Income and political attitudes are powerfully correlated in cross‐sectional data, yet research based on panel data finds at most a weak correlation. In this paper, we examine this puzzling pattern by exploring the long‐term evolution of attitudes over the life cycle. We evaluate the predictions of five different explanations on the relationship between attitudes and income experiences. These explanations focus on, respectively: socialization, anticipation, myopic self‐interest, learning and status maximization. We employ accelerated longitudinal design models using data on core political values that span up to sixteen years from the British Household Panel Survey. Our findings reconcile the mixed evidence in the literature: the correlation between income and political attitudes, strong in cross‐sectional studies but weak in short panel studies, emerges because attitudes crystallize – slowly but systematically – as income evolves over the life cycle. This TACTYC funded research highlights the role that Maintained Nursery Schools (MNS) play in supporting families within areas of extreme social deprivation in the UK. Data collected through survey and interview demonstrated the positive impact that these schools have upon disadvantaged children and their families, providing a breadth and depth of ongoing care, against a backdrop of ongoing fiscal cuts and uncertainty. Often this provision was in lieu of the reported minimisation of other social services support for struggling families. Background Bibliographic databases are a day-to-day tool of the researcher: they offer the researcher easy and organised access to knowledge, but how much is actually known about the databases on offer? The focus of this paper is UK health and social care databases. These databases are often small, specialised by topic, and provide a complementary literature to the large, international databases. There is, however, good evidence that these databases are overlooked in systematic reviews, perhaps because little is known about what they can offer. Objectives To systematically locate and map, published and unpublished literature on the key UK health and social care bibliographic databases. Methods Systematic searching and mapping. Results Two hundred and forty-two items were identified which specifically related to the 24 of the 34 databases under review. Conclusion There is little published or unpublished literature specifically analysing the key UK health and social care databases. Since several UK databases have closed, others are at risk, and some are overlooked in reviews, better information is required to enhance our knowledge. Further research on UK health and social care databases is required. This paper suggests the need to develop the evidence base through a series of case studies on each of the databases. This paper reports analysis of data from higher education institutions in the UK on their experience of the open-access (OA) publishing market working within a policy environment favoring "Gold" OA (OA publishing in journals). It models the "total cost of publication"--comprising costs of journal subscriptions, OA articleprocessing charges (APCs), and new administrative costs--for a sample of 24 institutions. APCs are shown to constitute 12% of the "total cost of publication," APC administration, 1%, and subscriptions, 87% (for a sample of seven publishers). APC expenditure in institutions rose between 2012 and 2014 at the same time as rising subscription costs. There was disproportionately high take up of Gold options for Health and Life Sciences articles. APC prices paid varied widely, with a mean APC of £1,586 in 2014. "Hybrid" options (subscription journals also offering OA for individual articles on payment of an APC) were considerably more expensive than fully OA titles, but the data indicate a correlation between APC price and journal quality (as reflected in the citation rates of journals). The policy implications of these developments are explored, particularly in relation to hybrid OA and potential of offsetting subscription and APC costs. [ABSTRACT FROM AUTHOR]

Context Many individual- and job-related factors are known to influence medical careers decision making. Previous research has extensively studied medical trainees' (residents') and students' views of the factors that are important. However, how trainees and students trade off these factors at times of important careers-related decision making is under-researched. Information about trade-offs is crucial to the development of effective policies to enhance the recruitment and retention of junior doctors. Objectives Our aim was to investigate the strength of UK medical students' preferences for the characteristics of training posts in terms of monetary value. Methods We distributed a paper questionnaire that included a discrete choice experiment ( DCE) to final-year medical students in six diverse medical schools across the UK. The main outcome measure was the monetary value of training post characteristics, based on willingness to forgo and willingness to accept extra income for a change in each job characteristic calculated from regression coefficients. Results A total of 810 medical students answered the questionnaire. The presence of good working conditions was by far the most influential characteristic of a training position. Medical students consider that, as newly graduated doctors, they will require compensation of an additional 43.68% above average earnings to move from a post with excellent working conditions to one with poor working conditions. Female students value excellent working conditions more highly than male students, whereas older medical students value them less highly than younger students. Conclusions Students on the point of completing medical school and starting postgraduate training value good working conditions significantly more than they value desirable geographical location, unit reputation, familiarity with the unit or opportunities for partners or spouses. This intelligence can be used to address the crisis in workforce staffing that has developed in the UK and opens up fruitful areas for future research across contexts and in terms of examining stated preferences versus actual career-related