Purpose: This paper aims to study recent approaches to peacemaking, particularly by Turkey and Russia, in a changing world and their implications for UN-led peace processes. The authors analyze the factors that allow parallel processes to UN mediation to emerge and discuss their influence. Design/methodology/approach: The paper presents two in-depth case studies of mediation in Syria and Libya, where the UN, as well as Russia and Turkey, were actively involved in peacemaking. Findings: The authors find that parallel processes to UN mediation emerge if the UN process does not show progress toward a negotiated settlement and other third parties have leverage over the conflict parties. However, whether these parallel processes pose a fundamental challenge to the UN-led process depends on how sustained the third parties' leverage over the conflict parties is. If it lasts, it puts the UN in a difficult position to either participate in the parallel process and contain it but thereby also legitimizing it, or to abstain from participating but thereby risking to lose control over the mediation process. Research limitations/implications: Analyzing different approaches to mediation helps to better understand current dynamics of multiparty mediation, including an increased questioning of the effectiveness of UN mediation, and provides insights on how the UN may adapt to keep its relevance in a changing world. Southeastern Turkey perished by the M w 7.8, Kahramanmaras earthquake on February 6, 2023, at 01:17 UT (04:17 LT). The Kahramanmaras-centered event, hit by the break of the East Anatolian Fault Line, is felt in Syria, Egypt, Lebanon, Iraq, and Cyprus on the border of Turkey. Together with Syria, it causes loss of lives and severe damage in 10 cities. This work is dedicated to the people of the region. The study discusses the causality of anomalies by conducting ionospheric anomaly research via the interpolated TEC map obtained from the CODE according to the coordinates of the epicenter of the earthquake (latitude, longitude). The TEC amplitudes are observed by evolving the time-domain TEC map into the frequency-domain with the Fourier transform. The peaks of the amplitudes allow preliminary information for the anomaly days. For the anomaly, the TEC (TECU) boundaries are drawn by the statistical specification. The TEC map outside these boundaries is marked as an anomaly. The causality of abnormalities is tried to be read through the triad of the geomagnetic storm(s) , solar activity , and the earthquake effect. One can find seven anomaly days in the paper. January 30, February 2, 3, 11, 15, 16, and 21 are the anomaly days. Contributions on localisation often focus on interactions between local organisations and the international community, with limited attention paid to dynamics within the locally‐led part of the response. The humanitarian operation in non‐government‐held areas of Syria is considered a key example of localisation, in which the health sector has assumed a leading role. Drawing on fieldwork among Syrian medical‐humanitarian organisations conducted in southern Turkey in 2017, this paper offers a view from below on the localisation debate. It provides a nuanced perspective on 'the local', showcasing how localisation is interpreted and expressed among Syrian non‐governmental organisations (NGOs) themselves, and in their interaction with each other. The paper shows how most organisations have moved to a hybrid model that emphasises their local and international character, resisting simplistic classifications. Turkey admitted millions of refugees fleeing the Syrian civil war. However, the situation of Syrians in Turkey remains precarious under the temporary protection regime, unable to qualify as Convention refugees due to Turkey's geographic reservation to the 1967 Protocol and with limited access to work permits and citizenship. Based on in-depth interviews, we provide a case study of refugee perspectives on refugee "labelling" as an absurd, historically contingent, and myth-telling process, which contributes to a growing body of research taking a bottom-up approach to understanding refugee protection. We put forward a refugee-interpreted view on labelling, finding that refugees explained labelling as an opaque and unpredictable digitised process, administrated through paper documents which act as talismans but also scams. Our study provides rich detail about how refugees subvert and cope with the labelling process through humour and mockery, historicity, and developing alternate forms of identity. We sought to use these interviews to work with refugees to turn a critical gaze on the paradigm of labelling from a refugee perspective and address the lack of empirical research centring refugee interpretations of labelling. Background: Local humanitarian workers in low and middle-income countries must often contend with potentially morally injurious situations, often with limited resources. This creates barriers to providing sustainable mental health and psychosocial support (MHPSS) to displaced individuals. Clinical supervision is an often neglected part of ensuring high-quality, sustainable care. The Caring for Carers (C4C) project aims to test the effectiveness and acceptability of online group-based supportive supervision on the well-being of MHPSS practitioners, as well as service-user-reported service satisfaction and quality when working with displaced communities in Türkiye, Syria, and Bangladesh. This protocol paper describes the aim, design, and methodology of the C4C project. Method: A quasi-experimental, mixed-method, community-based participatory research study will be conducted to test the effectiveness of online group-based supportive clinical supervision provided to 50 Syrian and 50 Bangladeshi MHPSS practitioners working with Syrian and Rohingya displaced communities. Monthly data will be collected from the practitioners and their beneficiaries during the active control (six months) and supervision period (16 months over two terms). Outcomes are psychological distress (Kessler-6), burnout (the Copenhagen Burnout Inventory), compassion fatigue, compassion satisfaction, and secondary traumatic stress (Professional Quality of Life Scale), perceived injustice, clinical self-efficacy (Counseling Activity Self-Efficacy Scale), service satisfaction, and quality (Client Satisfaction Questionnaire and an 18-item measure developed in this project). A realist evaluation framework will be used to elucidate the contextual factors, mechanisms, and outcomes of the supervision intervention. Discussion: There is a scarcity of evidence on the role of clinical supervision in improving the well-being of MHPSS practitioners and the quality of service they provide to displaced people. By combining qualitative and quantitative data collection, the C4C project will address the long-standing question of the effectiveness and acceptability of clinical supervision in humanitarian settings. Objectives: The Turkey-Syria earthquake occurred