Labour market activation policies aimed at those with multiple barriers to employment require inter-agency collaboration between local organizations providing social and employment services. This local collaborative context is shaped by different institutional logics (state, markets, professions and community) that are crucial for policy implementation. Using case studies of nine German, UK and Swedish cities, it is argued that different institutional logics help shape the form and operation of local collaboration between different agencies and actors and thus the concrete support for service users at the local level. Although all three countries are characterized by centralized employment policies, each city shows a prevalence, but not exclusivity, of certain institutional logics over others. These differences, partly reflecting the local context, are likely to lead to local variations in understandings of solidarity, policy implementation, inter-agency collaboration and networks of actors and national–local tensions. This paper explores trade union strategies to protect wages in the face of EU migration after the enlargement of the European Union. We argue that unions have three instruments at their disposal to deal with the risks linked to downward wage pressure: closure through immigration control, equalisation through collective bargaining and minimum wages, and the organisation of migrant workers. Using comparative case studies of Sweden, Germany and the UK, we show how different types of power resources shape union strategies: unions with substantial organisational resources (in Sweden) relied on a large membership to pursue an equalisation strategy and expected to be able to 'afford' openness. German unions with low membership but access to the political system pushed for a mix of closure and equality drawing on political intervention (e.g. minimum wages). This article puts contemporary debates about the relationship between immigration policy and the welfare state in historical perspective. Relying on new historical data, the article examines the relationship between immigration policy and social policy in Western Europe in the late 19th and early 20th centuries, when the modern welfare state emerged. Germany already had comparably strict immigration policies when the German Empire introduced the world's first national social insurances in the 1880s. Denmark, another early social-policy adopter, also pursued restrictive immigration policies early on. Almost all other countries in Western Europe started out with more liberal immigration policies than Germany's and Denmark's, but then adopted more restrictive immigration policies and more generous social policies concurrently. This article analyses childcare services in six countries, assessing this policy instrument's potential to facilitate parents' capabilities for arranging childcare in a way they have reason to value. It draws on Sen's capability approach to conceptualize and assess childcare policy design across five key aspects of childcare provision (accessibility, availability, affordability, quality and flexibility) in a country-comparative perspective. The conceptualization of the multifaceted nature of childcare provides compelling insights into the complexity of comparing childcare services across countries. The ensuing analysis and comprehensive overview of national policies challenges the idea of a defamilialization policy cluster, which masks key distinctions between public and market service provision. The more nuanced conceptualization and operationalization of childcare policy design through the capability approach reveals parents' real opportunities for arranging childcare and the varying effects of policy design across gender and class. Occupation-based social classifications are important social indicators, but are easily misunderstood. Using survey data from the UK and Sweden, we summarize the empirical relations between a number of alternative occupation-based social classifications. Results indicate similarity between most measures, though there are often quite considerable differences in the properties of related classifications according to the level of detail at which they have been operationalized (such as the number of categories). While these findings may seem unsurprising, they are in conflict with canonical theoretical interpretations attributed to occupation-based measures, where the level of detail is often overlooked, whereas the concepts associated with different measures are emphasized. The article investigates how the poor and welfare recipients are depicted in British, Danish and Swedish newspapers. The study was inspired by American media studies that have documented a negative stereotypic way of portraying the poor and welfare recipients, especially when they are African Americans. The article argues that there is an institutional welfare regime logic behind the way the poor and welfare recipients are depicted in the mass media. It is not only a matter of race. This argument is substantiated by showing that the poor and welfare recipients are (1) also depicted negatively in a liberal welfare regime, the UK, where most of the poor and welfare recipients are perceived to be white, and (2) depicted positively in two social-democratic welfare regimes, Sweden and Denmark, where the poor and welfare recipients have increasingly come to be perceived as non-white, especially in Denmark. While the employment of migrant women as care workers in European welfare states is increasing, the rate, extent and nature of this increase vary. The article draws on empirical research on migrant care work to develop links between three levels of analysis – micro, meso and macro. The main aim is to progress analysis of the meso level by developing indicators attached to three sets of regimes – care regimes, migration regimes and employment regimes. It is argued that variations emerge in the ways these three regimes intersect within any one country. These intersections allow us to look across different sites, markets and sectors of care work and, in so doing, reveal a degree of growing convergence across Europe in the employment of migrant care labour. It is believed that the New Public Management (NPM) doctrine resulted in a disaggregation and a suboptimal fragmentation of government in the 1980s and 1990s, which called for a re-strengthening of the coordination capacity through renewed hierarchy-type mechanisms, market-type mechanisms and network-type mechanisms. In order to assess the validity of this assumption, this article identifies the trajectory of specialization and coordination in four countries (New Zealand, United Kingdom, Sweden, France). The results support the assumption, although different trajectories are discernible. Also, the results point to the renewed emphasis on coordination based on hierarchy, along with markets and networks. Points for practitioners • Specialization and integration both can have significant benefits for the functioning of the public sector, but excessive adherence to one or the other produces dysfunctions. • There are a range of instruments available to managers for imposing coordination, but these must match the existing organizational cultures and the available resources. • The issues of specialization and coordination refer to linkages within the policy cycle as well as the structure of government. Our aim is to analyse both the incidence and distribution of economic hardship in three countries — Finland, Britain and Sweden — using measures of relative deprivation. The study represents a unique endeavour as our comparisons are based not on income data but on direct observations of consumption of goods and services. The method applied has been developed from the consensual poverty approach pioneered by Mack and Lansley (1985). Hence, what we will observe is the inability to consume socially perceived necessities, both goods and activities, because of lack of income. The preliminary results contradict, to a large degree, findings derived from more traditional studies based solely on income data. They also reveal a detailed picture of the way relative deprivation is structured within countries and the differences that prevail between the three countries.
