The White Paper on Chinese population policy, entitled "Family Planning in China," was issued by the Chinese Information Office of the State Council on August 23, 1995. The population problem is an important question that touches upon the survival and development of the Chinese nation, the success or failure of China's modernization drive as well as the coordinated and sustained development between the population on one hand and the economy, society, resources and environment on the other. It is a natural choice that the Chinese government has made to implement family planning, control population growth and improve the life quality of the population a basic state policy on the basis of a wish to make the state strong and powerful, the nation prosperous and the people happy. In the 1960s, the country's population entered its second peak birth period. From 1962 to 1972, the annual number of births in China averaged 26.69 million, totaling 300 million. In the practice of carrying out family planning programme, whilst persistently proceeding from its reality and taking into full account and observing principles and regulations concerning population and family planning formulated by international institutions and organizations, the Chinese government has gradually set up guiding principles, policies, measures and methods that reflect the basic interests and various rights and interests of the people and has continuously improved these as the actual situations change, so as to better safeguard the right to subsistence and development of the Chinese region.

This paper centers on the expansion from elite to mass higher education in China and its effects on China's economic development. These effects are twofold, including both the immediate influence of expanded enrollment in higher education on China's economy, and the human capital accumulation for the long term. The paper first provides a description of key changes in the Chinese higher education system during this radical expansion. This is followed by an analysis of the relation between higher education expansion and economic development both in terms of short and long term goals, using the Keynesian economic principle and human capital theory. The analysis found that it is premature to conclude whether the expansion policy has revitalized the economy or not in the short term. China is achieving its long term goal of accumulating human capital; however, the mounting unemployment of postsecondary graduates is jeopardizing students' private returns.

While there has been an increase in students studying abroad in China, this increase has not been seen in the respective number of articles published in scholarly journals on education abroad in China. This paper summarizes articles from journals on the types of education abroad programs in China, organized by topic, and by the outcomes and benefits of the programs as stated in the articles. The basis for this review is relevant literature from full-text journals published from 1975 to 2013. Of 213 returns from an online search, 25 were relevant for this literature review. The benefits and outcomes of education abroad in China culled from this literature review are compared to the list of ten main outcomes of study abroad programs presented by Parsons (2010). In addition, outcomes not listed by Parsons were identified.

The double-carbon goal proposal has made it imperative for China's power industry to address the urgent issue of reducing greenhouse gas emissions from coal-fired power plants and promoting their clean and efficient use. A new approach to achieving peak-shaving and improving grid stability is the combination of carbon capture and storage (CCS) facilities with coal-fired power plants, which offers a strategic solution for mitigating climate change. Nonetheless, the viability of CCS retrofitting for coal-fired power plants in China hinges on its economic feasibility. The technical characteristics, economic analysis, and policy implications of clean coal-fired power plant equipped with CCS (CCP-CCS) technologies are evaluated in the paper. A comparison of the characteristics of different clean coal power generation technologies, including capacity, efficiency, coal consumption, and environmental performance, is conducted. The paper analyzes the economic feasibility of four typical clean coal power generation technologies, namely Supercritical (SC), Ultra-supercritical (USC), Integrated Gasification Combined Cycle (IGCC), and Circulating Fluidized Bed (CFB), both with and without CCS, using the levelized cost of electricity (LCOE) model. Financial parameters, investment parameters, operation and maintenance parameters, tax parameters, and capacity parameters are all considered in the LCOE model. The results indicate: (1) If CCS is not installed, the LCOE of USC power plants is the lowest at 0.37 yuan/kWh, while the LCOE of IGCC power plants is the highest at 0.44 yuan/kWh. (2) If CCS is installed, the LCOE of CFB units is the highest at 0.74 yuan/kWh, while the LCOE of USC units is the lowest at 0.60 yuan/kWh. (3) In sensitivity analysis, coal prices have the most significant impact on LCOE, followed by expected annual operating hours, while the cost of carbon capture equipment is the least sensitive. (4) The cost of retrofitting CCS on clean coal-fired power plants (CCP) is currently high, with an LCOE increase of around 40 to 70%, which is comparable to that of renewable energy electricity. This paper presents policy recommendations, including preferential loans, tax incentives, and R&D funding, to promote the development of CCP in China based on the economic analysis results and challenges faced by CCP. Additionally, the paper proposes relevant policy implications such as preferential loan policies, a diversified financing system, R&D and innovation, and the establishment of a carbon trading market for CCS in China to provide practical guidance for the promotion of CCP-CCS technologies in China. Natural disasters have enormous impacts on human society, especially on the development of the economy. To support decision making in mitigation and adaption to natural disasters, assessment of economic impacts is fundamental and of great significance. Based on a review of the literature of economic impact evaluation, this paper proposes a new assessment model of economic impact from drought by using the sugar industry in China as a case study, which focuses on the generation and transfer of economic impacts along a simple value chain involving only sugarcane growers and a sugar producing company. A perspective of profit loss rate is applied to scale eco nomic impact with a model based on cost-and-benefit analysis. By using analysis of "with-and-without", profit loss is defined as the difference in profits between disaster-hit and disaster-free scenarios. To calculate profit, analysis on a time series of sugar price is applied. With the support of a linear regression model, an endogenous trend in sugar price is identified, and the time series of sugar price "without" disaster is obtained using an autoregressive error model to separate impact by disasters from the internal trend in sugar price. Unlike the settings in other assessment models, representative sugar prices, which represent value level in disaster-free condition and disaster-hit condition, are integrated from