or more of fortified CPCF cereals contained adequate amounts of micronutrients critical for older infants and young children (IYC), such as calcium, iron, zinc, vitamin A and vitamin D. Nonetheless, the fortification of CPCF cereals varied greatly by country, and almost a third (30.8%) of CPCF cereals were not fortified with any micronutrients. This is a missed opportunity to provide essential micronutrients to older IYC in contexts where nutrient‐poor diets are common. Background: There is minimal data of health outcomes for Type 1 Diabetes (T1D) in Southeast Asia (SEA) where government funding of insulin and blood glucose monitoring either do not exist or is limited. The full impact of Covid-19 pandemic on the national economies of SEA remain unknown. In the midst of the pandemic, in 2021, HelloType1 was developed by Action4Diabetes (A4D), a non-government organisation charity in collaboration with Southeast Asia local healthcare professionals as an innovative digital educational resource platform of T1D in local languages. HelloType1 was launched in Cambodia, Vietnam, Thailand and Malaysia in 2021 to 2022 with Memorandums of Understandings (MOUs) signed between A4D and each country. Internet data analytics were undertaken between the 1st of January 2022 to 31st of December 2022. Aims: The aims of this study were to explore the usability and internet data analytics of the HelloType1 online educational platform within each country. Methods: The data analytics were extracted Google analytics that tracks data from the website hellotype1.com and Facebook analytics associated with the website. Results: There was a 147% increase in the number of HelloType1 users between the first 6 months versus the latter 6 months in 2022 and a 15% increase in the number of pages visited were noted. The majority of traffic source were coming from organic searches with a significant increase of 80% growth in 2022. Conclusions: The results of the analytics provide important insights on how an innovative diabetes digital educational resource in local languages may be optimally delivered in low-middle income countries with limited resources. Background: In 2006, the countries of the Association of Southeast Asian Nations (ASEAN) signed the Mutual Recognition Arrangements (MRA) in relation to nursing services in the region. This agreement was part of a set of policies to promote the free flow of skilled labor among ASEAN members and required mutually acceptable professional regulatory frameworks. This paper presents a narrative review of the literature to (1) describe progress in the development of the regulatory framework for nursing professionals in Cambodia and Vietnam since 2000 and (2) identify key factors, including the MRA, that affect these processes.Methods: For document review, policy documents, laws, regulations, and published peer-reviewed and gray literature were reviewed. Data were triangulated and analyzed using a tool developed by adapting McCarthy et al.'s regulatory function framework and covering eight functions (legislation, accreditation of preservice education, competency assessment, registration and licensing system, tools and data flow of registration, scope of practice, continuing professional development, professional misconduct and disciplinary powers).Results: Cambodia and Vietnam have made remarkable progress in developing their regulatory frameworks for nursing. A number of key influences contributed to the development of nursing regulations, including the signing of the MRA in 2006 and the establishment of the Joint Coordinating Committee on Nursing (AJCCN) in 2007 as key milestones. Macroeconomic and political factors affecting the process were economic growth and an emerging private sector, social demand for quality care and professionalism, global attention to health workforce competencies, the role of development partners, and regular monitoring and mutual learning through AJCCN. A period of incubation enabled countries to develop consensus among stakeholders regarding regulatory arrangements; this trend accelerated after 2010 by bringing national regulatory schemes into conformity with the regional framework. Some similarities in the process (e.g., preservice education first, legislation later) and differences in key actors (e.g., professional councils and the capacity of nursing leaders) were observed in two countries.Conclusion: Further development of the regulatory framework will require strong nursing leadership to sustain achievements and drive continued progress. Since the issue of human trafficking is subject to judicial, moral and political constraints, this research chose to study Vietnamese sex workers in Phnom Penh as a common migration phenomenon in order to see when, how and why some women ended up in situations of bondage. On the basis of four months of research in the Mekong delta, the paper explores the journeys leading Vietnamese women to Phnom Penh. It concurs with the recent literature that debt-bonded sex work is not always an unending situation and that it could be an