Introduction: Despite a recent drive to increase diversity, the global academic workforce is skewed in favor of authors from high‐income countries, and women are under‐represented in the published medical literature. Objectives: To explore the trends in authorship of three high‐impact otolaryngology journals over a ten‐year period (2011–2020). Methods: Journals selected: JAMA Otolaryngology–Head and Neck Surgery, The Laryngoscope and Rhinology. Articles were reviewed from four issues per journal per year, and data was collected on: time of publication; subspeciality; number of authors; sex of first and last authors; country of practice of first author and country where each study was conducted. Trends were examined though univariate and multivariate logistic regression models. Results: 2998 articles were included. 93.9% of first authors and 94.2% of studies were from high‐income countries. Women were first authors in 31.5% (n = 912) and senior authors in 18.4% (n = 524) of articles. Female first authorship significantly increased between 2011 and 2020 however female senior authorship remained the same. There have been no significant changes in the proportion of published articles from low‐and middle‐income countries (LMIC) over time (p =.65). Amongst the LMIC articles, 72% came from Brazil, Turkey or China and there were no published papers from countries with a low‐income economy (gross national income per capita of $1085 or less). Conclusions: Although female first authorship has increased in the last decade, there has been minimal other demographic change in authorship over this time. High‐impact otolaryngology journals poorly represent academia in low‐and‐middle income countries. The aim of this study is to identify the most prolific countries in the field of special education and to discuss the widespread impact of their papers by taking into account the country's h-index. Through a bibliometric analysis, the data were collected in the Web of Science Core Collection category "Education, Special" in the Social Science Citation Index during 2011-2020. The 25 most prolific countries in the field of special education were determined in terms of paper productivity, and it was seen that the leading country was undisputedly the USA (54.42%). Meanwhile, a strong positive correlation was found between the h-index and the number of papers published by the countries (r=0.864). On the other hand, when the ranking in terms of the number of papers was reconfigured by the h-index, it was relatively changed. The possible reasons for this change for the countries with the most changing rankings were discussed by considering some definitive criteria such as the journal quartiles, the percentage of international and domestic, and the percentage of open access papers. This study reports a positive correlation between the quality and quantity in the field of special education for the publications of countries. It has been shown that where the positive correlation deviates, then especially, the journal quartiles, the percentage of international collaboration and the percentage of open access papers have a significant effect. The bibliometric findings may be useful to enrich the discussion about the widespread impact of papers and debate whether the use of h-index is acceptable for cross-national comparisons.

The higher education efficiency evaluation model using the data envelopment analysis method has interested many researchers. This paper uses bibliometric analysis on publications extracted from the Scopus database to provide a comprehensive overview of research publications on the measurement of higher education efficiency based on data envelopment analysis: its growth rate, major collaboration networks, the most important and popular research topic. A total of 169 related publications were collected and analyzed from 1988 to 2021. The analysis results show that: Publications published every year have increased sharply in the last six years; The quality of publications is relatively high as publications tend to be published in journals with high-ranking indexes; Countries with the most influence in studies on this topic are: Italy, China, Spain, the USA, and the United Kingdom; Authors with the most influence in this research direction are Agasisti T., Abbott M., Doucouliagos C., Avkiran N.K., and Johnes J.; The research cooperation among countries and among affiliations is not strong. Finally, the paper has provided recommendations for future studies based on the findings.

In the face of ongoing school budget cuts, increasing student numbers and national educational policy environments that demand more from schools, like it or not, school leaders are being forced to be much more market-oriented in their thinking and ways of being than at any other time before. A school is an important site for social development, and in some communities in some countries, there may be only one school in an entire community. Nevertheless, as countries continue to grapple with reduced government funding on education, many schools risk the threat of closure. And, as education consumers (parents) and users (students) demand more and better value and results from schools, competition between schools have simultaneously increased. Thus, the environment in which school leaders' work is requiring and fostering entrepreneurial leadership. The findings reported in this paper, derive from a larger sixteen country, five continent study of 61 school leaders on the "Nature of School Leadership". The main conclusions presented in this paper are that, male and female school leaders approach entrepreneurial in very different ways; "national culture" and "national context" significantly influences and shape the work, and thus the attitudes and behaviours of school leaders, who must embrace entrepreneurialism as an essential skill, and a response to changes in school funding arrangements, and the changing role of education in national educational policy agendas.

