Online courses have become an increasingly attractive format for delivering teacher training. However, the low retention rates are a critical and still unsolved issue. This paper presents the results of a randomized controlled trial aimed at testing the impact of a personalized support model on teachers' retention in online training courses. The support consisted of a package of nine messages triggered by teachers' characteristics and their specific (in)actions on the course platform. The study involved 3,777 lower-secondary education professional and student teachers from nine European Union Member States and Turkey, who were invited to participate in four new online courses in school year 2018/2019. The experimental estimates show that the offered support increased course completion by 10 percentage points among professional teachers in EU Member States, while it had no effects among student teachers nor in Turkey. Implications for online teacher training providers--such as the importance of reaching out to participants with poor online training experience and who do not start the courses in time--are discussed.

Aim: The aim of this paper is to share the initial experiences on a European Union (EU) Lifelong Learning Programme Leonardo Da Vinci Transfer of Innovation Project related to the use of simulation-based learning with nursing students from Turkey. The project started at the end of the 2010 involving 7 partners from 3 different countries including Turkey, England, and Italy. Methods: This project is divided into 7 work packages (WP). In this paper, experiences from the first three WPs (WP1: Preparation and dissemination of the project. WP2: Regulation of the project management. WP3: Development of the evaluation tools used to evaluate the impact of the innovative practice within the coordinating partner's institution) are shared. Results: In the WP1 and WP2: the kick-off meeting was organized in Turkey, the coordinating partner's country. During the meeting project-related events were planned and the steering committee of the project was formed. A strong team spirit within the partnership was established. For the dissemination of the project, a poster and flier of the project were prepared and placed on corporate boards visible to students and teaching staff and put on the partners' institutional websites. Regular bulletins of the project were also prepared and posted on the project website. In the WP3, student data sheet, items for students' satisfaction questionnaire and confidence scale were created based on the literature. Trauma patient scenarios (abdominal trauma, thoracic trauma, pelvic fracture and traumatic amputation) were created to test the target group's knowledge. Ethical approval was obtained from the coordinating partner institution. A pilot study to test the cases was conducted. Following the pilot study, the final version of the student data sheet and scenario cases was created. The second meeting was organized in Italy. In this meeting, the results of the pilot study, the scenario cases, and the Patient Intervention Self Confidence/Competence Scale were evaluated. Conclusion: The work on this EU project is still in progress. Considering that learning from experience is an important part of nursing education, sharing experiences on such a project related to using simulation as an innovative teaching strategy in nursing education in Turkey should provide an example to others who want to develop other EU projects in nursing education.

This paper describes the theoretical framework and the main objectives of the European Comenius project MuViT -- Multiliteracy Virtual. The project engages primary pupils across the world in multilingual and audiovisual reading and writing processes through the use of information technology resources to enhance multi-literacies, plurilingual awareness and transcultural understanding. The paper first sketches the necessity of a pedagogy of multi-literacies in our classrooms. In a second step it details on the objectives and tools developed within the Mu-ViT project. Thirdly it illustrates which research questions and activities are connected with the project. A bibliography is included. (Contains 3 figures.)

As a country seeking admission to the European Union, this paper explores educational reforms in Turkey that enhance its possible entry into the European Union and changes still needed for it to be an equal partner. An overview of the school system in Turkey is provided including information on teacher training and preparation, special education policy, and post high school participation. Its educational system still faces significant hurdles and must address human rights issues in order to provide equal access and nondiscriminatory education for all. While strides have been made to improve educational opportunities, inequality is still a reality for many females and those of lower socio-economic status. Higher education opportunities continue to improve with infrastructure problems competing to keep pace with the number of facilities available. Turkey continues to address these educational concerns while progressing toward the goal of improving its status as a European Union candidate.

Higher education provides graduates with both monetary and non-monetary benefits. Globalization and technological developments foster utilitarian approach, therefore the transmission of competences that are relevant in labour market is an important target for higher education institutions. The paper presents findings of research on the match of generic competences of higher education graduates to labour market needs. Research population consisted of graduates of EU member states and Turkey; the issue was analysed through nine sections. Mainly, graduates lack field mastery, time management and ability to work under stress; they have over-developed competences of international orientation. (Contains 8 figures and 6 footnotes.)