on February 6th, 2023, and caused heavy casualties and property losses. This paper used high-resolution night-time light images to assess the damage of the affected cities. Methods: A multivariate power function regression model was used for intercalibration between sustainable development goals satellite-1(SDGSAT-1) and Yangwang-1 night-time light images. And the disaster assessment was carried out in the cities of Adiyaman and Antakya-Defne in Turkey. Results: The results show that the power facilities of Adiyaman and Antakya-Defne were severely damaged in the earthquake. The light loss rate of more than half of the building area exceeded 80%, and the overall light loss rate of the building area exceeded 70%. Additionally, the light loss rate in the east of Adiyaman was higher than that in the west, and the light loss rate in the downtown area of Antakya-Defne was higher than that in the suburbs. Conclusions: The high-resolution night-time light images can effectively assess the impact caused by natural disasters, and the assessment results can also help local government departments guide emergency relief and reconstruction work after the earthquake. Elaborating on salient contextual factors, such as historical conditions, national history, militarised masculinity, and language, this study looks at how repertoires of everyday nationhood are deployed in relation to boundary‐drawing in the context of the recent refugee influx in Turkey. Drawing on ethnographic observations, semi‐structured interviews and focus groups with ordinary Turkish citizens in Adana, this paper sheds light on the complexities of everyday understandings of citizenship and nationhood with regards to the emergence of 'insider versus outsiders' notions. Results suggest that ordinary citizens evoke various notions of nationhood in everyday life in drawing boundaries against 'outsiders' (i.e., refugees) by deploying historically rooted national identity constructions (militaristic, unitary) and symbols (language, flag). This article, therefore, reveals a national identity boundary‐drawing mechanism involving widespread adherence to a militarised sense of nationhood, related more to other ideas of belonging than ethnicity. It further indicates that ordinary citizens, in their narratives, link such constructions and symbols with historical and current political contexts (e.g., the conflict between Turks and Arabs during WW1, or; current military operations in Syria). Spike is a type of abnormal waveform observed in strong motion records. It is characterized by a sudden and significant increase in peak acceleration, exceeding the theoretical range, and being greatly uncoordinated with the surrounding record points. The spike severely affects the reliability of subsequent analysis of strong motion records. This paper conducts research based on the strong motion records of the Turkey-Syria earthquakes in 2023. It focuses on the spike represented as Peak Ground Acceleration (PGA) and proposes a spike recognition model for strong motion records using Bayesian-optimized Support Vector Machine (SVM). Firstly, a preprocessing method for strong motion records based on adaptive waveform scaling is proposed. This method enables the adaptive normalization of strong motion records with different scales, thereby eliminating the influence of different scales on the accuracy of manual annotations. Furthermore, a new method for characterizing strong motion records is proposed. It captures shape features (two-dimensional) through one-dimensional data, enabling the spatial distribution of strong motion records to be represented by a shape feature vector. Finally, a Bayesian optimization-based improved SVM model is proposed. It utilizes the feature extraction method proposed in this paper for the identification of spikes in strong motion records. The experimental results show that the proposed model in this paper achieved excellent performance, with an F1-score of 0.868 and an AUC value of 0.93 on the test set. • A normalization method for strong motion records at different scales is proposed. • Proposed a numerical computation-based method for spike feature extraction. • Developed a spike identification model based on Support Vector Machine. • Optimized our model's hyperparameters using bayesian optimization. • Achieved good results on the dataset of Turkey-Syria earthquakes. On 6 February 2023, at 1:17:34 UTC, a powerful Mw = 7.8 earthquake shook parts of Turkey and Syria. Investigating the behavior of different earthquake precursors around the time and location of this earthquake can facilitate the creation of an earthquake early warning system in the future. Total electron content (TEC) obtained from the measurements of GPS satellites is one of the ionospheric precursors, which in many cases has shown prominent anomalies before the occurrence of strong earthquakes. In this study, five classical and intelligent anomaly detection algorithms, including median, Kalman filter, artificial neural network (ANN)-multilayer perceptron (MLP), long short-term memory (LSTM), and ant colony optimization (ACO), have been used to detect seismo-anomalies in the time series of TEC changes in a period of about 4 months, from 1 November 2022 to 17 February 2023. All these algorithms show outstanding anomalies in the period of 10 days before the earthquake. The median method shows clear TEC anomalies in 1, 2 and, 3 days before the event. Since the behavior of the time series of a TEC parameter is complex and nonlinear, by implementing the Kalman filter method, pre-seismic anomalies were observed in 1, 2, 3, 5, and 10 days prior to the main shock. ANN as an intelligent-method-based machine learning also emphasizes the abnormal behavior of the TEC parameter in 1, 2, 3, 6, and 10 days before the earthquake. As a deep-learning-based predictor, LSTM indicates that the TEC value in the 10 days prior to the event has crossed the defined permissible limits. As an optimization algorithm, the ACO method shows behavior similar to Kalman filter and MLP algorithms by detecting anomalies 3, 7, and 10 days before the earthquake. In a previous paper, the author showed the findings of implementing a fuzzy inference system (FIS), indicating that the magnitude of the mentioned powerful earthquake could be predicted during about 9 to 1 day prior to the event. The results of this study also confirm the findings of another study. Therefore, considering that different lithosphere–atmosphere–ionosphere (LAI) precursors and different predictors show abnormal behavior in the time period before the occurrence of large earthquakes, the necessity of creating an earthquake early warning system based on intelligent monitoring of different precursors in earthquake-prone areas is emphasized. Two strong earthquakes occurred in Turkey on 6 February 2023, at 01:17:34 (nighttime, Mw = 7.8) and at 10:24:50 UT (daytime, Mw = 7.5). The seismo-ionospheric impact is an important part of the near-Earth environment state. This paper