Characterized by their ability to impact the world order without having superpower status, middle powers contribute significantly to maintaining global stability and fostering notable advancements. The notion of middle powers is longstanding in international relations, with its roots traceable in the writings of the Italian 16th century thinker Giovanni Botero. The literature concerning middle powers is full of debates and considerations about their definitions, characteristics, and objectives. Türkiye and Brazil have been chosen as primary subjects of this study to exemplify the growing role of middle powers as mediators due to their involvement in international negotiations. In this study, the variables having impact on the student motivation have been analyzed based on the articles, conference papers, master's theses and doctoral dissertations published in the years 2000-2017. A total of 165 research papers were selected for the research material and the data were collected through qualitative research techniques through document review and content analysis. According to the research results, the most important factors affecting student motivation are the fields of teacher, teachers' classroom management skills and their teaching methods. In this research, factors having less influence on the student motivation are parental communication, student characteristics and study fields. In addition, relational search type was used more than others, mostly students were selected as the study group and most researches were conducted in USA and Turkey.

Competitiveness on a small and large scale is necessary for growth. A definitive link between the level of competitiveness and growth has been difficult to prove. One of the primary objectives of economic planning is to promote price and exchange rate stability. Entrepreneurialism and productivity also increase the country's export competitiveness. The aim of this study is to test for the convergence in competitiveness and convergence club existence in selected economies. No previous research had tested for convergence in competitiveness using a nonlinear timevarying factor model. This paper provides an overview on convergence in competitiveness and convergence clubs' existence for 42 countries using quarterly data from 1994q1 to 2020q4 testing on competitiveness. Convergence log (t) test results show differences in competitiveness between classified convergence clubs. Russia, Brazil, and Turkey are the clubs (groups of countries) that show a transitional path (convergence in competitiveness) that differs entirely from the rest of the sample. Countries with more natural resources and exogenous monetary policies follow a unique development path to competitiveness. We find no evidence of divergence in countries within the clubs. However, we find a club (group of countries) following a clear divergence path from the other countries (Russia, Brazil, and Turkey). Our findings could potentially explain the increase in divergence in competitiveness across countries after the financial crisis of 2008. [ABSTRACT FROM AUTHOR]

This article maps the scientific production and the contents associated with the sustainable development goals and their integration with universities during the past 21 years. Although many of the topics related to sustainable development goals (SDGs) have been addressed in different studies for decades, it is since 2015 onwards that they gained greater prominence due to the inclusion of higher education as an important actor in the fulfillment of the 2030 agenda and the United Nations SDGs. For the purpose of this paper, a bibliometric analysis of 871 papers, 535 documents in Scopus, and 336 in Web of Science (WoS) from 1998 to 2019 was performed, and the Bibliometrix analysis tool was used. The objective of this mapping is to answer the following research question: Is the integration of the Sustainable Development Goals and Universities a field of study? An analysis of the network of collaborators and trend topics in Scopus and WoS allows us to identify the concurrence and relationships of some keywords, such as sustainable development, sustainability and planning, and some background words, such as humans and global health. In another analysis, the word "higher education" is related to change. This article suggests that the integration of the Sustainable Development Goals in Universities is becoming a field of study under exploration, with a peak of production in 2016 and that has remained stable in the last three years, but thanks to the leading role assigned to Universities, intellectual production should increase in the following years.

