Contemporary asylum laws challenge the narratives of migrants and legal professional teams. Struggles arise in requirements to tell the right story defined by legal norms while storytelling in everyday life relies on sociocultural norms. Professionals working with socially and legally vulnerable populations, as in education and asylum cases, can bridge that gap if we understand narrating as a relational process with credibility and coherence developing over time in terms of the clients' experience and institutional expectations. This paper presents dynamic storytelling methodology to guide such a process, applied successfully with a Roma community seeking inclusion in public education and used to interpret two unsuccessful asylum cases. Drawing on those examples, we conclude by proposing a socio-legal framework for collaborative lawyering in research on clinical legal training. The inclusion of children with autism spectrum disorder (ASD) in typical educational settings has only recently gained momentum in Greece, responding to the recommendations of the international conventions. Reform of special education legislation spotlights the inclusion of children with autism in mainstream schools. The principal goal is to accept the diversity and heterogeneity of all students. This paper presents the educational policy for children with ASD in Greece and comments on teachers' perceptions of inclusion. Education was an essential ingredient of the state strategy to address the so-called 'Indian question' in the Americas throughout the first half of the twentieth century. In the 1930s, Bolivian intellectuals promoted a new educational policy inspired by indigenismo, a trend of thought that sought to solve the problems faced by indigenous people concerning welfare, hygiene, agricultural techniques, and land issues; it also sought, to some extent, to teach them to value their own culture. The educational experience, originally conducted in the village of Warisata and then spread across the Andes, has merited special attention from historiography. However, very little is known about Warisata's replication in the country's lowlands. This paper explores the originality, scope, and limitations of the first project of socialization of 'non-subjected' societies of the Amazon Basin. That project was inspired by the postulates of the innovative Warisateño model, which aimed to give birth to a "new Indian" who would contribute actively and voluntarily to the progress of the nation. The categories adopted in that project, and the practices carried out, were inscribed in the positivists' thought, based on their view of the alleged "wild nature" and "savagery" of the groups with whom educators would interact. This study aims to contribute to the debate on the 'Indian question' in the Americas by highlighting the contradictions faced by intellectuals when designing projects for the "integration" of otherness into the nation. Although the Convention on the Rights of Persons with Disabilities (CRPD) proclaims the right to inclusive education, and much attention is being given to the goal of inclusive education in debates on human rights, there are doubts as to whether this right has led to a new direction in policy-making. The under-researched question is: why is there so much opposition to the implementation of the right to inclusive education? This paper examines the question by distinguishing between both the concept and practice of inclusive education. Using a specific interdisciplinary approach in order to critically analyse a legal norm, the paper looks into the very meaning of inclusive education by utilising some central conclusions from disability studies to appraise the ideal of inclusive education, and seeks to resolve related challenges by drawing upon political philosophy to investigate pragmatic solutions to the obstacles to inclusive education. This paper revisits the question of how brain drain affects the optimal education policy of a developing economy. Our framework of analysis highlights the complementarity between public spending on education and students' efforts to acquire human capital in response to career opportunities at home and abroad. Given this complementarity, we find that brain drain has conflicting effects on the optimal provision of public education. A positive response is called for when the international earning differential with destination countries is large, and when the emigration rate is relatively low. In contrast with the findings in the existing literature, our numerical experiments show that these required conditions are in fact present in a large number of developing countries; they are equivalent to those under which an increase in emigration induces a net brain gain. As a further contribution, we study the interaction between the optimal immigration policy of the host country and education policy of the source country in a game-theoretic framework. In 2001, the government in England pledged in the white paper Schools Achieving Success that all primary school pupils who wanted to should have the opportunity to learn to play a musical instrument. The research reported here aimed to establish what contributed to the success of the implementation of this policy. The findings showed that success depended on all school staff being committed to the programme; children having experience of high-quality provision; opportunities to participate in performance; and accessible progression routes. The Chinese government has acknowledged that in order to turn Chinese universities into world class institutions, it will have to grant them a greater degree of autonomy. However, the reforms that have been introduced to achieve this goal run counter to a long tradition of central government oversight. The question now presenting itself is how much actual control government has devolved to universities. The qualitative evidence presented in this