provides the first results on the ionospheric effects associated with the aforementioned earthquakes. We used data from global navigation satellite system (GNSS) receivers and ionosondes. We found that both earthquakes generated circle disturbance in the ionosphere, detected by GNSS data. The amplitude of the ionospheric response caused by daytime M7.5 earthquake exceeded by five times that caused by nighttime M7.8 earthquake: 0.5 TECU/min and 0.1 TECU/min, respectively, according to the ROTI data. The velocities of the earthquake-related ionospheric waves were ~2000 m/s, as measured by ROTI, for the M7.5 earthquake. TEC variations with 2–10 min periods showed velocities from 1500 to 900 m/s as disturbances evolved. Ionospheric disturbances occurred around epicenters and propagated to the south by means of 2–10 min TEC variations. ROTI data showed a more symmetric distribution with irregularities observed both to the South and to the North from 10:24:50 UT epicenter. The ionospheric effects were recorded over 750 km from the epicenters. Ionosonde located 420/490 km from the epicenters did not catch ionospheric effects. The results show significant asymmetry in the propagation of coseismic ionospheric disturbances. We observed coseismic ionospheric disturbances associated with Rayleigh mode and acoustic modes, but we did not observe disturbances associated with acoustic gravity mode. [ABSTRACT FROM AUTHOR]

Despite growing interest in the return of rejected asylum seekers, irregular migrants, and refugees, we do not know enough about how geopolitics affects returns governance. This article addresses this knowledge gap by analysing the case of Turkey, exploring how positions in the global migration regime and relations with countries of origin influence return policies. It first argues that Turkey's geopolitical reasoning has led it to design an asylum regime, including repatriation and deportation procedures, centred on temporariness. Second, it contends that Turkey's extraterritorial space-making strategies – namely, military intervention in Syria and humanitarian/development projects in Afghanistan – guide return policies. Examining the Turkish case contributes to our understanding of national returns governance in transit-turned-host countries, which increasingly emphasise repatriation over long-term protection. Finally, the paper contributes more generally to our understanding of the geopolitics of returns by focusing on specific mechanisms that link geopolitical concerns with policy instruments at the state level. This paper examines the ways in which administrators, academics and students living under conditions of authoritarianism come to imagine the university's political possibilities and horizons. To this aim, we first consider how alternative imaginaries are constructed and contained at Boğaziçi University, where the parameters of political possibility are pre-figured both by the current ruling regime and the enduring histories of empire that pre-date it. Then, we turn to Aleppo countryside, where we compare Syrian opposition universities to newly established Turkish ones. In doing so, we attempt to trace the ideational lifeline of Syria's revolutionary imaginary as it persists in higher education under conditions of disillusionment and co-optation. When taken together, we argue, these two cases point not to the primacy of belief in creating or sustaining imaginaries, but rather to the constitutive role of violence, coercion and control in shaping notions of who and what the university is for. Background: Clinical supervision in providing mental health and psychosocial support services (MHPSSs) is an ethical imperative and a key to ensuring quality of care in terms of service users' skills enhancement, well-being, and satisfaction. However, humanitarian contexts in low-resource countries usually lack sufficient infrastructures to ensure staff have access to supervision. Against this backdrop, a pilot supervision program was introduced in Bangladesh and Syria to help MHPSS staff provide quality care. However, supervision provided by experts unfamiliar with these contexts decontextualizes the supervision process and hinders cultural relevance. The aim of this paper is to present a decolonial model of supervision called "WONDERFUL Supervision". Methods: We provided fortnightly online supervision to a total of 32 MHPSS practitioners (seven in Bangladesh and twenty-five in Syria) working in humanitarian contexts in Bangladesh and Syria as well as their surrounding countries (such as Türkiye) between 2019 and 2021.The issues talked about were the skills needed for the practitioners to provide optimal levels of service, manage staff burnout, and present cases. Focus group discussions and reflective discussions included 19 participants, involving both practitioners and supervisors across sites. Results: Despite some notable effects, the supervision was obstructed due to being decontextualized, such as the supervisors not having adequate knowledge about the contexts and culture of beneficiaries, a perceived feeling of power imbalance, practitioners having limited access to resources (e.g., internet connection and technical support), and different time zones. This defect paves the way for a new mode of supervision, WONDERFUL, which takes into account contextual factors and other sociocultural aspects. Conclusions: WONDERFUL supervision has the potential to indigenize the concept of clinical supervision and thereby more sustainably and effectively ensure quality mental health care in resource-limited countries, especially in humanitarian contexts. Due to intensive conflict, a significant amount of Syrian capital flight has funnelled to Turkey since 2011. Drawing upon fieldwork conducted in five major Turkish cities which have hosted the highest number of Syrian business people, this paper first reveals the convergence of the interests of the host state and of the displaced capital owners, as well as the increasing transnationalization of Syrian economic practices. It then assesses the capacity and/or willingness of the Syrian business people to organize themselves as an interest group regarding their interests in Turkey and to assist the process of conflict resolution in Syria. Finally, the paper reflects upon whether a hybrid identity is in the making within the Syrian business diaspora in Turkey. Our findings suggest that the Syrian business diaspora in Turkey is evolving itself into a transnational business community, and developing hybrid socio-economic practices. Yet, we delineate this flourishing community as 'shy' because the issues concerning both domestic and Syrian politics are carefully being avoided to keep stability and unity within. This consequently hinders the Syrian business community to form itself as an interest group in Turkey focused on conflict resolution and post-conflict reconstruction in Syria. [ABSTRACT FROM AUTHOR]

