Convective snow (CS) presents a significant hazard to motorists and is one of the leading causes of weather-related fatalities on Pennsylvania roadways. Thus, understanding environmental factors promoting CS formation and organization is critical for providing relevant and accurate information to those impacted. Prior research has been limited, mainly focusing on frontal CS bands often called "snow squalls"; thus, these studies do not account for the diversity of CS organizational modes that is frequently observed, highlighting a need for a robust climatology of broader CS events. To identify such events, a novel, radar-based CS detection algorithm was developed and applied to WSR-88D radar data from 10 cold seasons in central Pennsylvania, during which 159 cases were identified. Distinct convective organization modes were identified: linear (frontal) snow squalls, single cells, multicells, and streamer bands. Each algorithm-flagged radar scan containing CS was manually classified as one of these modes. Interestingly, the most-studied frontal mode only occurred <5% of the time, whereas multicellular modes dominated CS occurrence. Using the times associated with each CS mode, synoptic and local environmental information from model analyses was investigated. Key characteristics of CS environments compared to null cases include a 500-hPa trough in the vicinity, lower-tropospheric conditional instability, and sufficient moisture. Environments favorable for the different CS modes featured statistically significant differences in the 500-hPa trough axis position, surface-based CAPE, and the unstable layer depth, among others. These results provide insights into forecasting CS mode, explicitly presented in a forecasting decision tree. Significance Statement: Convective snow events such as snow squalls are a leading cause of weather-related deaths on Pennsylvania roads. Research into these events is limited, thus negatively impacting forecast skill. To better understand convective snow event frequency of occurrence, inter- and intra-annual variability, and their supporting environments, we performed a 10-yr radar-based climatology of these events. We report the results of this climatology and on the statistically significant differences in their supporting environments. Instruments such as Doppler lidars, radar wind profilers, and uncrewed aircraft systems could be used in observation networks to fill in the temporal and spatial gap that exists for low-level wind observations. These instruments, however, do not directly observe the wind and require a retrieval to be used to obtain wind estimates from their observations. Also, the depth and uncertainty of observations collected by these instruments vary depending on the environment that they are sampling. Optimal estimation is a variational retrieval method that combines information from a prior dataset and observations to retrieve an atmospheric state. This technique can be beneficial to use when observations have large uncertainties or provide insufficient information to obtain the atmospheric state by themselves. A new optimal estimation retrieval for obtaining wind profiles from typical lower atmospheric wind profiling instrumentation has been developed. This retrieval allows for more observations from wind profiling instrumentation to be used when retrieving wind profiles, increases the depth of retrieved profiles, and eliminates vertical data gaps. This retrieval can also be used to easily combine observations from different instruments or even with model data to create combined data wind retrievals that leverage the strengths of the different data sources to retrieve a wind profile that is superior to those obtained by the individual observations or data sources. It is envisioned that this retrieval will be continued to be developed and maintained as community software as lower atmospheric wind observing capabilities further develop and expand. This paper considers theoretical and observed uncertainties in the estimates of ZDR and ρHV(0) using data from an operational S-band radar and a mobile X-band radar. Cases of widespread uniform precipitation including bright-band, clear air, and ash echoes from forest fires are all considered in order to obtain a wide range of ρHV(0) values as this along with the radar frequency and spectrum width determines the uncertainties. The theoretical uncertainties in these parameters provide a good estimate of the lower bound of the standard deviations of the observed values where these have been estimated using the adjacent data to the target pixel. The implications for the accuracy of precipitation estimation, particle identification, and estimates of drop-size distributions are discussed. Significance Statement: High-quality quantitative precipitation and particle size/classification retrievals using weather radar are strongly dependent on the accuracy of ZDR and ρHV(0). Accurate precipitation characterization relies on the estimation of raindrop size distribution (RDSD) from observations. While various techniques using centimeter-wavelength radars have been proposed for RDSD retrieval, the potential of millimeter-wavelength polarimetric radars, offering enhanced spatial and temporal resolution while capturing light to moderate rain, remains unexplored. This study focuses on retrieving the mass-weighted mean diameter Dm using a dual-frequency cloud radar. Since the differential reflectivity Zdr is ineffective for Dm retrieval at 94 GHz, and simulations demonstrate a strong dependence of the differential backscatter phase δco on Dm, the estimation of δco takes precedence in this paper. Notably, δco remains unaffected by attenuation and polarimetric calibration. Addressing the initial requirement of disentangling backscattering and propagation effects at millimeter wavelength, an automatic algorithm is proposed to detect Rayleigh plateaus in the spectral domain. Subsequently, a methodology for estimating δco and its associated error is presented. Leveraging simulation results, confidence intervals for Dm that align with δco confidence intervals are retrieved. The assessment of Dm and its confidence interval at 35 and 94 GHz is conducted employing disdrometer-derived Dm. The results demonstrate a comprehensive concordance within a margin of 0.2 mm, underscoring the cloud radar's efficacy in delineating nuanced variations in the raindrop mean diameter versus altitude. The validation process encounters difficulties for Dm below 1 mm, as the disdrometer-derived Dm may exhibit an overestimation, while the cloud-radar-derived Dm may exhibit an underestimation. Quantifying the costs of radar outages allows value to be attributed to the alternate datasets that help mitigate outages. When radars are offline, forecasters rely more heavily on nearby radars, surface reports, numerical weather prediction models, and satellite observations. Monetized radar benefit models allow value to be attributed to individual radars for mitigating the threat to life from tornadoes, flash floods, and severe winds. Eighteen radars exceed $20 million in annual benefits for mitigating the threat to life from these convective hazards. The Jackson, Mississippi, radar (KDGX) provides the most value ($41.4 million), with the vast majority related to tornado risk mitigation ($29.4 million). During 2020–23, the average radar is offline for 2.57% of minutes or 9.27 days per year and experiences an average of 58.9 outages per year lasting 4.32 h on average. Radar outage cost estimates vary by location and convective hazard. Outage cost estimates concentrate at the top, with 8, 2, 4, and 5 radars exceeding $1 million in outage costs during 2020, 2021, 2022, and 2023, respectively. The KDGX radar experiences outage frequencies of 4.92% and 5.50% during 2020 and 2023, resulting in outage cost estimates > $2 million in both years. Combining outage cost estimates for all radars suggests that approximately $29.1 million in annual radar outage costs may be attributable as value to alternative datasets for helping mitigate radar outage impacts. Significance Statement: This study combines information on radar status and monetized radar benefit models to attribute value to individual radars, estimate radar outage costs, and quantify the potential value of alternative datasets during outage-induced gaps in coverage. Eighteen radars exceed $20 million in annual benefits for mitigating the combined threat to life from tornadoes, flash floods, and severe winds. The first and third most valuable radars, both in Mississippi, experience outage frequencies twice the national average, accounting for a disproportionate share of the overall outage costs. Radar rainfall nowcasting has mostly been applied to relatively large (often rural) domains (e.g., river basins), although rainfall nowcasting in small urban areas is expected to be more challenging. Here, we selected 80 events with high rainfall intensities (at least one 1-km2 grid cell experiences precipitation >15 mm h−1 for 1-h events or 30 mm day−1 for 24-h events) in five urban areas (Maastricht, Eindhoven, The Hague, Amsterdam, and Groningen) in the Netherlands. We evaluated the performance of 9060 probabilistic nowcasts with 20 ensemble members by applying the short-term ensemble prediction system (STEPS) from Pysteps to every 10-min issue time for the selected events. We found that nowcast errors increased with decreasing (urban) areas especially when below 100 km2. In addition, at 30-min lead time, the underestimation of nowcasts was 38% larger and the discrimination ability was 11% lower for 1-h events than for 24-h events. A set of gridded correction factors for the Netherlands, CARROTS (Climatology-based Adjustments for Radar Rainfall in an Operational Setting) could adjust the bias in real-time QPE and nowcasts by 70%. Yet, nowcasts were still found to underestimate rainfall more than 50% above 40-min lead time relative to the reference, which indicates that this error originates from the nowcasting model itself. Also, CARROTS did not adjust the rainfall spatial distribution in urban areas much. In summary, radar-based nowcasting for urban areas (between 67 and 213 km2) in the Netherlands exhibits a short skillful lead time of about 20 min, which can only be used for last-minute warning and preparation. Observations of clouds and precipitation in the microwave domain from the active dual-frequency precipitation radar (DPR) and the passive Global Precipitation Measurement (GPM) Microwave Imager (GMI) onboard the GPM Core Observatory satellite are used in synergy with cloud tracking information derived from infrared imagery from the GOES-13 and Meteosat-7 geostationary satellites for analysis of the life cycle of precipitating cloud systems, in terms of temporal evolution of their macrophysical characteristics, in several oceanic and continental regions of the tropics. The life cycle of each one of the several hundred thousand cloud systems tracked during the 2-yr (2015–16) analysis period is divided into five equal-duration stages between initiation and dissipation. The average cloud size, precipitation intensity, precipitation top height, and convective and stratiform precipitating fractions are documented at each stage of the life cycle for different cloud categories (based upon lifetime duration). The average life cycle dynamics is found remarkably homogeneous across the different regions and is consistent with previous studies: systems peak in size around midlife; precipitation intensity and convective fraction tend to decrease continuously from the initiation stage to the dissipation. Over the three continental regions, Amazonia (AMZ), central Africa (CAF), and Sahel (SAH), at the early stages of clouds' life cycle, precipitation estimates from the passive GMI instrument are systematically