effective means to cope with socio-cultural pressures. We argue that, in addition to labour arrangements, some women find in sex work a way to deal with their (in)dependency with regards to their families, achieving greater control over their resources and experimenting different meanings of womanhood. Far from denying human trafficking, the paper tries to explore the grey area that lies between this extreme and voluntary migration. While the results of this research are not representative of the whole phenomenon, we argue that these few elements help explain why women keep taking the risks of migration for sex work and expose themselves to situations of bonded labour. This paper focuses on designing a comprehensibility test and a questionnaire for spoken world Englishes in Brunei, Malaysia, the Philippines and Singapore, and utilizing the test to investigate the comprehension of Burmese, Cambodians, Indonesians, Laotians, Thais and Vietnamese. We reviewed the demarcation of users of English based on Kachru's (1984, 1985) three concentric models within the bloc's context where two circles--Outer Circle and Expanding Circle are present. The findings established a moderate comprehensibility level of Expanding Circle listeners toward the speakers of the Outer Circle. The variations of comprehensibility scores paved way for the exploration of the comprehension scores' possible relationships with language proficiencies, attitudes toward speakers, familiarity of spoken variety, historical origins of languages, and political ambiance between and among ASEAN nations. The predicted widespread use of English as a lingua franca following ASEAN's 2015 integration mushroomed intelligibility studies between and among Asean nationals including Bruneians, Burmese, Cambodians, Filipinos, Indonesians, Laotians, Malaysians, Singaporeans, Thais and Vietnamese. Previous studies regarding ASEAN nationals' intelligibility and/or comprehensibility were reviewed. This paper presents a study of five exposures that relate to the intelligibility and/or comprehensibility within world Englishes speaker-listener paradigm. They are exposures to English through education, work experiences, outside the classroom (non-educational settings), social media, and travel and stay abroad. The Comprehensibility Testing Flowchart was used as the main framework of the study and data analysis. The findings show that there are positive correlations and significances between the five variables and the comprehensibility levels Aseans gained in the comprehensibility test. Land-use change processes are commonly understood as simplified cause-effect relationships, which, in turn, support many environment-development policies. This paper uses wide-ranging evidence from a number of global case studies to challenge some of the prevailing "myths" around land-use change in the Mekong Basin and supports the conclusion that the simple explanations found in population growth, poverty, and infrastructure studies rarely provide an adequate understanding of land-use change. The Mekong River provides water, food security, and many other valuable benefits to the more than 60 million Southeast Asian residents living within its basin. However, the Mekong River Basin is increasingly stressed by changes in climate, land cover, and infrastructure. These changes can affect water quantity and quality and exacerbate related hazards such as land subsidence and saltwater intrusion, resulting in multiple compounding risks for neighboring communities. In this study, we demonstrate the connection between climate change, groundwater availability, and social vulnerability by linking the results of a numerical groundwater model to land cover and socioeconomic data at the Cambodia-Vietnam border in the Mekong River Delta region. We simulated changes in groundwater availability across 20 years and identified areas of potential water stress based on domestic and agriculture-related freshwater demands. We then assessed adaptive capacity to understand how communities may be able to respond to this stress to better understand the growing risk of groundwater scarcity driven by climate change and overextraction. This study offers a novel approach for assessing risk of groundwater scarcity by linking the effects of climate change to the socioeconomic context in which they occur. Increasing our understanding of how changes in groundwater availability may affect local populations can help water managers better plan for the future, leading to more resilient communities. Since the outbreak of COVID-19, as reported by the WHO in December 2019 and subsequently declared a public health emergency of international concern, a distinct set of risk factors and vulnerabilities faced by migrants are affecting their exposure to the pandemic and its associated outcomes. This study aims to analyze the social determinants of health among migrants and their associated factors and compare the socio-demographic characteristics, patterns of COVID-19, and healthcare attendance and utilization among migrant