Drawing on evidence from documents and semi-structured interviews with members of the Catalan system of higher education, this research explores how intermediary organizations (IOs) facilitate the adoption of the Sustainable Development Goals (SDGs), conceived as a global policy framework, in local contexts. We observed that, despite the voluntary nature of SDGs-related policies, most Catalan public universities embraced the SDGs. Two contextual factors likely facilitated their effective engagement with this global initiative: first, the autonomy granted by regional and national governments to the higher education sector when it comes to social responsibility, and, second, the willingness and ability of higher education institutions (HEIs) in Catalonia to work with the SDGs. The key element added to these contextual factors was the collaboration stimulated by meso-level actors, namely Catalan intermediaries. The Catalan case exhibits a process whereby IOs effectively engage with HEIs, forging a platform for collaboration; in turn, this led the local government to delegate the task of promoting the SDGs to IOs. This paper contributes to the debate in global higher education policy-making as it discusses the policy implications of the involvement of intermediary actors in bringing global policy frameworks to local level. This paper uses Mercantile Register data to analyse the location decisions of firms in Catalan municipalities (between 2010 and 2019). Using count data panel estimations, we focus on local sustainability characteristics. The identification of the location patterns and the effects of local environmental policies on firms belonging to different sustainability industries constitute a contribution to the empirical location literature. Our results help in understanding entry processes at the local level and how both citizens' environmental values and local environmental policies shape these. We show that (i) firms locate differently depending on their sustainability profile and (ii) local environmental policies have stronger effects on the location decisions of sustainability‐oriented firms. Despite the normative view that Quadruple Helix collaborations (with government, academia, industry and civil society) such as living labs are prescribed to enhance regional innovation performance, there is scarce knowledge of the sustainability of such collaborations from the perspective of the stakeholders who are supposed to engage in such initiatives. To address this gap, the purpose of this paper is to empirically explore the implementation of the Quadruple Helix for innovation from a stakeholder perspective, by understanding the expectations as well as the perceived benefits and challenges of the collaboration. Through a qualitative research design, this paper presents an in-depth case study of a living lab in the region of Catalonia. Our results challenge the normative view of Quadruple Helix approaches and of living labs; we also offer suggestions to manage future collaborations and to inform further evidence-based policy. On the whole, partnership leadership and coordination are critical to bridge the expectation-implementation gap towards stakeholder satisfaction and collaboration sustainability. Background: To transition our energy system toward sustainable production and consumption, it is important to successfully engage consumers to become active participants in this process. One form this can take is manual demand response, where end users respond to fluctuations in energy production and help balance the grid through adjustment of their consumption. This paper presents a trial of such a system that took place with tenants in subsidized housing in Catalonia, Spain. The aim of the trial was to motivate the load shifting behavior of the participants by forecasting expected consumption curves and tailoring suggestions for optimized behavior. The forecasts and suggestions were based on the users' past consumption patterns and the hourly day-ahead electricity prices. This information was made available to the users on a web-based platform, and participants were actively informed with text messages sent to their mobile phones in case of attractive saving potentials for the following day. The trial was carried out in 2 phases from November 2019 to May 2020 (Phase 1) and from August to October 2020 (Phase 2). Data were collected on interaction with the platform, the perceived user experience of the platform and text messages, and the perceived energy saving success. Results: Our results showed that there is a general interest of the participants in the concept, but that there are also important barriers to integrating load shifting behavior into everyday life. The biggest barriers here are limitations in the flexibility potential of households and limited perceived benefits. Feedback from our participants also suggests high acceptance and relevance of more automated demand-side management (DSM) concepts. Conclusions: Based on this, we recommend paying special attention to the accommodation of varying flexibility potential in manual demand response (DR) programs, ensuring that communicated benefits are sufficiently attractive to motivate behavior change, and consideration of a phase of manual DR as an entry point to automated DSM. Purpose: This paper aims to report on a case study concerning the development of sustainable energy partnerships involving engineering faculty and undergraduate students at the University of