The coordinated development of the economy, resources, and environment is a key aspect of sustainable development. China’s rapid agricultural modernization has been accompanied by the continuous growth of rural economic aggregate and carbon emissions from the planting industry. However, the quantitative relationship between these two factors and its internal mechanism are not yet fully understood. In this paper, the Intergovernmental Panel on Climate Change (IPCC) method is used to calculate the carbon emissions of the planting industry in China from 1998–2019. Based on this, the Tapio decoupling analysis model was constructed to study the decoupling relationship between economic development and carbon emissions of the planting industry in China from 1998–2019 and the associated spatial and temporal evolution patterns. The effect of the complete decomposition model (without residuals), in terms of carbon emissions from the planting industry, on the process of economic development and its transmission mechanism are introduced. The results show that: (1) The carbon emissions of the planting industry in China increased with the economic development occurring from 1998–2005, where agricultural economic development was highly dependent on resource factors and the environment. The growth trend of carbon emissions of the planting industry slowed from 2006 to 2019, while economic development has gradually realized the decoupling of carbon emissions from the planting industry. (2) From 1998–2019, in Heilongjiang, Sichuan, and Hunan, the economic development was given priority, showing strong and negative decoupling with carbon emissions from farming. The economic development in most regions were given priority, showing strong decoupling with carbon emissions from farming. Up to 2019, decoupling was observed with a significant trend of spatial agglomeration. (3) Economic scale effects had a positive influence on the carbon emissions of the planting industry, while the technology effect and population effect had an inhibiting influence on the carbon emissions of the planting industry. The key policy implication of this paper is that improvement of the quality of economic development serves as the premise for the transformation of the economic development mode. It is necessary to reasonably regulate the economic growth rate and expansion scale, reduce resource consumption and pollutant emission technology, and to make full use of resources, in order to provide a basis for the formulation of reasonable emission reduction policies. An effective way to realize the sustainable development of the agricultural economy would be to improve the technical efficiency, control the population scale appropriately, and optimize the agricultural industrial structure.

Land and property rights, migration, and citizenship are complex issues that cut across all social, economic, and political spheres of West Africa. This paper provides an overarching scoping of the most pressing contemporary issues related to land, migration, and citizenship, including how they intersect in various contexts and locations in West Africa. The way issues are analytically framed captures structural challenges and sets them against the regional and global meta-trends of which policy makers and practitioners should be aware for conflict-sensitive planning. The paper points to some of the effective practices in managing and mitigating these issues and also raises several questions on areas for future research. Part one lays out the migratory context in West Africa. It points to the type, nature, and extent of mobility that characterizes the region. Part two sets out West Africa’s land tenure and management systems, including structural challenges, general management policies, and key issues related to land tenure and migrants. Part three frames the key land and migration meta-trends in the context of fragility. Part four concludes with an overall exploration of the paper’s results and puts forward a series of research questions that are necessary in order to discern the most effective and realistic operational approaches.

Research background:Intensive economic growth in Russian regions during recent decades has been associated with numerous environmental issues, particularly increasing CO2 emissions, as well as income inequality. To achieve sustainable development, it is necessary to resolve these issues. Purpose of the article: To shed light on the impact of income inequality on CO2 emissions based on Russian regional data covering the years 2004–2018. Methods: Gini index and decile dispersion ratio are used to measure income inequality. To study the impact of income inequality on CO2 emissions in the Russian regions, we estimate econometric models with fixed and random effects and apply GMM method. We test the hypothesis of the environmental Kuznets curve to determine the impact of economic growth on CO2 emissions. Findings & value added: The results show that CO2 emissions increase in tandem with growth in income inequality between 10% of people with the lowest income and 10% of people with the highest income. Simultaneously, CO2 emissions decrease with growth of Gini coefficient. The hypothesis of the Environmental Kuznets Curve was confirmed based on GMM method. Our findings underscore that the activities of the extraction and manufacturing sectors, as well as energy consumption, increase CO2 emissions. The chief significance of this paper is the finding that large income gap between extremely rich and extremely poor population cohorts increases CO2 emissions. This implies that economic policy aimed at reducing income inequality in Russian regions will also reduce CO2 emissions, especially if accompanied by increased use of environmentally friendly technologies. Biologically diverse ecosystems in countries served by the World Bank provide an array of valuable economic services. While the benefits of conserving ecosystems frequently outweigh the costs, conversion of these ecosystems to other uses occurs anyway, because many ecosystem benefits are of a public good nature, without markets that would reflect their real value. The objective of this paper was defined at a Concept review meeting held on December 2009 and is to increase the understanding on how biodiversity is incorporated in a development agency such as the World Bank Group (WBG) and how the WBG can enhance its role in biodiversity and ecosystems protection and management as a key ingredient to reach development sustainability. In order to define a reasonable strategy to prepare this paper, two approaches were used: the first was to carry out background and analytical studies, and the second was to consult with a wide range of stakeholders including Bank staff, Non-Governmental Organizations (NGOs), and indigenous groups. Biodiversity provides many instrumental benefits, from food and fuel to recreation. But even where biodiversity is not immediately instrumental, it represents global public goods that must be protected, if only for their potential value in the future. The Global Environment Facility (GEF) has been the mainstay of grants implemented by the Bank ($1.4 billion) for biodiversity conservation and management, but the Bank has itself committed $2 billion in loans and has leveraged $2.9 billion in co-financing.

