University libraries worldwide are reconceptualising the ways in which they support the research agenda in their respective institutions. This paper is based on a survey completed by member libraries of the Queensland university libraries Office of Cooperation (QulOC), the indings of which may be informative for other university libraries. After briefly examining major emerging trends in research support, the paper discusses the results of the survey specifically focussing on support for researchers and the research agenda in their institutions. All responding libraries offer a high level of research support, however , eResearch support, in general, and research data management support, in particular , have the highest variance among the libraries, and signal possible areas for growth. The Inskip Peninsula is the link between two major coastal dune fields; Fraser Island (the world's largest sand island) and the adjacent Cooloola Sand Mass. There has been a notable lack of research into the geomorphology of the sand masses and the relationship between the two dunefields. This paper presents a detailed geomorphological map of the Inskip Peninsula at a scale of 1:10,000. The Peninsula can be divided into three parts; an eastern section dominated by late Holocene strandlines and foredunes with an active spit at the northern limit of the peninsula; a central zone composed of broader foredune ridges and swales and an eastern zone comprised of remnants of older parabolic sand dunes and foredune remnants. This paper uses Bernstein's theory of pedagogic discourse to examine interview accounts of educational disadvantage provided by Samoan community members engaged as paraprofessionals in secondary schools in the Australian state of Queensland. While the interview participants were asked a range of questions for an Australian Research Council funded project on the construction of Australian identities through language and literacy practices, the data extracted in this paper focuses only on those accounts that referred explicitly to pedagogic discourses and practices. In these accounts, the Samoan paraprofessionals attributed educational disadvantage to: (a) the arbitrary organisation of students, knowledge and spaces in schooling institutions, and (b) differences between school and Samoan institutions. The principles of power and control generating the unequal selection, organisation and distribution of school knowledge are discussed in the light of empirical research utilising Bernstein's theoretical work on the social re/production of disadvantage in and through schooling discourses and practices. This paper analyses sociologically the current form of school-based secondary assessment, in Queensland which is criterion-referenced to Year 10 and a hybrid criterion/norm referenced form at the end of Year 12. Habermas' arguments are used to suggest that this. assessment pattern will give the state potentially greater 'steering capacity' over education by 'rationalising' it-the 'scientisation of schooling'. This form of assessment fits within the accountability discourse of the economically parsimonious 1980 while meeting selection demands. However, the approach does meet some educational demands. During the two-year period, April 2010 to April 2012, a series of extreme weather events occurred in Queensland. Due to extensive flooding and cyclonic conditions impacting communities and vital infrastructure, the majority of the state was declared a natural disaster zone. As a consequence, it is estimated the road network suffered damages in excess of $7 billion with local authorities suffering additional damage of similar magnitude in monetary terms. This paper identifies a range of issues encountered as a result of these natural disasters, including the destruction of timber bridges, settlement of piers, scour at abutments and loss of road approaches to bridges. It is postulated that the AS 5100 Bridge Design Code was written mainly for traditional rural applications. Additionally, this paper examines the actual loads that urban bridges were subjected to including floating debris such as shipping containers, cars and river-craft (for example 300 t vessels) that should be incorporated in future revisions of AS 5100. It is suggested that in future, bridge design codes should consider the context and location of bridges for connectivity and post disaster functionality. It is recommended such learning's be considered and applied to new bridges and remedial works in conjunction with suggested amendments to AS 5100 Bridge Design Code. [ABSTRACT FROM AUTHOR]