behaviour. This paper explores and develops issues raised by recent debates about the cost of alcohol to England and Wales. It advances two arguments. First, that the commonly used estimates for alcohol harm in England and Wales are outdated, not fully reliable and in need of revisiting. These estimates rely on data that are between 4 and 12 years out of date and sensitive to questionable assumptions and methodological judgements. Secondly, it argues that policymakers, academics and non-governmental organizations should be more careful in their use of these numbers. In particular, it is imperative that the numbers quoted fit the argument advanced. To help guide such appropriate usage, the different types of cost of alcohol are surveyed, alongside some thoughts on the questions they help us to answer and what they imply for policy. For example, comprehensive estimates of the total social cost of alcohol provide an indication of the scale of the problem, but have limited policy relevance. External cost estimates represent a 'lowest common denominator' approach acceptable to most, but require additional assumptions to guide action. Narrower perspectives, such as fiscal, economic or health costs, may be relevant in specific contexts. However, optimal policy should take a holistic view of all the relevant costs and benefits. Similarly, focusing solely on tangible costs may be less controversial, but will result in an under-estimate of the relevant costs of alcohol. [ABSTRACT FROM AUTHOR]

Ongoing government funding cuts to British legal aid have resulted in the formation of legal deserts and uneven geographies of access to advice and legal representation. Asylum seekers, particularly those subjected to no-choice dispersal throughout the UK for housing, are enduring the impact of these cuts directly. This paper explores the spatial and legal marginalisation of asylum seekers, drawing upon the findings of a three-year study of the asylum appeals process. Already precarious, we analyse the manifold spatial marginalisation of dispersed asylum seekers from sources of legal advice and representation. We identify the frames of luck, uncertainty and dislocation as ways to further a spatially cognisant understanding of precarity, alongside identifying strategies employed to counter precarious positionalities. As open access ( OA) publication of research outputs becomes increasingly common and is mandated by institutions and research funders, it is important to understand different aspects of the costs involved. This paper provides an early review of administrative costs incurred by universities in making research outputs OA, either via publication in journals (' Gold' OA), involving payment of article-processing charges ( APCs), or via deposit in repositories (' Green' OA). Using data from 29 UK institutions, it finds that the administrative time, as well as the cost incurred by universities, to make an article OA using the Gold route is over 2.5 times higher than Green. Costs are then modeled at a national level using recent UK policy initiatives from Research Councils UK and the Higher Education Funding Councils' Research Excellence Framework as case studies. The study also demonstrates that the costs of complying with research funders' OA policies are considerably higher than where an OA publication is left entirely to authors' discretion. Key target areas for future efficiencies in the business processes are identified and potential cost savings calculated. Backgound: This paper considers some economic aspects of a therapy and support service for people with stroke and aphasia. This material was part of a broader evaluation of the service, which is reported elsewhere (van der Gaag et al. 2005, van der Gaag and Mowles 2005). Aims: The purpose of this part of the study was to investigate the feasibility of undertaking economic appraisal in a voluntary sector service providing therapy for people with aphasia and their families. Methods & Procedures: The costs of delivering therapy and support services were calculated. These costs were compared with the costs of equivalent services in the National Health Service (NHS). The EQ-5D health-related quality of life instrument was used to calculate quality-adjusted life years (QALYs). Outcomes & Results: The cost of delivering therapy was lower than expected for a customized service of this nature. The study generated cost data for delivering therapy services, allowing some comparisons to be made with equivalent services in NHS settings. QALY data were generated for a sample of 25 clients on one of the programmes. Conclusions: The economics of speech and language therapy service delivery have received scant attention in the published literature. This paper engages with recent geographical debates on alternative economic practices, arguing that insufficient attention has been paid to the scale at which they operate. Through an analysis of recent attempts to ‘fix’ economic activity at a scale felt to be normatively desirable through alternative currencies, the paper argues that when attempting to build non-capitalist practices, scale matters. The paper discusses processes of financial structuration that limit and channel these spaces through an analysis of localized alternative networks in the UK (Local Exchange Trading Schemes – LETS) and the geographically wider barter networks in Argentina. This paper suggests that recent debates over the future of rural studies have been, in some cases, highly dualistic, claiming that it is necessary to choose between political–economy or poststructuralism and between adopting a structuralist/modernist class–analysis or a poststructuralism/postmodernism in which class does not figure. It is argued that there are good reasons for resisting such constructions of choice, and the paper seeks to demonstrate the value of paying attention to discursive constructions of class. Drawing on four pieces of rural research, it is suggested that class is still a salient discursive construct, both within popular images of rurality and within the descriptions of rural life made by, at least some, rural residents. It is also argued that while many rural residents do explicitly reject class identities, often preferring