Rural China is experiencing rapid socioeconomic transformations, including suburbanisation and rural gentrification. In this paper, we argue that to understand these processes, we have to take into account the changes in rural land rights. Based on an analysis of a pilot case for China's rural collective commercial construction land (RCCCL) reform policy at the edge of Chengdu City, we demonstrate how state-led rural land reform paves the way for stealthy land dispossession and rural gentrification. Our argument in this paper is threefold. First, given the entrenched collective land use rights of rural villagers in China, state-led land commodification, is a necessary condition for rural gentrification in China. Secondly, the prospect of capital accumulation through rural gentrification motivates entrepreneurial public and private actors to promote such reforms in ways that dispossess rural peasants and peasant collectives of their land (use) rights. Thirdly, the particularities of dispossession through state-led land reform result in particular experiences of displacement and displacement pressure on the side of affected rural communities. Our findings contribute to the decentring of rural gentrification theory, in that they underline the necessity to include the particular histories of land commodification and dispossession in our understanding of rural gentrification in contexts where rural land is partly or wholly shielded from market influences. In this process, the labor outmigration from rural areas to cities caused by urbanization has diversified the impacts on the robustness of the rural social-ecological system. However, existing research has rarely discussed the internal mechanism of the response of the rural social-ecological system to the impact of urbanization. Based on the coupled infrastructure systems framework, in this paper, the internal interactions of the rural social-ecological system responding to the impact of urbanization are discussed. An empirical test is conducted using survey data from 123 villages of 14 Chinese provinces. Focusing on the specific practice of China, this paper further discusses how the robustness of the rural social-ecological system can be ensured under external impact. The main conclusions are as follows: under the impact of urbanization, the internal interaction paths with which the rural social-ecological system maintains robustness at the operational level are not unique. These different internal interaction paths may not only make the rural social-ecological system automatically realize a virtuous and robust cycle under the impact of urbanization, they may also cause a gradual collapse of the rural social-ecological system. Further, the discussion of China's specific practice shows that it is key to provide institutional rules to guarantee the operational processes through the collective-choice process, thus ensuring the robustness of the rural social-ecological system under the impact of urbanization. The inspection of the interaction mechanisms in this study may obtain some restricted views on the general laws that may be contained in the complex interaction within the rural social-ecological system, and provide a theoretical basis developing countries can apply to realize rural revitalization when faced with the irreversible wave of urbanization. As the rapid urban expansion and the rise of consumer society, urban fringe areas have become an essential place for urban capital to intervene and achieve spatial regeneration, and it has triggered the consumerization and transformation of space. Taking Guangming Town in the urban fringe area of Shenzhen as an example, this paper reveals the process and dynamics of spatial consumerization transformation under the influence of capital intervention. It examines the intricate mechanisms of capital operation underlie the production of space, and endeavors to explore a novel model of rural spatial regeneration in China's urban fringe areas. This paper found that the production of space in Guangming Town under the capital intervention includes the material production and social relations production. With the reconstruction of spatial form and relationships, new local products, spatial configuration, social services and organizational relations are generated, forming a consumption space with heterogeneous landscape, market institutionalized management, commercialization and symbolization. The realization of the production of consumption space in urban fringe areas is based on the joint action of core elements such as land, capital and government, which provide the material foundation, operational power and coordination organization for space consumption. These promote capital to complete the triple cycle of "acquiring land - creating space scarcity - realizing space consumption", and then realizing space reproduction and capital appreciation. In the Chinese context, the spatial transformation and production of urban fringe areas should not be regarded as a local practice of Western counter-urbanization or rural gentrification theory. Rather, it as a new spatial regeneration mode that harmonizes urban and rural production, lifestyles and development trajectories. Although mega-city regions have attracted wide attention in China, recent 'metropolitanization' at the multi-city scale is poorly understood. To tackle the void, this paper examines the emergent 'metropolitan plans' (dushiquan guihua) since 2019 and identifies a paradigm shift in metropolitanization from 'territorial urbanization' to 'multi-city regionalism' in China. We find that 1) as a fuzzy and dynamic concept, the metropolitan region has been mainly employed as a policy object for state rationalities and has been upscaled from a city region scale to a multi-city scale; 2) regarding planning practices, the new metropolitan plans function as an overall collaborative framework to support priority tasks for city regionalism in a shorter term rather than formulating long-term spatial strategies; 3) as space of governance, the recent state-orchestrated metropolitan region reflects the newest round of state rescaling process to cope with domestic uneven development and urban issues through 'urban unification', and its materialization heavily relies on concrete cross-boundary projects delivery and coordination through soft governance. These findings not only provide conceptual clarity and relational understandings of the metropolitanization process but also exemplify the distinctiveness of the Chinese metropolitanization approach in terms of scalar logic, planning style, and associated governance mechanisms. A central feature of China's "green" development plan has been the creation of conservation zones across the peri-urban fringes of major cities. In these conservation zones, rural land and housing are being unevenly incorporated into urban space, leading to a diverse set of experiences for dislocated villagers. In this paper, I develop a volumetric approach to analyze the spatial politics of agricultural and urban transitions in China's conservation zones. I advance theories of vertical and volumetric space, which consider relations across heights, depths, and surfaces, through attention to the temporalities and everyday experiences of volumes. My volumetric approach provides a foundation for delineating how the uneven valuation and compensation of rural land and housing shapes social differentiation, as well as how villagers navigate and experience rural-urban transitions. Furthermore, I argue that a volumetric account of three-dimensional space exposes the interconnections between agrarian and urban questions, which are usually considered discretely. Abstract Despite the fact that China is becoming increasingly urbanised, some Chinese cities have witnessed a loss of urban population. In recent years, with the extensive expansion of the Chinese High-Speed Railway (HSR) network, the reduction in travel time has greatly increased the mobility of people across cities, thus affecting the spatial redistribution of the urban population in China. An important question arises: for cities experiencing population loss, when they were connected to the HSR network, did the HSR further aggravate this urban shrinkage? Using cities experiencing population loss as a sample, the paper provides a quantitative assessment of population loss in HSR-served cities. A Difference-in-Difference (DID) method was adopted to investigate whether the HSR aggravated population loss in shrinking cities. On the whole, empirical results show that the phenomenon of urban shrinkage in China was further aggravated by the HSR. Furthermore, the results unveil the dynamic impact of the HSR on shrinking cities, and multi-stage DID results reveal that the impact of the HSR on urban population may have a certain time lag effect. The HSR has significantly contributed to the population loss of shrinking cities four to five years after it first started operating. The paper highlights that the HSR does not always yield growth opportunities; on the contrary, for cities suffering from population decline, the HSR may bring a serious challenge. Abstract China has witnessed substantial and surging internal migration over the past three decades, and the ascendant trend of migration will continue within the New Urbanization in China, shaping drastically China's population redistribution, and inducing surge of crowded cities and "hollowing village". This paper analyzed the spatial-temporal patterns of migration at provincial level during 2000–2010, and found: (1) the migration pattern demonstrated increasingly strengthened polarity in migration pool and source regions/provinces and migration flows. (2) The interregional/interprovincial migration population was higher than the intraregional/intra-provincial, and the gap between them strengthened with time. (3) The migration population grew with time, but the migration distance almost kept unchanged. To analyze the determinants of migration, this paper adopted an improved gravity model which introduced environment variables and included five types of variables, and found: (1) the path dependence variable had the most significant impact on migration, and the wages of staff and workers followed in 2000 and 2010. (2) The wages of origin provinces exerted a strong "push" to migrants, larger than the "pull" from the destination provinces in 2000, and the "push" changed to smaller than the "pull" in 2010. (3) Natural environment gradually became an attractive factor that migrants took into consideration, and the obstruction of distance to migration gradually reduced. [ABSTRACT FROM AUTHOR]

In this paper, we first detect the uneven distribution of regional inequality in rural China with the per capita net income data at county level, and then diagnose the various factors that contribute to this as well as its driving mechanisms using the four-dimension transitional framework. The results suggest that rural inequalities are clustered at the province level, and those most unequal regions tend to be geographically gathered. Stemming from the framework, the study reveals that the spatio-temporal disparity in rural inequality is deeply embedded in the quadruple-transition process of marketization, globalization, decentralization and urbanization. Employing both the pooled OLS and spatial regime models, the study further unfolds that influences of the transition processes are diversified across regions and study periods. China is experiencing rapid progress in industrialization and urbanization. Characteristic towns (Tese Xiaozhen) are one of the important drivers for China's urbanization, industrialization and agricultural modernization in the 21st century. Each of the towns has its own characteristics. At present, however, it is unclear for them about (i) what characteristics should be promoted, (ii) how urban land should be planned and (iii) which industry should be focused on. The public infrastructure and services in towns are usually under-developed, compared to cities. This paper first explores the designation of a brand-new type of new towns in China, i.e. “characteristic towns”, to meet the need of the current urbanization in China. The paper focuses on the principles of “agglomeration” and “livability”, in socioeconomic and cultural contexts. This is exemplified by a case study of Zhejiang's version of characteristic towns. The findings suggest that the success of cultivation of towns is closely associated with agglomeration and livability. In the short term, identifying characteristics is the core element in the development. For the longer term, a comprehensive integration of industrial policy and land use policy is needed to ensure continuous capital investment and revenue generation. [ABSTRACT FROM AUTHOR]

Since the late twentieth century, rural areas in China have experienced a rapid and far-reaching transformation of social and economic structures. Residential land in rural areas, as a type of land where rural residents live and engage in producing, is under significant pressure and face significant change as a consequence. How has rural residential land changed over time, and why it differs across peri-urban interface? This paper presents a methodology for confronting this issue. By applying an integrated framework, we explored the rural residential land transition patterns from the internal structure, i.e., rural residential land-use structural transition (RLST) and identified the driving forces from the perspective of urbanization and industrialization. Our findings show that there are three RLST patterns in China, i.e., non-agriculture, rurality and decay. During the period, the peri-urban area – Pinggu has shown the coexistence of non-agriculture and decay patterns. In particular, RLST patterns varied at different levels. Spatially, along with getting closer to urban areas came increasing complexity of RLST patterns, which formed the structure of circle layer. The various RLST patterns are closely linked to interaction and reorganization between external and internal factors, including basic condition, industrialization, urbanization and policies. Among of them, urbanization changed the internal structure of rural residential land through the population flow; while industrialization influenced the RLST through shaping the industrial structure and level of economic development. Other outstanding issues discussed in this paper relate to the implication for rural spatial restructuring and benign rural residential land transition, which can be achieved through industrial structure reshaping, population relocation and cultural regression. The findings of this study can help us better understand the process of rural residential land transition and thus have significance for the land use multifunctionality and restructuring policies in rural China. China's rapid urbanization growth during the past decades which has highly promoted its affluence has induced various challenges for the countryside. The problem of rural decline of quite many villages which are suffering depopulation in turn challenges the urbanization sustainability in China. By way of in-depth historical and literature review, the paper finds distorted urban-rural relationship and the tendency of village decline owing to China's long time urban biased policy. By further investigating China's new-type urbanization strategy, the paper draws concerns about future rural development which is less mentioned in the plan. This paper investigates land-related resettlement and integration institutions and policies in small town urbanization from the perspective of affected villagers, focusing on their socioeconomic opportunities and life transformation. Based on the conceptual discourse on rural-urban societal differences, institutional boundaries, and resource redistribution, it examines the process and outcomes of rural villagers’ transformation under land-related local policies and the market, and articulates affected villagers’ viewpoints regarding compensation, resettlement, and integration. By the case of three small towns in metropolitan Xi’an, the paper discusses educational attainments and occupations, household earnings, income compositions, home-workplace commuting patterns and modes, social security programs, and attitudes towards land acquisition and resettlement. This paper examines the nexus between fiscal decentralization and renewable energy demand by including income inequality, economic growth, urbanization, and economic globalization as the main determinants in the energy demand function for the case of China. Quarterly frequency data for the period 1980–2018 are used for empirical analysis. Our empirical results show fiscal decentralization positively impacts the demand for renewable energy; in other words, fiscal