There has been a prolific production of research papers on workplace learning (WPL) during the last two decades. Several reviews of the field discuss the development of themes, the use of foundational terms and some different models and frameworks have been developed. The purpose of this article is to analyse the recent development of the field of WPL, as presented in research literature, and to evaluate the potential of international survey data from the Programme for the International Assessment of Adult Competencies (PIAAC) to contribute to this development. Our study is organised in three stages. Firstly, we summarise the main topics and trends emerging from recent literature on WPL. Secondly, we analyse how peer-reviewed publications using data from the OECD PIAAC survey have contributed to WPL. Thirdly, we compare and discuss the different contributions and make some suggestions as to how PIAAC survey data might be used to further develop our understanding of WPL. [ABSTRACT FROM AUTHOR]

The ageing of the European population is creating a new demographic mix, increasing the relevance of intergenerational practice (IGP). To date, however, this field lacks an appropriate conceptual framework. This study aims to contribute to such a framework through an integrative review of peer-reviewed papers reporting on IGPs. Fifteen papers were obtained, published over the last 20 years. The main findings suggest that the wealth of IGPs lies in their versatility/diversity. In order to build an appropriate conceptual framework for IGP, it is recommended that IGP be understood as a tool to restructure society: from generations’ segregation to generations’ cooperation. Background: Teaching and learning of nature of science (NOS) is an explicit goal in the core science curriculum in Norway. Yet there is little understanding of how the content of the current textbooks in certain educational pathways such as vocational training addresses NOS. Purpose: The aim of this study is to contribute to research on NOS in VET through exploring how the cognitive and epistemic aspects of NOS are addressed in end-of-chapter tasks in Norwegian science textbooks for vocational studies. Design and Methods: In this paper, we use a particular characterisation of NOS based on the Family Resemblance Approach (FRA) to investigate the cognitive-epistemic aspects of NOS in the science textbooks aimed at vocational education in Norway. The cognitive-epistemic aspects are about the aims and values, methods, practices, and knowledge in science. Three key textbooks have been selected and analysed with a focus on end-of-chapter tasks. Results: The results illustrate that NOS were almost absent in the tasks in all textbooks. The term tertiary education has gained prominence in recent policy debates in the UK [Morgan (2023). “Labour ‘would review whole landscape’ of tertiary education.” Times Higher Education, 28 November. https://www.timeshighereducation.com/news/labour-would-review-whole-landscape-tertiary-education]. This paper presents findings from a review of the use of the term in academic and policy papers in the UK over the last 80 years. The analysis reveals the role of international organisations in defining this term initially as a synonym for post-compulsory education before using it as a statistical measure which became a normative guide for many member states. More recently, the term tertiary education has been used as a descriptor of systems of educational governance and by the World Bank for specific systems of organisation. Using these definitions as a guide, the review demonstrates differences in government policy in the four nations of the United Kingdom: England, Northern Ireland, Scotland and Wales. Here there is evidence of periodic and partial policy change, but little sustained full engagement with this agenda. The review suggests that if future tertiary education policy initiatives are introduced they should cover all potential learners once they have left the compulsory phase of education and should be advanced by regional bodies with involvement from learners, employers and community representatives allocating funds from a single tertiary education budget. The COVID-19 pandemic has changed the didactic landscape of adult education. To meet clients' ongoing demand for support, adult educators had to expand their didactic toolkit and enhance digital literacy. Relying on data gathered during a training series on digital adult education, this paper will examine the following questions: (1) How did adult educators manage to adopt digital methods despite pressing issues and hurdles in regards to the change? (2) Which conditions support efficient training of adult educators, aiming at 'nudging' digitalisation in adult education for families? To gain insight into this didactic transformation, we systematically analyse both quantitative and qualitative data collected during a training series fostering digital literacy such as technology handling, online counselling and the usage of social media. These events attracted 1,250 participants that specialise in parenting programmes, family counselling and institutionalised family welfare. Findings include how practitioners with different backgrounds and levels of digital skills assess different methods and didactic choices. Further, we will examine how providing accessible and applicable information can act as a nudge to spark intrinsic motivation for further learning and as a starting point for new ideas. The contemporary #MeToo moment has led to renewed concern about issues of masculinity and gender justice. This moment provides a strong warrant for critically analyzing different programmes for boys and men in relation to their capacity for gender transformation. This paper presents three such programmes located in Victoria (Australia) as case studies (1) an Activist Programme, (2) a Sports Programme, and (3) a Rites Programme. The paper highlights some of the possibilities and contentions for each programme in relation to their capacities for gender transformation through comparative analysis. This article extends the work of existing studies on the development of learners to be ethical leaders in Africa. It makes