Growing rapidly before the early 2000s, literature on provincial Thai politics has dwindled in recent years. This article makes a small attempt to redress this trend by highlighting one distinctive yet understudied emerging electoral dynamics in provincial Thailand. Specifically, drawing mainly on Thai-language primary sources, this paper shows that in the majority of Thailand’s provinces, the Provincial Administrative Organisation, an electoral institution that has received an unprecedented amount of state funding in the post-1997 age of decentralisation, has enabled influential political families to retain and even increase their power. As political and economic power has been decentralised from Bangkok, it has ironically been centralised in the hands of a limited number of oligarchic provincial elites. This phenomenon is not an historical aberration; rather, it should be viewed as one manifestation or product of Thailand’s enduring patrimonial culture, in which public officeholders’ positions are regarded as an extension of their personal or familial property. As a wide-reaching institutional reform, China's fiscal decentralization was launched in the early 1980s to encourage provincial economic growth by granting more financial autonomy to provincial governments. In this paper, the impact of fiscal decentralization on China's environmental quality is investigated both theoretically and empirically. A neoclassical model is developed based on the primary characteristics of China's fiscal decentralization. Using provincial panel data for the period 1995-2015, a two-equation regression model is employed to empirically verify the three propositions of the theoretical model: (1) there exists an inverted-U shaped relationship between fiscal decentralization and GDP per capita; (2) fiscal decentralization is positively related to GDP per capita at the steady state; (3) there is an inverted-U shaped Environmental Kuznets Curve relationship between pollution emissions and economic growth. The Internet of Things (IoT) has recently emerged as an innovative technology capable of empowering various areas such as healthcare, agriculture, smart cities, smart homes and supply chain with real-time and state-of-the-art sensing capabilities. Due to the underlying potential of this technology, it already saw exponential growth in a wide variety of use-cases in multiple application domains. As researchers around the globe continue to investigate its aptitudes, a collective agreement is that to get the best out of this technology and to harness its full potential, IoT needs to sit upon a flexible network architecture with strong support for security, privacy and trust. On the other hand, blockchain (BC) technology has recently come into prominence as a breakthrough technology with the potential to deliver some valuable properties such as resiliency, support for integrity, anonymity, decentralization and autonomous control. Several BC platforms are proposed that may be suitable for different use-cases, including IoT applications. In such, the possibility to integrate the IoT and BC technology is seen as a potential solution to address some crucial issues. However, to achieve this, there must be a clear understanding of the requirements of different IoT applications and the suitability of a BC platform for a particular application satisfying its underlying requirements. Two main elements characterize a country as federal and the development of its federal system. The first one is directly connected to competences and how regions may or may not have powers over public policies. The second one focuses on the fiscal arena, and how regions generate their own income and share it with the central government. This paper describes from a historical point of view the different phases that the Spanish federal process has followed since its beginning in 1978 up to the last reform in 2016. These phases are related to the composition of both the regional and the national governments. It is therefore is important to investigate the connection between changes in these compositions and how they may have affected the phases of decentralization. Employing the new institutionalism paradigm and seeking for critical junctures in the different moments, we show how national governments are more important in shaping this process than regional ones. The need for reputation assessment is particularly strong in peer-to-peer (P2P) systems because the peers’ personal site autonomy is amplified by the inherent technological decentralization of the environment. However, the decentralization notion makes the problem of designing a P2P-based reputation assessment substantially harder in P2P networks than in centralized settings. Existing reputation systems tackle the reputation assessment process in an ad hoc manner. There is no systematic and coherent way to derive measures and analyze the current reputation systems. In this paper, we propose a reputation assessment process and use it to classify the existing reputation systems. Simulation experiments are conducted and focused on the different methods in selecting the recommendation sources and collecting the recommendations. This article contributes to the literatures on the governance of activation and the territorial structure of the welfare state by drawing attention to the institutional designs of active welfare states and the architectures of decentralisation, as well as to their manifestations and implications. With the end of capturing dissimilar intergovernmental models of activation, this paper develops a framework of ‘centre–regional’ relations, which we apply to the cases of Italy and Spain – two countries that have devolved active labour market policy powers to their regions but have organised power-sharing structures very differently. The findings suggest that when it comes to active welfare states, horizontal arrangements are linked