Despite the growing rates of obesity and diet-related non-communicable diseases, globally, public health attention has only relatively recently turned to the links between trade agreements and the nutritional risks associated with it. Specific trade agreements appear to have played an influential role in the volume and types of foods entering different countries, yet there is currently no systematic and objective monitoring of trade agreements for their impacts on food environments. Recently, INFORMAS was set up to monitor and benchmark food environments, government policies and private sector actions within countries and globally. One of its projects/modules focuses on trade policy and in particular the food-related aspects of trade agreements. This paper describes the INFORMAS trade protocol, an approach to collecting food-related information about four domains of trade: trade in goods; trade in services and foreign direct investment; domestic supports, and policy space. Specifically, the protocol is tested in Fiji. The development and testing of this protocol in Fiji represents the first effort to set out a framework and process for objectively monitoring trade agreements and their impacts on national food supply and the wider food environment. It has shown that entry into WTO trade agreements contributed to the nutrition transition in Fiji through the increased availability of imported foods with varying nutritional quality. We observed an increase in imports of both healthy and less healthy foods. The application of the monitoring protocol also highlights challenges for data collection associated with each trade domain that should be considered for future data collection and analysis in other low and middle income countries. This paper highlights two salient challenges at the intersection of tobacco control and macroeconomic policy-making: (i) the use of trade and investment disputes to undermine and/or stall tobacco control legislation and (ii) the inconsistency, and thus unpredictability, of country positions across the two spheres. International relations scholars have previously argued that states facing budget constraints will join alliances to free resources for domestic spending. In this paper, we focus on the primary mechanism by which leaders have relaxed this constraint: sovereign borrowing. Sovereign debt enables states to maintain stable tax rates while increasing expenditures to confront budgetary emergencies. Affordable access to credit, then, serves as both a source of power and an important buffer between security and the political consequences of fiscal policy. States that lack the confidence of investors must make tough choices between continued security and their electoral fortunes. We suggest that as governments lack access to affordable credit, they will substitute military capacity with alliance formation. Alliances provide a means for leaders to offset the loss of flexibility from diminished access to credit without disturbing the domestic political economy. Using previous models of alliance formation as a guide, our empirical evidence indicates that states that have a hard time borrowing are more likely to form an alliance than those states with affordable access to credit markets. Studies often assume that empty sanction threats inflict reputation costs on senders. However, target response to senders' previous decisions whether to back down or impose sanctions remains unexamined. In this paper, I argue that the target of sanction threats looks to the sender's actions against prior resistant targets. When the sender has backed down recently, the target, inferring that the sender is prone to making empty threats, is less likely to acquiesce. Conversely, when the sender has recently imposed sanctions against a resistant target, the current target infers that sanction imposition is likely to follow resistance, and therefore, it is more likely to acquiesce, all else equal. In statistical tests of US sanction threats spanning 1971-2000, I find strong evidence that the target is less likely to acquiesce when the United States recently backed down from a sanction threat. I find somewhat weaker evidence that the target is more likely to acquiesce when the United States recently imposed sanctions. [ABSTRACT FROM AUTHOR]

What role do international business norms play in regulating the behavior of firms? Despite growing acceptance of the constructivist claim that norms play an important role in international life and an increased interest in private authority by international relations (IR) scholars, surprisingly little research in the field has explored the extent or mechanisms by which norms influence the behavior of firms. I argue this oversight has more to do with the bias in political science against viewing firms as social or socializable institutions than with the applicability of constructivist theory to firms or markets. To make this argument I examine the spread of sustainability norms across transnational business networks and illustrate how theories of socialization developed by IR constructivist scholars can help explain the rapid spread of these norms and the effects they have on corporate environmental governance. The paper ends with a call for more research on the effects of international business norms and makes several suggestions for how to counteract the bias in political science against doing so. This paper provides a systematic review of the literature on international currencies, encompassing both economics and political science, with the aim of providing useful groundwork to help develop a better analytical framework for the study of international currency standing. In particular, this paper discusses the international currency concept, the benefits and costs of issuing an international currency, and the determinants of international currency standing. It also assesses conflicting prospects for the future of the US dollar as the world's key currency, addressing the likelihoods of further internationalization of the euro and the renminbi, the dollar's main potential rivals.
