Since the "double carbon" target was proposed in 2020, emissions reduction has become the focus of the Chinese government's work. Industrial development is a crucial factor contributing to the increase in carbon emissions. Therefore, implementing carbon reduction in the industrial sector is an important part of China's goal of "double carbon." In this context, this paper uses a three‐stage data envelopment analysis model to calculate the green total factor productivity (GTFP) of 18 industry sectors in Shanxi Province. The results show that: (1) the external environment has influence on the GTFP of energy revolution reform pilot area industrial sectors, and the efficiency value of two industries is overestimated before excluding environmental factors; (2) the industry difference of GTFP is significant, among which pharmaceutical manufacturing industry has the greatest promoting effect on GTFP, and ferrous metal mining and dressing industry has the greatest inhibiting effect on GTFP; (3) there is a serious redundancy in R&D investment of energy revolution reform pilot area in China, and only six industries belong to zero redundancy. As an important energy base in China, Shanxi Province, in its economic development, has depended heavily on coal resources. However, enormous coal consumption produces a large amount of carbon dioxide and an aggravated ecological problem. In this paper, the super efficiency slack-based measure and data envelopment analysis (SBM-DEA) model and Malmquist index were used to calculate the energy consumption and carbon emission efficiency of 11 prefecture-level cities in Shanxi in the period from 2000 to 2020. The results were as follows: (1) The primary form of energy consumption in Shanxi Province is the burning of coal, and the carbon emission efficiencies of the 11 prefecture-level cities are quite different. The technical efficiency, technological progress, and total factor productivity of Taiyuan and Shuozhou were found to be greater than 1 compared to other cities in Shanxi. (2) On the whole, although the carbon emission rate of Shanxi Province has slowed down, it still faces the problems of a large total emission base, high carbon emission intensity, and low efficiency of the unit carbon emission output. Industrial structure is the key factor restricting improvements in the efficiency of carbon emissions in Shanxi Province. (3) From the spatial and temporal evolution of the carbon emission efficiency in Shanxi Province, we can see that the carbon emission efficiency of the whole province gradually dispersed and improved from the central and northern regions to the southern regions during the period of 2000–2020. In order to achieve a low-carbon economy, Shanxi Province must optimize its industrial structure, accelerate research and development in low-carbon technologies, adjust the energy structure, and promote the construction of an energy supply system with clean low-carbon energy as the main source. Abstract Improving the eco-efficiency of the circular economy system in mining areas has been recognized as the most effective way to reduce the greenhouse effect and achieve sustainable development. Based on the emergy theory and on data envelopment analysis (DEA), this paper adopts the SBM-Undesirable model to evaluate the eco-efficiency of the circular economy system in China's largest coal mining area, Shanxi Province, during the period 2006–2015. Emergy flow indices are treated as input and output indices. Eco-efficiency is factorized into economic efficiency and environmental efficiency. The potential for improvement of the circular economy system is analyzed based on input redundancy and output deficiency. The results for the period 2006–2015 indicate the following: (1) both the input and the output of the circular system increase during this period; (2) the increased input relies on mostly imported emergy, and the increase in waste emergy is lower than the exported emergy; (3) eco-efficiency is invalid except for 2011 and 2012 and exhibits a decreasing trend beginning in 2013; (4) environmental efficiency is invalid over the entire period, and the eco-efficiency level is positively related to the economic efficiency score; and (5) the circular economy system has a larger energy saving space, and the key to achieving sustainability of the circular economy system is output growth. Emissions trading system (ETS) is a cost-effective way towards achieving the carbon neutrality goal. Based on the gaps in the research on carbon allowance allocation vis-à-vis the carbon neutrality target, this study examines how to allocate carbon allowances equitably and effectively among Chinese provinces. Different from the previous research that mainly considers responsibility, ability, and potential of equity dimensions, this paper proposes a composite indicator allocation approach based on the equity of history, demand, contribution, and guarantee, and it also employs the entropy method and expert survey method to obtain the indicator weight values in different scenarios. Results show that the carbon allowances of some provinces, such as the forest-rich province of Yunnan, vary significantly in five scenarios, but little differences are observed for some provinces, such as the high historical emissions province of Shanxi. More provinces achieve data envelopment analysis efficiency in the preferred scenario. Compared with the objective scenario, the required emission reduction in the preferred gross domestic product (GDP) scenario is 231 million tonnes less, and the emission reduction cost is 190 billion yuan less. Background: District- and county-level maternal and child health hospitals (MCHHs) are positioned to provide primary maternal and child healthcare in rural and urban areas of China. Their efficiencies and productivity largely affect the equity and accessibility of maternal and child health care. This study aimed to assess the efficiency of district- and county-level MCHHs in China and identify their associated factors.Methods: Thirty-three district- and 84 county-level MCHHs were selected from Shanxi Province in 2017. At the first stage, bootstrapping data envelopment analysis (DEA) models were established to calculate the technical efficiency (TE), pure technical efficiency (PTE) and scale efficiency (SE) of district- and county-level hospitals. At the second stage, the estimated efficiency scores were regressed against external and internal hospital environmental factors by using bootstrap truncated regression to identify their determinants.Results: The average TE, PTE and SE scores for district-level MCHHs were 0.7433, 0.8633 and 0.9335, respectively. All hospitals were found to be weakly efficient, although more than 50% of the hospitals performed with efficient SE (SE scores≥100%). As for county-level MCHHs, their average TE, PTE and SE scores were 0.5483, 0.6081 and 0.9329, respectively. The hospitals with TE and PTE scores less than 0.7 accounted for more than 60%, and no hospital was observed to operate effectively. Truncated regressions suggested that the proportion of health professionals, including doctors, nurses, pharmacists, inspection technician and image technician (district level: β = 0.57, 95% CI = 0.30-0.85; county level: β = 0.33, 95% CI = 0.15-0.52), and the number of health workers who received job training (district level: β = 0.67, 95% CI = 0.26-1.08; county level: β = 0.34, 95% CI = 0.14-0.54) had a positive association with efficiency scores. The amount of financial subsidy (β = 0.07, 95% CI = 0.05-0.09) was found to be directly proportional to the productive efficiency of the county-level MCHHs.Conclusion: The operational inefficiency of district- and county-level MCHHs in Shanxi Province is severe and needs to be substantially improved, especially in terms of TE and PTE. Hiring additional medical personnel and ensuring the stability of the workforce should be prioritised.