workers and non-migrants. A descriptive study design was used to analyze COVID-19 morbidity among migrant workers. There were a total of 73,762 migrants living in the province by December 2021, with varied statuses and nationalities. Most of the migrants were from Myanmar, constituting about 80.1%. A total of 24,837 COVID-19 cases in Kanchanaburi province were recorded in 2020–2021. COVID-19 cases among migrant workers accounted for 22.3% during the period under review. Half, 2914 (52.7%) of the migrant female workers were victims of COVID-19 infections. Persons under the age of 18 accounted for about one-fifth of all the COVID-19 cases. Older, over 60 years old, Thais had about twice (10.1%) the COVID-19 cases compared with the older migrants (5.5%). There was a significant increase in healthcare attendance and utilization by non-migrants and migrants during the year under review. Migrants are at high risk of COVID-19 infection. Therefore, public health guidance for the prevention of COVID-19 should prioritize safeguarding the health of migrants by considering their individual characteristics and actions. Enhancing health insurance schemes for migrants, particularly vulnerable migrant groups, is critical for inclusive and expanded healthcare access. The Mekong Delta has the world's third-largest surface area. It plays an indisputable role in the economy and livelihoods of Vietnam and Cambodia, with repercussions at regional and global scales. During recent decades, the Vietnamese part of the Mekong Delta underwent profound human interventions (construction of dykes and multi-channel networks), which modified the hydrodynamic regime, especially cycles of field submersion. In this study, we first applied a full 2D numerical hydraulic model, TELEMAC-2D, to examine the effects of the complex channel and river networks on the spatial and temporal distribution of the flow in the 40,000 km2 of the Vietnamese Mekong Delta. Then, two scenarios of relative sea-level rise in 2050 and 2100 were implemented to simulate the future patterns of water fluxes in the delta. The results show that dykes and multi-channel networks would reduce the inundation area by 36% and lessen the peak water level by 15% and the discharge over the floodplains by 24%. Despite this protection, under a relative sea-level rise of 30 cm and 100 cm, the maximum flooded area could occupy about 69% and 85% of the whole delta in 2050 and 2100, respectively. While prior quantitative research has proposed a scale for measuring teacher educators' professional identity in terms of two dimensions, a qualitative study and comprehensive review of the literature suggested that this factor actually consists of six dimensions: teacher of teachers, researcher, coach, curriculum developer, gatekeeper, and broker. The purpose of this study was to examine whether it is possible to measure teacher educators' professional identity in terms of these six dimensions. A total of 192 teacher educators from Southeast Asian countries (Cambodia, Vietnam, and Thailand) participated in this study and responded to items we developed to measure their professional identity in addition to providing their basic attributes such as age, gender, highest level of education, and years of service as teachers or teacher educators. The results of a confirmatory factor analysis indicated that the six-factor model was acceptable and permitted the assessment of teacher educators' professional identity in terms of six dimensions. The results also show that women exhibit a stronger professional identity as teachers of teachers than do men and that the higher the respondents' highest level of education, the stronger their professional identity as teachers of teachers, coaches, curriculum developers, or gatekeepers. This paper surveys the historical, early ethnographic, and contemporary political analyses of the Cham Muslims of Kampuchea and Vietnam. The historical overview describes the Indic and Islamic influence on the traditional kingdom of Champa, the consequences of French colonialism, and the results of the Vietnam war. The ethnographic description of the Cham is based on early French scholarly depictions that were influenced by Orientalist modes of representation. The contemporary political analysis is derived from scholarly attempts at assessing the recent situation of Cham Muslims as they faced genocide in Cambodia and experienced ethnic repression in Vietnam. Coastal floods, driven by extreme sea levels, are one of the most dangerous natural hazards. The people at highest risk are those living in low-lying coastal areas exposed to tropical-cyclone-forced storm surges. Here we apply a novel modelling framework to estimate past and/or present and future storm-surge-level and extreme-sea-level probabilities along the coastlines of southern China, Vietnam, Cambodia, Thailand, and Malaysia. A regional hydrodynamic model is configured to simulate 10 000 years of synthetic tropical cyclone activity, representative of a past/present (1980–2017) and high-emission-scenario future (2015–2050) period. Results show that extreme storm surges, and therefore total water levels, will increase substantially in the coming decades, driven by an increase in the frequency of intense tropical cyclones. Storm surges along the southern Chinese and northern and southern Vietnamese coastlines increase by up to 1 m, significantly larger than expected changes in mean sea-level rise over the same period. The length of coastline that is presently exposed to storm surge levels of 2.5 m or greater will more than double by 2050. Sections of Cambodian, Thai, and Malaysian coastlines are projected to experience storm surges (at higher return periods) in the future, not previously seen, due to a southward shift in tropical cyclone tracks. Given these findings, coastal flood management and adaptation in these areas should be reviewed for their resilience against future extreme sea levels. [ABSTRACT FROM AUTHOR]

Objective: Heliciopsis terminalis (Kurz.) Sleum (family Proteaceae) is distributed in India, Mianma, Thailand, Cambodia, Vietnam, and China. In Vietnamese traditional medicine, it is used as an antidote for detoxifying the liver and detoxifying alcohol, a contraceptive, and to treat infections. The purpose of this study is to determine the chemical constituents of the plant, as well as their in vitro hepatoprotective and antioxidant activities. Methods: The dried powdered sample was ultrasonically extracted with MeOH, and the extract was fractionated by various chromatographic methods, including high-performance liquid chromatography. The structures of the isolated compounds were identified by NMR, high-resolution electrospray ionization mass spectrometry, and CD spectral analysis, and then screened for their in vitro hepatoprotective and antioxidant activities. Results: One new phenolic glycoside, named helitermioside (1), and eight known compounds (2-9) were isolated from the trunk and branches of H terminalis. All of the isolates were reported from H terminalis for the first time. Compound 6 showed antioxidant activity in thiobarbituric acid reactive substances (TBARS) lipid peroxidation inhibition assays, with an IC50 value of 61.16 ± 1.17 µg/mL, compared to that of Trolox (positive control), IC50 = 7.06 ± 0.11 µg/mL. At a concentration of 100 µg/mL, none of the isolates exhibited hepatocellular protective activity. Conclusion: Nine phenolic compounds (1–9) were recorded from H terminalis. Of these, compound 1 was new. Compound 6 exhibited moderate antioxidant activity in TBARS lipid peroxidation inhibition assays, but none of the compounds exhibited hepatocellular protective activity against CCl4-induced toxicity. This article considers and adds empirical nuances to the recent conceptualization of pro-poor water management. Using the concept of pro-poor hydraulic governmentality along the Vietnam-Cambodia border of Thường Phước commune, we argue that water management is linked to local rural livelihoods in a complex and dynamic pro-poor mechanism. While certain policies organize local populations according to cost-effectiveness ignoring local customs, the practicalities of dealing with such constraints are much more ambivalent. This article demonstrates the structural pro-poor complexity among sand excavation, riverbank landslides, water management, local livelihoods, and populace resettlement. The government's resettlement plans and the perceptions of residents of these plans are intertwined with a wider political, economic, social, and cultural significance in the context of strong institutional power in Vietnam. Background: To tackle noncommunicable disease (NCD) burden globally, two sets of NCD surveillance indicators were established by the World Health Organization: 25 Global Monitoring Framework (GMF) indicators and 10 Progress Monitoring Indicators (PMI). This study aims to assess the data availability of these two sets of indicators in six ASEAN countries: Cambodia, Lao PDR, Malaysia, Myanmar, Thailand, and Vietnam. Methods: As data on policy indicators were straightforward and fully available, we focused on studying 25 non-policy indicators: 23 GMFs and 2 PMIs. Gathering data availability of the target indicators was conducted among NCD surveillance experts from the six selected countries during May-June 2020. Our research team found information regarding whether the country had no data at all, was using WHO estimates, was providing 'expert judgement' for the data, or had actual data available for each target indicator. We triangulated their answers with several WHO data sources, including the WHO Health Observatory Database and various WHO Global Reports on health behaviours (tobacco, alcohol, diet, and physical activity) and NCDs. We calculated the percentages of the indicators that need improvement by both indicator category and country. Results: For all six studied countries, the health-service indicators, based on responses to the facility survey, are the most lacking in data availability (100% of this category's indicators), followed by the health-service indicators, based on the