Several aspects of the growing market for energy-related collaboration between pulp and paper industries (PPIs) and energy service companies (ESCOs) in Sweden were investigated through in-depth interviews with PPI and ESCO managers. Aspects of concern are the different forms of co-operation established, the managers' views on the recent changes made regarding competence and business focus, the managers' views on the opportunities and risks with energy related co-operation and the implications for sustainable industrial energy management. The study shows that there is a mutual belief among PPI and ESCO managers that co-operation can provide opportunities for improved competitiveness through a more rational distribution of competences between companies. The main two barriers against the utilization of this potential are that ESCOs must prove that they can bring added values other than capital to pulp and paper mills, and the lack of competition between external energy service providers. Furthermore, we argue that adding aspects related to competence and inter-firm partnering can improve the existing theory surrounding barriers and opportunities for sustainable industrial energy management in manufacturing industries. The present paper simulates cyberattacks in DIgSILENT for energy management and state estimation. Assuming hackers have adequate information to alter input data, they can alter the power market and the available transmission capability (ATC). Detection programs may fail if false information is coordinated in the presence of error information. The minimum number of network measurements before the state estimation program converges is 54% of the total measurements. In the new method, weighted least squares improve the state estimation speed. The new method can also improve the speed of ATC. In addition to identifying the cyberattack, the algorithm in the present paper can be used to identify the target of the attack. It also uses complete and correct information and even incorrect measurements to report state estimator errors. The present paper shows that ATC values follow the inverse pattern of load and loss. This paper traces the origins and development of the concept of ‘market transformation’, from its beginnings as a part of energy policy in the USA, to its subsequent development in the UK. It discusses whether it could become a strategic option for British business in pursuit of sustainable growth. Drawing together themes from the academic literature on marketing, consumer behaviour, business, and energy policy, together with data from national programmes, and British government sources, the paper argues that such an approach would be based on a twin false premise – that selling energy efficiency to consumers is in accordance with modern marketing thinking, and that it has much to do with achieving sustainable development. It concludes that while achieving sustainable development will certainly encompass the transformation of markets for many products, ‘market transformation’ itself cannot be seen as a key driver for change. In this paper a phase‐field formulation based on an extended F‐criterion (the normalized strain energy release rate criterion) is proposed to simulate tensile‐compressive‐shear rock fractures. By applying the F‐criterion, the phase‐field crack‐driving energy decomposition is determined by a direction search which maximizes the local fracture dissipation. In compressive‐shear states, the computation is supplemented by an explicitly expressed confinement‐dependent mode‐II fracture energy release rate, and the cracking angle is determined by both the fracture energy and strain states. The hybrid formulation and alternate minimization algorithm are adopted for the numerical examples in this paper. Fractures for rock and rock‐like specimens subjected to compression demonstrate the ability of the present model in capturing tensile‐compressive‐shear rock fracture behaviors. This paper examines news media coverage of hydraulic fracturing in Canada over a five-year period in five newspapers. Hydraulic fracturing, or 'fracking,' has reenergized the North American oil and gas market. This technology has increased economic growth, but it also comes with unknown and uncertain environmental and public health risks. Regulation of the fracking industry varies globally. In Canada there are three provinces that engage in large volume fracking and four provinces that have placed a moratorium on fracking. This paper demonstrates that the Canadian fracking story is about five frames: water pollution, economic benefits, uncertain risks, moratoriums, and energy independence. There is a difference between coverage in the two national newspapers as well as a difference in national and provincial coverage. In Nova Scotia, where fracking is banned, the media focuses primarily on environmental issues and benefits to the local economy. In Saskatchewan, where fracking for oil is an essential part of the economy, the media focuses on economic benefits and downplays other frames. Overall, across the five papers, the media coverage is highly selective and focuses on particular stories about the economy or the environment, but not both. Governments and civil society are increasingly aware that the decarbonization of energy systems needs to be aligned with justice