Motivation: In recent years, research has shown that informal workers and businesses in low‐income countries are increasingly taxed by the state. While rarely a significant revenue source, informal sector taxation in highly informalized economies affects a large proportion of the working population. Under such circumstances the question of whether taxing informal economic activity either improves or undermines state–society relations are still debated, particularly in the case of fragile states whose tax systems tend to be characterized by a high degree of coercion towards poor actors. Purpose: Previous research has tended to focus on tax evasion and how to increase tax compliance in the informal economy. In this article, we aim to explore how informal sector actors in Bamako, Mali, interact with local tax collectors in various ways with varying levels of agency. On this basis, we develop a broader analytical framework for understanding local government–taxpayer relations. Approach and methods: In a case study of Mali, a fragile state with violent conflict and a highly informalized economy, we made use of qualitative research methods with semi‐structured interviews and focus group discussions with different actors in the informal economy. Findings: We find four main modes of interaction: (1) "tax evasion," where individuals evade or minimize their tax obligations; (2) "tax bargaining," where groups with limited political resources negotiate with local authorities; (3) "forced taxation," where disadvantaged groups pay taxes without tangible returns or a voice in protest; and (4) "harsh sanctions" faced by those unable to pay or evade taxes. Informal sector actors show a different capacity for collective action impacting their agency vis‐à‐vis state authorities. Policy implications: The informal sector needs to be unpacked in fragile states, focusing on understanding existing fiscal pressures on different informal actors and their various strategies for navigating tax systems. Zimbabwe has distinct urban nationalist myths stemming from the colonial period—urban modernity and economic exceptionalism. The modernity myth has been constructed from the colonial period and came to be associated with urban order, lifestyle and social mobility. The economic exceptionalism myth refers to Zimbabwe's past exceptional economic performance during the colonial and early postcolonial periods. However, the economic crisis and informalisation from the late 1990s have challenged these myths as neither previous practices of urban modernity nor the feeling of exceptional economic performance is attainable any more. In this context, people in the informal sector reimagine what these nationalist myths mean to them. In particular, they engage in debates about which economic practices are modern enough to be implemented in urban areas, especially in the city centre, and how to identify themselves make a claim to urban modernity. The memory of economic exceptionalism in the meantime acts as a reference point in discussions about future national development. All these translate into the question of legitimacy—of the informal economy and its practices and the government that failed to uphold the modernity and exceptionalism myths. [ABSTRACT FROM AUTHOR]

Objective: This study investigates the impact of remittances on the shadow economy and how domestic institutions, particularly property rights, moderate this relationship. Methods: We employed a quantitative research method using panel data from developing countries from 1990 to 2018. We adopted both fixed‐effects and instrumental variable approaches to address possible endogeneity concerns between remittances and the shadow economy. Results: The results demonstrate that remittances are positively associated with the shadow economy's size. However, this positive effect is weaker in countries with strong property rights institutions. These findings remain robust across alternative measures of key variables and estimation techniques. Conclusion: The results suggest that foreign income in the form of remittances is an important determinant of the shadow economy in recipient countries. We believe that exploring the relationship between foreign sources of income and the decisions of economic actors to enter specific sectors warrants further investigation. [ABSTRACT FROM AUTHOR]

This study investigates the impact of institutional quality and banking competition on shadow economy for 127 economies for the period of 2005–2017. It further explores if institutional quality/competition shapes the relationship differently between banking competition/institutional quality and shadow economy. This paper uses the system GMM estimator to tackle potential omitted variable bias, endogeneity, and simultaneity issues. The findings suggest that overall, greater competition among banks and stricter institutions in the country reduce the size of shadow economy. Furthermore, impact of competition on shadow economy is even stronger in countries with weak institutions and the impact of institutional quality is greater in lower competitive environment. Only severe competition matters for shadow economy in case of developed countries. To sum up the novel findings of this research, competition and institutions complement each other in reducing the size of shadow economy. These findings are robust to different econometric estimators. The findings carry vital policy implications for the governments and regulators to play their part in reducing the shadow economy. Considering the ongoing, record‐setting migration in the Global South, this paper explores the values, principles and ethical tensions of Venezuelan migrants in the informal economy of Colombia. We found that migrants frequently prefer to stay within the informal economy as a way of preserving their identities, values and principles, rather than adopting those of their new country. This choice sets up ethical tensions for the migrants and their host countries. Our analysis challenges the current policy goals of transitioning migrants from informal to formal economies as a mark of success and inclusion. Instead, we attempt to recognize the migrant voice and their agency capacity through our research using focus groups and applied thematic analysis (ATA) of popular music and narratives. Our findings broaden the understanding of why migrants choose to stay in the informal economy and challenge policy goals that focus on inclusion and integration of migrants into formal economy. In developing countries like India, the majority of the workforce is informal. There is no specific study about the important factors that influence the consumption expenditure of informal workers working in urban areas. The purpose of this paper, thus, is to identify the determinants of the consumption expenditures of urban informal workers, and the same is explored with respect to migration and gender. In this regard, a primary survey was conducted at the household level of the informal sector workers following the method of multi‐stage stratified sampling. The method of analysis