In this paper Lifelong Learning Program of Education Faculty in Sinop was evaluated in terms of interrelations between LLP and cultural shock. The barriers of LLP in Education Faculty in Sinop can be examined in two main parts: difficulties of finding suitable partner and students' difficulty in deciding whether to apply or not. These two main parts are also divided into two parts. Plot and interview were used as qualitative data gathering methods. As a result, it was found out that not only finding bilateral contract and arranging international meetings occupy a lot of time and they require full time working hours but also there are different kinds of problems and worries in terms of the students who attempt to participate in LLP of Education faculty in Sinop. Loosing luggage, stolen money and valuable things and academic problems seem to be surface problems. But in addition for these events, other events such as suicide, quick decision to return and depression due to missing date mate, family and friends are the main factors that make the students who are eager to apply for Erasmus student mobility programs change their minds. Education is the main vehicle for empowering adults, and can contribute to community wellbeing. However, regarding mature adults (MAs) (over 45 years old), age has been identified in various studies as a significant barrier to accessing educational activities. This paper focuses on MAs' motivations to learn through an exploratory survey undertaken in six European countries. A K-means cluster analysis based on 16 variables has been run on n = 846 valid cases. Four clusters describing distinctive behaviours and attitudes of MAs towards learning activities were identified. The study confirms that MAs' motivations to learn are very diverse, overcoming some of the so-called "myths of global aging," such as the homogeneity of MAs or the correlation between age and a decline in motivation to learn. Furthermore, analysing the main motivations of MA learners can be useful for adapting education to cater to their specific needs, boosting a more inclusive education, and promoting MAs' empowerment.

The average age of the global merchant fleet has been declining with the increasing number of new ship constructions and dismantled ships. Although a noteworthy part of ship dismantling and recycling (SDR) facilities have been performed in Asian countries, such as India, Pakistan, and Bangladesh, SDR facilities have also been increasing in Türkiye. SDR facilities provide substantial economic income and employment opportunities. However, SDR facilities should have been performed in a certain systematic framework by taking necessary precautions since toxic substances from dismantled ships affect the environment and employees' health. That's why maritime authorities make an effort to sustain the SDR facilities in the best way in the sense of safety, health, and environment through the European Union (EU) Ship Recycling Regulation (SRR), Basel Convention, and Hong Kong Convention (HKC). In this paper, the global SDR facilities have been evaluated in terms of ship types and their gross tonnages (GTs) over the past 5 years among the leading countries. The number, type, economic life span, steel weight, and light displacement tonnage (LDT) of dismantled ships have been analyzed in Türkiye, especially throughout the COVID-19 pandemic process. To determine the most effective year in terms of SDR, the weighted aggregated sum product assessment (WASPAS) method has been utilized based on scrap steel price, LDT, economic life span, number of dismantled ships, and steel structure weight coefficient of the ship by maritime experts. The year 2017 has been highlighted as the most effective year with a .909 rank value in the last 5 years. In addition to analysis results, the largest amount of scrap steel has been acquired from dry cargo ships, which is the most dismantled ship type under data getting from the SDR facilities in Türkiye. Temporary bans on cruises due to the COVID-19 pandemic have caused more than triple increments in the number of passenger ships (PS) dismantling. This paper analyses de-legitimisation and Eurosceptic attitudes in Turkey as reflected in newspapers during the COVID-19 pandemic between 15 March 2020 and 30 May 2021. Easton's (1975) specific support about concrete policy outcomes and Scharpf 's (1998) output-oriented legitimisation theories are utilised in testing the hypothesis on de-legitimisation of EU-rope in both pro and against government media in relation to EU-rope's policies towards the "fight" against COVID-19 since Euroscepticism influences the political discourse in general regardless of political or ideological position. In the paper, EU-rope is used, instead of European Union (EU) and Europe as two different terminologies, since the analysed newspapers utilise EU and Europe interchangeably. Five newspapers are included in the analysis for this study: Hürriyet, Sabah, Karar, Gazete Pencere and BirGün based on their political and ideological stances. In the research, online archives of the newspapers are utilised, and in each newspaper the op-eds are excluded from the analysis. The main focus is given to the news - headlines on Europe and the EU. Keywords that are looked for in newspapers are EU, Europe, vaccine, BioNTech, Sinovac, Coronavirus, COVID-19, and the pandemic. Globally, the level of electricity grid interconnectedness between neighboring countries varies depending on the level of regional cooperation enabled by institutions. As suggested by previous research, in transboundary river basins, this variation affects the environment and the management of transboundary waters. In regions where all electricity utilities are connected and function at a synchronized frequency, and where integrated electricity market mechanisms function, the stress on the shared water resources tends to be less. Turkey shares river basins and power transmission lines in Europe both with the members of the European Union (EU) and with non-member states. The aim of this paper is to contribute to the literature on the geopolitics of renewable energy by comparing the level of Turkey's electricity trade integrity with its EU-member European neighbors and with its non-EU-member neighbors and discuss the potential impacts of the transboundary electricity trade on the environment and the shared water resources. The main argument in this paper is that the higher level of electricity trade between Turkey and its EU-member neighbors is facilitated and boosted by Turkey's membership to the European Network of Transmission System Operators for Electricity (ENTSO-E). The higher level of electricity interconnection leads to a higher level of cooperation in water and environment issues in the shared river basins between Turkey and Europe through the facilitating role of established institutions. This paper reports on an introductory world regional geography course with a role-playing exercise. The goal was to situate students in a form of popular geopolitics that engaged them viscerally with positionality and othering. Students were assigned different positionalities in a liminal active learning environment within a context of fear of zombies; some actually engaged in othering or were othered; many vocally critiqued their own or others' positionalities and arguments. Later in the semester, students were more engaged and likely to apply the concepts of positionality and othering in critically thinking about the real-world case of Turkey's European Union application.