to construct identities through a range of rural lifestyle discourses, these themselves often draw upon cultural textures of class. This paper has evolved out of a growing dissatisfaction with the relatively uncritical acceptance in contemporary debates that agriculture in advanced societies has moved from ‘productivism’ to ‘post-productivism’. A brief review of current conceptualizations of productivist and post-productivist agricultural regimes reveals inconsistencies in current understandings these dualistic terms. The problem has partly been that the conceptual literature on post-productivism has largely failed to take into account the wealth of actor-oriented and behaviourally grounded research. Productivist and post-productivist agricultural regimes have also been conceptualized from a UK-centric perspective that has largely failed to discuss whether the concept has wider applicability within Europe and beyond. The paper discusses the time-lag and spatial inconsistencies in the adoption of post-productivist action and thought, and emphasizes that different localities are positioned at different points in a temporal, spatial and conceptual transition from ‘pre-productivist’ to ‘post-productivist’ agricultural regimes. The notion of the ‘territorialization’ of productivist and post-productivist actor spaces highlights the wide-ranging diversity that exists within the productivist/post-productivist spectrum, and that productivist and post-productivist action and thought occurs in multidimensional coexistence leads one to question the implied directionality of the traditional productivist/post-productivist debate. It is suggested that the notion of a ‘multifunctional agricultural regime’ better encapsulates the diversity, non-linearity and spatial heterogeneity that can currently be observed in modern agriculture and rural society. In the late 1990s, the economic return to Advanced level (A-level) mathematics was examined. The analysis was based upon a series of log-linear models of earnings in the 1958 National Child Development Survey (NCDS) and the National Survey of 1980 Graduates and Diplomates. The core finding was that A-level mathematics had a unique earnings premium of 7-10% at age 33. In recent years, this finding has contributed to the government's agenda of increasing participation in post-16 study of advanced mathematics in England. Given that the 1958 NCDS participants are now 57 years old, this paper repeats this important work using the 1970 British Cohort Study ( BCS). Updated models are used to investigate whether the A-level mathematics premium also existed at age 34 for the 1970 BCS participants. There does appear to be a return of approximately 11% when replicating the original model closely but the robustness of this result depends on the model specification, sample size and the handling of missing data. This paper describes the political origins of the National Treatment Outcomes Research Study (NTORS) and the outputs and impacts of the study. NTORS was designed to meet the request of the Health Secretary and of a Government Task Force for evidence about the effectiveness of the national addiction treatment services. NTORS was a prospective cohort study which investigated outcomes over a 5-year period of drug users admitted to four major treatment modalities: in-patient treatment, residential rehabilitation, methadone reduction and methadone maintenance programmes. The study investigated treatments delivered under day-to-day operating conditions. Outcomes showed substantial reductions in illicit drug use and reduced injecting risk behaviours. These changes were accompanied by improved psychological and physical health and by reductions in criminal behaviour. However, not all outcomes were so positive. There was a continuing mortality rate in the cohort of about 1% per year, and many clients continued to drink heavily throughout the 5-year follow-up. NTORS findings informed and influenced UK addiction treatment policy both at the time and subsequently. The findings were influential in supporting an immediate increase in funding for treatment, and Government Ministers have repeatedly cited NTORS as evidence of the effectiveness of addiction treatment. One finding that received political attention was that of the cost savings provided by treatment through reductions in crime. This important finding led to an unanticipated consequence of NTORS; namely, the greater focus on crime reduction that has increasingly been promoted as a political and social priority for drug misuse treatment. Accurate national-scale economic assessments of flood risk should, first, allow policy and resource allocation to be determined sensibly by relating both to the scale of that risk and, second, provide a benchmark against which any possible future changes in risk can be assessed. This paper critiques the UK's National Flood Risk Assessment ( NAFRA), its development for England and Wales over a decade, and its evaluation of economic fluvial and coastal flood risk. We find, when comparing the results with other data on flooding and the damage caused over 20 + years (including insurance claims), that NAFRA appears to overestimate the economic risk by between four- and five-fold (i.e. at c.£1.1bn p.a., as opposed to a central estimate here of £0.25bn p.a.). The flood problem faced is still serious, and may be increasing, but we suggest that an exaggeration has become embedded. The assessment models and their data need further enhancement if this situation is to be corrected and a realistic assessment made of the scale of the current fluvial and coastal flood risk. 