Girona, Catalonia, Spain. Design/methodology/approach: Faculty were motivated to seek partnerships with public and private entities in the local area for the purposes of realising mutually beneficial outcomes. The educational programmes of future engineers, when sustainability is considered, are analysed. Education for sustainable development has to include multidisciplinary active learning as a desirable competence. Active learning can be obtained when problems are based on real life because they are most motivating for students. Constructive alignment component is obtained because learning objectives are linked with learning activities related to the needs of public and private entities. Findings: Through the provision of technical expertise, the adoption and success of renewable energy projects was facilitated on the one hand, while final year undergraduate students benefited in terms of hands-on experience in helping to bring these projects to life, drawing on the knowledge and skills they had acquired throughout their degree programmes. These works are addressed to students by faculty members with the aim of developing and promoting renewable energies. Outcomes from partnerships surpassed expectations; not only were different benefits realised as were initially hoped for, but this success led to partnerships being sustained over time. Originality/value: Fossil fuel-based energy systems are associated with a myriad of negative environmental and social externalities. It is difficult to overstate the importance of transitioning towards alternative low carbon energy sources for climate change mitigation which are less centralised compared to the status-quo for energy security and energy independence. By actively facilitating the development of decentralised renewable energy sources in Catalonia, the projects reported herein are of significant value in social environmental and educational terms. Water-scarce regions, like the Mediterranean, face worsening conditions due to climate change, intensifying pressure on key economic sectors such as hydropower. Additionally, environmental conservation policies, particularly the implementation of environmental flows, present challenges for hydropower systems. Certainty regarding the impact of these factors on future hydropower production is crucial for informed decision-making in the transition to sustainable energy. This study introduces S + HydPower, a tool coupled with SWAT+ to assess climate change and watershed management effects on small hydropower plant (SHP) systems. In this study, we used this tool to investigate the consequences of implementing environmental flows and climate change on run-of-river SHPs in the Catalan River Basin District (CRBD), in Catalonia. The results show that applying environmental flows would lead to a significant 27% reduction in SHP production. However, this reduction would represent only 0.25% of the region's current energy demand. Furthermore, the study reveals a potential 38% to 73% reduction in SHP production by the end of the twenty-first century due to the combined effects of environmental flows and climate change. This suggests a substantial decline in run-of-river SHP's contribution to the CRBD's electricity supply. These findings emphasize the need to explore alternative and sustainable energy sources to ensure the long-term reliability and resilience of the region's energy supply. [ABSTRACT FROM AUTHOR]

Water availability is a local issue of growing importance in Mediterranean areas where water scarcity linked to climate change and population growth is already leading to increased competition for this resource. This study is aimed at the following: (i) assessing the water-related environmental impacts (water use, freshwater ecotoxicity and eutrophication, marine eutrophication, acidification, human toxicity, and ionizing radiation) along the production chain of cow milk in Catalonia, northeastern Spain; and (ii) addressing the issues encountered (modelling choices, data gaps and inconsistencies) which t can affect the quality of results when performing a water-footprint comprehensive assessment, focusing on water use and associated water scarcity impacts. The scope included the process from the extraction of raw materials up to the distribution of the packaged fat- and protein-corrected milk to the distribution centres of the supermarket chains and markets. Results showed the farm stage to be determinant (contributing to over 60% of the impact), due to the impact of feed production. Impact results were in the range of the European benchmark given by the Product Environmental Footprint Category Rules for dairy products, except for the water scarcity footprint which was one order of magnitude larger than the reference value, due to water scarcity in Spain. Considering compound feed ingredients with a lower water scarcity footprint, and research into slurry treatment for its use as irrigation and cleaning water (without compromising safety and health) could help reduce this impact. The challenge of sustainability is not about producing more or better managerial knowledge. It is in fact a transformation of the systems and structures that perpetuate environmental problems that is emerging as the key sustainability goal. In this paper we show the relevance of this argument, by using wildfires as symptoms of the challenges posed by global change to western societies, where wildfires are becoming increasingly problematic. Climate change, land abandonment, exurban