a case for the use of film as an andragogical tool in the education of adult learners in Africa. Premised on social learning theory, the paper proposes that film, as an audio-visual case study that offers a cinematic experience, accommodates students' varying learning styles. It is found to be resourceful in the dissemination of ideas or knowledge of particularly recommended subjects such as leadership and ethics. Purely based on secondary data, key themes uncovering the challenges and prospects of using film, especially in Nigeria are discussed. In addition to the systematic literature review results showing a poor trend of film usage in Africa higher education settings, a strong case was made for the use of film analysis given its practical relevance, components, and benefits. Beyond achieving the set objectives, a key contribution is the proposition for an enhanced reflective practice to accentuate the third phase of social learning theory and promote experiential learning which is more engaging for students. Future studies can gather primary data to explore how film is used in African business schools and evaluate its impact on adult learners. [ABSTRACT FROM AUTHOR]

John Fish's paper "Descriptions, Definitions and Directions: Special Needs Occasional Paper No. 7" provides a detailed examination of many key issues facing further and adult education providers offering courses for students with special educational needs. In describing developments in this field over the past two decades, he argues that legislation has failed to provide adult learners who have special educational needs with a clear entitlement to education. While recognizing the need for effective collaboration between government departments and agencies, the paper draws attention to the problematic nature of this process. The major agencies of health, social services and education use different definitions to describe adults with special educational needs.

An essay is presented focusing on the 39th annual Standing Conference on University Teaching and Research on the Education of Adults, which was held at the Downing College of Cambridge, between July 7-9, 2009. Information about several papers discussed at the conference are also presented. It comments that the success of the conference is often determined by how well the papers that are paired lead to effective discussion.

This article explores the International Journal of Lifelong Education archives in the period 1982–2020. We analyse how the Journal engages with the issue of inequality. This is accomplished by systematically identifying relevant articles within the archives, and reviewing these whilst taking account of the societal, cultural and political or economic contexts in which they were written. Most articles identified for review focused on specific disadvantaged groups, discussing ways in which adult education might help, support and strengthen them. A minority took a more critical approach, assessing the drivers for inequality, or problematising the role of lifelong education as a catalyst for addressing inequality or social injustice. In our analysis, we distinguish between inequalities related to class, gender and migration/ethnicity as themes emerging from our initial sweep of the archives, however these themes are represented unequally both in terms of number and attention given across the decades. Perhaps surprisingly, given the different forms of inequality addressed in the Journal, it seems that only very few of these papers can be directly associated with historical events and contexts relevant to the times in which they were written. An introduction is presented in which the editor discusses articles in the issue on topics including relationship between research and scholarship; mathematics educators; and challenges of mathematics teaching at university level.

Although some have attempted to appropriate elements of Montessori education to select groups of adults (e.g., for learning disabilities, second language acquisition, dementia patients), there have been no comprehensive attempts to validate the adaptation of this approach to the adult learner in general. This exploratory study attempts to provide a rationale as to why it is developmentally legitimate to adapt this pedagogical method to adult education. This is attempted through a consideration of the aim and purpose of Montessori education as well as Maria Montessori's concept of human development. The bounds of the field of human resource development (HRD) have expanded beyond the individual and organizational levels of analysis to macro perspectives of HRD such as National, Regional, and Global HRD. In international development contexts, a comparable construct is used by development agencies and national governments to describe knowledge- and skill-building, i.e. capacity development (CD) or capacity building. To overcome the complexity and ambiguity involved in these two concepts in the extant literature, this conceptual article provides an overview of the conceptualization, objectives, levels, approaches, evaluation, and definitional analysis of CD. It then presents a comparison between the concepts of CD and HRD and highlights key similarities and differences. The paper concludes with implications for HRD research and practice as it relates to CD and a call for HRD scholars to support CD practice and policy through research and learn from CD practitioners in terms of understanding mechanisms for national, regional, and global development. This paper looks at the experiences of school history education and explores the impact this education has had on the development of young adults and their sense of identity in England. Adopting a qualitative approach, this study used semi-structured interviews with twenty young adults, aged 18–22, some from white backgrounds, but most from minoritized ethnic backgrounds.1 Four broad categories were identified in the data, namely 'values and value', 'identity development', 'curriculum connections' and 'narrative templates'. In the majority of cases, these young adults felt that history was important and had a role to play in addressing societal issues such as racism. However, the curriculum largely