The spatiotemporal distribution of ecosystem service values (ESVs) and ecological risk are critical indicators to represent the regional ecological protection level and potential of sustainable development, which largely depend on land-use patterns. Aiming to contribute to global climate mitigation, China has proposed dual-carbon goals that would remarkably influence the land-use/cover change (LUCC) distribution. Based on the Landsat land cover data of 2000, 2010 and 2020 and multisource satellite products, several driving factors are integrated into the patch-generating land use simulation (PLUS) model to simulate future LUCC patterns for the Guangdong–Hong Kong–Macao Greater Bay Area (GBA) under rapid urbanization, cropland protection and carbon neutral (CN) scenarios from 2020 to 2050. Spatial–temporal ecosystem service and ESVs are allocated using INVEST and the equivalent factor method and thus ecological risks are evaluated using the entropy method. Results indicate that forest growth is the largest under the CN scenario, especially in the northwestern and northeastern GBA, exceeding 25,800 km2 in 2050, which results in both the highest habitat quality and carbon storage. The largest ESVs, reaching higher than 5210 yuan/pixel, are found in the CN scenario, particularly expanding toward the suburban area, leading to the lowest ecological risks. From 2020 to 2050, habitat quality, carbon storage and ESVs improve, while ecological risks decline in the CN scenario. Education is recognised as an integral part of building the capacity of all ages to drive the transformation toward sustainable development. While the Hong Kong government aspires to achieve carbon neutrality by 2050 and has ramped up efforts to integrate sustainability into school curricula and raise public awareness through educational activities, this policy brief argues that Hong Kong's existing measures failed to empower and motivate individuals and the community to keep pace with its climate action ambition. Drawing on Sterling's framework of education for sustainability (EFS), this paper presents a diagnosis of Hong Kong's major problems in sustainability education policies and suggests that the Hong Kong government should learn from the Italian experience to take a more systemic, empowering, and democratic approach in advancing its EFS policies. Collaboration is strongly promoted as an effective means for cities to respond to climate change. While collaboration is perceived to offer opportunities to progress climate action in cities, little is known about how collaboration can enable low‐carbon transformation in practice. Furthermore, while collaboration is largely framed as a positive endeavour, there is a need to more carefully explore the challenges and barriers that may arise. This paper explores the aims, processes, and outcomes of collaboration within urban climate governance. Drawing on a policy review and semi‐structured interviews, we present empirical findings from the case study of Hong Kong. This paper identifies three types of collaboration that are structured by regulations, oriented to policy goals, and emerge as everyday practices within the governance of climate change and the energy system. The forms of collaboration challenge the assumptions that collaboration always brings positive outcomes in mobilising action for climate change. While collaboration opens up different modes of governance within cities, the paper highlights significant barriers in terms of the diverse roles of actors, ongoing power imbalances, and shifting governance spaces for intervention. Given the prevailing interest in working together, it is critical to review carefully how collaboration facilitates cities to achieve their climate goals and create momentum for action. It draws on a case study of Hong Kong and identifies three modes of collaborative climate and energy governance: regulatory, consensual, and participatory. Hong Kong has used a risk-based Air Quality Health Index (AQHI) system for nearly a decade, which aggregates hospitalization risks associated with short-term exposure to pollutants. Serving as an air pollution risk communication tool, it keeps the public informed about the current air quality, anchoring around the World Health Organization's (WHO) 2005 Air Quality Guidelines (AQGs). Given the WHO's recent update to the AQGs in 2021, it is pertinent to examine how Hong Kong's air quality risk communication might be enhanced using these updated guidelines. The AQHI currently focuses only on short-term health risks, potentially leading to an underestimation of cumulative impacts. To address this, we propose enhancing the AQHI to include both long-term and short-term health risks. Short-term risks are estimated based on excess hospitalization risks from various pollutants using local data, while long-term risks are estimated using beta coefficients from the WHO due to limited local data. We further suggest using the WHO's Interim Targets (ITs) as thresholds for health risk categories, eliminating arbitrary cut-points. Promoting both public health protection and climate mitigation is