expansion and fire suppression schemes are some of the main reasons behind this. Tackling the increasing intensity and complexity of wildfires is consequently emerging as an important research and policy topic. A central question in the literature is how to achieve a more sustainable coexistence with wildfire. Fuel reduction treatments, fire restoration, the reform of current suppression policies and adaptive institutional arrangements have all been debated. However, the social-ecological transformations needed to effectively implement these management options are not sufficiently understood. This paper looks at the efforts of the Catalan wildfire management system to cope with wildfire risk over the last decades. In particular, the emergence of GRAF, a group of wildfire fighting specialists in the Fire Department, is described. Emphasizing the need to understand wildfires as an inherent part of Mediterranean ecosystems, the expansion of GRAF highlights how learning to coexist with wildfire in Catalonia has triggered a set of transformative processes in institutional arrangements and power relationships of the wildfire management system. Our data also illustrate how coexisting with wildfire entails a dramatic social-ecological transformation in terms of land-uses, settlement patterns, energy supply systems and social values about wildfires. Moreover, we warn that in the absence of such systemic changes, management improvements might paradoxically reinforce risk. We conclude that wildfire researchers and practitioners should link the proposed management options to a deeper debate on how to produce alternative, less flammable landscapes, as agents of a broader social-ecological transformation to sustainability. The strategic use of public procurement across the European Union to contribute to sustainable development has been underdeveloped and unequally distributed among the EU Member States, with seven Member States being sustainable public procurement leaders, and the rest of the Member States having a very modest sustainable public procurement uptake. While Spain has not been one of the best performers, the outstanding Catalan performance as a Spanish autonomous community calls for the analysis of the driving factors that enabled a high sustainable public procurement uptake at the regional and local level. The present article explores the policy coherence, the accompanying legal framework and the supporting activities that have been carried out in Catalonia to incorporate green public procurement as the default procurement option at the regional and local level to serve as a potential model for a transition towards green public procurement for other regional and local procurement authorities. Purpose: This research examines policies aimed at reducing the environmental impact of the hotel sector in Catalonia, Spain in 2020 and how they are communicated to stakeholders through corporate websites. It applies academic criteria to identify key aspects that are relevant to tourism. Design/methodology/approach: This study conducts a descriptive analysis of Catalonia's hotel sector in 2020, utilizing SABI (Iberian Balance Sheet Analysis System) data. It selects the top 48 companies in the hotel sector that are legally required to report their annual accounts in the regular format. The study then systematically evaluates their websites to assess the availability and transparency of information on environmental sustainability. Findings: Sustainable tourism, marked by non-financial indicators such as environmental impact, energy/water usage and waste generation, is a very important issue for stakeholders in the hotel industry, including governments, owners, investors, and customers. The sector's reporting methods are crucial for effectively communicating environmental policies to these parties. While many companies have implemented strategies to assess and reduce their environmental impact, there is still considerable room for improvement, particularly in communicating these efforts to the various stakeholders. Research limitations/implications: This research, while rigorous, has certain limitations that suggest directions for future studies. A primary constraint involves data reported at a group level by hotel companies, which complicates obtaining specific data for the Catalonia region, particularly for hotel groups with an international presence. Another significant limitation is the reliance on indirect data collection, based on the companies' self-reported environmental policies posted on their websites. Practical implications: By identifying and knowing the environmental policies of the hotel industry over the analyzed period, we can help the industry itself to improve the sustainability of its environmental efforts and make it more attractive to all stakeholders. Social implications: The study highlights the importance of environmental policies and the achievement of the UN Sustainable Development Goals (SDGs) in the hotel industry. This industry plays an important role in achieving the UN SDGs, which offer significant benefits for business, such as access to new markets, better risk management and long-term sustainability, as well as social benefits. This is increasingly expected by both consumers and investors. Originality/Value: This study examines the commitment and information transparency of the Costa Brava hotel sector in terms of environmental sustainability, as well as its communication strategies. This is achieved primarily