ignored the histories of minoritized ethnic groups, as the dominant narrative template favoured a white, Anglo-centric view of the world, and so served to fuel a sense of disconnection to the curriculum and to the state more generally. This paper suggests there is a need to pay closer attention to the place of history education in shaping a sense of belonging and personal identity, through a multiperspectivity approach. Access to tertiary education is a challenge for many people from refugee-backgrounds. In Aotearoa New Zealand (NZ), resettled refugees are entitled to access education alongside other New Zealanders, and NZ's resettlement policy material recognises education as a key pillar of resettlement. However, refugee-background students are not recognised as 'priority learners' in education policy, so educational institutions are not required to report on refugee-background students' educational access or outcomes. At all levels of the education system, teaching and support practices for refugee-background students vary widely. Many barriers hamper refugee-background students' access to and success in tertiary education. However, refugee-background students are also necessarily-skilful border navigators. In this paper, we share data from an in-progress participatory action research project based in southern NZ that involves collaborating with refugee-background students at the secondary-tertiary education border. After describing the project, its rationale, and our theoretical framework, we draw on insights from seven of the students to illustrate how students represented educational navigation in NZ: as a resistance project, a subterranean project, and a relational project. Bandura's influential theory has been used to argue that teachers with high self-efficacy will be more effective at increasing pupil achievement—and a voluminous empirical literature has repeatedly documented associations consistent with this claim. However, few studies have considered whether these correlations reflect an underlying causal relationship. In this paper we utilise across-subject, within-pupil variation in teacher self-efficacy in the Trends in Mathematics and Science Study (TIMSS) 2015 data to provide new evidence on this question. By focusing upon relative differences in teacher self-efficacy and pupil achievement within pupil-teacher pairs, our estimates control for more potential confounders than much of the existing literature. Contrary to that literature, we find no evidence of a relationship. Instead, this paper presents clear and consistent findings of null effects. [ABSTRACT FROM AUTHOR]

Ten years on from the formation of SOLAS (An tSeirbhís Oideachais Leanúnaig agus Scileanna) and the Education and Training Boards (ETBs) in Ireland, it is appropriate to reflect on where adult education lies in the new Further Education and Training (FET) sector. This paper uses Denis O'Sullivan's schematisation of policy paradigms (2005) as an analytical tool, to explore the components of the new sector. New concepts have been introduced, such as 'FET' and 'active inclusion', others such as 'adult education' have disappeared, and others such as 'transversal skills', 'lifelong learning' and the 'needs of learners' have been adapted, introducing a language of doublespeak. The discourse has changed; a theme of performativity is now prioritised while the wider benefits of learning are mentioned, but not actioned. There is a new authority with bureaucratic social configurations and the identities of teachers and students are being reduced to producers and consumers of learning outcomes. This paper shows how these changes have resulted in a new neoliberal policy paradigm for adult education, with strong regulatory powers. Understanding this is the first step in questioning its authority and discussing if this is what we, as a society, want for the education of adults. [ABSTRACT FROM AUTHOR]

Since the end of the Cold War, Germany has been considered a largely safe country. But increasing terrorism, the COVID-19 pandemic, the war in Ukraine, and national flood disasters with serious consequences have led to growing attention to civil protection issues in politics and society. Thereby the reduction of possible risks is closely linked to rescue forces being well trained and the population being adequately informed about how to behave during disasters. Thus, adult learning is central to reducing risks associated with disasters. This paper, therefore, examines what works are available from adult and continuing education research on disaster protection in Germany after the 2nd World War. The results of this first comprehensive scoping review in this field show that pedagogical issues in disaster risk reduction are addressed by various disciplines. Most of these are practice-oriented and aim for the development of pedagogical concepts. High-quality scientific works that are empirically based or oriented towards the development of theoretical foundations, are hardly to be found. Overall, this in-depth research thus reveals a large research gap in the field of adult pedagogical research on the area of disaster education in Germany. [ABSTRACT FROM AUTHOR]

The purpose of this paper is to engage critically with debates surrounding the mental health and wellbeing agenda for adult community learning (ACL), with particular consideration of creative arts provision. It draws on a qualitative research project involving five creative arts ACL groups in the English West Midlands and two mental health participatory arts organisations based in London. Of the ACL groups, one was targeted for mental health recovery, two were targeted for wellbeing, and two were mainstream. Fieldwork involved participant observation, interviews and group discussions with attendees, and interviews with volunteers, ACL and art therapy practitioners, ACL project organisers, and managers working in the organisations taking part in the research and other adult learning settings. The article outlines key critical debates. It then interrogates three related themes, drawing on a range of evidence from the study: (1.) the discourse of confidence and self-esteem; (2.) interactions between educational and mental health and wellbeing-related goals and outcomes; and (3) the role of creative arts subjects in the mental health and wellbeing agenda for ACL. Implications for policy and practice are set out in conclusion, including consideration of ACL curricula and pedagogical approaches in the area of mental health and wellbeing. [ABSTRACT FROM AUTHOR]