A graduate destination survey can provide a snap shot in time of a graduate's career progression and outcome. This paper will present the results of a Queensland University of Technology study exploring the employment outcomes of students who had completed a library and information science course from the Faculty of Information Technology between 2000 and 2008. Seventy-four graduates completed an online questionnaire administered in July 2009. The study found that 90% of the graduates surveyed were working and living in Queensland, with over three quarters living and working in Brisbane. Nearly 70% were working full-time, while only 1.4% indicating that they were unemployed and looking for work. Over 80% of the graduates identified themselves as working in "librarianship". This study is the first step in understanding the progression and destination of QUT's library and information science graduates. Despite the stereotype of libraries as peaceful retreats, unacceptable behaviour is a reality that desk staff have to deal with. This paper outlines the results of two surveys conducted at Charles Darwin University Library to investigate the extent to which this is a problem in Australian academic libraries. The first survey went to CAUL (Council of Australian University Librarians) and the results made available via the CAUL website. As this survey was completed only by management, a second survey was conducted with front desk staff and via the Lending and Document Delivery Group of the Queensland University Libraries Office of Cooperation (QULOC). This paper examines the high levels of social connectedness and civic engagement between the [North] Brisbane School of Arts and the local metropolitan newspapers in their eagerness to establish and promote a reading club that would curb what they felt was the local community's preoccupation with reading popular novels. The Brisbane Literary Circle was charged with placing 'the best thoughts of the best minds in the way of everybody' and achieving the ambitious Arnoldian quest of `universal culture'. This paper draws from research on the life and times of the notorious Ross Lewin. It focuses on the Royal Navy's efforts to prevent abuses in the Southwest Pacific labour trade in the late 1860s and early 1870s, when Lewin was the most prominent recruiter of Islanders to Queensland. Official interest was sparked first by a sensational rape case brought against him in 1869. Over the next five years, until his death on his Tanna plantation, Lewin gained a reputation as 'the greatest man-stealer' in the Pacific. His most prominent adversaries, prompted by missionaries in the New Hebrides, were two commanders of HMS Rosario, George Palmer and Albert Markham. Their efforts to nail Lewin as a kidnapper were highlighted in best-selling accounts of their voyages, published in 1871 and 1873 respectively. Scrutiny of the record, however, suggests that these naval officers exaggerated - indeed they were partly responsible for - Lewin's reputation. In the mid‐1950s, interest rate differences between US and British banks, regulatory diversity between these two states and Soviet–US Cold War rivalry started to make third‐party countries and territories increasingly attractive locations for the depositing and trading of US dollars. As the post‐World War II Bretton Woods agreement started to unravel in the 1960s and 1970s, banks, fund managers and wealthy individuals searched for new homes for surplus cash, free from central government regulation. In doing so, a number of small countries and territories began to offer services to attract these funds. The rise of these Eurodollar foreign currency markets was crucial in the transition from fixed to floating exchange rates. This paper situates the emergence of the Vanuatu tax haven within the context of this transition. Drawing from the growing scholarship of 'the offshore' along with primary source records held in the National Archives of Australia and those of Westpac Historical Services, it argues that the formation of the New Hebrides tax haven was the result of the interplay between law (particularly English common law) and increasing liquidity in the world's Eurobond money markets. The British party to the condominium was able to script company and fiduciary law to attract tax free funds managed by trust companies, banks and accountants who established offices in the capital, Port Vila, between 1970 and 1973. The influx of these firms triggered transformations in the use of urban space, generating considerable economic growth in the New Hebrides. In doing so the local and the global became intertwined in the making of the Vanuatu tax haven. This paper maps these articulations between global markets and local places. [ABSTRACT FROM AUTHOR]

Series of observed flood intervals, defined as the time intervals between successive flood peaks over a threshold, were extracted directly from 11 approximately 100-year streamflow datasets from Queensland, Australia. A range of discharge thresholds were analysed that correspond to return periods of approximately 3.7 months to 6.3 years. Flood interval histograms at South East Queensland gauges were consistently unimodal whereas those of the North and Central Queensland sites were often multimodal. The exponential probability distribution (pd) is often used to describe interval exceedence probabilities, but fitting utilizing the Anderson-Darling statistic found little evidence that it is the most suitable. The fatigue life pd dominated subyear return periods (<1 year), often transitioning to a log Pearson 3 pd at above-year return periods. Fatigue life pd is used in analysis of the lifetime to structural failure when a threshold is exceeded, and this paper demonstrates its relevance also to the elapsed time between above-threshold floods. At most sites, the interval medians were substantially less than the means for sub-year return periods. Statistically the median is a better measure of the central tendency of skewed distributions but the mean is generally used in