Although during the first decade of the XXI century, as a result of coming to power of the AKP party and the implementation of the Davutoglian vision, the opening of the Turkish diplomacy towards the region and the Middle East had begun, however the Arab Spring had and still has negative impacts on the Turkish relations towards a number of countries of this region. In the first period of the ruling of Erdogan, as a result of the implementation of this vision and on the other hand, along with coming to power of Bashar al-Assad in Syria, a new conjuncture in the Turkish-Syrian relations was created, that had an influence on the mutual strengthening and development between these two countries like never before. Turkey and Syria didn't only eliminate their mutual political contests, but they raised their level of trust from zero to a very high level. The warm mutual relations were also reflected on the economic field. However, along with the beginning of the new process called the Arab Spring, which changed the strategic and political equilibriums in the Middle East to a large extent, the functionality of the above mentioned vision was brought into question in the bilateral relations between Turkey and Syria. The basis of the source represents the books, scientific articles, press materials, and websites in the field of Turkish refugee policy. The objective of this study is to get the answer to the main question of this research -- Does the Syrian refugee crisis has implications on the equilibriums of Turkish state and society? To conclude, the increase of the number of Syrian refugees on the territory of Turkey, as a result of the Syrian conflict, has had and still has series of effects on the Turkish society which can be classified as economic, social, security and political implications. Luwian incantations embedded in Hittite ritual texts reflect local traditions and religious discourses of different parts of Anatolia and Northern Syria. Among the various types of Luwian incantations, this paper will focus on the contextual analysis of cuneiform Luwian curses related to the Kuwattalla and Puriyanni traditions. Curses will be studied as religious discourse, analysing how individual elements of the curse interplay with the general structure of the ritual text in which it is embedded. To do so, a comparative perspective will be applied. Hittite ritual texts coming from the same or adjacent areas and reflecting common religious traditions will be used to elucidate difficult passages. This paper explores the key features of the emerging welfare mix for Syrian refugees in Turkey and identifies the modes of interaction between humanitarian assistance programmes, domestic policy responses and the Turkish welfare system. The welfare mix for Syrian refugees is a joint product of humanitarian assistance programmes implemented by international and domestic non-governmental organisations (NGOs) and domestic social policy programmes. Three policy domains are considered: social assistance schemes, employment and health care services. The paper suggests that granting of temporary protection status to Syrian migrants in Turkey and the agreement between Turkey and the EU shaped the welfare mix by empowering the public sector mandate vis-à-vis the humanitarian actors. As a result, the role of the public sector increases at the expense of NGOs, especially in social assistance and health care, while NGOs are increasingly specialised in protection work (especially in mental health support), where the Turkish welfare system has been weak. Employment has been essentially disregarded, in both humanitarian and social policy programmes, which casts doubt on the prospect of successful economic integration. Finally, this paper argues that the convergence of the rights of immigrants and citizens may well occur in mature components of less comprehensive welfare systems. [ABSTRACT FROM AUTHOR]

This paper contributes to the ongoing debate on the precarisation of journalistic work by looking at the case of Syrian exiled journalists in Turkey, whose professional and personal lifeworlds are underpinned by multiple layers of precarity. The article builds on data collected during a 3-month-long period of participant observations at the newsroom of Enab Baladi, a Syrian news outlet based in Istanbul, Turkey. It develops a relational notion of precarity through insights from the growing body of work on precarity in the journalistic field, as well as research on precarity and migration. It proposes a multidimensional understanding of the 'precarious newsroom' that takes into account the people, organisation and place, as a way to map how different layers of precarity, and responses to them, are articulated, experienced and negotiated. This paper reports a study which utilizes deep learning for automated detection of the symptoms of diseases on vine leaves. Vine fruits or grapes are very important and have existed in Syria and surrounding areas (e.g., Turkey) for many years. Quality of vine fruits is also very important in grape production as it is consumed in these areas every day. The aim of this study is to improve diseasedetection accuracy in vine leaves and to develop a system to help Syrian and Turkish farmers and agricultural engineers to maintain the quality of grape production. In this study, over 1000 images of vine leaves have been collected from vine yards in Syria and the internet. These images are processed using MATLAB 2018B, Deep Learning Toolbox including convolutional neural networks (CNNs) with AlexNet, GoogleNet and ResNet-18. A standard transfer learning (TL) algorithm is also used with CNNs, whereas a multiclass support vector machine (SVM) is used with AlexNet, whilst GPU and CUDA are used for accelerating the process of the disease detection for vine leaves. A software system has been created that enables the automatic and efficient detection of nine types of leaf diseases and the identification of healthy leaves. Experimental studies showed that the total detection accuracy of this system reaches 92.5%, 87.4% and 85.0%, 85.1% when AlexNet+TL, ResNet-18+TL, GoogleNet+TL and AlexNet+SVM are used respectively. This smart agricultural application can provide early identification of the symptoms of grape diseases on leaves and thus help maintain the quality of vine fruits. [ABSTRACT FROM AUTHOR]

