1. Stemming the Tide: Tackling Early Leaving from Vocational Education and Training in Times of Crises. Synthesis Report of Cedefop/ReferNet Survey. Research Paper

Abstract

This synthesis report is based on a survey carried out during 2022 with Cedefop's reporting network ReferNet. It makes an important contribution to understanding the magnitude of early leaving from VET (ELVET) in those European countries where relevant data are available, and the mechanisms and support measures countries employ to measure and monitor the phenomenon at national and regional levels. The report puts special focus on the main factors leading to early leaving from initial VET as reported by EU Member States, Norway and Iceland. It details the support measures teachers, trainers, school principals and companies providing work-based learning received to overcome the challenges society faced due to the COVID-19 pandemic and the war in Ukraine. This research is part of Cedefop's pioneering work within the VET for youth team to support policy-makers and VET practitioners tackling early leaving from VET in Europe. For more than a decade, Cedefop has led research, promoted peer learning through its policy learning fora, and developed and managed online toolkits to benefit learners at risk of dropping out, early leavers from VET and young NEETs. The VET toolkit for tackling early leaving and the VET toolkit for empowering NEETs offer a platform of intervention approaches, good practices and interactive tools designed for both policy-makers and VET teachers and trainers. The community of ambassadors tackling early leaving from VET, created and coordinated by Cedefop since 2017, plays a vital role in enriching and disseminating the toolkit resources. The findings of this survey feed into Cedefop's project on Tackling early leaving from VET. It aims to support EU Member States and the European Commission in the implementation of the Council recommendation on pathways to school success (Council of the European Union, 2022) and the achievement of Education and training 2030 strategic target to lower the rates of early leaving from education and training (Council of the European Union, 2021).

Abstract

This publication provides a comparative statistical analysis of skills development through continuing vocational training (CVT) in EU enterprises. It is based on data from the latest rounds of the CVTS survey (CVTS 5, 2015 and CVTS 4, 2010) covering EU-Member States, Norway and North Macedonia and reporting on progress towards key policy objectives. The analysis considers indicators on enterprise CVT provision, staff participation, time devoted to training and enterprise expenditure. These are analysed and then summarised by means of a composite index. Results are further complemented with an analysis of data concerning the reasons given by enterprises for not providing (further) training and main skill needs in companies. The report pays particular attention to training efforts of SMEs.

Abstract

The increased utilisation of social media platforms has been observed to influence consumer behaviour, particularly in online shopping context. This study aims to propose a conceptual framework regarding the factors influencing customer online buying behaviour on TikTok platform among younger generations for a Malaysian fragrance company. The method used for this conceptual paper is based on the literature reviews from journal articles related with the keywords and research area. This study proposed a conceptual framework to further identify and analyse the influence of brand awareness, product variety and psychological factors on online buying behaviour on TikTok. The framework will serve as a guideline for future academic research and practical industry applications by enhancing understanding of online buying behaviour among younger consumers in Malaysia’ fragrance market. The framework will help to inform strategic decisions for businesses and provide border implications for leveraging TikTok as a platform for e-commerce growth in the region.

Abstract

Economic evaluations are used to compare the costs and consequences of healthcare interventions, including those for musculoskeletal (MSK) disorders, which are very common and a major source of morbidity and absence from work. Reimbursement decisions for interventions for MSK disorders by decision-makers rely on the findings of economic evaluations, the design and results of which depend largely on the perspective adopted. Despite methodological advancements in economic evaluations, there are no clear guidelines on the perspective to adopt. This paper explores the adoption of a societal perspective in economic evaluations of MSK disorders. Within health economics evaluations, the most commonly used perspectives include the payer perspective, the healthcare perspective, and the societal perspective. To facilitate optimal resource allocation decisions in order to reduce the significant economic burden of MSK disorders and improve the health outcomes of individuals with these disorders, all costs and benefits associated with interventions for them should be included. Thus, the societal perspective is arguably a preferable option to the others for economic evaluations of interventions for MSK disorders.