practice to describe the classical concept of flood return period. This paper reviews the numbers of tropical cyclones in the Coral Sea and the landfalling cyclones that have impacted the east coast of Queensland since 1969, with particular emphasis on those of Category 4 strength and above since 2011. It suggests that an apparent trend of increasing strength may be emerging that is consistent with climate modelling based on numerical weather models, and with other more recent studies. Some proposed revisions to the Australian Standard for Wind Actions, AS/NZS 1170.2, resulting from this are also discussed; this includes for the first time in the Standard, a 'climate change multiplier'. This paper describes some features of public cyclone shelter design for tropical North Queensland Australia. These buildings are required to resist very high wind and windborne-debris speeds, in the context of apparently increasing numbers of very severe tropical cyclones affecting the Queensland coastline. An interesting aspect of the standard shelter design is the corner shaping and venting of the roof and walls, which are shown to significantly reduce the local wind pressures. [ABSTRACT FROM AUTHOR]

In response to community and government concerns around social impacts and issues associated with rapid development within the resource sector, the Australian State of Queensland in 2008 introduced a requirement for resource projects to develop Social Impact Management Plans (SIMPs). This paper considers whether current SIMP practice reflects leading practice, as was hoped for when they were introduced. It draws on the authors' collective experience as social practitioners in the mining, oil and gas and infrastructure sectors in Queensland and elsewhere. While the introduction of SIMPs is to be applauded, the authors argue that there are elements of practice that need refinement. In particular, SIMPs in Queensland often display a ‘one size fits all’ approach, do not differentiate between impacts and opportunities, risk confusing the roles and responsibilities of various actors, and contain impractical and onerous requirements for agreement making. The paper concludes by proposing a set of principles that would refine and streamline the Queensland practice to become an example of leading practice social impact management. Social media networks have emerged as a powerful tool in allowing collaboration and sharing of information during times of crisis (Axel Bruns, The Centre for Creative Industries Blog, comment posted January 19, 2011). The 2011 Queensland floods provided a unique opportunity to explore social media use during an emergency. This paper presents the findings of a pilot study that explored the information experiences of people using social media during the flooding of the Brisbane River. Analysis of data from four interviews supported the emergence of four categories of information experience. Examination of the categories revealed the way in which individuals experienced social media and the point of the flooding at which each category of experience occurred. Information regarding individuals' use of social media has the potential to inform the development of social media platforms that can provide relevant and accessible information for the general public in the event of a natural disaster. A significant level of convective storm activity occurred in southeast Queensland during the period 16 to 20 November 2008. The various storm systems caused widespread damage to housing in many parts of Brisbane, although the peak gust wind speeds were estimated to be less than the current design wind speed for the city. Surveys of damage indicated that housing built post-1980 performed better than older housing, when building regulations were less stringent. Detailed inspections of damage showed that failures could be attributed to inadequate construction details, either built poorly or, for contemporary housing, not built in accordance with current requirements. The select indicators of gender equity from the Australian Bureau of Statistics Census 2006 reveal that women of the mining towns of the Bowen Basin region of central Queensland are at a substantial social and economic disadvantage to men. Through a review of select social science literature on mining communities the paper examines work, family and community structures and processes that promote and sustain patriarchy in mining communities and within households that could negatively influence mental health and relationship wellbeing of women in mining towns. This is a relatively neglected field of inquiry in the social impact assessment processes of large-scale mining in Australia. Increases in wind damage are expected if the intensity and/or frequency of tropical cyclones increase due to enhanced greenhouse conditions (climate change). The paper proposes a methodology to estimate cyclone damage risks due to enhanced greenhouse conditions using residential construction in the North Queensland cities of Cairns, Townsville and Mackay as a case study, and then assesses the economic viability of several climate adaptation strategies. The analysis includes probabilistic modelling of cyclone intensity and frequency, time-dependent increase in wind speed from enhanced greenhouse conditions (global warming), and vulnerability