This paper analyses data from a large‐scale survey on corporate action to support biodiversity and ecosystem services undertaken by firms of all sizes and across manufacturing industries. The analysis focuses on Germany as the largest economy by GDP in the European Union and analyses the uptake of activities directly aimed at protecting biodiversity and ecosystem services compared to the uptake of other environmental protection activities. It furthermore investigates how activity and tool adoption as well as risk assessments vary with firm size and across industries, and with implementing environmental management systems. The analysis finds tensions between risk perception and activities pursued for biodiversity protection, largely because firms shy away from substantive action. It reveals that smaller and medium‐sized firms are less active and that environmental management systems are not conducive to corporate activities in support of biodiversity and ecosystem services. Environmental policy integration (EPI), that is, the incorporation of environmental concerns in non‐environmental policy areas, has been widely adopted in public policies. However, EPI research has found much discrepancy between environmental objectives and actual implementation. This paper argues that analyzing EPI in the context of policy mixes with multiple objectives, multiple instruments and their calibrations helps to better understand unavoidable tensions and limitations. We develop a framework to assess EPI at these three levels of policy output, synthesizing the EPI and policy mix literatures. We further distinguish four analytical dimensions to assess calibrations: stringency, specificity, flexibility, and temporality. A case study of the national implementation of the European Union's Common Agricultural Policy (CAP) in Germany 2014–2022 is used to elaborate the conceptual argument. The CAP has saliently incorporated environmental objectives, while implementation, including the calibrations of most instruments within predetermined corridors, is left to member states. A systematic meta‐review of 142 texts evaluating policy instruments and calibrations in the CAP 2014–2022, focusing on Germany, found that several CAP instruments link most farm income support to pro‐environmental behavior. These instruments could potentially have high environmental effectiveness and efficiency. But actual policy calibrations delivered weak EPI due to low stringency and specificity, while high flexibility and temporal accommodation of farmers' needs might support EPI by increasing acceptance. Weak EPI resulted from instrument calibrations in the face of unavoidable trade‐offs between competing objectives. Risk-based governance is argued by many to hold the promise of a more rational and efficient state, by making explicit the limitations of state interventions and focusing finite resources on those targets where probable damage is greatest. This paper challenges the assumption that risk-based governance has the potential for universal and uniform application, by comparing contemporary flood management in Germany and England. On first inspection, flooding appears to be a paradigmatic case of risk colonizing European policy discourses, with the traditional notion of flood defense giving way to flood risk management in the context of climate change, increasingly frequent flood disasters, political and cost pressures on flood protection, and publicly available European-wide flood assessments. Drawing on in-depth empirical research, this paper shows how the role, and even the definition, of 'risk' is institutionally shaped, and how the respective institutional environments of German and English flood management practices impede and promote risk colonization. In particular, the use and conceptualizations of risk in governance are variously promoted, filtered, or constrained by the administrative procedures, structures, and political expectations embedded within flood management and wider polities of each country. The findings of this research are important for the design and implementation of supranational policies and regulations that endorse risk-based approaches, such as the recent EU Flood Directive, as well as scholarly debate as to how to legitimately define the limits of governance in the face of uncertainty and accountability pressures. This paper focuses on the entrepreneurial endeavours of immigrants' and natives in Germany, concentrating on Turks, Germany's largest immigrant group and one under-studied in the literature. Self-employed Turks in Germany represent about 70 per cent of all Turkish entrepreneurs in the European Union. We use data from the German Socio-economic Panel to study patterns of self-employment. First, we identify the characteristics of the self-employed individuals and understand their underlying drive into self-employment. Next we investigate how immigrant entrepreneurs fare in the labour market and compare their earnings to those of the natives. It is important for decision makers to understand entrepreneurial patterns so that they can shape policy that better fosters entrepreneurial activities. This paper presents several findings that can inform better policymaking. First, our investigation indicates that education is not decisive in determining whether one will choose self-employment over salaried work nor in explaining earnings. The estimated age-earnings profiles are the same for natives and immigrants, while the proclivity to become self-employed is concave with respect to age for both groups. Immigrants' start with a higher probability to work than natives but have a slower increase in the self-employment probabilities thereafter. The earnings of self-employed immigrants' are higher initially, but their earnings path crosses eventually that of the natives. Second, we find some suggestion of ethnic entrepreneurial spirit. Turks are 70 per cent more likely to be self-employed than any other immigrant group, although they do not necessarily earn more. These patterns should be further explored. [ABSTRACT FROM AUTHOR]