found to be 15%–40% lower than active radar estimates. By highlighting stage-dependent biases in state-of-the-art passive microwave precipitation estimates over land, we demonstrate the potential usefulness of cloud tracking information for improving retrievals and suggest new directions for the synergistic use of geostationary and low-Earth-orbiting satellite observations. Geostationary Operational Environmental Satellites (GOES) Radar Estimation via Machine Learning to Inform NWP (GREMLIN) is a machine learning model that outputs composite reflectivity using GOES-R Series Advanced Baseline Imager (ABI) and Geostationary Lightning Mapper (GLM) input data. GREMLIN is useful for observing severe weather and initializing convection for short-term forecasts, especially over regions without ground-based radars. This study expands the evaluation of GREMLIN's accuracy against the Multi-Radar Multi-Sensor (MRMS) System to the entire contiguous United States (CONUS) for the entire annual cycle. Regional and temporal variation of validation metrics are examined over CONUS by season, day of year, and time of day. Since GREMLIN was trained with data in spring and summer, root-mean-square difference (RMSD) and bias are lowest in the order of summer, spring, fall, and winter. In summer, diurnal patterns of RMSD follow those of precipitation occurrence. Winter has the highest RMSD because of cold surfaces mistaken as precipitating clouds, but some of these errors can be removed by applying the ABI clear-sky mask product and correcting biases using a lookup table. In GREMLIN, strong echoes are closely related to the existence of lightning and corresponding low brightness temperatures, which result in different error distributions over different regions of CONUS. This leads to negative biases in cold seasons over Washington State, lower 30-dBZ critical success index caused by high misses over the Northeast, and higher false alarms over Florida that are due to higher frequency of lightning. This article describes a concept whereby future operational polarimetric phased array radars (PPAR) routinely monitor ice crystal alignment regions caused by thundercloud electric fields with volume scan updates (∼12 min−1) sufficient to resolve the temporal variation due to lightning and subsequent rapid electric field regeneration in nonsevere thunderstorms. Routine observations of crystal alignment regions may enhance thunderstorm nowcasting through comparison of their temporal and spatial structure with other polarimetric signatures, integration with lightning detection data, and assimilation into convection resolving numerical weather prediction models. If crystal alignment observations indicate strong electrification well in advance of the first lightning strike and likewise reliably indicate the decay of strong electric fields at the end of a storm, this capability may improve warning for lightning-sensitive activities such as airport ramp operations and space launch. Experimental observations of crystal alignment volumes in central Oklahoma severe storms and their relation to those storms' structures are presented and used to motivate discussion of possible PPAR architectures. In one case—a tornadic supercell—these observations illustrate an important limitation. Even the hypothesized 12 min−1 volume scan update rate would not resolve the temporal variation of the crystal alignment regions in such storms, suggesting that special, adaptive scanning methods may be appropriate for such storms. We describe how future operational phased array radars could support a crystal alignment measurement mode via parallel, time-multiplexed processing and discuss potential impacts on the radar's primary weather observation mission. The success of the National Severe Storms Laboratory's (NSSL) experimental Warn-on-Forecast System (WoFS) to provide useful probabilistic guidance of severe and hazardous weather is mostly due to the frequent assimilation of observations, especially radar observations. Phased-array radar (PAR) technology, which is a potential candidate to replace the current U.S. operational radar network, would allow for even more rapid assimilation of radar observations by providing full-volumetric scans of the atmosphere every ∼1 min. Based on previous studies, more frequent PAR data assimilation can lead to improved forecasts, but it can also lead to ensemble underdispersion and suboptimal observation assimilation. The use of stochastic and perturbed parameter methods to increase ensemble spread is a potential solution to this problem. In this study, four stochastic and perturbed parameter methods are assessed using a 1-km-scale version of the WoFS and include the stochastic kinetic energy backscatter (SKEB) scheme, the physically based stochastic perturbation (PSP) scheme, a fixed perturbed parameters (FPP) method, and a novel surface-model scheme blending (SMSB) method. Using NSSL PAR observations from the 9 May 2016 tornado outbreak, experiments are conducted to assess the impact of the methods individually, in different combinations, and with different cycling intervals. The results from these experiments reveal the potential benefits of stochastic and perturbed parameter methods for future versions of the WoFS. Stochastic and perturbed parameter methods can lead to more skillful forecasts during periods of storm development. Moreover, a combination of multiple methods can result in more skillful forecasts than using a single method. Significance Statement: Phased-array radar technology allows for more frequent assimilation of radar observations into ensemble forecast systems like the experimental Warn-on-Forecast System. However, more frequent radar data assimilation can eventually cause issues for prediction systems due to the lack of ensemble spread. Thus, the purpose of this study is to explore the use of four stochastic and perturbed parameter methods in a next-generation Warn-on-Forecast System to generate ensemble spread and help prevent the issues from frequent radar data assimilation. Recent studies from the Seeded and Natural Orographic Wintertime Clouds: The Idaho Experiment (SNOWIE) demonstrated definitive radar evidence of seeding signatures in winter orographic clouds during three intensive operation periods (IOPs) where the background signal from natural precipitation was weak and a radar signal attributable to seeding could be identified as traceable seeding lines. Except for the three IOPs where seeding was detected, background natural snowfall was present during seeding operations and no clear seeding signatures were detected. This paper provides a quantitative analysis to assess if orographic cloud seeding effects are detectable using radar when background precipitation is present. We show that a 5-dB change in equivalent reflectivity factor Ze is required to stand out against background natural Ze variability. This analysis considers four radar wavelengths, a range of background ice water contents (IWC) from 0.012 to 1.214 g m−3, and additional IWC introduced by seeding ranging from 0.012 to 0.486 g m−3. The upper-limit values of seeded IWC are based on measurements of IWC from the Nevzorov probe employed on the University of Wyoming King Air aircraft during SNOWIE. This analysis implies that seeding effects will be undetectable using radar within background snowfall unless the background IWC is small, and the seeding effects are large. It therefore remains uncertain whether seeding had no effect on cloud microstructure, and therefore produced no signature on radar, or whether seeding did have an effect, but that effect was undetectable against the background reflectivity associated with naturally produced precipitation. Significance Statement: Operational glaciogenic seeding programs targeting wintertime orographic clouds are funded by a range of stakeholders to increase snowpack. Glaciogenic seeding signatures have been observed by radar when natural background snowfall is weak but never when heavy background precipitation was present. This analysis quantitatively shows that seeding effects will be undetectable using radar reflectivity under conditions of background snowfall unless the background snowfall is weak, and the seeding effects are large. It therefore remains uncertain whether seeding had no effect on cloud microstructure, and therefore produced no signature on radar, or whether seeding did have an effect, but that effect was undetectable against the background reflectivity associated with naturally produced precipitation. Alternative assessment methods such as trace element analysis in snow, aircraft measurements, precipitation measurements, and modeling should be used to determine the efficacy of orographic cloud seeding when heavy background precipitation is present. In this study, we investigate the synergy of elastic backscatter lidar, Ku-band radar, and submillimeter-wave radiometer measurements in the retrieval of ice from satellite observations. The synergy is analyzed through the generation of a large dataset of ice water content (IWC) profiles and simulated lidar, radar and radiometer observations. The characteristics of the instruments (frequencies, sensitivities, etc.) are set based on the expected characteristics of instruments of the Atmosphere Observing System (AOS) mission. A hold-out validation methodology is used to assess the accuracy of the IWC profiles retrieved from various combinations of observations from the three instruments. Specifically, the IWC and associated observations are randomly divided into two datasets, one for training and the other for evaluation. The training dataset is used to train the retrieval algorithm, while the evaluation dataset is used to assess the retrieval performance. The dataset of IWC profiles is derived from CloudSat reflectivity and CALIOP lidar observations. The retrieval of the ice water content IWC profiles from the computed observations is achieved in two steps. In the first step, a class, of 18 potential classes characterized by different vertical distribution of IWC, is estimated from the observations. The 18 classes are predetermined based on the k-means clustering algorithm. In the second step, the IWC profile is estimated using an ensemble Kalman smoother algorithm that uses the estimated class as a priori information. The results of the study show that the synergy of lidar, radar, and radiometer observations is significant in the retrieval of the IWC profiles. Nevertheless, it should be mentioned that this synergy was found under idealized conditions, and additional work might be required to materialize it in practice. The inclusion of the lidar backscatter observations in the retrieval process has a larger impact on the retrieval performance than the inclusion of the radar observations. As ice clouds have a significant impact on atmospheric radiative processes, this work is relevant to ongoing efforts to reduce uncertainties in climate analyses and projections. In this study, we evaluate the ability of the High-Resolution Rapid Refresh (HRRR) model to forecast cloud characteristics through comparison of observed and simulated satellite brightness temperatures (BTs) and radar reflectivity during different weather phenomena in December 2021: the Mayfield, Kentucky, tornado on 11 December, a heavy snow event in Minnesota from 10 to 11 December, and the Midwest derecho on 15 December. This is done to illustrate the importance of examining model accuracy across a range of weather phenomena. Observation and forecast objects were created using the Method for Object-Based Diagnostic Evaluation (MODE). HRRR accurately depicted the spatial displacements between observation cloud (defined using BTs) and radar reflectivity objects, namely, the centers of cloud objects are to the east of the radar objects for