of variance and a binary logistic regression model is employed. The inferences of the study explained that the expenditure pattern of the informal worker depends on socio‐economic factors—age group, income level and essential commodities like milk, kerosene, oil and child education. The study also highlights the fact that the informal workers are dragged into the web of a vicious circle of poverty due to a higher level of consumption expenditure than income and demonstrates the effect of betel‐tendu leaf mini cigarette‐tobacco‐alcohol. Hence, it is desirable that the policymakers should frame a regulated subsidised pricing policy for essential commodities as well as increase the minimum wage rate in order to strengthen the basic consumption expenditure of the informal workers. Subcontracting relations have often been considered a key channel to facilitate growth in traditional informal enterprises and enable them to transition into larger, modern enterprises. Such relations are expected to strengthen with economic growth. Using nationally representative survey data for the Indian informal manufacturing sector, this article examines the nature and patterns of subcontracting linkages for informal family‐based household enterprises over the high‐growth period of 2001–2016. The article estimates the net accumulation fund (NAF) for these enterprises, which measures their ability to accumulate, and studies the transition possibilities of subcontracted enterprises over time. Results show that the NAFs of subcontracted enterprises remained much lower than those of non‐subcontracted ones, with the disparity growing over the growth period. A vast majority of subcontracted household enterprises are embedded in relations that are akin to a traditional putting‐out system, with little control over their production processes. Female‐owned enterprises and those located within the household are more likely to be in such put‐out relations. Average NAF for put‐out household enterprises has been lower than for relatively autonomous subcontracted and non‐subcontracted firms, although over time the gap in NAF between put‐out and non‐put‐out firms, and thus their differential ability to transition, has narrowed. The prevailing nature of subcontracting relations in India's informal economy, even during the peak growth period, appears to be starkly different from the dynamic linkages that are celebrated in the literature as a channel for facilitating growth and transition. Motivation: Formal social protection systems, such as health insurance and representation, are often biased in favour of formal workers, thereby excluding most of the world's working population who make a living in the informal economy. Purpose: The article extends existing critiques of formality bias by investigating the reality of work for people in the informal economy in Kenya and Tanzania and analysing related social protection challenges. Specifically, we look at: (1) the governance of work; (2) the organization of work relations; and (3) collective agency. In terms of social protection, we focus on formal and informal forms of social insurance and representation. Methods and approach: We draw on interview and survey data from people working in micro trading, transport, and construction in Nairobi and Kisumu in Kenya, and Dar es Salaam and Dodoma in Tanzania. A total of 1,462 workers were surveyed and 24 focus group discussions were held with such workers. Interviews were conducted with 120 key informants: leaders and members of informal workers' associations in the three sectors, as well as representatives of authorities, trade unions, and business associations. Data were collected from June 2018 to December 2019. Findings: Formal social insurance and representation do not fit the real experience of most people working in the informal economy. They have been modelled on and designed to support workers in formal standard employment relations. At the same time, informal workers' associations play important roles in meeting—albeit inadequately—the social insurance and representational needs of their members. Policy implications: Meaningful engagement with the reality of work and collective agency in the informal economy is necessary to inform more appropriate policies and measures to provide informal workers with appropriate social protection measures, particularly social insurance and representation. What is the relationship between trust in the state and vaccine hesitancy among a marginalized sub‐population? This article explores attitudes towards COVID‐19 vaccination programmes of informal workers in the context of Lahore, Pakistan, and draws on in‐depth conversations with informal workers across four sectors in 2021. It finds a surprising disconnect between vaccine scepticism and actual decisions to have the vaccination. Those that were vaccinated did not necessarily believe in its effectiveness, while trust in the state did not critically shape health‐seeking behaviour. The article observes striking sectoral variation in perceptions of the pandemic and willingness to get vaccinated, with greater scepticism and hesitancy among male‐dominated street vendors and transport workers relative to females working as home‐based sub‐contractors and domestic workers. It argues that this is driven by workers' heterogeneous access to and interaction with work and public space, which shaped how they experienced lockdowns, interacted with the state and other actors during the pandemic and perceived the risks of the pandemic. The article's findings highlight heterogeneous dynamics within the informal economy, which it refers to as the gendered geographies of work and movement, and how these can play a critical role in shaping responses to public health measures beyond the context of the informal economy. Reducing carbon emissions is critical to achieving a carbon‐neutral world according to the Glasgow Climate Pact, but production, and thus carbon emissions, must continue to meet the needs of the world's growing population. Minimizing carbon emissions per production, that is, increasing carbon efficiency is one way to support the Sustainable Development Goals. Therefore, studying the determinants of carbon efficiency for China, the largest global polluter, is important for zero carbon goals. To this end, this study examines the effects of the shadow economy, globalization, trade openness and urbanization on carbon efficiency using novel dynamic autoregressive‐distributed lag simulations for China during 1990–2018. The empirical results illustrate that (i) the environmental Kuznets curve (EKC) hypothesis is not valid; (ii) Shadow economy, trade openness and urbanization reduce carbon efficiency and (iii) Globalization enhances carbon efficiency. Based on these results, it is suggested that the Chinese government should combat the shadow economy to increase carbon efficiency, regulate unplanned and polluting urbanization in a green manner, reduce carbon intensity in foreign trade, and benefit from environmental technologies provided by globalization. A central concern