Regional governments' discretion in allocating structural funds is limited by the competences of the European Commission to control fiscal activities of decentralized governments. Regional political behaviour and the complexity of the implementation process shape the policy outcome. Who benefits from structural funds? In this paper, we analyse implementation of ERDF funds in East Germany in the financial perspective 2007 to 2013. We find that less rural regions and some economic sectors benefit by more than others. A few beneficiaries control the highest share of the funds. The Gini coefficients vary by group of actor and show high inequality in the distribution of the funds. This indicates that a few actors have better access to the funds than others. ABSTRACT The design and implementation of the EU Water Framework Directive (WFD) in Germany has clearly been inspired by the Integrated Water Resources Management (IWRM) concept. The paper shows, however, that Germany's current river basin management follows a light version of IWRM, by only coordinating groundwater and surface water responsibilities rather than integrating various water related sectors. When assessing the current implementation of the WFD, Article 14 on participation is crucial. This is because the establishment of participatory forums involving stakeholders and the general public is directly related to the question of fit between the administrative and political boundaries of water management and the hydrogeological territory of a river basin. We argue that management concepts that simultaneously aim at integration and participation, such as IWRM, seem to pull in opposite directions. Based on document analysis, an extensive literature review and interviews with key informants, two cases of river basin management in Germany - Ems and Warnow-Peene - empirically substantiate the argument that participation needs to be linked up effectively with the existing, democratically legitimized decision-making structures, which becomes more complicated the more decision-making power and responsibilities are integrated. Moreover, we found that most national, federal and regional state activities are still limited to simply informing and consulting people. The paper ends with recommendations on how to improve governance structures for water management while embracing Germany's approach of light IWRM. With the Lisbon Strategy and mandate, the European Commission committed itself to promoting entrepreneurship as a major driver of innovation, competitiveness, and growth. This paper demonstrates that the renaissance of entrepreneurship policy along with the implementation of the Lisbon Agenda resulted in the localization of policy-making, and re-strengthened policy-makers on the ground to successfully mobilize directly at the supranational level. Furthermore, it shows that EU entrepreneurship policy-making has contributed to a shift from hierarchical government to a more horizontal and interactive form of governance in the new German Laender which were highly exposed to Structural Funds and the Lisbon Agenda. The focus of analysis on the sub-national level helps to fill an academic void in Europeanization and governance literature. By integrating a region- and policy-specific perspective, this contribution goes beyond theorizing the regional dimension of Europeanization in a multi-level governance scheme. The article discusses the role of the European Union (EU) in facilitating concessions between member states which, paradoxically, pursue discrepant foreign interests. First, the article develops a theoretical framework for the under‐researched Europeanization model of cross‐loading. Here, strategic socialization, experiential learning, and policy transfer conceptualize how national actors adopt cooperative practices from the Common Foreign and Security Policy (CFSP) into their bilateral level. Meanwhile, rational institutionalism and the politics of scale help theorize tactical coalition‐ and consensus‐building specifically between discrepant national interests, with regard to states' complementary influence capabilities within the CFSP. Second, the article tests cross‐loading to confirm Poland's conciliatory Russia policy in 2008–14 as an EU‐induced concession to Germany. Arguably, Poland who pursued its strategic interests in the Eastern Partnership tactically adopted Germany's approach towards developing parallel EU–Russia policies. Two influential recent approaches to social policy in Europe imply (for different reasons) that the reforms currently on the agenda, which typically involve cost-containment, are peculiarly difficult to achieve. Esping-Andersen sees much of Europe as set in a "frozen welfare landscape", due to the power of the interests advantaged by the status quo. Pierson sees retrenchment as a peculiarly difficult problem for all governments, regardless of their political ideology. This paper reviews recent pension policy in France, Germany, Italy and the UK. It argues that developments in Germany indicate that it is possible to achieve appropriate policy change in the country which is often used as the paradigm of entrenched interests without major restructuring of the system. Conversely, recent reforms in the UK (seen by Pierson as the country which has achieved the most rapid changes) appear disproportionate to the scale of the problems faced and may have damaged pensioners' interests. Most decisions by the European Parliament are taken by an absolute majority of its members. Some decisions however- such as the approval of the budget of the European Union - require a two-thirds majority. The paper analyzes the a priori voting strength of the member states when their representatives vote coherently. It is shown that the increase in votes for Germany in the 1994 reallocation enhanced its position. A less favourable effect, however, can be seen for the other large members (France, Italy, the United Kingdom, and Spain). However, since votes in the EP tend to be cast according to partisan rather than national affiliation, the relative voting power of the political groups with respect to the two quotas is also analyzed. The tool to measure this is the (normalized) Banzhaf power index, partially extended to account for connected coalitions. The paper demonstrates that the distribution of votes between the present EU member states as allocated in proportion to their population size indeed roughly corresponds to their a priori voting power. However, the relative influence of the largest political groups, the European Socialists and the European People's Party, tends to be overestimated by their share of seats in the framework of the simple majority rule, but it is considerable if the quota is two-thirds. Finally, under the two-thirds majority rule, the European Liberal, Democratic and Reformist Party as well as the small groups appear to be almost powerless. The more the EP gains political leverage - a further increase in its institutional powers is to be expected in the framework of the ongoing Intergovernmental Conference - the more the distribution of voting power between the member states and between the political groups will be a crucial factor in the shaping of EU policies. Perceptions of the EU tend to be studied by examining responses to targeted opinion polls. This paper looks instead at how citizens draw Europe into a wider discussion of politics and political problems. Based on a series of group discussions with taxi-drivers in Britain, Germany and the Czech Republic, it examines the motifs speakers use to explain the origins of problems, the assumptions they make about their susceptibility to address, and how, when these patterned ways of speaking are applied to the EU, they serve to undermine its credibility as a positive source of political agency. Starting from the observation