Disciplinary pressures within academia often produce specialised and one-sided accounts of complex social processes. Convincing accounts of popular education regularly acknowledge the importance of social movements but without theorising them adequately – and vice versa. This one-sidedness is compounded by a widespread tendency to generalise from often highly specific institutional and political contexts, as though all movements learned in the same way across space and time and popular education's role in fostering this learning is simple. Unchecked, this leads to the reification of 'critical' theory and the reduction and flattening of emancipatory practices to methods or even predefined goals. This paper constructs a dialogue between the work of Choudry, Freire and other authors in both fields, aimed at both celebrating and problematising their contribution to learning from our struggles. Based on a case study from southwest Colombia, this paper provides hopeful example of an intercultural social movement popular education initiative which brings together social movements across territorial, political and cultural borders in order to generate unity and collaboration between these counter-hegemonic forces in the southwest of Colombia. It examines the learning and knowledge which have emerged from this initiative, led by a small, radical human rights organisation called Nomadesc, which over the course of two decades has brought together activists from diverse movements and territories across southwest Colombia in order to empower them to deal with the violent context, reimagine alternatives, and strengthen and interweave their struggles. This paper uses the 1908 Oxford Report, a founding document for the Workers' Educational Association, as a window onto the internal contradictions of the university adult education movement, an issue that has been neglected by historians of education. Examining the early history of the WEA shows that while the movement was inspired by Oxford Idealism and set itself the aim of democratising higher education, it also drew support from people who intended to professionalise the university by introducing the principles of trained expertise and selection by merit. The confluence of Idealism and professionalism resulted in a ground-breaking but inconsistent educational programme outlined in the Oxford Report. This paper suggests that the attempt to simultaneously democratise and professionalise higher education was untenable and foreshadowed later tensions within the WEA movement. [ABSTRACT FROM AUTHOR]

This paper examines the changing experience of middle-class labour in an economic downturn and its relation to migration motivations. At the heart of this paper is an intriguing question of why educated middle-class workers would leave metropolises with high standards of living to work in a provincial city abroad where they perform routine tasks and earn less than they would in comparable positions back home. An analysis of in-depth interviews with Japanese service workers in China's digital outsourcing industry focuses on their educational background and employment experience prior to migration. Based on my findings, I argue that relatively educated migrants use their diminishing middle-class resources to access an occupational niche abroad, in order to (temporarily) evade the increased risk of class slippage in the society of origin. Japan's experience of a long-term economic slump since the early 1990s provides a fruitful point of comparison for studies that investigate changing youth transitions from education to employment and their relationship to migration patterns and class mobility in economically stagnant nations elsewhere. I critically engage with the literature on middling migration to highlight the usefulness of a historically sensitive and relational perspective from which to study middle-class migrants. In the 21st century, with the spread of lifelong education and the increase in the aging population, the need for learning among older people has increased, resulting in a shortage of teachers for older learners. A literature review of both Western and Eastern cultures revealed that the turnover or shortage of older adult educators may be related to their attitudes toward aging and burnout. To confirm this hypothesis, this paper examines the mediating effect of burnout on the relationship between attitudes toward aging and turnover intentions among Chinese older adult educators. The Attitudes toward Aging Questionnaire, Turnover Intention Questionnaire, and Burnout Questionnaire were used to collect the data. Finally, a total of 774 samples from Shanghai, China, were analyzed through structural equation modeling. The results revealed that when three components of attitudes toward aging, i.e. psychological growth, physical change, and psychosocial loss, are considered, burnout in Chinese older adult educators fully mediates the relationship between psychosocial loss and turnover intention, which means that if Chinese older adult educators suffer considerable psychosocial loss, burnout increases, leading to increased turnover intention. In other words, the negative experience of psychosocial loss can be decreased through a holistic approach to teaching aging along with intergenerational interaction, which in turn reduces burnout and decreases the intention to leave. Future follow-up studies should focus on how to develop a holistic teaching curriculum to facilitate the practical implementation of the findings of this research. We believe that this research can be beneficial with regard to attempts to address the shortage of older adult educators and promote teacher development in the context of older adult education. This paper examines the public routines through which migrant domestic workers inhabit a global city such as Hong Kong. Using 'public outings' as