to salient institutional variations across the territory. By contrast, hierarchical structures, which are characterised by a dominant role of central level governments, are linked to higher levels of cohesion. These findings are relevant as they expose the manifestations and implications of distinct decentralisation models on activation regimes, welfare states, as well as on welfare clients. We use an agent-based computational approach to show how inflation can worsen macroeconomic performance by disrupting the mechanism of exchange in a decentralized market economy. We find that, in our model economy, increasing the trend rate of inflation above 3% has a substantial deleterious effect, but lowering it below 3% has no significant macroeconomic consequences. Our finding remains qualitatively robust to changes in parameter values and to modifications to our model that partly address the Lucas critique. Finally, we contribute a novel explanation for why cross-country regressions may fail to detect a significant negative effect of trend inflation on output even when such an effect exists in reality. This article argues that weak local governments increase levels of taxation by "borrowing" institutional capacity from certain types of businesses. While many businesses lobby against taxation, businesses that are locally owned, nationally connected, and logistically complex build robust associations that support taxation. These types of businesses benefit from improvements in public infrastructure, so they empower their associations to monitor members' tax compliance and to pressure officials to uphold their spending commitments. The article demonstrates the necessity of business support for taxation in the absence of state capacity by comparing two Philippine cities that differ in their ability to tax despite a number of similarities between them. The case studies show that tax increases co-varied with business support, and that business support waxed and waned depending on over-time variation in the capability of business associations to discourage tax evasion and to enforce official commitments to spend on infrastructure. Access to quality healthcare varies across the national territory inside Latin American countries, with some subnational units enjoying higher-quality care than others. Such territorial inequality is consequential, as residents of particular regions face shorter life spans and an increased risk of preventable disease. This article analyzes trajectories of territorial healthcare inequality across time in Argentina, Brazil, and Mexico. The data reveal a large decline in Brazil, a moderate decline in Mexico, and low levels of change followed by a moderate decline in Argentina. The article argues that two factors account for these distinct trajectories: the nature of the coalition that pushed health decentralization forward and the existence of mechanisms for central government oversight and management. What causes stark differences in living standards between subnational units? What can countries do to lessen such variations? This article argues that there is an aspect of national policy frameworks that impacts subnational provision of social services: the sensitivity of policy to the particularities of place. Place-sensitive policies make adaptations to the way social services are organized and provided across a country, so that they are better equipped to deal with the different characteristics of places and better support their well-being. When policies are place-sensitive, subnational provision is facilitated in poor, rural, and marginal locations in a country. In contrast, place-blind policies employ a one-size-fits-all approach that excludes people in vulnerable areas and aggravates inequalities in social service provision and social outcomes. Decentralization has triggered widespread use of the subnational comparative method in the study of Latin American politics. Simultaneously, it has created challenges for this method that deserve careful attention. While subnational governments after decentralization can often be treated as potentially autonomous policy jurisdictions, their autonomy is also subject to new constraints and incursions, which may limit scholars' ability to treat them as relatively independent units. By taking stock of the vibrant literature that has emerged in recent years, this article explores three major challenges that complicate the use of the subnational comparative method. Two are vertical in nature: how to theorize national causes of subnational variation, and how the varied linkages between subnational governments and transnational actors can be conceptualized in work that compares subnational units. Blockchain technology has rapidly emerged as a decentralized trusted network to replace the traditional centralized intermediator. Especially, the smart contracts that are based on blockchain allow users to define the agreed behaviour among them, the execution of which will be enforced by the smart contracts. Based on this, we propose a decentralized booking system that uses the blockchain as the intermediator between hoteliers and travellers. The system enjoys the trustworthiness of blockchain, improves efficiency and reduces the cost of the traditional booking agencies. The design of the system has been formally modelled using the CSP# language and verified using the model checker Process Analysis Toolkit. This article focuses on a method that utilizes the theory of transfer pricing and decentralization, in the context of a linear programming model, with the goal of developing a scheme of transfer pricing for financial resources. The authors will approach this study by applying the Dantzig-Wolfe decomposition principle to an integrated linear programming model of the corporation. The article also seeks to focus on researching the implications of this model for internal pricing of financial resources.