principles of recognition, distribution, and process. This paper establishes a conceptual linkage between "sustainable development", "low‐carbon energy transitions" and "energy justice" and examines social priorities to address peoples' competing priorities associated with low‐carbon energy interventions. By analyzing a renewable energy project in Vietnam as a case study, the paper shows that linking social priorities to energy justice provides a useful contribution for energy policy makers toward a better understanding of the multidimensional and complex aspects of low‐carbon energy transitions, and how different segments of society prioritize and perceive them for the achievement of socially just energy decisions. The European Union (EU) has committed to becoming a global leader in renewable energy. Reaching this target implies fostering innovation activity to maximize the competitiveness of the European renewable industry. By relying on a case study approach based on a small number of in‐depth interviews with selected stakeholders, this paper illustrates one of the main factors hindering technological development in the renewable energy sector in Europe. More specifically, the paper focuses on the so‐called "valley of death," which traps promising technologies in a "limbo." While ready to be deployed from a technical standpoint, these technologies are not cost competitive and, paradoxically, only their widespread commercialization would allow to drive their cost down. The paper also identifies a mix of policy solutions that can effectively support the competitiveness of the EU renewable energy industry. While more public funding to deploy promising renewable energy technologies is certainly needed, EU policymaker should also improve synergies between EU funding programs at all stages of the research and innovation process. In addition, introducing an EU risk insurance and guarantee fund would ultimately allow to reduce deployment costs and boost commercialization of new technologies. [ABSTRACT FROM AUTHOR]

India has abundant solar power assets. Many districts get better than expected insulation compared with different parts of the world. The essential innovation for incorporating and changing sun‐based energy into electrical energy in India depends on photovoltaic (PV) cells. Concentrated solar power (CSP) plants have barely added to the nation's general introduced solar‐based force limit. The difficulties that have restrained the development of CSP and CST are part of the discussion and potential arrangements recommended. The primary difficulties for CSP and CST are identified as the absence of a dependable direct normal irradiance database, indigenous assembling, and rivalry from PV. The after‐effects of a contextual analysis evaluated the effect of indigenous assembling and economies of scale on capital expenses and levelized cost of power. We will evaluate the current status of CSP plants in this paper. The paper shows different incorporated technologies in solar thermal application in India with indigenous manufacturing and the energy policy supporting the solar thermal analyzing the barriers to implementation of Jawaharlal Nehru National Solar Mission. Also, the techno‐economic evaluation of the CSP and CST is covered. This paper provides a framework of CSP and CST technology in India's industrial sector with their impact on goods and services provided by the sector and the cost‐effectiveness of the product and technology. Furthermore, the environmental aspects and base electrical load accumulating are researched, and various policy measures and amendments are suggested to the government from this study‐based study. The literature on socio‐technical transitions analyses multi‐scale, nonlinear changes in societal systems, but has tended to ignore the geography of these changes. This paper addresses this gap by focusing on a geographical periphery, rather than on the urban core, and considers a transition–periphery framework to provide a way to conceptualise and examine the dynamics of resource peripheries within a socio‐technical transition. The concepts of socio‐technical transitions and resource peripheries have been connected in previous work examining wind energy projects in Scotland. This study extends that work by refining its framework, explicitly drawing from the concept of peripheralisation as a process, and applying the framework to a wider set of contexts. The focus of peripheralisation is on the processes involved in creating peripheries rather than simply the periphery as a geographic location. This attention to peripheralisation uncovers the multi‐dimensional, relational, and multi‐scalar relationships and processes of the dynamics within resource peripheries during a socio‐technical transition. This paper draws on a set of energy policy case study sites in Scotland, including the North Yell Tidal Scheme, the proposed Shetland interconnector, and the Cruachan and Coire Glas Pumped Hydro schemes. It argues that transition–periphery dynamics are an effective analytical tool for understanding the geographically uneven multi‐scalar dynamics created as socio‐technical transitions occur. Thermodynamics as a fundamental branch of physics examines the relationships between heat, work, and energy. The maximum energy extraction can be characterized