paper, obtained through interviews with university presidents and Party secretaries, not only confirms that, as one might expect, Chinese universities continue to operate "in the shadow of hierarchy," but also and more importantly that formal efforts to devolve authority are being rendered ineffective by informal pressures and control mechanisms. Discussion reflects on the state of play in Chinese public administration studies, and urges public policy researchers examining devolution in China to account for both formal reforms and everyday "lived experiences." This paper introduces the concept of 'epistemic corruption' and applies it to current debates about the negative effects of education on the epistemic character of students. Epistemic corruption occurs when an agent comes to develop or exercise one or more epistemic vices due their interaction with a social environment. The phenomenon of epistemic corruption is especially important given modern enthusiasm, among virtue epistemologists and others, for the claim that education should aim to enhance the epistemic character of students by cultivating their epistemic virtues. After presenting a working account of the concept of epistemic corruption, three case studies are offered that document epistemically corrupting educational practices and policies. I conclude that study of the forms, practices, and effects of epistemic corruption should be an important dimension of virtue and vice epistemology. [ABSTRACT FROM AUTHOR]

This article examines how self-managed faculties in socialist Yugoslavia adopted market mechanisms in the 1970s and 1980s to attract international students and thus contributed to a commercialization of higher education. In the 1950s, Yugoslavia became a destination for students from postcolonial states because of its nonaligned politics. While Yugoslav officials first emphasized aid to students through scholarships, this article argues that projects based on profit seeking began to dominate thinking about aid in the late 1960s. Using archival records in Croatia and Serbia as well as UNESCO and World Bank reports, this article shows how domestic and international factors influenced these changes. Domestically, decentralizing political reforms and decreased funding for higher education allowed republic policy makers to disconnect technical aid from political priorities and to pursue self-financing international students. Detached from centralized policy making, Yugoslav university and republic leaderships, primarily in SR Croatia and SR Serbia, chose the immediate profits of international students over long-term investments in scholarship students. Internationally, reforms promoted by UNESCO and the World Bank shifted aid away from university training abroad to vocational training in situ. These new policies complemented an emerging international division of labor suited more to the economic interests of OECD states and multinational corporations than developing states. The paper presents an account of the founding of the Arya-Mehr (now Sharif) University of Technology, and the role that Dr. Mohammad Ali Mojtahedi had in its creation in 1965. The paper describes the landscape of science and technology in Iran in 1965, the year in which Shah Mohammad Reza Pahlavi appointed Mojtahedi to establish this university. It describes the various challenges that Mojtahedi faced in establishing the university, such as avoiding crippling government regulations and bureaucracy, hiring qualified faculty, attracting top students, developing an appropriate milieu for the cultivation of scientific and technological culture and, most importantly, setting the course for the university to become not only Iran's leading institution, but also one of world's credible institutions in science and engineering. The paper also discusses Mojtahedi's unique approach to these challenges, and how, despite his best intentions, he created the animosity and intrigues that resulted in his ousting in 1967. The objective of the paper is to analyze the determinants of social policies in Brazilian states. More specifically, it examines public spending in the areas of health and education and explores the possible causes of observed changes in the long run. The theoretical motivation for the paper is based on a literature review that affirms that, at the state level, the executive is unchecked within the political system and that, in addition, the rationale for the creation of public policies is, above all, linked to the individual objectives of the governor. Meanwhile, based on our findings, we discarded invalid hypotheses regarding the non-existence of any positive effect of the ideology of the governor on the level of social spending and regarding the absence of any negative impact of the number of commissions, even in governments controlled by the left, on this spending. The paper briefly outlines the history of Chinese educational migration to the West and discusses some of the policies and socioeconomic trends that have made China the largest source of international students today. It then presents findings from studies of Chinese students' experiences in Europe, which indicate that personal development and time for reflection is becoming part of what some middle class students and their parents expect from the study abroad experience. This opens new possibilities for European universities in the fields of humanities and social sciences. At the same time we will probably see a growing demand for study abroad programmes that offer training for social service sector professionals, a field where China has a perceived need for developing new attitudes and skills. Since the 1990s, the Chinese government has begun to propose a neologism - the educational concept of 'intrinsic development'. On the occasion of the 2012 Communist Party of China (CPC) National Congress, President Jinping Xi again called upon people to promote the intrinsic