a conceptual entry point to understanding migrants' mobile geographies of dwelling, it seeks to present such migrants as ordinary urban actors who inhabit, share and shape the city landscape every day just like many others. Whilst disciplined by their employers in all sorts of ways, domestic workers nonetheless use the public and quasi-public spaces within their neighbourhoods – spaces integral to their work routines – as sites for forging a precarious autonomy. Drawing on a short ethnography – using participant diaries, interviews, and participant observation – of live-in migrant domestic workers in Hong Kong, the paper describes how migrants use a range of neighbourhood spaces to create an improvised infrastructure of care that helps creates a sense of domesticity and home. While considerable attention has been given to the impact of migration on left-behind families, such research focuses on the children of migrants, rather than older members of the family who play crucial roles in maintaining familyhood in place and across borders. Through a multi-sited study of foreign domestic migration between Singapore and Myanmar for eldercare work, we draw attention to the care circulations connecting elderly employers in Singapore with the families of the foreign domestic workers (FDWs), in particular ageing parents in Myanmar. We interviewed 28 current and former FDWs, as well as 10 ageing parents (n = 38), of which there were 7 care dyads (i.e. domestic worker and parent/s). We underline the fraught relations of care and familyhood that are re/constructed by the domestic workers to give meaning to the eldercare work they do abroad, while also drawing out the ways in which left-behind parents both receive and provide care as a result of their daughters' migration. Our paper extends conceptualisation of the 'care slot' by eliciting the multidirectional aspects of caregiving and care receiving in a transnational context, and with respect to ageing and intergenerational familyhood across borders and the life course. This paper examines diasporic language ecology based on a sociolinguistic study of a Chinese complementary school (CCS) in Birmingham, England. The study applies a historical perspective to investigate local multilingual practices in relation to language ideology and identity. The discussion in this paper draws on heteroglossia to investigate language stratification in the CCS. It documents the impact of global mobility and socio-economic changes on shifting power relations among two Chinese language varieties (Putonghua and Cantonese) and English. Data for the discussion includes audio-recordings of interaction and interview as well as fieldnote vignettes. Findings show that (1) a stratified ideological ecology including 'separate bilingualism', 'translanguaging', 'a preferred school-wide monolingualism', and 'a standard language ideology' is dynamically constructed and negotiated in the school as a local heteroglossia; (2) At the intra-Chinese level, the Chinese language shift from Cantonese to Putonghua at global level is seeing its power in the local discourses of Putonghua becoming 'the new diasporic standard'. This standardisation towards Putonghua, on one hand, is claimed and celebrated in the school by some Putonghua-speaking members as 'practical' and 'useful' for better communication; on the other side, it is also contested – sometimes silently – in tension-filled local interactions by groups of Chinese people who lack the resource of Putonghua in their repertoires. This complex and tension-filled standardisation of diasporic Chinese language provides new local discourses of global mobility and the ongoing conversion from linguistic standardisation to social inequality. After the declaration of lifelong learning as the Sustainable Development Goal 4 in 2015, lifelong learning has become a new policy bandwagon. However, whether investment of time and resources needed for it should be the responsibility of marginalised adults or any other macrolevel institutions has remained elusive. Nested in the larger theoretical and scholarly debate on meritocracy, this paper analyses the World Bank's policy documents and interviews conducted among Nepali educational policymakers. The key findings of this study suggest that under the neocolonial contract foisted by the World Bank's policy discourses, marginalised adults are expected to take responsibility for lifelong learning and remain competitive in the global job market. They are blamed for their inability to be competitive because lifelong learning policies are guided by a fallacious discourse of meritocracy. The vision shared by Nepali policymakers shows that lifelong learning can be embedded in the sociocultural contexts of the learners rather than merely guided by meritocratic ideals. In the field of lifelong learning, it is universally accepted that education for and during old age is a powerful tool in the process of successful aging. This paper presents the results of a research and intervention project that worked with older people at a Day Centre belonging to a Private Institution for Social Solidarity in the north of Portugal, focusing on the promotion of successful ageing. The project involved a group of twenty-one older adults, aged between fifty-seven and ninety-two. Drawing on methodologies intrinsic to the qualitative interpretative hermeneutic paradigm and guided by the participative action research method, as a means of fostering motivation and participation among social agents, the intervention was structured around four workshops designed to promote human development. These activities provided opportunities for learning, interaction and leisure, transforming the daily lives of their participants. The outcomes were positive in terms of learning, more positive perspective of facing life and strengthening the interpersonal relationship network. [ABSTRACT FROM AUTHOR]