'Green-grabbing', in which environmental arguments support expropriation of land and resources, is a recognized element in neoliberal conservation. However, capitalism's strategic interest in promoting the neoliberalization of conservation is accompanied by attempts to exploit hitherto protected natures without any pretence at 'greenness'. In this paper we explore the dialectics between 'green' and 'un-green' grabbing as neoliberal strategies in the reconstruction of nature conservation policies after the 2008 financial 'crash' in Greece and the UK. In both countries, accelerated neoliberalization is manifested in diverse ways, including initiatives to roll back conservation regulation, market-based approaches to 'saving' nature and the privatization of public nature assets. The intensification of 'green' and 'un-green' grabbing reflects capitalism's strategic interest in both promoting and obstructing nature conservation, ultimately leaving for 'protected natures' two choices: either to be further degraded to boost growth or to be 'saved' through their deeper inclusion as commodities visible to the market. ABSTRACT According to economic theory, regional migration is a primary mechanism through which regional wage convergence is predicted to occur. However, this does not necessarily imply that regional migration has an equalizing effect on regional inequality. Despite considerable literatures on regional migration and regional wage inequality, little attention has focused on the relationship between the two. This paper investigates one of the primary mechanisms through which migration affects individual region's wage distributions. It adopts a semiparametric procedure to examine how the regional wage distributions in Great Britain have changed as a result of migration using British Household Panel Survey data for 1991-2007. Background: Resources for supporting children and adolescents with psychiatric disorders continue to be scarce. Economics research can identify current patterns of expenditure, and help inform allocation of treatment and support resources between competing needs or uses. Scope and methods: The aim was to identify the costs of supporting children and adolescents, the economic impacts of childhood psychiatric disorders in adulthood and any new evidence on the cost-effectiveness of interventions. An electronic search of databases (including PubMed, Medline and Psychinfo) identified peer-reviewed journal articles published between 2005 and 2012. Findings: Sixty-seven papers provided data on support and treatment costs now or in the future, or cost-effectiveness analyses of services. Half the articles came from the United States. Most articles focussed on autism spectrum disorder (ASD; 23 articles), attention deficit hyperactivity disorder (ADHD; n = 15), conduct disorder (CD; n = 7), and anxiety or depression (n = 8). Conclusion: Only 14 studies used a cost perspective wider than health care; most included education costs (n = 11), but only five included costs to the justice system. The number of studies estimating costs to the family has increased, particularly for children with autism spectrum disorder (ASD). In the United Kingdom, support costs for children and adolescents with conduct disorder (CD) appear to be lower than for those with attention deficit hyperactivity disorder (ADHD), although for the United States, the opposite may be true. Support costs for children and adolescents with ASD may be higher than both CD and ADHD. However, there were many differences between the samples and the methods employed making comparisons between studies difficult. Outcomes in adulthood include negative impacts on (mental) health, quality of life, public sector services, employment status and income. The evidence base is improving for child and adolescent psychiatric disorders, although only one full cost-effectiveness analysis was identified since the previous review published in 2012. Background and aims Minimum unit pricing is a fiscal intervention intended to tackle the social and health harms from alcohol to individual drinkers and wider society. This paper presents the first large-scale qualitative examination of how newsprint media framed the debate around the harms of alcohol consumption to 'others' during the development and passing of minimum unit pricing legislation in Scotland. Methods Qualitative content analysis was conducted on seven UK and three Scottish national newspapers between 1 January 2005 and 30 June 2012. Relevant articles were identified using the electronic databases Nexis UK and Newsbank. A total of 403 articles focused on the harms of alcohol consumption to 'others' and were eligible for detailed coding and analysis. Results Alcohol harms to wider society and communities were identified as being a worsening issue increasingly affecting everyone through shared economic costs, social disorder, crime and violence. The availability of cheap alcohol was blamed, alongside a minority of 'problem' youth binge drinkers. The harm caused to families was less widely reported. Conclusions If news reporting encourages the public to perceive the harms caused by alcohol to wider society as having reached crisis point, a population-based intervention may be deemed necessary and acceptable. However, the current focus in news reports on youth binge drinkers may be masking the wider issue of overconsumption across the broader population. [ABSTRACT FROM AUTHOR]

To achieve the UK Government's aim of expansion in the growth of perennial energy crops requires farmers to select these crops in preference to conventional rotations. Existing studies estimating the total potential resource have either only simplistically considered the farmer decision-making and opportunity costs, for example using an estimate of annual land rental charge; or have not considered spatial variability, for example using representative farm types. This paper attempts to apply a farm-scale modelling approach with spatially specific data to improve understanding of potential perennial energy crop supply. The model main inputs are yield maps for the perennial energy crops, Miscanthus and willow grown as short-rotation coppice ( SRC), and regional yields for conventional crops. These are used to configure location specific farm-scale models, which optimize for profit maximization with risk aversion. Areas that are unsuitable or unavailable for energy crops, due to environmental or social factors, are constrained from selection. The results are maps of economic supply, assuming a homogenous farm-gate price, allowing supply cost curves for the UK market to be derived. The results show a high degree of regional variation in supply, with different patterns for each energy crop. Using estimates of yields under climate change scenarios suggests that Miscanthus supply may increase under future climates while the opposite effect is suggested for SRC willow. The results suggest that SRC willow is only likely to able to supply a small proportion of the anticipated perennial energy crop target, without increases in market prices. Miscanthus appears to have greater scope for supply, and its dominance may be amplified over time by the effects of climate change. Finally, the relationship to the demand side of the market is discussed, and work is proposed to investigate the factors impacting how the market as a whole may develop. [ABSTRACT FROM AUTHOR]