of significant within-industry skill-upgrading, this paper analyses how international outsourcing has affected the relative demand for manual workers in German manufacturing during the 1990s. We combine trade and input-output data to disentangle international outsourcing and trade in final goods and differentiate between the effects of narrowly and broadly defined outsourcing towards Central and Eastern Europe (CEEC), the European Union (EU15) and the rest of the world. Accounting for the endogeneity of international outsourcing by applying instrumental variable techniques, the empirical analysis showed that international outsourcing is indeed an important explanatory factor for the observed decline in relative demand for manual workers in German manufacturing. Particularly, outsourcing towards CEEC plays a major role, irrespective of whether a narrow or wide measure of outsourcing is applied. Using a narrow outsourcing measure and controlling for the adverse demand effects of skill-biased technological change, time-changing industry characteristics, wages as well as industry unobserved characteristics, international outsourcing towards CEEC is found to have lowered the manual workers’ wage bill share by 2.7 per-centage points between 1991 and 2000. In its magnitude this effect is comparable to the skill-biased effect of technological progress, as captured by our controls. Outsourcing towards countries outside CEEC and outside the EU15 is found to have small negative effects on the relative demand for manual workers, but only if one follows the broad definition of international outsourcing. This paper analyses the change in the notion of fundamental and human rights in Germany and throughout the European Union during the process of European integration. This change, that can be summarized in the formula “from human rights to state tasks,” signifies the integration and partial amendment of the French Revolution's ideals (liberté, égalité, fraternité) with the new ideals of security, diversity and solidarity. These new ideals make it necessary for the state to play a positive role in devising, for example, a policy of minority recognition and a long list of social rights. These rights are often translated into merely generic “norms on state objectives” and not directly binding law in force. Background: Seasonal influenza epidemics are managed through vaccination each winter in the European Union, to prevent infections, complications, and deaths. Methods: This enhanced safety surveillance study assessed pre‐specified and other adverse events (AEs) occurring within 7 days of GSK's inactivated quadrivalent seasonal influenza vaccine (IIV4) in children and adults in Spain and Germany. As the study was conducted during the COVID‐19 pandemic (2021/2022 season), data were collected electronically, using a web portal or call center. Results: Safety was assessed in 737 participants (median age 49 and 9 years in Germany and Spain, respectively, 19.3% with a chronic medical condition). After Dose 1 and Dose 2, respectively, 332 (45.1%) and 5 (26.3%) participants reported at least one AE, primarily pre‐specified AEs. The most common AEs after Dose 1 (adults and children) were injection site pain, swelling or erythema, headache, and fatigue. After Dose 2 (in children), the most common AEs were injection site pain, rhinorrhea, fatigue, and decreased appetite. No new or unexpected safety issues were identified. Conclusion: This study supports and confirms the safety profile of GSK's IIV4 in all age groups with a vaccine indication. The new electronic safety reporting method (with response rates of 75.4% following Dose 1 and 100% following Dose 2) provides an alternative for future studies to reduce the burden on sites or in case site visits are not feasible. Europeanization research found no general convergence towards centralized EU policy coordination, despite decentralized systems' comparatively slow and ineffective position‐taking. Does this finding hold against the threat, urgency, and uncertainty exerted by recent years' polycrisis? We posit that decentralized systems indeed persist, albeit in a three‐step reactive sequence in which situational centralization during crises dialectically reinforces decentralization in the long run. First, the prime minister's office harnesses a crisis to acquire hierarchical control of position‐taking. Second, to exploit the deep expertise of the bureaucracy and maximize its bargaining power on the EU‐level, it co‐opts a lead ministry. Third, due to the institutional underpinnings of the decentralized system, the lead ministry, rather than the prime minister's office, eventually retains the administrative capacities created in crisis. We illustrate this causal mechanism in a comparison of the German government's EU policy coordination during the Eurozone and Schengen crises. [ABSTRACT FROM AUTHOR]

Germany is the largest market for natural gas in the European Union, with an annual consumption of approx. 95 billion cubic meters. The German high‐pressure gas pipeline network's length is roughly 40 000 km, which enables highly fluctuating quantities of gas to be transported safely over long distances. Considering that similar amounts of gas are also transshipped through Germany to other EU states, it is clear that Germany's gas transport system is essential to the European energy supply. Since the average velocity of gas in a pipeline is only 25 km/h, an adequate high‐precision, high‐frequency forecasting of supply and demand is crucial for efficient control and operation of such a transmission network. We propose a deep learning model based on spatio‐temporal convolutional neural networks (DLST) to tackle the problem of gas flow forecasting in a complex high‐pressure transmission network. Experiments show that our model effectively captures comprehensive spatio‐temporal correlations through modeling gas networks and consistently outperforms state‐of‐the‐art benchmarks on real‐world data sets by at least 15%. Using data from the German Socio- Economic Panel, this study explores how the duration of poverty and its determinants evolved in Germany between the early 1990s and the late 2000s. To do this, we split the overall period of interest into a set of six-year long rolling windows and use them to document changes in the incidence and length of poverty episodes over time. A joint modeling of poverty and non-poverty spells controlling for unobserved heterogeneity is applied within each window in order to uncover how poverty experiences of individuals with different socio-economic characteristics have evolved over time. The results indicate that poverty has become more persistent and recurrent in Germany since the beginning of the 1990s. Individuals living in households whose head is a citizen from a European Union country, or has general or vocational training, partially improved their situation over time whereas those over 55 years old, households with a disabled