Purpose: There are major gaps in our knowledge of hereditary ocular conditions in the Asia-Pacific population, which comprises approximately 60% of the world's population. Therefore, a concerted regional effort is urgently needed to close this critical knowledge gap and apply precision medicine technology to improve the quality of lives of these patients in the Asia-Pacific region., Design: Multi-national, multi-center collaborative network., Methods: The Research Standing Committee of the Asia-Pacific Academy of Ophthalmology and the Asia-Pacific Society of Eye Genetics fostered this research collaboration, which brings together renowned institutions and experts for inherited eye diseases in the Asia-Pacific region. The immediate priority of the network will be inherited retinal diseases (IRDs), where there is a lack of detailed characterization of these conditions and in the number of established registries., Results: The network comprises 55 members from 35 centers, spanning 12 countries and regions, including Australia, China, India, Indonesia, Japan, South Korea, Malaysia, Nepal, Philippines, Singapore, Taiwan, and Thailand. China announced a shift towards green infrastructure, green investment and green financing at the 2019 Second Belt and Road Forum for International Cooperation in response to criticisms of the negative environmental impact of some earlier BRI infrastructure projects. The objective of this paper is to explore whether there has been a shift in Malaysia towards the new green-aspired goals of the BRI in terms of green governance and projects. The key findings of this paper suggest that there is no discernible shift to green projects as nongreen investments are also accepted. Malaysia has requirements for green governance, but implementation can be an issue. Host economies, like Malaysia, must take ownership of green requirements for there to be a sustained shift towards green governance. Likewise, China’s investments have to comply with local laws, which can improve the environmental impact when local laws and regulations are judiciously implemented. [ABSTRACT FROM AUTHOR]

The past two years have witnessed escalating geopolitical tensions occurring not only in the political but also economic domains especially technology and global supply chains, infrastructure connectivity, trade and finance. With tensions between the US and China escalating on many fronts, Southeast Asia has become a focal point of strategic rivalry again as Biden's Indo-Pacific Strategy 2022 attempts to rebuild the US-led order in Asia to blunt China's growing influence in the region. A series of economic initiatives following his Indo-Pacific strategy focuses on reconfiguring the semiconductor global supply chain. In this context, the paper aims to examine how Malaysia cope with the complex patterns of cooperation, competition and conflict arising from the current shifts in the global geopolitics and geoeconomics. The paper benefits from the insights from the international political economy research which explores how the Malaysian government strives to reconcile domestic and international imperatives in navigating the changing global geopolitical economy, which can be perceived as both a threat as well as an opportunity by the state and non-state actors in the country. The question of whether hedging is tenable is undoubtedly contingent upon the extent of big power rivalry. Given the greater uncertainty over the pernicious effects of rising regional polarization and retreat from economic globalization, Malaysia will continue to maintain strategic ambiguity as long as US-China rivalry has not (yet) escalated into outright military conflict. Nevertheless, the paper concludes that the space to hedge may be squeezed since small power like Malaysia may face harsher realities as it navigates the changing geopolitical economy landscape. This paper compares the paths of development taken by China and Malaysia in their attempts to pursue catching-up. While both China and Malaysia rely to a large extent on attracting foreign direct investment, China has, since its economic liberalisation in the late 1970s, implemented a more proactive set of industrial policy to embed foreign know-how and promote domestic technological deepening. This is illustrated through a comparison of the evolution of the Chinese and Malaysian semiconductor (upstream) industry. Although their progress remains tentative at this stage, China seems to be showing more concrete signs of technological and industrial sophistication than Malaysia. Such mastery is a useful platform for Chinese firms to progressively climb the technological ladder and to capture more value from the production and sales of increasingly complex goods and services. Background: The Lidcombe Program is a stuttering treatment approach for children between the ages of 3 and 6 years. Most papers about the Lidcombe Program, however, are based on studies conducted in native English-speaking countries. The aim of this paper is to systematically review the delivery and implementation of the Lidcombe Program in non-native English-speaking countries. Summary: A resource search was conducted between October and November 2019. Scopus, PubMed, ASHA, Cochrane Library, ERIC, Google Scholar, and SpeechBITE databases and reference lists of relevant papers were searched for the identification process. Joanna Briggs Institute tools were used for the appraisal of the studies. The search yielded 8 studies conducted in non-native English-speaking countries. The Lidcombe Program is efficacious in non-native English-speaking countries