by using the passive states that have no extracted energy under any cyclic unitary process. In this paper, the focus is on the concept of marginal passive state energy and derive polygon inequalities for multi‐qubit entangled pure states. It is shown that the marginal passive state energies collectively form a convex polytope for each class of quantum states that are equivalent under SLOCC. Multipartite passive state energy criteria is introduced to classify multipartite entanglement under SLOCC. The present result provides a thermodynamic method to witness multipartite entanglement. This article explores Danish renewable energy policy and policymaking, focusing on the development of nearshore wind energy and the role played by various actors, their competing ideas, the discursive processes in which they participate, and the institutional settings where exchanges occur. The research employs a case study design, concentrating on the Vesterhav Syd nearshore windfarm project. Drawing on semi‐structured interviews, the paper exploits Discursive Institutionalism and one of its recent refinements, labelled Ideational Power that highlights power over, through and in ideas. The data gathered provides compelling evidence of the ways in which actors struggle for dominance, each seeking to persuade others of their preferred policy problem definition and solutions: a process that oscillates between highly technical coordinative discourses among government agencies and business organisations and more politicised communicative discourses among a wider set of actors that includes community groups. Significantly, this case reveals the power of various policy stakeholders in Danish energy policy, suggesting that once decisions are taken at the national level of governance to construct a windfarm, only limited influence can be exerted by local groups on the outcomes. This paper examines the viable attributes of charged compact stars with anisotropic matter configuration in f(R,T2)$f(\mathcal {R},\mathbb {T}^{2})$ theory. For this purpose, we use the embedding class‐1 technique and consider a specific functional form of this modified theory, i.e, f(R,T2)=R−γT2$f(\mathcal {R},\mathbb {T} ^{2})=\mathcal {R}-\gamma \mathbb {T}^{2}$ to examine the geometry of compact objects. The values of unknown parameters are found by the smooth matching of interior (static spherical metric) and exterior (Reissner‐Nordstrom metric of energy‐momentum squared gravity) spacetimes. We investigate the impact of effective fluid parameters anisotropy, equation of state parameters and energy bounds in the inner region of the charged stellar objects. The stability of the stellar models in the presence of charge is examined by speed of sound and adiabatic index. We find that embedding class‐1 solution is physically viable and stable for charged anisotropic stellar objects in this modified theory. The offshore wind (OSW) energy industry is rapidly developing in the United States. New federal mandates require at least 30 GW of OSW by 2030. With the largest goal in the eastern United States, the state of New York seeks to advance OSW in a way that is both environmentally and socially responsible as well as cost-effective. To achieve this, New York developed technical working groups (TWGs) in 2017 focused on critical topics relating to OSW energy development, including the Fisheries Technical Working Group and Environment Technical Working Group (F-TWG and E-TWG; collectively, "the TWGs"). The TWGs are composed of OSW developers, fishing industry (F-TWG) or environmental nongovernmental organizations (E-TWG), federal agency representatives, and state representatives from Maine to North Carolina. These groups advise the state of New York on OSW issues by emphasizing the use of science and technical expertise to inform decision making. The effectiveness of TWG collaborations is due to a variety of reasons, including the regional scale of stakeholder involvement, which allows the groups to develop guidance at an appropriate geographic scale relative to OSW and fishing activities and wildlife populations. The regional collaboration and communication fostered by the TWGs are essential for building trust among stakeholder groups and working collectively to minimize fisheries and environmental impacts as the OSW industry progresses. This paper highlights the OSW stakeholder engagement process and approach implemented by New York through the development of TWGs, as a means of identifying needs for environmental and fisheries resources to inform responsible OSW development within New York and regionally across the eastern United States. There has been growing interest in collaborative approaches such as co‐creation and co‐design for strategic energy planning and energy policy design. However, existing analyses have conceptualized collaboration in rather vague terms, have focused primarily on the involvement of industrial actors and have been set in Western Europe. In this paper, we assess an inclusive energy transition policy co‐design experiment in Ida‐Virumaa, a region in Estonia historically dominated by the oil shale industry and with scarce experience of cross‐sector collaboration to date. The experiment had a twofold purpose: (1) to establish a network of people interested in renewable energy and energy efficiency