This paper examines the consequences of the recent economic downturn and UK government spending cuts, as exacerbations of prevailing trends in neoliberal employment policy, on temporal perception, specifically as it relates to the adaptation of subjective anticipations of and projections into the future to objective prospects of unemployment by class. Grounded in a phenomenologically-minded Bourdieusian conceptualization of class and time and contextualized by statistics on chances of job loss, it draws on qualitative research with 57 individuals from across the class structure to chart differing dispositions toward the future. In particular, it distinguishes three orientations - the future as controllable, the future as uncontrollable and the future as reasonably controllable - which appear to correspond with resources possessed. The paper argues that David Harvey's (1981) concept of the 'spatial fix' ( Antipode 13(3):1-12) can help us to understand contemporary labour migration. According to Harvey, the spatial fix is a response by capital to periodic crises that may involve both ex situ (finding new markets and production sites) and in situ solutions (importing and/ or improving labour). Drawing on experiences in the UK food industry, via 37 employer interviews, I show that in situ restructuring has become hegemonic and that an associated 'good migrant worker' rhetoric has emerged. This rhetoric has two dimensions. Most obviously, low-wage employers stress the apparently superior hard and soft skills of migrants. Some, however, also link low-wage immigration to a purposeful shift in power from labour to capital. In both respects, migration functions as a regulatory project and 'spatial fix', and employers' 'need' for migrant labour is primarily about maximising labour power in downgraded jobs more than about absolute labour shortages. Implications for policy Employer reliance on migrant labour is not new. It is important, therefore, that policymakers do not get too carried away by contemporary low-wage immigration. Nevertheless, this phenomenon appears to occur even when, in theory at least, employers could recruit domestically. The fact that they do not, demonstrates the ways in which recruitment, even at the bottom of the labour market, is not just about getting people in post, but about getting the right kind of people in post. Labour shortages, then, are an issue of quality and quantity; and employers' ability to use periphery-to-core migration to increase both is what constitutes the 'in situ spatial fix'. The challenge for policymakers is to weigh up the undoubted economic benefits of this 'fix' (especially significant for sectors that are undergoing prolonged restructuring, like the UK food industry) against the impact it can have in depressing pay and conditions and further marginalising would-be domestic workers. From September 2012 most home undergraduates at English universities are being charged fees of £9,000 per annum. These are funded by a government loan, which attracts interest from the moment they start their course; after three years their accumulated debt exceeds £30,000. They can also borrow to cover their living costs, on the same terms, so that those studying in London can graduate with a debt of more than £50,000-although those from low-income families can obtain grants and universities are encouraged to provide bursaries and other support to students from underrepresented groups. Graduates start repaying their debts once their annual income exceeds £21,000-at a rate of 9% of the difference between their income and that figure: until the debt is fully repaid it continues to attract interest, by as much as three percentage points above the current inflation rate. Using data from a calculator on a government website, this paper shows that the highest-paid graduates pay back less than those on middle incomes: the 'squeezed middle' pays back more not only than those on low incomes but also the better-paid and those whose incomes increase more rapidly. This has differential effects according to occupation-and sex; and middle-income groups also contribute more to the costs of widening participation programmes, which all universities charging more than £6,000 per annum are required to fund. The capacity to provide satisfactory nursing care is being increasingly compromised by current trajectories of healthcare funding and governance. The purpose of this paper is to examine how well Marxist theories of the state and its relationship with capital can explain these trajectories in this period of ever-increasing austerity. Following a brief history of the current crisis, it examines empirically the effects of the crisis, and of the current trajectory of capitalism in general, upon the funding and organization of the UK and US healthcare systems. The deleterious effect of growing income inequalities to the health of the population is also addressed. Marx's writings on the state and its relation to the capitalist class were fragmentary and historically and geographically specific. From them, we can extract three theoretical variants: the instrumentalist theory of the state, where the state has no autonomy from capital; the abdication theory, whereby capital abstains from direct political power and relies on the state to serve its interests; and the class-balance theory, whereby the struggle between two opposed classes allows the state to assert itself. Discussion of modern Marxist interpretations includes Poulantzas's abdication theory and Miliband's instrumentalist theory. It is concluded that, despite the pluralism of electoral democracies, the bourgeoisie do have an overweening influence upon the state. The bourgeoisie's ownership of the means of production provides the foundation for its influence because the state is obliged to rely on it to manage the supply of goods and services and the creation of wealth. That power is further reinforced by the infiltration of the bourgeoisie into the organs of state. The level of influence has accelerated rapidly over recent decades. One of the consequences of this has been that healthcare systems have become rich pickings for the evermore confident bourgeoisie. [ABSTRACT FROM AUTHOR]