the tornado and derecho events, and generally west of the radar objects for the snow event. However, HRRR had higher (less intense) simulated BTs and higher (more intense) radar reflectivity than the observations for the tornado event. Simulated radar reflectivity is higher and BTs are lower than the observations during the middle of the snow event. Also, simulated radar reflectivity is higher and BTs are lower than the observations during the derecho event. Of the three weather events, the HRRR forecasts are most accurate for the snow event, based on the object-based threat score, followed by the derecho and tornado events. The tornado event has lower accuracy because matches between paired simulated and observation objects are worse than for the snow event, with less similarity in size forecast objects and greater distance between paired object centers. Significance Statement: The purpose of this study is to assess the accuracy of forecast cloud and radar objects, defined using simulated satellite brightness temperatures and radar reflectivity, from the High-Resolution Rapid Refresh (HRRR) model. This assessment was conducted for a tornado, snow, and derecho event from December 2021. Results from these three events indicate that the HRRR model accurately represents the observed displacement between the center of cloud and radar objects for the tornado and derecho events, and is the most accurate overall for the snow event. NASA's multisatellite precipitation product from the Global Precipitation Measurement (GPM) mission, the Integrated Multi-satellitE Retrievals for GPM (IMERG) product, is validated over tropical and high-latitude oceans from June 2014 to August 2021. This oceanic study uses the GPM Validation Network's island-based radars to assess IMERG when the GPM Core Observatory's Microwave Imager (GMI) observes precipitation at these sites (i.e., IMERG-GMI). Error tracing from the Level 3 (gridded) IMERG V06B product back through to the input Level 2 (satellite footprint) Goddard Profiling Algorithm GMI V05 climate (GPROF-CLIM) product quantifies the errors separately associated with each step in the gridding and calibration of the estimates from GPROF-CLIM to IMERG-GMI. Mean relative bias results indicate that IMERG-GMI V06B overestimates Alaskan high-latitude oceanic precipitation by +147% and tropical oceanic precipitation by +12% with respect to surface radars. GPROF-CLIM V05 overestimates Alaskan oceanic precipitation by +15%, showing that the IMERG algorithm's calibration adjustments to the input GPROF-CLIM precipitation estimates increase the mean relative bias in this region. In contrast, IMERG adjustments are minimal over tropical waters with GPROF-CLIM overestimating oceanic precipitation by +14%. This study discovered that the IMERG V06B gridding process incorrectly geolocated GPROF-CLIM V05 precipitation estimates by 0.1° eastward in the latitude band 75°N–75°S, which has been rectified in the IMERG V07 algorithm. Correcting for the geolocation error in IMERG-GMI V06B improved oceanic statistics, with improvements greater in tropical waters than Alaskan waters. This error tracing approach enables a high-precision diagnosis of how different IMERG algorithm steps contribute to and mitigate errors, demonstrating the importance of collaboration between evaluation studies and algorithm developers. Significance Statement: Evaluation of IMERG's oceanic performance is very limited to date. This study uses the GPM Validation Network to conduct the first extensive assessment of IMERG V06B at its native resolution over both high-latitude and tropical oceans, and traces errors in IMERG-GMI back through to the input GPROF-CLIM GMI product. IMERG-GMI overestimates tropical oceanic precipitation (+12%) and strongly overestimates Alaskan oceanic precipitation (+147%) with respect to the island-based radars studied. IMERG's GMI estimates are assessed as these should be the optimal estimates within the multisatellite product due to the GMI's status as calibrator of the GPM passive microwave constellation. This study uses a new, unique dataset created by combining multi-Doppler radar wind and reflectivity analysis, diabatic Lagrangian analysis (DLA) retrievals of temperature and water substance, and a complex hail trajectory model to create millions of numerically simulated hail trajectories in the Kingfisher, Oklahoma, supercell on 29 May 2012. The DLA output variables are used to obtain a realistic, 4D depiction of the storm's thermal and hydrometeor structure as required input to the detailed hail growth trajectory model. Hail embryos are initialized in the hail growth module every 3 min of the radar analysis period (2251–0000 UTC) to produce over 2.7 million hail trajectories. A spatial integration technique considering all trajectories is used to identify locations within the supercell where melted particles and subsevere and severe hailstones reside in their lowest and highest concentrations. It is found that hailstones are more likely to reside for longer periods closer to the downshear updraft within the midlevel mesocyclone in a region of decelerated midlevel mesocyclonic horizontal flow, termed the downshear deceleration zone (DDZ). Additionally, clusters of trajectories are analyzed using a trajectory clustering method. Trajectory clusters show there are many trajectory pathways that result in hailstones ≥ 4.5 cm, including trajectories that begin upshear of the updraft away from ideal growth conditions and trajectories that grow within the DDZ. There are also trajectory clusters with similar shapes that experience widely different environmental and hailstone characteristics along the trajectory. Significance Statement: The purpose of this study is to understand how hail grew in a thunderstorm that was observed by numerous instruments. The observations were input into a hail trajectory model to simulate hail growth. We found a part of the storm near the updraft where hailstones could remain aloft longer and therefore grow larger. Most modeled severe hailstones were found in the storm in this region. The Gridpoint Statistical Interpolation (GSI)-based four- and three-dimensional ensemble–variational (4DEnVar and 3DEnVar) methods are compared as a smoother and a filter, respectively, for rapidly changing storms using the convective-scale direct radar reflectivity data assimilation (DA) framework. Two sets of experiments with varying DA window lengths (WLs; 20, 40, 100, and 160 min) and radar observation intervals (RIs; 20 and 5 min) are conducted for the 5–6 May 2019 case. The RI determines the temporal resolution of ensemble perturbations for the smoother and the DA interval for the filter spanning the WL. For experiments with a 20-min RI, evaluations suggest that the filter and the smoother have comparable performance with a 20-min WL; however, extending the WL results in the outperformance of the filter over the smoother. Diagnostics reveal that the degradation of the smoother is attributed to the increased degree of nonlinearity and the issue of time-independent localization as the WL extends. Evaluations for experiments with different RIs under the same WL indicate that the outperformance of the filter over the smoother diminishes for most forecast hours at thresholds of 30 dBZ and above when shortening the RI. Diagnostics show that more frequent interruptions of the model introduce model imbalance for the filter, and the increased temporal resolution of ensemble perturbations enhances the degree of nonlinearity for the smoother. The impact of model imbalance on the filter overwhelms the enhanced nonlinearity on the smoother as the RI reduces. Significance Statement: The background uncertainties of rapidly changing storms suffer from fast error growth and high degrees of nonlinearities during the data assimilation (DA) period. Two variants of the ensemble-based DA method can account for such temporal evolution. The smoother uses background ensemble from multiple observation times over an assimilation period to estimate the propagation of statistics. The filter frequently calculates the statistics at multiple observation times over the same period. Current comparisons of the smoother and the filter were mostly performed using simple models; however, unknowns remain for convection-allowing forecasts with additional complexities. This study compares the filter and the smoother for the convective-scale analysis and prediction using a real-data study and finds that the comparison varies with the assimilation period and the observation interval. The scientific community has long acknowledged the importance of high-temporal-resolution radar observations to advance science research and improve high-impact weather prediction. Development of innovative rapid-scan radar technologies over the past two decades has enabled radar volume scans of 10–60 s compared to 3–5 min with traditional parabolic dish research radars and the WSR-88D radar network. This review examines the impact of rapid-scan radar technology, defined as radars collecting volume scans in 1 min or less, on atmospheric science research spanning different subdisciplines and evaluates the strengths and weaknesses of the use of rapid-scan radars. In particular, a significant body of literature has accumulated for tornado and severe thunderstorm research and forecasting applications, in addition to a growing number of studies of convection. Convection research has benefited substantially from more synchronous vertical views, but could benefit more substantially by leveraging multi-Doppler wind retrievals and complementary in situ and remote sensors. In addition, several years of forecast evaluation studies are synthesized from radar testbed experiments, and the benefits of assimilating rapid-scan radar observations are analyzed. Although the current body of literature reflects the considerable utility of rapid-scan radars to science research, a weakness is that limited advancements in understanding of the physical mechanisms behind observed features have been enabled. There is considerable opportunity to bridge the gap in physical understanding with the current technology using coordinated efforts to include rapid-scan radars in field campaigns and expanding the breadth of meteorological phenomena studied. Significance Statement: Recently developed rapid-scan radar technologies, capable of collecting volumetric (i.e., three-dimensional) measurements in 10–60 s, have improved temporal sampling of weather phenomena. This review examines the impact of these radar observations from the past two decades on science research and emerging operational capabilities. Substantial breadth and impact of research is evident for tornado research and forecasting applications, in addition to documentation of other rapidly evolving phenomena associated with deep convection, such as tornadoes, hail, lightning, and tropical cyclones. This review identifies the strengths and weaknesses of how these radars have been used in scientific research to inform future studies, emerging from the increasing availability and capability of rapid-scan radars. Doppler weather radars are powerful tools for investigating the inner-core structure and intensity of tropical cyclones (TCs). The Doppler velocity can provide quantitative information on the vortex structure in the TCs. The generalized velocity track display (GVTD) technique has been used to retrieve the axisymmetric circulations and asymmetric tangential flows in the TCs from ground-based single-Doppler radar observations. GVTD can have limited applicability to asymmetric vortices due to the closure assumption of no asymmetric radial flows. The present study proposes a new closure formulation that includes asymmetric radial flows, based on the Helmholtz decomposition. Here it is assumed