In the 1960s and 1970s, mass campaigns were the dominant model of adult literacy provision, especially in countries of the Global South. After a long absence, there is now a revival of international interest in this model. This paper looks back on the earlier history of mass campaigns and the geopolitical reasons for their rejection, to help make sense of the problems encountered by more recent attempts to mount literacy campaigns in Timor-Leste and Australia. This analysis problematizes the concept of innovation, by identifying its association with a neo-liberal ideology of economic development which continues to produce adult literacy policy and programs which are ineffective at a national or global level.

This article discusses the importance and the implications of Australia's defense policy as described in its 2009 defense white paper, the first statement of its defense policy in nine years. The policy is important because of Australia's strategic prominence in an area that is developing rapidly and has increasing interstate conflict. The article notes that Australia and other nations in the Asia-Pacific area rely heavily on unimpeded maritime activity for their success and development. The article discusses the white paper in detail and presents information about its implications.

With the renewed emphasis on higher education as an agent for development and economic growth, Australia has joined other Western countries in contributing to increasing the intellectual workforce of Africa[1]. While Australia has provided scholarships to Africans for more than three decades, since 2005, the Australian Government has dramatically increased its commitment to invest in Africa's future by providing a series of development awards scholarships for Africans to advance their learning in priority areas including agriculture, food security, water and sanitation, public health, energy and resource management. These scholarships are the largest component of Australia's total aid to Africa. However, very little empirical research has been done to determine the impact of Australia Africa Long Term scholarship awards (AALT). This paper examines this new African intellectual workforce by presenting qualitative data from alumni engaging in this new flow of knowledge mobility. Experiences of public health graduates of Australia scholarship awards from Uganda and Mozambique will be discussed. Overall, we argue that that the Australia Africa scholarships program has a positive impact on alumni and is viewed favourably by Alumnis' employers and their alumni's families. However, there are many challenges and struggles which can impede alumnis' success in bringing forth the change they might envisage. Some of these factors include: finding a job at a suitable level, implementing their new knowledge, using their new skills and, generally, reintegrating into their home country (both socially and professionally).

This paper examines the impact of the minerals boom to date on the demand for higher education in Central Queensland, and the sustainability of higher education providers in high economic growth environments. Several datasets were used to examine changes in the demand for higher education among specific student groups within the region, the impacts upon currently enrolled students, and some of the potential consequences for regional employers and long-term regional competitiveness. It identifies challenges facing higher education providers operating in such environments and the policy implications of these challenges for government.

Global progress has arisen from scientific advances and we currently live in the age of science, technology, engineering and mathematics (STEM); science as a way of increasing the knowledge base, technology as a means of manifesting the science, engineering as a way of building and creating with it, and mathematics to devise the language we use for science to explore new realities. Strengthening science-related economies requires more students to pursue STEM subjects which means that we need to retain them early in the education pipeline in order to strengthen knowledge-based communities and nations' economic growth. In Australia, however, there is a trend of more occupations requiring STEM skills while there is a declining interest in studying STEM subjects at secondary school. The disengagement of students from STEM subjects is most notable amongst girls towards the physical sciences such as physics and mathematics. When girls are considering life pathways at high school they generally view STEM subjects as difficult, leading to career pathways that are not aligned to their interests. With the exception of biology girls do not deem STEM subjects as relevant to improving the human condition. Moreover, the STEM subjects are not viewed as interconnected and contributing to areas of knowledge that impact our lives. To increase the accessibility of STEM subjects and STEM careers to enable students and unblock the pipeline into the work sector we need to rationalise how the STEM areas work together and impacts the fabric of life beyond the knowledge silos. In addition, as educators we need to show young people how STEM skills and learnings are integrated into areas such as psychology, economics, computing, and data science. In this paper we describe how a pilot of the "Growing Tall Poppies STEM" program (GTP) has enabled female high school students and (largely) female scientists at the University of the Sunshine Coast to explore the interdigitated nature of STEM subjects and psychology to support the understanding of how STEM skills are important, relevant, and life changing. By way of background, the GTP program framework was developed to encourage secondary students, particularly girls, to choose to study STEM subjects in their final years of secondary school by demonstrating (a) the relevance of these subjects to their everyday lives, (b) that girls are capable of STEM-related academic success, (c) that STEM subjects are career-empowering, by (d) providing examples that debunk the stereotypic expectations of female students and employees. This pilot project highlighted how the STEM skills of critical thinking, problem solving, and innovation can be used "beyond" traditional STEM disciplines such as psychology. In this regard, a group of four Year 10 girls were immersed in an applied social psychology laboratory in 2016 to participate in a genuine research investigation, and students were given autonomy to contribute and take charge of their own project question. Thus the girls experienced firsthand the interdisciplinary nature of STEM disciplines, and in this way STEM learnings were related to a broader range of applications and career paths for these students. While this pilot was the first university-high school GTP collaboration, pleasingly this group of students advised that they felt inspired to continue in their study of STEM subjects on their return to school, and indicated that they were more inclined to choose STEM subjects beyond Year 10.