development of higher education. During the past 25 years, Chinese higher education has gone through drastic changes and reforms, but regrettably the idea of intrinsic development has not been expounded or defined adequately, let alone properly practised. Based on actual developments in the past and on the present situation, the author of the present article aims to examine the concept of intrinsic development and how it has been neglected or even betrayed in reality. The author concludes that the core idea of the intrinsic concept lies in improving the academic quality and level of Chinese higher education instead of worshipping the dazzling numbers of papers published and projects undertaken, in the natural growth of education from the inside instead of the quantitative expansion pushed by outside forces, in building the higher institutions and the disciplines with distinctive features instead of pursuing universal 'comprehensiveness,' and in developing a higher education in accordance with its internal and intrinsic laws instead of submitting to external forces, whether they are political, economic, or commercial. Recent media accounts suggest certain faith-based interest groups are increasingly pressuring provincial governments across Canada to ensure their views on education policy are acted upon. This paper offers a qualitative assessment of the policy influence possessed by faithbased groups active on the education file in Alberta and the factors responsible for this level of influence. Overall, such influence is not directly attributable to the group's size or resources nor can it be explained by the assumption that Alberta is overrun with religious citizens demanding socially conservative policies. Rather, the explanation is found in a more nuanced appreciation of the self-interested electoral calculations made by the long-governing Progressive Conservative party, on the one hand, as well as well as the party's long-running commitment to "school choice" on the other. This sentiment is intimately related to both the province's populist political culture as well as a broader ideological convergence around the principle of "free choice" in general, and the benefits of marketization in particular. In this paper I reflect on transformation in South African education policy, post-1994. The new curriculum for schools was underpinned by the democratic values of the constitution and was a time of renewal for music education. However, over time as the original curriculum documents were revised, the focus of promoting indigenous traditions was abandoned and replaced by an overtly Western approach to music education. It is against this background that I also reflect on the transformation that occurred as a result of a continuing professional development programme that arose from a need to improve curriculum implementation in the arts. In the development and implementation process of NIPRCES, fifteen ministries and national committees were involved and an efficient collaborative mechanism was established. All NIPRCES-covered schools were required to serve meals on a daily basis. By the end of June 2012, the proportions of students choosing ‘school feeding’, ‘food package’ and ‘family feeding’ modes were respectively 64·0 %, 32·0 % and 4·0 %. The central government subsidized school meals annually by more than $US 2·5 billion and invested $US 4·8 billion on school kitchens to support this programme.ConclusionsThe NIPRCES is a significant movement of governmental nutritional intervention in China. Food safety, financial security, decentralization and other potential concerns should be considered and lessons can be learned from other countries. This paper is concerned with the development of national primary education regimes in Europe, North America, Latin America, Oceania, and Japan between 1870 and 1939. We examine why school systems varied between countries and over time, concentrating on three institutional dimensions: centralization, secularization, and subsidization. There were two paths to centralization: through liberal and social democratic governments in democracies, or through fascist and conservative parties in autocracies. We find that the secularization of public school systems can be explained by path-dependent state-church relationships (countries with established national churches were less likely to have secularized education systems) but also by partisan politics. Finally, we find that the provision of public funding to private providers of education, especially to private religious schools, can be seen as a solution to religious conflict, since such institutions were most common in countries where Catholicism was a significant but not entirely dominant religion. In Japan, the ability to speak and understand English is widely regarded as essential for communication in a ‘globalized’ world. At the same time, however, many Japanese are reluctant to communicate in English because they perceive themselves (and are often perceived by others) to be poor speakers of English, despite the fact that they will have studied English for at least six years in junior and senior high school. In response to this, the Japanese Ministry of Education, Culture, Sports, Science and Technology (MEXT) has recently revised the national syllabus for English teaching. The revised syllabus places more emphasis on developing oral communication skills, and proposes a much greater use of communicative language teaching (CLT) methodology in order to bring this about. This paper describes the present situation of CLT in Japan based on questionnaire data obtained from 48 Japanese university students, and proposes that a more effective and practical approach to CLT and English teaching more generally may be obtained by adopting a ‘World Englishes’ point of view. In recent years over half of all African states have re-introduced some form of universal basic service