over global value chains (GVCs) is whether the integration of national firms into GVCs exacerbates income inequality within countries. However, despite decades of research, the distributional consequences of GVCs remain unclear in the empirical literature. Drawing on panel data from 96 countries between 1980 and 2013, we examine the effects of GVC integration on market income inequality and whether national labour regulations moderate these effects. We find integration increases inequality in the global North and South. More importantly, we find labour regulations amplify the inequality effects of integration in Southern countries by expanding the size of the informal sector while suppressing these effects in Northern countries by promoting unionization. This suggests institutional power from national labour regulations may enhance the bargaining power of labour in the North through increasing collective resources while disempowering labour in the South through reinforcing labour market segmentation between formal and informal sectors. Motivation: In the analysis of the relationship between the labour market and crime, the variable that comes from the labour market is generally the unemployment rate. However, there are labour market characteristics that are more significant than unemployment, such as labour informality, in the context of violent crime in low‐income and middle‐income countries. Purpose: This article aims to estimate the spatial and economic relationship between homicides and labour informality by neighbourhood in Cali, the city with the highest homicide rate currently and historically in Colombia. Methods and approach: Using administrative data and a unique survey of formal and informal labour market conditions, we estimate a Spatial Durbin Model to capture the spatial endogeneity of the relationship between homicides and the labour market in the city's neighbourhoods. Findings: The main results show evidence of the positive spatial and economic relationship between labour informality and homicides in the city's neighbourhoods. In addition, the bulk of this effect occurs in some hillside settlement neighbourhoods with characteristics associated with acute labour informality. Policy implications: We propose a social and economic development programme to improve the conditions of the informal labour market and therefore achieve a reduction in homicides in specific areas, such as city hot spots found in our spatial results. Motivation: The development of human capital is a priority for most nation states, accelerated by the COVID‐19 global pandemic. In the context of reimagining a "new normal" post‐COVID, we reconsider the concept of human capital, and focus on knowledge, skills, and training of individuals in order to capture aspects of inclusive development. Purpose: This paper shows how the perspective of women, informal sector workers, representing some of the most marginalized workers in society, informs and improves our understanding of human capital and its development and utilization. Methods and approach: Our findings are derived from field‐based research conducted over the summer of 2021 in which multiple (virtual) focus group discussions (FGDs) were held with selected members of the Self‐Employed Women's Association (SEWA) in India. Findings: Through our FGDs, the participants provided new perspectives and insights into our knowledge of human capital, emphasizing the importance of social protection programmes, gender equity, ongoing training opportunities, decentralized supply chains, and income security. Perhaps most significantly, the benefits accrued to women through being organized have been key to unlocking their human capital potential. Policy implications: Our research highlights themes that are often overlooked in the literature or are beyond the scope of more narrow conceptualizations of human capital. We show that human capital is tightly interwoven with other forms of capital (community assets), and hence efforts to build the former cannot be achieved in isolation from attending to the latter. Summary: Motivation: In recent years, governments in low‐income countries have increasingly introduced taxes on mobile money transfers. These are often explicitly promoted as a way of taxing informal economic activity, but critics have noted their potential negative impact on lower‐income groups and specifically those in the informal sector. Yet there is virtually no evidence base on the effects of mobile money taxes on informal workers. Purpose: This article assesses how informal workers in Accra, Ghana, use mobile money and how they perceive Ghana's Electronic Transfer Levy (E‐levy), introduced in May 2022. This provides a particularly interesting case study to explore the equity implications of the tax, as the policy was explicitly justified as a way of taxing the informal economy but also includes measures to limit the tax burden on lower‐income groups. Methods and approach: The article uses data from a survey of 2,700 self‐employed informal workers in the Accra Metropolitan Assembly to capture citizen perceptions of the policy and to examine the likely impact of the E‐levy on informal workers with reference to equity. Findings: Overall, our results suggest that the E‐levy is highly regressive. Further, we show that most informal workers disapprove of the E‐levy, reflecting not just concerns about its equity impacts, but also disappointment with the government's performance. Policy implications: Our findings suggest that taxes on digital financial services should be reconsidered from an equity perspective. While some policy measures, including those undertaken in Ghana, can protect low‐income earners, they are often insufficient to counteract overall regressive impacts. Where they are implemented, social spending from the revenue from these taxes should target low‐income populations in the informal economy, while governments should focus on building trust among informal workers with regard to revenue raising and spending. This paper considers an alternate dimension of government institutions associated with the separation of powers between government and its central bank. A more independent central bank is consistent with greater institutional quality and constraints on government. We propose that central bank independence influences the prevalence of the shadow, or underground, economy. Using cross‐country panel data for over 100 nations over the period 1991 to 2012, the results from instrumental variables techniques show that central bank independence curbs underground economic activity. Furthermore, considering different dimensions of independence, we find that independence related to central bank CEO, policy formation, and central bank lending are effective at checking the shadow sector. Overall, these findings are robust to a different measure of the underground economy, correcting for the potential influence of outliers, controlling for the impact of additional factors, accounting for heterogeneity related to the level of development, and considering the heterogeneity