when delivered to both preschool and young school age children who stutter. It is reported to be delivered with minor changes and challenges. The number of weekly clinic visits and the total time needed to reach zero or near-zero stuttering levels with the Lidcombe Program can be up to 3 times greater in non-native English-speaking countries than in native English-speaking countries, mostly due to the increased time needed to introduce the parental verbal contingencies. Key Messages: Speech and language therapists practicing in non-native English-speaking countries are encouraged to use the Lidcombe Program for both preschool and young school age children who stutter, although this can take more time than that reported in native English-speaking countries. Purchasing in online platforms has become a significant trend among consumers in today's globalized market, thus receiving considerable attention from scholars and practitioners alike. Notwithstanding the growth of research, less comparative empirical studies have been devoted to this field. Centralizing the issue of online reviews in online platforms, this study focuses on consumers in two countries, Malaysia and China. This study examines how consumers in these countries assess online reviews from three aspects namely; balance reviews, expert reviews, and strong tie reviews before arriving at a purchase decision. A total of 346 questionnaires were distributed via online survey. Finally, 176 responses from Malaysia and 170 responses from China were returned. Data were statistically analyzed through exploratory factor analysis, to be exact Pearson correlation and regression analysis. This was followed by the confirmatory factor analysis using SEMPLS. The findings show that there were differences between Malaysia's and China's consumers in employing online reviews before making purchase decisions. This paper examines the impact of the current U.S.–China trade war on Malaysia. Malaysia's neutral stance leaves possibilities open for trade and investments from both sides. Our survey shows that the negative impacts have been minimal so far. The country seeks to capitalize on the trade war by promoting local industries that are substitutable to those from the United States and China. Efforts to improve competitiveness by improving physical and digital infrastructure, facilitating small- and medium-sized enterprises to export, and promoting potential domestic suppliers are being made to ensure favorable conditions to receive foreign direct investment relocating from China or the United States. Malaysia is also cooperating with its regional partners to further mitigate the effects of the trade war. Malaysia may, however, be its own greatest enemy in capitalizing from the trade war because the decline in human capital is making it difficult to harness the benefits from upcoming deglobalization headwinds. After Anwar Ibrahim assumed office in November 2022, Malaysia's China policy, including its stance towards the Belt and Road Initiative (BRI), was again thrust into the limelight. This paper analyses Malaysia's responses towards BRI since 2013 and argues that the "shift" is not to abandon its cooperation or adjust its overall foreign policy with China, but to cater for two sets of domestic considerations – the need for development and inter-elite competition, and eventual regime legitimation. Aims: The aims of this project were to establish the outcomes for dental implant research that are important to people with lived experience (PWLE) and to achieve consensus with those developed by dental professionals (DPs) for a core outcome set (COS). This paper reports the process, outcomes and experiences of involving PWLE in developing a COS for dental implant research: the Implant Dentistry Core Outcome Sets and Measures project. Materials and Methods: Overall methods were guided by the Core Outcome Set Measures in Effectiveness Trials (COMET) initiative. Initial outcome identification was achieved from focus groups with PWLE employing calibrated methods across two low‐middle‐income countries (China and Malaysia) and two high‐income countries (Spain and the United Kingdom). Following consolidation of the results, the outcomes were incorporated into a three‐stage Delphi process with PWLE participation. Finally, consensus between PWLE and DPs was achieved using a mixed live and recorded platform. The experiences of PWLE involvement in the process was also evaluated. Results: Thirty‐one PWLE participated in four focus groups. Thirty‐four outcomes were suggested across the focus groups. Evaluation of the focus groups revealed a high level of satisfaction with the engagement process and some new learning. Seventeen PWLE contributed to the first 2 Delphi rounds and 7 to the third round. The final consensus included 17 PWLE (47%) and 19 DPs (53%). Out of the total of 11 final consensus outcomes considered essential by both PWLE and health professionals, 7 (64%) outcomes mapped across to ones that PWLE initially identified, broadening their definition. One outcome (PWLE effort required for treatment and maintenance) was entirely novel. Conclusions: We conclude that engaging PWLE in COS development can be achieved across widely different communities. How do states pursue industrial policies in the context of China's rise? Examining Indonesia and Malaysia's mineral processing sectors, we argue that these countries illustrate two different pathways that states take to bolster their industrial policies. Indonesia has followed the leading sector strategy to increase domestic nickel processing capacity and decrease