This paper investigates digital inequalities in usage within African informal sectors. In particular, we examine whether the uneven digital diffusion is embedded in pre‐existing socio‐economic inequalities. After identifying three segments of informal firms, we rely on multivariate and decomposition analyses to identify predictors of usage of digital technologies for business purposes and explain usage gaps between segments. Our findings suggest that digital inequalities are rooted in the vertical heterogeneity of informal sectors, with some firm characteristics significantly predicting professional use of digital technologies. In addition, we find that there are both common and segment‐specific levers for addressing digital inequalities between informal firms. [ABSTRACT FROM AUTHOR]

Climate change is impacting many aspects of human life in many ways. In Ghana, climate change knowledge remains low and discussions linking climate change and health are scarce. In this paper, authors contribute to the shaping of discussions about climate and health with a focus on how climate change increases certain ailments. First, the paper addresses the need for research in Ghanaian communities to link climate change and health. Second, the paper suggests the development of policies to address the link. BACKGROUND: Maize varieties that are rich in carotenoids have been developed to combat vitamin A deficiency in Sub‐Saharan Africa. Unfortunately, after harvest, carotenoids degrade and off‐flavor volatiles develop, which affect nutrient intake and consumer acceptance. This study evaluated carotenoid retention and aroma compound stability in provitamin A biofortified maize, variety Pool 8A, as influenced by dry milling and storage in different packaging and temperature conditions. RESULTS: The lowest amount of total carotenoids was found in flour stored in laminated paper bags at 37 °C (only 16% retention after 180 days), attributable to the high storage temperature and oxygen permeability of the packaging material. No significant effect on carotenoid degradation was found for dry milling, either by rotor mill or freezer mill, but the formation of volatile compounds was significantly (P < 0.05) affected. Volatile compounds such as hexanal, 2‐pentylfuran, 1‐propanol, 2‐heptanone, butyrolactone, limonene, and hexanoic acid were found in different proportions after milling. The highest concentration of hexanal was in flour milled by rotor mill or freezer mill, and stored in laminated paper bags at 37 °C after 180 days, and the lowest concentrations were for flour in aluminium bags and double‐layered polyethylene bags stored at 4 °C. CONCLUSION: Maize flour stored in double‐layered polyethylene bags had the highest carotenoid retention and aroma stability. Importantly, the use of these bags is economically feasible in low‐income countries. Overall, our results show that effective control of storage conditions is crucial to prevent carotenoid loss and decrease off‐odor formation. © 2020 The Authors. Introduction: Antiretroviral therapy (ART) initiation in infants living with HIV before 12 weeks of age can reduce the risk of mortality by 75%. Point‐of‐care (POC) diagnostic testing is critical for prompt ART initiation; however, despite its availability, rates of ART initiation are still relatively low before 12 weeks of age. This systematic review describes the barriers to ART initiation in infants before 12 weeks of age, despite the availability of POC. Methods: This systematic review used a narrative synthesis methodology. We searched PubMed and Scopus using search strategies that combined terms of multiple variants of the keywords "early infant initiation on antiretroviral therapy," "barriers" and "sub‐Saharan Africa" (initial search 18th January 2023; final search 1st August 2023). We included qualitative, observational and mixed methods studies that reported the influences of early infant initiation on ART. We excluded studies that reported influences on other components of the Prevention of Mother to Child Transmission cascade. Using a deductive approach guided by the updated Consolidated Framework of Implementation Research, we developed descriptive codes and themes around barriers to early infant initiation on ART. We then developed recommendations for interventions for the identified barriers using the action, actor, target and time framework from the codes. Results: Of the 266 abstracts reviewed, 52 full‐text papers were examined, of which 12 papers were included. South Africa had most papers from a single country (n = 3) and the most reported study design was retrospective (n = 6). Delays in ART initiation beyond 12 weeks in infants 0–12 months were primarily associated with health facility and maternal factors. The most prominent barriers identified were inadequate resources for POC testing (including human resources, laboratory facilities and patient follow‐up). Maternal‐related factors, such as limited male involvement and maternal perceptions of treatment and care, were also influential. Discussion: We identified structural barriers to ART initiation at the health system, social and cultural levels. Improvements in the timely allocation of resources for POC testing operations, coupled with interventions addressing social and behavioural barriers among both mothers and healthcare providers, hold a promise for enhancing timely ART initiation in infants. Shifts in thinking and practice concerning aid have posed serious challenges in monitoring and evaluation (M&E) for both donors and recipients, but progress in reform remains slow. An important first step in any initiative involving M&E capacity development is the diagnosis of the systems' current status. This article presents a diagnostic checklist that captures issues of M&E policy: indicators, data collection and methodology; organisation; capacity-building; participation of nongovernmental actors; and use. It is no longer a myth that climate change‐related disasters are on the rise globally, with severe and devastating consequences in developing countries, particularly in Sub‐Saharan Africa, where many of the world's poor people reside. Thus, the emphasis on adaptation to climate change is no longer a choice or a deferred problem into the future, but rather an urgent matter of concern which must be considered a policy priority. As a response to retrogressive climate change challenges on social‐economic development and environmental degradation, the government of South Africa has in the last two and half decades, embarked on the progressive formulation of different policy instruments and strategic frameworks to curb and minimize the impacts of climate change on all sub‐sectors of the economy. Although much remains to be achieved, some level of success has been realized, particularly in the space of policy formulation, albeit the poor record of implementation. Using research methods inspired by the tradition of qualitative research and an appraisal of existing literature, this paper discusses the complexities of climate change adaptation governance at a local government level in South Africa, focusing on the Eastern Cape Province. It is argued in the paper that one of the major challenges for climate change governance at local municipality levels in South Africa emanates from the gap between aspirations and actions across the entire national governance system. The absence of an integrated climate change governance system