Search

China and India are two major contributors to the growth of global energy demand. As energy is one central part of the geopolitics, the energy security for both countries get complicated by the political environment. The paper investigates the positions of China and India in the trading relationships with different regions of the world. The paper also examines recent events that affect the energy security of China and India. The conclusion is that during the past decade, China and India have diversified sources of energy, especially from the Middle East, though China demonstrates a higher level of diversification and occupies a less passive position in its trading relationships. Shale revolution, the US energy sanctions on Iran and Venezuela and the US-Chinese trade conflicts, can bring China, India and Russia closer to each other due to the shrinking market influence of Russia in Europe and the needs of India and China to further diversify import sources so that energy supplies will not be disrupted by political chaos. China, India, and the USA are the world's biggest energy consumers and CO 2 emitters. Being the leading contributors to climate change, these economies are also at the core of environmental solutions. This paper investigates the causal relationship among solar and wind energy production, coal consumption, economic growth, and CO 2 emissions for these three countries. To do so, we use an advanced methodology in Machine Learning to verify the predictive causal linkages among variables. The Causal Direction from Dependency (D2C) algorithm set CO 2 emissions as the target variable. The obtained results were disaggregated and estimated in a supervised prediction model. The findings, confirmed by three different Machine Learning procedures, showed an interesting output. While a reduction in overall carbon emissions is predicted in China and the US (resulting from the intensive use of renewable sources of energy), India displays critical predictions of a rise in CO 2 emissions. This indicates that curbing CO 2 emissions cannot be achieved without conducting a comprehensive shift from fossil to renewable resources, although China and the U.S. present a more promising path to sustainability than India. For several decades the leading wind energy nations were European, while China and India were mainly the recipients of technology transfer. This paper aims to explore the role technology transfer/cooperation from Europe played in shaping firm-level wind energy technologies in China and India and to discuss whether the recent technology cooperation between the Chinese, Indian, and European wind firms challenges the classical North–South technology cooperation paradigm. The research finds that firm-level technology transfer/cooperation shaped the leading wind energy technologies in China and to a lesser extent in India. The paper also finds that several trends towards South–North technology cooperation have been observed between China, India and Europe, such as South–North flows of capital, drivers for market access, and R&D leadership, while the origins of innovation (e.g. patents) seem to remain predominantly in the global North. Abstract: Transport networks are hierarchal in essence. In this paper, we explore the relationship between the financing structure and the hierarchal evolution of railway network development, using the case of China. Although privatization and corporatization in transport provision have been trends in some parts of the world, the national government is still the main body responsible for railway development in many countries. Among these countries, China and India are the only two that include the Ministry of Railways (MOR). In India, the entire country''s railways are clearly defined as public services provided and managed by the MOR. In China, railways have been corporatized; yet, the MOR and the National Railway Corporation are still widely regarded as a single body that has monopolistic power over almost all railway systems at the national and regional levels in both infrastructure development and operation. We argue that when multi-level railway networks are evolved from a single-level (national) network due to market growth in countries such as China, where different levels of government are responsible for infrastructure planning and development, the state’s monopolistic control of operation and its corresponding financing structure may not fit the operation of new multi-level networks. However, the suitable institutional set-up for the new networks may be delayed or never established for many reasons, some of which, as demonstrated in this paper, are place-specific and path-dependent. The case study of Chinese railway systems in comparison with the situations of other Asian countries (i.e. India and Japan) will shed some light on a better understanding of various financing models and development paths of multi-level transport. Abstract: This paper is a comparative analysis of the telecommunications policy-making process in China and India. Adopting an institutionalist perspective and multi-streams framework, the paper analyzes the formal structures, rule-making procedures and interest groups involved in telecommunications policy-making in the two countries, in terms of their evolution over the last two decades. Though the two systems began this period with a somewhat similar ministerial-bureaucratic decision-making model, and faced similar problems of assimilating new interest groups and responding to international pressures, the paper finds that the decision systems in the two countries evolved in significantly different directions. China''s telecommunications decision-making is significantly affected by the macro level political rearrangement and is more likely to be non-incremental. On the other hand, confronted by an increasingly litigious environment and a more fractious interest group culture, India represents a somewhat classical textbook case of incremental policy making. Nevertheless, numerous challenges remain in both countries, including institutional capacity and excessive regulatory deference to political authority. [Copyright &y& Elsevier]

