The paper presents a research on testing protocols for seismic performance assessment and qualification of buckling-restrained braces (BRBs). The purpose of the study was to propose new loading protocols that consider the most demanding performance requirements available worldwide. In this study, the loading protocols for qualification testing of BRBs prescribed in the codes of four countries/regions, United States, Europe, China, and Japan, plus a non-official Canadian loading protocol, were consulted. The review focused on the background and characteristics, such as the maximum deformation amplitude, deformation range, and number of cycles, of each loading sequence. Then, a database composed of 35 BRB specimens, selected from 16 past experimental studies, was compiled to perform a series of simulations of quasi-static cyclic tests of BRBs under the five different loading histories. The OpenSees platform was used to carry out the modeling, calibration, and analyses. The demands imposed to BRBs were evaluated in terms of cumulative inelastic deformation and cumulative dissipated energy. In addition, the cumulative distribution of the hysteretic energy was defined as a parameter for the assessment of the amplitude-growth rule of the loading protocols. Based on the code review and analyses results, a series of criteria were established and two new loading protocols, GLP-1 and GLP-2, were proposed. Results demonstrated that both proposed loading histories impose superior cumulative inelastic demands and showed a good agreement with the reference cumulative distribution of the hysteretic energy. Public affairs and lobbying is a high status and strategically vital public relations specialism. It is a field of PR practice that generates high levels of both scholarly and public concern in regard to its perceived role in supporting corporate power and the associated impact on the functional legitimacy of democratic institutions. For this paper a content analysis was conducted of academic journals (between 2000 and 2013) to provide insights into how public affairs and lobbying have been theorised and researched within public relations scholarship and to ascertain to what degree wider public concerns have been addressed. Findings include an empirical confirmation of the low level of research activity on public affairs; that stakeholder and rhetorical theories have been the most widely used theories, but are far from constituting dominant paradigms; that scholarship has privileged functional objectives over civic concerns; and that published work originates almost entirely from institutions in Europe and the US with the Global South invisible. The paper also discusses future directions for research in public affairs and advocates the placing of discourse into definitions of public affairs, and that academic public relations should assert responsibility for this field, but in a manner that more equitably balances organisational and societal concerns. Although malachite green (MG), is banned in Europe and US for its carcinogenic and teratogenic effect, the dye being cheap, is persistently used in various countries for fish farming, silk, dye, leather and textile industries. Current research, however, fails to elucidate adequate knowledge concerning the effects of MG in our ecosystem. In the present investigation, for the first time, an attempt has been made to study the effects of MG on soil biota by testing Bacillus subtilis , Azotobacter chroococcum , Saccharomyces cerevisiae , Penicillium roqueforti , Eisenia fetida and seeds of three crop plants of different families. Various tests were conducted for determining cytotoxicity, genotoxicity, acute toxicity, morphological and germination effect. Our data confirmed MG toxicity on fungi and bacteria (gram positive and gram negative organisms) showing elevated level of ROS. Genotoxicity caused in the microorganisms was detected by DNA polymorphism and fragmentation. Also, scanning electron microscopy data suggests that the inhibitory effect of MG to these beneficial microbes in the ecosystem might be due to pore formation in the cell and its eventual disruption. Filter paper and artificial soil test conducted on earthworms demonstrated a LC 50 of 2.6 mg cm −2 and 1.45 mg kg −1 respectively with severe morphological damage. However, seed germination of Mung bean, Wheat and Mustard was found to be unaffected in presence of MG up to 100 mg L −1 concentration. Thus, understanding MG toxicity in non target soil organisms and emphasis on its toxicological effects would potentially explicate its role as an environmental contaminant. [ABSTRACT FROM AUTHOR]

Abstract: The ESCAPE study (European Study of Cohorts for Air Pollution Effects) investigates relationships between long-term exposure to outdoor air pollution and health using cohort studies across Europe. This paper analyses the spatial variation of PM2.5, PM2.5 absorbance, PM10 and PMcoarse concentrations between and within 20 study areas across Europe. We measured NO2, NO x , PM2.5, PM2.5 absorbance and PM10 between October 2008 and April 2011 using standardized methods. PMcoarse was determined as the difference between PM10 and PM2.5. In each of the twenty study areas, we selected twenty PM monitoring sites to represent the variability in important air quality predictors, including population density, traffic intensity and altitude. Each site was monitored over three 14-day periods spread over a year, using Harvard impactors. Results for each site were averaged after correcting for temporal variation using data obtained from a reference site, which was operated year-round. Substantial concentration differences were observed between and within study areas. Concentrations for all components were higher in Southern Europe than in Western and Northern Europe, but the pattern differed per component with the highest average PM2.5 concentrations found in Turin and the highest PMcoarse in Heraklion. Street/urban background concentration ratios for PMcoarse (mean ratio 1.42) were as large as for PM2.5 absorbance (mean ratio 1.38) and higher than those for PM2.5 (1.14) and PM10 (1.23), documenting the importance of non-tailpipe emissions. Correlations between components varied between areas, but were generally high between NO2 and PM2.5 absorbance (average R 2 = 0.80). Correlations between PM2.5 and PMcoarse were lower (average R 2 = 0.39). Despite high correlations, concentration ratios between components varied, e.g. the NO2/PM2.5 ratio varied between 0.67 and 3.06. In conclusion, substantial variability was found in spatial patterns of PM2.5, PM2.5 absorbance, PM10 and PMcoarse. The highly standardized measurement of particle concentrations across Europe will contribute to a consistent assessment of health effects across Europe. [Copyright &y& Elsevier]