in the region, (2) to develop and validate proposals for policies that could accelerate the energy transition. We found that expectation alignment, social learning, resource mobilization and developmental evaluation can be used to create synergy among participants and can lead to innovative policy proposals. However, collaboration increases the time needed for policy development, the existence of alternative venues can undermine the collaborative process, fluid roles can create confusion around implementation and there might not be many resources to build on in old industrial regions. We conclude that it is still relatively easy to co‐design energy policy or a strategic energy plan even in a setting that does not enjoy a well‐developed collaborative culture but it is much more challenging to co‐create a strong network of committed actors with clear roles in the implementation of policies and plans. This paper discusses a generic design of lithium‐ion (Li‐ion) batteries and supercapacitors, which are important sources for energy storage systems (ESS). The main contribution of this study is to compare the available and experimental models for batteries and supercapacitors operating under continuous charge or discharge conditions. Even though the available models show similar behavior to the experimental ones in short‐term or pulsed discharge conditions, this situation may be different in continuous discharge conditions. For this purpose, the optimal electrical equivalent circuits of energy storage devices were constituted and modeled in the MATLAB/Simulink environment. Then, the electrical equivalent circuit parameters were approximately calculated with the help of dynamic equations. Finally, the model parameters were estimated using Nonlinear Least Squares Method (NLSM) and Trust Region Reflective Algorithm (TRRA). When the obtained results were evaluated together, it has been observed that the electrical equivalent circuit models (EECM) more accurately reveal the transient and steady states of energy storage devices compared to the available models, especially under continuous discharge conditions. This paper uses original Canadian survey data to compare support for and opposition to five energy‐related climate policies. Results show that Canadians were very concerned about climate change and supportive of the policies. Variation in support and opposition was investigated using logistic regression. We tested models that associate climate policy support with a combination of one's ecological worldview, climate change attitudes, personal capabilities, contextual influences, and ascription of responsibility to take action on climate change, applying elements of Stern's (2000) theory of environmentally‐significant behaviour and Patchen's (2010) model of climate change behaviour. We found that the more abstract policies attracted a different set of predictors than the more concrete policies. Females and parents showed increased support for the more abstract policies. Having an ecological worldview was a significant predictor of support for all policies but was obscured by other factors in a combined model. Some empirical studies show that natural resources and physical capital are likely to be complements in the production process rather than substitutes. What is more, the assumption of substitutability in many theoretical papers leads to some counterfactual conclusions. This paper proposes a simple model of economic growth with complementarity between these two factors of production via energy production. We consider the equilibrium state of this model and derive the conditions necessary to maintain balanced growth of all macroeconomic variables. When advocating for policy change, coalitions rely on various elements and strategies of policy narratives, including emotions. However, past research on the Narrative Policy Framework, and more broadly on the policy process, has largely ignored the role of emotions. This paper argues that emotions, such as anger and fear, are central to how coalitions advocate for policy change. It explores the role of anger and fear in policy narratives by examining the oral testimony (n = 474) given over four legislative committee hearings in March 2019 concerning Colorado Senate Bill 19‐181. This bill changed the mission of the Colorado Oil and Gas Conservation Commission to prioritize protecting the environment and public health over oil and gas development. This research finds the coalition that successfully supported the bill used anger towards the oil and gas industry, while those that opposed the bill relied more on fear of the uncertain consequences of the bill. It also finds the coalition that opposed the bill relied on self‐characterization as heroes and victims, which was a failed strategy. The implications for this research on the Narrative Policy Framework and, more broadly, for the policy process and advocacy are discussed. [ABSTRACT FROM AUTHOR]

