- Abstract
Despite more than twenty years of implementation of Conditional Cash Transfers (ccts) inequality and poverty remain being one of the main problems of Latin America. These programs seek to stimulate consumption and reduce poverty and have become the axis of articulation of social protection in most of the countries of the region, incorporating logics of resource management and financing, and new actors and discourses on poverty. This paper critically presents the recent literature on ccts and analyzes the trajectories and approaches of the programs. 4. La Alianza del Pacífico: nueva muestra del regionalismo en América Latina.

- Abstract
The Pacific Alliance was established as a model of deep integration between Chile, Colombia, Mexico and Peru. The question raised in this paper is which of the Latin American regionalism approaches is more proper for the theoretical characterization of the Pacific Alliance initiative. In this sense, the concepts of open regionalism and strategic regionalism are explained for the characterization of this initiative and their limits are highlighted from empirical evidence. The paper concludes that regionalism concepts which give greater emphasis to commercial dynamics are not enough to understand the current operation and performance of the Pacific Alliance. As such, a complementary analytical approach is introduced which responds to the long term global dynamics. [ABSTRACT FROM AUTHOR]

This paper reflects on the most recent development of the international relations field in Latin America. It relies mainly on a biblio-metric analysis of the main Latin American journals that publish related studies, and on a qualitative analysis of leading publications from some of the region's Political Science and International Relations departments. Without claiming to be an exhaustive study of the state of the field in the region, the paper includes new and useful information to build a reflection on the field's weaknesses, strengths and pending tasks. The work concludes with a series of reflections and suggestions that seek to highlight the importance of further theoretical and -particularly- methodological discussions to strengthen the study of international politics in -and from- Latin America. This paper analyzes the convergence hypothesis and the impact of social policy on the economic growth of the six largest countries in Latin America between 1980 and 2010. Results suggest that social public policies have positively influenced growth in these economies. Particularly, there are non-observed variables (fixed effects) that positively affect the economic growth in Venezuela and Chile; however, there are other non-observed variables that may be negatively affecting growth in Brazil and Mexico. Regarding the convergence hypothesis, results reveal that the speed of convergence diminishes as real income rises, implying that these countries might be converging to their stable states. The purpose of the present work consists, from a review of the current reality of the migration situation between Colombia and Venezuela, to carry out an analysis of the various administrative advances of border management. Despite the great importance that Venezuelan migrations have aroused in Colombia over the past five years, understanding the various political, economic and social elements of the internal affairs of both countries can provide the basic elements for understanding the correct logic for the proper administrative management of the border. It is expected that the reader achieves with this paper, in addition to having a vision about the state of bilateral migrations between Colombia and Venezuela, develop a deeper perspective on the challenges to governance of the Colombian-Venezuelan border. For a number of years now, analyses of the political participation of women have warned of a very low presence of these in the various parliaments of the world. The diagnosis of female underrepresentation was a warning sign for different international organisms, which initiating from successive calls started to plan a review of the situation so that various countries would commit themselves to adopt measures to modify it. This paper has the goal of describing the current outlook of women and politics in Latin America, with special attention paid to the Colombian case, focusing fundamentally on the adoption of gender quotas as a strategy of positive discrimination that might contribute to a larger participation of women in the politics of the region. This paper presents some theoretical components of comparative historical institutionalism components compared. It begins with an overview of the theory and the importance its followers give to institutions in the construction of the modern state, liberal democracy and economic development. Two analyses of Latin America are compared with Korea and Taiwan during the decades in which the development model predominated, while the second shows the progress undergone by the State in the region during the twentieth century. In addition to this, the return of the state is presented with a series of measures with a content that is different to its actions in Latin America is presented. The paper analyzes the changes occurred since the VI EU-LAC Summit, in Madrid in May 2010, on the relationship between the European Union and Latin America. A change continued with the Celac-EU Summit, held in January 2013, which presents evidence of bi-regional strategy and the full import of the most significant commitments to build that relationship: regional integration and social cohesion. Latin America and the European Union should strengthen their bond and extrapolate on other institutions and settings of the current post-Cold War geopolitical order. In 1981 Chile began a wave of privatization and market-friendly reforms of social security systems in Latin America; Argentina did the same in 1993. In 2008, Chile and Argentina reformed their pension systems again. Chile maintains the private capitalization system complemented with a basic pension and solidarity payments while Argentina eliminated the capitalization pillar and replaced it by a single integrated delivery system publicly administered. This paper analyzes the policy reforms of pension systems as a result of the comparison between countries, as well as between market and state led reforms and state led reforms: Chile (1981 and 2008) and Argentina (1993 and 2008). Cardoso is among the most famous thinkers on development and dependency theory. He successfully combines sociology, economics and political science to build an interdisciplinary view of Latin America's transformations. This paper analyses Cardoso's "radical" theoretical evolution between two major books, Dependency and Development in Latin America (1970) and Charting a New Course: The Politics of Globalization and Social Transformation (2001). The positions he occupied when he wrote these two books, academician-political opponent and then politician, could explain his evolution. The notions of governability and Populism have been used increasingly in political sciences papers on Latin America. The lack of precision in theirs meanings increased the same way. In this article, we argue that such difficulty lies in theirs uses in three ideal types of speech registries: the academic speech, the bureaucratic speech, and the political speech. We consider that these three uses of Populism and governability, with theirs respective logics, can generate much confusion. We propose therefore some reflections that try to clarify theses notions from the logic of the academic speech, but taking into account the uses that are made in both other registries of speeches. Este trabajo presenta de forma critica la literatura reciente sobre los PTMC, y analiza las trayectorias y los enfoques de los programas, los enfasis de los analisis, y los cambios y las continuidades en las perspectivas sobre la pobreza. RESUMEN. Este artículo es resultado de una investigación cualitativa cuyo objetivo general ha consistido en evaluar las normas de conflicto de leyes que se encuentran en el ordenamiento jurídico colombiano, observándolas a la luz de codificaciones de otros ordenamientos jurídicos. En tal sentido, se hace una exposición de las normas de derecho internacional privado en materia de bienes en América Latina. Luego se analiza la situación al respecto en Colombia. Finalmente, se realizan algunos breves planteamientos para una futura revisión de la forma en que se encuentra la regla lex rei sitae en el derecho internacional privado colombiano. ABSTRACT. This paper results from a qualitative research, whose general objective has been to evaluate conflict of law rules in the Colombian legal system, observing them in the light of codifications existing in other countries. In this sense, the paper offers an overview of Latin America's international private law on property. Then, it analyzes the situation in Colombia. Finally, the paper proposes some ideas in order to contribute to a future revision of the way in which the lex sitws-rule is included in Colombian international private law.