decentralization can help increase renewable energy demand. In addition, income inequality is negatively linked to renewable energy consumption, while economic growth is positively associated with renewable energy demand. Urbanization and economic globalization add to renewable energy consumption. This study presents Chinese authorities with new guidelines for using fiscal decentralization as an economic tool to formulate effective energy policies for long-term development of the use of renewable energy sources. The citizenization of peasant migrants is key to understanding China's long-term urban-rural imbalance and ongoing rural transformations. The majority of existing literature focused on structural/institutional or agentive/subjective factors, while an integrated perspective examining both structural and agentive factors related to the citizenization process is rarely seen. Borrowing theories from the strategic-relational approach, this paper unfolds the matching and mismatching mechanisms between the policy design and peasant migrants' intentions of citizenization. Drawing on a case study in China's Guangdong Province, this study finds that: (1) citizenization policies prefer to offer citizenship to the new generation of peasant migrants, which matches the age structure of peasant migrants; (2) although municipal governments are prone to attract young peasant migrants with high educational level and strong competitiveness, peasant migrants generally have a relatively low educational level and weak professional training; (3) the high threshold of citizenization in mega-metropolitan and metropolitan cities mismatches peasant migrants' preference towards the first-tier cities. This paper describes the matching and mismatching mechanisms between structure and agency associated with the citizenization of peasant migrants. The policy reflections proposed by this study point towards enhancing nearby urbanization and in situ urbanization, so as to increase the attraction of young peasant migrants by ordinary cities. A rich body of literature is stressing the crucial importance of migration and market evolution on the underutilization of housing in cities. Rural housing is unique given its less mature market structure. Drawing on an empirical case of Sunan, the work reported in this paper addresses underlying mechanisms of housing land underutilization in rural China. Employing a multi-level modeling approach, results suggest that the likelihood of underutilization relates to household and village features, such as family attributes, housing/parcel characteristics, type of villages, and geographical locations. Additionally, underutilization was also closely associated with regional contexts including local economic development levels and migration patterns. Theoretically, we conceptualized rural housing land underutilization as a land use transition with villagers' awareness of policy change possibilities in the context of both rapid urbanization and rural transformation with nested hybrid results. We argue that urban-rural differences do not induce underutilization. Rather, policy-induced overbuilding of new houses and insistence on retaining uninhabited older houses combined with the tendency for villagers' to view investments as a mechanism to retain ties to their rural hometowns drove underutilizaiton. • We propose a multi-scalar analytical framework on the underutilization of rural housing land. • We identify the nested impacts of factors at different levels on the utility of rural housing land. • The dualistically organized regime is argued as the primary driver of housing land underutilization in rural China. • The transition of rural space from productivism to post-productivism matters as well. Megaregion has emerged as a new dimension of global urbanization. A megaregion approach based on polycentric strategy is deemed to enhance regional economic competitiveness. Numerous studies have highlighted the economic benefits, celebrated the spill-over effects, and outlined the creative potentials of contemporary megaregion policies in different nations worldwide. However, further policy instruments require the knowledge about the achievement and failure of megaregion policies that seek for spatial, economic, social, and environmental efficiency and sustainability. This paper introduces China’s megaregion policy and proposes an analytical framework for performance evaluation from four principle domains (rational urban growth, economic development, social equity, environmental protection) at three levels (internal collaboration, integral development, and overall development). Using a case of the Megaregion around Hangzhou Bay (MAHB), we find very limited success of China’s megaregion policy. In particular, the megaregion policy only accomplishes the economic goal, and fails to achieve the goals of rational urban growth, environmental protection, and social equity. A series of mechanism based regressions are established and show that the implementation duration of megaregion policy: (1) associates positively with the economic growth; (2) relates negatively to social equity and urban rational growth; and (3) has no significant relationship with improved environmental quality. Institutional fragmentation, no unified spatial planning, and inadequate legislation at megaregional level are the underlying causes of the expected performances within the policy context of governance itself. We finally propose some possible solutions and discuss the implications for spatial polycentric governance. China faces a challenge to balance its future urbanization process with resource conservation and environmental protection. Promoting sustainable construction is identified by the Chinese government as an important strategy to tackle such challenges. To promote sustainable construction, the Chinese government has released a large number of laws, policies and regulations. This paper investigates the policy system in China which aims to facilitate the transition to sustainable construction. The related laws, policies and regulations are analyzed and three main functions are identified, namely regulation and control, economic incentives and supporting activities. The results show that the behaviours of various participants in the construction industry, including the government, developers, builders, suppliers, and designers, are regulated and controlled by these laws and regulations. Subsidy policies, award policies and economic innovation policies are adopted by the government to promote renewable energy applications in buildings and infrastructure construction. The key supporting activities for sustainable construction include strengthening technology innovation, improving standards and evaluation, establishing demonstration projects, and publicity. Two emerging challenges of the current policy system are also identified. They are: a lack of considering social and economic dimensions of sustainable construction, and the ineffectiveness of some key policies such as the environmental impact assessment policy. This paper provides a useful reference for construction corporations and policy makers in China to facilitate sustainable construction in future urbanization process. China has undergone a dramatic transition echoed the unprecedented urbanization and economic growth since the late 1970s. The current research on urbanization has overlooked the transformation consistency between urban and rural areas. Although the Chinese central government has focused on improving rural residents' livelihood, it is still far from achieving coordinated urban–rural development. This paper provides a comprehensive assessment of China's urban–rural development transformation (URDT) based on three indicator systems, namely the urban–rural development level (URDL), the urban–rural structure level (URSL), and the urban–rural coordination level (URCL). Findings from this investigation show that universal and intense URDT has taken place in China over the last two decades. This has been accompanied by growth of URDL and URSL and deterioration of URCL. There are, however, obvious spatial disparities in the different aspects of URDT. The western and northeastern regions of China have experienced slower transformation than other regions between 1990 and 2010. Correlation analysis among the sub-index shows that coordinated urban–rural development needs a certain