The purpose of this paper was to study advancing the water‐energy nexus in the context of urban metabolism and to extend past literature reviews to capture water and energy integration policy. The use of water for energy generation and energy for water treatment are a couple of examples of this nexus that have been well‐documented over the years. This paper answers operational and policy questions related to integration while comparing nexus efforts in two countries at the forefront of this discussion: the United States and Australia. Barriers to successful integration include gaps in data collection and lack of a consensus model for integration advancement. The study found that jurisdictions can take advantage of opportunities to consolidate the nexus by adopting new technologies that create efficient and cost‐effective ways for delivering a sustainable output by changing the way inputs are utilized. Summary: In this paper, a novel reinforcement learning (RL) approach with cell sectoring is proposed to solve the channel and power allocation issue for a device‐to‐device (D2D)‐enabled cellular network when the prior traffic information is not known to the base station (BS). Further, this paper explores an optimal policy for resource and power allocation between users intending to maximize the sum‐rate of the overall system. Since the behavior of wireless channel and traffic request of users in the system is stochastic in nature, the dynamic property of the environment allows us to employ an actor‐critic RL technique to learn the best policy through continuous interaction with the surrounding. The proposed work comprises of four phases: cell splitting, clustering, queuing model, and channel allocation and power allocation simultaneously using an actor‐critic RL. The implementation of cell splitting with novel clustering technique increases the network coverage, reduces co‐channel cell interference, and minimizes the transmission power of nodes, whereas the queuing model solves the issue of waiting time for users in a priority‐based data transmission. With the help of continuous state‐action space, the actor‐critic RL algorithm based on policy gradient improves the overall system sum‐rate as well as the D2D throughput. The actor adopts a parameter‐based stochastic policy for giving continuous action while the critic estimates the policy and criticizes the actor for the action. This reduces the high variance of the policy gradient. Through numerical simulations, the benefit of our resource sharing scheme over other existing traditional scheme is verified. Electricity users in sub‐Saharan Africa face persistent unreliable and unaffordable access. However, users' perspectives and experiences have largely been absent from policy literature. Content analysis of energy access policy literature reveals two long‐held assumptions: (1) any connection is better than no connection; (2) residents who object to this poor access have an entitlement problem. This paper critically interrogates these assumptions by using ethnographic data gathered during fieldwork in Unguja, Tanzania. It finds that long‐held policy justifications are easily contravened by real‐life experiences of sub‐par service and counters conventional narratives that blame users for the failure of electricity systems in their communities. This article is a highlight of the paper by Krul et al. in this issue of Photochemistry and Photobiology. It describes the excited state dynamics of 5‐aza‐7‐deazaguanine (5N7CG), which has recently been proposed as an alternative nucleobase. Upon UV absorption to the lowest energy 1ππ* state, 5N7CG returns to the electronic ground state an order of magnitude more slowly than guanine with a corresponding greater fluorescence quantum yield. These findings are significant because they suggest that 5N7CG is less UV photostable than its canonical nucleobase equivalent, which would have been a selective disadvantage in prebiotic conditions. The European energy policy is based on two major pillars: integration (of infrastructure networks, markets, standards, and policies) and transition, as set out by European climate policies and by the upcoming Green Deal. The governance model for this common EU policy and the shared energy system it supports is mostly based on multilevel governance (MLG) theories, grounded in the principle of subsidiarity. This paper questions the possibility of MLG in the field of energy, in compliance with the European subsidiarity principle. The coexistence of diverse energy models promoting different scales of reference and actors may result in 'scalar clashes': this hybrid model creates a chaotic status quo, disrupting the EU's transition towards renewable energy sources. Building a common European energy policy that combines the dual objectives of transition and integration does not just require upscaling energy systems, but also setting the adequate scale(s) to implement this transition. Finite basis vibrational configuration interaction theory (VCI) is a highly accurate method for the variational calculation of state energies and related properties, but suffers from fast growing computational costs in dependence of the size of the correlation space. In this series of papers, concepts and techniques will be presented, which diminish the computational demands and thus broaden the applicability of this method to larger molecules or more complex situations. This first part focuses on a highly efficient implementation of the vibrational angular momentum (VAM) terms as occurring in the Watson Hamiltonian and the prediagonalization of initial subspaces within an iterative configuration selective VCI implementation. The issue focuses on environmental science and research in China and is the first time that an entire issue has documented the results of research conducted by Chinese scientists living in China. The author examines the economic growth in China that has been achieved through excessive energy consumption and the inefficient use of natural resources, and its impact on the environment.