The world development report 2010 estimates that an additional $200 billion per year of climate-related financing is needed in developing countries between now and 2030 to keep global average temperature rise within 2 degrees Celsius. Developing countries face increased financing challenges over coming decades as they seek to pursue economic development along a lower emission trajectory. The goal of this paper is twofold: i) to provide greater information and clarity on these three mitigation-related climate financing instruments available for the World Bank Group (WBG) and their application in the context of specific projects and national policy frameworks; and ii) to draw lessons for the broader development community on how resources from different climate financing instruments can be combined for expanded impact, increased leverage, and enhanced efficiency. This paper represents an initial contribution to this field and will be followed by papers focusing on guarantees for low-carbon growth support for the private sector and the challenges of financing climate resilience and adaptation.

This paper analyzes the role of the leadership in the economic growth in Rwanda, a country that was seriously affected by civil war and the 1994 genocide. It appears that the will and the clear vision of the leadership in Rwanda were one of the central pillars of the very good economic and social performances in Rwanda. This is particularly important because the country has almost no natural resources and the economy and its fundamentals were completely destroyed by the 1994 genocide. This paper thus helps enrich the various economic growth models by stressing the importance of the quality of leadership.

As CO2 emission acutely leads to GHGs is a major contributor for global warming, it creates a serious pressure on natural resources and ecological settings. Similarly, low-carbon (CO2) economy, plenty of energy resources, and sustainable growth are a big ask for worldwide economies in this era of mechanization. This paper analyzes the Environmental Kuznets Curve (EKC) hypothesis, for Belt and Road Initiative (BRI) economies, to contend the role of mega projects in BRI as an attribute for ecological detriments. The on-hand study engages fresh data information ranging from 1981 to 2016 holding with heterogeneity and cross-sectional dependence as a special deliberation. The calculated outcomes expose that, mean group estimator provides strong evidence and favor the existence of EKC approximately in every region. The long-run influence is measured by pooled mean group estimators, which shows significant outcomes in every region; additionally, the EKC hypothesis affirmed in the long run especially for developed economies. Human and planetary health as well as economic growth are firmly interlinked and subject to complex interaction effects. In this paper, we provide an overview of interlinkages between economic growth, climate change, and obesity focusing on recent advances in the literature. In addition to empirical findings, we discuss different theoretical frameworks used to conceptualize these complex links and highlight policy options and challenges. We conclude that policies addressing both climate change and obesity simultaneously are particularly promising and often suitable for ensuring sustainable development.

Situated in a fertile low-lying river delta, Bangladesh combines high vulnerability to floods, tropical cyclones, earthquakes, and climate change with one of the world’s highest population densities, with around 159 million people living in less than 150,000 sq. km. With the world’s second lowest per capita income in 1975, it was labeled ‘the test case for development’ in view of the formidable development challenges it faced. Nevertheless, Bangladesh has proven to be remarkably resilient, developing well beyond initial expectations, and has made very good progress with poverty reduction. GNI per capita has grown from around US$100 in 1972 to US$1,314 in 2015, and the country crossed the World Bank threshold for the lower-middle-income group in 2015. As highlighted in the Seventh Five Year Plan background paper on ending extreme poverty, the agricultural labor market in Bangladesh tightened significantly in the decade of 2000s, which led to an increase in the real agricultural wage rate. Three main channels were the primary contributors: (a) relocation of farm labor to rural non-farm sectors; (b) relocation of rural labor to urban activities through the ‘pull effects’ of urbanization, creating employment opportunities for the extreme poor in labor-intensive construction and transport activities; and (c) jobs for the poor created in the manufacturing sector. Robust inflows of remittances from overseas workers contributed to spurring the creation of non-farm employment opportunities in rural areas.