This paper reports on the extent to which higher education institutions in the UK have set up central funds and similar institutionally co-ordinated approaches to the payment of open access article-processing charges. It presents data demonstrating that central funds have only been set up by a minority of institutions and that the number of institutions has not changed significantly between 2009 and 2011. It then explores the barriers to the establishment of such funds and discusses recent developments that might lower these barriers. Summary Once dispatched to the bottom draw of policy options to address unhealthy eating, food taxes now seem back in the out tray of European policy makers. Even David Cameron made an offhand quip recently suggesting that this is something the British Government might explore. While the purpose of developing food taxes is likely their potential to raise money for national treasuries, governments have justified them on health grounds. But, what evidence is available that can inform policy development in this area from a health perspective? Most obvious are the studies that model different scenarios for taxes. Yet these studies form a relatively small part of the potential evidence-base. The largest proportion of existing research on food prices has simply measured food prices in the marketplace and drawn hypotheses about the dietary implications. Other studies have estimated the costs of actually consumed diets. Another set of studies have quantified an association between price of specific foods and diet from real world data. Others have likewise taken a quantitative approach, but in experimental settings. A particularly large group of studies are qualitative - those asking consumers if and/or how their food choices are influenced by prices. The final type of study combines qualitative and quantitative methods. This paper examines the relevance of these different types of evidence as information for policy development in this area. This paper reports on a study - overseen by representatives of the publishing, library, and research funder communities in the UK - investigating the drivers, costs, and benefits of potential ways to increase access to scholarly journals. It identifies five different but realistic scenarios for moving towards that end over the next five years, including gold and green open access, moves towards national licensing, publisher-led delayed open access, and transactional models. It then compares and evaluates the benefits as well as the costs and risks for the UK. The scenarios, and the modelling on which they are based, amount to a benefit-cost analysis to help in appraising policy options. Our conclusion is that policymakers should encourage the use of existing subject and institutional repositories, but avoid pushing for reductions in embargo periods, which might put at risk the sustainability of the underlying scholarly publishing system. They should also promote and facilitate a transition to gold open access, while seeking to ensure that the average level of publication fees does not exceed c.?2.000; that the rate in the UK of open access publication is broadly in step with the rest of the world; and that total payments to publishers from UK universities do not rise as a consequence. Summary School food has been provided to pupils in England for many decades. From the mid-1970s, however, both the number of meals provided and the quality of food have declined. Legislation was introduced in 2001 to ensure that school catering services provided healthy options, but surveys of consumption in 2004-2005 and in 1997 showed that improved availability of healthy options in school had little or no impact on children's eating habits. In February 2005, Jamie Oliver presented a series of television programmes highlighting the poor quality of school food. The government responded by setting up the School Meals Review Panel to make recommendations on how to improve school food and the School Food Trust, a non-departmental public body to promote the education and health of children and young people by improving the quality of food supplied and consumed in schools. Legislation was introduced in 2006-2008 that set out what caterers could and could not provide for children in schools. At the same time, the Trust worked with caterers, schools, pupils, parents, manufacturers, food distributors, institutions providing further education for catering staff and others in a coordinated programme of change. This paper reports clear evidence of the improvements in provision, choice and consumption of food in schools following the introduction of legislation and a national programme of work to change catering practices and the attitudes of pupils, parents and others to healthier food provision in schools. It also provides objective evidence of the impact of healthier food on children's learning behaviour in the classroom, and overall costs and benefits. It concludes by outlining the future work of the Trust as it moves from being a non-departmental public body to a not-for-profit social enterprise. [ABSTRACT FROM AUTHOR]