reliance on resource exports. Chinese firms and the Indonesian government built the Indonesia Morowali Industrial Park to house nickel smelters, fostering a new leading sector. Chinese capital in smelting follows what Albert Hirschman has called 'intermediate investments', maximising forward and backward linkages across the Indonesian economy. In contrast, Malaysia has followed the dual economy strategy, where semi-finished goods are imported and assembled into finished ones to be exported abroad. Chinese firms and the Malaysian government established the Malaysia–China Kuantan Industrial Park to import, process and export steel products. However, due to the dual economy strategy, the industrial park impairs the activities of domestic steelmaking companies and inhibits the potential build-up of smelting capacity. This article aims to contribute to the exploration of the ways through which Malaysia—the fourth largest economy in Southeast Asia—has engaged Chinese investment to pursue industrialization. It does so by comparing and contrasting the different approaches by which two of the most important Chinese-financed automobile projects, Chery Automobile's assembly operations in 2008 and Zhejiang Geely's partial acquisition of local producer Proton in 2017, have been embedded into the Malaysian political economy. While Chery Automobile ended up with a conundrum of extremely low local sales, Zhejiang Geely has fostered mutually beneficial partnerships with Proton and its cohort of suppliers that are shaped by the industry's ethnopolitical directives. More recently, Zhejiang Geely has exported an increasingly larger proportion of vehicles from its Malaysian operations. The contrasting fate of these projects illustrates that while they are driven by Chinese money and technological know-how, they are not necessarily Chinese-dominated. It is domestic politics—the establishment of a functional politico-commercial coalition in particular—that matters in shaping the outcome and impact of Chinese investment in Malaysia. More importantly, the paper highlights how foreign direct investment and the supposed (positive and negative) externalities are intimately tied to local factors such as political institutions and ethnocentric directives. Pulau Layang-Layang (Swallow Reef) is central to Malaysia's South China Sea policy. First, the "island" is the first of five features in the South China Sea occupied by Malaysia. Second, since 1983, by exercising exclusive and effective control over Layang Layang, Malaysia has displayed its sovereignty and jurisdiction over the area. Third, with a Malaysian naval station and airstrip, Layang-Layang is Malaysia's most valuable strategic asset in the South China Sea. Drawing on archival materials and open sources, this paper traces Malaysia's policy actions vis-à-vis Pulau Layang-Layang, before unpacking the features and factors underpinning the smaller state's multipronged approaches towards the South China Sea disputes. We argue that Malaysia's policies regarding Pulau Layang-Layang and the broader South China Sea issue have been and will continue to be driven by small-state pragmatism to balance national sovereignty and geopolitical reality amid the growing U.S.--China rivalry. China has issued a series of biodiesel-related policies to alleviate energy shortage anxiety and reduce carbon emissions. However, no other provinces or cities in China widely utilize biodiesel except Shanghai. This article firstly conducted a comprehensive estimation of the potential botanical biodiesel capacity in China. Then, we examined why biodiesel advancement in China was stagnated by comparing biodiesel-related policies in pioneer countries such as Malaysia and Indonesia. We found the highest mix ratio will be ∼13 % if all potential botanical oils are added to petrochemical diesel and an addition of 3 % blending ratio can be achieved if waste cooking oils are effectively utilized. We concluded that despite the encouragement from policies, insufficient materials and lack of downstream consumptions may be the major reasons for the sluggish development of biodiesel in China. If microalgae biodiesel production technology is overcome in the future, China can compulsorily mix biodiesel on a large scale. This paper provided a comprehensive review of biodiesel-related policies in Malaysia, Indonesia and China, and figured out the key problems that hinder the promotion of biodiesel, helping to understand the dilemma and drive the potential development of biodiesel in China. • Potential biodiesel capacities were estimated among various provinces in China. • The highest biodiesel mix ratio will be ∼13 % if adding all potential botanical oils. • The southern China is more likely to prioritize blending biodiesel than the north. • Biodiesel-related policies in Malaysia, Indonesia and China were fully reviewed. • Inadequate materials and lacking downstream consumption hindered biodiesel growth. A systematic search was conducted to gather several scientific articles, conference papers, and publications from the Scopus database from 2013 to 2023. The findings of this analysis shed light on authors, influential institutions, and active research groups that contributed to the study of environmental literacy and sustainable development. This comprehensive review offers an understanding of the state of research in this field while identifying areas for further exploration and research gaps. The insights gained from this study can be highly beneficial for researchers, policymakers, and practitioners seeking to advance knowledge and take action toward promoting