This paper examined lifelong education and learning trajectories and issues of policy, ideology and practice that have underpinned the implementation of adult literacy and adult learning education strategies within a lifelong learning perspective in Ghana. Using documentary analysis, the paper noted that although the concept of lifelong education/learning has been used in some national development documents and educational policies, Ghana has no national policy on lifelong learning. The paper found that multilateral and bilateral organisations have influenced the direction and strategies captured in the national development documents and educational policies. The paper found that recommendations from International Conferences on Adult Education have often had very little influence on these national policy texts. For Ghana to be able to provide opportunities for lifelong learning for all there is the need for a vision of lifelong learning that is situated in the present and looks into the future. Ghana must work towards building a culture of lifelong learning. Policymakers need to understand that lifelong learning cannot be achieved when there are no clear-cut policies on adult literacy and adult learning and education, which are all critical components of lifelong learning. This paper analyses research that has impacted on Australia’s most recent national policy document on adult literacy and numeracy, the National Foundation Skills Strategy (NFSS). The paper draws in part on Lingard’s 2013 paper, ‘The impact of research on education policy in an era of evidence-based policy’, in which he outlines the distinction between researchforandofpolicy. The former is privileged in education policy formation and comprises largely statistical evidence (i.e., ‘policy as numbers’), often drawing on the globalised authority of organisations such as the Organisation for Economic Co-operation and Development (OECD), along with research commissioned by policy makers and undertaken by ‘policy entrepreneurs’. Researchofpolicy represents academically oriented research, which is often qualitative, seeks new knowledge and may challenge the status quo. Through an analysis of studies cited in and thus impacting on the NFSS, we detail the main authors of researchforpolicy and indicate their ideological commitment to the neoliberal agenda that now dominates the adult literacy and numeracy field in Australia and other OECD countries. Researchofpolicy in this context has had little policy impact, but is nevertheless promoted by the authors as a means of countering the current reductionist discourses of adult literacy and numeracy reflected in national policy. With the rising aging population, there is a pressing need for effective public policies and academic initiatives tailored to older adults, educational aspirations, and needs. This article provides a comprehensive analysis of the intersection between older adults and university education on a global scale, highlighting the critical role of education in enhancing the quality of life for this demographic. Through a Scoping Review, this study examines the existing body of research to understand the dynamics of older adults, engagement with higher education, identifying existing gaps, and paving the way for future inquiry. The findings reveal significant benefits of higher education for older adults, including improved mental health, enhanced cognitive function, and encouragement of active aging, signaling an increasing scholarly interest in this domain. The paper emphasizes the unique challenges older adults face, such as health decline and social isolation, advocating for developing policies and academic programs that promote their active participation in higher education. Such interventions are essential for boosting older adults; self-esteem, facilitating social integration, and ultimately, elevating their overall quality of life. This study underscores the necessity of a novel approach to the integrated analysis of inclusive education, having aimed to inform and inspire the development of public policies and academic extension projects that support lifelong learning among older adults. The Adult Religious Education and Faith Development project (AREFD) was launched in 2018 at the Mater Dei Centre for Catholic Education, DCU. As part of the study, the research team consulted variety of people involved in AREFD across a range of contexts. The purpose of these consultations was to harness their 'lived wisdom', showcasing the wide variety of opportunities for engagement in and identifying possible new approaches to AREFD. When COVID-19 struck, the research team availed of the opportunity to discuss the impact of the pandemic on the religious education and faith development of this particular cohort of Irish adults. Thematically analysed, the data showed a spectrum of responses. The pandemic prompted deep reflection and a re-evaluation of the importance of religion and faith in their lives. Ranging from gaining comfort and solace from their faith to being moved to acts of compassion and altruism based on their religious beliefs, the impact of the pandemic on the faith lives of these Irish adults was diverse. This paper provides an account of how the COVID-19 pandemic impacted the faith lives of some Irish adults, prompting reflection on how this impact might shape the future of AREFD in Ireland. The goal of professional learning is to be able to use and apply the newly acquired knowledge and skills to the workplace. Although learning transfer has been studied in management, human resource development, training, adult learning, and psychology, to date there are a limited number of empirical field studies. There are also few learning transfer models that consider local cultures as a factor impacting the transfer process. Recent learning transfer models have outlined the importance of organizational culture, but none have outlined the central influence of local cultures on learning. Given that adult learning is a social endeavour that is influenced by cultural factors, local cultures affect how adults learn and whether they apply the new knowledge to their workplaces. In this paper, I share a Multidimensional Model of Learning Transfer that is grounded in culture. In today's global economy, people regularly work across nations and local cultures. As a result, it is essential that human resources administrators understand the role local culture plays on the entire learning transfer process, from pretraining to