Abstract

Almost everyone is familiar with the African saying, "It takes a village to raise a child." However, there are very few "villages" that actually engage in this practice. The educational assets of the village include the knowledge of neighborhood residents, the clubs, groups, and associations that are citizen-based learning environments and the local institutions (businesses, not-for-profits, and government bodies). They all provide incredible learning opportunities. It is these neighborhood educational assets that are activated in a village that raises its children. In most communities, however, these invaluable resources are unused and disconnected from the lives of young people. It appears that in one to two generations, villages have lost their power to raise children. Their functions have largely been transferred to schools. This transfer is reflected by the fact that in the last generation, schools have been asked to take responsibility for the health, safety, food, recreation, behavior, moral values, and entrepreneurial development of young people. This Kettering Foundation working paper by John McKnight, codirector of the Asset-Based Community Development Institute (ABCD), Northwestern University, presents some of ABCD's research in assisting people in local neighborhoods to identify the local teaching knowledge.

AbstractInternationalization makes possible the competitive development of firms. This study proposes a methodology for the selection of international markets that identifies the most favourable international destinations for the paper and paperboard export industry in Colombia. For this purpose, a set of 23 factors divided into 5 categories are defined through literature: costs, trade barriers, logistics, environment and culture, and economy. This comprehensive model is applied to a set of 15 exporting firms and a combination of the multi-criteria models Analytic Hierarchy Process (AHP), and Evaluation Based on Distance from Average Solution (EDAS) is used for its development. The results indicate that the priority factors when choosing an international market are import costs (0.1974), transit time (0.1392), transport frequency (0.1174) and international transport costs (0.0971). Also, considering these priorities, the most viable markets for companies in this sector are Netherlands (0.9894), the United Kingdom (0.9740), Belgium (0.9409) and Germany (0.9351). The results obtained represent the identification of new possible alternative markets for Colombian companies in the paper sector to expand their international reach and develop in significantly more attractive and convenient markets according to their priorities. Also, this article contributes significantly to the development of methodologies for international markets exploration.

Purpose: This study aimed to identify the influence of job demands on academicians' mental health in selected public universities in Malaysia. Findings: This study examined the effects of job demand on academics' mental health in Malaysian public universities using the JD-R model. Given that employee happiness was strongly correlated with mental health, it is crucial to pay a particular attention to how job demands can lead to stressful life events and other detrimental outcomes Research limitations/implications: This study may bring to the developing guidelines for workload management, implementing mental health support programs, and creating a more supportive work environment. The comparison across institutions can be done and may lead to the interdisciplinary collaboration which can offer comprehensive insights and solutions. However, some research implications and limitations associated with this study such as the sampling bias, self-reported data, as this study is a cross-sectional design and Findings from a specific study may not be fully generalizable to all academicians due to differences in disciplines, institutions, and cultural contexts. Practical implications: Studying the influence of job demand on the mental health of academicians has several practical implications, both for individuals working in academia and for institutions and policymakers as it increased awareness and self-care among academicians, allowing early intervention implementation, improving workplace policies, reducing stigma, improving employee's productivity, expansion of research in this topic, and many more. Current academic and industry discussions regarding systems development project approaches increasingly focus on agile development and/or DevOps, as these approaches are seen as more modern, streamlined, flexible, and, therefore, effective as compared to traditional plan-driven approaches. This extends to the current pedagogy for teaching systems analysis and design (SA&D). However, overemphasizing agile and DevOps neglects broader dimensions that are essential for planning and executing enterprise-level systems projects. Thus, a dilemma may arise: do we teach agile and DevOps techniques that may be inadequate for enterprise-level projects or do we teach the wider range of plan-driven skills and techniques that may conflict with the tenets and benefits of agile and DevOps? In this paper, we advocate for resolving this dilemma by adopting a generalized process framework that both fully supports enterprise-level projects but can also be selectively scaled back toward increased agility for smaller, less complex projects. In its full realization, this framework combines extensive project planning and up-front requirements with iterative delivery -- an increasingly popular approach today for enterprise projects. In scaling back toward agile, the framework carefully accounts for system, environment, and team characteristics. Further, the model emphasizes issues frequently underemphasized by agile approaches, including the use of external software such as commercial-off-the-shelf (COTS), Software-as-a-Service (SaaS), and open source products and components; the need for business-oriented project planning and justification; and support for change management to ensure successful system adoption. The framework thereby flexibly accommodates the full range of activities that software projects must support to be successful.