has posed significant systemic challenges, and these have tended to constrain decision‐making and implementation processes. In‐field soil testing and soil mapping can contribute to addressing the challenge of poor soil fertility and limited fertilizer application across sub‐Saharan Africa. Semi‐quantitative colorimetric methods, such as paper test strips, are frequently employed in soil nutrient assessment across developing countries, especially in South‐East Asia. This research investigated the accuracy of nutrient‐sensitive paper strips and smartphone, which was re‐purposed to act as a reflectometer, to assess soil nitrate‐N, and different methods for mapping soil fertility to identify areas of land that are suitable for human waste‐derived fertilizers (HWDF) application. The study entailed testing soil samples across 42 different farms in Kenya and Ghana and compared it to laboratory results in‐country. It was found that paper strips were capable of assessing available nitrate‐N concentration present in the soil within ±20 kg ha−1 of the standard method for 86% of the farms. Paper strips were less effective in Ghana as they had been calibrated for a method that was not used by local laboratories. Paper strips were not effective for HWDF samples, where chemical interferences and concentration of different forms of nitrates were too high, resulting in overestimation of readings and thus negatively affecting any associated nutrient management advice. Soil mapping has the potential to use open‐source data to inform farmers through mobile technology. For soil mapping two methods were deployed which includes targeting organic matter deficient areas and stakeholder led mapping, with the latter shown to be more effective in identifying areas for HWDF application. The need to swiftly transition to clean energy and expand electricity access is pressing; however, the goals of SDG7 are unlikely to be met by 2030, with the UN specifically mentioning land‐locked states as being off track. Through the conceptual lens of 'leapfrogging' fossil fuels, straight from traditional fuel sources to renewable energy, this paper discusses the relationship between electricity production and independence. It makes a conceptual contribution by introducing the term 'energy independence through leapfrogging', which is used to characterise the process of reducing dependency on another country – in the case of Eswatini, electricity is supplied by South Africa. Drawing from empirical research in Eswatini involving document analysis and in‐depth interviews, this paper discusses the potential for the country to move from being primarily an importer of electricity to generating its own supply from renewable sources. With Eswatini's current electricity supply from South Africa at risk/expiring in 2025, this research argues that the country faces a moment of opportunity for Eswatini to build further generation capacity, with a recommended focus on solar energy. The paper identifies potential challenges/barriers to this energy transition, examining power generation, storage, maintenance and affordability as key areas for intervention. Drawing on previous theories of electricity access, the paper argues that 'access' to electricity requires consideration of the affordability and reliability of energy systems. Eswatini is an understudied geographical area, and this paper makes a contribution to the literature on energy transitions by examining the specific circumstances attending this transition and examining these with relevance for other land‐locked nations in sub‐Saharan Africa. This paper analyses initiatives which took British young people from ethnic minority and disenfranchised backgrounds to volunteer in sub‐Saharan Africa. It asks whether decolonial possibilities can be seen in the politics of youthful fun and friendship amid a practice undeniably driven by interpenetrating neocolonial logics, where enrolment in helping "needy" others is seen as a means to "improve" working‐class and racially marked youth. The paper argues that volunteers' investments in leisure constituted a politics of refusal towards how they were acted upon as objects of concern. More ambivalently, playful, friendly interactions between British and African youth disrupted relations of charitable pity and signalled desires for solidarity and equality, but cannot be claimed as fully decolonial. At times, fun also re‐entrenched neocolonial and other oppressive relations. Overall, the paper demonstrates that a close reading of the multivalent, affective politics of young people's fun and friendship can reveal much about the reproduction or subversion of contemporary neocolonial logics that operate both within and beyond the borders of postcolonial Britain. A major limiting factor affecting the uptake of conservation agriculture practices in smallholder farming systems in sub‐Saharan Africa is the limited availability of sufficient crop residues for use as surface mulch. This paper assesses the trade‐offs in crop residue utilization among smallholder farmers and its implications for soil management in the face of climate change risks in northern Ghana. The paper triangulated data from 350 household surveys with participatory key informant interviews from seven selected communities in three districts of northern Ghana. The problem confrontation index (PCI) was adopted to identify and rank the challenges associated with farmers' decision to use crop residues, while a multivariate probit model was used to analyse and predict the factors that influence farmers' choice of crop residue management practices. Results showed that crop residues were used as cooking fuel in households (21%), livestock feed (21%), left on the farm to decompose as mulch (34%) or burned to clear the land (24%). Key challenges identified included high labour cost (PCI = 404), high labour intensity (PCI = 388), the cost and transport for collection and storage of externally sourced crop residue (PCI = 383) and the low benefit from crop residue to farm output/soil fertility (PCI = 339). Results from the multivariate probit model revealed that household and farm variables, institutional and socio‐psychological factors, and experience of some climate shocks all influence farmers' choice of crop residue management practices. Crop residue use and management practices adopted were determined by factors including the crops being grown, challenges faced by farmers and the management options available. The study recommends the need for the Government of Ghana to empower farmers through the provision of technical knowledge and machinery for the sustainable utilization of crop residues due to the high labour intensity and cost associated with such practices. The paper assesses the ex‐post trade effect of sub‐regional trade agreements (RTAs), financial integration and other non‐tariff barriers on intra‐regional trade involving 43 Sub‐Saharan Africa (SSA) countries. The objective is to find out if RTAs within SSA had increased trade flows to inform current efforts of establishing a successful continental free trade area in SSA. Estimating a gravity model augmented with measures of trade agreements and financial integration, the paper made use of bilateral trade flows and key gravity covariates from CEPII database over the period 1960–2015. After controlling for the endogeneity of the trade agreement dummy, multilateral price resistance and zero‐valued trade flows, we find