2. Moving from gender responsive to gender transformative action: What Canada achieved and missed in its Rohingya response strategy in Bangladesh.

- Abstract
Since 2018, Canada, through its Rohingya Response Strategy in Bangladesh, has been providing targeted assistance to the impoverished Bengali host communities and Rohingya refugees living in Cox's Bazar, Bangladesh. Under Canada's Feminist International Assistance Policy (FIAP), gender equality and gender-responsive humanitarian action constitute some of the core priority areas for the Canadian government. In Cox's Bazar, Global Affairs Canada (GAC) funds programmes to empower women and girls through skill-based and livelihood training and to provide sexual and reproductive health services. However, scholars like Jennifer Cadesky and Rebecca Tiessen caution against the conflation of gender equality and empowerment, arguing that it often leads to short-term, quick-fix solutions without any long-term benefit to women. Canada needs to go beyond funding recovery assistance programmes at a surface level. Without understanding social norms and cultural practices that influence women's participation, mobility, and visibility in public spaces, gender equality in Canada's response strategy will be limited to only checklist goals. Unlocking the Future of Infectious Disease Research Response In a world where emerging infectious diseases constantly threaten humanity, advances in science and technology promise defense against future pathogens before they cause pandemics. The field of emergency research response and preparedness remains in its infancy, however. Not until the 2014 West African Ebola outbreak was accelerated research broadly recognized as a crucial component of emergency response. Many outbreaks and one global pandemic later, it is clear the world must be prepared to launch accelerated research responses to prevent or mitigate infectious disease outbreaks, epidemics, and pandemics. Yet this nascent field is rife with critical scientific, ethical, and policy questions. How can local, national, and global systems collaborate across disciplines and political boundaries to protect health security? How can we conduct rigorous research in fragile or failed nation-states? What is needed for equitable distribution of vaccines and therapeutic medicines in short supply? How can we accelerate trials of vaccines and therapeutics during an emergency without compromising scientific rigor or ethical standards? How do we integrate communities and stakeholders into research preparedness and response? The editors bring decades of experience to their collaboration with renowned research scientists and health policy experts. Together they have crafted a compendium that proposes normative standards and offers practical guidance for preparedness and rapid research response. This pioneering, open access textbook presents principles and practices forged from experience in health emergencies – insights that illuminate a path forward for research response and preparedness. The goal is to stop outbreaks from becoming avoidable pandemics, and to mitigate illness, death, and social disruption if they cannot be stopped. 5. Practical approaches to ensuring outcomes consistency of the international technical assistance programs in Ukraine

Based on more than ten years of author’s experience in international technical assistance programs, the paper considers the problem of ensuring the sustainability of their outcomes. The author substantiates the position that international technical assistance in Ukraine significantly helps the development and modernisation of certain social spheres. However, effectiveness may vary depending on specific projects/programs and specific project teams. In addition, the author argues that international technical assistance in Ukraine requires greater coordination from the government and the direct participation of representatives of relevant ministries to be able to scale, monitor and evaluate effectiveness. The article provides an example of a specific local development tool proposed and tested over the six years of the USAID/DOBRE Program that can be scaled up at the national level. Experts’ attention may be drawn to the classification of factors that hinder the sustainability of international technical assistance programs/projects in Ukraine regarding aid recipients, donor organisations and the state. The author analysed the positions of Ukrainian scientists and the international donor organisations’ approaches on the content of the concept: outcomes sustainability of international technical assistance programs and investigated the criteria for determining their effectiveness. The concept of “The phenomenon of the financial absolutism illusion” was discovered and introduced into scientific circulation for the first time. The author also outlined the socio-psychological barriers that prevent Ukrainian communities from reaping the full benefits of local development instruments provided by donor countries. In addition, the author proposed some practical measures that will optimise the process of providing international technical assistance in Ukraine.

