The article analyzes the experience of foreign exchange intervention in the context of the European Monetary System (EMS) from 1979 to 1998 and the Exchange Rate Mechanism II (ERM II) in 1999. It compares the characteristics and functioning of the EMS and ERM II. It discusses the issue of effectiveness of secret intervention against overt intervention. It considers the microstructure of the foreign exchange market.