follow-up, if they aspire to obtain a return on their financial, time, and human investments. The subject of this article is the right to education of adults, which is a central issue in the humanistic approach to Adult Learning and Education (ALE) that we are supportive of. From this angle we discuss human rights as an overarching framework for citizenship in Portugal, a country with a high number of low-qualified adults. The text provides a historical context, and for the analysis of the selected and specific current documents in recent policy agendas we use Tomaševski's theoretical 4A framework, built mainly for school contexts, and apply it to ALE policy. This heuristic exercise makes a significant contribution to advancing knowledge in the policy studies of ALE. The objective is to understand ways of realising the right to education of adults by means of policy measures undertaken by national governments, against the backdrop of today's neoliberal trends in Europe. Therefore, the focus of this paper is to assess the degree to which the twenty-first century Portuguese policies have been adhering to the UN principles on the right to education in relation to ALE. In transnational policy, directives on how to improve "quality" through auditing flourish. However, more research is needed about how these quality audits affect school personnel in local contexts. This paper has scrutinised the discursive effects of how "quality" is construed in school personnel's comments during a quality audit conducted by the Swedish Schools Inspectorate. By drawing on Bacchi's (2009) WPR approach, such constructs were analysed and interrogated. The results indicate that "quality" is construed as an absence of "warning flags", and thus as compliance with standards. In effect, statements about quality seem to become problem-oriented. Moreover, "quality" is talked about as a responsibility, and in effect the concept becomes invisible. It is also suggested that "quality" is construed as something that both enables and obstructs different kinds of discussion and discernments. The purpose of this paper was to explore the experiences of adult learners enrolled in a non-traditional undergraduate academic program. This project examined if students minimised their disability in the academic environment, thus not making use of institutionallyavailable accommodations. Through an explanatory case study design,findings revealed that students perceived stigmatisation of their disability and often attempted to ignore or diminish the role and impact of their disability in their postsecondary academic journey. This article discusses the provision of adult education and lifelong learning in different countries. It highlights the Scandinavian countries and Singapore as having strong systems in place to support lifelong learning, while the UK is facing regional and learning inequalities that are negatively impacting the economy. The article also introduces a special issue of the International Review of Applied Economics on lifelong learning, which includes a manifesto for lifelong learning and various papers discussing the benefits and challenges of lifelong learning. This paper explores and analyses adult educators' professional development (PD) in Singapore at three levels: national, organisational (training providers) and individual and examines the gap between skills supply and demand of adult educators. Requirements for adult educators' competencies established by the government initiative SkillsFuture, views of training providers and adult educators themselves on skills requirements are included as the demand side. Individually self-reported skills proficiency of adult educators is considered as a supply. The results identified that there is a close match between skills demand from training providers and individual and supply. However, some targets in terms of skills required for adult educators set up by the government policies have not been viewed by training providers or adult educators as priorities for development. This paper argues that in planning for continuing PD for adult educators, particular attention should be given from a systematic perspective that takes into consideration the wider context where the adult educators work. This study reports on findings from an online survey which was carried out in Ireland, in May–June 2019, as part of the Adult Religious Education and Faith Development (AREFD) research project being conducted at the Mater Dei Centre for Catholic Education, Dublin City University. Data provided by 738 respondents to the survey are reported upon in this paper. The three areas focused on are the profile of the respondents, the content areas and skills in religious education and faith development they said they would like to engage with, and the forms and modes of delivery they preferred. The key findings point to the importance of identity, influence, and language, the broad and diverse interests expressed by participants, and the preferences they indicated for blended learning, evening engagement during the week, and local discussion groups. Many critical educational philosophies assume that learners are naïve and unable to critically read their social reality. Critical educational gerontology (CEG) aims to emancipate learners from oppression, to which they are oblivious. This strand of older adult education charges teachers with the task of raising learners' naïve consciousness, by leading them on the (Freirean) path of critical reflection and critical action. Literature employing CEG concludes that this path often ends with learners being reluctant to engage in critical action because of their ongoing (internalised) oppression. In this paper, we adopt a critical stance towards CEG's logic of emancipation guided by Anthony Giddens' structuration theory. As such, we question the inability of older learners to understand, and act on, their social reality independently from teachers. Starting from Giddens' theory, we apply a reflexive thematic analysis to interview data tackling the socio-economic reality of 11 older learners at a university for the third age in Lebanon. The results support the conclusion that older learners at the U3A can decode