related to the prevalence of the shadow sector. The main implication of the results is that nations seeking to reduce the prevalence of the underground economy would benefit from policies that promote central bank independence. Summary: Motivation: Urbanization and the increasing number of double‐income households has led to a rise in demand for domestic workers in many African countries. With a population of over 75% people below 30 years of age, young people's unemployment is a major challenge for Uganda. Approximately 90% of young people work in the informal economy. Domestic workers' informal employment is unregulated and precarious. Purpose: The article examines the role of social and gender norms in voicing and formal reporting of sexual harassment. It demonstrates the intersecting risk factors that create exposure to sexual harassment, challenges relating to voicing, as well as how restrictive norms are reproduced by other actors. Methods and approach: The study adopted a qualitative research approach; desk review, qualitative, and visual methods. Primary data collection included safety audits and body mappings with groups of live‐in domestic workers and firm workers, and in‐depth individual interviews with domestic workers. Safety audits discussed forms of harassment and response mechanisms while the body mappings focused on language. Findings: Isolated working conditions increase the risk of experiencing sexual harassment and limit avenues for reporting. Social and gender norms undermine domestic workers' ability to report it formally. The culture of silence and notions of victim blaming, stigmatization, and lack of a language that raises matters of sexual harassment all hinder women's voice towards self‐care and justice. Social and gender norms contribute to the persistence of sexual harassment through its normalization. Policy implications: Domestic work should legally be recognized as work and labour laws need to extend to domestic workers. Workplace sexual harassment policy needs to extend to all workspaces, regardless of the number of employees. Domestic workers need better access to information, co‐workers, and associations, for instance through information technology. Summary: Motivation: Sexual harassment of women in the workplace is considered to be one of the reasons holding back women from entering work and a major reason for women dropping out of work in Bangladesh. However, paid work is an important pathway to empowerment. To enable and sustain women's entry into the formal sectors of the economy, it is important to understand their voice and agency in preventing workplace sexual harassment and from the obstacles they face in doing so. Purpose: The article explores how language and social and gender norms constrain young women's voice and agency in response to sexual harassment. Our research asked how language, gender norms, and informality in work arrangements influence young women's voice and agency in response to sexual harassment at work. Methods and approach: Based on case studies with factory workers in agro‐processing firms in the outskirts of the capital, Dhaka, 21 in‐depth interviews were carried out, supplemented by participatory techniques of gender safety audits and body mapping. Findings: I show the informal nature of formal workspaces and the failure of formal institutions which create precarity for the women working there. Young women's experiences, perceptions, and articulation of sexual harassment and attempts at prevention or redress are determined by gender norms and how these norms influence the factory workspace and interactions with others in that space. I argue that sexual harassment is normalized, formal complaints mechanisms do not work, and so informal means aligned with social norms may be the only option available. Policy implications: The policy implications of the research include the need to recognize the informal mechanisms being used and the importance of developing a common language that will allow the "victims" to speak openly about their experiences and make complaints, increasing access to and confidence in formal complaints mechanisms and developing young women's civic and political capacities to protest harassment and seek redress. This paper investigates the everyday lived realities of Southeast Asian migrant workers who left the formal sector of the labour market and entered the informal agricultural sector before and during the COVID‐19 pandemic in Taiwan. Drawing on observations of migrants' daily lives and farm work and 19 in‐depth interviews, it delves into migrants' subjective experiences of vulnerability, paternalism, exploitation, and control at work due to a lack of legal protection and the illegality of their employment. Although the literature has identified a link between 'running away' from formal employment and seeking freedom, this research suggests a continuum between experiences of work in the formal and informal economic sectors. The paper sheds new light on mobility, work, illegality, and informality and how these have constantly shaped 'runaway' workers' subjective experiences of freedom and unfreedom during the pandemic. Using time series data from Uganda covering the period from 1991 to 2017, this paper applies autoregressive distributed lag bounds testing approach to examine the long‐ and short‐run relationship between education and the shadow economy. We find evidence of the long‐run relationship. The results indicate that an increase in both primary and secondary school enrolment significantly reduce the size of the shadow economy in the long run, all else equal. The above relationship is robust to alternative specification and estimation methods. We also uncover bidirectional causal relationship between education and the shadow economy. In the short run, increased school enrolment reduces the shadow economy but in an insignificant manner. At the policy level, the existence of a negative relationship between education and the shadow economy suggests that mitigating informality requires reforming education system to address issues of quality. Additionally, addressing informality may require improving the economic and financial environment so that the needs and obstacles faced by individuals and or businesses are handled. Furthermore, reforming the political and institutional environment may go a long way into mitigating the expansion of the shadow economy in Uganda and Africa in general. [ABSTRACT FROM AUTHOR]