In 2015, the Australian government (Commonwealth of Australia) produced a White Paper on the need to realise the full potential of northern Australia and for that region to become an economic powerhouse within Australia. The White Paper explicitly states that the government is not declaring the north a Special Economic Zone where tax concessions are provided to businesses to reside and operate in the region. This paper will examine the current government's approach to developing the north and in particular the approach to attracting economic activity and foreign investment. This paper will focus on the current tax benefits for those living and working in the north, such as zone rebates, and in particular on what more that could be done by the Australian, state and territory governments to encourage economic activity. The paper will also examine the tax concessions that existed in the past such as an exemption for income tax pursuant to the now repealed s 23(m) of the Income Tax Assessment Act 1936 (Cth) for companies resident in the Northern Territory prior to 1947, and the Darwin Trade Development Zone that was abolished in 2003. The paper will then assess the merits of offering tax benefits in the form of tax credits for businesses operating in the north and greater tax deductions. The paper will explore the merits of a Special Economic Zone for the north as well as tax benefits that could be offered by the states of Queensland and Western Australia and the Northern Territory. The paper will also provide recommendations for a range of tax benefits that could be offered by the various governments to businesses and individuals in order to assist in developing the north. Understanding carbon emissions through the lens of population mobility is crucial for addressing sustainability challenges and fostering economic development. This study aims to investigate the influence of population mobility on carbon emissions in Australia, providing insights for targeted policy interventions. Utilizing panel datasets spanning from 2007 to 2020, encompassing both international and domestic migration in Australia, empirical analyses were conducted. The focus was on assessing the relationship between population mobility and regional carbon emissions. The study reveals distinct effects of domestic and international population mobility on carbon emissions. Domestic mobility demonstrates a negative correlation, whereas international mobility shows a positive association with carbon emissions. Moreover, significant regional heterogeneity in carbon emissions is observed, influenced by economic development and population size variations between eastern and western regions. These findings underscore the importance of tailored emission reduction strategies based on the nature of population mobility. By elucidating the intricate dynamics between mobility patterns and carbon emissions, this study contributes to a nuanced understanding of CO2 emission trends, informing policy decisions amidst the challenges posed by global climate change. Purpose: Temporary labour mobility programmes (TLMPs) are initiated by high-income nations to fill their labour demands by offering temporary work opportunities to migrants from low-income nations. TLMPs also seek to contribute to economic development in workers' home countries. This paper aims to assess the accountability of New Zealand's Recognised Seasonal Employer (RSE) Scheme and Australia's Seasonal Worker Programme (SWP) in reaching their economic development objectives in one sending nation, Samoa. Design/methodology/approach: A qualitative study with RSE and SWP workers and key informants (collectively stakeholders) in Samoa was undertaken to assess the contributions of these schemes to economic development. An interdisciplinary research approach was taken using the Pacific methodology of talanoa. Talanoa was used to "operationalise engagement" and empower local stakeholder accounts. Findings: Talanoa supported the elicitation of accounts that contributed nuanced insights into the accountability of TLMPs. Specifically, stakeholder accounts revealed limitations in the ability of the RSE Scheme and SWP to meet their economic development objectives for Samoan communities and workers. Adjustments are necessary to meet Pacific nations' economic development objectives. Practical implications: This study responds to calls for on-the-ground accounts of stakeholders involved in TLMPs. It provides insights that may contribute to the development of more effective TLMPs, particularly regarding economic development in workers' home countries. Originality/value: Drawing on dialogic accounting literature, which calls for engagement with the marginalised, a talanoa approach has been engaged to assess TLMPs via on-the-ground participant accounts in a specific context. This paper introduces talanoa to the critical and social accounting literature, to move beyond a typical accounting qualitative interview process and encourage greater engagement and collaboration with Pacific scholars and partners. In the first half of this paper we develop a perspective on the role of "boldness" in explaining gender differences in thinking and attitudes. We apply this analysis to evidence from Australia, the USA and the UK in relation to economics at school and university levels. In the second half we present the results of a study of over 1000 15-17-year-olds in UK secondary schools. On the basis of the gender differences revealed in these data and our preceding analysis we offer some implications for learning and teaching.