RTAs within SSA and especially among Economic Community of West African States and Southern Africa Development Community members to have had a positive and significant impact on bilateral trade. Financially integrated trading partners also traded more, while we also found distance, landlockedness, common currency and colonial link to have an impact on trade costs and bilateral trade flows within SSA. The results indicate the need to focus on policies to expand and integrate regional markets in SSA by removing impediments to trade and improving on trade facilitation measures to significantly improve trade performance under the newly established African Continental Free Trade Area. Introduction: Between 2000 and 2015, significant gains were recorded in reducing the global burden of malaria due to enhanced global collaboration and increased funding. However, progress has stagnated post‐2015, and the COVID‐19 pandemic seems to have reversed some of these gains, necessitating a critical reevaluation of interventions. This paper aims to analyze the setbacks and offer recommendations for advancement in malaria control and prevention in sub‐Saharan Africa. Methods: We conducted searches on Google Scholar, PubMed, and relevant organization websites to identify relevant studies on malaria control and prevention and associated challenges in sub‐Saharan Africa from 2015 to the present. Additionally, studies on individual sub‐Saharan African countries were reviewed to ensure comprehensiveness. Data from selected studies were extracted and analyzed using a narrative synthesis approach to offer a concise overview of the evidence. Findings: We observe that the halt in progress of malaria control in sub‐Saharan Africa has deep roots in socioeconomic, political, and environmental factors. These challenges are exacerbated by the population explosion in the region, low coverage of interventions due to funding deficits and incessant crises, and the degradation of the efficacy of existing malaria commodities. Conclusion: Sub‐Saharan Africa is at a crossroads in its fight against malaria. Promising new frontiers such as malaria vaccines, preventive monoclonal antibodies, new‐generation insecticide‐treated nets, and potentially artificial intelligence‐driven technologies offer hope in advancing malaria control and prevention in the region. Through commitment and collaboration, leveraging these opportunities can help surmount challenges and ultimately eliminate malaria in sub‐Saharan Africa. [ABSTRACT FROM AUTHOR]

Background: Gestational diabetes mellitus (GDM) remains a global public health problem, which affects the well‐being of mothers and their children in sub‐Saharan Africa (SSA). Studies conducted in different geographical areas provide varied results on its prevalence and predictors. Understanding the extent and predictors of GDM in SSA is important for developing effective interventions and policies. Thus, this review aimed to investigate the prevalence of GDM and its predictive factors in sub‐Saharan Africa. Methods: We followed the Preferred Reporting Items for Systematic Reviews and Meta‐Analyses (PRISMA) standards in this review. An extensive search of the PubMed, Web of Sciences and EMBASE databases was carried out covering papers from 2012 to 2022 to assess the prevalence and predictors of GDM. Microsoft Excel 2019 was utilised for study management. GraphPad Prism Version 8.0 and the MedCalc statistical software were employed for data analysis. The findings were analysed using textual descriptions, tables, forest plots and heat maps. Results: Using 30 studies with 23,760 participants that satisfied the inclusion criteria, the review found the overall prevalence of GDM in SSA to be 3.05% (1.85%–4.54%). History of preterm delivery, alcohol consumption, family history of diabetes, history of stillbirths, history of macrosomia, overweight or obesity and advanced mother age were all significant predictors of gestational diabetes. Additionally, various biomarkers such as haemoglobin, adiponectin, leptin, resistin, visfatin, vitamin D, triglycerides and dietary intake type were identified as significant predictors of GDM. Conclusion: In sub‐Saharan Africa, there is a high pooled prevalence of gestational diabetes mellitus. In the light of the predictors of GDM identified in this review, it is strongly recommended to implement early screening for women at risk of developing gestational diabetes during their pregnancy. Background: Counseling as part of the informed consent process is a prerequisite for cesarean section (CS). Postnatal debriefing allows women to explore their CS with their healthcare providers (HCPs). Objectives: To describe the practices and experiences of counseling and debriefing, the barriers and facilitators to informed consent for CS; and to document the effectiveness of the interventions used to improve informed consent found in the peer‐reviewed literature. Search Strategy: The databases searched were PubMed, EMBASE, PsycINFO, Africa‐wide information, African Index Medicus, IMSEAR and LILACS. Selection Criteria: English‐language papers focusing on consent for CS, published between 2011 and 2022, and assessed to be of medium to high quality were included. Data Collection and Analysis: A narrative synthesis was conducted using Beauchamp and Childress's elements of informed consent as a framework. Main Results: Among the 21 included studies reporting on consent for CS, 12 papers reported on counseling for CS, while only one reported on debriefing. Barriers were identified at the service, woman, provider, and societal levels. Facilitators all operated at the provider level and interventions operated at the service or provider levels. Conclusions: There is a paucity of research on informed consent, counseling, and debriefing for CS in sub‐Saharan Africa. Synopsis: This scoping review identified only a small number of peer‐reviewed papers on informed consent, counseling, and debriefing for cesarean section in sub‐Saharan Africa. Despite the burgeoning interests in the environmental strategy, there is a limited understanding of how human resource slack drives sustainable innovation and environmental performance. This paper contributes to filling this gap by examining the effect of human resource slack on sustainable innovation and its impact on environmental performance. Besides, this paper investigates the contingent effects of intangible resource advantage on this relationship. The hypotheses are tested using data from 301 small and medium‐sized enterprises in Ghana. The results suggest that human resource slack positively relates to sustainable innovation and this relationship is moderated by intangible resource advantage. Also, we find that sustainable innovation mediates the relationship between human resource slack and environmental performance. The insights from our paper provide a nuanced understanding of the relationships among human resource lack, sustainable innovation, and environmental performance. This paper explores whether Ethiopia's rapid economic growth is transformative enough for the country to eventually catch up with high‐income countries. It does so by exploring the change and continuity of four elements of social capability from 1950 to 2020: structural transformation, economic inclusion and the state's autonomy and accountability. It finds that Ethiopia's social capability modestly strengthened until the mid‐1970s, then weakened until the