The article studies non‐state actors working in coalitions trying to influence the position of the European Parliament on fracking and shows that businesses can prevail in this arena. It explores the relationship between the inclusion of brokers in coalitions and the coalitions' ability to impact energy and environmental policy. Existing literatures focus on issue salience or attributional power to explain the success of non‐state actors in impacting policy developments. This paper shows that we need to take account of relational power (particularly the power that entities possess as policy subsystem brokers) to explain business influence. The study draws on a wide range of interviews with policy elites conducted during a six‐month fieldwork in Brussels. It uses an innovative combination of thematic analysis of interviews and social networks analysis to explain the success of business interests in influencing the EU policy on fracking. The inclusion of environmental interest groups in policy-making is said to provide greater legitimacy (Bernauer and Gampfer, 2013), accountability (Feldman and Blokov, 2009), new policy preferences (Bunea, 2013) and, ultimately, pro-environmental outcomes (Bohmelt and Betzold, 2013). This paper focuses on the development of inclusive governance structures and processes (with regard to environmental interests) in waste-to-energy policy designed to facilitate pro-environmental outcomes in the generation of 'clean' renewable energy within the national context of France. Empirically, the paper argues that change in long-term exclusionary patterns in energy policy remains enduringly weak. Normatively, environmental 'inclusivity' (i.e. the construction of meaningful pluralistic structures and processes) as a mechanism for achieving the prioritization of environmental concerns should become a central objective for energy policy, and more generally in the environmental policy integration literature. The purpose of this paper is to a develop model for generation expansion planning that can support diverse environmental policies for the reduction of greenhouse gases (GHGs) of South Korea. South Korea is required to reduce its GHG emissions by 30% from the BAU level by 2020. The Wien Automatic System Planning Package currently used in South Korea has limitations in terms of the application of renewable energy policies and GHG targets; this paper proposes the use of an equipment planning model named generation and transmission expansion program, which has been developed to resolve such limitations. For verification of the model, a case study on the 6th Basic Plan of Long-Term Electricity Supply and Demand has been conducted. The results show that for the year 2020 South Korea's annual GHG emissions will be 36.6% more than the GHG Target Management System (GHG TMS) target set for the same year (30%). To achieve the GHG TMS target, the costs involved amount to about 72 trillion KRW (70 billion USD). Consequently, the South Korean government needs to review the performability of this target. Abstract: This paper examines the use of evidence in collaborative policy making focusing on the challenges of implementing national decarbonisation policies in regional areas. Its case study of a staged policy intervention to promote the ‘transition to a low carbon economy’ in Victoria's coal‐dependent Latrobe Valley reveals the selective use of evidence to support policy directions that emerged from the interaction of policy knowledge and the political mood. The paper shows how local conditions can be manipulated to enable the production of evidence consistent with the policy objective, but also suggests that despite combining orchestrated evidence with customised forms of networked governance, it is not possible to suppress or deflect unresolved political disagreements. The urban food system addressed here centers on urban food processing, distribution and consumption (including food packaging and waste disposal) and as such addresses how food moves from processing and distribution centers to points of consumption and ultimately waste disposal within cities. The Food‐Energy‐Water Systems (FEWS) Nexus extends to and through urban boundaries. Energy and water resource use are vital along these routes and are interdependent with one another and with food processing in ways that differ from those in agricultural production systems outside urban boundaries. This paper addresses how the urban food system affects the intensity of energy and water resource use and how these interdependencies can be altered by abrupt changes or extreme events. The urban food system is significantly affected by resource disruptions such as power outages, water contamination or disruption due to droughts or distribution line breakages. The system must be able to be resilient to these changes to be sustainable. FEWS flows and usage concepts presented in this paper are based on system characteristics analogous to one of the largest