The industrial sector is characterized by high energy consumption and high carbon emissions. It is of great significance to clarify the determinants of industrial CO 2 emissions for emissions abatement policy making. For this purpose, a comprehensive decomposition framework that can quantify the impacts of both oriented technologies and economic factors on CO 2 emissions is developed. By applying the proposed decomposition framework, this paper investigates the determinants of China's industrial CO 2 emissions. The main findings show that, during the study period, (1) investment scale expansion was the leading factor promoting emissions growth; (2) against our expectations, efforts for energy structure adjustment failed to curb emissions but had marginal promoting effects on emissions growth; (3) energy-oriented and output-oriented technologies were indispensable contributors to emissions mitigation, followed by decreases in investment efficiency, potential energy intensity, and the CO 2 emission coefficient; and (4) energy use efficiency and production efficiency changes usually exerted moderate influences on industrial CO 2 emissions, and their influencing directions were sensitive in different sub-industries and Five-Year Plan periods. In most situations, the inhibiting effects could not counteract the promoting effects. Based on these empirical findings, policy recommendations to further reduce industrial CO 2 emissions are provided. • Empirical analysis was conducted at sub-industries and different FYPs levels. • Investment scale was the leading factor promoting industrial CO 2 emissions. • The technology progress contributed most to emission mitigation. • Driving effects distinctly differed among sub-industries and FYP periods. The mitigation of climate change is the main issue for environmental policymakers. A large number of authors analysed the impact of various factors on greenhouse gas (GHG) emissions. In this paper, we proposed a multiplicative approach to use 2- and 3-way interactions simultaneously in order to analyse the effects of energy efficiency, renewable energy and sector mix as the moderators that shape the economic activity – environmental degradation nexus. The results encompassing global panel data show that the turning point increased from 1990 to 1995 to 2002–2007 and decreased afterwards. Considering the analysis of moderators, a high share of agriculture and industry sectors make the curve flat with a positive slope and a high level of economic activity was associated with more GHG emissions with no turning point. The marginal effect of energy efficiency to reduce the negative impact of agriculture and industry sectors was growing. Meanwhile, the marginal effect of renewables to reduce the negative impact of agriculture and industry sectors was diminishing. Service sector and energy efficiency, service sector and renewables worked as the substituting forces reducing GHG emissions with a diminishing marginal rate of substitution. Therefore, this study confirms that the economic activity – environmental degradation relationship is very complex and further studies should consider the role of the moderators of this nexus. A successful transformation from conventional to renewable energy can contribute to climate change mitigation and regional development. As the co-host city of the 2022 Winter Olympic Games and the only National Renewable Energy Demonstration Zone in China, Zhangjiakou urgently needs to transform its conventional energy-dependent industries. This paper establishes a Long-range Energy Alternatives Planning System (LEAP)-Zhang model to examine the environmental and socio-economic effects of renewable energy development in Zhangjiakou by projecting the energy consumption and associated greenhouse gas emissions by various sectors over the 2016–2050 period. Two scenarios are designed, i.e., the business as usual scenario (BAU) and the integrated scenario (INT) (including three sub-scenarios, i.e., renewable energy alternatives scenario (REA), industrial structure optimization scenario (ISO) and energy saving facility scenario (ESF)). Results indicate that under the INT scenario, Zhangjiakou's greenhouse gas emissions would peak in 2030 with 13.23% of lower energy consumption when compared with the BAU scenario. Compared with the conventional energy, renewable energy shows competitive advantages in terms of greenhouse gas reduction, employment opportunities and economic costs. The total number of employees would reach 0.15 million by 2050 under the INT scenario, 1.71 times more than that in the BAU scenario. Feasible low-carbon pathways and co-benefits strategies associated with industrial transformation and renewable energy substitution should be pursued in future actionable plans. Petroleum refining is a technology complex, energy- and CO 2 emission-intensive industrial process, which is affected by the type and property of the crude oil. China has been the exploitation of crude oil to paraffinic most. This paper targets to quantify and evaluate the material or energy metabolism and environment loads of paraffin-based petroleum at refining process unit-level through the established petroleum flow and energy flow on the CO 2 emissions accounting framework, and explores energy conservation and CO 2 emission reduction pathways and policy implications, using a typical paraffin-based petroleum refining enterprise in China as a case. The results indicated that the crude oil from the inputs were fractionated in the atmospheric and vacuum distillation (AVD) unit, and its energy consumption and CO 2 emissions accounted for 14.38% and 13.2% of the total energy consumption and CO 2 emissions in the case study, respectively. With the transformation of petroleum refinery plant structure, fluid catalytic cracking (FCC), ketone benzol dewaxing (KBD), and delayed coking units dominated more energy consumption and CO 2 emissions. FCC unit was both the largest energy consumer and supplier, flue gas waste heat recovery efficiency of which was an important factor affecting energy conservation and CO 2 emission reduction for FCC unit and even enterprise. KBD unit records the largest energy and CO 2 emission intensities, which are 67.95 kgce/t product and 256.82 kgCO 2e /t product respectively, due to the high wax content of paraffin-based crude oil and the coal-dominated power generation structure. Based on these research findings, three mitigation policy recommendations were proposed, including the improvement of energy efficiency, optimization of energy consumption structure and product output structure. Carbon capture and storage can reduce CO 2 emission by about a third in the concentrated units of primary energy consumption (i.e. AVD, FCC, and DC). Enhancing energy efficiency is an important goal of climate change mitigation policies. Promoting energy efficiency projects in developing countries has faced several barriers, preventing optimal investments. One of the main barriers has been the lack of internationally recognized indices to compare projects across countries. In this era of global political turbulence and a looming trade-war that will likely lead to unjustified tariffs, it is critical to provide publicly available robust indices for investors. We construct the Energy Efficiency Country Attractiveness Index to evaluate countries' competitiveness in terms of energy efficiency potentials and related investment risks to aid investment decision-making in the oil and gas sector. Our index includes 30 indicators congregated in four pillars covering political, economic, social and technological factors, combined by means of Fuzzy measures and Choquet integral according to the preferences of a panel of experts. Although experts consider the economic and technological factors as the most important elements affecting investment in the energy related projects and they are moderately tolerant following disjunctive behaviour in dealing with the political, economic, social, and technological criteria, squared correlation analysis shows that, at least for OPEC countries, the political pillar is the crucial one in shaping the composite index. • We construct Energy Efficiency Country Attractiveness Index for OPEC member countries. • We aggregate indicators covering political, economic, social, and technological (PEST) dimensions. • Indicators are combined using Choquet integral based on fuzzy measures and experts' elicitation. • Experts identify economic and technological factors as the most important elements affecting energy investments. • Experts are moderately tolerant following disjunctive behaviour in dealing with PEST criteria.