Photovoice is a type of participatory inquiry, which is a methodological and onto-epistemological stance that seeks to emancipate marginalized individuals, confront inequity, and work for social transformation. Photovoice incorporates Paulo Freire's problem-posing education, documentary photography techniques, and feminist thought as an approach for community members to identify shared concerns and construct collective knowledge. It also seeks to challenge unequal power relations by disrupting hegemonic structures in the production of knowledge and policy, as photographs and accompanying descriptions can communicate powerfully about community needs and demands for change. University-based researchers or practitioners facilitate this communication by bringing community perspectives to the attention of government officials and others in positions of power. In this paper, we describe how we adapted this approach for virtual use during the early months of the COVID-19 pandemic. We offer examples of two projects that engaged photovoice in virtual spaces: Courageous Conversations, a youth participatory action research project which Meagan conducts with youth in the United States, and Melissa's dissertation, conducted with Syrian students who are refugees enrolled in higher education in Turkey. Through these examples we draw out methodological lessons learned as well as challenges of conducting photovoice in virtual spaces. We conclude that whether researchers and practitioners use photovoice as a method in virtual or face-to-face settings, we must remember the emancipatory goals of participatory inquiry, always relying upon and anchoring our methodological decisions in the ontologies and epistemologies of genuine participation that undergird photovoice. The civil war in Syria resulted in a massive population influx into the neighboring countries since 2011. Geographical proximity of Turkey and its position as a gateway to Europe have made Turkey a host country for most Syrians refugees. Prolonging civil war in Syria and difficulties to get access to Europe compelled them to stay in Turkey. The reason why they have settled down in certain cities and difficulties that they have encountered in their everyday life merit attention to understand the very issue of refugee problems in Turkey. On that purpose, we conducted a sociological research on Syrians who settled in Gaziantep and İzmir. This paper tries to examine the degree to which Syrians are integrated into the local labour market and problems that Syrians endure in everyday life activities. The research is drawn from a fieldwork conducted on 30 semi-depth interviews in Gaziantep and 27 in İzmir. The results show that the reasons for Syrian to make a living in Gaziantep are its proximity to Syria, cultural familiarity and opportunities for Syrians entrepreneurs to do business. Background: A large mental health treatment gap exists among conflict-affected populations, and Syrian refugees specifically. Promising brief psychological interventions for conflict-affected populations exist such as the World Health Organization's Problem Management Plus (PM+) and the Early Adolescent Skills for Emotions (EASE) intervention, however, there is limited practical guidance for countries of how these interventions can be taken to scale. The aim of this study was to unpack pathways for scaling up PM+ and EASE for Syrian refugees.Methods: We conducted three separate Theory of Change (ToC) workshops in Turkey, the Netherlands, and Lebanon in which PM+ and EASE are implemented for Syrian refugees. ToC is a participatory planning process involving key stakeholders, and aims to understand a process of change by mapping out intermediate and long-term outcomes on a causal pathway. 15-24 stakeholders were invited per country, and they participated in a one-day interactive ToC workshop on scaling up.Results: A cross-country ToC map for scale up brief psychological interventions was developed which was based on three country-specific ToC maps. Two distinct causal pathways for scale up were identified (a policy and financing pathway, and a health services pathway) which are interdependent on each other. A list of key assumptions and interventions which may hamper or facilitate the scaling up process were established.Conclusion: ToC is a useful tool to help unpack the complexity of scaling up. Our approach highlights that scaling up brief psychological interventions for refugees builds on structural changes and reforms in policy and in health systems. Both horizontal and vertical scale up approaches are required to achieve sustainability. This paper provides the first theory-driven map of causal pathways to help support the scaling-up of evidence-based brief psychological interventions for refugees and populations in global mental health more broadly. Objective: This study was conducted with the aim of determining the fertility characteristics of Syrian refugee women and their knowledge, attitudes and behaviours with regard to family planning. Design and Sample: The research was designed as a descriptive and cross‐sectional type of study. The study group consisted of 389 refugee women in the 15‐ to 49‐year age group who had migrated from Syria to Hatay. Measure Study data were collected between October 2018 and January 2019 using forms containing questions on participants' sociodemographic characteristics, and their knowledge, attitudes and behaviour regarding family planning. Data analysis was performed with the use of frequency, percentage, mean, median, standard deviation values and the chi‐square test. Results: Most of the participants reported that they used a family planning method, 47.9% that they preferred traditional methods, 15.2% that the method used was supported by their husbands. Most of the participants had mistaken beliefs about pregnancy and family planning methods. Participants' information on modern family planning methods was affected by their age, income level and social security status; their knowledge of traditional family planning methods was affected by their income level, their family structure and their use of a traditional method. Women's use of family planning was affected by their age, income level and their knowledge of modern and traditional methods. Conclusions: Determination of the knowledge, attitudes and practice of refugee women regarding family planning and establishing the influential factors will enable nurses to make a contribution to the future provision of specific and culturally sensitive care to sick and healthy refugee women. The archaeological site of Tell Tayinat in the province of Hatay in southern Turkey was the principal regional center in the Amuq Plain and North Orontes Valley during the Early Bronze and Iron Ages. This paper focuses on the latest known period of occupation at Tayinat, which during the Iron Age was the Syro-Anatolian city of Kunulua. In 2004, following a 67-year hiatus, the University of Toronto's Tayinat Archaeological Project (TAP) resumed excavations at the site. Here we present the preliminary results of TAP's investigations of the Iron Age II and III settlement, including the topography of the 1st millennium settlement, super- and sub-structural remains associated with Building II (a temple first discovered in the 1930s), a second, newly discovered temple (Building XVI), part of a large Assyrian-style courtyard building, and the remains of additional monumental architecture on the Iron Age citadel. The terminal phases of these structures date to the Iron Age III period, or the late 8th and 7th century occupation of Kunulua following the Assyrian conquest in 738 b.c.e. , and collectively point to the transformation of Kunulua's royal citadel into a Neo-Assyrian provincial