Individuals in developing countries often engage in paid and unpaid work till late in life due to low household savings and limited welfare provisions. Yet, physical disabilities associated with aging can limit their ability to work. While work can be beneficial for economic and psychological well-being, this paper investigates whether engagement in paid and unpaid work mediates the impact of physical disabilities on quality of life for older adults. We exploit the different levels of health services and social security in rural and urban China and India to examine the effect of public provisions in the process. We use nationally representative data of individuals aged 50 and above from the World Health Organization Study on Global Ageing and Adult Health Wave 1, conducted in 2008–10 in China and in 2007–08 in India. Using a causal mediation analysis framework, we find that paid work plays a minor role in mediating the effect of physical disabilities on quality of life in all societies, and the mediated effect is smaller in urban China than in other societies. Unpaid work is beneficial only in urban China, and it does not mediate the impact of physical disabilities on quality of life elsewhere. The findings indicate that promoting productive engagement alone, without improving basic public provisions, will have limited impact on improving quality of life of the aging population in developing countries. • In developing countries, both paid and unpaid work is common out of necessity. • Older adults bear a double burden of paid and unpaid work in rural China and India. • Productive aging has limited impact on quality of life in developing countries. • Impact of productive aging on quality of life varies with public provisions. • Physical disabilities associated with aging is less consequential in urban China. This paper investigates India''s exceptional development pattern, specifically the major importance of information technology services (ITS), and compares it with China''s development pattern. Both countries want to develop capabilities for carrying out the innovation of technologies that compete at the state-of-the-art in the world market. The paper posits that technological/economic success in the contemporary world market requires the ability to innovate complex technologies and complex technology-related services. The share of trade represented by complex technologies is compared with the “high-tech” share. The trading patterns of the two countries are compared using United Nations data. Two case studies of Indian ITS companies are then compared with two case studies of Chinese manufacturing companies. Historical and cultural differences appear to explain some of the differences in the development patterns of the companies located in the two countries. [Copyright &y& Elsevier]

In view of the climate emergency, it is necessary to model and forecast road transport emissions for implementing more effective climate policy. This paper fills an important research gap by quantifying the challenges, barriers and remedies of achieving road transport emission reduction and air quality improvement in developing countries. It contributes to the debate on top-down and bottom-up approaches to reconcile carbon and other transport related emissions. China and India are chosen as case studies. Using various official statistics and proxy variables, we estimate and compare the road transport carbon emissions of the two countries systematically from 2009 to 2020. Insights from detailed mode-specific estimations of the bottom-up approach are valuable for targeted policies and measures. An analysis of the major components of road transport carbon emissions points to strategies of promoting electric vehicles, reducing transport demand, accelerating modal shift to low-carbon modes, and cleaner electricity to achieve climate policy. • We put forward a more holistic theoretical model of information seeking practices in everyday life. • We extend the context to the Global South, where there is less research on mobile platforms. • We link the variation in everyday information seeking practices to different groups. • We show the relation between information divides and social changes in China and India. • We apply a theory of digital divides in everyday information practices to the Global South contexts. The internet is becoming a major source of everyday information, yet existing research often focuses on specific information seeking contexts such as health, climate change, news, or hobbies. In this paper, we put forward a more holistic theoretical model of information seeking practices in everyday life that combines the social phenomenological perspective of everyday life information seeking practices and the domestication framework. We extend the cultural context to the Global South countries, where there is less research on "mobile first" societies centred on emerging mobile platforms. Based on extensive and mixed-methods fieldwork in rural and industrial China about everyday information seeking practices, the paper goes beyond previous research about digital divides in internet access and internet literacy. Instead, it focuses on divides in everyday information seeking practices. We argue that new divides are emerging between those with more restricted everyday internet uses and those with broader and more diverse ones. We compare everyday information practices and divides in China with those in India and show how a theory of digital divides in everyday information seeking practices can be applied beyond both countries to the Global South. The past decades have seen planning and implementation of built infrastructure in all over the developed and developing world growing in large scales. This has been influenced by economic and population growths, urbanization and industrialization, which in turn have put increasing stress in provision of services. The paper reviews the policy dimensions of water infrastructure development and financing in the two largest economies at present, China and India, including planning, implementation and decision-making processes. Findings indicate that main challenges for infrastructure development have been limited sources of financing, but also policies and their implementation. The high levels of investment in water infrastructure