early 2000s, and has since strengthened again. However, the level of inclusion has been persistently low. In conclusion, although there are grounds for optimism, limited economic inclusion is a key concern for future catch‐up growth. This paper investigates the capital goods imports of Sub‐Saharan African (SSA) countries from 2002 to 2017. The composition of capital goods imports has become less diverse over time in more than half of the countries studied. Colonial ties no longer determine the sourcing of capital goods as China is now the top source. Trade gravity regressions using the Poisson pseudo‐maximum‐likelihood estimator show that bilateral exports of non‐primary products by SSA countries and their low‐income peers are associated with increased net stock of imported general‐purpose capital goods. Additionally, there is evidence that the net stock of some types of imported equipment and machinery is associated with increased non‐primary exports of items utilising these capital goods with elasticity estimates ranging from 0.10 to 1.10. Thus, there is some form of economic restructuring in the region gleaned from increased exports of non‐primary products brought about by capital stock augmentation through imports. The proliferation of digital platforms in sub‐Saharan Africa (SSA) has increased job opportunities for informal businesses. However, the technological affordance of digital platforms in SSA has received very little attention in literature review. This paper presents an analytical review of the technological affordances of digital platforms in SSA. We adopted a systematic literature review methodology that entailed gathering evidence from relevant literature and digital platforms in three countries in SSA (South Africa, Nigeria, and Kenya). Three research questions focusing on (i) critical issues of discussion on digital platforms in SSA and their distribution; (ii) understanding the technological affordances of digital platforms in SSA; and (iii) assessing the extent to which the technological affordances digital platforms can address the challenges of the informal sector in SSA drove the investigation. The study developed an affordances criteria framework, the first of its kind, to evaluate digital platforms affordances in SSA. Our findings revealed the key topics that have gained researchers' attention so far and digital platforms distribution in SSA. We also found that most digital platforms in SSA currently lack affordances that support multimodal interface and native language contents, limiting their accessibility to persons with minimal digital literacy. Most platforms also lack support for public/private partnerships. The lack of critical affordances that match the profile of the informal sector in SSA makes existing digital platforms incapable of addressing many critical challenges of the informal sector. These challenges include low literacy levels, minimal/lack of government support, lack of electricity or expensive power supply, expensive internet connectivity, and health and safety issues. However, existing digital platforms can reasonably address the absence of social protection, lack of formalization, and poor operational infrastructure. As a contribution, this paper offers a new perspective on the technological affordances of digital platforms in SSA. Climate change stands at the forefront of the worldwide agenda. Although its consequences are harmful to all humanity, some regions across the world remain more vulnerable than others. Sub‐Saharan Africa is one of the most suffering regions. In this paper, we investigate the climate change‐income inequality nexus in a panel of sub‐Saharan countries over the period 1990–2019. A greater emphasis is put on the potential transmission channels that drive this relationship. By using the recently developed method of moments quantile regression, we find that income inequality is exacerbated by the vulnerability to climate change. This relationship is still robust across all the quantiles with a greater effect at the highest quantile. The empirical findings reveal also the moderating role of agriculture, education, and gender through which the effect of climate change on income inequality is channeled. In light of the outcomes, the sub‐Saharan African region still needs appropriate combined mitigation and adaptation measures to efficiently combat the adverse effects of climate change. Applying panel threshold regression technics along with alternative econometric investigation on a panel database of 48 sub‐Saharan African (SSA) countries over the period 2000–2012, this paper analyzes the structure of housing finance in SSA countries and mainly verifies if there is a threshold effect on shared prosperity. Independently of the method used, our findings offer strong evidence of an inverted U‐shaped relationship between housing finance and inequality. The current level of development of housing finance in SSA, which is at its very early stage, is not yet an effective tool for reducing economic inequality; however, beyond a given threshold, housing finance becomes effective in reducing inequality. Indeed, higher values of housing finance depth above a certain threshold of 6.35% reduce inequality, whereas values below 6.35% and very high values have no significant impact. In addition, there is a slightly positive relationship between housing finance and labor productivity growth in SSA. Results also show that the way housing finance impact inequality is highly dependent on their ability to implement effective crisis fight policies. Controlling for countries' income levels, legal origin, and regional proximity revealed relative benchmarking, typology, and characteristics of SSA housing finance. These findings suggest some policies to stimulate the development of housing finance in SSA. Sub‐Saharan Africa has increased its presence in GVCs but remains the least integrated area in the world. In this paper, we go a step further in the related literature and descend to firm‐level data. Thus, we identify the determinants and effects of GVC participation of manufacturing firms in the region. We use indicators of the extensive and intensive margins of participation and of backward and forward integration. We find that good infrastructure, quality of institutions and security to prevent crime are conducive to participation. In contrast, lack of access to finance, the existence of an informal sector or high trade costs discourage participation. This paper investigates the impact of financial inclusion on banks' profitability in Sub‐Saharan Africa. The paper employed the system generalized method of moments (GMM) dynamic pooled estimator for the computation of the parameters using data spanning from 1990 to 2017. The results show that there is an affirmative relationship between financial inclusion index (FINDEX) and bank profitability in Sub‐Saharan Africa. This suggests that financial inclusion is a significant driver of banks' profitability in Sub‐Saharan Africa. The policy implication of this study is that for banks in Sub‐Saharan African countries to increase their profitability and get optimum results from financial inclusion they must formulate policies aimed at promoting financial inclusion. This suggests that banks in Sub‐Saharan African countries must be creative and innovative in pursuing financial inclusion policies. This paper explores the role of contract farming arrangements in agricultural