their social reality and reflexively engage in social change, but their efforts or reluctance are influenced by constraints, not necessarily naïve consciousness. This paper presents the findings of a rapid review of evidence on what works in blended learning in adult education which was undertaken to support the evidence informed introduction of blended learning in police education nationally across all police forces in England and Wales. Following a systematic search, screening, and quality assessment process, 42 studies, including 10 systematic reviews, were included in the final synthesis. Findings suggest that blended learning is at least as good as, if not more effective than, only face-to-face, or only online learning methods. The research evidence highlights the importance of bespoke design to suit learner needs and the type of content to be delivered, as well as the importance of providing appropriate support to both instructors and learners to engage with blended methods. This paper argues that Non-formal Education (NFE) has seen a remarkable revival of interest across both developing countries and the more highly developed countries. Among the factors causing this revival is the search for alternative educations to meet the needs of different groups in society. But in the process, NFE has been relocated – not so much as 'outside' formal educational institutions but as a different kind of learning programme within a continuum of lifelong learning covering formal, non-formal and informal learning. It argues that the adult learning targets contained in every one of the Sustainable Development Goals (SDGs) cannot be met by formal learning programmes alone and require a much expanded non-formal education programme. To deliver this, the paper suggests that the current movement for community learning centres (CLCs) can provide a base for operationalising NFE for the SDGs. It takes a case study, the Folk Development Colleges of Tanzania, as an example of the kind of national system for NFE which can be built. It ends by looking at current redefinitions of NFE and at where such an NFE system might fit into the governmental architecture of educational planning. [ABSTRACT FROM AUTHOR]

While there is a growing body of scholarship on the neoliberal content of global English textbooks, the ways in which these commercial materials come to life in teaching and learning practices are still under researched. Drawing on a critical ethnographic account of two English courses for unemployed students in a private language school in Serbia, this paper examines the beliefs and actions of teachers and students in regard to English language education and the global textbooks they use. The results suggest that many views about the English language courses and their textbooks in this case study are deeply shaped by the broader socioeconomic context of neoliberalism. Furthermore, the neoliberalism featured in the textbook motivates students to learn English and to transform themselves into suitable citizens and workers for the current economic order. In this way, the global textbook becomes one of the many tools that neoliberalism uses to reproduce itself. This paper argues that the present state of affairs is not an inevitable and desirable one and calls for implementing alternative approaches to the dominant neoliberal conception of English language education. This paper estimates the effects of attending a vocational higher track secondary (HTS) school compared to a general HTS school. It considers the case of Germany, where both schools provide access to tertiary education. Identification uses selection-on-observables and instrumental variables strategies. Attending a vocational HTS school has no effect on HTS graduation and a small negative effect on planned university attendance. There are positive effects on career planning, i.e. whether the pupil has a clear plan where to apply after school. After controlling for selection, vocational HTS pupils face higher earnings at early ages, with little differences at later ages. [ABSTRACT FROM AUTHOR]

This paper reports on the experiences and perspectives of military wives as students and potential students of Access to Higher Education Diplomas, a qualification for widening participation in HE for 'non-traditional' students in the UK – an under-researched topic. Contributing to both Marxist and feminist theory, we argue that the combined practices of the state apparatuses, the military and education system, constrain these women's access to, and progress in, HE, and that the patriarchal gender regime is reproduced through institutional structures and practices. The study found that military wives' own education plays a secondary role to their serving partners' military careers; that the military promotes their roles as wives and mothers above adult educational opportunities; and that despite the widening participation agenda, an inflexible HE system further blocks educational opportunities for this group. The editors approached the 40th anniversary of the International Journal of Lifelong Education as an opportunity to consider the field by exploring how a corpus of 1462 articles (the first 40 volumes of the journal) questioned and shaped the field. A subset of advisory board members and the editors gathered in 2021 in groups to analyse major topics. The records of the reading, analyses and discussions of these groups offer a unique snapshot of the field and the journal's place in it. In this paper, the editors draw three topics from that work which delineate fundamental debates of lifelong education and reveal how the journal's authors have contributed to them. The topics are: citizenship and its learning; learning in, through and for work; and widening participation and higher education. Comparing the works contributing to these topical areas indicates how the field is evolving. It becomes clear that research and theory in lifelong education should remain vigilant, critical and robust if the field is to continue as a site of hope for future citizens, workers and students, rather than appropriated as an object for measurement, calculation and deployment for relatively narrow, less-than-human interests.