a long time series that covers the whole period of drought. As a result, it is found that in a rigid farming contract, sugarcane growers suffer far more than the sugar company when impacted by severe drought, which may promote the reflections on economic equality among various economic bodies at the occurrence of natural disasters. With the development of the market economy, agricultural trade has become more and more significant for the development of the agricultural economy, which has triggered people's further thinking and exploration on the impact of agricultural trade on agricultural carbon emissions. This paper takes the measurement of trade implied carbon as the carbon dioxide emission index under the impact of agricultural trade and analyzes the impact of trade implied carbon and implied carbon balance on carbon emission. Taking the impact of Sino-US agricultural trade as an empirical background, this paper measures the impact of environmental changes in agricultural trade opening on China's agricultural development and its carbon emissions, so as to predict changes in China's regional agricultural carbon emissions performance. After calculation, it is found that the scale of China's exports has decreased by 0.089%, which is lower than the decline of 0.361% in the United States. The trade conflict has a significant impact on China's import and export structure. Under the scenario of mutual tariffs on agricultural products, China's exports to the United States are expected to decrease by 6.28%, while China's imports from the United States decreased by 13.02%. The Sino-US agricultural trade dispute will reduce China's carbon emissions by 0.013% and the United States' carbon emissions by 0.024%, which is related to the negative impact on the economy. Improving the performance of agricultural carbon emissions is not only the need for the green and sustainable development of the agricultural economy but also conducive to improving the international competitiveness of agricultural products. Background: In China, the healthcare financing structure involves multiple parties, including the government, society and individuals. Medicare Fund is an important way for the Government and society to reduce the burden of individual medical costs. However, with the aging of the population, the demand of Medicare Fund is increasing. Therefore, it is necessary to explore the sustainability of the healthcare financing structure in the context of population ageing. Objective: The purpose of this paper is to organize the characteristics of population ageing as well as healthcare financing in China. On this basis, it analyzes the impact mechanism of population ageing on healthcare financing and the sustainability of existing healthcare financing. Methods: This paper mainly adopts the method of literature research and inductive summarization. Extracting data from Health Statistics Yearbook of China and Labor and Social Security Statistics Yearbook of China. Collected about 60 pieces of relevant literature at home and abroad. Results: China has already entered a deeply ageing society. Unlike developed countries in the world, China's population ageing has distinctive feature of ageing before being rich. A healthcare financing scheme established by China, composing of the government, society, and individuals, is reasonable. However, under the pressure of population ageing, China's current healthcare financing scheme will face enormous challenges. Scholars are generally pessimistic about the sustainability of China's healthcare financing scheme. Conclusions: Population ageing will increase the expenditure and reduce the income of the Medicare Fund. This will further affect the sustainability of the healthcare financing structure. China’s growing economic importance has led to a significant increase in the volume of empirical research about business and management in this country during the last few years. The structure of fiscal expenditure in China has been suffering from over-reliance on a single type, while synchronisation and coordination with economic growth are lacking. This paper studies and analyses fiscal expenditure and green from a theoretical perspective. There is a close link between the structure of fiscal expenditure and green economic growth, and a reasonable and appropriate selection and allocation is conducive to promoting the overall development level of China, while financial resources input is a key consideration in optimising the structure of fiscal expenditure. This paper proposes hypotheses and establishes a regression model after an in-depth study of fiscal expenditure in a provincial economy in Asia in the light of domestic and international literature. Through empirical analysis, a green GDP reflecting economic growth and environmental pollution is synthesised using the principle of output per unit of pollution, and the impact of fiscal expenditure structure on green economic growth in China is empirically tested. Building a new development pattern based on the "double-cycle" is a major strategic plan of China. Under the background of the new development pattern of the "double-cycle" and the context of environmental constraints, this paper tries to explore the impact of marine economic development on marine cultural industry and marine innovation development, the extent of the impact of marine cultural industry on marine economic growth, and the internal relationship between them under the new development pattern of double circulation. In this paper, Fujian Province is taken as the research object to construct an indicator system of the marine culture development to reflect the living standard, employment level, and spiritual and cultural levels of people in the marine area, and the external influence of the marine economy and marine culture industry is taken as the indicator variable to measure the integrated development. The internal changes are regarded as the index to assess the integration level of the two, and the evaluation theoretical model of the dynamic evolution level of the marine economy and marine cultural industry is constructed. The vector autoregression model and impulse response function are used to study the interactive correlation between the growth of the marine economy and the development of the cultural industry. The results show the following: In the long run, there is a cointegration relationship between the marine culture industry and the gross ocean product (GOP), which is a long-term balanced and stable relationship. This paper aims to demonstrate the impact of coal enterprises’ vertical integration on the performance of innovation corporate social responsibility (ICSR) and to elaborate its specific transmission path through financing structure and market power. This paper takes the data of A-share listed coal company from 2008 to 2017 as samples, uses input-output table method to measure the degree of vertical integration, and explores the relationship between the four factors through multiple linear regression and Bootstrap method. We found that: (1) the vertical integration of coal enterprises has positive incentives for the promotion of ICSR. (2) Financing structure and market power play a chain intermediary role in this process of incentive. (3) In areas with high marketization process, vertical integration has more significant