intensification in sub‐Saharan Africa, combining secondary literature and original case material from Mozambique. The paper extends the scope of "contract farming" beyond the formal contracts between large companies and small‐scale producers to include less formal credit agreements between farmers and traders. It argues that such informal contract arrangements are evidence of farmers' agency in "real markets." In the studied cases, farmers use contract farming opportunities to intensify agricultural production by investing in irrigation and inputs. While informal contracts typically concern locally consumed crops, thus with more possibilities for side selling than formal contracts for export crops with company‐controlled markets, informal contract compliance reflects closely knit social ties between the contracting parties. In both formal and informal contracts, purchasers tend to seek out producers who are already irrigating, thus obtaining gains from farmers' earlier investments. This also implies contract farming as a mechanism for accelerating social differentiation arising from unequal access to irrigation. The paper argues that the significance of informal contracts in the studied cases raises the possibility that informal contract farming by local traders plays a more important role in agrarian transformation in Africa than formal contract farming by large companies. Background: Typhoid fever incidence and complications, including intestinal perforation, have declined significantly in high-income countries, with mortality rates <1%. However, an estimated 10.9 million cases still occur annually, most in low- and middle-income countries. With the availability of a new typhoid conjugate vaccine licensed for children and recommended by the World Health Organization, understanding severe complications, including associated mortality rates, is essential to inform country-level decisions on introduction of this vaccine. This scoping review summarizes over 20 years of the literature on typhoid intestinal perforation in sub-Saharan Africa. Methods: We searched EMBASE, PubMed, Medline, and Cochrane databases for studies reporting mortality rates due to typhoid intestinal perforation in children, under 18 years old, in sub-Saharan Africa published from January 1995 through June 2019. Results: Twenty-four papers from six countries were included. Reported mortality rates ranged from 4.6–75%, with 16 of the 24 studies between 11 and 30%. Thirteen papers included postoperative morbidity rates, ranging from 16–100%. The most documented complications included surgical site infections, intra-abdominal abscesses, and enterocutaneous fistulas. High mortality rates can be attributed to late presentation to tertiary centers, sepsis and electrolyte abnormalities requiring preoperative resuscitation, prolonged perforation-to-surgery interval, and lack of access to critical care or an intensive care unit postoperatively. Conclusions: Current estimates of mortality related to typhoid intestinal perforation among children in sub-Saharan Africa remain unacceptably high. Prevention of typhoid fever is essential to reduce mortality, with the ultimate goal of a comprehensive approach that utilizes vaccination, improvements in water, sanitation, and hygiene, and greater access to surgical care. This article investigates aid delivery channels and their potential contribution to state‐capacity‐building in sub‐Saharan African (SSA) fragile and conflict‐affected states (FCSs) by drawing on the New Deal for Engagement in Fragile States. Using the synthetic control method (SCM), the paper examines whether donors have implemented foreign aid following their commitment to the New Deal. It focuses on the period 2005–2019 and 44 SSA countries. Overall, the findings show that less aid is delivered through the public sector in FCSs, where building state capability is more necessary than in non‐FCSs in SSA. This shows that donor foreign aid practices do not match their commitment to the New Deal for Engagement in Fragile States, although there are significant differences in donor practices. The tendency in donor aid‐giving is to bypass the public sector, which does not necessarily help strengthen capacity in FCSs. It is a paradox of foreign aid to fragile states due to the contradiction between the short‐term effectiveness of foreign aid and the long‐term necessity of state‐building in FCSs. With these findings, the paper calls for international efforts to improve aid‐giving to support state capability in FCSs. Fiscal governance implemented around the globe offer useful information on the potential viable reasons for its increasing dependence and their implication for fiscal performance. This paper investigates the effects of fiscal governance in explaining the fiscal performance of countries in Africa. The paper uses a panel data of 43 countries from worldwide databases spanning from 1985 to 2011. The random effects model approach is used to analyse the data based on the diagnostic tests. Additionally, the panel corrected standard errors and Hausmann and Taylor estimation models are used to test the robustness of our results to further correct for possible errors and endogeneity in the regressors. The empirical analysis shows that fiscal policy rules and institutions have statistically significant effect on fiscal performance. The results from all the methods indicate higher coefficients of the expenditure rule relative to the other rules. This trend suggests the suitability of the adoption of the expenditure rule within the Sub‐Saharan African environment. This could be partly explained by the fact that, the restrictions placed on expenditures with the aim of controlling excessive spending behaviours of fiscal authorities have been very successful in influencing fiscal deficits in Sub‐Saharan Africa. This study contributes to the literature on the implication of the adoption of fiscal governance in African countries. This paper reviewed a body of literature on climate adaptation options in sub‐Saharan Africa's (SSA) smallholding agriculture and complemented it with a case study involving experts interviews, focus group discussions, large‐scale household surveys, and farmer practices observation while drawing insight from the concept of "everyday adaptation and interrupted agency" and agency theory to assess farmer perceived limitations with climate‐smart agriculture (CSA) and climate‐wise food systems (CWFS) practices for climate adaptation in the SSA. The study noted that the narrow focus on CSA and/or CWFS as a silver bullet for climate change adaptation suitable for smallholding agriculture ignores food producers' agency to undermine sustainable and inclusive adaptation solutions. Moreover, smallholder farmers' everyday climate adaptation practices could be grouped into three categories; on‐farm adaptation, off‐farm adaptation, and Indigenous agroecological adaptation options. The on‐farm adaptation options are usually agriculture intensification and extensification. The off‐farm adaptation options include livelihood diversification activities, petty trading, seasonal labor jobs, and migration. The Indigenous agroecological adaptation strategy uses observing nature and weather elements to predict the onset of the rainy season. The study noted that smallholders' adaptation options, which is an expression of their agency, are motivated by smallholders' desire to be resilient to changing climate, increase