or uneducated head, and single parent households became more prone to poverty. The Common Agricultural Policy (CAP) of the European Union implements several farmland eco‐schemes, but most are considered ineffective in halting the population declines of farmland birds. Sown flower fields are among the few eco‐scheme types that rate as clearly beneficial. Yet, current CAP regulations lack minimum criteria for flower fields to qualify as eco‐scheme, and thus only partially exploit their potential biodiversity benefits.Earlier research on the attraction of farmland birds to different types of sown flower fields has focused on the breeding season. We know far less about relative use of these fields during the non‐breeding season, when food limitation can become severe. We therefore compared the attractiveness of four flower field types in SW Germany to 17 bird species during autumn and winter. Based on replicate surveys on 75–168 fields, we analysed bird incidences across these four types, and in relation to vegetation structure and landscape features.Flower field types showed little variation in species richness, but striking differences in selection by particular species. Finches and tits were disproportionally abundant on fields in their first year since sowing, buntings and whinchat on fields in later successional stages. Most flower fields established under CAP greening regulations were ploughed between September and November in their sowing year. Therefore, such fields fail to support farmland birds and other wildlife during a critical phase in their annual cycle.Birds were consistently more abundant on larger fields with a differentiated vegetation structure. Flower fields along hedgerows and groves primarily attracted inhabitants of woodland ecotones, while farmland birds had higher incidences on fields embedded in open landscapes.Policy implications. EU member states currently revise their regulations for farmland eco‐schemes, including sown flower fields. We propose minimum quality standards to assure that such fields effectively support farmland birds also during the non‐breeding season. Standards include a minimum maintenance for two years, more diversified seed mixtures, field sizes exceeding 12 m width or 0.18 ha area, and local diversity in flower field placement relative to other landscape elements such as hedgerows. The well‐known German aversion to inflation has attracted a lot of interest and is often attributed to a specific historical memory: Weimar. Yet we do not know much about why hyperinflation seems to overshadow the Great Depression in German collective economic memory. To answer this question, we study what exactly it is that Germans believe to remember about their past. Using original survey data, we show that many Germans do not distinguish between hyperinflation and the Great Depression, but see them as two dimensions of the same crisis. They conflate Weimar economic history into one big crisis, encompassing both rapidly rising prices and mass unemployment. Additionally, more educated and politically interested Germans are more likely to commit this fallacy. Agricultural intensification has led to dramatic losses of species and associated ecosystem services. In the European Union, agri‐environment schemes (AESs) have been developed to mitigate these challenges. There are two opposing AES strategies, targeting either production or non‐production areas. Organic farming focuses on production and conservation on the same land‐use area, whereas flower strips adjacent to crop fields are in favour of intensified conventional production combined with conservation strips outside the cultivated area.We investigated pest and natural enemy abundances of organic farming versus establishing flower strip in 10 agricultural landscapes in Central Germany along a gradient of mean field size (1.24–6.78 ha). We focused on three winter wheat fields per landscape: conventional field (control), conventional field with adjacent flower strip and organic field. We sampled crop pests such as cereal leaf beetles (CLBs) and cereal aphids as well as their natural enemies.Our results indicated that the abundance of CLB larvae was more than two times higher in conventional farming with and without flower strip than that in the organic farming. The abundance of natural enemies was supported by landscapes with small mean field size, that is their numbers increased c. threefold when field size decreased from 7 to 2 ha.Aphid abundance was lower in organic fields and conventional control fields than in conventional fields with flower strips suggesting a potential disservice of flower strips. Parasitoids and natural enemies benefited from flower strips, but they were obviously not able to control the aphids.Synthesis and applications. The major pests in cereals, aphids and CLBs infested organic farming less than flower strips along conventional fields. However, the abundance of natural enemies of pests benefited from flower strips and, in addition, from decreasing field size in agricultural landscapes. Hence, enhancing predator populations for more effective biological pest control may be best with decreasing field sizes combined with organic farming and flower strips. The European Water Framework Directive demands to assess and report the chemical and ecological status of water bodies (WB). Linking their status to drivers and pressures and deriving suitable mitigation measures require knowledge of the shape and area of WB catchments. We derived a network of 26 570 WB catchments in Germany using the hydrologically‐defined drainage basins of the German federal states. We established a network of 338 149 drainage basins. This network underwent plausibility checks and a validation with the catchment areas of 348 monitoring stations across Germany. To this network, we assigned the longest intersecting or the next downstream WB code. To account for geometric inaccuracies we revised spurious intersections resulting in splittings and cycles in the WB network. As WB may be ecologically but not hydrologically well defined, we split them at confluences and intersections. The network of drainage basins matched the monitoring stations with a Nash‐Sutcliffe efficiency of 1.00. The final WB network contained 11 005 out of the 11 586 original WBs longer than 1 m. The corresponding local catchment areas range from <<0.0001 to 446 km2, with a median of 10 km2. The dataset combines the requirements of hydrological and ecological modelling applications at basin or national scales with the needs of the EU reporting which can foster their acceptance by state authorities and river‐basin management. Social protection in Germany, Belgium and the Netherlands share Bismarckian roots. Over time, these welfare states were however in constant flux and incorporated to a greater or lesser extend elements of both the Anglo‐Saxon and Nordic models. While the Netherlands has from the beginning deviated from the Bismarckian