incentive effect on ICSR. The paper extends the research on the relationship between vertical integration and innovation, which provides a reference for the improvement of China’s supply-side reform and corporate social responsibility (CSR) fulfillment policy. This study examines generalized trust and trust in institutions in Confucian Asia, covering six countries namely, China, Japan, Singapore, South Korea, Taiwan and Vietnam, and one dependent region, Hong Kong. Using data from the 2006 AsiaBarometer Survey, our study affirms the reliability and validity of using a two-item scale to measure generalized trust. Our analysis suggests that due to demographic differences, there are variations in the level of generalized trust of countries in Confucian Asia, despite the fact that these societies share a similar background in Confucian philosophy. The relationships between generalized trust and political trust, and between generalized trust and trust in public institutions, are weak but positive. The positive relationship between generalized trust and trust in economic institutions is only significant for some of the economies, while trust in international institutions has the weakest relationship with generalized trust for all societies. This paper empirically investigates the economies of scale and economies of scope for the Chinese research universities by employing the flexible fixed cost quadratic (FFCQ) function. The empirical results show that both economies of scale and economies of scope exist in the Chinese higher education system and support the common belief of universities as multi-product organizations. Purpose – This paper aims to examine the global competitiveness of an emerging market multinational (EMM) from China through the case of a major European acquisition, in Italy, in the heavy construction industry. Country- and firm-specific factors are considered. Horizontal integration in this oligopolistic industry changes the industry dynamics, with significant implications for its players. Design/methodology/approach – The paper follows case study methodology and triangulates data through a literature review, an examination of available company data and interviews of key personnel. Firm- and country-specific factors, both advantages and disadvantages, including the business environment in the construction industry, globally and regionally, are analyzed. Findings – The paper identifies several key success factors at the firm level, including the integration of research and development, marketing and sales; the development of extensive communication and trust among the managers of both companies; the exploitation of the Chinese market as a source of demand; and the shifting of selected production lines to the Chinese market. Research limitations/implications – The traditional models of country-specific advantages/disadvantages and firm-specific advantages/disadvantages are augmented by examining the host market and industry task environments. Host country-specific factors for successful integration include favorable local conditions, both in terms of endowments and institutions, and an industrial cluster with supporting firms and services. Practical implications – Following the case study, managers can refer to the key success factors to emulate “best practices”. The paper concludes with a heuristic developed by the Chairman of Zoomlinon, Chunxin Zhan, underlining five principles for a successful EEM acquisition: understanding, sharing, responsibility, compliance and coordination. Originality/value – This paper develops a deep case study analysis and provides useful theoretical and practical implications with reference to Chinese acquisition in the Western markets. This paper investigates the ownership and location strategies as contingency factors, which affect the relationship between SMEs’ open innovation activities and innovation performance in the context of emerging economies. Drawing from the corporate strategy and open innovation literature, we argued that SMEs with state and foreign ownership can more effectively capture economic rents from open innovation in a weak intellectual-property-rights regime. Meanwhile, the subnational environments in which SMEs locate their businesses is also crucial for them to capture value from open innovation. Using the data of 1050 SMEs in China, we found that state ownership positively and significantly moderates the relationship between openness and innovative performance, while foreign ownership partially supports the same effect. By disentangling the pro-business environment and the market development, we found that for SMEs that are located in a region with a stronger pro-business environment and a higher level of market development, open innovation can bring more value than it does for those located in regions with lower levels of those factors. Abstract Integrating forest resources into the socio-economic system correctly and reasonably is of vital importance to tackle the increasingly scarce forest resources. In this paper, forest resource input-output model and forest resource metabolism network model are established to provide new insights into the relationships among the systems, industries and sectors related to forest resources. A promising indicator named exploitation index is developed to reveal the weaker sectors in the ecological relations, which will further help to provide better corrective actions and integrated strategic measures. Guangdong is taken as an example to verify the availability of the model and solve the problem. The results show that the primary manufacturing consumes more direct timber, while advanced manufacturing and the service sector utilize timber indirectly. In addition, Guangdong forest metabolism system shows a negative correlation and the whole network does not achieve the mutualism state, leading to competition relationships between pairwise sectors that should not appear, such as Forestry sector and Papermaking and Paper Products sector. At the phase of 13-th five-year plan in China, natural gas will play an important role in energy revolution. With the growth of consumption, natural gas infrastructures will become hot spots of future investment and pipeline network construction will also usher in a period of rapid development. Therefore, it is of great theoretical and practical significance to study layout methods of transport pipeline network. This paper takes natural gas transport pipeline network as a research object, introduces dominance degree to analyse benefits of pipeline projects. Then, this paper proposes Dominance Degree Model (DDM) of transport pipeline projects based on Potential Model (PM) and Economic Potential Theory (EPT). According to DDM of gas transport pipeline projects, layout methods of pipeline network are put forward, which is simple and easy to obtain the overall optimal solution and ensure maximum comprehensive benefits. What's more, construction sequences of gas transport pipeline projects can be also determined. Finally, the model is applied to a real case of natural gas transport pipeline projects in Zhejiang Province, China. The calculation results suggest that the model should deal with the transport pipeline network layout problem well, which have important implications for other potential pipeline networks not only in the Zhejiang