administrative center, a pattern witnessed at contemporary sites elsewhere in southeastern Anatolia and northern Syria. Turkey’s foreign policy approach started to transform from a more liberal and humanitarian foreign policy to a more realistic and pragmatic one in 2016, which was manifested in the Syrian civil war. In this period, Turkey started to prioritize the use of hard power in order to prevent the threats resulting from the civil war. This paper asserts that while Turkey’s objectives in the Syrian crisis have remained stable, its priorities have changed especially in recent years. So, while from 2011-2016 humanitarian norms dominated Turkey’s Syria policy, after 2016, these norms became secondary priorities, and were replaced by hard power-based military assertiveness. To support this hypothesis, six main objectives of Turkey’s foreign policy are taken into consideration: Managing the humanitarian crisis, materializing the fall of the Assad regime, aiding the opposition forces, waging a proxy war with Iran, eliminating the threat of Daesh, and preventing the PYD/ YPG from creating an area of dominance. Abstract: Turkey receives the largest number of Syrian refugees in the world. Some of these refugee women become mothers in Turkey. This paper reports on a qualitative, descriptive study that investigated the experience of seven Syrian women migrants who gave birth in Turkey, and explores their experiences of transition to motherhood in a foreign country. The research identified that aspects of transition can be clustered under five main themes: difficulties during the pregnancy period, giving birth in a foreign country, problems of refugee mothers, milestones in life of refugee mothers, and influence of cultural beliefs of refugee mothers on baby care. Key findings revealed that the women in the study had negative experiences related to being pregnant and having a baby in a foreign country. In addition to identifying challenges associated with migration, such as language barriers, racism, discrimination, poverty, and separation from their culture and family, the study highlighted the fears and difficulties experienced by refugee mothers, the cultural beliefs of refugee women about caring for their babies, and turning points in the life of refugee mothers. This paper discusses the crucial effects of Turkish health and migration laws on Syrian refugees' access to public health services and social determinants of health. Key aspects of current Turkish laws affect the health of both refugees and Turkish citizens in many ways. The huge influx of refugees is increasing communicable disease risks, overcrowding hospitals, and more generally straining financial and health resources. Turkey's United Nations membership and its candidacy for European Union (EU) have led to increased alignment of Turkey's refugee and migration policies with international law. Major differences remain, however, and Turkey's remaining noncompliance with international refugee laws is a major force driving Syrian refugee's flight to EU countries, as refugees desperately seek the right to better health and social services. The impact of tourism activities on local water resources remains a largely understudied issue in environmental and sustainable tourism management. The aim of the paper is to present a simple methodology that allows an estimate of direct and indirect local water use associated with different holiday packages and to then discuss relevant management implications. This is explored through the creation of five illustrative examples of holidays to semi-arid eastern Mediterranean destinations: Cyprus (2), Turkey, Greece and Syria. Using available data on water use associated with different forms of travel, accommodation and tourist activities, indicative water footprints are calculated for each of the illustrative examples. Food consumption by tourists appears to have by far the most significant impact on the overall water footprint and this aspect of water use is explored in detail in the paper. The paper also suggests a way of employing the water footprint methodology along with import/export balance sheets of main food commodities to distinguish between the global and local pressure of tourism demand on water resources. Water resource use is likely to become an increasingly important issue in tourism management and must be considered alongside more established environmental concerns such as energy use, using methodologies that can capture direct as well as supply chain impacts. After a short presentation of the facts and accounts offered by Turkey and Syria about the incident, the paper is focused on the legality of the downing of breaching civilian and state (military, customs and police) aircrafts. Since accounts of the incident vary considerably, this paper is intended to take and evaluate different scenarios. One scenario is offered by Turkey and assume that after breaching the Syrian airspace shortly, military aircraft was shot down when it was flying in the international airspace. Other one is Syria's scenario. According to that, Turkish aircraft was shot when flying in the Syrian airspace. Every state has an absolute sovereignty over its airspace and all state aircrafts are necessitated to get permission before entering another state's airspace. Failure to do that would bring several measures from the state whose airspace is breached. Reasons of the breach and the measures taken by the state would be varied. Measures change according to the state of the relationship between two states and the type of the breaching aircraft. There are several civilian aircrafts which were downed because of breaching another state's airspace without permission. Context: The hepatitis C virus (HCV) is classified into seven genotypes and more than 100 subtypes. The treatment regimen, duration and efficacy of HCV therapy may vary according to the HCV genotype. Therefore, the HCV genotype should be determined prior to antiviral therapy. The objective of the current study was to review systematically all studies reporting the distribution of HCV genotypes in the countries that make up the Middle East. Evidence Acquisition: Articles were identified by searching electronic databases, including Scopus, PubMed and Google scholar, with timeline limits (articles published between 1995 and 2016). We carried out a systematic search regarding the distribution of HCV genotypes in Middle Eastern countries. Results: A total of 579 studies were identified by the electronic search. Of these, a total of 187 were identified as eligible papers including 60,319 patients who were meta-analyzed for pooled distribution of HCV genotypes. In Turkey, Israel, Cyprus, and Iran, genotype 1 was the most prevalent HCV genotype with rates of 82% (95% CI, 82%-83%), 68% (95% CI, 67%-69%), 68% (95% CI, 59%-77%), and 55% (95% CI, 54%-55%), respectively. In Egypt, Iraq, Saudi Arabia, and Syria, HCV genotype 4 was the most common genotype with rates of 86% (95% CI, 85%-88%), 60% (95% CI, 