in the two countries have been impressive, mainly in China. However, they still have not necessarily addressed efficiency over the long term, supported more inclusive and higher economic growth or improve social and environmental conditions in all cases. Renewable energy has a critical role in limiting the greenhouse gas (GHG) emissions. This paper assesses the implication of aligning renewable energy deployment target with national emission reduction target for mitigation cost. The assessment methodology uses Asia-Pacific Integrated Assessment/computable general equilibrium (AIM/CGE) model to determine the mitigation cost in terms of GDP and welfare loss under alternative renewable targets in different climate-constrained scenarios. A range of country-specific emission constraints is taken to address the uncertainties related to global emission pathway and emission entitlement scheme. Comparative results show that China needs to increase its share of non-fossil fuel significantly in the primary energy mix to achieve the stringent emission reduction target compared to India. The mitigation cost in terms of economic and welfare loss can be reduced by increasing the penetration of the renewable energy to achieve the same emission reduction target. The modeling results show that coordinated national climate and renewable energy policies help to achieve the GHG emission reduction target in an efficient and cost-effective manner. This paper presents a comparison of the changes in the energetic metabolic pattern of China and India, the two most populated countries in the world, with two economies undergoing an important economic transition. The comparison of the changes in the energetic metabolic pattern has the scope to characterize and explain a bifurcation in their evolutionary path in the recent years, using the Multi-Scale Integrated Analysis of Societal and Ecosystem Metabolism (MuSIASEM) approach. The analysis shows an impressive transformation of China׳s energy metabolism determined by the joining of the WTO in 2001. Since then, China became the largest factory of the world with a generalized capitalization of all sectors, especially the industrial sector, boosting economic labor productivity as well as total energy consumption. India, on the contrary, lags behind when considering these factors. Looking at changes in the household sector (energy metabolism associated with final consumption) in the case of China, the energetic metabolic rate (EMR) soared in the last decade, also thanks to a reduced growth of population, whereas in India it remained stagnant for the last 40 years. This analysis indicates a big challenge for India for the next decade. In the light of the data analyzed both countries will continue to require strong injections of technical capital requiring a continuous increase in their total energy consumption. When considering the size of these economies it is easy to guess that this may induce a dramatic increase in the price of energy, an event that at the moment will penalize much more the chance of a quick economic development of India. Abstract: This paper examines the contrast between China's and India's universal service policies as manifestations of the two states' differing self-conceptualizations and legitimation strategies. We examine the timeline of universal service policies in the two countries, differentiating between the territorial, demographic and layered dimensions of universal service. The analysis reveals many similarities between the two countries, as well as some differences primarily related to the mode of funding universal service programs and the lead China has taken in deploying informatization services. We identify some of the proximate causes that resulted in these policy decisions. Abstract: This paper explores macroeconomic policies that can sustain structural change in China and India. A two-sector open-economy model with endogenous productivity growth, demand driven output and income distribution as an important determinant of economic activity is calibrated to a 2000 SAM for China and a 1999/2000 SAM for India. Short-run analysis concerns temporary equilibria for output, productivity and employment growth rates in the formal sector. In the long-run, the model allows for multiple equilibria which can describe cases of (a) underdevelopment and structural heterogeneity or (b) sustained growth and development. Several simulation exercises are conducted. Specifically, we consider how changes in investment, wages, labor productivity trend and a depreciation of currency affect the macroeconomy and job creation in the formal sector. Abstract: In a world increasingly affected by global environmental changes, Low Income countries will play an ever more central role in determining the future health of the biosphere. While global use of the biosphere''s capacity has increased over the past 45 years, per capita demand for biocapacity, as measured by the Ecological Footprint, has only increased in high-income countries and has remained constant or fallen in middle- and low-income nations. Consumption has increased faster than population in high-income nations, while population growth has been the dominant factor in middle- and low- income countries. Although listed in the middle-income group of countries, China showed atypical trends in the past 45 years, with a rapid increase in per capita Ecological Footprint that outstrip its gains in income. Typical trends were instead noticed for India, whose per person Ecological Footprint has fallen slightly. The results of this paper show that decisions made in China and India will be of fundamental importance for future global sustainability. [Copyright &y& Elsevier]