that the horizontal flow is predominantly rotational and expressed with a streamfunction, but limited inclusion of wavenumber-1 divergence is available. Unlike the original GVTD, the decomposition introduces consistency along the radius by solving all equations simultaneously. The new approach, named GVTD-X, is applied to analytical vortices and a real TC with asymmetric structures. This approach makes the retrieval of axisymmetric flow relatively insensitive to the contamination from asymmetric flows and to small errors in storm center location. For an analytical vortex with a wavenumber-2 asymmetry, the maximum relative error of the axisymmetric tangential wind retrieved by GVTD-X is less than 2% at the radius of the maximum wind speed. In practical applications, errors can be evaluated by comparing results for different maximum wavenumbers. When applied to a real TC, GVTD-X largely suppressed an artificial periodic fluctuation that occurs in GVTD from the aliasing of the neglected asymmetric radial flows. Significance Statement: In tropical cyclone (TC) wind retrievals from single-Doppler weather radar observations, closure assumptions are required for the retrieval equations. The present study proposes a new closure allowing asymmetric radial winds and improving retrievals for TC winds in the previously developed technique. The relative error of the axisymmetric tangential wind in idealized vortices from the new approach is less than 2% at the radius of the maximum wind speed. In applying to a real TC with an elliptical eyewall, we found that the new approach can largely suppress an artificial evolution of the tangential winds in the previous retrieval technique. The use of radial velocity information from the European weather radar network is a challenging task, because of a heterogeneous radar network and the different ways of providing the Doppler velocity information. Preprocessing is therefore needed to harmonize the data. Radar observations consist of a very high resolution dataset, which means that it is both demanding to process as well as that the inherent resolution is much higher than the model resolution. One way of reducing the number of data is to create "super observations" (SO) by averaging observations in a predefined area. This paper describes the preprocessing necessary to use radar radial velocities in the data assimilation where the SO construction is included. Our main focus is to optimize the use of radial velocities in the HARMONIE-AROME numerical weather model. Several experiments were run to find the best settings for first-guess check limits as well as a tuning of the observation error value. The optimal size of the SO and the corresponding thinning distance for radar radial velocities was also studied. It was found that the radial velocity information and the reflectivity from weather radars can be treated differently when it comes to the size of the SO and the thinning. A positive impact was found when adding the velocities together with the reflectivity using the same SO size and thinning distance, but the best results were found when the SO and thinning distance for the radial velocities are smaller than the corresponding values for reflectivity. The interferometric radar altimeter (IRA) is an innovative remote sensing sensor that enables the observation of mesoscale and submesoscale (meso–submesoscale) ocean dynamic phenomena. The charge-neutral atmosphere introduces path delay and bending in signal propagation. In this study, three types of sea surface height (SSH) errors caused by charge-neutral atmosphere propagation path for IRA were identified: differential delay error (DDE), path delay error (PDE), and path bending error (PBE). Among them, DDE exhibits a proportionality to the negative zenith neutral delay (ZND) and demonstrates a significant increase with the incident angle; PDE is solely reliant on the ZND; PBE is like DDE in trend and magnitude resembling a ramp. Intriguingly, PBE exhibits insensitivity to variations in the charge-neutral atmosphere, behaving more like a systematic error. Theoretically, PBE leads to an increase in the SSH error of about 1.2 cm at far range for SWOT. The ZND spectrum fitted from the Jason-3 zenith delay correction data is additionally utilized to simulate the spatial distribution of ZND anomaly within the SWOT observation swaths. Then, the impact of PDE anomaly (PDEA), PBE, and DDE anomaly (DDEA) on the observation performance of SWOT is also considered in conjunction with SSH data provided by HYCOM. The findings indicate that both PDEA and PBE significantly reduce IRA's performance in oceanic phenomena, while the impact of DDEA can be disregarded. The PBE can distort the sea surface trend and increases the mean sea level within the range, requiring further attention. Significance Statement: This paper focuses on how the signal path affects the accuracy of measuring sea surface height (SSH) using the interferometric radar altimeter (IRA) in the charge-neutral atmosphere. The present paper defines three types of SSH errors caused by propagation path to IRA, namely, differential delay error (DDE), path delay error (PDE), and path bending error (PBE). Three types of SSH errors will make a significant impact on the altimetry performance of IRA. Among them, PDE spatial anomaly and PBE will reduce the expected observation performance of the meso–submesoscale ocean phenomena in IRA's swath, while PBE has not received enough attention in previous studies. The three-dimensional (3D) structure of precipitation systems is highly dependent on hydrometeor formation processes and microphysics. This study aims to characterize distinct vertical profiles of precipitation regimes by relying on the availability of a high-quality, spatially dense radar network and its capability to observe the 3D structure of the storms. A deep-learning-based framework, coupled with unsupervised clustering methods, is developed to identify types of precipitation structures irrespective of their physical properties. A 6-month period of 3D reflectivity profiles from the Multi-Radar Multi-Sensor (MRMS) network is used to identify different regimes and investigate their properties with respect to the underlying environmental conditions. Dominant features retrieved from radar reflectivity profiles using convolutional neural-network-based autoencoders are employed to identify similar-looking vertical structures using coupled k-means and agglomerative clustering algorithms. The k-means method identifies distinct groups, while the agglomerative clustering visualizes intercluster relationships. The framework identifies 18 clusters that can be broadly combined into five groups of varied echo-top heights. The 18 clusters demonstrate variability with respect to structural features and precipitation rate/type, implying that profiles in each group belong to a physically different precipitation regime. An independent analysis of the regime properties is conducted by matching the MRMS reflectivity profiles with environmental parameters derived from the High-Resolution Rapid Refresh model forecasts. The distribution of the environmental variables confirms cluster-specific feature properties, confirming the physics-based regime separation across the clusters and their dependence on the vertical structure. The identified precipitation regimes can assist in developing physics-guided retrievals and studying precipitation regimes. Significance Statement: This study proposes a systematic model to identify precipitation profiles of distinct vertical structures and evaluate their dependence on environmental conditions. The model was developed using ground-based radar observations; however, there is potential to extend this model to reflectivity profiles from both ground- and satellite-based sensors. In addition, the identified precipitation regime clusters could be a proxy for the vertical structure of precipitation systems and assist in determining the structural variability within traditional precipitation type classification (e.g., convective versus stratiform). Moreover, identifying the precipitation regimes could also be used to improve satellite-based precipitation retrievals. The interaction of airflow with complex terrain has the potential to significantly amplify extreme precipitation events and modify the structure and intensity of precipitating cloud systems. However, understanding and forecasting such events is challenging, in part due to the scarcity of direct in situ measurements. Doppler radar can provide the capability to monitor extreme rainfall events over land, but our understanding of airflow modulated by orographic interactions remains limited. The SAMURAI software is a three-dimensional variational data assimilation (3DVAR) technique that uses the finite element approach to retrieve kinematic and thermodynamic fields. The analysis has high fidelity to observations when retrieving flows over a flat surface, but the capability of imposing topography as a boundary constraint is not previously implemented. Here, we implement the immersed boundary method (IBM) as pseudo-observations at their native coordinates in SAMURAI to represent the topographic forcing and surface impermeability. In this technique, neither data interpolation onto a Cartesian grid nor explicit physical constraint integration during the cost function minimization is needed. Furthermore, the physical constraints are treated as pseudo-observations, offering the flexibility to adjust the strength of the boundary condition. A series of observing simulation sensitivity experiments (OSSEs) using a full-physics model and radar emulator simulating rainfall from Typhoon Chanthu (2021) over Taiwan are conducted to evaluate the retrieval accuracy and parameter settings. The OSSE results show that the strength of the IBM constraints can impact the overall wind retrievals. Analysis from real radar observations further demonstrates that the improved retrieval technique can advance scientific analyses for the underlying dynamics of orographic precipitation using radar observations. Multiscale valid time shifting (VTS) was explored for a real-time convection-allowing ensemble (CAE) data assimilation (DA) system featuring hourly assimilation of conventional in situ and radar reflectivity observations, developed by the Multiscale Data Assimilation and Predictability Laboratory. VTS triples the base ensemble size using two subensembles containing member forecast output before and after the analysis time. Three configurations were tested with 108-member VTS-expanded ensembles: VTS for individual mesoscale conventional DA (ConVTS) or storm-scale radar DA (RadVTS) and VTS integrated to both DA components (BothVTS). Systematic verification demonstrated that BothVTS matched the DA spread and accuracy of the best-performing individual component VTS. The 10-member forecasts showed BothVTS performs similarly to ConVTS, with RadVTS having better skill in 1-h precipitation at forecast hours 1–6, while Both/ConVTS had better skill at later hours 7–15. An objective splitting of cases by 2-m temperature cold bias revealed RadVTS was more skillful than Both/ConVTS out to hour 10 for cold-biased cases, while BothVTS performed best at most hours for less-biased cases. A sensitivity experiment demonstrated improved performance of BothVTS when reducing the underlying model cold bias. Diagnostics revealed enhanced spurious convection of BothVTS for cold-biased cases was tied to larger analysis increments in temperature than moisture, resulting in erroneously high convective instability. This study is the first to examine the benefits of a multiscale VTS implementation, showing that BothVTS can be utilized to improve the overall performance of a multiscale CAE system. This paper explores whether particles within