Este artículo presenta un modelo que supone la racionalidad de los políticos y gobernantes cuando fijan las tasas de impuestos de renta y de consumo de cada contribuyente, y sugiere que esas decisiones dependen del tamaño y la movilidad política de los grupos de votantes y de sus expectativas sobre las condiciones económicas, entre otros factores, lo que ayuda a explicar las reformas regresivas adoptadas en América Latina durante las crisis económicas desde los años ochenta. Además, contrasta el modelo con un panel de datos no balanceado de 18 países para el periodo 1980-2010. This paper develops a model that assumes politicians´ rationality when fixing tax rates applied on revenue and consumption of each taxpayer. The paper also suggests some factors to consider are political mobility of voters and economic expectations, which can explain regressive tax reforms adopted in Latin America since the economic crises of the 80s. Additionally, it contrasts the model with an unbalanced data panel (18 countries from 1980 to 2010).

Resumen Este escrito analiza la hipótesis de convergencia y el impacto de las políticas sociales en el crecimiento económico de los seis países más grandes de América Latina entre 1980 y 2010. Los resultados indican que las políticas sociales han influido en el crecimiento económico de esos países. De manera más precisa, existen variables no observables (efectos fijos) que afectaron positivamente el crecimiento de Venezuela y Chile, y factores no observables que afectaron negativamente a Brasil y México. Se encontró, además, que la velocidad de convergencia disminuye cuando aumenta el nivel de ingresos, lo que podría indicar que estos países pueden estar convergiendo a sus estados estacionarios. JEL: I25, E24, O47, O54. Resumo Este artigo analisa a hipótese de convergência e o impacto das políticas sociais no crescimento econômico dos seis maiores países da América Latina entre 1980 e 2010. Os resultados indicam que as políticas sociais influenciaram no crescimento econômico desses países. De maneira mais exata, há variáveis não observáveis (efeitos fixos) que afetaram positivamente o crescimento da Venezuela e do Chile, e fatores não observáveis que afetaram negativamente o Brasil e o México. Constatou-se, ainda, que a velocidade de convergência diminui quando o nível de renda aumenta, o que poderia indicar que esses países podem estar convergindo a seus estados estacionários. A partir de una revisión de la actualidad de la realidad migratoria entre Colombia y Venezuela, este artículo pretende realizar un análisis sobre los diversos avances administrativos de la gestión fronteriza. A pesar de la gran importancia que han suscitado las migraciones venezolanas en Colombia a lo largo de los últimos cinco años, la comprensión de los elementos políticos, económicos y sociales de las condiciones internas de ambos países pueden dar luces de las lógicas correctas para la adecuada gestión administrativa de la frontera. Se espera que el lector, además de tener una visión sobre el estado de las migraciones bilaterales entre Colombia y Venezuela, pueda tener una perspectiva más profunda sobre los retos a la gobernabilidad de la frontera colombo-venezolana. The purpose of the present work consists, from a review of the current reality of the migration situation between Colombia and Venezuela, to carry out an analysis of the various administrative advances of border management. Despite the great importance that Venezuelan migrations have aroused in Colombia over the past five years, understanding the various political, economic and social elements of the internal affairs of both countries can provide the basic elements for understanding the correct logic for the proper administrative management of the border. It is expected that the reader achieves with this paper, in addition to having a vision about the state of bilateral migrations between Colombia and Venezuela, develop a deeper perspective on the challenges to governance of the Colombian-Venezuelan border.