provision, though many more have done so in education when compared with health. Most existing explanations of these developments have emphasised the importance of demand side factors associated with democratisation. This paper argues that while democratisation has been important in generating pressure for reform, alliances with actors outside the state – such as donors and non-state service providers – have been the critical enabling factor allowing weak states to overcome their capacity constraints and respond. Two illustrative case studies are used to show how variation in alliance opportunities has led to differences in outcomes both between social sectors and across countries. An inter-sector comparison of health and education policy in Tanzania shows how a difference in donor policy preferences between sectors – donors having converged behind the principle of universal primary education but not universal healthcare – has led to variation in alliance opportunities and hence policy outcomes. A ‘least likely’ case of healthcare reform in Lesotho shows how an alliance with a non-state provider has made difficult reforms possible. [ABSTRACT FROM PUBLISHER]

This paper examines changes between 1992 and 2010 in Japanese junior high school history textbooks’ representations of imperial Japan's colonialism and aggression in Asia, using documentary study and interviews with actors in the textbook production process. Following a trend to increase textbook material on Japan's wartime aggression in the mid-1990s, after 2000 publishers approached this topic in contrasting ways, some expanding and some reducing their coverage, with dramatically varying results in terms of market share. Publishers’ decisions on content were related to their market position and to changes in local textbook adoption procedures that have increased the decision-making power of appointed boards of education at the expense of teachers. Increased market share since 2000 is associated primarily with a progressive pedagogy in tune with recent curriculum reforms. The recent spotlight on textbook adoption has exposed weaknesses in the system, such as inadequate representation of the local community and insufficient guarantee of teachers’ expert input in the adoption process. With the introduction of new textbook approval criteria requiring their conformity with the patriotic emphases of the revised Fundamental Law on Education of 2006, the content of future textbooks will clearly be strongly influenced by both approval and adoption processes. Abstract. The regionalization of public policy is one of the most remarkable transformations European states have undergone since the 1970s. Through an examination of this particular development, the article explores theories of interregional competition in two very different cases: education policy in France, a decentralized unitary state where regional governments are entrusted with limited policy competences in this field, and Germany, a federal state where regions have exclusive responsibility over secondary education. The paper shows that, in both cases, interregional competition lends itself neither to a race to the bottom nor a race to the top, but rather to a race to the middle. Regional governments aim, in fact, to demonstrate that they adopt similar policies to other regions so as to avoid being blamed by both the electorate and the central state. The first Iranian to study medicine abroad was sent to Britain by the Iranian government in 1811, during the early decades of the Qajar period (1796-1925). The second student was sent to France in 1815, along with four other students. Another group of five students, including the third student of medicine, was sent to France in 1845. Forty-two others, including five medical students, were dispatched to France in 1858. Most members of the latter group were among the first graduates of Tehran Dar al-Fonun (House of Techniques) School. Then, in 1928, during Reza Shah Pahlavi's reign (1925-41), a special act was passed by the Iranian parliament (Majlis) according to which the Ministry of Education would send 100 students abroad annually for higher education at the government's expense. The practice was suspended in 1935 with the advent of the Second World War. Between 1928 and 1935, a total of 640 students, including 125 medical students, were sent abroad. The majority of the medical students (84 percent) were sent to France. Most of these medical graduates returned to Iran and in subsequent years played a significant role in further propagation of modern medical knowledge in the country. The paper presents a brief historical account of the conditions of public health and medical education between 1811 and 1935 as well as biographical sketches of some of the best-known or most influential medical figures among these graduates. Coming from Botswana, South Africa, Zimbabwe, Ghana and Kenya, the papers in this Special Issue on Music Education in Africa cannot portray a definitive story of music education in all 54 sovereign states in the Continent, but as a first step towards understanding what matters in this region of the world, the range of topics in this issue provides us with a focal point for dialogue. Although sex education lessons have been provided in our schools for many years, concerns about the sexual health and practices of the nation's youth remain centre stage. In recent years, a number of initiatives have been introduced, with varying degrees of success, to increase young people's awareness of sexual matters and to reduce the high number of unplanned teenage pregnancies. One particularly controversial idea is that parents should be divested of the right to withdraw their children from sex education classes. In this paper, I consider the implications of this proposal, paying special attention to the response of those conservative religious organisations most likely to oppose it. My central thesis is