productivity and income, and social network influence but not necessarily because the strategy is being promoted by the government or Non‐Governmental Organizations (NGOs). Therefore, we propose a sustainable food agency (SFA)—a multifaceted blended constellation of climate adaptation and mitigation strategies, as the best approach to addressing the climate crises in the SSA. The SFA allows individuals or groups to decide what climate change adaptation options best work for them to adapt to changing climate and produce and distribute their food without undermining the economic, social, and environmental bases that generate food security and nutrition for present and future generations. Climate change and land use change are two global and interacting forces of change that have wide‐reaching effects on socio‐ecological systems. Despite their interconnectedness, the two are mostly considered separately in investment programs. Therefore, without an integrated systemic approach that considers these interactions, we will fail to achieve the ambitions to deliver on the Sustainable Development Goals. By integrating the Driver‐Pressure‐State‐Impact‐Response framework and the System of Environmental‐Economic Accounts Ecosystem Accounting, this paper assesses how the interlinkages between climate change and land use change can be jointly considered in the design of climate adaptation and ecosystem conservation investments. The analysis points to the following priorities for interventions in an integrated approach: forest conservation, protection of peatlands, climate‐smart agriculture, and restoration of degraded lands. This paper investigates effects of contagion in sub‐Saharan African stock markets by examining both crisis and non‐crisis contingent theories. Specifically, the paper examines cross‐market linkages through heteroskedasticity bias‐adjusted correlation in asset returns and assesses the impact of regional macroeconomic fundamentals on stock market volatility using GARCH‐MIDAS technique. The crisis contingent results reveal that there is no evidence of contagion in sub‐Saharan African markets from crises in global developed markets (the UK and the US). However, there is evidence of contagion from emerging market crises (China, South Africa, and Kenya). The non‐crisis contingent analysis underscores the significance of regional economic fundamentals, especially inflation and the GDP, on stock market volatility in South Africa, Nigeria, and Kenya. The debate on mechanisms for health‐care financing in sub‐Saharan Africa since the pre‐independence days has focused on roles of markets and governments in mobilising resources to finance health services, with little or no awareness of the role played by the household time allocations across everyday tasks. The paper first examines the response of health service utilisation to monetary prices of care and to the time costs of fetching water and firewood. Next it estimates the effect of service usage on health status using comparable survey data from Ethiopia, Ghana, Kenya, Malawi, Niger and Uganda. The main finding of the study is that health service utilisation is negatively associated with the monetary and time costs incurred to access health facilities, but the effect of service usage on health status in the study samples is generally positive. The evidence from this study and that from previous investigations in the field, both suggest that a broad‐based health‐care financing strategy in sub‐Saharan Africa should include affordable user charges, local level public provision of social insurance and water supplies, as well as investments in domestic fuel technologies and transportation infrastructure directed at reducing time poverty. While we have extensive information on the trends in income poverty, little is known about the trends in multidimensional poverty. The paper tries to fill this gap by assessing the changes in multidimensional poverty in 54 countries since 2000. The analysis relies on two individual‐based indices, the G‐CSPI and the G‐M0, which combine three dimensions: education, health, and employment, derived through the constitutional approach. The G‐CSPI is a distribution‐sensitive index, while the G‐M0 allows decomposition by dimension. The results reveal that more than 80 percent of the countries have reduced multidimensional poverty. However, progress was very limited in sub‐Saharan Africa. Different decomposition analyses indicate that poverty alleviation was mainly driven by a reduction in the incidence of poverty and a decline in health deprivations. A comparison with changes in income poverty suggests that the correlation is not strong and that multidimensional poverty has decreased significantly less. [ABSTRACT FROM AUTHOR]

The paper contributes towards filling a 'blind spot' in the field of climate finance by investigating the role of climate finance for behavioural insights in developing countries. The evidence review synthesises 71 high‐quality studies and focuses on clean fuel adoption and household energy‐saving behaviour in developing countries. The synthesis finds that there is a need for climate finance from developed countries that is more targeted towards interventions and measures that support household decision‐making in developing countries by engaging with stakeholders that understand local attitudes, constraints and knowledge levels governing the perception of health and environmental risks associated with energy‐consuming technologies. Background and aims: Population‐level alcohol use data are available from high‐income countries, but limited research has been conducted in sub‐Saharan Africa. This systematic review and meta‐analysis aimed to summarize population‐level alcohol use in sub‐Saharan Africa. Method: Databases searched included PubMed, EMBASE, PsycINFO and AJOL, without language restrictions. Searches were also conducted in the Global Health Data Exchange (GHDx) and Google Scholar. Search terms encompassed 'substance' or 'substance‐related disorders' and 'prevalence' and 'sub‐Saharan Africa'. We included general population studies on alcohol use (including any use, high‐risk alcohol use and alcohol use disorders) from 2018 onwards. Prevalence data for alcohol use among sub‐Saharan African adolescents (10–17) and adults (18+) were extracted. Analyses included life‐time and past 12‐ and 6‐month alcohol use. Results: We included 141 papers. Among adolescents, the life‐time prevalence of alcohol use was 23.3% [95% confidence interval (CI) = 11.3–37.1%], 36.2% (CI = 18.4–56.1%) in the past year and 11.3% (CI = 4.5–20.4%) in the past 6 months. Among adolescents, 12‐month prevalence of alcohol use disorder and alcohol dependence were 7.7% (CI = 0.0–27.8%) and 4.1% (CI = 1.4–7.9%), respectively. Among adults, the life‐time prevalence of alcohol use was 34.9% (CI = 17.7–54.1%), 27.1% (CI = 5.0–56.4%) in the past year and 32.2% (CI = 19.8–46.0%) in the past 6 months. Among adults, the 12‐month prevalence of alcohol use disorder and alcohol dependence were 9.5% (CI = 0.0–30.4%) and 4.3% (CI = 0.8–9.8%), respectively. The highest weighted life‐time prevalence of alcohol use, 86.4%, was reported in Tanzania among adults. The highest weighted past 6‐month prevalence of alcohol use, 80.6%, was found in Zambia among adolescents. Conclusion: Alcohol use patterns vary across countries and subregions within sub‐Saharan Africa, and comprehensive population‐level data on alcohol use