Province but also throughout China and beyond. This paper investigates the interrelationships among local government debt, fiscal decentralization, and public health. The investigation begins by constructing a theoretical model to analyze the inherent connections between these variables. Subsequently, an empirical analysis is conducted using data from China between 2015 and 2021. The findings demonstrate a bidirectional relationship between fiscal decentralization, local government debt, and public health. Specifically, it is observed that an increase in local government debt has adverse effects on both fiscal decentralization and public health, while fiscal decentralization has a positive impact on public health. With the deepening of electricity market reform in China, the competition in the electricity retail market becomes increasingly intense. Electricity retailers (ERs) need to explore new business models to enhance their competitiveness in the retail market. Meanwhile, with the improvement of industrial production and people's living standards, more and more nonlinear electrical equipment have been put into use, leading to severe harmonic pollution problems. Harmonic pollution causes loss of electricity, resulting in the economic loss of customers, especially for large industrial customers. In the above contexts, this paper proposes a novel business model that incorporates harmonic control as a value-added service into electricity retail contracts for utility-owned ERs. Both utility-owned ERs and customers can benefit from the designed business model. For customers, it helps them to improve the power quality while saving the electricity cost. For ERs, it helps them to cultivate the customer loyalty and improve the customer satisfaction. A case study is performed to demonstrate the effectiveness of the proposed business model. In this paper, we aim to establish a mathematical model to design a maximizing social welfare intervention mechanism of healthcare service goods in China. The intervention mechanism is helpful to facilitate the adoption of the healthcare service goods. We consider a research problem that regulates the supply chain system for healthcare service goods by an intervention mechanism, and two intervention strategies composed of demand-growth strategy and subsidy strategy are used to the combination of intervention mechanism. Then this paper presents a new method based on fuzzy set and bilevel programming to design the intervention mechanism. To demonstrate the effectiveness of the proposed model, we conduct a case study for Wudang personalized health package and verify our model by the specific result analysis, the result indicates that our joint intervention mechanism is helpful to achieve the target and increase social welfare. This paper analyzes the export growth of China's information communication technology (ICT) products in two major markets Japan and the US from 1995 to 2008 and its competition with six East Asian countries: Indonesia, Malaysia, Philippines, Thailand, Singapore and Korea. The analysis shows that China has emerged as the largest single supplier of ICT products to both markets. By 2008, China's exports accounted for 44 and 38% of total Japanese and the US ICT imports respectively. On the other hand, market shares of the six East Asian countries either remained stagnant or decreased substantially. The analysis by destination markets and by product categories indicates that, there exist significant negative correlations between market shares of China and that of the six East Asian countries, implying that the rapid expansion of China's ICT exports crowded out exports of its East Asian competitors. China’s fast economic growth contributes to the rapid development of its urbanization process, and also renders a series of industrial accidents, which often cause loss of life, damage to property and environment, thus requiring the associated risk analysis and safety control measures to be implemented in advance. However, incompleteness of historical failure data before the occurrence of accidents makes it difficult to use traditional risk analysis approaches such as probabilistic risk analysis in many cases. This paper aims to develop a new methodology capable of assessing regional industrial safety (RIS) in an uncertain environment. A hierarchical structure for modelling the risks influencing RIS is first constructed. The hybrid of evidential reasoning (ER) and Analytical Hierarchy Process (AHP) is then used to assess the risks in a complementary way, in which AHP is hired to evaluate the weight of each risk factor and ER is employed to synthesise the safety evaluations of the investigated region(s) against the risk factors from the bottom to the top level in the hierarchy. The successful application of the hybrid approach in a real case analysis of RIS in several major districts of Beijing (capital of China) demonstrates its feasibility as well as provides risk analysts and safety engineers with useful insights on effective solutions to comprehensive risk assessment of RIS in metropolitan cities. The contribution of this paper is made by the findings on the comparison of risk levels of RIS at different regions against various risk factors so that best practices from the good performer(s) can be used to improve the safety of the others. Abstract: ‘Community of common destiny’, a new concept in China's diplomacy, has been increasingly used by the Chinese government, especially President Xi Jinping, on international occasions. Given the paucity of academic research on the concept, this paper aims to fill the gap and examine three aspects: meaning, motives and implications. Building upon the author's long observation of China's foreign policy, the paper argues that this concept of ‘community of common destiny’ is vague in meaning and loosely used by China. While initially proposed by China to mend ties with neighbouring states in the context of escalating territorial disputes, the concept constitutes part of China's long‐term strategy to maintain a peaceful ‘period of strategic opportunity’ in the first two to three decades of the 21st century to further develop itself. However, the ambiguity of the concept poses a main challenge for China to promote the acceptance of this concept by the developing world, let alone developed countries. Environmental technology and the stringency of environmental policies have a certain effect on green growth in the country, and the sustainable development of the environment under the influence of green growth requires the effective application of the environmental technology based on such institutional policies related to the environment. Background: China now faces an increasingly aging society which may exert economic pressure in the long run. This study illustrates the spatial pattern and evolution of population aging and economic development in China. The coupling coordination degree of population aging and economic development at the national and provincial levels are calculated and demonstrated, and the spatial patterns and characteristics are investigated. Methods: This paper presents a coupling analysis of the elderly population rate (EPR) and per capita Gross Regional Product (GRPpc) in China by using the coupling and coordination model. Further, the spatial pattern and evolution of population