literacy's role in sustainable development. Recently, the trend of circular economy innovation (CEI) drive SMEs to initiate more sustainable practices to attain market competitiveness but rare attention has been paid in emerging economies. Hence, this study plans to explore the impacts of CEI on the triple bottom lines (TBL) efficiencies in the light of market competitiveness among the production SMEs in emerging economies. The study complied data by using a survey-based technique in Pakistan, Malaysia, and China. With a sample of 306 for each segment, data were evaluated with PLS-SEM to clarify results. The findings reveal that CEI has positive significant effects on the market competitiveness and TBL efficiencies among the production SMEs in emerging economies. The findings also clarify that market competitiveness mediates the relationship between CEI and the TBL efficiencies. The findings elaborate the theoretical foundations for environmental-based production SMEs to formulate more sustainable strategies in the light of CEI to gain market competitiveness. It also clarifies the understandings of policy makers and environmental regulators by providing a novel precursor to frame the environment-based TBL guidelines for SMEs. Sustainable consumption is crucial in reducing the growing pressure of environmental crises. This study proposes the Technique of Order Preference by Similarity to the Ideal Solution (TOPSIS) approach to evaluate sustainable consumption toward green growth. The proposed approach assesses criteria weights in Interval Valued Neutrosophic Sets (IVNSs) using the Method of Maximizing Deviation. The proposed method evaluates sustainable consumption for ten selected developed and developing countries, including Canada, France, Japan, China, Indonesia, Korea, Malaysia, Singapore, Thailand, and Vietnam. The evaluation process encompasses four main criteria with eight sub-criteria, namely environment (population density, CO 2 ), energy (total natural resource rents, renewable electricity), economics (value added of agriculture, forestry, and fishing, GDP per capita), and health (fertility rate, mortality rate). The countries are ranked based on the relative closeness coefficient. The results reveal that two economic sub-criteria are pivotal in the sustainable consumption rankings. Canada emerges as the country with the highest degree of green growth, attributed to its extensive land area and potential for renewable energy. This study uses corpus critical discourse analysis to examine the reporting strategies and affective attitudes of Malaysian media towards Chinese modernization. The analysis is based on 192 related news reports and aims to reveal how Malaysian media interpret and construct the discourse of Chinese modernization. The study finds that Malaysian media reports show a diversity of attitudes, with positive and neutral reports dominating and negative reports occupying a small proportion, which needs counter-stigmatization. The study emphasizes the importance of constructing the discourse of Chinese modernization and points out adopting flexible and diversified strategies to construct a foreign discourse system. This study provides new perspectives for understanding the concept of Chinese modernization in the context of globalization and highlights the importance of strengthening media exchanges and cooperation between China and Malaysia. While ChatGPT has recently become very popular, AI has a long history and philosophy. This paper intends to explore the promises and pitfalls of the Generative Pre-trained Transformer (GPT) AI and potentially future technologies by adopting a speculative methodology. Speculative future narratives with a specific focus on educational contexts are provided in an attempt to identify emerging themes and discuss their implications for education in the 21st century. Affordances of (using) AI in Education (AIEd) and possible adverse effects are identified and discussed which emerge from the narratives. It is argued that now is the best of times to define human vs AI contribution to education because AI can accomplish more and more educational activities that used to be the prerogative of human educators. Therefore, it is imperative to rethink the respective roles of technology and human educators in education with a future-oriented mindset.

Governance and regulation of the use of live animals in research and teaching is examined in Australia, Malaysia, Indonesia, the Philippines, Singapore, Thailand, China, Japan and India. A comparison of the systems in different countries will enable the determination of best practice and fit-forpurpose regulation. The most comprehensive government regulation of animal welfare in institutions covers a broad range of animals and institutions are required to have an Institutional Animal Care and Use Committee, whose membership is specified in guidelines or regulations. The work of the Committees is rigorously overseen by government and facilities that use live animals are audited externally. All countries examined have legislation governing the use of live animals in research, although only Australia and Malaysia have a fully equivalent mandated oversight of teaching. Teaching that uses live animals is partly covered in the Philippines, Japan, Singapore and Thailand This paper thus aims to review the regulation of animal use in different Asian jurisdictions in order to determine best practices that are appropriate to those settings. The most comprehensive oversight is provided in Australia and Malaysia that essentially use the same regulatory framework.