Integration with the large market of the EU creates additional competitive advantages for Ukraine. The Association Agreement and the Deep and Comprehensive Free Trade Area (DCFTA), the status of the candidate country and international assistance, which aim to approximate Ukraine's legislation to EU norms, have become the institutional instruments of such integration. Over the recent years, the European Union has become Ukraine's main trade and investment partner. The basis of Ukrainian exports to the EU is formed mainly by crops and metallurgical products. The main items of Ukraine's imports are supplies of machine- building equipment and fuels. In terms of grains and oil crops, Ukraine is the main supplier to the EU. Under the conditions of war, the foreign trade with the EU has proven itself to be robust in volume and, in contrast to other vectors of trade, diversified. This was facilitated by the elimination of a number of tariff and non-tariff restrictions on Ukrainian exports to the EU, as well as the realign-ment of the logistics infrastructure towards the West. The structure of Ukrainian exports to the EU has seen an increase in the role of a range of agricultural products, along with a sharp decline in the role of metals. On the other hand, the EU has become an important supplier of military products and fuels to Ukraine. Along with that, with the question of security unresolved, the insufficient investment attractiveness remains to be a problematic aspect for Ukraine. [ABSTRACT FROM AUTHOR]

This article analyzes the contribution of the Guidelines for the Implementation of the 1999 Second Protocol to the Hague Convention of 1954 for the Protection of Cultural Property in the Event of Armed Conflict (the Guidelines) to better protection of cultural property in peacetime and in times of armed conflict. The first part of the article introduces the Guidelines within the context of the implementation of the 1999 Second Protocol to the Hague Convention of 1954 for the Protection of Cultural Property in the Event of Armed Conflict (1999 Second Protocol) and the 1954 Hague Convention for the Protection of Cultural Property in the Event of Armed Conflict, and provides examples of UNESCO's other standard-setting instruments such as the 1972 Convention Concerning the Protection of the World Cultural or Natural Heritage, the 2001 Convention on the Protection of the Underwater Cultural Heritage and the 2003 Convention for the Safeguarding of the Intangible Cultural Heritage, as well as bodies providing for guidelines for these instruments. The second part underscores the most important advances of the Guidelines in the implementation of the 1999 Second Protocol. The third part focuses on the contribution of the Guidelines as subsequent practice in the application of the 1999 Second Protocol establishing the agreement of the parties regarding its interpretation in the framework of Article 31(3)(b) of the 1969 Vienna Convention on the Law of Treaties. Finally, the fourth part concludes by highlighting the main advantages of the Guidelines in providing better protection for cultural property. [ABSTRACT FROM AUTHOR]