Summary: This paper empirically examines the different comparative advantages of China and India, in relation to their different skill distribution patterns. By utilizing industry export data on China and India from 1983 to 2000, we find that a country with a greater dispersion of skills (i.e.,India, especially in the earlier years) has higher exports in industries with shorter production chains, while a country with a more equal dispersion of skills (i.e., China, especially in the later years) has higher exports in industries with longer production chains. Abstract: This paper presents an overview of the current status of the main CCS initiatives in the major emerging economies: China, India, Brazil, Mexico, Russia, and South Africa. This study first covers all six countries as a group and describes their natural resources. The second part of this study embraces each country individually and includes current initiatives and current legal and technological status of CCS. Abstract: It is well known that China and India have been recycling centers of WEEE, especially printed circuit boards, and that serious environmental pollution in these countries has been generated by improper recycling methods. After the governments of China and India banned improper recycling by the informal sector, improper recycling activities spread to other places. Then, these governments changed their policies to one of promoting proper recycling by introducing a scheme, under which E-waste recycling requires a license issued by the government. In this paper, the effectiveness of that license scheme is examined by means of an economic model. It can be shown that the license scheme can work effectively only if disposers of E-waste have a responsibility to sell E-waste to license holders. Our results run counter to the idea that international E-waste trade should be banned and provide an alternative solution to the problem. [Copyright &y& Elsevier]

As the world gets ready to begin the second decade of the twenty-first century, global climate change has been recognized as a real threat to civilization as we know it. The rapid and successful economic growth of developing nations, particularly China and India, is contributing to climate change. The route to initial economic success in China followed that of the developed nations through the development of industries. Unfortunately, China''s environmental protection efforts have not been the same as in developed countries because China is vastly different culturally, socially, economically and, especially, politically from developed nations. When China started to deal with environmental concerns in the late 1970s, it took advantage of the experiences of other countries in establishing environmental standards and regulations, but it did not have a model to follow when it came to implementing these standards and regulations because of the abovementioned differences. Economically, China is transitioning from an agricultural base into an industrial base; however, even now, 60% of the population remains farmers. China has been and still is heavily dependent upon coal for energy, resulting in serious atmospheric particulate pollution. While growing efforts have been expended on the environment, at this juncture of its economic development, China would be well served to revisit the traditional “develop first and clean up later” approach and to find a balance between development and protecting the environment. Against this backdrop, a reflective look of the effort to manage air quality from 1949–2008 (with an emphasis on the past 30years) in China is presented in this paper. Summary: The growth and export trajectories of China and India are not unique. Their significance arises from their size and the distinctive nature of their economic and political actors. For this reason they are having an increasing impact on other economies including in the developing world. This paper provides a framework for assessing these impacts, distinguishing different vectors of interaction, complementary and competitive impacts and direct and indirect impacts. Summary: The dynamic rural nonfarm sector in China has been a major contributor to the country’s remarkable growth, while in India the growth in output and employment in this sector has been rather stagnant. This paper argues that the observed patterns in the rural nonfarm development are the results of institutional differences between the two countries, especially in their political systems, ownership structure, and credit institutions. A review of the strengths and weaknesses of the rural nonfarm economy in China and India highlights the potentials and challenges of growth in the sector. [Copyright &y& Elsevier]

Abstract: This paper analyses the present situation of renewables international cooperation in China and India and the reasons, basis and conditions of China-India cooperation for renewable energy and explores China-India cooperation strategies for renewable energy. This study indicates that (1) the two countries have made a lot of progress in the international cooperation of renewable energy, but China-India cooperation for renewable energy is still in its primary stage; (2) there are not only the common benefits but also the solid basis and good conditions for China-India cooperation in the field of renewable energy; (3) there is need to explore and design the cooperation strategies for renewable energy of China and India in order to strengthen renewables cooperation between two countries. According to the in situ measured data of the air temperature and ground temperature inside of Kunlun mountain tunnel on Qing–Tibet railway, China, the thawed extent of the permafrost surrounding the tunnel is very large, caused by the latent heat of the cast in situ concrete lining insulation during excavation in winter and other artificial activities. In this paper, taking the coupled effects of moisture transfer and heat conduction into account, a finite element formula of this problem is derived from the governing differential equations with phase change and moisture transfer equations using Galerkin''s solution. Using the computer program, predictions for the refreezing of Kunlun mountain permafrost tunnel are made. The analysis results show that the vault of Kunlun mountain tunnel would have been refrozen by 31 March 2004, the arch bottom by 30 September 2004 and the total tunnel by 30 September 2005, without insulation material. On the other hand, if the tunnel is fitted with insulation material, whose thermal conductivity is equal to 0.03 W/m.K and thickness of 0.05 m, the vault of Kunlun mountain tunnel would have been refrozen by 31 March 2004, the arch bottom by 31 December 2004, the left wall by 31 March 2006, and the right wall by 30 