56%-64%), 56% (95% CI, 54%-55%), and 57% (95% CI, 54%-61%), respectively. On the basis of adjusted data, HCV genotype 4 was the most prevalent genotype in the Middle East region, with a rate of 74.7% (95% CI, 73.4%-76%), followed by genotype 1 at 15.1% (95% CI, 14.1%-16%). Conclusions: Our results showed that HCV genotype 4 is the most prevalent genotype in the Middle East region. In this paper, foreign trade of Turkey with Syria is investigated from 1969 to 2012. In addition, it is mentioned to improvement of foreign trade between two countries with respect to Standard International Trade Classification (SITC) between 2009 and 2012. The foreign trade of Turkey with the Syria stated above has fluctuated due to certain political reasons such as status of trans-boundary waters and national security considerations during 1969-2012 period. Consequently, the share of Syria as a foreign trade partner with Turkey is negligible in 2012. This paper presents evidence from research into health system challenges of cardiovascular disease (CVD) and diabetes in four Eastern Mediterranean countries: the occupied Palestinian territory, Syria, Tunisia and Turkey. We address two questions. How has the health system in each country been conceptualised and organised to manage the provision of care for those with CVD or diabetes? And what were key concerns about the institutional ability to address this challenge? Research took place from 2009 to 2010, shortly before the political upheavals in the region, and notably in Syria and Tunisia. Data collection involved a review of key documents, interviews with key informants and brief data collection in clinics. In analysing the data, we adopted the analytical schema proposed by Walt and Gilson, distinguishing content, actors, context and process. Key findings from each country highlighted concerns about fragmented provision and a lack of coordination. Specific concerns included: the lack of patient referral pathways, functioning health information systems and investment in staff. Regarding issues underlying these ‘visible’ problems in managing these diseases, we highlight implications of the wider systemic pressure for reform of health-sector finance in each country, based on neoliberal models. This article is based on several editions of a recently located letter writing manual by Yusuf Efendi al-Shalfun (1839-95). This booklet provides a new perspective on a period in which the practice of 'popular' letter-writing was expanding in the Arab provinces of the Ottoman empire. Little research has been devoted thus far to the implications of the increase in the ability to write (in contradistinction to the ability to read), in the empire's Arab provinces in the second half of the nineteenth century. Popular correspondence, both personal and more formal, gradually developed among the Arab urban literate population, who used manuals such as the one written by al-Shalfun as guides to write in various official, social, and familial situations. Letter writing thus complemented the work of the arzuhalcis, the professional letter and petition writers in the Ottoman empire. This paper examines the impact of popu-lar letter writing in Greater Syria in the second half of the nineteenth century as well as the public's ability at the time to communicate through writing. Turkey's economic ties with neighboring Arab countries have flourished in the past few years. A recently stated pledge to create a regional trade alliance with Turkey, Syria, Lebanon and Jordan is likely to trigger a further expansion of economic integration. This paper starts by reviewing trends in Turkey's bilateral trade relations with Syria, Lebanon and Jordan since 2000. Next, it estimates a formal gravity model aiming to project Turkey's trade potential with its neighbors and compare them with the actual flows in 2000–10. It is demonstrated that while Turkey fully realized its bilateral trade potential vis-à-vis Syria, Lebanon and Jordan, actual bilateral trade of Syria, Lebanon and Jordan with Turkey is significantly below the estimated potential. Megiddo's Palace 6000, traditionally attributed to the building activities of King Solomon, has long served as a hallmark of 10th-century B.C.E. monumental architecture. Following its initial discovery and excavation, Y. Yadin and others identified this building as one of several early southern Levantine examples of an Iron Age bīt ḫilāni. This term, appearing in Assyrian documents, has been interpreted by most scholars to refer to Iron Age royal residencies known from excavated sites in northern Syria and southeastern Anatolia. This paper presents a detailed stratigraphic and architectural analysis of Palace 6000 and examines the evidence regarding its identification as a bīt ḫilāni. We propose that Palace 6000 belongs to a group of southern Levantine Iron Age II public structures with a multipurpose "central hall tetra-partite" plan that could function as a residency, palace, citadel, and/or tower. In our opinion, the origin of this distinctive tetra-partite plan is local and should be understood as developing out of the ubiquitous Iron Age four-room house tradition. In contrast, the bīt ḫilāni building tradition was confined to northern Syria and southeastern Anatolia. These two different architectural traditions, with their clearly defined geographical distribution, illustrate the regional character of Levantine societies and cultures during the early centuries of the first millennium B.C.E. The war that Mehmed Ali Paşa of Egypt waged against his suzerain, Sultan Mahmud II in 1831 is often presented as motivated by the Paşa's intention to annex Syria. This paper argues that it was a war for self defence and for achieving tenure in Egypt for himself and hereditary rights for his descendents. Sultan Mahmud forced the restoration of centralization into the Ottoman system, which entailed the destruction of the ayan and derebeys and the subjugation of their domains to direct government from Istanbul. In order to avoid a similar fate, Mehmed Ali established a modern army which would serve him in due course to achieve his other goal. In this endeavour he enjoyed full cooperation of the Turco-Egyptian elite to whom the survival of the socio-political order which he established in Egypt, was of paramount interest. When Mehmet Ali felt that the sultan was planning to attack Egypt he attacked first. His victorious army was one week away from Istanbul when he ordered it to halt its march following Russian intervention. Only after the death of Sultan Mahmud, did the Porte grant him tenure in Egypt and hereditary rights for his descendents, an offer confirmed by the Protocol of London in July 1840. This article analyzes cross-border water disputes in Mesopotamia that involve Turkey, Iraq and Syria. It focuses on the Southeastern Anatolia Project (Turkish: Güneydoğu Anadolu Projesi (GAP)) that is being undertaken by various administrations of the government of the Republic of Turkey in the last few decades and