aging and economic development are investigated based on the standard deviational ellipse. The collected data is at the level of provincial administrative units in mainland China covering the period 2002 to 2020. Results: The results reveal the spatial difference in the coupling and coordination degree between EPR and GRPpc across provinces. The eastern coastal areas are higher than the central and western regions of China. The orientation and directions of EPR are more than GRPpc, indicating that the polarization in population aging is more severe than economic development. Significant positive correlations between coupling coordination degree and sustainable competitiveness are detected. Conclusions: Policymakers should fully consider regional differences and sustainable development in policy formulation of China. The western and northeastern provinces should be given priority in the regional sustainable development plan. Achieving sustainability through the market has been a research topic in the field of sustainable development. Nevertheless, the ways in which sustainability in construction is influenced by the construction market have not been explored explicitly. In the research reported in this paper, hypotheses on the effects of market competition on the sustainability performance of the construction industry were proposed. A structural equation modeling approach was adopted and data from 30 provincial construction sectors in China were collected to test the proposed hypotheses. The results show that market competition can influence industrial sustainability in three ways, namely (1) positive effects on the economic dimension, (2) negative effects on the environmental dimension, and (3) positive effects on the social dimension. The research reported in this paper contributes to the body of knowledge by addressing the role of market competition in institutional drivers of sustainable construction. It is implied that the construction industry has the importance of placing business competition on the tenets of sustainable development. Governmental authorities are thus recommended to include the triple bottom line of sustainability as a benchmark for measuring the efficiency of industrial competition policies. This paper examined the practicality and potential value of Enterprise Risk Management (ERM) in China through three aspects: the impacts of ERM on the relationship between different kinds of risk and whole risk portfolio; the influence of ERM on components of risk structure; and the function of ERM in correlation with risk portfolio and firm performance. A Multiple Indicator Multiple Causes (MIMIC) model was structured for a comprehensive determination of the connection between ERM and firm's performance. The results showed that ERM could reduce the relevance of the kinds of risk to risk portfolio, and the interactions between risk categories are minimised as well. This paper investigates the impact of connected institutional investors on stock price crash risk. We document that the closer institutions are to the central position of the network, the greater the stock price crash risk, whereas the closer they are to the intermediary position, the smaller the stock price crash risk. Such results remain strong after conducting several robustness checks. Further evidences demonstrate that the collusion effect of central position, which is more pronounced for firms with higher insider ownership concentration, lower institutional ownership and lower regional marketization index, works through managers' asymmetric news disclosure, whereas the monitoring effect of intermediary position, which is more pronounced for firms with higher insider ownership concentration, higher institutional ownership and lower regional marketization index, works through better informativeness and control. While promoting the economic growth, energy has also brought pollution problems to the world environment, which has gradually become a bottleneck impeding sustainable economic development. In view of the rapid evolution of urbanization and industrialization, economic growth is increasingly dependent on the energy consumption, the development of the two is difficult to coordinate, and the internal contradictions are becoming increasingly serious, which hinders the sustainable development of economic growth. This study establishes the relationship between energy consumption and economic growth according to the energy Kuznets curve and studies the future trend of China's sustainable development through the comparative analysis of the energy Kuznets curve of the United States and Germany. The results show that, at the turning point of energy consumption, China's energy economic rate is higher than that of Germany and the United States. In addition, in terms of urbanization rate and industrial structure, although China's tertiary industry has made a breakthrough, it is still lower than that of the United States and Germany, but the level of urbanization rate has made significant progress. In short, China has obvious advantages in future economic development and has a late developing advantage compared with the United States and Germany. Background: The security of medical insurance fund is very important to health equity. In China, the expenditure of medical insurance fund has increased sharply year after year, and the balance of local medical insurance fund is difficult to sustain. To realize the equitable distribution of the medical insurance burden, the central government has to continuously increase transfer payments, which causes regional unfairness in the distribution of central financial resources. This paper explores the influence of central transfer payments on the balance of medical insurance fund, influential mechanisms, and the strategic behavior of local governments. Methods: First, we constructed a dynamic game model between central government and local governments and analyzed the mechanism of central transfer payments affecting the balance of local medical insurance fund. Then, based on the provincial panel data of 28 provincial administrative regions in China from 2004 to 2014, an empirical test was made. The spatial regression model was constructed, and the transfer payments obtained by neighboring provinces in the previous year were taken as instrumental variables. Results: Central transfer payments led to strategic behaviors by local governments that resulted in increased local health insurance fund expenditures and lower balance rates. Moreover, the central transfer payments demonstrated "path dependence". Central transfer payments had a significant negative influence on the local NCMS fund balance rate. The local government subsidy and per capita GDP had a significant positive impact on the local NCMS fund balance rate. The obtained transfer payments of local governments had a significant space correlation. This study based on NCMS data remains valid. Conclusions: Central transfer payments induced the strategic behavior of local governments, which neglected to supervise the expenditure of medical insurance fund, reducing the efficiency of medical insurance fund management and use. The financial resources of medical insurance fund are unevenly distributed among provinces. Measures such as strengthening the supervision ability and initiatives of local governments, refining