uniformly spaced generating cells falling at terminal velocity within observed 2D wind fields and idealized deformation flow beneath cloud top can be reorganized consistent with the presence of single and multibanded structures present on WSR-88D radars. In the first experiment, two-dimensional wind fields, calculated along cross sections normal to the long axis of snowbands observed during three northeast U.S. winter storms, were taken from the initialization of the High-Resolution Rapid Refresh model. This experiment demonstrated that the greater the residence time of the particles in each of the three storms, the greater particle reorganization occurred. For experiments with longer residence times, increases in particle concentrations were nearly or directly collocated with reflectivity bands. For experiments with shorter residence times, particle reorganization still conformed to the band features but with less concentration enhancement. This experiment demonstrates that the combination of long particle residence time and net convergent cross-sectional flow through the cloud depth is sufficient to reorganize particles into locations consistent with precipitation bands. Increased concentrations of ice particles can then contribute, along with any dynamic forcing, to the low-level reflectivity bands seen on WSR-88D radars. In a second experiment, the impact of flow deformation on the reorganization of falling ice particles was investigated using an idealized kinematic model with stretching deformation flow of different depths and magnitudes. These experiments showed that deformation flow provides for little particle reorganization given typical deformation layer depths and magnitudes within the comma head of such storms. Significance Statement: Past research with vertically pointing and scanning radars presents two different perspectives regarding snowfall organization in winter storms. Vertically pointing radars often observe cloud-top generating cells with precipitation fallstreaks descending into a broad stratiform echo at lower altitudes. In contrast, scanning radars often observe snowfall organized in quasi-linear bands. This work attempts to provide a connection between these two perspectives by examining how two-dimensional convergent and deformation flow occurring in winter storms can contribute to the reorganization of snowfall between cloud top and the ground. The Dual-Frequency Precipitation Radar (DPR), which consists of a Ku-band precipitation radar (KuPR) and a Ka-band precipitation radar (KaPR) on board the GPM Core Observatory, cannot observe precipitation at low altitudes near the ground contaminated by surface clutter. This near-surface region is called the blind zone. DPR estimates the clutter-free bottom (CFB), which is the lowest altitude not included in the blind zone, and estimates precipitation at altitudes higher than the CFB. High CFBs, which are common over mountainous areas, represent obstacles to detection of shallow precipitation and estimation of low-level enhanced precipitation. We compared KuPR data with rain gauge data from Da-Tun Mountain of northern Taiwan acquired from March 2014 to February 2020. A total of 12 cases were identified in which the KuPR missed some rainfall with intensity of .10 mm h21 that was observed by rain gauges. Comparison of KuPR profile and ground-based radar profile revealed that shallow precipitation in the KuPR blind zone was missed because the CFB was estimated to be higher than the lower bound of the range free from surface echoes. In the original operational algorithm, CFB was estimated using only the received power data of the KuPR. In this study, the CFB was identified by the sharp increase in the difference between the received powers of the KuPR and the KaPR at altitude affected by surface clutter. By lowering the CFB, the KuPR succeeded in detection and estimation of shallow precipitation. SIGNIFICANCE STATEMENT: The Dual-Frequency Precipitation Radar (DPR) on board the GPMCore Observatory cannot capture precipitation in the low-altitude region near the ground contaminated by surface clutter. This region is called the blind zone. The DPR estimates the clutter-free bottom (CFB), which is the lower bound of the range free from surface echoes, and uses data higher than CFB. DPR consists of a Ku-band precipitation radar (KuPR) and a Ka-band precipitation radar (KaPR). KuPR missed some shallow precipitation more than 10 mm h21 in the blind zone over Da-Tun Mountain of northern Taiwan because of misjudged CFB estimation. Using both the KuPR and the KaPR, we improved the CFB estimation algorithm, which lowered the CFB, narrowed the blind zone, and improved the capability to detect shallow precipitation. A measurement procedure to determine transmitted differential phase between horizontally and vertically polarized radiation of a dual-polarization radar is presented. It is applicable to radars that transmit and receive simultaneously horizontally and vertically (SHV) polarized waves. The method relies solely on weather data with no instrument intrusions whatsoever. It takes data at vertical incidence while the antenna rotates in azimuth. That way, a large number of samples is collected to reduce statistical errors in estimates. The theory indicates that the transmitted differential phase appears prominently in the backscatter signals off the melting layer. That and relations between various elements of the backscattering matrix are used to derive a set of nonlinear equations whereby the differential phase on transmission is one of the unknowns. Steps for solving these equations are presented as well as a demonstration of the results on radar data. A simplified algorithm that bypasses the coupled nonlinear equations is exposed. Conditions under which the simplification can be applied are presented. These restrict the range of the transmitted differential phase for which the simplified procedure may be applied. Assimilating radar reflectivity into convective-scale NWP models remains a challenging topic in radar data assimilation. A primary reason is that the reflectivity forward observation operator is highly nonlinear. To address this challenge, a power transformation function is applied to the WRF Model's hydrometeor and water vapor mixing ratio variables in this study. Three 3D variational data assimilation experiments are performed and compared for five high-impact weather events that occurred in 2019: (i) a control experiment that assimilates reflectivity using the original hydrometeor mixing ratios as control variables, (ii) an experiment that assimilates reflectivity using power-transformed hydrometeor mixing ratios as control variables, and (iii) an experiment that assimilates reflectivity and retrieved pseudo–water vapor observations using power-transformed hydrometeor and water vapor mixing ratios (qυ) as control variables. Both qualitative and quantitative evaluations are performed for 0–3-h forecasts from the five cases. The analysis and forecast performance in the two experiments with power-transformed mixing ratios is better than the control experiment. Notably, the assimilation of pseudo–water vapor with power-transformed qυ as an additional control variable is found to improve the performance of the analysis and short-term forecasts for all cases. In addition, the convergence rate of the cost function minimization for the two experiments that use the power transformation is faster than that of the control experiments. Significance Statement: The effective use of radar reflectivity observations in any data assimilation scheme remains an important research topic because reflectivity observations explicitly include information about hydrometeors and also implicitly include information about the distribution of moisture within storms. However, it is difficult to assimilate reflectivity because the reflectivity forward observation operator is highly nonlinear. This study seeks to identify a more effective way to assimilate reflectivity into a convective-scale NWP model to improve the accuracy of predictions of high-impact weather events. Many studies have aimed to identify novel storm characteristics that are indicative of current or future severe weather potential using a combination of ground-based radar observations and severe reports. However, this is often done on a small scale using limited case studies on the order of tens to hundreds of storms due to how time-intensive this process is. Herein, we introduce the GridRad-Severe dataset, a database including ∼100 severe weather days per year and upward of 1.3 million objectively tracked storms from 2010 to 2019. Composite radar volumes spanning objectively determined, report-centered domains are created for each selected day using the GridRad compositing technique, with dates objectively determined using report thresholds defined to capture the highest-end severe weather days from each year, evenly distributed across all severe report types (tornadoes, severe hail, and severe wind). Spatiotemporal domain bounds for each event are objectively determined to encompass both the majority of reports and the time of convection initiation. Severe weather reports are matched to storms that are objectively tracked using the radar data, so the evolution of the storm cells and their severe weather production can be evaluated. Herein, we apply storm mode (single-cell, multicell, or mesoscale convective system storms) and right-moving supercell classification techniques to the dataset, and revisit various questions about severe storms and their bulk characteristics posed and evaluated in past work. We present environmental and polarimetric radar observations of a long-lived December supercell that tracked approximately 750 km from Arkansas to northern Kentucky. The storm was associated with two long-track EF4 tornadoes, one of which was among the longest-tracked tornadoes recorded in the United States. The supercell's life cycle is documented from 2000 UTC 10 to 0700 UTC 11 December 2021, using data from five operational polarimetric weather radars. After convection initiation in central Arkansas, it took nearly 4 h for a supercell to develop. Afterward, the storm's ZDR column and arc became anomalously large leading up to genesis of the first EF4 tornado. During this time, the storm's environment had moderate convective available potential energy (CAPE) and strong deep-layer shear. A cell interaction at about 0200 UTC disrupted the supercell updraft, weakening the ZDR arc and column, and initiating the largest radar-implied hailfall event observed with this storm. The remnant circulation associated with the first EF4 tornado did not fully dissipate, and it appeared to merge with the low-level mesocyclone on the nose of a rear-flank downdraft surge likely initiated by the hailfall. It is hypothesized that this merger was important to the intensification of the storm's second EF4 tornado, which lasted nearly 3 h and traveled approximately 267 km. During the second EF4 tornado the storm experienced decreasing CAPE and increasing storm relative helicity. Increasing interactions with other cells eventually weakened the storm, and its original updraft was obscured before the storm's remnants dissipated in northern Kentucky. Significance Statement: In December 2021, a long-lived supercell thunderstorm produced two long-track, violent tornadoes, including one that produced historic damage across western Kentucky. Radar observations indicate that, once the storm became a supercell, its updraft became anomalously large relative to similar storms studied prior. Simultaneously its storm-relative inflow strengthened markedly, supporting the first long-lived tornado. Interactions with a developing thunderstorm disrupted the supercell's updraft, leading to hail fallout and updraft