model, in recent years this welfare state has undergone important reforms that have made it increasingly evolve into a "Bismarck cum Beveridge" model. Germany and Belgium also witnessed a dual transformation, with retrenched earnings‐related benefits for long‐term unemployed and an increasing number of atypically employed people on the one hand and expanded social security to the so‐called "new social risks" on the other. It is against this changing institutional background that we can understand the similarities and differences in the extent to which these three continental welfare states used traditional social insurance systems to buffer the social and economic consequences of confinement. First, all three countries strengthened to varying degrees social protection systems for the active age population. So conceived, the policy responses were a response to the dual transformation of social protection that took place in recent decades without, however, changing its course. Second, the extent to which continental welfare states made use of existing social insurance schemes seems to be related to the extent to which these welfare states have moved in the Anglo‐Saxon direction. Comprehensive assessment of the virtual water trade of Germany with the world is performed and the national water footprint through the trade of crop and livestock products from 1991 to 2016 is assessed. Virtual water flows based on 328 products with more than 200 countries indicate Germany as a net virtual water importer. Average virtual water import was 100.5 Bm3/y, virtual water export was 60.2 Bm3/y and net virtual water import was 40.3 Bm3/y. Trade patterns of virtual water transfer differ for the various commodity types. Trade between Germany and the world implies a global water loss of 5.9 Bm3/y. This study portrays that trade between countries is not only related to the economics but interlinked with the agricultural water use and management practices of the respective nations. Pollinators have experienced a dramatic decrease world‐wide due to agricultural intensification. In many countries, agri‐environment schemes (AES) have been introduced to counteract this current trend. However, until now, the relative importance of each AES for biodiversity and ecosystem services is still little understood and might change depending on landscape context. Complex landscape‐experiments are required to fill this knowledge gap, enabling the implementation of sustainable intensification of food production.In our study, we compared the effectiveness of the two most popular AES in Germany, organic farming and flower strips, in supporting pollinators and flower resources. We selected nine landscapes along a gradient of increasing field size, (configurational heterogeneity), each with a triplet of winter wheat fields: one organic, one conventional with flower strip and one conventional without flower strip as a control. We surveyed insect‐pollinated plants and pollinators (bumblebees, solitary bees and hoverflies). Additionally, we placed bumblebee colonies in the field edges to monitor their growth (colony weight gain) and reproduction (queen production).Flower strips stood out with the highest abundance and richness of pollinators. In contrast, bumblebee colony growth and plant richness benefited equally from organic and flower strip schemes. At the landscape scale, smaller fields had a positive effect on plant richness and bumblebee reproduction in flower strips. By contrast, bumblebee colonies in organic agriculture benefited most from large fields, as large organic fields provided much more flower resources than the narrow flower strips.Synthesis and applications. Our results showed that both local and landscape management shaped pollinator communities and their reproduction. Overall, organic farming and flower strips appeared to be effective tools to mitigate flower shortage in conventional cereal fields, with organic farming supporting the highest flowering plant cover per field. Flower strips enhanced local pollinator richness most, but increased bumblebee reproduction only when the surrounding landscapes had small fields with long field borders. Therefore, our results reveal that European Union policies need to take into account that the effectiveness of agri‐environment schemes depends on the structure of the surrounding landscape. Following the 2006 reform of the European Union sugar market, and in anticipation of the quota abolition, a reallocation of sugar production has occurred. Using a Lowe quantity index, we evaluate the productivity and profitability of sugar beet farming in Germany from 2004 to 2013. The results show that an increase in total factor productivity partly compensated for losses in terms of trade. Moreover, the contribution of production reallocation to sector productivity growth varied across regions with distinct ownership structures of sugar processing companies. Many renaturation projects and compensation areas are based on the use of seeds from regional indigenous wild plants; in the following: native or regional seeds. Despite this, such seeds make up only a small proportion of the total number of seeds used for greening projects; in Germany, for example, it is only around 1% (=200 t per year). Although the market for regional seeds is small, it is highly competitive. High‐priced native seeds compete with flower mixes of unspecified origin and can only be differentiated from them by reliable quality seals. A quality assurance system based on seed legislation (EU Directive 2010/60, preservation mixtures) has been developed in a few European countries. However, quality assurance ends with the sale of the seeds. Thus, seed use remains unmonitored, and often unsuitable material, or material foreign to the region, is planted in restoration areas. Unfortunately, nature conservation has not made seed‐based restoration one of its key issues, neither at the European nor at the national level. Currently there are many different local and regional standards, methods and private certificates that are confusing for users and which provide little continuity and predictability for producers. We recommend the establishment of an EU directive or a broadly agreed recommendation to the EU member states, spearheaded by nature conservation, which would define the standards for producing and using native seeds (e.g. harmonised regions that cross national borders, quality regulations). The article looks at the accounting measurement practices in France, Germany, and Great Britain and the differences in the effects of their financial statements. The differences in financial ratios and stock market valuation of accounting data are not explained by macroeconomic factors, they are predictable, and they are present in net income. The directives of enacted legislation by the European Union do not affect the cross-country differences despite efforts to create an integrated set of financial reporting standards.