tries to shed light on some important legal issues surrounding it. On 3 October 2005, Turkey began negotiations with the European Union (EU) for accession as a full member. Attention is also given to the extent to which the matter may complicate Turkey's relations with the EU during these negotiations. Water conflicts in the Middle East have recently become a popular subject for international scholars. Numerous writers, from academics to intelligence analysts, have contributed various perspectives to the increasingly complex issues surrounding the topic. Scholars who specialize in water problems in the Middle East have devoted particular attention to the region watered by the Euphrates and Tigris Rivers, and their tributaries--an area commonly known as Mesopotamia. Many of these publications are promulgated by two distinct (and opposing) party views: that of the Turkish government on the one hand, and that of the Syrian and Iraqi governments on the other. Consequently, much of the work underpinning the growing body of scholarship in this area reflects the biases of each position. In analyzing the longstanding conflicts over water rights in Mesopotamia, this paper endeavors to accomplish several things. First, to give readers a more complete understanding of the current dispute, a detailed account of the opposing views of Turkey and Syria/Iraq is provided. Second, the merits of each position are weighed in light of the current state of public international law, with particular attention given to Turkey's desire to exercise extensive control over the watercourses at issue. Lastly, the potential effects of the changing political climate in the region--namely Turkey's accession talks with the EU, Iraq's recent regime change, and the uncertainty of Syria's political future--are considered and discussed. Background: In a growing number of humanitarian crises, "remote management" is negotiated across borders and implemented by humanitarian agencies through "local actors" to deliver assistance. However, the narrative describing the involvement of local actors in the delivery of humanitarian aid in armed conflict settings remains reductionist and unreflective of the complex and circular course of the "localisation of aid". This paper explores cross-border humanitarian assistance within the Syrian conflict. We document how humanitarian actors operate to deliver humanitarian health care in North-West Syria (Turkish border), explore their challenges and critique the language used within current debates on the localisation of aid. Methods: We undertook key informant interviews with Turkey-based humanitarian aid professionals involved in the humanitarian health response inside Syria. We integrated data previously collected for The Lancet-American University of Beirut Commission on Syria during field work in Gaziantep, Turkey, through meetings, conversations, discussions and expert consultations with Syrian health professionals, WHO-Turkey staff members and members of Syrian health directorates. We also drew from background desk reviews conducted by the Commission on health systems responses and timeline of events in Turkey during the Syrian conflict. Results: This paper uncovers creative and effective bottom-up strategies that enhanced cross-border coordination of aid delivery into Syria. Our findings unravel the key role played by Syrian providers in accessing vulnerable populations and in reshaping coordination and funding mechanisms inside Syria, as well as the disproportionate risks local actors bear within the response. Our findings also reveal an iterative negotiation of decision-making dynamics, a "low-profile approach" promoted to gain access to populations of concerns, and an environment that is heavily shaped by close interpersonal relationships and social trust. Conclusions: Our multifaceted narrative unpacks circular flows of interactions among actors and uncovers strategies developed by practitioners on the field, which are often left undocumented. We argue that there is an opportunity for the humanitarian sector to learn from these synergies to rethink how medical humanitarianism is framed (hopefully leading to a more collaborative framing that resists mainstreaming "local" actors within a "traditional" system). There is also an opportunity for the humanitarian and global health communities to reflect on how value attributed to human lives needs to be questioned in contexts where national staff face a disproportionate risk to deliver aid. This article examines the Foreign Relations documents of the U.S. and the papers of government officials in the Truman administration that reveals the possibilities for peace in the Middle East in 1949 and the opportunities present for the U.S. to have played a major role in the peace process. The first Arab-Israeli war came to an end with the signing of an armistice agreement between Egypt and Israel on the island of Rhodes, on February 24, 1949, under the direction of United Nations Mediator Ralph Bunche. Within the next five months, successful armistice agreements were concluded between Israel and Trans Jordan, Lebanon and Syria; and permanent peace negotiations were expected to follow before the year's end. In order to appreciate the possibilities for peace in the Middle East in 1949, we must go back to December 1948 when the United Nations General Assembly, in anticipation of the end of hostilities between the Arabs and Jews, established a Palestine Conciliation Commission consisting of representatives from France, Turkey and the U.S. Its major task, which was to be pursued concurrently with the armistice negotiations, was to negotiate peace treaties between Israel and the Arab states. Along with its pursuit of permanent peace, the Commission was also to formulate a plan for the internationalization of Jerusalem and to arrange for the repatriation and resettlement of approximately 725,000 Palestinian Arab refugees.

The article discusses Turkey's relations with Iraq, Iran and Syria. These relations are shaped not only by current developments and issues, but also by deeper, structural determinants, which mold Turkish policy towards the Middle East. The first of these determinants, historical memories, has been shaped above all by the events surrounding the Ottoman Empire's final dissolution in the early twentieth century and has left a legacy of territorial grievances, resentments and mutual suspicions which continue to affect Turkey's relations with Iraq and Syria.

The article discusses common issues affecting Turkey's relations with Iraq, Iran and Syria. At the December 1980 meeting of the Turkish-Iraqi Joint Committee on Economics, the two sides agreed to establish a JTC to study matters relating to regional waters, in particular, the Euphrates and Tigris river basins. Turkey's dispute with Syria over water rights, since the early 1980s, in particular, has become closely entwined with a further dispute arising out of Syria's patronage of anti-Turkish terrorist and subversive groups.