Extending health insurance coverage to informal sector populations remains a major challenge toward achieving universal health coverage. This study aimed to fill the gap in the literature by examining barriers to enrollment in National Health Insurance Scheme (NHIS) among informal sector workers in Nigeria. Data were drawn from the 2018 Nigeria Demographic and Health Survey. The study population comprised of men (n = 10,163) and women (n = 22,216) working in the informal sector. Bivariate and multivariate logistic regression were used to examine barriers to enrollment in NHIS. Results show that the majority of men (98.9%) and women (98.6%) were not enrolled in NHIS. Age, gender of household head, educational level, socioeconomic status, geopolitical zone, distance to a health facility, frequency of reading newspapers or magazines, and watching television were significantly associated with non‐enrollment in NHIS. Findings suggest that enrollment in NHIS in Nigeria is very low. Additionally, there are significant barriers to enrollment. There is a need for governments and policymakers to address these barriers. The use of voluntary prepayments from informal sector workers as a strategy to extend health insurance coverage has not been effective. This study investigates the influences of economic uncertainty and Internet usage on the informal economy. Notably, the study focuses on the effects of the association of economic uncertainty and Internet usage on the informal economy. The empirical analysis is carried out for a global sample of 124 economies from 1996 to 2017. Applying different estimates and different robustness checks, the results are consistent and robust. Internet usage leads to a decline in the shadow economy, while economic uncertainty has the effect of increasing the shadow economy. Interestingly, the positive influence of economic uncertainty on the shadow economy is likely exacerbated by Internet development. Lastly, analyses for several subsamples by time periods, income levels, and regions reveal additional findings. The negative impact of Internet usage on the shadow economy is consistent across income groups, regions, and time periods, except for a surprising positive impact in North America. The positive impact of economic uncertainty is also consistent in most income groups but more dominant in a period of low economic uncertainty. Interestingly, economic uncertainty is found to have a negative impact on the informal sector in low‐income economies and Sub‐Saharan Africa. Overall, the results have an important implication: Increases in economic uncertainty motivate economic agents to move to informal sectors, and this is supported by information technologies. The purpose of this study is to analyse the impact of the informal economy on bilateral exports in sub‐Saharan African countries. We use a gravity model, to which we add indicators of the informal economy and indicator variables for different economic regions. The study used Pseudo‐Poisson Maximum Likelihood (PPML) and Heckman estimation techniques on data from the period 2002–2018. The results show that the informal economy has a negative impact on bilateral inter‐community exports and a positive impact on bilateral intra‐community exports. These results thus support the idea that the informal economy can accelerate the integration of regional economic communities and ultimately facilitate the establishment of bilateral export free trade areas at the continental level. In this paper, we critically examine the gendered impacts of climatechange related extreme events upon workers in the Hindu Kush Himalayan region. Climate change impacts disproportionately affect the livelihoods of women engaged in informal work like weaving from their homes and street vending. Existing research suggests that women are more likely to be among the most vulnerable in such extreme events as well as are vital agents to develop climate resilience within their communities. We draw upon unique quantitative and qualitative data to critically examine the lived experiences of female informal workers from Leh, Ladakh (India). Drawing on the work of Duchek (2020), we explore how women informal workers navigate their daily strategies of anticipating, coping, and adapting toward climate change. From this analysis, we offer novel empirical evidence about gendered climate resilience and suggest broad recommendations for building climate resilience within mountain communities. Summary: Motivation: There are three puzzling features of sub‐Saharan African tax systems: tax administrations maintain records on vast numbers of small enterprises that actually provide no revenue; they continually invest resources into registering even more of these "unproductive taxpayers"; and discussions about taxing small enterprises are framed by the ambiguous, misleading concept of the "informal sector." Purpose: To make sense of these separate puzzling practices and narratives by exploring the synergies between them, and the broader organizational and political interests that they serve. Methods and approach: There is little statistical or sociological information on the functioning of national tax administrations in sub‐Saharan Africa. The analysis is based on the results of recent research; along with a thorough search for useful data; my own extensive interactions with African tax administrators and relevant international organizations; and a sensitivity to the political dimensions of taxation. Findings The three features of tax systems that are individually puzzling make sense when examined holistically. The continual drive to register more taxpayers provides an unduly favourable impression of the extent of policy and managerial efforts to collect more revenue. The informal sector narrative locates the apparent cause of revenue scarcity in the alleged undertaxation of small enterprises and poorer people, and thus helps divert attention from failures adequately to tax more privileged Africans and larger enterprises. Policy implications: Be very wary of claims that it would be a good idea to invest resources in registering large numbers of new taxpayers in sub‐Saharan Africa. Summary: Motivation: The provision of health insurance is a public policy response to address the problem of catastrophic health expenditure, which leads to deprivation. Studies show a low uptake of health insurance among informal workers, but the focus has been on understanding enrolment behaviour. Little attention has been paid to understanding inactive membership among informal workers. Purpose: This article asks why informal workers in Kenya are abandoning health insurance schemes. It uses micro‐traders as a case study to understand inactive membership among voluntary contributors in Kenya's national health insurance scheme. Methods and approach: Based on primary data combining qualitative and quantitative methods, the article compares inactive members with active and non‐members to identify factors contributing to inactive status. Findings This article contends that unmarried voluntary contributors who consider themselves to be healthy and are own‐account workers with low and irregular earnings are more likely to drop out of the scheme. The key drivers of "inactiveness" are the inability to commit to the payment of regular premiums, due to the irregularity of earnings, the change of employment status from formal to informal, and dissatisfaction with scheme services. Policy implications: Since unmarried, "healthy," voluntary contributors are more likely to drop out, this creates problems of adverse selection in cases where the scheme retains "unhealthy" members, who are more likely to claim benefits. When "healthy" members drop out, this may force the scheme to increase the level of premiums, since contributory schemes rely on members' contributions. Although there are many studies on informal workers juggling multiple jobs, how workers differentiate their jobs economically and morally is less examined. Based on 18 months of fieldwork among urban middle‐class entrepreneurs in Brazzaville, this article argues that entrepreneurs in the informal economy work on multiple projects that complement each other in terms of economic gains and moralities, a pattern I call "patch‐work." Some projects are pitched in entrepreneurial competitions to gain funds, awards, and training and traveling opportunities. Others can generate more stable cash flows to support other projects. Yet others are not for profit but rather to expand one's social network. Despite being unable to generate income quickly, projects deemed entrepreneurial are kept for years, as they have high moral value. Thus, rather than simply maximizing profits, an entrepreneur in the informal economy "patch‐works" to pursue economic, social, and moral goals at the same time. Moreover, the moral values are highly diverse and debated among the entrepreneurs, showing that they cannot be reduced to a single logic. Patch‐working shows that, rather than passively coping with precarity or following neoliberalism, some working in the informal economy actively construct their working patterns to meet their multifaceted pursuits. This article contributes to contemporary ethnographies concerning poverty and digital financial inclusion in Europe. More specifically, it explores how poor Roma families engage with digital banking cards at home in Romania and when they travel to work in the informal economy in Denmark. The analysis conceptually unfolds "access" as a framework for financial inclusion and applies it to an empirical case of three brothers in a Roma family. On this basis, the article argues that cashless initiatives can, perhaps unintentionally, be a driving element in new practices of social exclusion. Without a comprehensive approach toward ensuring "de facto access" for the marginalized communities, which takes all dimensions of access into account, digital financial initiatives can potentially push them further to the periphery of the global economy. The Community‐Based Health Insurance (CBHI) scheme was introduced in Ethiopia to overcome the population's over‐reliance on direct out‐of‐pocket expenditures for health care and the associated low level of health service utilization. CBHI is an advance payment arrangement, established on the household level, and targeted mainly at informal sectors in rural areas. After a successful 3‐year pilot implementation, the Ethiopian government decided to expand the CBHI scheme implementation. It has received wide interest among community members, especially those living with chronic diseases and perceived impaired family health status. Low enrollment to the scheme was the barrier to its initial expansion due to limited awareness and misconceptions about the program, financial constraints to paying premiums, and dissatisfaction with the health services. The evaluation of CBHI scheme implementation and future implications in Ethiopia could be better seen from both the learning experience during the implementation process and achievements of the policy objectives. The banking sector of the emerging economies is continuously confronted with the puzzle of non‐performing loans (NPLs). To solve this puzzle, researchers have investigated various determinants of non‐performing loans; however, the issue persists. The current study explores the impact of the shadow economy, institutional regulatory framework, government stability, and corruption on NPLs among emerging economies from the period 2000–2017. We have employed a novel dynamic common correlated effect (DCCE) model to estimate the long‐term relationship, which produces reliable estimates in the presence of cross‐sectional dependence (CSD). We found that the shadow economy, institutional regulatory framework, and government stability negatively influence NPLs, whereas corruption is positively associated with NPLs. It implies that a 1 per cent increase in the shadow economy, institutional regulatory framework, and government stability reduces NPLs by 0.06 per cent, 0.81 per cent, and 1.87 per cent in emerging countries. The study also highlights that ignoring the issue of CSD in panel data provides unreliable estimates. It is an original work and provides reliable estimates in understanding the implication of shadow economy, institutional regulation, and corruption on NPLs among emerging countries. Food insecurity is one of the rising problems in Bangladesh, and it is severely prevalent among informal migrant workers. In this case, the COVID‐19 pandemic has multiplied the food insecurity of informal migrant workers. This study explores and synthesizes the COVID‐19 induced food insecurity impact among informal migrants and recommends policy actions to tackle the COVID‐19 led food crisis in Bangladesh. A qualitative research approach, including in‐depth interviews, four FGDs, and participant observation, has been applied to data collection from different parts of Dhaka city. A thematic approach to interpretive phenomenological analysis is followed in this study. The results show that COVID‐19 induced lockdown significantly affects informal migrants' household food security. Most participants report severe complications due to food insecurity like consuming less food, price hiking, no fish or meat, potato, and vegetable. Food insecurity leads to migrant's chronic food shortage, starvation, malnutrition of mother and children, and unhealthy food. As a result, the way of life of informal migrants has been directed to more fragility and vulnerability during the pandemic; even they are not affordable to maintain a minimal level of family affairs and necessity. The findings of this study would be essential guidelines for the governmental and non‐governmental organizations and development practitioners to address the food insecurity situations. This paper aims to analyze the effect of information and communication technology (ICT) diffusion on the shadow economic activities in Africa for the period from 2000 to 2015. To this end, we use a panel data model on a sample of 48 countries. The results obtained show that the diffusion of ICTs, especially mobile telephony and the Internet, negatively and significantly affect the size of the shadow economy in Africa. The level of education, capital stock, economic growth, and financial development also contribute to reducing the size of the informal economy in Africa. However, our results suggest that informal activities are motivated by the abundance of natural resources and migrant remittances. Robustness checks are done through the system generalized method of moments and a change in the measurement of the shadow economy confirms the validity of the results. We recommend to decision‐makers to implement public policies facilitating the