Since the late twentieth century, rural areas in China have experienced a rapid and far-reaching transformation of social and economic structures. Residential land in rural areas, as a type of land where rural residents live and engage in producing, is under significant pressure and face significant change as a consequence. How has rural residential land changed over time, and why it differs across peri-urban interface? This paper presents a methodology for confronting this issue. By applying an integrated framework, we explored the rural residential land transition patterns from the internal structure, i.e., rural residential land-use structural transition (RLST) and identified the driving forces from the perspective of urbanization and industrialization. Our findings show that there are three RLST patterns in China, i.e., non-agriculture, rurality and decay. During the period, the peri-urban area – Pinggu has shown the coexistence of non-agriculture and decay patterns. In particular, RLST patterns varied at different levels. Spatially, along with getting closer to urban areas came increasing complexity of RLST patterns, which formed the structure of circle layer. The various RLST patterns are closely linked to interaction and reorganization between external and internal factors, including basic condition, industrialization, urbanization and policies. Among of them, urbanization changed the internal structure of rural residential land through the population flow; while industrialization influenced the RLST through shaping the industrial structure and level of economic development. Other outstanding issues discussed in this paper relate to the implication for rural spatial restructuring and benign rural residential land transition, which can be achieved through industrial structure reshaping, population relocation and cultural regression. The findings of this study can help us better understand the process of rural residential land transition and thus have significance for the land use multifunctionality and restructuring policies in rural China. Megaregion has emerged as a new dimension of global urbanization. A megaregion approach based on polycentric strategy is deemed to enhance regional economic competitiveness. Numerous studies have highlighted the economic benefits, celebrated the spill-over effects, and outlined the creative potentials of contemporary megaregion policies in different nations worldwide. However, further policy instruments require the knowledge about the achievement and failure of megaregion policies that seek for spatial, economic, social, and environmental efficiency and sustainability. This paper introduces China’s megaregion policy and proposes an analytical framework for performance evaluation from four principle domains (rational urban growth, economic development, social equity, environmental protection) at three levels (internal collaboration, integral development, and overall development). Using a case of the Megaregion around Hangzhou Bay (MAHB), we find very limited success of China’s megaregion policy. In particular, the megaregion policy only accomplishes the economic goal, and fails to achieve the goals of rational urban growth, environmental protection, and social equity. A series of mechanism based regressions are established and show that the implementation duration of megaregion policy: (1) associates positively with the economic growth; (2) relates negatively to social equity and urban rational growth; and (3) has no significant relationship with improved environmental quality. Institutional fragmentation, no unified spatial planning, and inadequate legislation at megaregional level are the underlying causes of the expected performances within the policy context of governance itself. We finally propose some possible solutions and discuss the implications for spatial polycentric governance. The landscapes and infrastructures of cities have long been viewed as products of human–nature interaction. This paper sheds new light on how a critical constituent of urban landscape and infrastructure, urban public green spaces, has been produced in China's ongoing profound urbanization process. Over the past decade, China's urbanization has been characterized by a land-based pattern centered on the commercialization and capitalization of urban land induced by the decentralization of state power. The non-budgetary revenues generated from urban land leasing hold the promise to empower local governments' fiscal capacity and flexibility in financing various urban infrastructures aiming to enhance local amenities and attract external investment. This paper investigates the impact of land-based urbanization on the provision of urban public green spaces, an integrated part of urban public infrastructure, using panel data across 285 Chinese prefecture cities from 2002 to 2009. The results reveal a negative relationship between the reliance on land finance and the amount of urban public green spaces, indicating that local governments' pursuit of maximizing land lease revenue will not be able to finance more public green spaces, and may even cause the loss of public green spaces. The regional variations amongst the eastern-coastal, central, and western cities confirm that an initially positive relationship between land finance and the provision of urban public green spaces at the early stage of development would reverse to a negative