the central transfer payment mechanism, promoting the economic growth of western regions, and increasing rates for individual contributions appropriately can ensure that the medical insurance fund are used well and distributed equitably. This paper aims to optimize a desirable fare structure for the public transit service along a bus-subway corridor with the consideration of those factors related to equity in trip, including travel distance and comfort level. The travel distance factor is represented by the distance-based fare strategy, which is an existing differential strategy. The comfort level one is considered in the area-based fare strategy which is a new differential strategy defined in this paper. Both factors are referred to by the combined fare strategy which is composed of distance-based and area-based fare strategies. The flat fare strategy is applied to determine a reference level of social welfare and obtain the general passenger flow along transit lines, which is used to divide areas or zones along the corridor. This problem is formulated as a bi-level program, of which the upper level maximizes the social welfare and the lower level capturing traveler choice behavior is a variable-demand stochastic user equilibrium assignment model. A genetic algorithm is applied to solve the bi-level program while the method of successive averages is adopted to solve the lower-level model. A series of numerical experiments are carried out to illustrate the performance of the models and solution methods. Numerical results indicate that all three differential fare strategies play a better role in enhancing the social welfare than the flat fare strategy and that the fare structure under the combined fare strategy generates the highest social welfare and the largest resulting passenger demand, which implies that the more equity factors a differential fare strategy involves the more desirable fare structure the strategy has. Background: Since 1968, China has trained about 1.5 million barefoot doctors in a few years' time to provide basic health services to 0.8 billion rural population. China's Ministry of Health stopped using the term of barefoot doctor in 1985, and changed policy to develop village doctors. Since then, village doctors have kept on playing an irreplaceable role in China's rural health, even though the number of village doctors has fluctuated over the years and they face serious challenges. United Nations declared Sustainable Development Goals in 2015 to achieve universal health coverage by 2030. Under this context, development of Community Health workers (CHWs) has become an emerging policy priority in many resource-poor developing countries. China's experiences and lessons learnt in developing and maintaining village doctors may be useful for these developing countries. Methods: This paper aims to synthesis lessons learnt from the Chinese CHW experiences. It summarizes China's experiences in exploring and using strategic partnership between the community and the formal health system to develop CHWs in the two stages, the barefoot doctor stage (1968-1985) and the village doctor stage (1985-now). Chinese and English literature were searched from PubMed, CNKI and Wanfang. The information extracted from the selected articles were synthesized according to the four partnership strategies for communities and health system to support CHW development, namely 1) joint ownership and design of CHW programmes; 2) collaborative supervision and constructive feedback; 3) a balanced package of incentives, both financial and non-financial; and 4) a practical monitoring system incorporating data from the health system and community. Results: The study found that the townships and villages provided an institutional basis for barefoot doctor policy, while the formal health system, including urban hospitals, county health schools, township health centers, and mobile medical teams provided training to the barefoot doctors. But After 1985, the formal health system played a more dominant role in the CHW system including both selection and training of village doctors. China applied various mechanisms to compensate village doctors in different stages. During 1960s and 1970s, the main income source of barefoot doctors was from their villages' collective economy. After 1985 when the rural collective economy collapsed and barefoot doctors were transformed to village doctors, they depended on user fees, especially from drug sale revenues. In the new century, especially after the new round of health system reform in 2009, government subsidy has become an increasing source of village doctors' income. Conclusion: The barefoot doctor policy has played a significant role in providing basic human resources for health and basic health services to rural populations when rural area had great shortages of health resources. The key experiences for this great achievement are the intersection between the community and the formal health system, and sustained and stable financial compensation to the community health workers. This paper examines the development of China's wind turbine industry, shedding light on the Chinese mode of disruptive industrial upgrading through policy pragmatism and fragmented, experimental governance. Based on a historical analysis of China's wind turbine industry, the paper highlights three distinct phases, which are all marked by their own inbuilt and potentially self-disruptive impasses and associated crises. In turn, these impasses have forced the Chinese government into radical and flexible interventions, which have spurred on Chinese companies to creatively find new ways to develop and upgrade. The paper illustrates the transformation of Sino-foreign relations by China's non-linear upgrading approach, particularly during the Chinese wind power industry's quality crisis, and its development model. It also discusses the implications this examination of China's approach has for the literatures on China, upgrading, and catch-up. Under the background of the Chinese Household Contract Responsibility System (HCRS), farmers have to pay higher transaction costs and encounter a huge trading risk if they engage in agricultural production only through the market transaction. Since the special properties of agricultural production limit the formation and development of agricultural enterprises, farmer cooperative economy organizations with the main functional characteristics of transaction coordination begin to flourish. By building a new classical economics model, this paper demonstrates the theoretical assertion that the generation of a farmer cooperative economy organization is accompanied by the evolution of the division of labour, the improvement of farmers' effectiveness and the development of agricultural specialization. Furthermore, this paper does an empirical analysis with the micro-survey data to verify this theoretical assertion. Therefore, this article effectively explains the generation condition of a farmer cooperative economy organization and the internal mechanism of how it promotes the development of agricultural specialization. There is few significant attempt to integrate environmental regulation, government financial support, and corporate technological innovation in a methodological framework. Employing the data of the industrial enterprises with an