Uncertainty about the state of the new global order and the dynamics that govern it permeate academic literature and policy inquiries. In this new world order "picking allies, making friends and containing adversaries [...] promises to be an unclear, ambiguous and delicate process."1 Using Brazil and Turkey as an example, this paper aims to understand how and why emerging countries choose to "partner up." The paper focuses on the growing relations between the two countries in the areas of political and economic cooperation between 2008 and 2012. The theoretical proposal of the paper is to test whether realist or more constructivist explanations can account for the approximation of these seemingly unlikely partners. Background: Patient safety in primary care is an emerging field of research with a growing evidence base in western countries but little has been explored in the Gulf Cooperation Council Countries (GCC) including the Sultanate of Oman. This study aimed to review the literature on the safety culture and patient safety measures used globally to inform the development of safety culture among health care workers in primary care with a particular focus on the Middle East. Methods: A systematic review of the literature. Searches were undertaken using Medline, EMBASE, CINAHL and Scopus from the year 2000 to 2014. Terms defining safety culture were combined with terms identifying patient safety and primary care. Results: The database searches identified 3072 papers that were screened for inclusion in the review. After the screening and verification, data were extracted from 28 papers that described safety culture in primary care. The global distribution of the articles is as follows: the Netherlands (7), the United States (5), Germany (4), the United Kingdom (1), Australia, Canada and Brazil (two for each country), and with one each from Turkey, Iran, Saudi Arabia and Kuwait. The characteristics of the included studies were grouped under the following themes: safety culture in primary care, incident reporting, safety climate and adverse events. The most common theme from 2011 onwards was the assessment of safety culture in primary care (13 studies, 46%). The most commonly used safety culture assessment tool is the Hospital survey on patient safety culture (HSOPSC) which has been used in developing countries in the Middle East. Conclusions: This systematic review reveals that the most important first step is the assessment of safety culture in primary care which will provide a basic understanding to safety-related perceptions of health care providers. This paper compares various macro-prudential and policy tools, set against various aspects of the countries' recent political economies, used by Brazil and Turkey to address some issues currently affecting the more attractive emerging markets: international capital inflows, inflation, and, current account deficits. By looking at two of these vibrant emerging economies, and examining their respective approaches to managing the domestic side effects of increased liquidity in the global financial system, this paper seeks to divine lessons for other policy makers and analysts. The aim of this study was to determine the examination of the researches about the use of technology by fine arts teachers. The study was conducted according to the content and citation analysis model. In this context, Web of Science (WOS) Core Collection indexes were included. In the document scanning in the WOS environment, the keywords 'Fine arts', 'Teachers' and 'Technology' were searched. In total, 169 documents were examined and analysed one by one. They were analysed according to year, document type, WOS content category, country, source title, organisation and citation, authors, publication language and categories. As a result of this research, the first study was conducted in 2004, while the most studies were conducted in 2016. It was concluded that the published studies had the most Proceedings papers as the document type. The area where the studies of fine arts teachers on the use of technology are mostly carried out is Education Educational Research, according to the Web of Science content category. The most researched title in the distribution according to the Source Title field is 'International Multidisciplinary Scientific Conferences on Social Sciences and Arts.' The university with the most studies is Kazan Federal University. The 19 authors who conducted the studies have a large number of studies in this field. It was concluded that other authors had only one study in the field. Again, when we look at the distribution of the countries and documents according to the language of writing, the country with the most studies is China and the language of the documents is English. The area continues to evolve.

This paper investigates the weak form efficiency in the BRIC countries and Turkey with use of autocorrelation analysis, unit root tests, Johansen cointegration and Granger causality test. Monthly data covers the period from July 1997 to December 2013. Our findings indicate the efficiency among the stock markets in the weak form. The empirical findings indicate monthly closing prices of indices follow the random walk procedure. According to Granger causality and Johansen cointegration tests we found the long-run relationship between China and India, also China and Turkey. [ABSTRACT FROM AUTHOR]

Background: COVID-19, SARS and MERS are diseases that present an important health burden worldwide. This situation demands resource allocation to the healthcare system, affecting especially middle- and low-income countries. Thus, identifying the main cost drivers is relevant to optimize patient care and resource allocation. Objective: To systematically identify and summarize the current status of knowledge on direct medical hospitalization costs of SARS, MERS, or COVID-19 in Upper-Middle-Income Countries. Methods: We conducted a systematic review across seven key databases (PubMed, EMBASE, BVS Portal, CINAHL, CRD library, MedRxiv and Research Square) from database inception to February 2021. Costs extracted were converted into 2021 International Dollars using the Purchasing Power Parity-adjusted. The assessment of quality was based on the protocol by the BMJ and CHEERS. PROSPERO 2020: CRD42020225757. Results: No eligible study about SARS or MERS was recovered. For COVID-19, five studies presented cost analysis performed in Brazil, China, Iran, and Turkey. Regarding total direct medical costs, the lowest cost per patient at ward was observed in Turkey ($900.08), while the highest in Brazil ($5,093.38). At ICU, the lowest was in Turkey ($2,984.78), while the highest was in China ($52,432.87). Service care was the most expressive (58% to 88%) cost driver of COVID-19 patients at ward. At ICU, there was no consensus between service care (54% to 87%) and treatment (72% to 81%) as key burdens of total cost. Conclusion: Our findings elucidate the importance of COVID-19 on health-economic outcomes. The marked heterogeneity among studies leaded to substantially different results and made challenging the comparison of data to estimate pooled results for single countries or regions. Further studies concerning cost estimates from standardized analysis may provide clearer data for a more substantial analysis. Due to betrayal aversion, people take risks less willingly when the agent of uncertainty is another person rather than nature. Individuals in six countries (Brazil, China, Oman, Switzerland, Turkey, and the United States) confronted a binary-choice trust game or a risky decision offering the same payoffs and probabilities. Risk acceptance was calibrated by asking individuals their minimum acceptable probability (MAP) for securing the high payoff that would make them willing to accept the risky rather than the sure payoff. Networked movements play a critical role in resisting political intimidation. Two such mobilizations that coincided in June 2013, Turkey's Gezi Resistance and Brazil's Vinegar Uprising, illustrate the tactical and strategic utilization of the Internet. Tellingly, Internet laws were amended in the aftermath of both events. While Turkey's law took the direction toward an authoritarian digital geography for its user-citizens, Brazil's Marco Civil da Internet, first seen as an ideal legal text, did not circumvent commercialization of the local network. While Internet laws were amended in the light of digital capacities revealed by networked movements, Internet Governance Forums -- held in Turkey in 2014 and Brazil in 2015 -- similarly aimed to dispose of digital dissidence, staging an uncanny alliance between transnational digital platforms and local central authorities. In response, counter-events occurred in Turkey and Brazil, entitled 'Ungovernance Forums'. Though the Internet has been celebrated as a democratic architecture of information governed by universal protocols, this paper sheds light on how digital dissidents have been trapped in a tension between governance of the Internet and jurisdictional claims of nation states over their digital geographies. Lost in the popular discourse of the Internet providing a self-governing platform for social communication, have we missed the opportunity to imagine a future? Are we faced with the prospect of a hyper-securitized Internet that instead produces cartographies of authoritarian control that promise not a distributed and generative milieu but the very opposite? The article presents a study which examines the connection between consumer confidence and economic development in Brazil, China, Mexico, Poland, South Africa, and Turkey. Panel data analysis was used by conducting panel unit root and cointegration tests. Two variables were proposed that could play a role on consumer confidence in emerging economies as economic variables. The result was that consumer confidence, industrial production, and stock exchange have a long-run connection in emerging economies.

