There are conflicting data about the ability of peer review percentile rankings to predict grant productivity, as measured through publications and citations. To understand the nature of these apparent conflicting findings, we analyzed bibliometric outcomes of 6873 de novo cardiovascular R01 grants funded by the National Heart, Lung, and Blood Institute (NHLBI) between 1980 and 2011. Our outcomes focus on top-10% articles, meaning articles that were cited more often than 90% of other articles on the same topic, of the same type (eg, article, editorial), and published in the same year. The 6873 grants yielded 62 468 articles, of which 13 507 (or 22%) were top-10% articles. There was a modest association between better grant percentile ranking and number of top-10% articles. However, discrimination was poor (area under receiver operating characteristic curve [ROC], 0.52; 95% confidence interval, 0.51-0.53). Furthermore, better percentile ranking was also associated with higher annual and total inflation-adjusted grant budgets. There was no association between grant percentile ranking and grant outcome as assessed by number of top-10% articles per $million spent. Hence, the seemingly conflicting findings on peer review percentile ranking of grants and subsequent productivity largely reflect differing questions and outcomes. Abstract: To overcome declining markets and low-cost competition, Canadian pulp and paper (P&P) mills are considering the diversification of their product platform. Investing in bioenergy is emerging as a promising way to boost the sector. In this paper, we present a mathematical programming approach to evaluate the profitability of bioenergy investments in the case of a P&P mill, while assessing technical and associated economic risks. The mill, called the integrated forest biorefinery (IFBR), could produce a set of high-value bioproducts from biomass generated in the mill or supplied from outside. P&P activity generates residues, such as black liquor and pulp sludge, which could be used to produce bioenergy. P&P activity should then be well managed, by considering the possibility of temporarily stopping the production of P&P, while assuming the costs associated with the shutdowns. The objective is to develop a mathematically-based approach for investors and stakeholders, within the forest sector that aims to optimise the value creation network of the IFBR and to maximise the profitability of future investments in bioenergy, while optimising the existing P&P activity. Background: The work examines the results and conclusions of the roundtable held on May 24, 2023, within the framework of the research project. The participants of the event discussed the main challenges that the Ukrainian government will face after the war when restoring the economy. The war and Ukraine's expected victory should significantly change the geopolitical and economic situation in the world, change the understanding of energy as a weapon, and thus, create a guarantee of energy independence for the entire European continent. Scholars, policy makers, scientists, and practitioners joined together in discussion about addressing the needs of Ukraine after the victory, during the reconstruction phase. The participants noted the inevitability of institutional changes in the Ukrainian state, which is required by the future accession to the EU and NATO. However, in addition to economic challenges, Ukraine will face a complex of significant post-war problems: ensuring social stability, restoring infrastructure, ensuring the integration of the military into peaceful life, restoring the ecology of the territories where military operations were conducted, and significantly reforming the judicial system. Results and Conclusions: The policy paper concerning Ukraine's reconstruction efforts was announced as a result of the roundtable. It was highlighted that, to establish a future regional infrastructure and foster a win-win business perspective, it is crucial to engage in practical discussions with the Romanian government and private companies. Creating a shared business platform would facilitate the transition from expressing interests to direct participation in the recovery process. To achieve broader reconstruction goals, it is essential to involve other Western industry actors from countries like Germany, France, Italy, the U.S., the UK, Poland, Norway, etc., with their financial, technological, and implementation capabilities. Understanding how prior outcomes affect risk attitudes is critical for the study of choice under uncertainty. A large literature documents the significant influence of prior losses on risk attitudes. The findings appear contradictory: some studies find greater risk- taking after a loss, whereas others show the opposite--that people take on less risk. I reconcile these seemingly inconsistent findings by distinguishing between realized versus paper losses. Using new and existing data, I replicate prior findings and demonstrate that following a realized loss, individuals avoid risk; if the same loss is not realized, a paper loss, individuals take on greater risk. Investments in training and development programs are steadily increasing in organizations. Along with them, the concern of companies in analyzing the results of their programs grows. This study has the objective of building an evaluation model of training results, proposed for the Coil Finishing area of a Pulp and Paper company, using the Kirkpatrick methodology, which proposes the division of the evaluation into 4 levels, which are: Reaction, Learning, Behavior and Results. The final model is presented, and may guide other studies in the creation of their own models, however, indicators and data should be adapted to each organizational situation, considering their particularities. Determinants of the abandonment of previously announced capacity expansions are analyzed in eleven industries within the North American pulp and paper sector. Given the investor's initial confidence, extent of precommitment