Abstract: Ordoliberalism has undergone a dramatic resurgence as a characterization of the contemporary EU and its economic dimensions. Commentators have pointed to the ‘ordoliberalization’ of EU economic policy with Germany at its core, albeit with the latter taking the role of a ‘reluctant hegemon’. Perhaps as a result of this pervasive influence, some have claimed that the EU is itself ordoliberal, resting on a particular understanding of the relationship between ordoliberalism and an ‘economic constitution’. For this claim to be substantiated, the characterization of ordoliberalism needs to persist across time and the EU's law and policy‐making spaces. In this article, we examine this proposition, and argue that the influence of ordoliberalism can help a richer understanding of the contemporary EU beyond the confines of the economic constitution and into its evolving legal system(s). This study aimed to analyse the impact of public economic promotion on the performance of establishments. Using data from the German Institute for Employment Research (IAB) establishment panel from 1996 through 2009, we studied the effect of public funding on a number of indicators that provide insight into the topic. For this purpose, conditional difference-in-differences estimators were derived using a propensity score matching approach. Supported establishments were found to invest more and request more labour when the amount of public funding is considered. However, on average, establishments that have a history of previous investments also have a higher probability to receive funding than other entities. On the other hand, the evidence suggests that funded establishments reduce their investments shortly before funding. This could point to changes in the behaviour of the establishments, because of the expected economic promotion. Also, it seems that the results are permanent, when the analysis is conducted with natural values instead of logarithms. We examine the presence and magnitude of initial audit engagement fee cutting and its potential effect on audit quality in Germany using a sample of 992 firm-year observations from 2005 through 2011. Our results show systematic fee cutting for initial audit engagement years in Germany. Despite significant audit fee differences between initial and subsequent audit engagement years, we do not find differences in audit quality. Overall, our findings support prior empirical studies, suggesting that low-balling is merely a natural response of auditors to competitive audit market conditions and does not necessarily impair auditor independence. In the wake of the on-going discussion in the European Union regarding the control of appointment, remuneration, and duration of audit engagements to curb threats to auditor independence, our findings do not support the implementation of audit market price controls through governmental regulators. The article analyses the impact of European regulations of posting on different national wage systems. The article shows that the impact varied across the countries and has been filtered by the national institutions regulating the labour market. In the voluntarist wage setting systems of Germany and even Sweden, they have been a major factor bringing wages back into competition. The ability of national actors to act has been considerably curtailed by the European Court of Justice (EUJ), which has placed free competition above the basic rights of autonomous collective bargaining. Because of the divergent interests of Member States, this weakening of national actors cannot be compensated for by transnational agreements. ABSTRACT Institutional change at supranational, European Union level affects national and firm level institutions in various ways. This article traces effects of liberalisation measures in the airport industry enacted in two airport firms in Germany. The study, based on qualitative empirical research, found that EU liberalisation facilitated company creation of subsidiaries (subsidiarisation) and elevated shareholder interest in corporate governance. These factors affected institutional practices and cultural norms within the German industrial context that in turn influenced significant alterations in employment and workplace relations. Considerable disruption of the German social partnership model of corporate governance and industrial relations was observed. However, in addition to patterns of convergence towards neoliberal practices and outcomes frequently observed in Anglo-Saxon systems, the study found some elements of effective retention of cultural institutional resources of the German model. This article claims that the territorial structure of government results from a tension between scale and community. The benefits of scale arise from the nature of public goods, and include economic exchange, political power and protection against external shocks. Communities are double-edged in that they are characterized by parochial altruism. Altruism and social solidarity facilitate government within communities, but parochial attachments constrain government among communities. Scale and community, as theorized here, provide a setting for strategic choice. Both are in flux as patterns of human interaction change, and government itself shapes those patterns. Evidence is drawn from the five largest polities in the history of western Europe: the Roman Empire, the Frankish Empire, Napoleonic France, the Third Reich and the European Union. This article analyses the formation and development of Member State preferences and positions before and during the European Union (EU) Presidency term. The empirical analysis focuses on the Federal Republic of Germany's policy concerning EU-Russian relations, especially regarding energy policy. The extent to which liberal intergovernmentalism (LI) furthers our understanding of state behaviour in the context of the EU Presidency is questioned. The findings suggest that LI adequately explains the formation of German positions prior to assuming office, as its policy objectives are chiefly influenced by domestic producers' interests. However, LI cannot satisfactorily account for German governmental action after taking on the Presidency role, during which time it largely downplayed domestic preferences. Instead, Presidency norms dominated its action. In this article, institutionalist approaches are drawn upon for a significantly enhanced understanding of governmental behaviour during the Presidency. Rational choice institutionalism (RCI) highlights Germany's restraint from defending its original domestic preferences due to rational calculation embedded in normative Presidency constraints. The article discusses the political and economic state of the euro currency, as of September 2011. The euro promotes European integration through monetary union, establishing a single interest rate policy for 17 countries overseen by the European Central Bank (ECB). In 2011 the eurozone was roughly a fifth of the global economy, approximately equal to the U.S. The euro was second only to the U.S. dollar in international importance. It is noted that fixed European exchange rates had been beneficial for German exports, causing Germany to attain a dominant economic position in the EU.