Objectives: Many large-scale developments in Australia, such as road infrastructure, are subject to community concern due to their ongoing emission of particulate matter that may lead to adverse health impacts. The assessment of these impacts is guided by planning and health policies, but these policies have limitations. The objective of this paper is to provide an approach to setting an incremental guideline that can be used by regulators and health professionals to assess the impact of particulate matter from a development on a population, specifically the impact of particulate matter less than or equal to 2.5 micrometres in diameter (PM2.5). Type of program or service: Environmental health policy. Methods: The calculation of PM2.5 concentrations and life days lost using concentration response functions and life tables. Results: We calculated annual incremental concentrations of PM2.5 for a 1 in 1 000 000 increased risk of mortality, a 1 in 100 000 increased risk of mortality and a 1 in 10 000 increased risk of mortality along with associated life days lost. These values can be used to assess the acceptability of PM2.5 health impacts from a development. Lessons learnt: An incremental annual PM2.5 concentration of up to 0.02 μg/m3 could be considered negligible, while concentrations between 0.02 and 1.7 μg/m3 could be considered acceptable/tolerable, with concentrations equal to or greater than 1.7 μg/m3 considered unacceptable. Workers' living standards have recently deteriorated in the service sector throughout the world, although a few decades ago, service was among the fastest growing sectors in industrialised nations. However, in recent years, in service sectors tourism especially has been drying up. This paper examines the symmetric and asymmetric effects of tourism, market capital, financial development, and trade on service sector employment in Australia from the period 1991-2019. The results of the cointegration tests, notably the ARDL and NARDL bound tests, reveal that the variables are related in the long run. The positive effect of tourist arrival on service sector employment in Australia is confirmed by long-run estimates from both ARDL and NARDL approaches. Similarly, both approaches also confirm the long-run positive relation of financial development. However, while ARDL shows long-run negative and positive associations of market capital and trade, respectively, the opposite is found in the case of the NARDL approach. As a result, policy proposals like planning and initiating tools for ensuring consistent international arrivals and easing of entry requirements have been recommended by this study to assist Australia in enhancing service sector employment, thus promoting economic development., Competing Interests: The authors have declared that no competing interests exist.

