Abstract

What urban planning history do rebuilt cities represent? Can one ever consider the process of reconstruction as being fully completed? What challenges do these cities face today? What steps are they taking to enhance their image? This book is the fruit of the activities carried out during the Res Urbanae project, funded by the Creative Europe Programme (2022 - 2024). This project, which was initiated by the Maison de l'Allemagne in Brest (a citizens’ association for Franco-German cooperation), brought together three European universities (UBO Brest, TU Dresden and VUT Brno). This compendium is the result of a series of multi-disciplinary research projects and initiatives (an international symposium, an artist residency, student workshops, exhibitions). These activities have allowed us to revisit and deepen knowledge gathered over several decades on the subject of cities under reconstruction. Through the upheavals of their history, these cities have succeeded in reinventing new destinies for themselves., Welche städtebauliche Geschichte repräsentieren wiederaufgebaute Städte? Kann man den Prozess des Wiederaufbaus jemals als vollständig abgeschlossen betrachten? Vor welchen Herausforderungen stehen solche Städte heute? Welche Maßnahmen ergreifen sie, um ihr Image zu stärken? Dieses Buch ist das Ergebnis der Aktivitäten, die im Rahmen des Projekts Res Urbanae, gefördert vom EU-Programm Creative Europe (2022-2024), durchgeführt wurden. An diesem Projekt, das von der Maison de l'Allemagne in Brest (einer Bürgervereinigung für deutsch-französische Zusammenarbeit) initiiert wurde, haben drei europäische Universitäten (UBO Brest, TU Dresden und VUT Brno) teilgenommen. Das Kompendium ist das Ergebnis einer Reihe von multidisziplinären Forschungsprojekten und Initiativen (ein internationales Symposium, ein Künstleraufenthalt, Studentenworkshops, Ausstellungen). Diese Aktivitäten haben es uns ermöglicht, das über mehrere Jahrzehnte gesammelte Wissen zum Thema Städte im Wiederaufbau neu zu betrachten und zu vertiefen. In den Umbrüchen ihrer Geschichte ist es all diesen Städten gelungen, sich und ihr Schicksal neu zu erfinden., Quelle histoire urbanistique les villes reconstruites représentent-elles ? Peut-on considérer que le processus de reconstruction est achevé ? Quels sont les défis auxquels ces villes sont confrontées aujourd'hui ? Quelles démarches entreprennent-elles pour améliorer leur image ? Cet ouvrage est le fruit des activités menées dans le cadre du projet Res Urbanae, lauréat du programme Europe créative (2022 - 2024). Ce projet, inauguré par la Maison de l'Allemagne à Brest (association citoyenne de coopération franco-allemande), a réuni trois universités européennes (UBO Brest, TU Dresden et VUT Brno). Ce recueil est l'aboutissement d'une série de projets de recherche et d'initiatives pluridisciplinaires (un colloque international, une résidence d'artiste, des ateliers d'étudiants, des expositions). Ces activités nous ont permis de revisiter et d'approfondir les connaissances accumulées depuis plusieurs décennies sur le thème des villes en reconstruction. A travers les bouleversements de leur histoire, ces villes ont réussi à se réinventer de nouveaux destins.

2. Data-driven street segments categorization based on topological properties in urban street networks

Abstract

The function-based classification (FCS) classifies streets according to their respective requirements in the pre-defined hierarchy of the urban street network (USN). However, a mismatch between the planned and actual performance can often be observed because extensive data-collection or prior local knowledge of the real performance are not always available or are often cost- and resource-consuming. This study proposes a machine learning approach for network-based categorization of street segments (NSC). Measurements derived from network science are computed for each street segment and then clustered based on their topological importance. NSC is then compared with the FCS in order to explore the fine variations in spatial-structural properties of the segments within the existing FCS scheme and to offer opportunities for better planning.

Abstract

According to the New Leipzig Charter, urban development processes should be ‘a matter of all’ – the common good, climate protection and environmental justice, to name but a few aspects. Currently, new forms of innovation seeking models emerge within this context of sustainable urban planning practice - for example, real-world field laboratories and model projects. Haus der Statistik in Berlin is one such ‘model project for cooperative and common-good-oriented urban development’. It is widely recognized for its demand- and process-driven approach, as well as its project development being based on public-civic partnership. As anthropological and urbanist researchers and practitioners involved in the project, we give a situated account on the socio-political elements of the Haus der Statistik’s public-civic partnership and investigate the potentials of this model for a more sustainable urban development. The structure of the paper is threefold: Firstly, we introduce the so-called model project Haus der Statistik and its common-good orientated agenda and relate it to sustainability goals of the New Leipzig Charter. Secondly, we introduce the specific public-civic-framework in regard to its methodological framing within the context of model projects and comparable approaches that focus on collaborative, transdisciplinary and innovative methods, such as real-world field laboratories. Thirdly, we reflect on the elements of the public-civic-partnership framework that have been explored and developed at the ‘model project’ Haus der Statistik since 2015 and its implications for a more sustainable urban development.