population survey responses (57%), the mortality and morbidity indicators (50%), the behavioural risk indicators (30%), and the biological risk indicators (7%). The countries that need to improve their NCD surveillance data availability the most are Cambodia (56% of all indicators) and Lao PDR (56%), followed by Malaysia (36%), Vietnam (36%), Myanmar (32%), and Thailand (28%). Conclusion: Some of the non-policy GMF and PMI indicators lacked data among the six studied countries. To achieve the global NCDs targets, in the long run, the six countries should collect their own data for all indicators and begin to invest in and implement the facility survey and the population survey to track NCDs-related health services improvements once they have implemented the behavioural and biological Health Risks Population Survey in their countries. Studying the spatial and temporal distribution of surface water resources is critical, especially in highly populated areas and in regions under climate change pressure. There is an increasing number of satellite Earth observations that can provide information to monitor surface water at global scale. However, mapping surface waters at local and regional scales is still a challenge for numerous reasons (insufficient spatial resolution, vegetation or cloud opacity, limited time-frequency or time-record, information content of the instrument, lack in global retrieval method, interpretability of results, etc.). In this paper, we use 17 years of the MODIS (MODerate-resolution Imaging Spectro-radiometer) observations at a 8-day resolution. This satellite dataset is combined with ground expertise to analyse the evolution of surface waters at the Cambodia/Vietnam border in the Upper Mekong Delta. The trends and evolution of surface waters are very significant and contrasted, illustrating the impact of agriculture practices and dykes construction. In most of the study area in Cambodia. surface water areas show a decreasing trend but with a strong inter-annual variability. In specific areas, an increase of the wet surfaces is even observed. Ground expertise and historical knowledge of the development of the territory enable to link the decrease to ongoing excavation of drainage canals and the increase of deforestation and land reclamation, exposing flooded surfaces previously hidden by vegetation cover. By contrast, in Vietnam, the decreasing trend in wet surfaces is very clear and can be explained by the development of dykes dating back to the 1990s with an acceleration in the late 2000s as part of a national strategy of agriculture intensification. This study shows that coupling satellite data with ground-expertise allows to monitor surface waters at mesoscale (<100 × 100 km2), demonstrating the potential of interdisciplinary approaches for water ressource management and planning. The International Code of Marketing of Breast‐milk Substitutes (the Code) adopted by the World Health Assembly (WHA) in 1981 and regularly updated through subsequent WHA resolutions, represents the international policy framework for protecting breastfeeding against inappropriate marketing practices. By March 2016, at least 135 countries had some measures covering provisions of the Code in their legislation. The translation of the International Code into national measures was investigated in the context of the advocacy efforts undertaken by the Alive & Thrive (A&T) initiative with UNICEF and partners. A real‐time evaluation was carried out over 22 months in seven Southeast Asian countries (Cambodia, Indonesia, Lao People's Democratic Republic [Lao PDR], Myanmar, Thailand, Vietnam, and Timor‐Leste) and two African countries (Burkina Faso and Ethiopia). Drivers of policy change and progress were examined. Two theory‐based approaches were used: developmental evaluation and contribution analysis. Data collection methods included participant observation, key informant meetings, in‐depth interviews, reflective practice, and desk review. Overall, countries made significant progress in translating the International Code into national measures and in moving forward throughout the policy cycle. The main driver of policy change was the creation of a strategic group, which engaged key relevant actors and supported the government in the performance of 15 critical tasks, which the analysis reveals is a second driver. Those critical tasks are described in this paper and could help public health advocates to anticipate the stages and challenges of policy change and develop more effective strategies to translate the Code into their legal framework. Cynomolgus macaques, the most commonly utilized nonhuman primate in nonclinical toxicology studies, are acquired from purpose-bred colonies across various geographic locations, including China, Cambodia, and Vietnam. Importation challenges and limited availability have restricted animals suitable for inclusion in nonclinical studies. The coronavirus disease 2019 (COVID-19) outbreak further stressed supply chains, reducing the ability to source animals from a singular location