weakening. The remnant circulation associated with the first strong tornado merged with the supercell's updraft and became a rotation source for the second long-track tornado, which persisted for nearly 3 h. The National Aeronautics and Space Administration (NASA) and National Oceanic and Atmospheric Administration (NOAA) have a long and successful history of weather radar research. The NOAA ground-based radars—WSR-88D network—provide nationwide precipitation observations and estimates with advanced polarimetric capability. As a counterpart, the NASA–JAXA spaceborne radar—the Global Precipitation Measurement Dual-Frequency Precipitation Radar (GPM DPR)—has global coverage and higher vertical resolution than ground-based radars. While significant advances from both NOAA's WSR-88D network and NASA–JAXA's spaceborne radar DPR have been made, no systematic comparisons between the WSR-88D network and the DPR have been done. This study for the first time generates nationwide comprehensive comparisons at 136 WSR-88D radar sites from 2014 to 2020. Systematic differences in reflectivity are found, with ground radar reflectivity on average 2.4 dB smaller than that of the DPR (DPR version 6). This research found the discrepancies between WSR-88D and DPR arise from different calibration standards, signal attenuation correction, and differences in the ground and spaceborne scattering volumes. The recently updated DPR version 7 product improves rain detection and attenuation corrections, effectively reducing the overall average WSR-88D and DPR reflectivity differences to 1.0 dB. The goal of this study is to examine the systematic differences of radar reflectivity between the NOAA WSR-88D network and the NASA–JAXA DPR and to draw attention to radar-application users in recognizing their differences. The accuracy and uncertainty of radar echo-top heights estimated by ground-based radars remain largely unknown despite their critical importance for applications ranging from aviation weather forecasting to severe weather diagnosis. Because the vantage point of space is more suited than that of ground-based radars for the estimation of echo-top heights, the use of spaceborne radar observations is explored as an external reference for cross comparison. An investigation has been carried out across the conterminous United States by comparing the NOAA/National Severe Storms Laboratory Multi-Radar Multi-Sensor (MRMS) system with the space-based radar on board the NASA--JAXA Global Precipitation Measurement satellite platform. No major bias was assessed between the two products. An annual cycle of differences is found, driven by an underestimation of the stratiform cloud echo-top heights and an overestimation of the convective ones. The investigation of the systematic biases for different radar volume coverage patterns (VCP) shows that scanning strategies with fewer tilts and greater voids as VCP 21/121/221 contribute to overestimations observed for high MRMS tops. For VCP 12/212, the automated volume scan evaluation and termination (AVSET) function increases the radar cone of silence, causing overestimations when the echo top lies above the highest elevation scan. However, it seems that for low echo tops the shorter refresh rates contribute to mitigate underestimations, especially in stratiform cases. [ABSTRACT FROM AUTHOR]

Accurate measurements of ocean waves underpin efficient offshore operations and optimal offshore structure design, helping to ensure the offshore industry can operate both safely and economically. Popular instruments used by the offshore industry are the Rosemount WaveRadar (Radar) and the Waverider Buoy. The Optech Laser has been used at some locations for specific studies. Recent reports indicate systematic differences of order 10% among the wave measurements made by these instruments. This paper examines the relative performance of these instruments based upon various time-domain comparisons, including results from a quality control (QC) procedure, capabilities of measuring the wave surface profile (skewness), and crest heights for varying wind sea and swell conditions. The QC check provides good-quality data that can be further investigated with an assurance of error-free data, suggesting that the Waverider produces the bestquality data with the lowest failure rate compared to the Laser and Radar. A significant number of theWaverider surface elevation records have negative skewness, particularly at higher sea states, affecting its crest height measurements, which are lower than those from the Laser and Radar. Additionally, the significant wave height (H1/3) estimates of the Radar are lower than the Laser and Waverider, but its zero-crossing wave periods (TZ), on average, are longer than the Laser and theWaverider. The significant heights (H1/3) of Laser and Waverider are in good agreement for all three datasets, but the Waverider's zero-crossing wave period (TZ) estimates are significantly longer than the Laser. A new instrument has been proposed for measuring surface air pressure over the marine surface with a combined active/passive scanning multichannel differential absorption radar to provide an estimate of the total atmospheric column oxygen content. A demonstrator instrument, the Microwave Barometric Radar and Sounder (MBARS), has been funded by the National Aeronautics and Space Administration for airborne test missions. Here, a proof-of-concept study to evaluate the potential impact of spaceborne surface pressure data on numerical weather prediction is performed using the Goddard Modeling and Assimilation Office global observing system simulation experiment (OSSE) framework. This OSSE framework employs the Goddard Earth Observing System model and the hybrid 4D ensemble variational Gridpoint Statistical Interpolation data assimilation system.Multiple flight and scanning configurations of potential spaceborne orbits are examined. Swath width and observation spacing for the surface pressure data are varied to explore a range of sampling strategies. For wider swaths, the addition of surface pressures reduces the root-mean-square surface pressure analysis error by as much as 20% over some ocean regions. The forecast sensitivity observation impact tool estimates impacts on the Pacific Ocean basin boundary layer 24-h forecast temperatures for spaceborne surface pressures that are on par with rawinsondes and aircraft and estimates greater impacts than the current network of ships and buoys. This study aimed to reveal the seasonal climatic variations in the microphysical properties of precipitation over the Asian monsoon region. We used the Dual-Frequency Precipitation Radar satellite product aboard the Global Precipitation Measurement Mission Core Observatory for 8 years from 2014 to 2021 to statistically analyze the mass-weighted mean diameter (Dm) and frequency of heavy ice precipitation (graupel and hail). The results showed statistically significant seasonal changes. The microphysical characteristics of large Dm and frequent heavy ice precipitation were observed over the Indian subcontinent and Indochina Peninsula in the premonsoon season and over the western Himalayan region in the mature-monsoon season, which can be related to the intense and deeply developed precipitation systems. The relationship between precipitation rate and Dm was also examined. The results indicated that changes in Dm were not caused only by changes in precipitation rate but were probably induced by changes in precipitation characteristics. In terms of the relationship between the microphysical properties, heavy ice precipitation particles in the upper atmosphere above the melting layer were observed more frequently as Dm near the surface increased. We also studied lower-atmospheric instability by investigating the vertical gradients of the dry and moist static energies. The results indicated that instability properties were different; dry and wet instabilities were dominant in the premonsoon and monsoon seasons, respectively, consistent with the results of the precipitation characteristics. Significance Statement: The purpose of this study was to reveal seasonal variations in precipitation microphysical characteristics, such as precipitation particle size and the existence of graupel and hail in the upper atmosphere, by climatological analysis over the Asian monsoon region. In previous studies, microphysical characteristics have mainly been addressed using ground-based observations. However, more sampling is needed to expand our understanding of climatological perspectives; therefore, we used recently available satellite observations. As a result, we found that precipitation particles at the surface were larger, and more graupel and hail existed in clouds in the premonsoon season when less precipitation was observed, compared to the mature-monsoon season when precipitation amount and frequency were abundant. This study presents a multiscale four-dimensional variational data assimilation (MS-4DVar) scheme that aims to assimilate multiscale information from conventional and radar observations. The MS-4DVar scheme separately assimilates conventional and radar data in different outer loop iterations of an incremental 4DVar with varied resolutions in the tangent linear and adjoint models (TLM/ADM) and time window lengths in the 4DVar. The MS-4DVar scheme was evaluated through a series of single observation tests and several cycled assimilation and forecasting experiments for a real squall-line case. Our results indicated that different TLM/ADM resolutions and time window lengths applied to the conventional and radar observations improved the multiscale analysis. In addition, the MS-4DVar scheme was more efficient than the common 4DVar because of the low-resolution TLM/ADM used for conventional data and the shortened time window length for radar data. Verification of the squall-line forecasts suggested that the MS-4DVar scheme improved the hourly accumulated precipitation and radar reflectivity forecast skills and reduced the forecast errors of both large-scale environmental and convective-scale states. Further diagnosis revealed that the improvement of precipitation forecast skill was attributable to the stronger cold pool, deeper saturated water vapor layer, and stronger updraft of the simulated squall-line system, as well as a more favorable convective environment. Deep convection that penetrates the tropopause, referred to here as overshooting convection, is capable of lifting tropospheric air well into the stratosphere. In addition to water, these overshoots also transport various chemical species, affecting chemistry and radiation in the stratosphere. It is not currently known, however, how much transport is a result of this mechanism. To better understand overshooting convection, this study aims to characterize the durations of overshooting events. To achieve this, radar data from the Next Generation Weather Radar (NEXRAD) network is composited onto a three-dimensional grid at 5-min intervals. Overshoots are identified by comparing echo-top heights with tropopause estimates derived from ERA5 reanalysis data. These overshoots are linked in space from one analysis time to the next to form tracks. This process is performed for 12 four-day sample windows in the months May–August of 2017–19. Track characteristics such as duration, overshoot area, tropopause-relative altitude, and column-maximum reflectivity are investigated. Positive correlations are found between track duration and other track characteristics. Integrated track volume is found as a product of the overshoot area, depth, and duration, and provides a measure of the potential stratospheric impact of each track. Short-lived tracks are observed to contribute the most total integrated volume when considering track duration, while tracks