September 2006. Thus, insulation material will delay the refreezing of Kunlun mountain permafrost tunnel. The thawed extent of the permafrost surrounding the tunnel in cold regions caused by construction must be considered, and the time of the field observation should be extended, or observational results, such as their temperature and stress field, will greatly be different from results in stability. Traditional Indian medicine is one of the oldest medical systems and remains popular worldwide. Traditional medicine systems in China and India have historical origins pertaining to mutual learning, reference, and development from medical theory to the drugs used. The exchange of traditional medicine between China and India began in the Qin and Han Dynasties (221 BC–220 AD), prospered in the Tang Dynasty (618–907 AD), and declined after the Song Dynasty (960–1279 AD). It was also directly related to the rise and fall of Buddhism. The traditional medicines of the two countries are highly complementary because of differences in geographical climate and the modernisation process of traditional medicine. This review aimed to understand the spread and development of traditional Indian medicine in China to further promote exchange and cooperation between China and India in the field of traditional medicine. We performed a systematic search of MEDLINE via PubMed, CNKI, Science Direct, Sci-Hub, and other databases using the terms 'traditional Indian medicine' or 'Indian medicine' or 'Ayurveda' or 'Yoga' or 'Unani', and limiting the search to articles published between 1958 and 2019. We analysed the sources, publication date, type, and topic of the retrieved articles/studies. Based on the results of research on traditional Indian medicine carried out by Chinese scholars, 518 academic papers and 60 classic works published in China and abroad were collected. The results showed the following. First, Chinese scholars have systematically investigated traditional Indian medicine including its composition, management, and education; the scale of medicinal and pharmaceutical plants; protective measures of intellectual property rights of traditional medicine; and international promotion of Yoga. Second, studies have examined the development status of traditional Indian medicine in China including the spread of Yoga in the country and the industrial scale of, education in, existing problems in, and clinical research on Yoga. In addition, Chinese scholars conducted research on and the translation of classic works and terms of Ayurveda, and studied the theory, treatment, and medicine thereof. Third, the historical exchange and trading status of traditional medicine between India and China have been discussed, including the exchange of traditional medicine between the two countries, effect of traditional Indian medicine on Chinese Buddhism, and minority medicine and trade in medicinal materials between the two countries. India attaches great importance to the management of, education in, and industry of traditional medicine, and has made various efforts to protect intellectual property rights. Indian Yoga is very popular in China, and Chinese scholars have conducted some clinical research thereon. However, regulatory systems and legislation for Yoga are lacking in China. At present, traditional Chinese medicine scholars have an enhanced understanding of the term Yoga and less knowledge of the terms Ayurveda, Siddha, Unani, and similar concepts. We suggest that Chinese scholars further study the classic works, basic theories, treatment of clinical diseases, medicinal materials, and prescriptions compounding traditional Indian medicine. The results of this study highlight directions for Chinese scholars to pursue in further studying traditional Indian medicine comprehensively, and will help promote exchange and cooperation between China and India in the field of traditional medicine. This paper contributes to the existing literature by investigating the impact of oil prices on real exchange rates in China and India. We employ the non-linear, autoregressive-distributed lag model advanced by Shin et al. (2014), which allows both short-run and long-run asymmetry pass-through to a variable of interest. Oil prices and exchange rates are frequently found to be noisy. In order to detect the accurate relationship between oil prices and exchange rates, the maximum overlap, discrete-wavelet transformation is used to remove noise from the original series. The dynamic relationship between the original and de-noised series is compared. Our empirical findings suggest only long-run asymmetric effects of oil prices on exchange rates for both countries; however, after time-series noise removal, the asymmetric long-run effect becomes symmetric for India. Abstract: The last decade has seen a surging demand for biofuels in the wake of increasing oil prices and rising environmental concerns. The most common biofuel is bio-ethanol accounting for more than 90% of total biofuel usage. It is increasingly produced from sugar cane making cane a strategic crop for biofuels. Given the growing demand for “green” fuels, bio-ethanol production has been supported by energy policies in the past decade, which have consequently been accused of contributing to the global trend of rising food prices and thus jeopardising food security. However, while biofuel policies are an important driver, prices as much as food security will ultimately be determined by supply constraints of strategic crops. This paper hence investigates drivers of and constraints to sugar cane production in China and India and shows that supply side constraints vary significantly in the two countries. China and India both face serious limitations with regard to suitable available land for the further expansion of sugar cane production. Equally they are both faced with challenges to increasing yield output per hectare, albeit different ones. With regard to productivity, China achieved 2.7% annual yield growth since 1997, while India has seen yield decreases of −0.1%p.a. over the same period. The authors conclude that cane used as a feedstock to meet the rising energy demand will come at the expense of converting fertile land for non-food purposes. [Copyright &y& Elsevier]