relationship with the increasing pace of urbanization and economic development, which may lead to a social inequity pertaining to public accessibility to urban green spaces. The “China Dream” is an “Urban Dream”. Urbanization is an inevitable requirement for promoting social progress. The Chinese government sees sustainable urbanization as an engine of modernization and economic growth. And the country's urbanization has followed a unique course and is perhaps the greatest human-resettlement experiment in the world history, unprecedentedly transforming the Chinese society in a very short period of time. Yet problems have arisen during the historical process, China's unique path to urbanization has avoided many of pitfalls existing in the developing countries in Africa, Asia and South America. This paper attempts to conclude the good jobs as well as problems in China's urbanizing process which might provide successful experience for the underdeveloped nations and regions to promote urbanization. The most brilliant achievement of urbanization in China is that thousands of years' agriculture-dominated country has ended and a new urbanized country has formed, which only consumed several decades. The country's urban infrastructure, living conditions and public service for urban residents have made great improvements. The fostering urban agglomerations are considered to lead the country's socio-economic transformation and possess the greatest potential for the urbanization and economic growth in the coming decades. In general, the traditional land-centered urbanization in China is a typical “incomplete urbanization” and “low-quality urbanization”, presenting impressive characteristics of “four highs and five lows”—high investment, consumption, emission and expansion, and low level, quality, harmony degree, inclusiveness and sustainability. Undoubtedly, the traditional urbanization of China is increasingly difficult to continue and the transformation process should be speeded up as soon as possible. The country should actively explore a people-oriented new-type urbanization way, i.e. an intensive, efficient, rural-urban integration, harmonious and sustainable urbanization model. This paper constructs a comprehensive evaluation system of human settlements focusing on housing conditions, urban natural environments, social economy, and public infrastructure. Principal Component Analysis and Cluster Analysis are used to analyze and rank the 2003–2013 human settlements index and create five clusters for 35 major cities in China (including municipalities, provincial capitals, and Prefecture-level cities). On the basis of four years of a spatial analysis of the human settlements index, we find that living conditions of 35 Chinese cities have significantly improved; severe air pollution persists in China, with large differences between the north and the south; weak correlation between urban human settlements and the growth rate of economic development; and the infrastructure of China's mega cities is overloaded. The results confirm and quantify growing geographic disparities and deep structural urban challenges that are associated with rapid economic growth and social change, leaving many cities in China to struggle with worsening pollution, excessive demand on existing infrastructures, and housing prices that rise faster than disposable incomes. With rapid economic development and expansion of built environment since the year 2000, urbanization has led to great challenge of reduction targets in energy intensity and carbon dioxide emissions. This paper aims to explore the disaggregate driving force of different sectors and investigate the potential of carbon dioxide reduction of them in the context of rapid urbanization. By using the panel datasets at a provincial level in a LMDI (Logarithmic Mean Divisia Index) model, we investigated the effects of various energy-related and socioeconomic factors on regional carbon dioxide emissions in 30 China's provinces from 2000 to 2013. The results show that the factors of economic development are the largest drivers of regional carbon dioxide emissions, compared with the factors of structural change, energy intensity, and social transition. Meanwhile, evidence is found that the urbanization process has contributed to the regional CO 2 emissions in China's provinces through a variety of approaches, including changing the energy use characteristics of urban households, transportation, and business sectors. Finally, we found that the changing trend of these influence factors' effect on regional CO 2 emissions varied across different provinces, which means there are significant regional heterogeneity in the influence mechanisms of urbanization process on regional CO 2 emissions. Urban growth management is a popular topic for study area all over the world. Despite the increasingly rich literature, however, little has been considered of the complex relationship between the various urban development factors and their feedback structure. This paper contributes in understanding the mechanism of, and establishing a link between, urban growth management oriented by zoning in China (namely development priority zoning or DPZ). A system dynamics urban growth model is presented that is integrated with China's socio-economic development situation. With Yiwu city and Qingtian County as case studies, the model is applied in simulating urban growth under