to complete a drug development program. These challenges raised concerns of increased variability in study endpoints due to heterogeneity of animals and that this could subsequently impact historical control data and toxicology study interpretation. To investigate the impact of Chinese, Vietnamese, or Cambodian geographic origin on standard nonclinical toxicology study endpoints, historical control data from studies conducted at a single facility from 2005 to 2020 were compiled and evaluated for the following: clinical observations, body weight, ophthalmoscopic examinations, and clinical and anatomic pathology data. Study populations consisted of 2- to 5-year-old cynomolgus macaques sourced from China (n = 750 males/741 females), Cambodia (n = 282 males/271 females), and Vietnam (n = 122 males/120 females). Interpretation of the various data demonstrated no notable differences in standard toxicology study endpoints or background findings among cynomolgus macaques originating from China, Cambodia, or Vietnam. To investigate the influence of geographical origin, age, and sex on toxicologically relevant spontaneous histopathology findings in cynomolgus macaques (Macaca fascicularis), we performed a comparative analysis of historical control data (HCD) from 13 test sites that included 3351 animals (1645 females and 1706 males) sourced from Mauritius, China, Vietnam, and Cambodia, aged from 2 to 9.5 years, and from 446 toxicology studies evaluated between 2016 and 2021. The most common findings were mononuclear infiltrates in the kidney, liver, brain, and lung, which showed highest incidences in Mauritian macaques, and heart, salivary glands, and gastrointestinal tract (GIT), which showed highest incidences of mononuclear infiltrates in mainland Asian macaques. Developmental and degenerative findings were more common in Mauritian macaques, while lymphoid hyperplasia and lung pigment showed higher incidences in Asian macaques. Various sex and age-related differences were also present. Despite origin-related differences, the similarities in the nature and distribution of background lesions indicate that macaques from all geographical regions are suitable for toxicity testing and show comparable lesion spectrum. However, in a toxicity study, it is strongly recommended to use animals from a single geographical origin and to follow published guidelines when using HCD to evaluate and interpretate commonly diagnosed spontaneous lesions. Abstract: To tackle environmental issues and ensure compliance with regulations, three ports in Vietnam and two ports in Cambodia implemented an Environmental Management System (EMS). The first steps of the EMS were completed during the period 2006–2007, with the establishment of the Port Environmental Policy, the Register of Environmental Aspects and an EMS Programme. Priorities in environmental protection have been identified for each of the ports. The initial assessment of the EMS, based on the documented EMS, was completed by experts from the ECOPORT Foundation, who issued a Port Environmental Review System (PERS) certificate for the ports. This paper presents an assessment of the implementation of the EMS through the eyes of various groups of port stakeholders. The second focus is on the manner of involving stakeholders in the EMS process, which has stakeholder participation as one of its core principles. The assessment was done via interviews with the environmental coordinators or managers at each port, as well as key port stakeholders. Eight groups of stakeholders are identified and classified into internal/external and voluntary/involuntary categories. Their salience is then assessed based on their legitimacy, power, urgency and proximity. The findings show that while ports are perceived as sources of environmental problems, they are also seen as important economic powerhouses. EMS is therefore needed at the ports to ensure their environmental performance is in line with their economic contribution. However, ports generally view other stakeholders as outsiders and exclude them from the process of designing environmental protection measures. Even though the stakeholders are strongly interested in contributing more to the process, there is no concrete plan for involving them in the management of the port. [Copyright &y& Elsevier]

The need for energy due to economic and population pressure has resulted in a great expansion of hydroelectric dam projects around the world, especially in Asia. These hydroelectric projects have resulted in considerable environmental, economic, and social damage. Typically, the economic development—environmental degradation dynamic has been examined. However, rarely has the economic development, environmental degradation, public health connection been made. This paper, using primary data collected from household surveys, completes the economic, environment, public health circle by examining how economic and environmental changes from the Yali Falls dam in Vietnam has impacted the health of people living in three remote villages in Cambodia.