Abstract: Solar renewables in the form of solar thermal and photovoltaics (PVs) offer a complimentary solution to many winegrowing processes and in recent years have given rise to the concept of the ‘solar winery’. Globally, there are an estimated 184,300 winemaking facilities that could economically utilise solar energy. Of this total to date only 293 have been positively identified has having a substantial active solar installation. This paper catalogues and presents the variation in PV technology and systems designed and installed in winemaking facilities throughout the world. The vast majority of solar systems are in either the USA (specifically California) or Europe. Both these regions represent almost 92% of all the catalogued solar wineries. The average size of a Californian winery installation is 169.1 kWp DC whilst the average size for a European installation is 77.8 kWp DC. Details of the mounting formats, module and inverter selections are presented along with average module area per kWp DC and power (kWhs) per year per kWp DC. [Copyright &y& Elsevier]

Abstract: Space exploration is a multifaceted endeavor and will be a “grand challenge” of the 21st century. It has already become an element of the political agenda of a growing number of countries worldwide. However, the public is largely unaware of space exploration activities and in particular does not perceive any personal benefit. In order to achieve highly ambitious space exploration goals to explore robotically and with humans the inner solar system, space agencies must improve and expand their efforts to inform and raise the awareness of the public about what they are doing, and why. Therefore adopting new techniques aiming at informing and engaging the public using participatory ways, new communication techniques to reach, in particular, the younger generation will be a prerequisite for a sustainable long-term exploration program: as they will enable it and carry most of the associated financial burden. This paper presents an environmental analysis of space exploration in the United States and Europe and investigates the current branding stature of the National Aeronautics and Space Administration (NASA) and the European Space Agency (ESA). We discuss how improved market research and new branding methods can increase public space awareness and improve the image of NASA and ESA. We propose a new participatory approach to engage the public as major stakeholder (along governments, the industrial space sector and the science community) that may provide sufficient resources for and sustainability of a long-term space exploration program. Abstract: Since the turn of the 21st century, the onshore wind industry has seen significant growth due to the falling cost of wind generated electricity. This growth has coincided with an interest in the development of offshore wind farms. In Europe, governments and developers have begun establishing small to medium sized wind farms offshore to take advantage of stronger and more constant winds and the relative lack of landowner conflicts. In the U.S., several developers are in the planning and resource evaluation phases of offshore wind farm development, but no wind farms are currently operational or under construction. In this paper, we analyze the patterns of development in Europe and compare them to the U.S. We find significant differences in the patterns of development in Europe and the U.S. which may impact the viability of the industry in the U.S. We also discuss the policies used by European nations to stimulate offshore wind development and we discuss the potential impacts of similar policies in the U.S. [Copyright &y& Elsevier]

Abstract: With an outlook for higher global energy prices and concomitant increase of agricultural resources for the pursuit of fuel, consumers are expected to seek more fuel-economic transportation alternatives. This paper examines factors that influence the importance consumers place on fuel economy, with attention given to differences between American and European consumers. In a survey conducted simultaneously in the United States (U.S.) and Belgium in the fall of 2006, respondents in both countries ranked fuel economy high among characteristics considered when purchasing a new vehicle. Overall, respondents in the U.S. placed greater emphasis on fuel economy as a new-vehicle characteristic. Respondents'' budgetary concerns carried a large weight when purchasing a new vehicle as reflected in their consideration of a fuel''s relative price (e.g. gasoline vs. diesel vs. biofuel) and associated car repair and maintenance costs. On the other hand, high-income Americans displayed a lack of concern over fuel economy. Concern over the environment also played a role since consumers who felt empowered to affect the environment with their purchasing decisions (buying low and clean emission technology and fuels) placed greater importance on fuel economy. No statistically significant effects on fuel economy rankings were found related to vehicle performance, socio-demographic parameters of age, gender or education. Importantly, the tradeoff between using agricultural inputs for energy rather than for food, feed and fiber had no impact on concerns over fuel economy. Finally, contrary to expectations, U.S. respondents who valued domestically produced renewable fuels did not tend to value fuel economy. [Copyright &y& Elsevier]