different driving modes. The results indicate that the DPZ in these two areas has an influence on urban growth management strategy, with the driving mode of urban growth affecting economic development levels, migration and types of land conversion. It is concluded that different driving modes are needed for different types of regions according to the functional positioning of their DPZ and that the model contributes to their identification. This paper shows that the balance of several overriding policy objectives has determined the direction of the affordable housing policy in urban China. The priorities of the Chinese affordable housing policy agenda include promoting economic growth and urbanization through the efficient allocation of housing-related resources and ensuring political consolidation and social stability by maintaining housing affordability for mainstream society. The achievements and problems of affordable housing programs in post-reform China are introduced. We also discuss what lessons we can draw from the Chinese affordable housing policy developments. The growing pollution from municipal solid waste due to economic growth and urbanization has brought great challenge to China. The main method of waste disposal has gradually changed from landfill to incineration, because of the enormous land occupation by landfills. The paper presents the results of a study of the development status of the upstream and downstream of the waste incineration industry chain in China, reviews the government policies for the waste incineration power industry, and provides a forecast of the development trend of the waste incineration industry. China has experienced considerable economic growth since 1978, which was accompanied by unprecedented growth in urbanization and, more recently, by associated rising urban housing and land banking issues. One such issue is that of land hoarding – where real estate developers purchase land to hold unused in the rising market for a future lucrative sale, often several years later. This practice is outlawed in China, where land use is controlled by increasingly strengthened Government policies and inspectors. Despite this, land hoarding continues apace, with the main culprits being the developers and inspectors working subversively. This resembles a game between two players – the inspector and the developer – which provides the setting for this paper in developing an evolutionary game theory model to provide insights into dealing with the dilemmas faced by the players. The logic and dilemma of land banking strategy and illegal land banking issues are analysed, along with the land inspector's role from a game theory perspective by determining the replication dynamic mechanism and evolutionary stable strategies under the various conditions that the players face. The major factors influencing the actions of land inspectors, on the other hand, are the costs of inspection, no matter if it is strict or indolent, conflict costs, and income and penalties from corruption. From this, it is shown that, when the net loss for corruption (income from corruption minus the penalties for corruption and cost of strict inspections) is less than the cost of strict inspections, the final evolutionary stable strategy of the inspectors is to carry out indolent inspections. Then, whether penalising developers for hoarding is severe or not, the evolutionary strategy for the developer is to hoard. The implications for land use control mechanisms and associated developer-inspector actions and counteractions are then examined in the light of the model's properties. [ABSTRACT FROM AUTHOR]

Along with the green-land shortage and the low use efficiency of urban land as a result of rapid urban sprawl in the past three decades, the issue of urban regeneration has been recently brought to the governance agenda by the new leadership in China. This paper examines the regeneration of the urban village sector in Guangzhou and finds that the institutional dichotomy of the rural and urban system is not only the root of the emergence and proliferation of urban villages, but also becomes the obstacle for their regenerations. The core of urban village regeneration is the redistribution of interest derived from land appreciation among main stakeholders, and their joint commitment via a collaborative partnership is the key to the successful project implementation. Though the collaborative approach for urban regeneration is acknowledged in the West and in the case study, the top-down hierarchical governance approach, the strong government-dominated ideology as a result of the legacy of socialism, and the economic-led developmental mode will fundamentally set the form of collaboration in China apart from other counties. Even within China there is no single universal and prescribed form of collaboration for urban regeneration due to the variations in terms of geographical, demographical and socio-economic conditions for urban development. Abstract: China's extraordinary economic growth, industrialization and urbanization coupled with inadequate investment in basic water supply and treatment infrastructures, have resulted in increasing industrial water pollution. However, due to imbalanced development, industrial wastewater emissions present significant regional disparity. Industrial wastewater management disparity requires more in-depth study on both spatial and temporal