remain scarce in numerous sub‐Saharan African countries. We study whether present‐day women's political participation in sub‐Saharan Africa is associated to the temporary gender ratio imbalances caused by the transatlantic and Indian Ocean slave trades, taking into account pre‐existing gender norms influenced by kinship structures. To study the interrelatedness between historical exposure to the slave trades, patrilineality and their association to contemporary women's political participation, we use individual‐level data for 35,595 women from 28 sub‐Saharan African countries from three rounds of Afrobarometer surveys, georeferenced to historical ethnic region kinship and slave trade data. Our findings suggest that a woman's ethnic region historical exposure to the transatlantic slave trade is associated with an increase in her likelihood to vote today, however, only in non‐patrilineal ethnic regions. This effect is mitigated in patrilineal ethnic regions, where women have less decision‐making power. This paper examines the impact of access to electricity on financial development. In doing so, we use a number of instrumental variables (IV) approaches. Using panel data for 38 countries in Sub‐Saharan Africa over the period 2000–2018, the results suggest that more people having access to electricity can promote financial development. In addition, mobile phone and commercial bank branches diffusion serve as potential channels through which access to electricity affects financial development. Our results are robust to sample‐splitting and different estimation techniques. The results have important implications for policies in overcoming barriers to electricity access. Background: Musculoskeletal injuries—often a result of Road Traffic Accidents (RTAs)—represent a significant burden in sub-Saharan Africa. RTA victims are faced with lifelong disability and diminished employment. Northern Tanzania in particular lacks the orthopedic surgical capacity needed to provide patients with definitive surgical fixation. While there is great potential in establishing an Orthopedic Center of Excellence (OCE), the precise social impact of such an initiative is currently unknown. Methods: To demonstrate the social value of an orthopedic OCE in Northern Tanzania, this paper proposes a methodology for calculating social impact. This methodology draws upon RTA-related Disability Adjusted Life Years (DALYs), current and projected surgical complication rates, anticipated changes in surgical volume, and average per capita income to quantify how much social value can be gained by mitigating the impact of RTAs. These parameters can be utilized to calculate an impact multiplier of money (IMM), stating the social returns on each dollar invested. Results: Modeling exercises demonstrate that improvements in the complication rate and surgical volume over the current baseline results in significant social impact. In the best-case scenario, the COE is expected to yield over $131 million over 10 years, with an IMM of 13.19. Conclusions: Investments in orthopedic care will yield significant dividends, as demonstrated by our novel methodology. The cost-effectiveness of the OCE is comparable to, if not greater, than many other global health initiatives. Output response to discretionary fiscal policy is a key aspect of examining various theories, findings of empirical studies and delivering guidance to policymakers. This study analyses the output response to unanticipated fiscal spending shocks under several structural economic characteristic factors, including business cycle states, debt burden, openness of the economy, exchange rate regimes and political governance regime, using annual data from 40 countries in SSA spanning from 2000 to 2019 in a panel threshold vector auto‐regression model. The findings indicate that fiscal spending multipliers have much larger effects on output in times of recession, in economies operating under lower trade openness, a fixed exchange rate, low‐debt burden, restricted capital mobility, less financial development and a democratic governance regime. Based on the results, the discretionary countercyclical fiscal policy and optimal fiscal policy action are recommended. Moreover, in order to have effective fiscal policy must target hand‐to‐mouth consumers (non‐Ricardian consumers) and firms with limited liquidity, concentrating on social services and social protection to increase short‐term demand. Investments in large‐scale land acquisition by foreigners, also referred to as land grabbing, are crucial to sub‐Saharan Africa's development. Land acquisition investments have attracted considerable attention in global development circles due to their potential positive (e.g., technology transfer, employment creation, infrastructure improvement, and global market integration) and negative (e.g., environmental degradation, food insecurity, displacement, and loss of livelihoods) impacts. The factors making land investments attractive to foreign investors are unclear. This paper examines country characteristics associated with land acquisitions in 20 sub‐Saharan African countries to provoke evidence‐based discussion. The paper estimates regression models of land acquisitions using country‐level data from 2010 to 2019 on demographic and economic conditions, natural resources, business practices and governance. The results reveal that the availability of land and water, corruption, days required to start a business, government effectiveness, cost of business startup and political stability are critical determinants of land acquisition investments in sub‐Saharan Africa. The paper recommends that African governments should: (1) strengthen regulatory frameworks on foreign direct investment in land; (2) scrutinize investors' business models, technical experience and knowledge of local culture; (3) undertake rigorous environmental and social impact assessments (ESIA) to weigh the long‐term cost‐benefits of LASLA projects; and (4) conduct transparent contract negotiations, taking political and economic power imbalances between parties into consideration. The paper examines the effect of governance and health expenditure on infant mortality with a panel data of 32 sub‐Saharan African (SSA) countries from 2000 to 2015. Having accounted for potential endogeneity issues related to maternal choices that are made due to contemporaneous infant mortality, the evidence from system generalized method of moment reveals that health expenditure and governance shows no direct influence on infant mortality. However, the coefficient of the interaction between government effectiveness and health expenditure is significant and shows a negative relationship with infant mortality, implying that the effectiveness of health expenditure may be explained by the administrative capacity of countries in SSA. To validate our model, the result from the sensitivity analysis reveals that health expenditure and its interaction with government effectiveness and political stability/absence of violence exert a reducing effect on the under‐five mortality rate. Therefore, since governance quality is lower in SSA compared to other regions, we recommend that governance should be improved consistently in order to achieve health‐related outcomes. The findings further signal the urgent need to formulate policies that directly redress health conditions, rather than through indirect instruments. Sub-Saharan African cities have been