initial socioeconomic level and moderate changes of URDL and URSL. This paper suggests that more attentions should be paid to rural areas and lagging areas in central and western China. Given the regional disparities of URDT, the most effective way to achieve urban–rural integration in China is by taking the overall considerations of development policies of both region and urban–rural areas aimed at various urban–rural development transformation characteristics. With the level of urbanization in China now exceeding 50%, its collective rural land system is under increasing pressure, creating conditions in which there is increasing conflict between the efficient use of land for agricultural purposes and its retention as security for the rural population. This paper first examines the fundamental nature of China's collective land system by analyzing the collectivization history of China, then provides a comprehensive appraisal of the strengths and weaknesses of the collective land system's role in history and the challenges it faces in modern times. The main changes needed for the current collective system are identified as (1) the establishment of a new transfer mechanism for potential collective construction land, (2) the completion of land rights verification and consolidation work, and (3) the endowment of villagers with more rights to enjoy the distribution of land incremental value. The paper's main contribution is to question the relevance of collective rural land system in contemporary China, where a shift is now taking place from one of pure economic development to one involving more social concerns, and propose potential viable amendments to integrate the need for both perspectives. Coastal cities play a leading role in world development; however, they are highly vulnerable to natural disasters given their specific locations and rapid urbanization pace. Characterizing the social vulnerability of coastal cities to hazards should provide critical references for coastal management. This paper developed a composite social vulnerability index (SVI) for Chinese coastal cities by integrating 17 indices from three aspects (exposure, sensitivity and adaptive capacity) that shaped the vulnerability of urban society to hazards; and then verified SVI effectiveness by quantifying its correlation with the total economic loss of hazards. Social vulnerability patterns along the Chinese coast in 2000, 2005 and 2010 were then obtained. Results showed that cities around the Bohai Bay generally presented lower SVI values in the three years. Cities in the eastern and southeastern coast generally had higher SVI values in space but became lower with time. Conversely, SVI values became higher for cities in Hainan and Guangxi Province. The clustering approach categorized the 53 cities into different groups according to their profiles of vulnerability. These categorized groups could facilitate more targeted coastal management options. This paper highlighted that adaption should be incorporated in analyzing the reaction of urban society to hazards. Over the last decade, more than 3000 villages (known as Taobao villages) in China have achieved significant economic growth due to e-commerce. The changes in these villages represents a new development path that is distinct from that of the traditional Chinese villages. This paper examines this growth experience, arguing that the 'blossoming' of the Taobao villages is essentially the result of the interaction and co-evolution of Information and Communications Technology (ICT) and China's rural society. This study will be based on case studies of three Taobao villages. As ICT and e-commerce are embedded in rural society, the potential of existing organizations and skills in the countryside can be fully explored through synergy. This research finds that with the accessibility of China's huge online market for rural products, the traditional weak rural economic organizations in Taobao villages are gradually evolving into strong economic organizations, which have greatly enhanced their capacity to adapt to the flexible demands of the online economy. Scientific and technological knowledge are increasingly becoming predominant in developing regional competitiveness and shaping the role of innovation in development. This paper focuses on the topological and spatial features of urban innovation networks in China. Using published papers and applied patents in biotechnology field from 2000 to 2012, we analyze the evolution of scientific knowledge networks (SKNs) and technological knowledge networks (TKNs). Four major findings are derived: (1) SKNs are much more complicated than TKNs in terms of size, ties, average degree and other indicators; (2) the two networks meet the scale-free networks, and the correlation analysis confirms the preferential attachment and dis-assortative traits in SKNs and TKNs; (3) spatial and temporal evolution of central nodes and networks structure show the hierarchical diffusion and contagious diffusion in both the networks; (4) multi-dimensional proximity (social, organizational, cognitive, geographical) well explains the knowledge spillover and innovation in SKNs, but it fails to explain them in TKNs. Moreover, social and organizational proximity weigh higher than the other two. The central nodes analysis helps cities better understand their position in networks. The social and spatial patterns of ageing population in urban China illuminate the influence of the socioeconomic transformation associated with the dual economic system. Guangzhou, one of China's megacities, is used as a case study in this paper. Data from the 2010 National Census were used to examine the spatial differentiation and the related factors of ageing communities in Guangzhou. Using social area analysis, the study identified six categories of ageing communities: traditional inner-city communities, traditional danwei residential communities, commercial housing ageing communities, danwei compound ageing communities, immigrant ageing communities, and rural ageing communities. The paper analyses the reasons and processes leading to the clustering of the elderly population in each category of areas associated with distinctive spatial patterns of ageing differentiation. These patterns suggest that the socio-spatial differentiation of ageing communities is a joint outcome of urban development, housing policies, personal status and family relationships. The dynamics of both ageing in place and ageing with migration had a dual impact on the spatial, social and ecological patterns of ageing communities. The spatial differentiation of ageing communities in the study area should be taken into account when formulating urban planning and public policies. The landscapes and infrastructures of cities have long been viewed as products of human–nature interaction. This paper sheds new light on how a critical constituent of urban landscape and infrastructure, urban public green spaces, has been produced in China's ongoing profound urbanization process. Over the past decade, China's urbanization has been characterized by a land-based pattern centered on the commercialization and capitalization of urban land induced by the decentralization of state power. The non-budgetary revenues generated from urban land leasing hold the promise to empower local governments' fiscal capacity and flexibility in financing various urban infrastructures aiming to enhance local amenities and attract external investment. This paper investigates the impact of land-based urbanization on the provision of urban public green spaces, an integrated part of urban public infrastructure, using panel data across 285 Chinese prefecture cities from 2002 to 2009. The results reveal a negative relationship between the reliance on land finance and the amount of urban public green spaces, indicating that local governments' pursuit of maximizing land lease revenue will not be able to finance more public green spaces, and may even cause the loss of public green spaces. The regional variations amongst the eastern-coastal, central, and western cities confirm that an initially positive relationship between land finance and the provision of urban public green spaces at the early stage of development would reverse to a negative relationship with the increasing pace of urbanization and economic development, which may lead to a social inequity pertaining to public accessibility