The EU is very good at negative integration, removing barriers to cross-border activity. But does that automatically mean the creation of a common market? We investigate the extent to which EU health care policies, which undeniably are negative integration, are creating any kind of markets in health care. Using elite interviews in the UK and Germany, we find almost no behaviour by states or stakeholders that is both competitive and attributable to EU policy. There are multiple barriers to entry and weak incentives for patients, providers or governments to respond to EU health policy with competition or entry into new markets. In addition to or as substitution for a regulated isolation distance, conventional maize (Zea mays L.) border rows at the genetically modified (GM) maize field edge are considered as feasible measure to ensure coexistence between GM and conventional or organic maize. Therefore, we examined the effectiveness of 9-m- and 18-m-wide non-GM maize borders at the GM maize field edge on outcrossing rates into a neighboring non-GM maize field. One field experiment each was conducted in 2008 at three sites in Germany using a field orientation representing a worst-case scenario concerning wind direction. In each case, the distance between GM and non-GM maize fields was 51 m. At two sites, sizes of GM and non-GM maize fields were 0.8 ha, respectively, and at the third site 0.5 ha (GM) and 0.3 ha (non-GM). The GM percentages of individual samples taken at recipient field depths between 0 and 90 m were quantified by real-time polymerase chain reaction. Overall, no pollen-mediated gene flow reducing effect of border rows was observed in the present study, although synchrony of anthesis between GM maize and border row maize was given at each site. Calculated GM contents of the total non-GM fields harvest were always below the European Union labeling threshold of 0.9%. In consequence, planting 9-m- or 18-m-wide conventional maize border rows at the GM field edge is no reliable coexistence measure, at least if combined with an isolation distance. We estimate forward-looking interest rate rules for five large Organization for Economic Cooperation and Development economies, allowing for time variation in the responses to macroeconomic conditions and in the variance of the policy rate. Conventional constant parameter reaction functions likely blur the impact of (1) model uncertainty, (2) conflicting objectives, (3) shifting preferences, and (4) nonlinearities of policymakers' choices. We find that monetary policies followed by the United States, the United Kingdom, Germany, France, and Italy are best summarized by feedback rules that allow for time variation in their parameters. Estimates point to sizeable differences in the actual conduct of monetary policies even in countries now belonging to the European Monetary Union. Moreover, our time-varying parameter specification outperforms the conventional Taylor rule and generalized method of moment-based estimates of reaction functions in tracking the actual Fed funds rate. This article takes stock of the emerging scholarship on the European Court of Justice's 2008 Kadi decision and seeks to make sense of the court's apparent evasiveness towards international law. The article argues that Kadi is best understood as an act of civil disobedience prompted by the UN Security Council's misapplication of foundational principles of the international order. In turn, the court's forceful articulation of the stakes in this case signals a prioritisation of basic rights within the supranational constitutional architectonic. In this respect, the ‘domestic’ constitutional implications of Kadi are just as far reaching as its consequences for the EU's status as an actor under international law. [ABSTRACT FROM AUTHOR]

This article deals with the currently widely discussed concept of regional governance and investigates the roles this concept actually plays within rural development policy and its implementation in Germany. The main question is whether or not ‘regional governance’ is just a fashionable scientific term. Can we really observe impacts of the regional governance discussion on policies for sustainable regional development in rural areas in Germany? To answer this question the programmatic statements of the EU community initiative LEADER+ are analysed against the background of the most important regional governance criteria. Subsequently, a deeper look into the implementation of LEADER+ in six German regions shows that regional governance still needs some forms of hierarchical co-ordination by higher levels of state. Some major problems for the implementation of regional governance in LEADER+ as well as some important positive impacts of the programme are identified. These show that, despite all potential problems, the concept of regional governance has the potential to make a significant contribution to the successful development of rural areas. The article presents a study which examines the similarities of occupational exposure limits (OELs) implemented by seven different national regulatory agencies of European Union (EU) member states and the European Commission (EC). The study collected the OELs data from the websites of the agencies and the substances specified in the Chemical Abstracts Services (CAS) which was compared using geometric similarity method. The data were compared in terms of chemicals selected, average levels of exposure for all chemicals, and the similarity between OELs enforced by the different EU members and the OEls recommended by EC. Results show that Poland changed its OELs' level while Germany increased it. It also concludes that the OELs of EU member states are in accordance with EC's recommendation.