that overshoot by 2–3 km show the largest contribution when considering overshoot depth. A diurnal cycle is observed, with peak track initiation around 1600–1700 local time. A summer convective precipitation case, occurring in eastern China on 16–17 July 2020, is selected to investigate the impact of joint assimilation of ground-based profiling platforms and weather radars on forecasting convective storms using observational system simulation experiments (OSSEs). The simulated profiling platforms include the Doppler wind lidar (DWL), a wind profiler (WP), and a microwave radiometer (MWR). Results show that joint assimilation of WP and radar data produces a better analysis of convective dynamical structure than joint assimilation of DWL and radar data, since WP detects deeper layer winds. Joint assimilation of MWR and radar data enables rapid adjustment of temperature and humidity and thus, avoids the potential errors introduced by the latent heat term of the radar diabatic initialization in the early stage. Profiling observations in a horizontal spacing of 80 km provide fewer benefits for convective forecasting, while reducing the spacing to 40 km can dramatically improve model analysis and forecasts. Joint assimilation of multiple profiling observations in a 20-km horizontal spacing with radar data exhibits a beneficial synergistic effect and mitigates "the ramp-down issue" during the forecast stage. Assimilating profiling observations with an update interval less than 30 min does not have as pronounced an effect on convective forecasts as horizontal spacing. Furthermore, assimilating profiling observations at a 20-km horizontal spacing can obtain accurate mesoscale background environment and forecast storms with an ability comparable to radar data assimilation. This work emphasizes the need to consider implementing a joint mesoscale detection system that incorporates weather radars and profiling observations for leveraging convective storm forecasting. This article presents a calibration transfer methodology that can be used between radars of the same or different frequency bands. This method enables the absolute calibration of a cloud radar by transferring it from another collocated instrument with known calibration, by simultaneously measuring vertical ice cloud reflectivity profiles. The advantage is that the added uncertainty in the newly calibrated instrument can converge to the magnitude of the reference instrument calibration. This is achieved by carefully selecting comparable data, including the identification of the reflectivity range that avoids the disparities introduced by differences in sensitivity or scattering regime. The result is a correction coefficient used to compensate measurement bias in the uncalibrated instrument. Calibration transfer uncertainty can be reduced by increasing the number of sampling periods. The methodology was applied between collocated W-band radars deployed during the ICE-GENESIS campaign (Switzerland 2020/21). A difference of 2.2 dB was found in their reflectivity measurements, with an uncertainty of 0.7 dB. The calibration transfer was also applied to radars of different frequency, an X-band radar with unknown calibration and a W-band radar with manufacturer calibration; the difference found was −16.7 dB with an uncertainty of 1.2 dB. The method was validated through closure, by transferring calibration between three different radars in two different case studies. For the first case, involving three W-band radars, the bias found was of 0.2 dB. In the second case, involving two W-band and one X-band radar, the bias found was of 0.3 dB. Developed as part of a larger effort by the National Weather Service (NWS) Radar Operations Center to modernize their suite of single-radar severe weather algorithms for the WSR-88D network, the Tornado Probability Algorithm (TORP) and the New Mesocyclone Detection Algorithm (NMDA) were evaluated by operational forecasters during the 2021 National Oceanic and Atmospheric Administration (NOAA) Hazardous Weather Testbed (HWT) Experimental Warning Program Radar Convective Applications experiment. Both TORP and NMDA leverage new products and advances in radar technology to create rotation-based objects that interrogate single-radar data, providing important summary and trend information that aids forecasters in issuing time-critical and potentially life-saving weather products. Utilizing virtual resources like Google Workspace and cloud instances on Amazon Web Services, 18 forecasters from the NOAA/NWS and the U.S. Air Force participated remotely over three weeks during the spring of 2021, providing valuable feedback on the efficacy of the algorithms and their display in an operational warning environment, serving as a critical step in the research-to-operations process for the development of TORP and NMDA. This article will discuss the details of the virtual HWT experiment and the results of each algorithm's evaluation during the testbed. Significance Statement: Before transitioning newly developed radar-based severe weather applications to forecasting operations, an experiment simulating the use of these tools by end users issuing severe weather warnings is helpful to identify both how they are best utilized and address any needed improvements to increase their operational readiness. Conducted in 2021, this study describes the forecaster evaluation of the single-radar Tornado Probability Algorithm (TORP) and the New Mesocyclone Detection Algorithm (NMDA) in one of the first completely virtual Hazardous Weather Testbed (HWT) experiments. Participants stated both TORP and NMDA offered marked improvement over the currently available algorithms by helping the operational forecaster build their confidence when issuing severe weather warnings and increasing their overall situational awareness of storms within their domain. Asymmetric dynamics in tropical cyclones (TCs) are vital to understanding intensity change and convective distribution at landfall. The growth of barotropic–convective instability (e.g., mesovortices), vortical hot towers, and vortex Rossby waves (VRWs) have been considered through numerical modeling studies, often by mean–eddy partitioning of the tangential wind tendency. Unfortunately, few observational datasets exist that are sufficient for such study. A University of Oklahoma Shared Mobile Atmospheric Research and Teaching radar observed major Hurricane Harvey (2017) as it intensified just before landfall near Port Aransas, Texas. Combined with a coastal WSR-88D radar, dual-Doppler derived kinematic analyses were constructed every ∼6 min at 1-km spatial resolution during Hurricane Harvey's landfall. In this study, observations of asymmetric mesovortices on the interior edge of Harvey's eyewall are documented. The asymmetries promoted a dual exchange of vorticity in the TC eyewall and represent an example of an eddy mechanism of intensity change on various time scales. Considering the combined effects of resolvable asymmetries, we examine the change in the tangential wind as a function of mean–eddy kinematics before and after landfall. Before landfall, the low-level eddy contribution was positive to the low-level tangential wind tendency. Following landfall, the contribution from the low-level eddy became weakly positive to weakly negative. Finally, the evolution of some asymmetric features in Harvey's eyewall are shown to manifest in a VRW-like response that initiates rainbands just outside of Harvey's eyewall. [ABSTRACT FROM AUTHOR]

It has been long recognized that in the retrieved thermodynamic fields using multiple-Doppler radar synthesized winds, an unknown constant exists on each horizontal level, leading to an ambiguity in the retrieved vertical structure. In this study, the traditional thermodynamic retrieval scheme is significantly improved by the implementation of the Equation of State (EoS) as an additional constraint. With this new formulation, the ambiguity of the vertical structure can be explicitly identified and removed from the retrieved three-dimensional thermodynamic fields. The only in situ independent observations needed to perform the correction are the pressure and temperature measurements taken at a single surface station. If data from multiple surface stations are available, a strategy is proposed to obtain a better estimate of the unknown constant. Experiments in this research were conducted under the observation system simulation experiment (OSSE) framework to demonstrate the validity of the new approach. Accurate ocean wave measurements are needed for the safe design and operation of offshore facilities, but despite many ocean wave measurements, the accuracy of wave measurement systems remains an ongoing issue. Of paramount importance are measurements during extreme sea states. This paper examines wave measurements made with an Optech Laser (Laser), a Rosemount WaveRadar (Radar), and a Datawell Waverider buoy at North Rankin A (NRA) platform, Australia; Ekofisk, North Sea; and several South China Sea locations. We evaluate the relative performance of these instruments based upon various frequency domain comparisons, including comparisons of their 1D frequency spectra using spectrograms, spectral moments, high-frequency tail slopes, and significant wave heights derived from their wave spectra. A spectral relationship (transfer function) in terms of mean spectral ratio of the instruments is developed, which can be used for spectral calibration. On average, Laser and Waverider spectral estimates agree well at all sea states. However, at low wind speeds, the higher-frequency spectral levels of the Laser are relatively high and noisy compared with the other two instruments. Radar higher-frequency spectral estimates are relatively low compared to the other two instruments, particularly at lower sea states. In addition, the higher-frequency tail slopes of all three instruments vary between f−4 and f−5. However, at higher sea states, the Waverider tail slopes become steeper than f−5. The Radar produces the lowest significant wave heights (Hm0) compared to the Laser and Waverider, but its second-moment period (Tm02) estimates are longer than the Laser and Waverider. We use dual-polarization C-band data collected in the Southern Ocean to examine the properties of snow observed during a voyage in the austral summer of 2018. Using existing forward modeling formalisms based on an assumption of Rayleigh scattering by soft spheroids, an optimal estimation algorithm is implemented to infer snow properties from horizontally polarized radar reflectivity, the differential radar reflectivity, and the specific differential phase. From the dual-polarization observables, we estimate ice water content qi, the mass-mean particle size Dm, and the exponent of the mass–dimensional relationship bm that, with several assumptions, allow for evaluation of snow bulk density, and snow number concentration. Upon evaluating the uncertainties associated with measurement and forward model errors, we determine that the algorithm can retrieve qi, Dm, and bm within single-pixel uncertainties conservatively estimated in the range 120%, 60%, and 40%, respectively. Applying the algorithm to open-cellular convection in the Southern Ocean, we find evidence for secondary ice formation processes within multicellular complexes. In stratiform precipitation systems we find snow properties and infer processes that are distinctly different from the shallow convective systems with evidence for riming and aggregation being common. We also find that embedded convection within the frontal system produces precipitation properties consistent with graupel. Examining 5 weeks of data, we show that snow in open-cellular cumulus has higher overall bulk density than snow in stratiform precipitation systems with implications