Abstract: Despite increased efficiency in the use of natural resources, the use of these resources continues to increase in most societies. This paper examines the discrepancy between the potential decrease of use of natural resources, as an effect of increased efficiency, and actual use. During the period 1960–2002, this difference was found to grow faster in the USA than the mean for six West European countries. Possible reasons for this difference between the two regions are analysed. To reduce the anthropogenic flows of energy and material, and the consequent deleterious effects on the biosphere, it will become necessary to adapt consumption to degree of efficiency in the use of natural resources. Based on the comparison between the two regions, some economic aspects of this issue are discussed. [Copyright &y& Elsevier]

Abstract: Interoperability has been identified as a major issue to be addressed by every egovernment initiatives. In order to tackle this issue, the egovernment agencies have developed tools to facilitate the interchange of information between departments when providing public services to citizens and businesses through internet. This paper surveys how the egovernment agencies in Europe and the United States have developed tools such as interoperability frameworks and enterprise architectures. It covers specifically how the semantic technologies and standards have been incorporated into the interoperability frameworks. The incorporation is a sign of maturity, because interoperability is to cover not only technical aspects, but also semantic and, in the end, organisational aspects. [Copyright &y& Elsevier]

Abstract: After decades of designing magnetic and inertial fusion power plants, it is timely to develop a new framework for managing the activated (and contaminated) materials that will be generated during plant operation and after decommissioning—a framework that takes into account the lessons learned from numerous international fusion and fission studies and the environmental, political, and present reality in the U.S., Europe, and Japan. This will clearly demonstrate that designers developing fusion facilities will be dealing with the back end of this type of energy production from the beginning of the conceptual design of power plants. It is becoming evident that future regulations for geological burial will be upgraded to assure tighter environmental controls. Along with the political difficulty of constructing new repositories worldwide, the current reality suggests reshaping all aspects of handling the continual stream of fusion active materials. Beginning in the mid 1980s and continuing to the present, numerous fusion designs examined replacing the disposal option with more environmentally attractive approaches, redirecting their attention to recycling and clearance while continuing the development of materials with low activation potential. There is a growing international effort in support of this new trend. In this paper, recent history is analyzed, a new fusion waste management scheme is covered, and possibilities for how its prospects can be improved are examined. [Copyright &y& Elsevier]

Abstract: Developing a divertor concept for fusion power plants to be built after ITER is deemed to be an urgent task to meet the EU Fast Track scenario. This task is particularly challenging because of the wide range of requirements to be met, namely, the high incident peak heat flux, the blanket design with which the divertor has to be integrated, sputtering erosion of the plasma-facing material caused by the incident particles from the plasma, radiation effects on the properties of structural materials, and efficient recovery and conversion of the considerable fraction (∼15%) of the total fusion thermal power incident on the divertor. This paper provides an overview of the development of different conceptual divertor designs (water-cooled, liquid metal-cooled, and helium-cooled types); their advantages and disadvantages and expected performance are outlined and discussed. Emphasis is placed on summarizing the status and progress of R&D associated with He-cooled divertor designs which have been proposed in most of conceptual plant models in Europe and USA. It is well known that the United States has the greatest number of severe thunderstorms and tornadoes of any nation worldwide. Therefore, in the United States, a substantial infrastructure has evolved in response to the numerous natural hazards (not limited to severe thunderstorms and tornadoes) in an effort to reduce the societal impacts of these hazards. In addition to keeping records of the events, there are state and national programs (public and private) to help reduce the economic and social impacts on local communities that might otherwise have to prepare for severe storms and rebuild using only the limited local resources. This paper reviews the basics of the infrastructure that has been developed to deal with severe thunderstorms and tornadoes, and describes its history briefly, as well as considering some of its successes and problems.Although the American system should not be used as a simple template for Europe, it does need to be considered as Europe begins to address how to deal with the unique character of European severe storm hazards. Given that severe thunderstorm and tornado event frequencies are generally lower in Europe, as well as the smaller areas of individual European nations, each country has a correspondingly low annual event frequency, especially for the rare “high end” events that have the potential create major disasters. Collectively, however, the severe weather threat is almost certainly larger for Europe as a whole than most Europeans realize. Any decision concerning the phenomena that will be considered “severe weather” in Europe needs to be made in a purely European context. It is suggested that severe weather is best dealt with as the pan-European hazard it truly represents. Pan-European severe weather forecasting and research centers are proposed and issues that will need to be confronted are reviewed. [Copyright &y& Elsevier]