The European Union's (EU) proposed Carbon Border Adjustment Mechanism (CBAM) has gained attention as a potential policy tool to address carbon leakage and promote climate policy alignment in international trade. This paper examines the implications of the EU CBAM for Türkiye and conducts a SWOT analysis to evaluate Türkiye's strengths, weaknesses, opportunities and threats in the context of CBAM implementation. In the paper, firstly EU's environmental policy, European Green Deal (EGD) and CBAM are defined and examined in historical perspective. Secondly Türkiye's environmental policy on behalf of CBAM is explained. Then, the effects of EGD and CBAM on Türkiye's foreign trade is discussed. The last part is devoted to SWOT analysis. The analysis begins by exploring Türkiye's strengths including its domestic climate policies and diverse economy. The analysis also highlights the weaknesses that could challenge Türkiye's competitiveness under the CBAM. It identifies opportunities within the CBAM framework including incentives for green investments and collaboration for increased market access and also acknowledges potential threats such as trade disputes. This paper is an effort to investigate the principal challenges associated with further enlargement of the European Union. The specific focus of the analysis is the case of Turkey as a real dilemma for the EU. The eastward expansion of the European Union poses multi-dimensional concerns. These concerns relate to political, economic, cultural and geostrategic delicate questions that are perceived as crucial issues for the Union. However, it should be pointed that this is a game that cannot be played unilaterally by a single actor such as the EU. It also depends on how Turkey will play the game of integration which-however-is principally led by the Union. Considering this, the paper is organised in four main sections. The first section introduces -political challenges from the EU enlargement towards Turkey, the second section introduces -economic challenges and it is followed by the two last sections with -geostrategic and -identity issues ending with some -brief conclusions. The paper focuses on the development of the public opinion in Turkey towards the EU. The paper set the question: does the relation of the Turkish society towards the EU in long term (2004-2022) pose an obstacle for the potential accession to the EU? The main method of the paper is the analysis of the public opinion surveys Eurobarometer. The article analysis the long-term trend of the perception of the EU by Turkish citizens (very positive, fairly positive, neutral, fairly negative, very negative), the average value of these indicators; and identifies the core of the supporters and opponents. The paper identifies the situation when there is a polarization of the society. The development of the public opinion in Turkey is compared to other EU countries (Czech Republic, Germany, and Hungary) and the EU. The analysis reveals that the public opinion in Turkey does not significantly vary from other compared cases. There is no gradual increase of the opponents of the EU, so the public opinion does not represent another obstacle for Turkish accession to the EU. [ABSTRACT FROM AUTHOR]

Using a stakeholder debate based on a real-world case of regional construction--that of Turkey's application to join the European Union--improved students' critical thinking in an introductory world regional geography course. Such courses are a staple offering among US geography departments, and often the only exposure of non-majors to geographic thinking. A stakeholder debate highlighting regional construction, using structured learning activities and reflection on their own thinking, improved students' critical thinking. We describe the stakeholder debate and its revision after one semester, and provide data from assessment and thematic coding of students' reflection papers.