of resources, and post-announcement fresh news, abandonment's likelihood increases with unanticipated projects subsequently announced by rivals. The process suggests a continual auction with the winning projects and firms having certain systematic properties. Unexpected announcements by rivals promote abandonment only in less concentrated industries; elsewhere completion is actually encouraged. In May 2013, the WHO Member States requested the WHO to establish a Global Observatory on Health Research and Development (R&D), as part of a strategic work-plan to promote innovation, build capacity, improve access, and mobilize resources to address diseases that disproportionately affect the world's poorest countries. The rationale for establishing a Global Observatory on Health R&D is to provide a mechanism to monitor and analyse health R&D resource flows, product pipelines, and research outputs, aiming to contribute to the identification of gaps to inform priority-setting for new R&D investments to be operationalized through a new global financing and coordination mechanism for health R&D and utilized by all stakeholders informing health research policy decisions in countries, civil society, and the private sector. As one of the mechanisms to achieve the goals of the Global Observatory on Health R&D, the WHO is launching a Call for Papers to be published as a Thematic Series in Health Research Policy and Systems to contribute state-of-the-art knowledge and innovative approaches to analyse, interpret, and report on health R&D information. Further, to serve as a key resource to inform the future WHO-convened coordination mechanism, which will be utilized to generate evidence-informed priorities for new R&D investments to be financed through a proposed new global financing and coordination mechanism for health R&D. This paper employs the difference-in-differences (DID) to investigate the impact of “going global” on enterprises' financialization. Baseline estimation shows that the degree of financialization of enterprises participating in the Belt and Road Initiative was lower compared with those not participating in the Initiative. Mechanism analysis reveals that “going global” through Belt and Road Initiative has improved enterprises' profitability of real sector investment and inhibited their motivation of financialization. These findings provide new perspectives for more effectively promoting enterprises to participate in the Belt and Road construction and helping inhibit enterprises’ financialization. Background: Through a nationally representative household survey in Afghanistan, we conducted an operational study in two relatively secure provinces comparing effectiveness of computer-aided personal interviewing (CAPI) with paper-and-pencil interviewing (PAPI). Methods: In Panjshir and Parwan provinces, household survey data were collected using paper questionnaires in 15 clusters, and OpenDataKit (ODK) software on electronic tablets in 15 other clusters. Added value was evaluated from three perspectives: efficient implementation, data quality, and acceptability. Efficiency was measured through financial expenditures and time stamped data. Data quality was measured by examining completeness. Acceptability was studied through focus group discussions with survey staff. Results: Survey costs were 68% more expensive in CAPI clusters compared to PAPI clusters, due primarily to the upfront one-time investment for survey programming. Enumerators spent significantly less time administering surveys in CAPI cluster households (248 min survey time) compared to PAPI (289 min), for an average savings of 41 min per household (95% CI 25–55). CAPI offered a savings of 87 days for data management over PAPI. Among 49 tracer variables (meaning responses were required from all respondents), small differences were observed between PAPI and CAPI. 2.2% of the cleaned dataset's tracer data points were missing in CAPI surveys (1216/ 56,073 data points), compared to 3.2% in PAPI surveys (1953/ 60,675 data points). In pre-cleaned datasets, 3.9% of tracer data points were missing in CAPI surveys (2151/ 55,092 data points) compared to 3.2% in PAPI surveys (1924/ 60,113 data points). Enumerators from Panjsher and Parwan preferred CAPI over PAPI due to time savings, user-friendliness, improved data security, and less conspicuity when traveling; however approximately half of enumerators trained from all 34 provinces reported feeling unsafe due to Taliban presence. Community and household respondent skepticism could be resolved by enumerator reassurance. Enumerators shared that in the future, they prefer collecting data using CAPI when possible. Conclusions: CAPI offers clear gains in efficiency over PAPI for data collection and management time, although costs are relatively comparable even without the programming investment. However, serious field staff concerns around Taliban threats and general insecurity mean that CAPI should only be conducted in relatively secure areas. [ABSTRACT FROM AUTHOR]

The paper provides interim results of my PhD dissertation. The research hypothesis is "Firms increase and decrease employment in response to changes in expected demand." The paper seeks to answer the question "What are the determinants of changes in aggregate employment in the United States of America (U.S.)?" This is an important research topic because significant increases in unemployment can have a profound effect on an entire society, not just on its unemployed workers. When employment declines, public health declines, crime increases, suicides increase, and public revenues decrease. The paper uses quarterly data from 1948-2021 to estimate the effect of important macroeconomic variables on aggregate employment. The macroeconomic variables include personal consumption expenditures, U.S. federal government expenditures, nominal GNP, international trade (imports plus exports), M3 money stock, the minimum wage level, non-residential fixed investment, nonmanufacturing employment, and U.S. federal tax receipts.