that, while the state should be careful not to ride rough-shod over the wishes of parents in what is an extremely emotive area, the interests of the child are paramount and all young people in maintained secondary schools should have access to comprehensive sex education programmes. In the 1990s, efforts were launched in the Republic of Sakha (Yakutia) in the Russian Federation to support the revival of Sakha (Yakut) language education. This interdisciplinary study examines the evolution of school-based Sakha language education in the city of Yakutsk over a 25-year period beginning with the launching of the first reforms in the 1990s. Language education reform in the capital city has been shaped by a dynamic interplay between federal, regional, and local factors. Grassroots social and cultural activism continues to play a key role in school-based language revitalization in Yakutsk, influencing how policies have been received and implemented at the local level. Local community stakeholders are working together to counteract federal education policies, which direct school resources away from minority language education. This case study shows that the Sakha (Yakut) language revival has taken root in the capital city, and it provides important evidence that civic activism continues to develop in urban areas of the republic. This article explores the relationship between minority city-level and state-level political representations through the analysis of the contested implementation of state education policies in Tallinn and Riga. Referring to the US debate on this issue, the article asks what role minority incorporation into city-level power structures can play for its substantive representation. The comparison between Tallinn and Riga reveals two potential answers to this question. The case of Riga illustrates how city-level representation can be an alternative representativechannelthrough which the minority can put pressure on state government and magnify its political voice within the country's democratic space. On the contrary, the case of Tallinn illustrates how a municipality can be an alternativelocusof representation, which does not guarantee minority empowerment but rather entraps the minority at the local level within the implicit understanding that the minority (or at least the parties that get the minority vote) can “have its share” locally, but it cannot hope to influence state policies. The comparison between the two cases reveals different levels of legitimacy of the minority's voice in the democratic debate of Estonia and Latvia, and shows the risks and opportunities linked to the two models of minority city-level incorporation. This contribution looks into nationalization and education in European borderlands in the early post-World War II period. Belonging to Belgium and Poland, respectively, in the interwar years, the Eupen–St. Vith–Malmedy and the East-Upper Silesia regions came under German rule during World War II. Returned to the Belgian and Polish nation-states once the war was over, the regions experienced a pronounced upheaval in the population profile as a result of population transfers and reorientations in education curricula. The aim of these measures was to guarantee the national reliability of borderland inhabitants, with a special role being designated for teachers, who were perceived as crucial in the raising of children as national citizens imbued with certain core values. This contribution compares the methods employed by the authorities in selecting educational personnel for their borderlands, the nationalizing role teachers were to play and the way teachers gave meaning to their professional practices. This article examines Yugoslav national programs of ruling political elites and its concrete implementation in education policy in interwar Yugoslavia. It is argued that at the beginning of the period Yugoslavism was not inherently incompatible with or subordinate to Serbian, Croatian or to a lesser degree Slovenian national ideas. However, the concrete ways in which Yugoslavism was formulated and adopted by ruling elites discredited the Yugoslav national idea and resulted in increasing delineation and polarization in the continuum of national ideas available in Yugoslavia. Throughout the three consecutive periods of political rule under scrutiny, ruling elites failed to reach a wider consensus regarding the Yugoslav national idea or to create a framework within which a constructive elaboration of Yugoslav national identity could take place. By the end of the interwar period, the Yugoslav national idea had become linked exclusively to conservatism, centralism, authoritarianism and, for non-Serbian elites at least, Serbian hegemony. The military had been concerned about military patriotic education for a long time when Putin's Patriotic Education Programme was published. As soon as the collapse of the Soviet Union occurred, followed a few years later by the creation of the Russian armed forces, they had already been developing patriotic education programmes aimed primarily at youth, aided by veterans of local wars, both volunteers and recruits. The aim of this article is to show that the military version of patriotic education aims openly to encourage military service, and that the Russian state will try to enlist veterans of the Afghanistan and Chechen wars in activities linked to military patriotic education and its spread in military and civilian spheres. Our hypothesis is that the determination to bring veterans together around a common project has two aims: (1) to federate veterans around the authorities and (2) to channel a population that escapes government control and some of whose excesses on their return to civilian life (violence towards the population in the context of their function, for veterans of the Interior Ministry in particular) have darkened the image of the ministries known as the “power” ministries.