food distribution centers in the U.S. and the largest city, the Hunts Point Distribution Center in New York City. The Center handles a large share of the perishable food supply, involves numerous utilities that support one another, and a wide range of products, and thus provides a framework for evaluating urban FEWS relationships. In addition to direct energy for refrigeration, lighting, heating and cooling, indirect energy resources consumed by transportation systems that deliver food to Hunts Point exemplify interdependencies. Network models are used to describe scenarios for the interrelationships in the urban food system, including changes in the mix of resources due to conservation and other resource decisions as well as disruption of those resources in an extreme event. Selected food consumption and production practices are also considered. The modeling framework provides a generalizable network model that captures extreme weather event effects and enables the quantitative static and resilience analysis and planning. The extreme weather event component uses both static and dynamic formulations for resilience to portray changes in network topology and network changes over time respectively. The nodes of the network capture urban FEWS resources and the linkages between the nodes capture network characteristics. The network models that correspond to different scenarios are integrated to understand the interdependencies from processing through resource consumption as a basis to identify the patterns of interdependencies that lead to cascading failures, pinpoint nodes and links that are the weakest components of the network, and support resilience planning for the disruptive events. The analysis and design of the network will inform the planning and recovery policies to enhance the resiliency of the FEW critical infrastructures of New York City and potentially transferrable to other large urban areas and prepare them for future anticipated and unanticipated extreme events. Energy-efficient technologies were first used by a few large industrial units, but as energy prices have increased the population of potential adopters has expanded. The paper tries to analyse industrial energy demand in Greece in the period 1978-1991. Energy consumption of energy-intensive and non-energy-intensive industries is examined and the parameters influencing its change are considered. Price-adjusted diffusion models are used to explain the series of energy intensity. Why did previous Korean governments adopt nuclear energy as a baseline for electricity generation and promote the exportation of nuclear energy? Why did the current Korean government dramatically change its energy policy to energy transition and postnuclear energy in 2017? How did politicians, bureaucrats, industries, civil society organizations, and political epistemic communities interact in the nuclear energy policymaking process? This study addresses contemporary changes in Korean nuclear energy policy by applying the concepts "nuclear energy developmental state" and "political epistemic community." This paper attempts to identify the relevant actors in state transition, interactive matrices in policymaking processes, and the mechanisms by which the energy baseline has shifted. A comprehensive analysis of the President's National Policy Priority Agenda, National Energy Basic Plans, the Basic Plan of Long‐Term Electricity Supply and Demand, meeting minutes of relevant government committees, and interview data of relevant actors facilitates understanding of the formation, evolution, and transformation of the contemporary state of nuclear energy throughout different political administrations, including the Lee (2008–2012), Park (2013–2016), and Moon administrations (2017–Present). I argue that political coalitions are integral in nuclear energy policy change in specific and general energy policy. Compared to highlighted agents such as bureaucrats, antinuclear movements, and epistemic communities, the political epistemic community—closely connecting knowledge, value, and power—plays a role in developing different types of political coalitions through nuclear energy decision‐making. During the Lee and Park administrations, a nuclear energy developmental state emerged with a strong coalition between politicians, bureaucrats, and the nuclear industry with support from the nuclear energy epistemic community. However, the Moon administration is characterized by a different coalition that includes politicians, civil society organizations, and the postnuclear energy epistemic community, which propels energy transition from nuclear energy to a decentralized renewable energy system. This paper seeks to unpack China's grand energy policy in the Middle East. It examines the proposed Iran‐China deal, to which China's great game in Iran presents new challenges. Beijing sees Iran as a key potential asset in Western Asia. Regional experts argue that, given Iran's extensive natural resources and human capital, as well as a relatively untapped market, the country is seen by the Chinese ruling class as a potentially valuable ally. Uncertainty, pessimism, and a deeply rooted culture of resistance against foreign influence and intervention help explain why skepticism about this deal is so pervasive in Iran. A closer look at Iran's history also