This paper reviews international and domestic normative and jurisprudential sources of the last twenty years on the Human Right to Water (HRW), focusing the study on Latin American countries that do not have this right expressly enshrined in their constitutional texts, especially Colombia, Argentina, Brazil, and Chile. It analyzes the arguments used in its recognition, the elements of its structure, and the ways of addressing the problem of entitlement and enforceable duties. The conclusion shows a stage of jurisprudential progress in the first two countries (Colombia and Argentina), with a recognition of various contents of the DHA in accordance with international standards, while in the case of Brazil and Chile there is evidence, with nuances, of a limited recognition. In this regard, the internal normative structures differ in terms of the role of the State and individuals in water management, and the judicial tools for the protection of fundamental rights as a way of processing conflicts over access to water. Introduction: In the areas of technology and virtualization from provide online services in pandemic times there is a possibility psychology online acquiring services thinking that web sites are confidence for users and good quality. This paper proposes a number of indicators to websites evaluation that provide online services psychology in Latin American. Methodology: Whit experimental methodology were tracked 144 websites online services psychology assessing objectives variables with the purpose of factor analysis to the indicators building. Results: According the proposed indicators Brazil (...=2.00) is identified that scored best indicator, followed by Argentina (...=2.5), Chile (...=2.67) y Colombia (...=3.5); Integra Medical (Chile) (IMPOL=0.4629) get the better calification in Latin America, Discussion: Despite the pandemics conditions of the world actually, latent need the persons to access psychology online therapy, the web site aspects lacking to web quality with safety, accessibility and web positioning. The purpose of this paper is to make an analysis of the main issues of environmental or ecosystem services regulations in Argentina, and a brief reference of a selection of Latin American countries laws (Peru and Costa Rica). We implemented the documental observation and normative comparative methods. One of the main results is that during last year many bills of laws were presented at the National Congress, which guidelines might be useful as precedents. Notwithstanding, in parallel an integral evaluation must be made in order to state if some valid environmental laws should be or not abolished, in order to avoid new contradictions. One of the main limitations for the argentine case, is that there is not a specific regulation about environmental services. We can conclude that in the case of other countries of the region which already have regulated the ecosystem services payment, there are some relevant issues which might be taken into account for future laws and/or public policies in Argentina. This paper reflects on achievements of the expansion policies in Latin American universities, focusing on their strengths and the grey areas that can limit their democratizing effects. From a theoretical viewpoint, outlines of the concept of democratization will be examined, acknowledging diverse meanings and approaches. This theoretical construction will be applied to analyze the cases of Argentina and Brazil. The aim of this work is to identify if there was some link between the use of foreign savings and the deterioration of indicators of external vulnerability in the period preceding the exchange crises in Mexico, Brazil, and Argentina, which occurred between 1994 and 2001. For that, one needs to provide a brief theoretical discussion on the issue of external vulnerability and the ways to measure it, in order to establish the possible relations between this and the use of foreign savings. Among the methodological procedures needed to develop this work, let us first point out the gathering of data from the countries analyzed; these data are: national accounts, net foreign debt, short-term external debt, external debt service, exports of goods and services, international reserves, and GDP, which were obtained from international organizations such as the International Monetary Fund and the World Bank. These data allowed us to calculate different indicators of vulnerability, as the ratios external debt/exports, reserves/foreign debt, the debt service/exports, and the debt service/GDP, in order to make a comparative analysis of the economies involved. It is important to highlight that the economies analyzed had in common the indiscriminate use of foreign savings in the periods that preceded their respective crises. However, the economic growth of the countries in that period was negligible when compared to the average growth of the emerging economies. The study shows it is due to the fact that these countries did not direct the bulk of capital raised abroad to the productive sector, as evidenced by the low proportion of gross fixed capital formation in relation to GDP in that period. The data analyzed also reveal a deterioration of indicators of external vulnerability in Mexico, Brazil, and Argentina. In 1981 Chile began a wave of privatization and market-friendly reforms of social security systems in Latin America; Argentina did the same in 1993. In 2008, Chile and Argentina reformed their pension systems again. Chile maintains the private capitalization system complemented with a basic pension and solidarity payments while Argentina eliminated the capitalization pillar and replaced it by a single integrated delivery system publicly administered. This paper analyzes the policy reforms of pension systems as a result of the comparison between countries, as well as between market and state led reforms and state led reforms: Chile (1981 and 2008) and Argentina (1993 and 2008). Do policy feedbacks interact with transnational policy ideas? How do they impact domestic policy development? Using a qualitative research method based on a comparison of two poverty alleviation strategies in Latin America, this article asserts that in all likelihood, if a previously implemented policy initiative was ‘locked-in’ through domestic policy experimentation and resultant state-building and interest group policy effects, it will not easily be replaced by alternative, transnational policy ideas that appear on the radar screen of national policymakers at a later date. However, if transnational policy ideas and models can draw on or build upon already established ideational and symbolic beliefs, they can actually be used to further the motivations of key political actors and societal interests – here, diffusion opens up great reform opportunities and opens the door to further policy institutionalization. Resumen Uno de los desafíos centrales de la política social latinoamericana es garantizar seguridad social para toda la población en contextos de alta informalidad laboral. En la Argentina, un país pionero en el desarrollo de los sistemas de pensiones en la región, más de un tercio de las personas en edad jubilatoria carecían de beneficios en 2005. A partir de entonces la cobertura se expandió sustancialmente como resultado de la implementación de un programa que relajó los requisitos contributivos y otorgó beneficios a un gran número de adultos mayores que se hallaban fuera del sistema. Esta investigación analiza el impacto de este proceso sobre el nivel y distribución de la cobertura, identifica los cambios en los factores sociodemográficos asociados a la inclusión/exclusión del sistema previsional argentino, y discute los obstáculos que persisten para alcanzar una cobertura universal en el mediano y largo plazo.
