The estimated billing system constitutes threats to economic growth and productivity in the country as it automatically provides avenues for exploitation. In Nigeria, such estimated bills are strategically, mischievously overestimated aimed at putting customers in perpetual debt bondage such that they would always have outstanding. This paper focusses on comparative study on energy charged for metered and unmetered users. Estimated and prepaid bills of customers under energy feeder XPSECllKV were obtained and compared. The tariff classes considered in this study are residential(R), commercial (C), industrial (I) and special cases (A). Prepaid metering bills reveal an average savings of 52.2% for all the subclasses considered when compared with estimated billings. The application of the weighted average cluster load technique for unmetered customers shows energy savings of 45.6% against the regular load measurement method for unmetered maximum demand customers.