Despite a political climate demanding evidence-informed decision making in education both within individual countries and at the international level, empirically grounded European research in this field is scarce. This paper reports on a European Commission-funded study that sought to identify and analyze different initiatives across Europe aimed at furthering research-informed policy making in education, one of a number of comparative analyses in this emerging field. The nature and extent of activity in this area is outlined and an analytical framework is developed to assist understanding. Potential reasons for the observed variation among countries are discussed, along with some of the methodological and conceptual challenges involved in undertaking empirical work in this area. Practically, it is hoped that the results of the mapping exercise and the framework provide a platform for further empirical and conceptual research on research use, an area of study that until recently has been largely ignored by education researchers.

BACKGROUND: Work-related musculoskeletal disorders (WRMSDs) and ergonomic risk factors are very common in bakery workers. OBJECTIVE: The purpose of this study is to (1) assess the prevalence of musculoskeletal disorders among bakers because they use automated machines or traditional baking, and (2) to determine the strategies to prevent musculoskeletal disorders in bakers. METHODS: A systematic review of PubMed, Scopus, and Web of Science was conducted from the beginning to February 4, 2022, based on the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) guidelines. Mesh keywords and phrases were used to execute the search strategy. Information on MSDs and ergonomic risk factors in bakery workers was collected. Two reviewers worked independently on study selection, data extraction, and paper quality ranking. RESULTS: This study identified 14 papers from seven countries. Although the prevalence of MSDs in bakery workers has been studied, only a handful of them have been studied ergonomic risk factors, and the findings have been very limited. The association between different risk factors and MSDs seemed significant compared to many other occupational diseases. The traditional bread-baking system and lack of mechanization may increase the risk of MSDs in bakery workers. CONCLUSION: WRMSDs for bakery workers have been less studied than other occupational diseases. Our systematic review found several significant relations between the factors influencing the prevalence of MSDs. This study also showed the comparison of traditional and modern cooking systems with diseases of the upper limbs, shoulders, and back pain as possible fields for future research. In its attempt to become a member of the European Union (EU), Turkey is challenged to upgrade its workforce to keep up with economic developments and improve the living conditions in the country. Multiple policy players on global, European and transnational levels are assisting in reforming Turkey's vocational education and training (VET) sector. Based on the analysis of policy papers, the policy transfer processes that are taking place at these different levels have been critically examined. The authors project that in the medium term, EU policies might have the most significant effect on the future shape of VET in the country. (Contains 17 notes and 1 figure.)

ELBEP (Eliminating Language Barriers in European Prisons Through Open and Distance Education Technology) is a multilateral project funded by the European Union (EU) Lifelong Learning, Grundtvig (Adult Education) Programme. It aims to overcome language/communication problems between prison staff and foreign inmates at European prisons via online language teaching programs for the staff. This paper discusses the rationale and application of the project with an eye to the related literature and theoretical background. The project outcomes and findings can serve as an example for similar research studies.

This paper analyzes the compatibility of the Turkish Republic's new system of government, accepted with the referendum on 16 April 2017, with the Copenhagen political criteria for accession to the European Union. The paper first studies systems of government and past systems of government in Turkey. While doing so, it briefly touchs upon the systems of government accepted by the Constitutions of 1876, 1921, 1924, and 1961, and then explore the system of government preceding the 2017 Referendum, as put forth by the Constitution of 1982. Following this, the paper analyzes the new system of government as accepted by the referendum of 16 April 2017, dubbed the "Turkish presidency system." Finally, the paper questions whether the new system of government is compatible with the political Copenhagen criteria, in particular the rule of law criterion. [ABSTRACT FROM AUTHOR]