growing at historically unprecedented rates. Since the early 1970s, they have received considerable international assistance, involving a succession of major thematic objectives. The main agency involved in urban assistance has been the World Bank. But as its goals have changed, it has been obliged to operate increasingly through a decentralised, more democratically structured local-government system. Overall, the success of this international-assistance regime has been positive but modest, given the overwhelming needs of African cities. This paper studies the effect of health care expenditure on health outcomes in sub‐Saharan Africa (SSA) using data from 1995 to 2018 for 45 countries. It uses fixed effects and generalized methods of moments estimation approaches for the analysis. The paper measures health care expenditure using three proxies: namely, total health care expenditure per capita, public health care expenditure to gross domestic product (GDP), and private health care expenditure to total health expenditure. Health outcomes are measured by child health outcomes (under‐5 mortality rate) and life expectancy. The results show that increase in health care expenditure as measured by total health care expenditure per capita and public health care expenditure to GDP leads to decline in under‐5 mortality rates. The results also show that total health care expenditure per capita leads to an increase in life expectancy. The study therefore recommends that governments in SSA increase budget allocations towards the health care sector to achieve better health outcomes. [ABSTRACT FROM AUTHOR]

Over the last three decades, 35 million people have died of AIDS. As a result, HIV/AIDS has brought about a significant reduction in human capital, especially in sub‐Saharan Africa. Several studies have examined the effects of HIV/AIDS on human capital, in particular educational attainment. These studies have examined different countries, datasets, and educational outcomes. This systematic literature review provides a comprehensive up‐to‐date overview of peer‐reviewed papers published in English by focusing on the main mechanisms that influence the effects of HIV/AIDS on educational outcomes. These are sickness of the child, orphanhood, and sickness of parents. The results show that educational outcomes of HIV‐infected children, AIDS orphans, and children with HIV‐infected parents are affected differently. HIV‐infected children mainly miss school days due to illness and medical appointments, and orphans mainly face financial problems and lack motivation in their education, while children with HIV‐infected parents may have to take care of their sick parents or face financial problems that affect their education. Distinguishing these groups of children could help to formulate policies that adequately improve schooling outcomes of these vulnerable children. [ABSTRACT FROM AUTHOR]

In sub-Saharan Africa (SSA), competitive elections can cause considerable violence and widespread destruction of property, most of which is ethnically motivated. Recent literature shows that ethnic identification is more prominent during competitive election periods in comparison to other identifying categories such as gender, religion, and class/occupation. This paper utilizes data from 12 SSA countries and over 40,000 respondents taken from the Afrobarometer. It asks if individual perceived living conditions changes in the run-up to competitive elections. Strong evidence shows that a perceived living condition does change. It is positively related to the proximity to an election and this proximity effect depends on the competitiveness of the election. The paper further investigates the background mechanisms behind this positive relationship, that is, to what extent does living conditions of the individual change if the party that the individual supports wins the election and is there a change in living conditions of the individual before and after the election? In addition, this paper documents that ethnic identification also has a positive impact on individual perceived living conditions after controlling for electoral cycle variables. This paper aims at estimating the economic vulnerability of developing countries to disruptions in global value chains (GVCs) due to the COVID‐19 pandemic. It uses trade in value‐added data for a sample of 12 developing countries in sub‐Saharan Africa, Asia and Latin America to assess their dependence on demand and supply from the three main hubs China, Europe and North America. Using first estimates on COVID‐19‐induced changes in final demand and production, we obtain an early projection of the GDP effect during the lockdowns that runs through trade in GVCs. Our estimates reveal that adverse demand‐side effects reduce GDP up to 5.4 per cent, and that collapsing foreign supply puts an even larger share of countries' GDP at risk. Overall, we confirm conjecture that the countries most affected are those highly integrated in GVCs (South‐East Asian countries). We argue, however, that these countries also benefit from a well‐diversified portfolio of foreign suppliers and demand destinations, possibly leading to a cushioning of economic downswing because COVID‐19 stroke major hubs at different times. Zimbabwe has had a tumultuous currency history. In 2019, it introduced a new currency. To make the new currency widely acceptable, International experience suggests that the introduction of a new currency, following a period of official dollarization, requires the introduction of policies that go beyond just changing the law. This paper, aims to draw lessons from other African countries on how to de‐dollarize effectively. Using various econometric techniques and a new database, this paper documents the pattern of dollarization in African economies over the last decade and assesses the determinants of dollarization compared to the rest of the world. It illustrates that despite an improved macroeconomic environment, dollarization remains elevated, likely due to the region's volatile history. The expansion of contract farming schemes through regions of the developing world in the era of the globalization of agriculture raises questions that are central to the study of agrarian political economy. Contract farming has extended the footprint of commodity production and integrated land and labour not otherwise captured in forms of direct production and marketing. 25 years after the publication of Living Under Contract: Contract Farming and Agrarian Transformation in Sub‐Saharan Africa, a foundational collection edited by Peter Little and Michael Watts, it is necessary to take stock of the most prominent developments in the practice of contract farming and in the political economy literature studying it. The ultimate contribution of Living Under Contract was framing contract farming as expressing the unevenness of power relations in agriculture and grounding it in specific political, historical and social contexts that were not examined in the mainstream accounts. This introduction to the special issue revisits the questions that have remained relevant or re‐emerged in the political economy literature on contract farming; it raises new questions that reflect contemporary developments and it explains how the papers in this collection contribute to the expansion of the theoretical and empirical horizons of the research on contemporary contract farming in low and middle‐income countries.