important but challenging, particularly with the surge in ozone levels due to enhanced NOx controls in VOC-limited regions like Hong Kong and Guangdong. Nevertheless, despite the rise in ozone, combined health risks in these areas have decreased due to reductions in NO 2 and PM concentrations. Shifting to an AQHI-like total health risk assessment emphasizes the harmonization of health protection and climate mitigation goals. This health-focused framework posits that rigorous NOx controls can effectively serve both policy objectives in tandem. • After a decade's review, HK's AQHI advised to report on long-term health risks. • Original short-term AQHI helps daily plans but may overlook crucial long-term risks. • Long-term health risk-based AQHI clarifies air quality trends for easier public grasp. • Aligning AQHI bands with WHO AQGs & ITs ensures clear, transparent risk communication. • Drastic fossil fuel cuts boost health, aid climate, despite temporary ozone rise. To characterize public climate scepticism in Hong Kong, China, and investigate its associations with emotional and behavioural engagement with climate change and adaptation to heat we conducted a two-wave randomly sampled population-based survey in 2020. The 1st wave, conducted in spring and early summer, was to characterize patterns of climate change scepticism, and the 2nd wave, conducted during the hot mid-summer asked the same participants, about climate-related anxiety, pro-environmental behaviours, sustainable intention, attention to heat-related information, perceived heat-related health risk, and heat protection behaviours. Among our sample of 1705 Hong Kong adults, we identified five latent classes of climate scepticism: "low scepticism" (24.9%), "attribution and impact scepticism" (20.9%), "social response and impact scepticism" (18.3%), "extensive scepticism" (18.2%), and "pessimistic scepticism" (17.7%). Compared with the "low scepticism" class, the "social response and impact scepticism" class, who were more likely to be better-educated middle-aged males and more socio-economically privileged, behaved less sustainably. For heat adaptation, compared with the "low scepticism" class, the "attribution and impact scepticism" class, an older and less-educated group, perceived lower heat-related health risk and adopted fewer heat protection behaviours. Our study highlights the value of more nuanced understanding of audience segmentation based on the multiple dimensions of climate scepticism to inform climate change communication strategies. • 10–20% of the participants had trend and attribution scepticism. • 50–60% of the participants had impact and social response scepticism. • Males who had more impact and social response scepticism behaved less sustainably. • Older people who had more attribution scepticism less likely took heat protection. This study aims to forecast greenhouse gas (GHG) emissions in Hong Kong with an optimal selection of predictors. A review is made on the time-series of the GHG emissions by different sources in 1992–2021. Twenty potential predictors are examined relating to economics, social developments, energy use, waste production and climatic conditions, based on previous studies on GHG emissions and mitigation. Three principal components produce well-fitting linear-log regression models. The model stability over time is verified by expanding window analysis. The model accuracy is assured by a CV(RMSE) of 6.1508% in the testing sets. Based on hierarchical clustering and stepwise regression, the gross floor area of construction projects is the most significant predictor to forecast GHG emissions, followed by the unemployment rate and the total expense in construction works. High levels of the three predictors facilitate GHG mitigation, but cannot meet the carbon neutral target. Carbon reduction technologies should be strengthened in growing construction projects. Electricity related carbon mitigation should be further enhanced. Wind energy is a mature and cost-effective solution to greenhouse gas emission reduction and climate change mitigation. Wind resource assessment is the most pivotal activity before wind farm development since it determines the bankability of the wind project. Based on the joint use of a Doppler wind sodar (sonic detection and ranging) system and a microwave radiometer, this paper investigates the wind and thermal characteristics and wind energy resources in a coastal region of Hong Kong. First, wind climatology and variability, as well as their correlation with large-scale and local meteorological and geographical conditions, are analyzed and discussed. Then, statistical distributions of wind speed are evaluated, and the goodness-of-fit of the Weibull, Kappa, Wakeby, Normal-Weibull mixture, and Weibull-Weibull mixture distributions is assessed. Subsequently, the probability distribution and variation of atmospheric stability are examined, and their effects on vertical wind shear, wind profile, and wind speed at turbine hub height are revealed. Lastly, the spatiotemporal variation of wind power density is investigated with attention paid to air density.