functions of building damage. Increases in mean annual maximum wind speed from 0% to 25% over 50 years are considered to represent the uncertainty in changing wind hazard patterns as a result of climate change. The effect of regional changes to building inventory over time and space, rate of retrofitting, cost of retrofi t, reduction in vulnerability, and discount rate will be considered. The risk-cost-benefit analysis considering temporal changes in wind hazard and building vulnerability can be used to help optimise the timing and extent of climate adaptation strategies. This paper presents the outcomes of the research in establishing the calibration factors for pavement roughness deterioration model for six local council regions in southeast Queensland (SEQ). To achieve the objective, a large number of long-term pavement performance (LTPP) test sites were set up throughout the six SEQ regions. The methodology for the selection of the SEQ-LTPP test sites and the rationale behind the design of the LTPP site selection matrix are discussed. Pavement condition data were collected from the LTPP test sites over a period of five years. Modelling of the pavement deterioration at the test sites were carried out using the SMEC pavement management system (SMEC PMS) with HDM-III deterioration models. The aim was to determine the most appropriate HDM-III roughness deterioration factors for the six regions covered in the study. Three statistical techniques, namely, linear rate of roughness deterioration, regression analysis and statistical t test approach, were used in analysing the roughness data obtained from the LTPP sites and the predicted roughness data generated by the SMEC PMS. The statistical analysis established the accuracy of the prediction generated by a pavement deterioration dataset and confirmed whether the prediction yields significant or no significant deviation from the observed roughness data. Parent engagement in schooling has long been held as a vital component of the successful navigation of the schooling process and, consequently, governments often invite such engagement via policy implementation. However, at times, contestation arises about parent engagement, with some parents seemingly 'crossing the line' when attempting to be involved in their children's schooling. This paper investigates the possibility of parent engagement in schooling in Queensland, Australia, conceptualising it as a game of social and systemic practice. The author examines this notion using an example of contestation between parents at a regional government school and the education authority. Policy directives about parent engagement are explored, with the rhetoric of such policy applied to the example in question. The work of Bourdieu and Foucault is used to argue that the invitation to parents to engage is framed and thus often misrecognised, resulting in unintended conflictual relationships between parents and governing authorities. Pygmies have long served, both in Western imagination and in Western science, as a sheet anchor for racial hierarchies and for putative sequences of human physical and social evolution. In the course of the late nineteenth and early twentieth centuries, Western exploration in Africa, Asia and the Pacific generated what might broadly be termed a colonial ‘Pygmy mythology’, composed of a set of characteristics deemed diagnostic of this diminutive ‘race’, articulated with an exceptional degree of confidence by travellers and metropolitan scientists alike. This paper charts the manner in which the three central tropes of racist denigration – the primordial, the infantile and the bestial – have been applied to excess in the description of Pygmies. Yet Pygmies have also been enlisted by colonial observers in an unlikely alliance, as third-party foils in arguments that seek to naturalize the conditions of colonial subjugation of non-Pygmy others. The impetus for this strange alliance is considered through reference to the recent re-discovery by the revisionist historian, Keith Windschuttle, of a Pygmy past in the rainforests of Queensland, Australia. Frequent calls for more male teachers are being made in English-speaking countries. Many of these calls are based upon the fact that the teaching profession has become (even more) 'feminized' and the presumption that this has had negative effects for the education of boys. The employment of more male teachers is sometimes suggested as a way to re-masculinize schools so they become more 'boy-friendly' and thus contribute to improving boys' school performance. The focus of this paper is on an Australian education policy document in the state of Queensland that is concerned with the attraction, recruitment and retention of male teachers in the government education system. It considers the failure of this document, as with many of the calls for more male teachers, to take into account complex matters of gender raised by feminism and the sociology of masculinities. This paper explores how the Foucaultian concept of power/knowledge is central to an understanding of the production of individuality through the use of dividing practices in schools. Dividing practices include the examination and psychological testing procedures which, as technologies of modern power, combine hierarchical observation and