access and the use of new telecommunications tools and services and to improve the institutional framework to encourage private economic agents to invest in formal activities. This article challenges the role of COVID‐19 crisis narratives in shaping social policy choices in Africa. The COVID‐19 pandemic has focused attention on Africa's vast informal economies, both as a symbol of the continent's intense vulnerability to the ravages of the pandemic, and as a puzzle in the face of the uneven and limited effects of COVID‐19 across the continent. Indeed, an examination of statistical and documentary evidence reveals an inverse relationship between COVID‐19 fatalities and the size of African informal economies, and a perverse relationship between best‐practice COVID social protection responses and levels of COVID‐19 mortality. Scrutinizing the evidence behind African COVID‐19 crisis narratives raises questions about the ability of donor‐led digitized social protection paradigms to address social needs in highly informalized, low‐resource environments. This article highlights the role of crisis narratives as an exercise of power geared to remastering, homogenizing and reimagining African informal economies in ways that facilitate particular types of development intervention, sidelining alternative, more socially grounded policy perspectives. Through a closer examination of historical and contemporary realities in Africa's vast and varied informal economies, the article highlights the need to decolonize social policy by privileging local needs and policy perspectives over global policy agendas in the interest of transformative rather than palliative policy responses. This paper explores the association between the informal economy and the adoption of central bank digital currency (CBDC) by end users, namely households and businesses. Our findings suggest that CBDC may not be widely accepted by end users in the presence of a sizable informal economy in which cash is the primary method of payment. CBDC can decrease informality, but this effect becomes weaker in countries with larger informal economies. Tax reduction and CBDC interest rates can be useful tools to promote the adoption and effectiveness of CBDC, leading to a reallocation effect between formal and informal sectors. This paper seeks to analyse agrarian class relations in Sangli, a village in Rewari district, southern Haryana, in light of the linkages of agricultural households with non‐agricultural economic activities. I find that better‐off households that are primarily dependent on agriculture are the most likely to re‐invest in agriculture. Agricultural surpluses allow upper caste landowning households to diversify into businesses or formal employment; alternatively, landownership provides a failsafe against precarious daily wage work, which is the only type of work available to lower caste landless households who lack economic and social capital. The COVID‐19 pandemic has brought overwhelming challenges to developing countries which are already resource‐constrained and lack adequate social safety nets. Specifically, lockdown has adversely impacted marginalized communities (e.g., labourer, fish wholesaler and small business owner) and informal sector employees who rely on meager daily wages for their survival. Set in the contested climate of the emergency response to the COVID‐19 outbreak in Phulbari, Dinajpur, Bangladesh, we examine the early response of the community to the pandemic. Drawing on 24 in‐depth interviews with members of this community, we find that the existing central and regional government structure has failed to deal with the crisis. The growth and sustenance of firms are primarily determined by their productivity and efficiency. However, the productivity analysis has generally been skewed toward formal enterprises in the extant literature. For developing countries that characteristically have a greater share of informal employment, understanding the theoretical foundation of informal productivity and the proposed remedies could be the grounds for further research and deeper thinking for enhanced productivity. The central question of this paper is formulated on how a combined theoretical approach on the characteristics and location of firms could enhance knowledge on the hindering and promoting factors of productivity and efficiency among informal enterprises. Using the PRISMA methodology, 141 theoretical and empirical studies were reviewed, which revealed a central role of local and national governments in providing enabling infrastructure for the informal economy. It was found that factors like knowledge sharing, capitalisation, improved credit sector, geographical concentration, and decongestion of industrial clusters could promote productivity among informal producers. It, therefore, falls on various stakeholders to plan and execute policies on infrastructure, land‐use policies, tax, and credit that simultaneously lessen the inherent constraints of informality, while enhancing enablers of production. In accordance with the 2030 UN Sustainable Development Goal 9, this study probes the impact of information and communication technology (ICT) on shadow economy in West Africa. The study is based on 12 countries in the period of 1996–2017. We augment the least‐squares dummy variables with Driscoll and Kraay's (1998) panel spatial correlation consistent (PSCC‐LSDV) to estimate the model, while the instrumental variables based on fixed effects (IV/FE) estimation technique and the novel method of moments quantile regression (MM‐QR) are used for robustness checks. Dumitrescu and Hurlin's (2012) panel causality test is employed to examine the causal direction. The results show that ICT reduces shadow economy in the West African region. In addition, the results of panel causality show that there is a bidirectional relationship between shadow economy and ICT variables in the West African region. This implies the two variables can be used to predict each other. Summary: Motivation: The Sustainable Development Goals targets include decent work for all by 2030 but progress in sub‐Saharan Africa has been slow. Over the past five years, the platform work sector (e‐hailing platforms in particular) has expanded considerably on the continent, providing work opportunities to the growing urban populations. The quality of this work, however, is heavily contested. Purpose: We deepen and extend our understanding of the gig economy in sub‐Saharan Africa and assess its potential for creating decent work. Our unique contribution lies in looking at the gig economy in comparison to the local threshold (the informal economy) as opposed to wage employment. Methods and approach: We first review the literature on the gig economy, the informal sector, and decent work in low‐ and lower‐middle‐income countries. We then draw on a case study of e‐hailing in Lagos, Nigeria, to assess the sector's potential to create decent work. We discuss our findings against the four pillars of the International Labour Organization's Decent Work Agenda: productive employment, labour