patterns across different regions for identification of appropriate and effective mitigation policies while considering practical and localized realities. This paper addresses this issue and contributes to new knowledge by analyzing the spatial-temporal characteristics and driving forces of industrial wastewater emission variations in China's 31 provinces during the years 1995–2010. Using the Logarithmic Mean Divisia Index (LMDI) method, the results show that economic factors are the main driving factors of industrial wastewater emission changes in all provinces during the study period. It is also found that technology improvement considerably offsets emission increases. Using these research findings, both general and specific measures for controlling industrial wastewater emissions are offered so that the overall industrial water efficiency can be improved, in China and potentially elsewhere. Abstract: There has been a significant transformation in the urbanization and economic growth in post-reform China. The nature and degree of urbanization is a subject of some controversy. This paper examines empirical data for 110 counties and employs a quadrant plots method involving estimation of several parameters to analyze empirically the evolvement of urbanization in China during 1960–2010. There are three periods of China''s urbanization in the pattern of world, which is the rapid decline stage (1960–1978), the stable stage of ascension (1979–1995) and rapid promotion stage (1996–2010). Over the entire period, compared to the rest of the world, urbanization and economic growth in China appears to be coordinated and at moderate levels. However, China''s urbanization process has progressed faster than economic growth since 2004, and it is right time that China should rethink under-urbanization and it''s countermeasure in development strategy. Abstract: China’s rapid growth over the last three decades has attracted much academic attention. In the post-reform era, economic growth has been paralleled by rapid urbanization. China’s urbanization experience has been shaped heavily by the state through national urban policies as well as through local administrative means. Much has been written about large Chinese cities in the more developed coastal regions, such as Beijing, Shanghai and Guangzhou, but little is known about the process of city-making in medium-sized and small Chinese cities, especially those in the less developed central and western regions of the country. This paper sheds light on the processes of urban transformation in Hebi, a medium-sized inland city in Henan Province, emphasizing the critical role that the local state has played in city-making, the mechanisms and processes of change, and the resultant impacts on the city. As a mining city, Hebi has been threatened by depleting natural resources. To invigorate the city, a new city center has been built to attract new enterprises. Through intensive interviews and fieldwork conducted in 2007 and 2008, we examine what the city government of Hebi has done to turn the newly constructed urban space into a new administrative and economic center of the city. With the establishment of new enterprises, the local economy has been diversified, although coal continues to be a major component of Hebi’s economy. The role of the local state in the production and development of the new urban space is direct and forceful. As local state policies on urban development have been implemented by strong administrative means, we conceptualize the contemporary Chinese model of urbanization as “administrative urbanization”. One problem with this kind of state-dominated urbanization and city-making is that the needs of the people are not fully considered, and it is unclear who the major beneficiaries are. More case studies are needed to determine how economic and political forces are driving China’s land-based urban development, the extent to which local states are understood as entrepreneurial, profit-seeking and pro-growth, the relationship between the local state and other stake-holders in local urban development, and who has benefited from administrative urbanization. Abstract: The enactment and implementation of the 2003 EIA Law in China institutionalised the role of plan environmental impact assessment (PEIA). While the philosophy, methodology and mechanisms of PEIA have gradually permeated through the various levels of government with a positive effect on the process and outcome of urban planning, only a few cities in China have so far carried out PEIA as a Strategic Environmental Assessment (SEA)-type procedure. One such case is the southern city of Shenzhen. During the past three decades, Shenzhen has grown from a small town to a large and booming city as China has successfully and rapidly developed its economy by adopting the “reform and open door” policy. In response to the challenges arising from the generally divergent processes of rapid urbanisation, economic transformation and environment protection, Shenzhen has incrementally adopted the SEA concept in developing the city''s Master Urban Plan. As such, this paper reviews the effectiveness of PEIA in three ways: [•] as a tool and process for achieving more sustainable and strategic planning; [•] to determine the level of integration of SEA within the planning system; and, [•] its effectiveness vis-à-vis implementation. The implementation of PEIA within Shenzhen''s