El objetivo de este documento es determinar los posibles efectos del blockchain en materia de inclusión financiera en América Latina. No se debe perder de vista que la región cuenta con un alto porcentaje de personas fuera del sistema financiero, generado por: (i) los altos costos de los servicios financieros; (ii) la ausencia de instituciones financieras en algunas áreas periféricas, y (iii) la existencia de servicios financieros informales. Con base en estas premisas se plantea una posible solución, según la cual al aumentar el uso de la tecnología blockchain se podría: (i) reducir la brecha entre bancos y consumidores, (ii) reducir el tiempo que lleva completar una transferencia, y (iii) generar una reducción en los costos de la provisión del servicio financiero. The objective of this paper is to determine the possible effects of the blockchain on financial inclusion in Latin America. The region has a high percentage of people outside the financial system, generated by: (i) the high costs of financial services; (ii) the absence of financial institutions in some peripherical areas, and; (iii) the existence of informal financial services. Based on these premises, we hypothesize that increasing the use of technology blockchain could: (i) reduce the gap between banks and consumers, (ii) reduce the time it takes for a transfer to complete, and (iii) generate a reduction in costs the provision of the financial service.

Los barrios populares son áreas mayoritarias en Colombia y en América Latina, que exhiben dinámicas urbanas, sociales y culturales particulares. Sin importar su tamaño ni su impacto, estos asentamientos han sido tradicionalmente ignorados en cuanto a su contribución a la ciudad y a cualquier estrategia turística y de marca de ciudad. Comúnmente se piensa que estas áreas no ofrecen nada más que pobreza y problemas. Sin embargo, existe investigación que muestra sus potencialidades, más allá de aquellas percepciones tradicionales y marginales; y se cree que pueden contribuir activamente al desarrollo turístico y de marca de ciudad en América Latina. Desde una exploración conceptual sobre urbanización informal y marca de ciudad, confrontada empíricamente en barrios populares de Bogotá, este artículo discute críticamente la contribución que estos asentamientos pueden hacer a una estrategia de turismo y de marca de ciudad más justa, real y auténtica. Informal settlements are consistent areas in Latin America which exhibit distinctive urban, social and cultural dynamics. However their size and impact, these settlements have been traditionally overlooked in terms of the contribution that they make to the city and to any tourism and place branding strategy. These areas are commonly seen as nothing more to offer than poverty and constraint. However, research shows their possibilities beyond those traditional limits, and arguably they can actively contribute to tourism development and branding cities in Latin America. Exploring literature on informal settlements and branding cities, and comparing with field research in barrios of Bogotá, the purpose ofthis paper is to critically explore the contribution that informal settlements can make for a tourism strategy and to a fairer, more real and more authentic branding of cities.

Hace ya varios años, los análisis sobre la participación política de las mujeres advertían una muy baja presencia de estas en los distintos parlamentos del mundo. El diagnóstico de la subrepresentación femenina fue una señal de alerta para los diferentes organismos internacionales, los cuales, a partir de sucesivas convocatorias, comenzaron a planificar una revisión de la situación para que los diversos países se comprometieran a adoptar medidas tendientes a modificarla. El presente trabajo tiene como fin describir el panorama actual sobre mujeres y política en América Latina, con especial atención al caso colombiano, centrándose fundamentalmente en la adopción de cuotas de género como estrategias de discriminación positiva que contribuyan a una mayor participación de las mujeres en la política de la región. For a number of years now, analyses of the political participation of women have warned of a very low presence of these in the various parliaments of the world. The diagnosis of female underrepresentation was a warning sign for different international organisms, which initiating from successive calls started to plan a review of the situation so that various countries would commit themselves to adopt measures to modify it. This paper has the goal of describing the current outlook of women and politics in Latin America, with special attention paid to the Colombian case, focusing fundamentally on the adoption of gender quotas as a strategy of positive discrimination that might contribute to a larger participation of women in the politics of the region. Cardoso is among the most famous thinkers on development and dependency theory. He successfully combines sociology, economics and political science to build an interdisciplinary view of Latin America’s transformations. This paper analyses Cardoso’s “radical” theoretical evolution between two major books, Dependency and Development in Latin America (1970) and Charting a New Course: The Politics of Globalization and Social Transformation (2001). The positions he occupied when he wrote these two books, academician-political opponent and then politician, could explain his evolution. Cardoso claims that new political and economic conditions have taken place and a new theory is thus required in order to “chart a new course”.