to urban green spaces. Rural settlements in China have been experiencing unprecedented transformation since the economic reforms of the late 1970s. This paper examines population movement over the post-reform era and how this affects settlement patterns in an inland nonmetropolitan county-level city region with a well performing economy. It is found that the settlement size distribution in Gongyi is generally transforming from a traditional rural pattern to one that features an urban system, taking place in the form of "in situ urbanisation" and "rural urbanisation". Without experiencing mass out-migration and in line with the transition of China's political economy, Gongyi has developed its local urban system in parallel with the life and spatial cycles of city-based urbanisation in China. Abstract: With a background of rapid urbanization and an already vast population in China, promoting land use efficiency to curb urban sprawl has significant influence upon sustainable urban development. As the “world’s factory”, improving industrial land efficiency is pivotal in optimizing urban land use. Using a binary logistic analysis based on the data from 2000 to 2011 in Hangzhou, this paper analyzes whether the policy from the central government to promote industrial land leasing publicly at the end of 2006 reduced underdevelopment and idled land use behavior. It has been found that the industrial land use is more influenced by industry sub-type, the year of the land lease and land size than policy intervention. In light of strong government intervention, a lack of equity with a bundle of conditions for land development without strictly implementing measures that do not conform with land leasing contracts leads to one-on-one negotiation, relatively low land leasing prices compared to the secondary market land price, and low land use efficiency. Thus, this paper suggests that government intervention should focus more on promoting a more market-oriented environment with strict supervision during land development, rather than on specific conditions on each industry sub-type and factory. Abstract: The unprecedented resources and energy needed to support the high growth of urbanization with the emerging issues of environmental degradation and GHG emissions is increasingly dramatic in China. A series of national and local policies have been implemented for achieving the co-benefits of reducing emissions of greenhouse gas (GHG) and air pollution for China's sustainable development. In this paper, the achievement of climate change mitigation and air pollution reduction in different sectors through implementing policies is reviewed. This paper reports on the types of policy measures that have been introduced in two cases (i.e. Tiexi District of Shenyang and Baoshan District of Shanghai) to affect air quality and energy efficiency improvements, which are then collectively examined in terms of their impacts on GHG and air pollutant emissions. Recommendations are made for achieving co-benefits effectively through the integrated approach by comprehensively concentrating on the short and long-term environmental protection and energy conservation at local and national levels based on the analysis made in the paper. The limited coordination and lack of capacity in different government bodies may be the main barriers to the implementation of a co-benefits approach. While the mapping of urban networks based on inter- and intra-firm linkages has attracted extensive attention in the field of urban geography, analysing urban networks through specific lenses inevitably results in partial perspectives on how urban systems are organised. To further advance the research on understanding the pluralistic geographies of intercity connections, this paper unpacks the urban network as formed by client service relationships of law firms in China. Drawing on a network analysis of the interfirm service provision relationships between 24,441 law firms and their corporate clients in China, this paper presents a pilot study of what a law service provision network looks like and how its structure – especially the connectivities of cities and city-dyads – is shaped. The findings reveal that while the general patterns of the urban network formed by client service relationships of law firms is broadly in line with the underlying structure of China's economic and political landscapes, administrative factors, market and spatial distances have shaped the patterns of urban network in China in a unique and mixed manner, and that the ways in which these factors function are closely related to the characteristics of the network actors. • The geographies of intercity connections are pluralistic. • Administrative factors, market and spatial distance function together. • The characteristics of network actors shape the formation of urban networks. This paper explores the emergence of urban agriculture and its changing nature and role in the urbanization process in China. With an increase in urban agricultural pursuits in both planned and unplanned residential areas, the focus of the paper is primarily on better understanding the nature of emerging 'informal' practices in built and unbuilt spaces. By using a planned residential area in Kunming, Yunnan Province as a case study, this paper identifies the physical and spatial expressions of urban agriculture practices as well as the motivations and attitudes of stakeholders. The results show that over half of the participants had experience in undertaking urban agricultural practices, with the predominant reason being to fulfill personal interests, including meeting household needs. When undertaking urban agricultural practices, local residents demonstrate their divergent abilities and skills in negotiating, adapting, and managing both private and increasingly incursions into the public domain. Analysis of the empirical results indicates that urban agricultural pursuits are a viable practice which supports the livelihoods and wellbeing of the residents by using innovative, creative and emergent forms in both private and public spaces. Abstract: The purpose of this paper is to explore the rapid urbanization of Chinese cities with a focus on the plans for a new, ongoing urban sub-centre in the north-west of Shanghai: Zhenru Urban Sub-Centre. Information-rich urbanization is a defining feature of the 21st century, reshaping cities and communities in China and in developing countries around the world. The scale and pace of change requires a solid systems approach of urban development. In 2011, China announced that it has reached an urbanization rate of 50%. If we take rapid urbanization as a given and that it is already well underway, it is still widely unclear what research needs to be conducted and policy changes made to support municipalities of fast transforming cities and to avoid repeating the development mistakes that have occurred in industrialized nations, i.e. driving urban growth with high consumption patterns without fully considering the environmental and social needs and occupants'' behaviour and aspirations. This paper compares two cases of urban development patterns for new sub-centres for polycentric city structures: It relates to new urban sub-centres in Berlin (Germany) and Shanghai (China), and the relationship of these sub-centres to ‘Network City’ theory. Network theory is useful in this context as the ‘network’ metaphor and concepts of decentralization seem to have replaced the ‘machine’ metaphor which was based on efficiency based on the availability of cheap fossil fuels. As cities aim to move towards more resilient urban ecosystems and polycentric systems, the case of Potsdamer Platz Berlin, compared to Zhenru Sub-Centre in Shanghai, is discussed. Both are transport-oriented developments promoting mixed-use density and less car-dependency. According to documentation of the Shanghai municipality, Zhenru urban centre, which is currently in its planning phase, is supposed to become a ‘new sustainable sub-centre for a growing metropolis’. Based on the Potsdamer Platz experience, a series of careful recommendations are formulated for the design and development of such centres, knowing that it is rather difficult to translate from one case to the other. The conclusion includes five lessons (recommendations) from Potsdamer Platz for the urban design of new sub-centres to ensure a delivery of economical, social