Master Urban Plan offers important insights into the emergence of innovative practices in undertaking PEIA as well as theoretical contributions to the field, especially in exploring the relationship between PEIA and SEA and highlighting the central role of local governing institutions in SEA development. Abstract: This paper presents an overview of the initiatives launched in energy supply and consumption and the challenges encountered in sustainable road transportation development in China. It analyzes the main energy challenges related to road transportation development arising in the context of economic development, rapid urbanization, and improvement in living standards. It also discusses technological- and policy initiatives needed to deal with these challenges, drawing comparisons with foreign experience: promoting the development and dissemination of alternative fuels and clean vehicles such as: LPG, CNG, EV, HEV, FCV, ethanol, methanol, DME, bio-diesel, and CTL, strengthening regulations relating to vehicle fuel economy and emission, improving traffic efficiency and facilitating public transport development, and strengthening management of the soaring motor vehicle population. If the current pattern continues, by the year 2030, the vehicle population in China will be 400million and fuel demand will be 350milliontons. The potential energy saving capacity being 60%, the actual oil demand by 2030 from on-road vehicles might technically be kept at the current level by improving fuel economy, propagating use of HEV and diesel vehicles, improving supply of alternative fuels, and developing public transport. Several uncertainties are identified that could greatly influence the effect of the technical proposals: traffic efficiency, central government''s resolve, and consumers'' choice. Abstract: The central government of China recently mapped out an important strategy on “building a new countryside” to overall coordinate urban and rural development and gear up national economic growth. This paper analyzes the potential factors influencing the building of a new countryside in China, and provides a critical discussion of the problems and implications concerning carrying out this campaign, from a geographical perspective. To some extent, regional discrepancies, rural poverty, rural land-use issues and the present international environment are four major potential factors. Our analyses indicated that land consolidation, praised highly by the governments, is not a panacea for China''s rural land-use issues concerning building a new countryside, and the key problem is how to reemploy the surplus rural labors and resettle the land-loss farmers. More attentions should be paid to caring for farmers’ future livelihoods in the process of implementing the strategy. The regional measures and policies concerning building a new countryside need to take the obvious regional discrepancies both in physical and socio-economic conditions into account. In a World Trade Organization (WTO) membership environment, efficient land use for non-agricultural economic development, to some extent, needs to be a priority in the eastern region instead of blindly conserving land to maintain food security, part task of which can be shifted to the central region and the northeastern region. More preferential policies should be formulated to reverse the rural brain–drain phenomenon. Based on the analyses and the complexity of China''s rural problems, the authors argue that building new countryside in China will be an arduous task and a long road, the target of which is hard to achieve successfully in this century. • We analyze the spatial pattern of the effect of land-centered urbanization on rural development. • Land-centered urbanization has significantly promoted the development of agriculture and rural areas nationwide. • The effects of population, economic and land urbanization on rural development have a remarkable spatial difference. Since the late 1970s, China has undergone an unprecedented urbanization process. With land finance as the main driving force, land-centered urbanization has not only greatly accelerated China's economic and social development, but it has also had negative effects on social development and the environment. Amid the concerns regarding China's land-centered urbanization process, there have been growing calls for greater attention to be focused on the decline of rural China. The urban-rural relationship is the most basic social and economic relationship, a topic which has become a hotspot in geography, economics and sociology studies in recent decades. Based on panel data from 298 cities in China, from the 2001–2013 period, this paper uses the extended Cobb-Douglas model to measure the effect of land-centered urbanization on rural development, and its spatial pattern characteristics. The results show that, during the period from 2001 to 2013, China's urbanization level increased steadily, while the level of rural development showed a trend of declining first and then rising. Moreover, land-centered urbanization significantly promoted the development of rural areas nationwide, and urbanization's influence intensity displayed strong regional and particularity characteristics. Generally, compared with the relatively poor areas in the central and western regions, urbanization in the economically developed areas has a stronger driving effect on rural development.