1. Birds of prey and driven-grouse shooting are at the center of a long-standing human–wildlife conflict. Hen harrier predation can reduce grouse shooting bags, limit grouse populations and cause economic losses. Despite legal protection, hen harrier numbers are severely depleted on driven-grouse moors. 2. In limited trials, provision of supplementary food to hen harriers greatly reduced their predatory impact on young grouse, but did not result in higher grouse densities for shooting. Consequently, grouse moor managers have failed to adopt the technique. 3. A recent Forum paper has called for a trial ‘population ceiling scheme’ for hen harriers, arguing that this represents the best way to increase hen harrier numbers on driven-grouse moors. Once densities exceed the agreed ceiling, the excess would be translocated to other suitable habitat. 4. Whilst a ‘ceiling’ scheme might work, it would be difficult to implement and we believe that other approaches to population recovery should be tested first. 5. While driven-grouse shooting makes an important economic contribution to some rural communities, some grouse moor owners receive considerable sums of public money. Despite this, many moors are in poor condition, the ecosystem services they supply may be at risk from both climate change and current management practices, and grouse numbers are in decline. The socio-economic and environmental implications of alternative models of grouse management need urgent examination. 6. Synthesis and applications. If driven-grouse shooting is only viable when birds of prey are routinely disturbed and killed, then we question the legitimacy of driven-grouse shooting as a sustainable land use. In this paper we examine one aspect of agglomeration, namely the geography of human capital. In some contexts, human capital may be very mobile, and understanding local agglomeration processes therefore requires us to consider inter-regional flows of human capital. In particular, here we discuss the flows of students in Great Britain from domicile into university and then the flows of graduate human capital from university into first employment. We then estimate the local/non-local pattern of these flows as a function of the characteristics of the university, of the student population, and of the local region. Our findings suggest that university attendance in Great Britain is generally associated with very significant levels of human capital mobility, and only certain types of higher education institutions play a significant employment role in their local economies. This paper uses regression analysis to investigate the relationship between military expenditure and stock market performance for the United States and the United Kingdom. Specifically, the study applies the Bierens-Guo unit root procedures to ascertain the time series properties of the variables in the study. The standard OLS technique is employed to determine the influence of military expenditure on stock markets for the period 1914 through 2001. The results from the unit root tests indicate that the military expenditure, military personnel, stock market, and energy consumption series are level stationary. The results from the OLS equations suggest that military expenditure has significantly positive effect on stock market performance for the United States and the United Kingdom. The implication of this finding is that high-income class and people in power are less likely to oppose increases in military spending even though such expenditures are not in the best interest of the society. Research shows that flood damage potential has increased significantly in the last 15 years. At the same time, flood policy has shifted away from simplistic flood defence towards ‘living with floods’ and ‘making space for water’. This paper explores the mis-match between the aspiration in policy ideals, the reality of rising potential economic damages and the inability of the flood risk appraisal process to match the aspiration with the reality. Unless investment appraisal procedures are changed, the increase in damages will undermine policy changes that seek a different pattern of flood risk management, away from economically dominated decision-criteria towards more sustainable objectives. Background Children born into poverty have lifelong disadvantages compared with those more fortunate; social interventions seek to break this cycle of poverty and deprivation. Early Years Centres are one such intervention. These were established in deprived areas in the UK to provide high quality out-of-home day care. This paper reports the results of an economic evaluation conducted alongside a randomized controlled trial of one of these centres in the Borough of Hackney, London. Methods Participants were randomized to receive either high quality day care as provided by the centre or to other child care that they secured for themselves where they chose to do so. Information on resource use (early years education and care, as well as health and social care) was collected over an 18-month period; this was valued using appropriate unit costs. The cost of education, social and health care together with the value of productivity gains and out-of-pocket costs were then compared with the effectiveness of the intervention, increased labour force participant in mothers. Results From the societal perspective, the value of employment outweighs the costs of health and social services used, and in both groups there are cost savings. These are greater in the intervention group, therefore Early Years day care is an efficient use of resources. However, there is a net cost to the public sector of providing the intervention. The cost of achieving an additional mother in the labour force at 18 months is £38 550 (85% CI of –£1273, £416 172). Conclusion From the societal perspective, over an 18-month period, all child care is cost saving, but high quality day care provided by the Early Years Centre is a cost-effective alternative to day care provided by other local services in Hackney. This paper reports the results of a study of total factor productivity (TFP) growth in UK agriculture, from 1953–2000. It shows that prior to 1984 TFP grew at 1.68% per annum and after that date at only 0.26%. International comparisons show that the UK has fallen far behind the leading EU countries. Yield growth declined even more and only labour productivity continues to grow rapidly. In part, the result is due to better data that incorporates more quality adjustment, but the real decline can be explained mainly by cuts in R&D, less patents, less growth in farm size and the demise of public extension. There are other negative factors, which have not been quantified, including asset fixity, convergence and ozone pollution, and a background argument that recent growth rates cannot be sustained. Recent