Purpose: To provide information on differences between recruitment methods and training practices used in SMEs and large organizations in Turkey, as a representative of a developing country. Design/methodology/approach: A survey as designed by the Cranfield Network on International Human Resource Management (CRANET-G) was used for this study. The survey aims to obtain data that is based on facts and it does not ask for information based on respondents' opinions, attitudes or perceptions. Findings: It provides information about recruitment methods and training practices used in organizations in Turkey. It suggests that, in Turkey, small businesses are more likely to rely on employment agencies, which are considered formal recruitment sources in order to fill managerial positions, contrary to the existing literature and theoretical propositions. Additionally, with regard to training practices, it shows that large organizations use more formal training methods compared with small-and medium-sized enterprises (SMEs). Research limitations/implications: This study only includes SMEs and large organizations in Turkey as a representative of developing countries, but the findings may have implications for other developing countries. Practical implications: A very practical study which provides further insights for academics and managers of both large and small organizations. Originality/value: This paper fulfils the need of further enhancing the research in the field of HRM in developing countries, and offers practical help to individual managers operating in the same settings as Turkey. The Emergency Social Safety Net (ESSN) programme, which was launched in 2016, has become the central element of the humanitarian response to the plight of Syrian refugees in Turkey and an instrument of European migration control policies. This paper offers a contextual analysis of this European Union‐funded cash assistance scheme by examining the modes of interaction between its major assumptions and the broader humanitarian response in the context of Turkey. It finds that the ESSN comes with compromises on humanitarian principles and standards, amplifies the protection and assistance divide, and fails to address the realities of Turkey with respect to the country's housing and labour markets and weak protection framework. The paper concludes that a more inclusive approach to eligibility and higher transfer payments can contribute to the addressing of assistance needs provided that cash support is combined with robust protection programming and the implementation of sector‐specific projects and policies. I examine the ways in which the global financial crisis that began in 2007, and whose effects arguably condition policymaking to the present day, affected the ongoing global power transition as manifested by the unilateral decisions undertaken by official agencies comprising national regulatory states. The theory of that power transition articulated in the overview paper of this Special Issue is reinterpreted to take into account the circumstances of that crisis. Empirical evidence on the propensity to discriminate against foreign commercial interests by the BRICS, Turkey, the European Union, and the United States during the years 2008 to 2017 at, and behind, the border is employed to identify a group of six potential rule‐shapers and two possible sham rule‐takers. This paper investigates the depiction of the Armenian Genocide in Turkish textbooks and examines correlations between changes in Turkish political dynamics and their impact on these educational resources. It analyzes concepts, methodologies, and linguistic constructs used to describe the '1915 incident,' tracking their evolution from 1980 to the present. The study also considers how events like the 1980 coup d'état, rising nationalism, and the Islamization of politics influenced textbook content, alongside changes during Turkey's bid for European Union membership. Despite a stated aim of historical accuracy in these textbooks, the research hypothesizes that their content is significantly shaped by the prevailing political climate. This article focuses on the changing nature of Russia-Turkey energy trade relations. The main argument of the article is that climate change, as well as EU institutions and environmental protection regulations, have been decisive in the long-term transformation of bilateral natural gas relations. The EU favors competitive market structures to combat climate change, and the EU Green Deal sets ambitious targets for renewable energy consumption. These variables establish grounds for legitimacy among EU members in the face of Russian dominance of the EU energy market. However, as discussed in this paper, the Russian government's main strategy to counter this opposition from the EU side is to circumvent the EU's institutional arrangements through its relations with Turkey. The final point to be discussed in this paper is the impact of the EU energy and environment policies on changes in Russian perceptions of Turkey. [ABSTRACT FROM AUTHOR]