International assistance to Ukraine includes a wide range of military items, such as weapons, military equipment, missiles and ammunition, personal protective equipment, medicines, other materials and equipment, training programs for personnel, etc. Different interpretations of the terms “international technical assistance”, “military aid”, and “military goods defined as humanitarian aid” result in contradictions in the organization of a coherent system of accounting, monitoring and control over the entire volume and range of international assistance coming from various sources in the interests of the security and defense sector. The purpose of the article is to formulate the essence of military-economic relations and to specify the conceptual framework in the field of international assistance for the development of the theory of military economy. To achieve the research goal, the article decomposes the concepts. The study was conducted using the methods of scientific cognition: analysis, synthesis, ontology and construction of terminology graphs. The essence of military-economic relations is formulated, and the conceptual apparatus in the field of international assistance is specified. A general graph of relations between the terms of the study is constructed, including graphs of relations for the terms that depend on the term “international assistance” and “military aid”, relations from the terms “material/intangible international security assistance” to the term “charitable activities”; relations for the group of terms “services” and the group of terms “security assistance”. The results of the study should be used to develop a national methodology for Framework program solutions. Such a methodology would allow the Ministry of Defense of Ukraine to facilitate management at all levels and allow stakeholders to make more effective key decisions., Международная помощь Украине представляет широкий спектр номенклатуры военных предметов – вооружения, военной техники, ракет и боеприпасов, средств индивидуальной защиты, медикаментов, других материалов и оборудования, внедрения учебных программ для персонала и т.д. В результате различной трактовки терминов “международная техническая помощь”, “военная помощь”, ”товары военного назначения, определенные гуманитарной помощью” возникают противоречия в организации целостной системы учета, мониторинга и контроля за всем объемом и спектром международной помощи, поступающей из различных источников в интересах.составляющих сектора безопасности и обороны. Цель статьи – формулировка сущности военно-экономических отношений и конкретизация понятийного аппарата в сфере международной помощи для развития теории военной экономики. Для достижения цели исследования проведена ее декомпозиция. Исследование проведено методами научного познания: анализа, синтеза, онтологии и построения терминологических графов. Сформулирована сущность военно-экономических отношений, осуществлена конкретизация понятийного аппарата в сфере международной помощи. Построен общий граф связей терминов исследования, в том числе построены графы связей для терминов, зависящих от термина “Международная помощь” и “Военная помощь”, связей от терминов “Материальная/нематериальная международная помощь безопасности’ к термину “Благотворительная деятельность”; связей для группы терминов “услуг” и группы терминов “безопасности”. Результаты исследования целесообразно использовать при разработке отечественной методологии программных решений Framework. Такая методология позволит Министерству обороны Украины облегчить управление на всех уровнях, а заинтересованным лицам принимать более эффективные ключевые решения., Міжнародна допомога Україні являє собою широкий спектр номенклатури військових предметів – озброєння, військової техніки, ракет і боєприпасів, засобів індивідуального захисту, медикаментів, інших матеріалів та обладнання, запровадження навчальних програм для персоналу тощо.Внаслідок різного трактування термінів “міжнародна технічна допомога”, “військова допомога”, “товари військового призначення, визначені гуманітарною допомогою” виникають протиріччя в організації цілісної системи обліку, моніторингу та контролю за всім обсягом та спектром міжнародної допомоги, яка надходить з різних джерел в інтересах складових сектору безпеки і оборони. Мета статті – формулювання сутності військово-економічних відносин та конкретизація понятійного апарату у сфері міжнародної допомоги для розвитку теорії воєнної економіки. Для досягнення мети дослідження проведено її декомпозицію. Дослідження проведено за допомогою методів наукового пізнання: аналізу, синтезу, онтології та побудови термінологічних графів. Сформульовано сутність військово-економічних відносин, здійснено конкретизацію понятійного апарату у сфері міжнародної допомоги. Побудовано загальний граф зв’язків термінів дослідження, у тому числі побудовано графи зв’язків для термінів, що залежать від терміну “Міжнародна допомога” та “Військова допомога”, зв’язків від термінів “Матеріальна/нематеріальна міжнародна безпекова допомога” до терміну “Благодійна діяльність”; зв’язків для групи термінів “послуг” та групи термінів “безпекової допомоги”. Результати дослідження доцільно використовувати при розробці вітчизняної методології програмних рішень Framework. Така методологія дозволила б Міністерству оборони України полегшити управління на всіх рівнях, а заінтересованим особам приймати більш ефективні ключові рішення.

12. Міжнародна допомога партнерів як одна з економічних складових перемоги

As a consequence of the full-scale aggression of the Russian Federation against Ukraine, there is an urgent need to provide the defence forces with weapons and military equipment. Under the conditions of the enemy’s influence and destruction of enterprises of the defence-industrial complex, lack of sufficient human, production, time and financial resources, disruption of logistics processes and damage of transport infrastructure, impossibility of export-import operations, a sharp increase in the arms production becomes impossible. Therefore, the international financial assistance of partners and Ukraine Lend-Lease Act enacted by US Congress create the possibility for the Armed Forces of Ukraine to acquire the necessary capabilities and to get closer to victory over the enemy, regardless of its numerical superiority in personnel and weapons. The article examines the peculiarities of the provision of international assistance by partners, which is a guarantee of proper protection of the country and victory in the war., Через повномасштабну агресію РФ проти України виникла гостра необхідність забезпечення складових сил оборони озброєнням і військовою технікою. В умовах впливу та знищення противником підприємств оборонно-промислового комплексу, відсутності достатніх людських, виробничих, часових та фінансових ресурсів, порушення логістичних процесів, транспортної інфраструктури, унеможливлення проведення експортно-імпортних операцій різке збільшення обсягів виробництва озброєння стає неможливим. Тому міжнародна фінансова допомога партнерів та прийняття ленд-лізу США створює можливість набуття Збройними Силами України необхідних спроможностей та наближення перемоги над противником, не зважаючи на його чисельну перевагу в особовому складі та озброєнні. У статті розглянуто особливості надання міжнародної допомоги партнерів, яка є запорукою належного захисту країни та перемоги у війні.