The article discusses what kinds of demands were placed on the German Presidency during the year 2007 regarding management and whether or not the Presidency matched its functions to those demands. The article will focus on the resources the Presidency had at its disposal, how they were used and its mode of operation that was adopted. The conditions for successful management and brokering which included clearly setting the priorities of the presidency and early communication of realistic timetables. How the Presidency balances mediation and representation as well as the limits on the presidency's ability to act in foreign policy are discussed.

It is investigated whether euro area variables can be forecast better based on synthetic time series for the pre-euro period or by using just data from Germany for the pre-euro period. Our forecast comparison is based on quarterly data for the period 1970Q1–2003Q4 for 10 macroeconomic variables. The years 2000–2003 are used as forecasting period. A range of different univariate forecasting methods is applied. Some of them are based on linear autoregressive models and we also use some nonlinear or time-varying coefficient models. It turns out that most variables which have a similar level for Germany and the euro area such as prices can be better predicted based on German data, while aggregated European data are preferable for forecasting variables which need considerable adjustments in their levels when joining German and European Monetary Union (EMU) data. These results suggest that for variables which have a similar level for Germany and the euro area it may be reasonable to consider the German pre-EMU data for studying economic problems in the euro area. The authors further investigate the conditional variance and the persistence of real exchange rate (RER) shocks between Germany and some core European Union (EU) members from January, 1973 through 2004. Using data for all EU15 countries, they test whether the enlargement of the Union has reduced the variability and the persistence of RER shocks between Germany and the rest of the members during the 1990s. They also examine the impact of the introduction of the euro on the variance and persistence of real exchange rate shocks. Finally, the authors extend the analysis to the new members who joined in May, 2004. The Maastricht-Urteil of the German Constitutional Court of October 1993 has left a deep mark on EU law. Although some may consider it as part of legal history, the decision has never been overruled, and the ideas behind it are very much alive. This article tries to examine the legacy of that decision. From a practical point of view, the article focuses on the following issues: the current situation in Germany; the influence on other constitutional or supreme courts and on constitutional reforms in some Member States; the influence on the European Court of Justice and on the Treaty establishing a Constitution for Europe. Regarding theory, three sections of the article discuss a number of widespread ‘ idées reçues’ contained in the Maastricht-Urteil on notions such as the state, constituent power ( pouvoir constituant), and democracy. The next section presents the movement of legal pluralism as an attempt to come to terms with the Maastricht-Urteil and its legacy. It criticises the radical versions of legal pluralism in view of the damage they may cause to essential dimensions of the rule of law. The article focuses on the trends in the generation and utilization of bio-fuels, particularly the potentials and limits of biogenic energy sources in Germany and the European Union. It talks about the utilization of biomass for the production of fuels and fuel additives, which is a significant contribution in reducing emissions of greenhouse gases. The main commercially available biogenic fuel in Germany, the rapeseed oil methyl ester (RME), and the growing interest in the use of biogas plants are discussed.

The relationship between the national and the European legal orders is affected by the way it is theorised by the national constitutional traditions. This article will explore the opposing constitutional assumptions in Germany that underlie two interpretations of what in Anglo-Saxon countries is known as constitutional law: Staatsrecht and Verfassungsrecht. The two contending visions are generated from different conceptions of the European Union and, especially, the state. The origins of the German constitutional traditions will be historically reconstructed. Although Staatsrecht has historically offered the dominant interpretation of public law, Verfassungsrecht has ‘de-mystified’ the state. To continue to offer a coherent interpretation Staatsrecht need not abandon the state as its central concept, but will need to re-examine the content of the concept in light of modern forms of constitutionalism and European integration. Previous euro area money demand studies have used aggregated national time series data from the countries participating in the European Monetary Union (EMU). However, aggregation may be problematic because macroeconomic convergence processes have taken place in the countries of interest. Therefore, in this study, quarterly German data until 1998 are combined with data from the euro area from 1999 until 2002 and these series are used for fitting a small vector error correction model for the monetary sector of the EMU. A stable long-run money demand relation is found for the full sample period. Moreover, impulse responses do not change much when the sample period is extended by the EMU period provided the break in the extended data series is captured by a simple dummy variable.