illustrates that the country's interests would likely be more effectively served if it diversified its economic and political relations with both the West and the East, thus allowing the government to balance its relationship with those countries while retaining a degree of political independence. Wood chip, mainly used to produce paper and other products traditionally, has also been used to produce biofuel. The global demand for wood chip is increasing as policies promote the use of biomass for renewable energy. The USA has been a major exporter of wood chip worldwide, but US exports of wood chip could decline if this resource is increasingly used for domestic electricity generation and cellulosic biofuel production. Meanwhile, European Union ( EU) demand for wood chip is expected to increase rapidly in response to its renewable energy policy. In this paper, we build the first global trade model for wood chip using available wood chip trade data and analyze the combined effects of local renewable energy policies in these jurisdictions on the global market of wood chip. We find that the tropical regions of Latin America and Southeast Asia as well as the Former Soviet Union would increase their export of wood chip significantly in response to the policy scenarios. This paper traces the development of energy policy in the mainline churches beginning with Margaret Mead and René Dubos's 1974 commission to prepare a report to the National Council of Churches on the use of plutonium as a commercial fuel. The report stirred a controversy and a broader examination of energy ethics that culminated in the adoption in 1979 of a National Council of Churches of Christ in the U.S.A. policy paper and encouraged constituent denominations to make their own studies of energy policy. The development and implementation of these policies is followed from 1980 to the present, using the Presbyterian Church ( U.S.A.) as a representative mainline denomination. This turn to ethical reasoning to support change in U.S. energy policy is a hopeful development, given the stalemate in such discussion when framed in scientific or political terms. This paper reviews the changing role of domestic political institutions, including local governments and courts, in Japan's energy policy over the 8 years since the Fukushima disaster, focusing on the nuclear and renewable power industries. We explain how a variety of hidden subsidies created financial dependency in communities hosting nuclear power plants and led to local officials hoping to restart nuclear power plants after the meltdowns despite wide‐scale opposition. Later, the introduction of a feed‐in tariff (FiT) brought a wider range of towns into the field of renewable energy, but vulnerable towns with weaker social networks continue to bear a large share of Japan's energy infrastructure. Courts, prefectures, and local firms have become intervening agents in the renewable energy market, but utilities have pushed back, encouraging the state to overturn the FiT and create auctions for renewable power contracts instead. With subnational governments and courts more powerful in energy policy since the meltdowns, and a variety of new actors involved in renewable energy, post‐Fukushima energy policy has become more democratized. Cache‐enabled networks are a promising solution to high video traffic, which allows popular files to cache at the user equipment (UE) and base stations (BSs). To improve the efficiency of file transmission, we adopt full‐duplex (FD) radio technology and millimeter‐wave small BSs (mmSBSs) in our network scenario. In this paper, users can get their required files via one of self‐communication, FD device‐to‐device (D2D) communication, mmSBS communication and macro BS (MBS) communication. Different communication modes have different energy costs. To minimize energy costs/maximize offloading probability, we analyze the successful probability for users to obtain files by different communication modes and propose an optimal joint caching policy for UE and mmSBSs. Based on the impact between UE and mmSBSs' caching policy, a suboptimal joint caching policy is proposed. The numerical results shown our optimal joint caching policy can improve the performance of cache‐enabled networks effectively and the suboptimal joint caching policy is more closer to the optimal caching policy than other common caching policies. This paper discusses potential policy options available to local and municipal authorities, to achieve reductions in energy usage and greenhouse gas (GHG) emissions from small and medium-sized enterprises (SMEs). Researchers conducted surveys with 112 SMEs, and the results have been used to disaggregate the category of ‘SME’ into sub-sectors based on industrial sector, two measurements of employee size and annual turnover. A statistical analysis identifies key characteristics and behaviours of the sub-sectors of firms and discusses the type of policy measure these groups of SMEs would probably respond to. The key results of the research indicate that categories of firms differ in terms of energy use behaviours, internal constraints and attitudes toward possible policy options. The paper presents a ‘policy matrix’ to represent the most and least likely policy options to achieve energy savings from different categories of SMEs.