and environmental sustainable outcomes. A core finding is that drawing lessons from the German case study for Chinese urbanization seemed a useful tactic and gave a sense that there are underlying urban design strategies. Abstract: This research studies the low carbon transition of the electric power sector in China using a multi-level perspective (MLP) of niches, socio-technical regime, and landscape, as well as literature on innovation systems. Three lines of thought on transition process are integrated in the paper to probe the possible transition pathways in China. A MLP analysis is presented to understand the current niches, regime, and landscape of China’s power sector. A brief analysis on the future macroscopic socio-economic transition in the process of industrialization, urbanization, and modernization of Chinese society and its implication on power landscape are depicted to prove the urgency and magnitude of transition in China and why systematic transition management is needed. Five transition pathways, namely reproduction, transformation, substitution, reconfiguration, de-alignment/re-alignment, and reconfiguration, with their possible technology options are presented. The paper goes further to propose an interactive framework for managing the transition to a low carbon energy system in China. Representative technology options are appraised by employing innovation theory to indicate the logic of policymaking within the framework. Institutional gaps in realizing the transition are also addressed. The work presented in the paper will be useful in informing policy-makers and other stakeholders and may provide references for power sector transition management in other countries. Abstract: This paper links urbanization strategies to changes in land use and associated impacts on rural communities and agro-ecosystems in a rural area of China. Energy, monetary and human time variables as well as information on environmental pressures, have been combined to compare different typologies of households and the metabolism of different patterns of land use from an integrated perspective. The results show that urbanization strategies, aimed at shifting the current land use and at displacing the local population, while increasing the economic efficiency is also associated with an increase in fossil energy consumption and environmental pressure, as well as a reduction of the multifunctional characteristic of the area under investigation. Based on these findings the paper also offers a critical discussion of the Chinese rural development policy arguing that the multifunctionality of rural areas should be taken into account by Chinese policy-makers and planners as a viable strategy to achieve rural development targets. Abstract: Rapid industrialization and urbanization in China has produced a unique phenomenon of ‘village-hollowing’, shaped by the dual-track structure of socio-economic development. This paper analyzes the phenomenon of ‘village-hollowing’, identifying the processes and influences that have driven their evolution, and highlighting the challenge that the locking-up of unused rural housing land in ‘hollowed villages’ presents for China in the context of concerns over urban development and food security. The paper examines the ‘increasing vs. decreasing balance’ land-use policy has been adopted by the Chinese government in response to the problem, which seeks to balance increases in urban construction land with a reduction in rural construction land. The implementation of the scheme is discussed through a case study of Huantai county in Shandong province, drawing attention to its contested and contingent nature. It is argued that the policy is a top-down approach to rural restructuring that necessarily requires the acquiescence of local actors. However, it is noted that failures to adequate engage with local actors has led to resistance to the policy, including violent protests against the demolition of housing. The paper suggests that lessons might be learned from Europe by incorporating elements of ‘bottom-up’ planning into the process. As such, the paper demonstrates that rural restructuring in China is a dynamic, multi-scalar and hybrid process that shares common elements and experiences with rural restructuring in Europe and elsewhere, but which is also strongly shaped by the distinctive political, economic, social and cultural context of China. To promote sustainable urban development and green industrial process are critical solutions for sustainable and low-carbon society transition in China, considering the significant environmental impacts derived from the industrialization and surging urbanization. Under this background, China adopts top-down programs on smart cities and smart industrial parks to forward the above efforts. While practices and lessons from these programs will be valuable to enlighten other regions and practitioners, to date, rather few studies have paid attentions to this issue. Particularly, the emerging smart technologies strongly support the practice, via offering smart solutions like better renewable energy projection, low-carbon life styles transformation, as well as energy planning and management. However, there has been a lack of discussing their future role in-depth. With this circumstance, this paper conducts an integrated and in-depth review on China's promotion on smart cities and smart industrial parks. In detail, the national pilots, key technical innovations, incentives and policies framework, as well as spatial features were discussed in-depth. Particularly, we further explored how the smart solutions can contribute to better decision making on low-carbon urban and industrial system planning. Finally, we highlighted policy recommendations targeting on future smart cities and industrial parks promotion, focusing on the perspectives of technological and social system innovations, innovative decision support tools, and smart management framework. Abstract The assessment of the spatial and temporal variations in the relationship between rural hollowing and urbanization is necessary for policy-making related to coordinating urban-rural development in counties with different levels and modes of urbanization. Based on county-level data in China from 2000 to 2015, this paper measured the urbanization rates and the rural hollowing index of counties and investigated the spatial and temporal variations in this relationship by spatial autocorrelation analysis and a coupling coordination degree model. The results show that (1) Positive correlations between urbanization and rural hollowing were found in overall, however, from the different stages of urbanization, differences were observed between this correlation. (2) Rural hollowing was positively spatially correlated with urbanization globally, but from a local perspective, four distinct patterns of local correlations existed between urbanization and rural hollowing. (3) The relationship between urbanization and rural hollowing changed from a slightly imbalanced coupling to a moderately balanced coupling, and specific spatial variations were identified. In particular, the degree of seriously imbalanced coupling is still increasing in the eastern and central inter-provincial border areas. (4) The dynamic relationship between urbanization and rural hollowing in China is illustrated by an inverted U-shaped curve due to the variations in the spatial distributions and temporal variances. Considering that most counties appear on the left side of the curve and are confronted with challenges that accelerate urbanization and rural hollowing in an urban-biased way, we suggest that decision makers incorporate suitable urbanization modes and comprehensive rural consolidation tools to boost urban-rural coordinated development. The removal of these shortcomings requires a scientific, systematic and quantitative evaluation of the state of the RoL regarding land and resources. To improve legal oversight in land administration, this paper introduces the development and application of a rule of law index (RoLI) for the evaluation of state land administration, which provides a theoretical basis and methodological guidance for the systematic evaluation of the RoL regarding land and resources by the Ministry of Land and Resources. Abstract Since 2014, the Chinese government has initiatednew-type urbanization under the guidance of 'the National New-type