standards, social protection, and social dialogue. Findings: We find that e‐hailing platforms may offer certain gains compared to regular taxiing in the informal sector but these are context‐ and platform‐specific. Examples include access to insurance, credit, and cash transfers. Gig work remains embedded in the informal economy: it is unregulated and does not abide by labour standards nor offer social protections. We also find evidence of well‐organized labour movements. Policy implications: E‐hailing may be productive work, as platform intermediation facilitates outreach and matching, translating into increased wages. This happens with the added cost of longer working hours in the absence of labour standards. We propose exploring the role of digital records kept by platforms (e.g. income volume and regularity, or customer ratings data) to facilitate the progressive transition of transport workers towards formality. We investigate the relationship between digitalization and the shadow economy in 42 African countries using unbalanced panel data from 2003 to 2016. We begin by drawing on modernization theory to hypothesize that digitalization efforts in African economies represent an augmentation of public service delivery as well as a channel through which the size of the continent's informal economic activity might be reduced. We employ the fixed effects estimation technique as its baseline estimator while correcting for potential endogeneity concerns using an instrumental variable two‐stage least squares technique. We show compelling evidence that digitalization is associated with a decrease in the size of the shadow economy in Africa. However, evidence of a larger influence is driven by the availability of telecommunications infrastructure and the expansion of government online services. These findings suggest that policymakers should invest more in digital technology to formalize Africa's hidden economic activity, particularly to fill the post‐COVID‐19 financing gap. The prevalence of the ideal worker norm and the unwillingness of organizations to acknowledge the transition to fatherhood as a life‐changing event are key factors that continue to inhibit men who pursue greater involvement as parents. This article applies fresh theoretical perspectives that influence the situated agency of new fathers in the workplace. It argues that informal structural conditions at organizational level, specifically the organization of working time (materialized by the influence of organizational rhythms) and the difficulty of articulating a caring masculine identity are factors that significantly contribute to the debate on fathers' reluctance to embrace involved fatherhood. Drawing together the issues discussed above, the article presents a conceptual model, which argues for a recursive relationship between fathers' ability to achieve involved fatherhood and these structural conditions in an organizational context. Summary: Motivation: Around 80% of milk in Kenya is marketed informally, providing livelihoods and contributing to the food security and nutrition of low‐income consumers. Government policy, however, is focused on formalization—primarily through licensing and pasteurization—with enforcement via fines, confiscation of milk, or closing the premises of informal actors. Purpose: This article seeks to better understand if, and why, Kenya's informal milk sector and regulatory system are disconnected from one another and how the policy–reality gap might be better bridged. Methods and approach: To understand the nature and performance of Kenya's informal milk markets and their governance, we used a mix of research methods and data sources, including surveys with informal market players, and key informant interviews with key sector stakeholders. Fieldwork was carried out in Nairobi in late 2018. Findings: Milk safety and quality matters to all actors in informal milk value chains. The trust‐based system used is effective in moderating behaviours and assessing and prioritizing quality and safety. Government policy is not accomplishing the stated goal of formalization: licensing levels remain low among informal actors. Pasteurization is not rewarded in the market. There is some evidence of suboptimal pasteurization processes being undertaken to satisfy regulators. There is a gap between the reality of Kenya's informal milk sector and its regulatory system. Policy implications: The regulation–reality gap manifests itself as adversarial relationships between regulators and informal actors, and unnecessary transaction costs, missing opportunities for enhancing livelihoods, food safety, and food security. New approaches should build on and consider existing approaches taken by actors in informal food markets to ensure food safety and quality. In developing countries, there has been a surge in the size of the informal economy in recent years. However, the effect of monetary policy on the informal economy and informal economy responses to shocks from the formal economy is yet to receive empirical attention. Our study aims to explore monetary policy effect on the informal economy and response to shocks in the formal economy in Nigeria for 48 years (1970–2018). Using Autoregressive Distributed Lag and Impulse Response Function, we examined empirically how various monetary policy instruments affect the informal economy and responses to shocks in the formal economy. Our result indicates that credit to the private sector along with the exchange rate had a positive and significant effect on the informal economy both in the long run and short run. The estimate further indicates bank lending rate had a positive and insignificant effect on the informal economy. Our research reveals that in the short run, the informal economy responds positively to shocks in the formal economy while the reserve is the case in the long run. The COVID‐19 crisis has translated into an unprecedented humanitarian crisis for the poor and marginalized groups in society. The countrywide lockdowns, quarantine measures, and mobility restrictions across 200 countries of the world have resulted in a host of negative manifestations for women. There have been unprecedented losses in the informal economy, which is dominated by women. Some scholars also contend that the pandemic will translate into heightened burden of unpaid domestic work, loss of economic autonomy and disruption to maternal health services. Despite these factors a gendered perspective is absent in the policy response to this crisis. It is against this background that the present paper employed a feminist intersectionality lens to conduct participatory field based research on the lived experiences of women in informal employment in Indian Punjab during the COVID‐19 crisis. The research unearthed the specific pathways through which existing socio‐economic inequities rooted in caste, class and occupational entities magnify the vulnerabilities experienced by women during such a health crisis. The research offers a contextualized framework for understanding the gendered impacts of the crisis.