In the context of open-access (OA) academic publishing, the mounting pressure cross global academe to publish or perish has spawned an exponentially growing number of dodgy academic e-journals charging high fees to authors, often US$300-650, and even triple that amount, promising super-fast processing and publication open-access (OA) online. Jeffrey Beall (Scholarly Open Access, http://scholarlyoa.com) has characterized this phenomenon as "predatory OA publishing," since it is oriented largely to extorting a high fee from authors. This exponential growth in start-up cyber-journals galore of questionable quality and dubious upstart origin is driven largely by the globalization of Euro-Atlantic research cultures into the Global South and lower-income economies everywhere, part of the now rapid internationalization of scientific research (Jha 2011) and "researching under the audit" (Illner 2011: 70), and is potentially a form of "academic racketeering." It tends to attract and exploit lesser-privileged academics, often on "knowledge production peripheries." They are a segment of a hugely expanding global constellation of researchers, in some ways a "research proletariat" (Harvie 2000), many of whom can can least afford the "cyber-services" of these start-up, fee-gouging OA journals. Yet researchers anywhere, including doctoral students and others in an "academic precariat," may be lured to publish there, given a turnaround time of three weeks from submission to acceptance and publication often offered and implemented (Stratford 2012). A certain kind of "market cynicism" (Power 2010) may take hold, where young academics are forced to think of themselves largely in economic terms and the "price" of quick dubious publication. In essential ways, the phenomenon of predatory academic journals is also part of the largely ex-colonial and subalternized "academic periphery striking back" against that Eurodominance of research cultures, involving basic contestations about asymmetrical power and representation and the geopolitics of hegemonic and subaltern knowledge production and dissemination on a global scale, the "coloniality of power/knowledge" (Quijano 2000; Grosvoguel 2008; Jaramillo 2012) within the changing face of biopolitical production and the emergence of a new "common" (Hardt 2010; Hardt & Negri 2009) inside globalized immaterial capitalist production. Racist subtexts about "academic scams based in Africa and South Asia" need to be confronted and avoided. In resisting trends toward corporate, high-cost Western-dominated academic publication, cost-free OA knowledge publication paradigms need to be expanded in the (re)appropriation of a "knowledge commons" under late capitalism. These include arXiv.org, journals like JCEPS, the Forum Qualitative Sozialforschung/Qualitative Social Research (bit.ly/xjc0mD), and more than 7,000 others associated with the Directory of Open Access Journals (www.doaj.org) -- in the spirit of the Imaginary Journal of Poetic Economics (bit.ly/zPYYFJ) and the work of the Public Knowledge Project (http://pkp.sfu.ca), Open Journal Systems (tinyurl.com/2ydklr), SciELO (http://socialsciences.scielo.org/) in Latin America--and other initiatives for "Green OA" in open-access repositories elsewhere. These OA needs to be reconceived in the struggle for a "communism of the common" (Hardt 2010: 140). That re appropriation and its self-organization should become a main goal in confronting and dismantling the regime of monopolistic knowledge control today by giant "knowledge enclosure" corporations like Thomson-Reuters, Springer and Wiley. A key aim of the present paper is to spotlight these "predatory" journals and urge further empirical research. Despite the huge amount of largely bourgeois analysis of OA, there is very scant critical inquiry into such academic journals and their burgeoning conglomerates.