Urbanization Plan (2014–2020)', which embarks on a significant transformation of the model of urbanization in post-reform China. To understand the origin and outputs of this policy, this article demonstrates the context of China's new-type urbanization. The paper proposes a conceptual framework of new-type urbanization, which mainly includes four aspects: humanism, people-oriented urbanization; inclusivism, benefits sharing for urban and rural; sustainability, development without sacrifice of resources and environment; and harmonism, coordination. This is followed by an examination of the case of Anhui province, as a pilot province of China's new-type urbanization. Anhui has performed a lot of related work to promote citizenization of peasant workers and has made great progress on the reform of the household registration system. The study found that despite a special emphasis on people-oriented urbanization, the pressures and costs of citizenization of peasant workers are growing fast, accompanied by rising housing prices in cities. This insight suggests there are benefits and costs of promoting China's new-type urbanization. Abstract: Urban regeneration often involves complicated power relations among different stakeholders, in addition to the multi-actor governance structure. With a theoretical underpinning of the concept “regime building”, this paper examines how urban coalitions are being forged or dismantled in the process of redevelopment of urban villages in China. More importantly, this paper aims at illustrating how different forms of power relations eventually assist, deter and impact on the outcome of urban regeneration in this rural–urban transition in China. From examining the two cases (one more satisfactory than the other) in Shenzhen, we find that local authority in China plays a much more influential role than their counter-parts in the West. In addition, urban coalitions tend be more formal than that depicted by the Urban Regime theory. The more satisfactory case in this paper illustrates that the local authority which is diplomatic in their negotiation and shows commitment to support the private sector in the process of regeneration, especially in terms of resources and planning policy, tends to build more sustainable coalition that works, and vice versa. Abstract: Since the turn of the new millennium, the Chinese central government has focused significant attention on substantially improving rural residents’ well-being and achieving the coordinated development of urban and rural areas. This paper examines China’s rural transformation development based on three assessing indicator systems (the rural development level, the rural transformation level, and the urban–rural coordination level), using government socioeconomic data from 2000 to 2008. Spatial and statistical analyses, supported by SPSS 13 and ArcGIS 9.2 software, show that rural China has experienced universal and intense transformative development since 2000. China’s urban–rural coordination development declined greatly between 2000 and 2008. Our analysis shows that rural transformation development that corresponds to a certain rural development level will lead to the effective development of regional rural systems and an improved urban–rural relationship. This paper suggests that more attention needs to be paid to the powerful factors that fuel rural transformation development, especially in coastal China, to coordinate urban–rural development under the pressure of rapid industrialization and urbanization in the new century. Given the multiscale nature of regional inequalities in rural transformation development, improving rural development policies aimed at various rural transformation development types might be the most effective way to shape a more coordinated urban–rural development pattern in China. Abstract: This paper explores the possible effects of rural–urban migration and urbanization on China’s urban housing prices through focusing on a critical decade in urban housing reform, from 1995 to 2005. Compared with other countries, China differs, to a certain extent, in migration and urbanization patterns due to its unique Household Registration System (Hukou) and huge population base. However, very few empirical housing studies have examined the role of rapid urbanization and massive rural–urban migration in affecting housing price dynamics in China. This paper analyses the changes over time in housing prices in each Chinese province and examines empirically the determinants of urban house price at national and regional levels using time-series and cross-sectional data. The study finds that the abolition of the policy on the provision of welfare housing in 1998 is an important milestone in Chinese urban housing reform, which resulted in the market-oriented urban housing provision system. When comparing the results from coastal and inland provincial analyses, it is found that coastal provinces encountered greater pressure and challenges in dealing with the accommodation of migrants who were mainly from inland provinces. In contrast, inland provinces have relatively less pressure from migrants. The results from this paper are also in agreement with the hypothesis that regional variations in the urbanization level would have impact on the price of sold commodity houses. The results from this microlevel analysis of housing price may inform the Chinese policy makers to re-evaluate China’s urban housing reform policies from the perspective of facilitating labor migration and urbanization. Abstract The household registration (hukou) system has been regarded as the root cause of social exclusion in urban China. This article studies social integration in urban China by analysing the relationship between hukou identities, which differentiate citizenship in China, and trust in the central and local governments. Compared to urban locals, both rural migrants and urban migrants have lower levels of trust in the local government, which is consistent with the fact that migrants face hukou -based social exclusion in cities. Regarding trust towards the central government, while urban migrants have the lowest level, rural migrants still maintain a strong faith. Levels of generalized trust, perceptions of inequality and orientations towards authority vary systematically across the three groups of urban populations, thereby contributing to their differing political attitudes. In particular, feelings of political exclusion are prevalent among migrants and significantly erode their political trust. While improving the economic outcomes of migrants is necessary, our paper highlights the importance of promoting political integration among diversified urban populations. Abstract Numerous machine learning-based land change models have been presented by researchers over the last two decades. To date, however, far less have simulated multiple land use classes and specific land use subclasses at the same time. In some areas of the world, it is important to simulate both of these dynamics to understand fully the drivers and consequences of land change. One important example is the process of urbanization in China, as urban policies have been developed that guide urban expansion, rural protections, and urban subclass development. This paper presents a new model integrating geographic information systems (GIS) with artificial neural networks (ANNs) to predict multiple transitions among land use types and urban subclasses in the Zhanggong District of Ganzhou city in China. We show that the model produces satisfactory goodness of fit values-based on location, quantity and spatial configuration-between simulated and observed land use maps for 2015. Our simulated future maps produced by the model for 2020 and 2025 demonstrate that transitions from farmland and forest to urban will remain the main pathway of urbanization although we predict that the rate will slow after 2025. The goals of urban planning should be aligned with land use planning according to "Combining multiple laws and regulations" in China. Taking into account the current and future land use transitions will enhance the accuracy and timeliness of land use policy making and urban land planning. For the sustainable land use in Zhanggong District, we argue for a strengthened regulation of the land market by government and believe that planning officials should guide the spatial distribution of land supply