developments within the regulation approach have highlighted the importance of discourse in securing the conditions for the stabilisation of new modes of regulation. This paper considers the discursive construction in the UK of Britain's relationship to European integration. Despite claims that the politics of the ‘Third Way’ offer an innovative and coherent framework for New Labour's political strategy, the evidence suggests that discourses of national sovereignty and pragmatic economic national self-interest dominate. In conclusion it is suggested that the development of transnational discursive formations is a necessary precondition for the consolidation of regulatory forms and processes that break with previous nationally focused modes of regulation. Since the formation of a coalition government in May 2010, there have been substantial changes in government policies relating to the education system in England and Wales. The previous Labour administration strengthened education in food and nutrition and promoted healthy eating in schools. The National Curriculum relating to food technology states what pupils should learn, making reference to practical cooking skills, food safety and hygiene and nutrition and healthy eating. This remains a statutory requirement. The Comprehensive Spending Review (CSR), announced in October 2010, meant that substantial financial cuts would be made across government, including the Department for Education. A huge swathe of quangos has already been cut, including the Qualifications and Curriculum Development Agency (QCDA) and the National Healthy Schools Programme (NHSP). The School Food Trust (SFT) has faced budget cuts, and further massive savings will come from the scrapping of Building Schools for the Future (BSF). The White Paper and Education and Children's Bill will provide greater freedom for schools and academies to determine their own curriculum, length of the school day and lesson times. David Cameron's vision of a 'Big Society' will require greater collaboration from a wide range of organisations, including industry and charitable organisations to support high quality education in food and nutrition in schools. Abstract: Background and aims: Estimating ‘return on investment’ (ROI) from smoking cessation interventions requires reach and effectiveness parameters for interventions for use in economic models such as the EQUIPT ROI tool ( http://roi.equipt.eu). This paper describes the derivation of these parameter estimates for England that can be adapted to create ROI models for use by other countries. Methods: Estimates were derived for interventions in terms of their reach and effectiveness in: (1) promoting quit attempts and (2) improving the success of quit attempts (abstinence for at least 12 months). The sources were systematic reviews of efficacy supplemented by individual effectiveness evaluations and national surveys. Findings: Quit attempt rates were estimated to be increased by the following percentages (with reach in parentheses): 20% by tax increases raising the cost of smoking 5% above the cost of living index (100%); 10% by enforced comprehensive indoor public smoking bans (100%); 3% by mass media campaigns achieving 400 gross rating points (100%); 40% by brief opportunistic physician advice (21%); and 110% by use of a licensed nicotine product to reduce cigarette consumption (12%). Quit success rates were estimated to be increased by the following ratios: 60% by single‐form nicotine replacement therapy (NRT) (5%); 114% by NRT patch plus a faster‐acting NRT (2%);124% by prescribed varenicline (5%); 60% by bupropion (1%); 100% by nortriptyline (0%), 10) 298% by cytisine (0%); 40% by individual face‐to‐face behavioural support (2%); 37% by telephone support (0.5%); 88% by group behavioural support (1%); 63% by text messaging (0.5%); and 19% by printed self‐help materials (1%). There was insufficient evidence to obtain reliable, country‐specific estimates for interventions such as websites, smartphone applications and e‐cigarettes. Conclusions: Tax increases, indoor smoking bans, brief opportunistic physician advice and use of nicotine replacement therapy (NRT) for smoking reduction can all increase population quit attempt rates. Quit success rates can be increased by provision of NRT, varenicline, bupropion, nortriptyline, cytisine and behavioural support delivered through a variety of modalities. Parameter estimates for the effectiveness and reach of these interventions can contribute to return on investment estimates in support of national or regional policy decisions. Diabet. Med. 29, 1321-1326 (2012) Abstract Aims Research priorities are often set by academic researchers or the pharmaceutical industry. The interests of patients, carers and clinicians may therefore be overlooked and research questions that matter may be neglected. The aims of this study were to collect uncertainties about the treatment of Type 1 diabetes from patients, carers and health professionals, and to collate and prioritize these uncertainties to develop a top 10 list of research priorities, using a structured priority-setting partnership of patients, carers, health professionals and diabetes organizations, as described by the James Lind Alliance. Methods A partnership of interested organizations was set up, and from this a steering committee of 10 individuals was formed. An online and paper survey was used to identify uncertainties. These were collated, and the steering group carried out an interim priority-setting exercise with partner organizations. This group of uncertainties was then voted on to give a smaller list that went forward to the final priority-setting workshop. At this meeting, a final list of the top 10 research priorities was agreed. Results An initial 1141 uncertainties were described. These were reduced to 88 indicative questions, 47 of which went out for voting. Twenty-four were then taken forward to a final priority-setting workshop. This workshop resulted in a list of top 10 research priorities in Type 1 diabetes. Conclusion We have shown that it is possible using the James Lind Alliance process to develop an agreed top 10 list of research priorities for Type 1 diabetes from health professionals, patients and carers.