normalising judgement in the process of individuation. An analysis of the discourse of two dividing practices used extensively in schools in Queensland, Australia provides a genealogy of the exercise of disciplinary power in schooling in the cause of governance. In 2016, Queensland introduced changes to mental health legislation, providing additional powers to Magistrates in relation to soundness of mind and fitness for trial. This article explores the application of fitness for trial to young people in the Magistrate's Court. It begins with a discussion of fitness for trial broadly, exploring issues with the current legal test, and discusses the unique application of the test in Queensland. By highlighting the inherent vulnerabilities of young people involved in the legal system, we identify the gaps and challenges of assessing fitness for trial with this population. In conclusion we recommend further exploration of alternative models for resolving questions of fitness for trial for young people involved in the criminal justice system. [ABSTRACT FROM AUTHOR]

Mental health review tribunals face the difficult task of balancing an obligation to be efficient and accessible against the obligation to provide procedural fairness. We conducted focus groups with lawyers and advocates who support people with matters before the Queensland Mental Health Review Tribunal to ascertain their views on issues relating to procedural fairness in this particular forum. Consistent with similar studies in other jurisdictions, our participants expressed concerns about how well informed their clients were about the proceedings, the probative value of the evidence relied upon and the extent to which medical evidence is effectively challenged. The traditional focus of research into prehistoric coastal settlement and subsistence systems is large shell middens. Such site-based analyses have formed the basis of many regional culture histories and yielded insights into associated economic activities. In many coastal regions, however, large shell middens may only form part of the archaeological record. Less conspicuous, but no less significant, are low-density shell scatters representing the results of more ephemeral discard activities. In this paper, such scatters from the Cooloola region, coastal SE Queensland, are examined. These scatters are located up to 12 km inland from the coast, and are largely the result of Aboriqinal subsistence activities during the 18th and 19th centuries. Using a range of off-site recording techniques, I argue that such low-density faunal scatters have the potential to yield a wealth of information concerning past foraging activities and mobility patterns. While plums are widely touted for their health benefits, there is little data available on the levels of beneficial anthocyanins and other antioxidative compounds found in commercial Australian plums. As such, this study aims to provide context data on the typical levels and variation in plums available to consumers. Six commercial plum varieties were sourced from Central Queensland grocery stores, including two varieties developed and grown exclusively in Australia – Croc Egg and "King Midas" yellow plums – as well as four varieties grown both in Australia and internationally: black, Dapple Dandy, red and sugar plums. These were analyzed for antioxidants, phenolics, anthocyanins and mineral contents. Significant differences between varieties were observed in the levels of total phenolics (65–160 mg gallic acid equivalents 100 g−1 on a fresh weight basis), antioxidants (cupric reducing antioxidant potential of 174–542 mg Trolox equivalents 100 g−1) and anthocyanins (0.3–21.5 mg cyanidin-3-glucoside equivalents 100 g−1), as well as in the flavonols quercetin (0.02–0.15 mg 100 g−1) and quercetin-3-glucoside (0.21–2.87 mg 100 g−1). Mid-infrared attenuated total reflectance (MIR-ATR) spectroscopy combined with principal component analysis could separate varieties based on their phytochemical composition. The findings suggest that commercially available Australian plums contain similar levels of health-benefitting compounds to those found internationally, although the levels of these compounds depend strongly on the considered variety. In October 2016, a burning liquid was thrown over a bus driver in Brisbane, Australia. It was reported across the world that the 29-year-old bus driver was a Punjabi Indian and that his killing may have been a hate crime. A subsequent independent inquiry found that 50-year-old Anthony O'Donohue, who was charged with murder and other offences, had a long history of mental illness and had been discharged from treatment from a community mental health service four-and-a-half months earlier. In August 2018, the Queensland Mental Health Court found that, at the time of the alleged offences, Mr O'Donohue was of unsound mind and acquitted him of all charges. The case provides an opportunity to consider the decision making of a mental health service in the prelude to a major critical incident. The case also highlights the tension between the principles of patient autonomy and the 'recovery model' of mental illness on the one hand and the need to assertively manage persons who have no insight into their serious mental illness and are at risk of harming themselves or others. Background: Healthcare encounters are important in ensuring safe access to medical or surgical care for transgender people. Previous literature suggests many transgender people have had negative encounters with healthcare professionals. In Australia, there is limited research about this population and their healthcare, and less from regional locations. Aims: This study primarily aimed to explore both transgender client and clinician perspectives and experiences of healthcare interactions. A secondary aim was to investigate increased presentations to sexual health clinics in North Queensland by people wishing to transition. Methods: Semi-structured, in-depth interviews were used to gather data from 23 participants. Interview transcripts were inductively analyzed and themes developed. Results: Four themes emerged relating to healthcare encounters and the regional setting of North Queensland. These showed that support from family and peers is important for transgender mental health and wellbeing, and that person-centered clinicians who acknowledge a holistic approach to transgender care also form part of the support network for transgender individuals particularly in the regional setting. The internet was found to play a significant role in this study's findings. Discussion: A collaborative holistic approach to transgender healthcare should be taken by client and clinician to best support the transgender individual during transition. The establishment of Australian guidelines and online peer support groups would facilitate this approach, particularly in rural or regional areas where specialist services are limited. Banks v. Goodfellow [1870. LR 5 QB 549 (Eng.)] is almost 150 years old, yet still stands as authority for the principle that unsoundness of the mind will not rebut testamentary capacity where it does not affect the will itself. Readers of this journal would know that psychology has advanced greatly during this sesquicentenary, and yet the law relating to testamentary capacity has remained relatively stagnant. We review the present laws relating to decision-making for adults with impaired capacity, particularly in Queensland, and also review various models of gauging decision-making capacity in other jurisdictions. We argue that qualified experts should be enlisted to make determinations about testamentary capacity when questions of capacity arise. This study aimed to establish the proportion of women seeking information regarding unintended pregnancy in the context of domestic violence (DV) and/or sexual assault (SA) experiences in Queensland. Mental health, sociodemographic variables, and gestation at first and repeated contacts were examined for 6249 women primarily seeking information regarding abortion options during an unintended pregnancy over the 5-year period from July 2012 to June 2017. Reports of DV and SA and associations with mental health issues increased significantly across the 5 years. First contact rates of disclosure were 12.2% for DV and 3% for SA, and higher among repeat contacts (38.1% for DV and 14.1% for SA), with recurring contact facilitating violence disclosure. Restricting access to abortions in the context of violence impedes a woman's agency in attempts to separate from violence and highlights the need for safe, supportive, and accessible services, to assist in screening and assisting with violence. The trial and the appeals in relation to the killing of Allison Baden-Clay in Queensland in 2012 focused attention upon the role of relevance of motive and thereby intention in what was ultimately found to be the murderous conduct of her husband Gerard Baden-Clay. There are strong grounds for concluding that he had narcissistic personality disorder, a consequence of which can be particular susceptibility to narcissistic injury and thereafter narcissistic rage if the person perceives themselves threatened by attack to their reputation and integrity. This article reviews the extensive clinical literature on narcissism, insofar as it has potential relevance to the commission of crimes of violence and argues that identifying Baden-Clay as having the disorder provides a useful psychological insight into his conduct. The article presents a study which aimed at describing the water level and thermal conditions in Darling River, Australia to determine the influence of flow and floodplains for the recruitment of golden perch Macquaria ambigua in this spawning area. The study showed that the spawning period of golden perch took place over an extended period, covering autumn, winter, and spring, and that golden perch spawned at lower temperatures than had been previously reported.

The article presents information about ALIA Biennial Conference held at Gold Coast Convention and Exhibition Centre in Queensland on September 21-24, 2004. The program contained both depth and breadth to challenge librarians from all fields. A panel of 'New Generation Librarians' presented a challenge session on the afternoon of day one and made a significant impact on all delegates. The individual reactions of the audience to the topics and ideas they presented were diverse. Whilst it was great to see the enthusiasm and vibrancy of these new young things it was a shame to see that their brash and confident approach challenged a significant proportion of the audience .