Abstract

This study concerns how intra-organizational networks affect the implementation of policies and practices in organizations. In particular, we attend to the role of the informal subgroup or clique in cultivating and distributing locally adapted and integrated knowledge, or know-how. We develop two hypotheses based on the importance of intra-organizational coordination for an organization's capacity for change. The first emphasizes the importance of distributing know-how evenly to potential recipient subgroups. The second emphasizes the importance of restricting know-how to flow from high know-how subgroups. We test our hypotheses with longitudinal network data in 21 schools, finding stronger support for the second hypothesis than the first. Our findings can help managers cultivate know-how flows to contribute to organizational change. The following are appended: (1) Technical Appendix; and (2) Multilevel Estimation of Main Models.

Abstract

Charter schools have generated support from politicians in both major American political parties, while stimulating intense debate among interest groups. We investigate whether and how public attitudes come to mirror interest group polarization or politician consensus in order to understand what drives public attitudes as policy debates mature and citizens learn information that drives advocates to opposite sides. Using survey experiments, we assess how views change in response to policy cues. Mirroring debates among advocates, we assess whether the role of private companies and non-union teachers polarize opinion. We find that the public responds to cues linked to unions and polarizes based on liberal and conservative ideology as well as attitudes toward unions. This helps to explain how ideological polarization can grow even in the absence of strong partisan sorting among top political leaders. The report includes a bibliography.

Abstract

Historically, waves of new technologies have brought Americans higher standards of living. Electrical service and hot and cold running water, for example, were once luxuries; now their absence makes a home substandard. Today, technologies for accessing the Internet are diffusing at an even faster rate than those earlier innovations once did, bringing with them commensurate transformations of Americans' way of life. Technologies that increase the speed at which data can be transmitted have had powerful effects. Most importantly, they have transformed the Internet from a tool used by a narrow group of academics and technicians into a means of interaction used by a large majority of Americans. However, Americans have not universally benefitted from better Internet access. Geography, especially the divide between rural and urban America, determines how much some Americans can benefit from the Internet. Networks have not been as extensively developed in rural areas as in urban areas. Some people in rural America still have dial-up as their best available, affordable technology, a technology that offers five percent of the capacity for what the FCC has said is the broadband threshold. Others have service that reaches the broadband level, but still does not offer the "lightning-fast" speeds advertised by Internet service providers in urban areas. Accordingly, the nation faces a "broadband gap," not only with regard to the lack of access in rural areas to service that meets the broadband threshold, but also with regard to the lack of availability of faster service between urban and rural America. This report identifies opportunity costs that arise from this gap. These costs exist today, but the pace at which data transmission capability is growing means that the inequality between the technology being newly deployed and the technology that was deployed a decade or more ago is increasing. Networks that connect research institutions in the United States can move 100,000 times more data per unit of time than the dial-up connections that some Americans still must use. The technology gap is not a fixed deficit that once filled, stays filled. The technology gap will be larger--much larger--in the future, along with the information and technology gap, unless significant action is taken to overcome it. The rapid proliferation of technology can have profound effects on the evolution of teaching, learning, scholarship, and governance in higher education (Katz, 2008). However, instructors report that simply "keeping up" with new instructional technologies, let alone integrating them productively into one's teaching, can be a significant challenge (Sorcinelli, Austin, Eddy, & Beach, 2006; Zhu, Kaplan, & Dershimer, 2011). This Occasional Paper describes how instructors at the University of Michigan are currently using online collaboration tools (hereafter OCTs) in a variety of disciplines and teaching contexts to enhance student engagement and course management. Based on these cases and faculty interviews, the authors also outline recommendations for implementing OCTs effectively and efficiently in teaching.

Abstract

This paper examines different institutional characteristics of Thai private higher education in historical-organizational perspective. The analysis applies different conceptual categories of private emergence--Catholic, elite, demand-absorbing--drawn from international literature starting with Levy (1986) to the Thai case. The societal context of Thai private higher education is rooted fundamentally in the hands of both religious foundations and the business sector. Thai diversification partly conforms to international schema but also shows varying emphases. Catholic must be expanded to religious-oriented and elite reformulated as semi-elite. Although demand-absorbing institutions are the majority in the Thai private sector--as also seen elsewhere--the demand-absorbing subsector shows great internal variations. For all the three conceptual categories, missions may be assessed accordingly. Finally, the paper discusses a growing hybrid trend within the Thai private sector. (Contains 1 table and 17 endnotes.)