actively. Furthermore, improving the production, living and ecological functions of land resources are the key points to optimize urban land use functions and the allocation of land resources. We discuss how our model can be adapted to other areas to benefit land use management and urban planning in China. Abstract Amid the prolific studies on urban metabolism is the relatively sparse research focusing on a specific industrial ecosystem. A general urban metabolism framework disconnected from specific industrial background is at the risk to misunderstand the key drivers of metabolic process, thereby failing to propose applicable measures for improving its sustainability. This paper aims to develop an industrial ecosystem level metabolism framework. This was conducted by following the major analytical tools such as material and energy flow analysis (MEFA) with a focus on the construction ecosystem, which plays a pivotal role in materializing the urban meanwhile generating negative by-products such as greenhouse-gas (GHG), pollutants, and construction waste. The framework was further applied to the construction ecosystem in Shanghai for confirming the major components it includes. Using the data in Shanghai, it was also discovered that the construction industry is generally less efficient in terms of metabolism. It is indicated that population , urbanization rate , concrete input , real estate investment , and the housing demolished and newly built are principal determinants explaining massive construction and demolition (C&D) waste generation in Shanghai. The framework can facilitate the understanding of construction ecosystem metabolic process, investigation of C&D waste generation and its main drivers, and evaluating and improving urban sustainability at an industrial scale. This paper investigates the impact of urbanization on provincial energy efficiency in China. Using panel data of 30 Chinese provinces between 2003 and 2014, we adopt a stochastic frontier model to estimate energy efficiency in China, and apply a series of spatial panel data models to tackle spatial dependence of energy efficiency between provinces. Our results show that the overall impact of urbanization on energy efficiency is negative in China. These results are established after controlling for spatial correlation and other confounding factors, and are also robust to various model specifications. We also document that the impact of urbanization on provincial energy efficiency manifests through both a direct negative impact induced by the focal province's urbanization process, and an indirect positive spillover effect caused by urbanization in adjacent areas. Abstract: China''s rapid urbanization, characterized by large-scale rural–urban migration and radial expansion of urban built-up areas, produces a new type of urban neighbourhood, namely the “urban village” (chengzhongcun). This paper considers the urban village as a community of interest for urbanized villagers, a migrant settlement with low-rent housing, and an urban self-organized grassroots unit, respectively related to the ambiguous property rights, an informal rental market, and the vacuum of state regulation. The urban village is therefore viewed as an unregulated asset despite its unruliness and disorder. Meanwhile, the formation and dynamics of the urban village are understood from the perspectives of land use transformation and property rights redistribution, with an additional emphasis on the succession of traditional social norms and networks. In this sense, the urban village can be seen as a transitional neighbourhood, characterized by unstable land rights and a mixture of rural and urban society. Drawing from the empirical data of 11 urban villages from six large Chinese cities, this paper presents the general characteristics of urban villages. This study points out that the vacuum of state regulation in the urban village makes possible a means of subsistence for landless villagers and provides low-cost residential space for migrants. Abstract: Farmland conversion has become an increasing concern in China and other parts of the world, including Europe and the USA. Be it for environmental or food security reasons, questions arise concerning how urbanization should be governed, i.e. what rules and regulations could enhance the efficiency and sustainability of land use. Taking a first step toward answering such questions, this paper describes different governance structures for farmland conversion in the Netherlands, Germany, and China. Secondly, it compares five identified differences between these countries in the realms of land property, land use planning, the role of the market, the role of government, and the performance of governance structures. The purpose of this paper is to develop an approach for comparing governance structures for land conversion that: (a) offers some opportunities for exchange of experience between the three countries and (b) provides a framework for further research on governance structures in farmland conversion. The remarkable growth of new towns in China in the past two decades has amazed the world. How shall we make sense of these mushrooming megaprojects, which profoundly reshape the social and economic landscape not only within China but also globally? Successive reports of epic failures – with many projects evolving into ghost towns – further obscure the picture. Existing literature has been useful in highlighting the political-economic logic behind China's new town frenzy, attributing the latter to China's marketization, decentralization, and globalization. These accounts, however, focus mostly on the recent past. Lacking a truly longitudinal approach, they tend to lose sight of the underlying links between the socialist past and the postsocialist present. This paper offers a relatively holistic historical review of China's three new town movements since 1949. While problematizing these historical processes, the paper draws insights from the theory of new state spaces, viewing new town development as a distinctive spatial strategy and project of the state to facilitate accumulation, social regulation, and state-building during specific historical periods. Exploring the relationship between ecosystem health and urbanization is the foundation for solving the ecological and environmental problems of urban ecosystems and has both theoretical and practical significance. This paper investigates the relationship between ecosystem health and urbanization in 260 Chinese cities in the years 2000, 2005 and 2010. For each city, four aspects of ecosystem health are evaluated and three types of urbanization are measured. The paper uses piecewise linear regression to explore the spatiotemporal dynamics of the relationship between urbanization and ecosystem health at both national and regional levels. Finally, the threshold levels of urbanization that cause changes in ecosystem health responses were estimated. The results show significant negative correlations between different dimensions of urbanization and ecosystem health at the national level, with spatial urbanization having a greater effect than economic and population urbanization. The results also reveal regional and temporal differences in the correlations at both national and regional levels, along with threshold levels for the effects of urbanization. This paper aims to explore the dynamic impacts of different urbanization characteristics and stages on ecosystem health, and help in reconciling the contradictions between economy, population, land expansion, and ecosystem health in different urbanization stages by identifying the thresholds of change trends. This paper investigates the new appearance of ethnic congregation in a Chinese city that is intimately tied to the worldwide web of production and global commodity chains. Through an empirical case study, the paper examines how the formation of ethnic enclaves in urban China is driven by the global shift of international production and the interaction between global forces and locally-bounded attributes. Its proposition is that the ethnic enclave should be conceptualized as both part of a global system and a locally-constructed place. This study adds to the “global–local nexus” literature on urban transformation by showing transnational spaces are produced by both exogenous and endogenous forces under global shift of capital, production and people.