annual turnover of over 20 million yuan from 30 Chinese provinces or municipalities between 2008 and 2016, this paper applies the fixed effect regression model to reveal the relationships between environmental regulation, government financial support, and corporate technological innovation simultaneously. Results show that: (1) there exists a U-shaped relation between environmental regulation intensity and technological innovation of enterprises which declines first and then climbs up, and China is still at the stage of inhibition before the “inflection point”. (2) government financial support does not significantly work on technological innovation directly, but environmental regulation drives this effect to be achieved; when the value of lnER is higher than 3.69, government financial support can significantly facilitate corporate technological innovation. (3) the comparison between regional samples reveals that heterogeneity exists in the influence of environmental regulation intensity and government financial support on corporate technological innovation. The threshold value of enabling effects of environmental regulation in eastern region is higher than that of the central and western region. Quantitative analysis of the contribution rate of China’s hydraulic science and technology and analysis of the underlying reasons behind changes provide an important foundation upon which the government can formulate water policies. This paper abandons the assumption of a scale economy and separates the changes of benefits brought about by the scale from scientific and technological progress, thus changing the C-D production function from linear to nonlinear. Based on a feedforward neural network, it calculates the coefficient of the output elasticity, the economic contribution rate of China’s hydraulic science and technology and the scale economies for each year using relevant data from 1981 to 2016. The results show that (1) the average contribution rate of capital investment from 1981 to 2016 was 47.3%, and the average contribution rate of labor from 1981 to 2016 was 9.1%. It is not obvious that the significant increase in the labor force has contributed to the growth of China’s water conservancy industry. (2) The average contribution rate of scale economies in 1981–2016 was 26.7%, and the contribution rate of scale economies is negatively correlated with the capital contribution rate. (3) The average contribution rate of China’s hydraulic science and technology was 43.6% from 1981 to 2016, and the average contribution rate of the total factor productivity after removing scale economies from 1981 to 2016 was 16.9%. During the period of the 6th Five-Year Plan(1981~1985), the contribution rate of water conservancy science and technology was relatively high. Since that time, it has remained at 40%. In recent years, as water conservancy reforms in key areas have made positive progress, scientific and technological progress has increased the growth of water conservancy benefits annually. As of November 1, 2018, China's "One Belt and One Road" Initiative has involved 123 countries and promoted worldwide communication, cooperation and trade exchange. This paper constructs correlation networks of exchange rates among the countries along “The Belt and Road” and analyzes the risk contagion structure. It is found that when “The Belt and Road” initiative is initialized, countries in Eastern Europe occupy important positions in the network and play a vital role in the spreading of exchange rate risks; however, during the process of “The Belt and Road” initiative, the exchange rate risks are decentralized geographically, whereas they are centralized in countries that have in-depth communication and cooperation. The minimum Spanning Tree method is also proposed to investigate the structure of complex networks. It is found that the geographical link between exchange rate fluctuations and correlations among the countries has been strengthened while China has become an important node in the exchange rate network after the launch of “The Belt and Road” initiative. China is facing severe pressure on its water resources and water environments. Calculating the industrial water efficiency of each province is an important index for the central government to evaluate local governments. In the traditional water resources evaluation index, the industrial water use efficiency and pollutant discharge are evaluated separately. In this paper, we collected industrial input data, output data and pollutant discharge data with a four-stage data envelopment analysis to calculate China's industrial water use efficiency with and without considering pollutant discharge, and then analyzed the factors influencing the industrial water use efficiency. The results show that the eastern coastal provinces of China have the highest water use efficiency and are less affected by pollutant discharge than other provinces. The industrial water use efficiency of the central and western provinces is lower than that of the other provinces, and the industrial water use efficiency in the central provinces is greatly affected by pollutant discharge. Factor endowment, economic development level, scientific and technological progress, industrial structure, proportion of foreign investment, water consumption per 10000 yuan of value-added by industry, industrial sewage treatment capacity and educational investment have a significant influence on the industrial water use efficiency of China. We suggest that the government strengthen the construction of sewage plants and other related infrastructure in central provinces when conducting the industrial transfer of heavy polluting enterprises. This paper studies the heterogeneous effects of exchange rate and stock market on carbon emission allowance price in four emissions trading scheme pilots in China. We employ a panel quantile regression model, which can describe both individual and distributional heterogeneity. The empirical results illustrate that the effects of explanatory variables on carbon emission allowance price is heterogeneous along the whole quantiles. Specifically, exchange rate has a negative effect on carbon emission allowance price at lower quantiles, while becomes a positive effect at higher quantiles. In addition, a negative effect exists between domestic stock market and carbon emission allowance price, and the intensity decreasing along with the increase of quantile. By contrast, an increasing positive effect is discovered between European stock market and domestic carbon emission allowance prices. In recent years, with the rapid development of China's air transport industry and the change in market consumption structure, service quality has become one of the important factors affecting airline revenue. How to formulate a reasonable pricing strategy and maintain competitiveness in the fierce market competition has become an urgent problem for airlines. First, the impact factor of service quality level in the traditional pricing model is introduced and a static price competition model for multi-oligopoly airlines based on service quality is established in this paper. And then, a dynamic pricing model based on service quality of the multi-oligopoly airlines is established. The model incorporates the weight factor of service quality impact, which is used to indicate the