Changes in the structure of work and families over the last four decades have increased many labour market inequalities. Growing earnings inequality, adverse labour market 'shocks' for the low‐educated, and geographically concentrated pockets of deprivation are among the most evident of these in Britain. The decade since the financial crisis has brought these inequalities into sharper focus, and the Covid‐19 pandemic has further exacerbated labour market inequality. The object of this paper is to highlight the key role played by poor wage progression for lower‐ and middle‐educated workers in understanding inequality in the labour market and for designing effective policy responses. It is unlikely that we can address all the concerns about low wages, wage progression and earnings inequality through the tax and welfare system alone. The challenge is how best to balance tax and welfare benefit policy with other policies, such as human capital policies, the minimum wage and labour market regulation. The results point to a mix of policies that aim to enhance wage progression for the lower‐educated within a welfare system that supports low‐earning families and provides a minimum wage floor for hourly wages. This paper investigates international differences in wage inequality and skills and whether a compressed wage distribution is associated with high unemployment across core OECD countries. Wage dispersion and wage structure are widely debated among policymakers; compressed wage structure is often perceived as an important cause of high unemployment. Firstly, this paper examines differences in wage dispersion across OECD countries and their link to skill dispersion. Some countries that have more compressed (dispersed) wage structures simultaneously have more compressed (dispersed) skill structures as well, and skill differences explain part of the differences in wage dispersion. However, even when accounted for skills, some countries have a more compressed wage structure, most likely caused by labor market institutions. We do not find an effect of wage compression on the labor market performance in the low-skill sector. Based on the Program for International Assessment of Adult Competencies (PIAAC) survey of adult skills for core OECD countries, this paper cannot confirm the skill compression nor wage compression hypotheses. Rather than insisting on the deregulation of labor market institutions and reductions in public welfare policy as the main policy recommendations to achieve higher employment (and higher wage inequality), policymakers should reconsider aggregate demand deficiency and the variation in macroeconomic policies as potential explanations for the employment differences across countries. This paper analyzes the effect of recent technical change on the labor market and explains the observed differences in wage inequality among advanced countries. In particular, we focus on the difference between the inequality in the U.S. and in continental Europe. Many studies have indicated a rise in wage inequality in the U.S. over the past three decades. On the other hand, there has been little change in wage inequality in continental Europe. By introducing human capital investment into the model by Acemoglu (Am Econ Rev 89:1259-1278, ), we show that ex ante homogeneous economies would have distinct ex post wage distribution. The strategic complementarity between human capital investment and firms' hiring strategies yields the possibility that multiple equilibria exist, which explains the difference in wage distribution between the U.S. and Europe. In addition, we show that differences in tax or education systems can explain the difference in wage distribution between the U.S. and Europe. [ABSTRACT FROM AUTHOR]

This paper estimates quantile earnings functions with data from the 2004 Tanzanian Household Worker Survey to determine if ethnicity and gender--being female--matters per se and across the distribution of earnings. We find that in the Tanzanian manufacturing sector gender intersects with ethnicity to condition earnings and the return to schooling across the distribution of earnings. This suggests that in Sub-Saharan Africa--at least in Tanzania--labor market policies aimed at eradicating gender earnings inequality may not be effective if not accompanied by policies that also aim to eradicate ethnic inequality. There is much work on the relationships between crime, unemployment and inequality. At the turn of the millennium, 2.1 million people in the U.S. were in prison or jail, rising to 6.3 million if we include those on probation or parole. A key finding is that introducing criminal activity into otherwise standard models of the labor market can significantly affect the predictions of these models. The first section of this paper presents the worker's problem taking wages as given. This provides a natural extension to the textbook job search model to incorporate crime. Section II analyzes wage setting. This shows how various types of equilibria with different crime rates can arise for different parameter values, and how sometimes multiple equilibria coexist, with different amounts of crime, inequality and unemployment. This paper has developed a search equilibrium framework that can be used to analyze the interrelations between crime, unemployment and inequality. The model is essential to analyze feedbacks that can lead to multiplicity.