The paper uses various approaches: capital asset pricing, mean-variance, global minimum-variance, Bayes-Stein, Bayesian and multi-prior to develop foreign equity bias measures for Australia’s international equity holdings in 41 countries, over the period 2001 to 2012. Bayesian models allow for various degrees of mis-trust in the ICAPM model. Multi-Prior restricts the expected return for each asset to lie within specified confidence interval around its estimated value. Mean-Variance computes optimal weights by sample estimates of mean and covariance matrix of sample return. Bayes-Stein shrinks each asset’s historical mean return toward the return of the minimum variance portfolio and improves precision associated with estimating the expected return of each asset. The plausible sources of foreign equity bias are trade, GDP per capita, real GDP growth rate, exchange rate volatility, tax credit, stock market development, familiarity and institution variables. The paper finds that economic cost of the observed foreign bias is low. The purpose of this paper is to examine the positive impact that the creation of food processing hubs can have on "smart specialisation" on the economic development of regional Australia. The analysis looks at two existing developments in Australia, as well as providing an economic evaluation of another "regional hub" that is currently being proposed. Our paper provides an economic impact analysis of the proposed establishment of a food processing hub in Victoria. This paper is a pioneering endeavour to investigate the determinants of environmental degradation in Australia through a comprehensive framework of EKC and STIRPAT. Specifically, the impacts of multiple factors of socio-economic development including economic growth, trade openness, industrialization, energy consumption on CO 2 emissions are analysed. Furthermore, the influences of financial development through different dimensions (financial efficiency, access and depth) in two subsectors (financial markets and institutions) and other proxies of financial development are focused over the period 1980-2014. Empirical results show short as well as long-run differences in the association among the variables. Short-term bidirectional causality prevails between economic growth, energy consumption, industrialization, and stock market development with carbon dioxide (CO 2 ) emissions. However, there is no significant evidence found on EKC. This is due to the long-run positive impact of financial development, energy consumption, and trade openness on CO 2 emissions. Interestingly, the industrialization process is found to does not affect CO2 emissions. Empirical findings provide insight into why the quality of the Australian environment is truncated with frequent and widespread bushfires and suggest policymakers to have selective and strict environmental-friendly strategies to fulfil a sustainable development goal., (Copyright © 2020 Elsevier Ltd. Background: This paper examines the extent to which actors from sectors other than health engaged with the South Australian Health in All Policies (HiAP) initiative, determines why they were prepared to do so and explains the mechanisms by which successful engagement happened. This examination applies theories of policy development and implementation.Methods: The paper draws on a five year study of the implementation of HiAP comprising document analysis, a log of key events, detailed interviews with 64 policy actors and two surveys of public servants.Results: The findings are analysed within an institutional policy analysis framework and examine the extent to which ideas, institutional factors and actor agency influenced the willingness of actors from other sectors to work with Health sector staff under the HiAP initiative. In terms of ideas, there was wide acceptance of the role of social determinants in shaping health and the importance of action to promote health in all government agencies. The institutional environment was initially supportive, but support waned over the course of the study when the economy in South Australia became less buoyant and a health minister less supportive of health promotion took office. The existence of a HiAP Unit was very helpful for gaining support from other sectors. A new Public Health Act offered some promise of institutionalising the HiAP approach and ideas. The analysis concludes that a key factor was the operation of a supportive network of public servants who promoted HiAP, including some who were senior and influential.Conclusions: The South Australian case study demonstrates that despite institutional constraints and shifting political support within the health sector, HiAP gained traction in other sectors. The key factors that encouraged the commitment of others sectors to HiAP were the existence of a supportive, knowledgeable policy network, political support, institutionalisation of the ideas and approach, and balancing of the economic and social goals of government. The article presents information on infrastructure spending and unemployment in Australia. The Australian government's policy package had several components. The first was a recognition that high economic growth was required if significant inroads into unemployment were to be achieved. Given the government's beliefs about the likely outcomes for labour productivity and the labour force participation rate, it was thought that a real growth rate of 4.8 per cent would be required to achieve the target unemployment rate of 5 per cent by 2001. The Green Paper and the subsequent White Paper were pretty vague as to exactly how such a long stretch of high economic growth was to be achieved, placing a lot of faith on microeconomic reform and improving the quality of labour through training reform. However, it was also recognised that high growth by itself was not sufficient, and that a policy of active labour market programs directed at the long-term unemployed and those at high risk' of becoming long-term unemployed would be necessary to reduce long-term unemployment. The Job Compact was an extensive raft of active labour market programs which included an expanded wage subsidy scheme, training programs and case management of the chronically unemployed and which placed an obligation on targeted individuals to participate in the scheme to retain unemployment benefits.

Urban planning policies in New South Wales (NSW), Australia are continuously being reformed, in order to make them more economic development friendly. These reforms are concerned with making development approvals easier and faster. The implementation of these reforms and their outcomes in Greater Sydney, NSW, vary according to the local socio-economic conditions. The affluent communities in Greater Sydney are very concerned about these reforms and actively resist their application in their areas. They are successful in avoiding the application of reformed urban planning policies. However, the lower socio-economic parts of Greater Sydney in the outer areas are not able to engage with these urban policy issues. The reformed urban policies are fully applied in the poorer areas, often resulting in excessive and poor-quality urban development. Past research on urban planning policy development, application and outcomes in Sydney has not investigated selective planning policy application and its differential outcomes. This paper analyses the selective application of some recent urban planning policy reforms as they relate to socio-economic division in Greater Sydney. A postcolonial perspective in the history of economic thought reveals the ways in which racial theory was built into the foundations of neoclassical economics. Neoclassical economics emerged within the context of nineteenth-century European colonisation and this paper connects the material practices of colonisation in Australia to this emerging body of theory. In particular, the paper focuses on the Western breadwinner/dependent family ideal that was deeply embedded within economic visions of development, prosperity and progress. I argue that neoclassical economics naturalised and justified colonial practices that sought to impose the homogeneity of culture, desires and needs used to justify the displacement and subordination of the colonised Aborigines.