The quantitative analysis, dietary exposure, and health risks of four European Union (4EU) priority polycyclic aromatic hydrocarbons (PAH4) were investigated in different varieties of vegetables in Turkey. PAH congeners were analyzed by an in house validated HPLC method. Low amounts of PAHs were detected in all examined vegetables. The leafy vegetables showed higher contamination among all types of vegetables. The sum of PAH4 (benzo[a]pyrene, benzo[a]anthracene, chrysene, and benzo[b]fluoranthene) levels of leafy vegetables such as broccoli and cauliflower were determined as 0.77 and 0.59 μg/kg, respectively. The peels were found to be more contaminated than the cores in root and fruit vegetables. Among the root vegetables, maximum PAH4 concentration was found 0.73 μg/kg in potato peel. The highest level of individual PAH in all vegetables examined was Benz[a]anthracene (BaA), and its value was 0.38 ± 0.16 μg/kg in cauliflower. Benzo[a]pyrene (BaP), the most representative of the carcinogenic PAHs, was most commonly detected in all samples. Benzo(b)fluoranthene (BbF) and chrysene (CHR) showed relatively lower levels in all studied samples. Human dietary exposure to PAH by consumption of the fruits and vegetables was determined considering the estimated daily intake. The study revealed that the estimated incremental lifetime cancer risk indicates a low health risk for children and adult consumers. The present paper is the first attempt concerning quantitative analysis and health risk assessment of polycyclic aromatic hydrocarbons in fruits and vegetables grown in Turkey. Using four emerging powers as a case study (China, Russia, Saudi Arabia, and Turkey), this paper examined how the current redistribution of power in the contemporary world has affected the Western Balkan region. The objective was to shed light on the ability of the emerging powers to make use of soft power to increase their influence. This paper demonstrated that the growing presence in the Western Balkan region of these emerging powers occurred to the detriment of traditional actors in the region, in particular to the European Union and the United States. While Russia favored political instability in the region to increase its grip, China proposed a new economic project to reach the European market and expand its own norms. As far as Saudi Arabia and Turkey were concerned, both states privileged the use of religious soft power in Muslim-majority countries. In biogeopolitics, the key state stakeholders develop and aim to accomplish their geopolitical goals by (mis)management and biopolitical governance of vulnerable population. In this paper, this population refers to asylum‐related migrants who use or aim to use an asylum request as their entry mechanism to the European Union. This paper explores the emergence of biogeopolitics at the EU borderland between Turkey and Greece during the COVID‐19 pandemic in 2020. Statistics about irregular migration from Turkey to Greece, field observations in Lesvos (Greece) as well as media and social media discussions about COVID‐19 in Lesvos are analysed. In the biogeopolitics of COVID‐19, the governance and (mis)management of asylum‐related migrants include policies and practices to let these migrants to live or die, including regulating illegal border‐crossings, everyday living conditions at the reception centres, and actions regarding the pandemic. Gender inequality is a worldwide issue in almost every sector, including in education. This paper aims to focus on the gender imbalance between female and male academic staff members. The data gathered from the European Commission statistics, academic literature and the Turkish Council of Higher Education statistics was used to analyse the proportions of female researchers, assistant professors, associate professors, professors and women decision makers in the academia. The ratios of female and male academics in European Union countries are compared with each other and with Turkey as a candidate country. This paper states that the difference between female and male academics' proportions is clearly evident in the majority of analysed countries. An interesting and unfortunate finding is that the higher the academic title, the higher the difference between male and female proportions in favour of male academics. As the statistics gathered from the European Commission and the Turkish Council of Higher Education indicates, female academics are under-represented in decision making or managerial positions in academic hierarchy. In recent years, the externalization of migration governance and external protection of European borders stimulated the redesign of the Turkish migration regime. This externalization faced its major litmus test with the Syrian refugee crisis. This article proposes that Turkey's accession process to the European Union (EU) and its ongoing collaboration with the EU to control migratory movements altered Turkey's migration regime significantly. Accordingly, the article aims to tackle the following questions: whether the externalization of European migration governance played a significant role in the redesign of Turkish migration governance, and whether this externalization uncovered new collaboration strategies for Turkey and the EU. To do so, this paper analyses Turkish harmonization to the EU rules on migration governance, and the possible role played by the Syrian refugee crisis on facilitating further adaptation. This paper uses labour force survey data to analyse the dynamics of job tenure in seven transition economies of Europe and a comparator country (Türkiye) for an average 13 years per country during the period 1994–2020. The country‐specific age‐period‐cohort decomposition demonstrates that the job tenure of the cohort of workers entering the labour market in the 2000s is 4–9 years shorter than that of workers who started working in the 1970s. This difference is at least twice as large as the difference in job tenure observed among workers from the same cohorts in European Union countries. These trends in tenure persist after accounting for changes in cohort composition, but they are significantly attenuated by controlling for differences in individual worker characteristics. These results suggest that the evolution of tenure in the transition economies of Europe may still be driven by the transition‐induced structural change processes in the labour market.