The majority of mainstream economists believe that globalization and trade liberalization have had a minor role in increasing U.S. wage inequality. A minority argues that capital mobility and outsourcing indicate a larger effect. This paper first surveys these views, and then argues that how we understand the policy consequences of trade liberalization helps determine the character our analysis of the issue itself. Thus, a shift in policy perspective, to consider the "equity costs" of trade liberalization in terms of eroded U.S. labor market institutions, produces a larger framework for analyzing the consequences of globalization and trade liberalization than is available in traditional comparative advantage efficiency reasoning. The paper fabricates endogenous skill formation in a two-sector general equilibrium model where the unemployment of the skilled workers is caused by efficiency wage. The paper also examines the effects of the immigration of unskilled labor, the emigration of skilled labor, and the inflow of foreign capital on unemployment, skilled-unskilled wage inequality, and the level of skill formation in each unskilled working family. We find that the immigration of unskilled labor raises both the rate and level of unemployment of the skilled labor and lowers both the relative skilled-unskilled wage inequality and the level of skill formation in each unskilled working family under certain conditions. In this paper we examine the reorganization of work in labor markets dominated by the presence of high-technology industries from 1980 to 199O. Using Public Use Microdata Samples, we identify trends in spatial, industrial, occupational, gender, and racial divisions of labor and their effects on earnings inequality. Patterns in these changing work structures are linked to both general and specific theories of labor market development, structures, and processes. We find that centers of high-tech employment exhibit varied patterns of agglomeration, decline, and dispersion over the decade. Moreover, industrial and occupational divisions embedded within these high-tech spaces show variation across labor market areas as well. We identify some general trends, including the increasing dominance of upper-tier workers (professional, technical, and managerial) across most high-tech areas and the effects of Reagan's defense-related policies in the generation of new high-tech areas in certain locales. An analysis of the processes of earnings generation in high-tech labor markets reinforces the importance of divisions or segmentation of labor for understanding earnings inequality and its embeddedness in specific labor market contexts. According to the 2003 National Household Survey, mean labour income for an indigenous worker is only 56% of that for a non-indigenous worker. Studies of ethnic discrimination in Peru's labour markets generally find that discrimination is too low to explain inequalities of this magnitude. However, Sigma Theory (Figueroa 2003) predicts that social exclusion is a source of inter-ethnic inequality, and that has not been empirically tested. The primary aim of this paper is to fill this gap by estimating the extent to which exclusion and discrimination contribute to income inequality. Hurdle models are used to tackle down econometric endogeneity of years of schooling and truncation-at-zero of incomes. The results imply that exclusion plays a stronger role on inequality than discrimination: without exclusion, the Gini of labour income would decrease from 0.64 to 0.45, and without discrimination it would be reduced to 0.50. This paper presents a semiparametric procedure to analyze the effects of institutional and labor market factors on recent changes in the U.S. distribution of wages. The effects of these factors are estimated by applying kernel density methods to appropriately weighted samples. The procedure provides a visually clear representation of where in the density of wages these various factors exert the greatest impact. Using data from the Current Population Survey, we find, as in previous research, that de-unionization and supply and demand shocks were important factors in explaining the rise in wage inequality from 1979 to 1988. We find also compelling visual and quantitative evidence that the decline in the real value of the minimum wage explains a substantial proportion of this increase in wage inequality, particularly for women. This study examines the relationship between racial equity in labor market processes and racial equality in future labor market rewards. In particular, a regression standardization procedure is used to project the degree of racial inequality in earnings that would exist among men at various future points in time based on three different sets of assumptions about attainment processes in labor market and educational institutions. The most important results suggest that even if racial discrimination were eliminated immediately in labor market and educational institutions, it would take almost 50 years for the black-white earnings ratio to reach .95. This incompatibility between equity and equality needs to be considered more explicitly both by those who advocate a color-blind labor market and those who advocate preferential treatment for blacks. Since the middle/end of the 2000s wage inequality has increased in some European countries (such as Portugal or the UK) and decreased in others (especially in Hungary and Poland). In this article, we analyse the role of the minimum wage and of workers' and firms' observed characteristics behind these diverging trends in wage inequality. Our findings indicate that compositional changes as regards education are a key factor pushing up inequality in the majority of the countries, but particularly in Italy and Portugal. Other factors either contribute to increased or decreased inequality, specifically minimum wage changes, the percentage of non-native employees and native wage premiums. Minimum wage changes seem to be of crucial importance in Greece, Hungary and Poland. ABSTRACT The case of German reunification has been subject to extensive research on earnings inequality and labour market