through the analysis of corporate websites, comparing the information and indices to those of other entities in the sector. The relevance and value of this analysis stems from the recognition that, despite the efforts made to improve the sector, further progress needs to be made in order to make it more attractive to stakeholders. Reasons to adopt Corporate Social Responsibility reporting by leather tanning companies must primarily be sought in the specific nature of the industry, where leather is a material from renewable sources, however part of its manufacture process might pose one of the gravest environmental hazards in the world. The tanning industry appears, therefore, as a sector compiling CSR reports expected to confirm its environment-friendly actions. The purpose of this research is to examine and understand CSR roles and diffusion in the small and medium enterprises of the leather tanning industry in Catalonia (Spain), especially in relation with the adoption of other management systems. It identifies the most distinguished CSR practices, procedures and metrics and the profiles of companies more prone to adopt them. We used a qualitative approach to fulfill this aim. Results show that leather companies are familiar with CSR practices, but there is further scope for improvement in terms of formalization of CSR procedures and measurement systems. Results show that the majority of socially responsible practices are related to environmental issues and consequently there is a relation between CSR and the application of environmental management systems. The analysis reveals that the management of CSR activities improves with the diffusion of knowledge on CSR practices. [ABSTRACT FROM AUTHOR]

This paper examines the adoption of environmental practices in small and medium sized companies in the surface mining industry in Catalonia (Spain). To fulfill this aim, a survey of 41 items concerning environmental management systems and environmentally sustainable practices has been conducted. Results show that companies have committed themselves to environmental and sustainable issues. The majority of companies claim to understand the effects of their activities on the environment and they care for responsible access and management of natural resources. Restoration plans and the annual waste declaration are mandatory in Catalonia, and rational resources exploitation practices have been adopted by a high percentage of mines. Abstract: This paper shows a study to find out which technology proves to be the most sustainable to use to build schools in a place where an important shortage of this type of buildings exists. This study searches for the architectural technology which has the least economic, environmental and social impact to solve the need for the urgent construction of hundreds of educational centers in Catalonia, Spain, in the early 2000s. The Integrated Value Model for Sustainable Assessment (Modelo Integrado de Valor para una Evaluación Sostenible – MIVES) has been used in this research to generate a dynamic assessment tool which has been optimized for this case study. To that end exclusively the most significant and discriminatory indicators have been considered: timeframes, initial and maintenance cost; waste, emissions and energy consumption by different life cycle phases; safety, edifice enlargements and function changes… MIVES is a Multi-Criteria Decision Making (MCDM) which includes the value function concept and relies upon seminars by experts. Assigning weights and value functions during these workshops brings rigor and objectivity to the assessment. The resulting tool has been tested analyzing 4 technologies: on site concrete, prefabricated concrete, prefabricated steel and prefabricated timber; in order to obtain their sustainability indexes. This tool has proven very useful assessing these technologies and will also be helpful during decision making processes to choose which technology should be used to build the most sustainable school center. Abstract: The present paper applies and adapts the methodology of integrated assessment focus groups (IA-FGs) in order to understand and analyse the enhancing factors, as well as the constraints which drive or limit the take-off and development of sustainable forest biomass energy systems in a selected large forested area of the Mediterranean basin. Our study provides both quantitative and qualitative data from Catalonia, Northeast Spain. We provide historical trends in forest expansion; an assessment of technological, socio-economic and ecological options of forest management; and plausible scenarios of its future evolution. Results show that while the opportunities and stakes are high, in Mediterranean countries, specific socio-ecologic factors need to be taken into account if forest biomass is to contribute decisively to securing renewable sources of energy in Europe, integrating landscape planning with resource policies or mitigating climate change. Among these key factors identified are property regimes, low productivity of Mediterranean forests and weak institutional capacity. Other elements such as logistics and supply difficulties and the lack of economic profitability of forest products constitute limitations identified in the implementation of bioenergy systems. Technological solutions alone, while important, are insufficient to ensure a prominent role of Southern Europe forest biomass management in the climate, landscape and sustainability energy policy challenge.
