This paper discusses the inconsistent law enforcement which only targets Chinese manufacturing firms active in the Italian fashion industry. Theory building is deeply embedded in rich empirical data and in a dialogue with concepts and theories developed in a wide range of fields and subfields such as urban studies, development studies, studies on local governance, and migration studies. While focusing on dynamics unfolding at the local scale, the paper positions selective law enforcement measures into a wider, multi-layered context which encompasses shifts in the global division of labour, processes of capital investment and disinvestment putting pressure on territories, local policies of migrant inclusion/exclusion, and the trajectory of local production systems. I analyse non-enforcement of the law as an ethnicised battle over economic accumulation, with significant redistributive consequences. At the same time, I point at the role of ethnically selective forced compliance as a tool used by the stakeholders in the territory to counter the potential loss of political authority engendered by the impact of crucial global shifts on the locality. In short, the paper proposes a political economy perspective: it teases out the underlying logic of selective law enforcement disentangling its economic, social, axiological, ethnical, and ultimately political dimensions. Migrant workers' employment pathways are mainly analysed by observing their behaviour in receiving societies. In dialogue with critical studies of mobility, migration, and skill, we argue that the 'transnational mixed embeddedness' approach, used to analyse migrant businesses, should extend to include migrant workers. Based on multi-sited ethnography, we discuss the phenomenon of Chinese migrant workers in Italy who exploit the transnationally embedded opportunities to access training courses in China. We analyse the transnational workers' agency in circumnavigating socially constructed notions of training and skill, and stress the transformative logic of the migrant trajectories as transnational mobility influences the trainees' perspectives. We explore how the Chinese diaspora state during the COVID‐19 pandemic in 2020 managed to transform a severe health crisis into a geo‐political opportunity for transnational nation‐building through diaspora governance based on extensive use of social media technologies. By adopting a multi‐scalar perspective, we analyse the intertwined nature of top‐down and bottom‐up processes of the Chinese Party‐state's diaspora mobilization. Based on discourse and ethnographic analysis, we argue that China's diaspora governance exposed a new and strong capacity for extra‐territorial governance. We explore how discursive hegemony, social control and diaspora mobilization were achieved by widely employing the Chinese social media application, WeChat. We also contend that this was facilitated by the Italian government's and media's pro‐China attitudes to emphasize the importance of considering transnational embeddedness when studying the implementation and impact of interactive online technology for diaspora governance in an illiberal political context.