BackgroundAlthough considerable attention has been paid to the use of quantitative methods in health research, there has been limited focus on decentralisation research using a qualitative-driven mixed method design. Decentralisation presents both a problematic concept and methodological challenges, and is more context-specific and is often multi-dimensional. Researchers often consider using more than one method design when researching phenomena is complex in nature.AimTo explore the effects of decentralisation on the provision of primary healthcare services.MethodsQualitative-driven mixed method design, employing three methods of data collections: focus group discussions (FGDs), semi-structured interviews (SSIs) and participant observations under two components, that is, core component and supplementary components were used. Four FGDs with health service practitioners, three FGDs with district stakeholders, 20 SSIs with health service users and 20 SSIs with national stakeholders were carried out. These were conducted sequentially. NVivo10, a data management program, was utilised to code the field data, employing a content analysis method for searching the underlying themes or concepts in the text material.FindingsBoth positive and negative experiences related to access, quality, planning, supplies, coordination and supervision were identified.ConclusionThis study suggests some evidence of the effects of decentralisation on health outcomes in general, as well as filling a gap of understanding and examining healthcare through a qualitative-driven mixed methods approach, in particular. Future research in the area of qualitative in-depth understanding of the problems (why decentralisation, why now and what for) would provoke an important data set that benefits the researchers and policy-makers for planning and implementing effective health services. The slave trade in nineteenth-century Central Asia involved hundreds of thousands of slaves, predominantly Persian Shī'ites, and stopping the trade was alleged to be a major motivating factor in the Russian conquest of the region. Nevertheless, Central Asian slavery remains little-studied and little-understood. In this article I will argue, first, that the region's slave trade was characterized by decentralized trade networks and by abundant inter-nomadic trade; and, second, that Russian efforts to end the slave trade by decree and through military force in the 1860s and 70s were not as successful as has often been assumed. Responsibility for health and social care services is being delegated from central to local authorities in an increasing number of countries. In the Netherlands, the planned transfer of responsibility for day care for people with dementia from the central government to municipalities is a case in point. The impacts of this decentralisation process for innovative care concepts such as day care at green care farms are largely unknown. We therefore interviewed representatives of municipalities and green care farms to explore what consequences they expected of decentralisation for their organisations and people with dementia. Our study shows that communication and collaboration between municipalities and green care farms is relatively limited. Consequently, municipalities are insufficiently aware of how green care farms can help them to perform their new tasks and green care farmers know little about what municipalities expect from them in the new situation. We therefore recommend that municipalities and green care farms keep each other informed about their responsibilities, duties and activities to ensure a tailored package of future municipal services for people with dementia. The emergence of fiat money is studied in a multiple-matching environment in which exchange is organized around trading posts and prices are determined with a dynamic monopolistically competitive framework. Each household consumes a bundle of commodities and has a preference for consumption variety. We determine the endogenous organization of exchange between firms and shoppers, the means of factor payment (remuneration), and the prices at which these trades occur. We verify that the endogenous linkage of factor payments with the medium of exchange can lead to a monetary equilibrium outcome where only fiat money trades for goods, an ex ante feature of cash-in-advance models. We also examine the long-run effects of money growth on equilibrium exchange patterns. A key finding, consistent with documented hyperinflationary episodes, is that a sufficiently rapid expansion of the money supply leads to the gradual emergence of barter, where sellers accept both goods and cash payments and workers receive part of their remuneration in goods. Urban–rural harmonisation has risen to prominence in recent social security reform in China. This article offers an account of the changing welfare institutions and social citizenship configurations unfolded by this particular policy approach. As social activism gained substantial weight as part of the regional developmental strategies of local governments, harmonisation efforts have led to a boundary shift of social citizenship largely defined by the within–without criterion rather than the urban–rural divide. In places where urban–rural harmonisation takes hold, the pivotal criterion for claiming social benefits is the possession of local resident status, regardless of whether this status is urban or rural. The heterogeneity of regional social security developments resulting from social decentralisation also calls attention to the ‘variable geometry’ of institutional change, i.e. various social policy domains manifest diverse degrees of institutional dynamics towards harmonisation. In this light, urban–rural harmonisation is likely to trigger competitive solidarity in terms of regional competition and emulation in economic development and social provision, leading to regional disparities that will shape the future contours of social policy and social citizenship in China. This article discusses reforms of the design of the organisational arena for policy implementation and service provision in European welfare states, focusing on the policy areas of income protection and activation. First, it discusses and compares recent reform programmes in four countries: the UK, Germany, Denmark and the Netherlands. The comparison shows that these reforms share some common characteristics: the establishment of one-stop agencies, decentralisation, the introduction of quasi-markets for the provision of activation services, a reduction of the role and influence of social partners and the use of new public management instruments in managing public agencies. Secondly, the article argues that these reforms are not merely reflecting new ways of thinking about organising the public sector and providing public services, but should also be interpreted as responses to policy administration and implementation problems arising in the process of making welfare states more activating.
