Based on the data from the 2020 China Family Panel Studies (CFPS), this study empirically examines the impact of digital economy on employment quality. The results indicate that the development of digital economy significantly improves the employment quality of the labor force, making a greater contribution than the traditional economy. Heterogeneity analysis reveals that the digital economy has a more significant effect on the promotion of the employment quality of workers with lower and medium educational levels. It also shows that the digital economy has a greater positive impact on the promotion of the employment quality of rural workers than that of urban workers, which is conducive to promoting urban-rural integration. The categorical regression analysis indicates that the digital economy significantly increases the levels of wages, social security and rights protection of the labor force, while reducing work intensity. It widens the wage gap between workers with different educational backgrounds, but narrows the disparities in social security and rights protection. Therefore, it is essential to fully leverage the positive role of the digital economy, push forward the full integration. of digital economy and real economy, and empower high-quality employment. Social security and high-quality economic development are important ways to achieve common prosperity. At the present stage, Chinese economic development has shifted from high-speed development to high-quality development. However, social security sustainability has been challenged by demographic transformation, which has an impact on the sustainability of economic development. It is also bound to further affect the coordinated relationship between social security and high-quality economic development. This article constructs an analytical framework for social security and economic high-quality development based on system theory. On the basis of elaborating the theoretical relationship between social security and high-quality economic development, the quality of social security and the index of high-quality economic development are comprehensively measured based on Chinese provincial panel data. The dynamic relationship between social security and economic high-quality development is also analyzed by using the decoupling theory and the coupling coordination degree. It is found that: first, both the quality of social security and the index of high-quality economic development show an increasing trend year by year. The indexes of social security quality and economic high-quality development are higher in provinces with faster economic development. However, in terms of the index growth rate, the economic quality development index of most economically backward regions grows faster than that of the economically faster developing regions. In contrast, the growth rate of their social security quality is slower than that of regions with faster economic development. This finding reflects that the quality of social security and the quality of economic development are not synchronized within regions. Second, the relationship between social security and high-quality economic development as a whole is characterized by decoupling, negative decoupling and fluctuating linkages, with the dominant decoupling showing a “progressive deterioration”. The high-quality economic development of each province mainly shows the trend of inefficient expansion. Third, the degree of coupling and the degree of coupling coordination of the two systems have both been on the rise year by year. However, they are still in a low state of coordination. Fourth, in the heterogeneity analysis, the system coupling and coordination degree of social security and economic high-quality development shifted from barely coordinated to primary coordinated in the eastern region. The central region evolves from on the verge of dysfunction to barely coordinated. In the western region, the degree of coordination of the system coupling between social security and high-quality economic development has evolved from mild to imminent coordination. All in all, the government needs to reasonably grasp the “appropriateness” of social security. And on the basis of making a bigger cake, it should share the cake well, so as to ensure that social security and the economy can achieve high-quality development on the basis of coordination and sustainability. Compared with the previous literature, this paper expands in the following two aspects: first, in terms of the selection of indicators, it is different from the existing studies that measure the level of social security only from the level of expenditure. This paper measures the quality of social security from the expenditure, income, coverage to collection of social security items. Not only the “quantity” but also the “quality” of social security is taken into account. Secondly, the mechanism of coordinated development between social security and high-quality economic development is analyzed on the basis of Luhmann's social system theory. It expands the relevant literature from a new perspective, and further measures the degree of coordination between the two. Through the results of the measurement, it finds the problems existing in the relationship between social security and economic development at the present stage in China, which will help the relevant departments to put forward reform measures. The fourth industrial revolution is changing many aspects of life. Technological changes and certain aspects of labour law are dealt with by many authors. This paper, however, examines a less focused but equally important issue. This issue is the social and societal aspect of the issue. We cannot, of course, disassociate it from labour market developments, but we try to treat it as an issue of equal importance at every stage of the analysis. It is for this reason that the changing social structures generated by the Fourth Industrial Revolution are presented through the lens of social issues. Primarily through literature and the interpretation of legal texts, but where possible, the practical side will be included. __________ La cuarta revolución industrial está cambiando muchos aspectos de la vida. Muchos autores abordan los cambios tecnológicos y determinados aspectos del derecho laboral. Este artículo, sin embargo, examina una cuestión menos específica pero igualmente importante. Based on the literature on punctuated equilibrium theory (PET), we conducted an empirical analysis on the changes in China's social security and employment budget expenditure at the subnational level from 2009 to 2020. We calculated the kurtosis value for 31 provinces to check whether they conform to PET. We used the number of policy documents and resource congestion as indicators of attention allocation and decision cost, respectively, to determine the impacts they have on budget changes. We then performed regression with a fixed effect model. The results show that the budgetary changes of only 20 provinces obey a leptokurtic distribution. Moreover, the allocation of attention by decision makers and institutional friction can explain this pattern of change. This article enriches the empirical study and extends its applicability to PET at the subnational level, especially in authoritarian regimes such as China, and provides some evidence for subsequent research on selecting indicators. The outline of the Program for Health China 2030 proposed to protect the health of the low ⁃ income group. As a social security system with Chinese characteristics that has existed since the founding of the People’s Republic of China with constantly developing and improving, the support system for the extremely poor is dedicated to protecting for the survival and health of people in extreme poverty. With the continuous improvement of the social security system in recent years, the integration of urban and rural social security in China has made significant progress in improving the fairness of people’s livelihood security. However, the security gap in protection between urban and rural areas and regions with different economic development levels still suffers from unbalanced and inadequate development. Through the investigation and analysis of the policy and practice of the special support system in Jiangsu Province with qualitative interviews and questionnaires, this paper aims to understand the operating status, effects and problems of the special support system. Additionally, we draw on the international experience of the relief system and implementation of the special support system to provide references for the construction and improvement of the special support system in China. In recent years, the EU's ability to mobilize European citizens in its favor and counteract such phenomena as nationalism, populism, and "sovereignism" has significantly decreased. Consequently, the suggestion has been made that the EU's social dimension should be enhanced and its citizenship be made more salient in that regard. Such a suggestion has become even more topical after the COVID‐19 outbreak and the strain it has placed on the health‐care systems and economies of EU member states. Starting from a debate which addresses that suggestion, in this article I argue that, before attempting to enhance its social dimension, the EU should first try to strengthen its still weak political foundations in order to cope with its predicament. The article also shows that this move would be consistent with the rationale behind the European integration process, where economic issues were originally regarded as only means to achieve an ever‐closer political union. During the War Against Japanese Aggression, social security functions of Sichuan warehousing were shown as follows: easing the soul price, balancing the grain price, storing and mortgaging loans, relieving the poor and giving preferential treatment to the families of soldiers in the war of resistance against Japanese aggression. The social security function of store - houses played a positive role in alleviating famine, relieving poverty, resuming agricultural production, stimulating the morale of soldiers during Anti-Japanese War and stabilizing the society. However, owing to the historical limitations of the lag of store - houses construction, poor management, insufficient quantity of grain storage, the defects in a system of storage mortgage, and so on, its social security function failed to achieve the expected results.