for interpreting measurements from space-based active remote sensors. Using detailed radar observation data for Typhoon Faxai, which made landfall in the Tokyo metropolitan area in 2019, a sensitivity test of the boundary layer (BL) schemes for a numerical weather prediction (NWP) model was conducted for gray-zone numerical simulations with a grid spacing of 250 m. We compared the results of our simulations using an NWP model with radar observations that captured the BL and the secondary circulation structures of Faxai. We used three BL schemes based on a Reynolds-averaged model, the gray-zone model, and a large-eddy simulation (LES) model: the Mellor–Yamada–Nakanishi–Niino level 3 (MYNN3) scheme, the Anisotropic Deardorff Model (ADM) scheme, and the Deardorff (DDF) scheme, respectively. The turbulence kinetic energy was the smallest, and the inflow near Earth's surface the strongest, in the gray-zone simulation with the DDF scheme. This simulation also produced values for BL thickness and secondary circulation that were the closest to observation and reproduced horizontal roll structures whose scale was larger than the observation. Neither experiment using the MYNN3 scheme or the ADM scheme produced rolls, but the parameterized turbulence seemed to estimate the effects of the rolls. However, their BL heights were higher than observed, suggesting that the MYNN3 and ADM schemes are not appropriate for a 250 m grid simulation of the present case. These results are also confirmed against LES with 50 m grid spacing in which the DDF scheme is used. Data from a dual-polarized, solid-state X-band radar and an operational C-band weather radar are used for high-resolution analyses of two hailstorms in the Vienna, Austria, region. The combination of both radars provides rapidupdate (1 min) polarimetric data paired with wind field data of a dual-Doppler analysis. This is the first time that such an advanced setup is used to examine severe storm dynamics at the eastern Alpine fringe, where the influence of local topography is particularly challenging for thunderstorm prediction. We investigate two storms transitioning from the pre-Alps into the Vienna basin with different characteristics: 1) A rapidly evolving multicell storm producing large hail (5 cm), with observations of an intense ZDR column preceding hail formation and the rapid development of multiple pulses of hail; and 2) a cold pool–driven squall line with small hail, for which we find that the updraft location inhibited the formation of larger hailstones. For both cases, we analyzed the evolution of different ZDR column metrics as well as updraft speed and size and found that (i) the 90th percentile of ZDR within the ZDR column was highest for the cell later producing large hail, (ii) the peak 90th percentile of ZDR preceded large hailfall by 20 min and highest updraft size and speed by 10 min, and (iii) sudden drops of the 90th percentile of ZH within the ZDR column indicated imminent hailfall. Coincident radar data with Doppler radar measurements at X, Ku, Ka, and W bands on the NASA ER-2 aircraft overflying the NASA P-3 aircraft acquiring in situ microphysical measurements are used to characterize the relationship between radar measurements and ice microphysical properties. The data were obtained from the Investigation of Microphysics and Precipitation for Atlantic Coast-Threatening Snowstorms (IMPACTS). Direct measurements of the condensed water content and coincident Doppler radar measurements were acquired, facilitating improved estimates of ice particle mass, a variable that is an underlying factor for calculating and therefore retrieving the radar reflectivity Ze, median mass diameter Dm, particle terminal velocity, and snowfall rate S. The relationship between the measured ice water content (IWC) and that calculated from the particle size distributions (PSDs) using relationships developed in earlier studies, and between the calculated and measured radar reflectivity at the four radar wavelengths, are quantified. Relationships are derived between the measured IWC and properties of the PSD, Dm, Ze at the four radar wavelengths, and the dual-wavelength ratio. Because IWC and Ze are measured directly, the coefficients in the mass--dimensional relationship that best match both the IWC and Ze are derived. The relationships developed here, and the mass--dimensional relationship that uses both the measured IWC and Ze to find a best match for both variables, can be used in studies that characterize the properties of wintertime snow clouds. A new probabilistic tornado detection algorithm was developed to potentially replace the operational tornado detection algorithm (TDA) for the WSR-88D radar network. The tornado probability algorithm (TORP) uses a random forest machine learning technique to estimate a probability of tornado occurrence based on single-radar data, and is trained on 166 145 data points derived from 0.58-tilt radar data and storm reports from 2011 to 2016, of which 10.4% are tornadic. A variety of performance evaluation metrics show a generally good model performance for discriminating between tornadic and nontornadic points. When using a 50% probability threshold to decide whether the model is predicting a tornado or not, the probability of detection and false alarm ratio are 57% and 50%, respectively, showing high skill by several metrics and vastly outperforming the TDA. The model weaknesses include false alarms associated with poor-quality radial velocity data and greatly reduced performance when used in the western United States. Overall, TORP can provide realtime guidance for tornado warning decisions, which can increase forecaster confidence and encourage swift decision-making. It has the ability to condense a multitude of radar data into a concise object-based information readout that can be displayed in visualization software used by the NationalWeather Service, core partners, and researchers. In the classical model of mesoscale convective systems (MCSs), a system generates new convective cells on the downshear side of its cold pool, with the cells fed at low levels from the front, and the stratiform cloud trailing behind the system in the upshear direction, where "front" and "behind" typically refer to the system's ground-relative velocity. In this study we present an algorithm for identifying and tracking MCSs in radar reflectivity data, and objectively diagnosing organizational characteristics related to the classical model, namely, the offset of stratiform cloud from convective cloud relative to system velocity, the low-level inflow direction, and the shear-relative tilt and propagation directions. When applied to the 15-yr radar record covering the Darwin region of northern Australia, the algorithm indicates that 65%–80% of MCS observations are consistent with the classical model, at least when the four classifications can be made unambiguously. However, these observed characteristics occur almost entirely in the drier phases of the Australian monsoon. During the humid, active monsoon phase, observed characteristics consistent with the classical model are rare, and most systems exhibit nonclassical upshear propagation. Significance Statement: In this study we developed a computer program for tracking large storms in radar data. The program tracks storms through time and space, recording their three-dimensional structure. Knowledge of this structure allows our program to automatically put storms into different, commonly used categories. These categories provide clues about the processes that can make storms grow, persist, or decay. Our computer program is useful because the classification process is very time consuming when done by humans. Also, when applied to radar datasets from northern Australia, our program suggests most large storms are consistent with standard theories of what make storms grow and persist. Accurate predictions of the location and timing of convection initiation (CI) remain a challenge, even in high-resolution convection-allowing models (CAMs). Many of the processes necessary for daytime CI are rooted in the planetary boundary layer (PBL), which numerical models struggle to accurately predict. To improve ensemble forecasts of the PBL and subsequent CI forecasts in CAM ensembles, we explore the use of underused data from both the GOES-16 satellite and the national network of WSR-88D radars. The GOES-16 satellite provides observations of brightness temperature (BT) to better analyze cloud structures, while the WSR-88D radars provide PBL height estimates and clear-air radial wind velocity observations to better analyze PBL structures. The CAM uses the Advanced Research Weather Research and Forecasting (WRF-ARW) Model at 3-km horizontal grid spacing. The ensemble consists of 40 members and observations are assimilated using the Gridpoint Statistical Interpolation (GSI) ensemble Kalman filter (EnKF) system. To evaluate the influence of each observation type on CI, conventional, WSR-88D, and GOES-16 observations are assimilated separately and jointly over a 4-h period and the resulting ensemble analyses and forecasts are compared with available observations for a CI event on 18 May 2018. Results show that the addition of the WSR-88D and GOES-16 observations improves the CI forecasts out several hours in terms of timing and location for this case. Significance Statement: The location and timing of new thunderstorm development is an important component of severe weather forecasts. Yet the prediction of thunderstorm development in weather prediction models remains challenging. This study explores using a combination of underused satellite and radar observations to better define the atmospheric state used to start the weather prediction models, with the hope that this will lead to better forecasts of new thunderstorm development. Results show that underused observations from routinely available Doppler weather radars and a geostationary satellite, all of which are currently available, can work synergistically to improve forecasts of the location and timing of severe thunderstorm development. We assess the performance of three different algorithms for estimating surface ocean currents from two linear array HF radar systems. The delay-and-sum beamforming algorithm, commonly used with beamforming systems, is compared with two direction-finding algorithms: Multiple Signal Classification (MUSIC) and direction finding using beamforming (Beamscan). A 7-month dataset from two HF radar sites (CSW and GTN) on Long Bay, South Carolina (United States), is used to compare the different methods. The comparison is carried out on three locations (midpoint along the baseline and two locations with in situ Eulerian current data available) representing different steering angles. Beamforming produces surface current data that show high correlation near the radar boresight (R2 ≥ 0.79). At partially sheltered locations far from the radar boresight directions (59° and 48° for radar sites CSW and GTN, respectively) there is no correlation for CSW (R2 = 0) and the correlation is reduced significantly for GTN (R2 = 0.29). Beamscan performs similarly near the radar boresight (R2 = 0.8 and 0.85 for CSW and GTN, respectively) but better than beamforming far from the radar boresight (R2 = 0.52 and 0.32 for CSW and GTN, respectively). MUSIC's performance, after significant tuning, is similar near the boresight (R2 = 0.78 and 0.84 for CSW and GTN) while worse than Beamscan but better than beamforming far from the boresight (R2 = 0.42 and 0.27 for CSW and GTN, respectively). Comparisons at the midpoint (baseline comparison) show the largest performance difference between methods. Beamforming (R2 = 0.01) is the worst performer, followed by MUSIC (R2 = 0.37) while Beamscan (R2 = 0.76) performs best. [ABSTRACT FROM AUTHOR]