integration. However, little is known about the development of equality of opportunity (EOp) in East and West Germany after 1990. Using German micro data, we empirically analyse how circumstances beyond the sphere of individual control relate to inequality in East and West Germany. From 1973 to 2007, private sector union membership in the United States declined from 34 to 8 percent for men and from 16 to 6 percent for women. During this period, inequality in hourly wages increased by over 40 percent. We report a decomposition, relating rising inequality to the union wage distribution’s shrinking weight. We argue that unions helped institutionalize norms of equity, reducing the dispersion of nonunion wages in highly unionized regions and industries. Accounting for unions’ effect on union and nonunion wages suggests that the decline of organized labor explains a fifth to a third of the growth in inequality—an effect comparable to the growing stratification of wages by education. In the UK the gender pay gap on entry to the labour market is approximately zero but ten years after labour market entry, there is a gender wage gap of almost 25 log points. This article explores the reason for this gender gap in early-career wage growth, considering three main hypotheses – human capital, job-shopping and ‘psychological’ theories. Human capital factors can explain about 11 log points, job-shopping about 1.5 log points and the psychological theories up to 4.5 log points depending on the specification. But a substantial unexplained gap remains: women who have continuous full-time employment, have had no children and express no desire to have them earn about 8 log points less than equivalent men after 10 years in the labour market. The article discusses the use of the dynamic pseudo-panel methods to estimate the degree of income mobility in developing countries, when earnings contain measurement error. The degree of income mobility is seen as a measure of the equality of opportunity in a society and the freedom of movement in the labor market. By using the methods of pseudo-panel, the degree of income mobility could be achieved and allows mobility measurement when panel data are not available. Moreover, the mobility and earning dynamics of various countries are investigated.

There is an increasing interest in the concept of social exclusion and the related concept of social isolation and their potential role in understanding inequality. We examine the degree to which voluntary separation from social activities during adolescence affects adult wages. It is well-known that participation in high school athletic programs leads to higher adult wages. Newspoll reported in 2000 that by a margin of 70 to 28 per cent, Australians would prefer the gap between rich and poor to get smaller rather than have the nation's overall wealth grow as quickly as possible. This article examines the reasons for the increase in the dispersion of earnings, and changes in unemployment and workforce participation, which are central to this concern about inequality. The major finding is that the widening dispersion of earnings and changes in labour force status are principally due to changes in the structure of labour demand in favour of more skilled jobs. The European Union integration process has stimulated a huge wave of cross-national comparative research and writing in Europe--particularly on women's position in society and the labor market, work-life balance, and the search for "equality." These three books illustrate the wide range of this new work: from narrowly theoretical empirical research to openly polemical discussion of how to change the world. Two books extend their comparisons to North America, China, and New Zealand. All are concerned with the pay gap between men and women, its causes, and mechanisms to deal with it. Most research on earnings inequality has focused on the growing gap between workers of different races and at different education, age, and income levels, but a large portion of the increasing inequality has actually occurred within these groups. This article focuses on the extent and sources of "within-group" wage inequality in more than 500 labor markets in the United States in 1990. In addition to documenting that within-group wage inequality across regions varies more widely today than over the past several decades, the analysis reveals that two frequently cited explanations of rising wage inequality over time have little impact on within-group wage inequality when measured at the local labor market level: (1) industrial shifts and (2) increased technology and trade. By contrast, flexible and insecure employment conditions (e.g., unemployment, contingent work, and immigration) are associated strongly with high local levels of within-group wage inequality, especially among women. For over 40 years, sociologists have investigated the relationship between the concentration of black population in a geographic area and the relative economic standing of blacks in that area. These tests of what has come to be called the "visibility-discrimination hypothesis" have established that concentration of black population in an area is positively related to black-white inequality in that area. In this Article, we extend the consideration of the place effects and consider space effects by (1) tapping effects of normative structures in the spatial context of a local area on black-white inequality in the local area, (2) measuring the effects of the concentration of black population in adjacent areas on black-white inequality in the focal area, (3) controlling for spatial dependence in inequality when examining these processe, and (4) examining the effects of these place and space factors on both occupational and wage inequality, so that their effects can be compared between the two outcomes and effects on wage inequality can be assessed net of occupation effects. After testing our model with data on local labor market areas, we conclude by examining the implications of our analysis for future studies of the visibility discrimination hypothesis and for the general use of models that examine the effects. of local place.