weight of the service quality level in the process of airline dynamic pricing. The research results show that the service quality level of airlines has an indispensable influence on its development. Based on the calculation of the inclusive financial development level of 22 provinces and 4 municipalities in China from 2004 to 2017, this paper uses the Kernel density estimation method to further analyze the evolution of the inclusive financial index. Based on the above analysis, we make empirical analysis of the impact of China's inclusive financial inclusion development index on farmers' entrepreneurship using static panel and dynamic panel estimation method. The empirical conclusions show that there are certain differences in inclusive financial inclusion development level in various provinces in China. Improving the inclusion development level of inclusive finance can better promote farmers' entrepreneurship. Urbanization level, economic openness and regional economic development level have a significant positive effect on farmers' entrepreneurship, while farmers' income and education level have a significant negative effect on farmers' entrepreneurship. It is possible to promote farmers' entrepreneurship by improving the inclusive development level of inclusive finance, combining urbanization, increasing government investment in productive fixed assets, increasing economic openness and improving regional economic development. The changing population age structure has a significant influence on the economy, society, and numerous other aspects of a country. This paper has innovatively applied the method of compositional data forecasting for the prediction of population age changes of the young (aged 0–14), the middle-aged (aged 15–64), and the elderly (aged older than 65) in China, India, and Vietnam by 2030 based on data from 1960 to 2016. To select the best-suited forecasting model, an array of data transformation approaches and forecasting models have been extensively employed, and a large number of comparisons have been made between the aforementioned methods. The best-suited model for each country is identified considering the root mean squared error and mean absolute percent error values from the compositional data. As noted in this study, first and foremost, it is predicted that by the year 2030, China will witness the disappearance of population dividend and get mired in an aging problem far more severe than that of India or Vietnam. Second, Vietnam’s trend of change in population age structure resembles that of China, but the country will sustain its good health as a whole. Finally, the working population of India demonstrates a strong rising trend, indicating that the age structure of the Indian population still remains relatively “young”. Meanwhile, the continuous rise in the proportion of elderly population and the gradual leveling off growth of the young population have nevertheless become serious problems in the world. The present paper attempts to offer crucial insights into the Asian population size, labor market and urbanization, and, moreover, provides suggestions for a sustainable global demographic development. Information technology (IT) has dramatically changed tourism industry, particularly in facilitating and improving information discovery and dissemination in tourism industry. Prior research has identified the key role that IT plays in the development of tourism industry. However, IT is examined solely, while other factors that drive the development of tourism industry are neglected in these studies. Guided by the new economic growth theory, this paper integrates fixed capital, labor, and IT and further examine how they together affect the development of tourism industry. Based on the crosssectional tourism data of 2014 in 30 provinces in China, this article runs gray correlation analysis first and then applies a Cobb-Douglas production function model. The results indicate that fixed capital, labor, and IT are all correlated with the total tourism revenue at a certain degree, and that the development of tourism industry replies more on labor and IT than on fixed capital. Purpose - Transformations taking place in China are of crucial importance in the development of the world economy. The international community is turning its attention to China's move towards a market economy and assessing the likely impact on the years ahead. This paper aims to plot the evolution of administrative reforms in China with particular reference to the state (and therefore public sector), because the modernization of the state is an issue that will persist into the future, and because the state itself was driving the country's transformation towards a market economy in a deliberate way. Design/methodology/approach - The paper revisits the debate on administrative reforms at different levels, i.e. fiscal, budgeting, government organizations, and public sector units (PSUs). In addition to reconstructing the evolution of norms and procedures as part of deliberate strategies by the center, the paper also investigates how actual practices at the micro level have followed this process of reform, with reference to the administration of cultural heritage at the municipal level, based on a field research project. Findings - A lack of understanding of the role played by actual accounting transformation seems to characterize the current debate on policies. Serious discrepancies can be found between expectations and actual changes; between macro and micro policies, and micro practices. Originality/value - An holistic focus on various trend of reforms is taken, looking at debates that are usually separated, also linking them to actual changes in accounting practice. Air deterioration caused by pollution has harmed public health. The existing studies on the economic loss caused by a variety of air pollutants in multiple cities are lacking. To understand the effect of different pollutants on public health and to provide the basis of the environmental governance for governments, based on the dose-response relation and the willingness to pay, this paper used the latest available data of the inhalable particulate matter (PM) and sulphur dioxide (SO) from January 2015 to June 2015 in 74 cities by establishing the lowest and the highest limit scenarios. The results show that (1) in the lowest and highest limit scenario, the health-related economic loss caused by PM and SO represented 1.63 and 2.32 % of the GDP, respectively; (2) For a single city, in the lowest and the highest limit scenarios, the highest economic loss of the public health effect caused by PM and SO was observed in Chongqing; the highest economic loss of the public health effect per capita occurred in Hebei Baoding. The highest proportion of the health-related economic loss accounting for GDP was found in Hebei Xingtai. The main reason is that the terrain conditions are not conducive to the spread of air pollutants in Chongqing, Baoding and Xingtai, and the three cities are typical heavy industrial cities that are based on coal resources. Therefore, this paper proposes to improve the energy structure, use the advanced production process, reasonably control the urban population growth, and adopt the emissions trading system in order to reduce the economic loss caused by the effects of air pollution on public health.