Emotional intelligence is a way to enhance workforce capability in the 21st century. Psychological well-being is vital for shaping faculty and student relationships in the educational sector. This article aims to provide an updated methodological review of emotional intelligence studies in academia. This study investigates two decades of emotional intelligence concepts and theories they have used for analysis in numerous studies in higher educational academia. A detailed examination of the method and result of the study was found and critical of the overall state of knowledge on emotional intelligence. The documents are extracted from the Scopus database, and after inclusion and exclusion, 43 empirical papers were selected for analysis. From these 43 articles, we extracted the scale and instruments used in the earlier studies. The literature has proven a substantial linkage between variables such as e-learning, training, and development. Finally, the findings suggest that the most used theories are Daniel Goleman's theory, trait emotional theory, and the bar on model. Moreover, most of the studies are conducted in Spain, the UK, and the USA. Deep learning, neurodiversity, and cognitive ability might motivate the educational sector and technological advancement in future research.

Effective parent-teacher partnerships improve outcomes for autistic students. Yet, we know little about what effective partnerships look like for parents of autistic children from different backgrounds. We conducted interviews with 17 Chinese parents of autistic children attending Australian kindergartens/schools to understand their experiences. Parents appreciated the acceptance, opportunities and supports they received in Australia. They had high expectations of children; expectations not often shared by educators. Parents were respectful of teachers' expertise and polite and undemanding in interactions. Nevertheless, parents were frustrated by inconsistent teaching quality and inadequate communication. Navigating systems was also challenging and parents faced discrimination from teachers and their community. Recommendations include fostering open home-school communication, proactively seeking parents' expertise about children and explicitly scaffolding parents' self-advocacy. [ABSTRACT FROM AUTHOR]

Objective - Batik, recognized as a world cultural heritage, boasts a rich history and unique artistic charm, with distinctive styles and cultural connotations in China, Malaysia, and other regions. However, with digitization and globalization, batik faces challenges related to cultural heritage preservation, market circulation, artistic innovation, and digital transformation. Methodology/Technique - This study employs a mixed research method, combining qualitative methods such as field investigation, literature research, case study, and comparative study, with quantitative methods, including graphic extraction, color capture, morphological recognition, and spatial distribution analysis. Findings - The comprehensive comparative study focuses on batik patterns in Guizhou, China, and Malaysia, utilizing digital techniques to delve into their intricacies and features. The innovation of this research lies in the organic integration of qualitative and quantitative methods, transcending the boundaries of disciplines such as art, anthropology, graphics, and computer science. This approach allows for a holistic understanding of the micro-elements within batik patterns. The study expands our knowledge of the cultural genes of batik and achieves breakthroughs in digital research. Intensive green roofs have been suggested as one infrastructure to manage rainstorm in many countries like Malaysia and China. Generally, Shrubs and herbs were mixed in intensive green roofs. Root of shrubs is found to denser and thicker than herbs, which significantly affect the substrate properties (e.g., hydraulic properties, physico-chemical properties and cracks development), leading spatial variability of hydraulic properties of soil around the shrubs stem. Such spatial variability in hydraulic properties critically affects the stormwater management (i.e., runoff delay, water retention and rainfall infiltration) of intensive green roof. The objective of this study is to explore the spatial variability of hydraulic properties (e.g., soil water retention, hydraulic conductivity and evapotranspiration-induced suction.). Two intensive green roof model boxes were built to monitor the hydraulic properties between near-root zone and far-root zone. The physico-chemical properties and crack development of substrate in intensive green roofs were quantitatively investigated. Evapotranspiration-induced suction of near-root zone is higher than far-root zone. Crack intensity factor (CIF) of near-root zone is found to 11–18 times lower than far-root zone. The hydraulic conductivity of near-root zone is 1.05–2.02 times higher than far-root zone in both of intensive green roofs. Moreover, asymmetric water flow is found around the soil of shrub stem. China's rising influence in parts of the developing world has raised concerns among the US and its allies. In the wake of the COVID-19 outbreak, the provision of vaccines and aid to countries in the Global South have further heightened anxieties over the potential for diffusion of China's ideals. China's investments are thought to promote the diffusion of its perspectives of rule of law and democracy, posing a challenge to the global dominance of Western liberal democratic values. Nonetheless, few studies have examined how the diffusion of China's ideals may occur through its investments and infrastructure projects in young democracies such as Malaysia whose governance and legal system significantly outperform China's according to various global indexes. This article investigates the increasing engagement with China and the reasons for this trend against the backdrop of Malaysia's legal and political institutions inherited from the West. It considers how young democracies like Malaysia are vulnerable to China's influence, intentional or unintentional, through investment. The analysis sheds light on the mechanisms that give rise to such vulnerability, exploring how the electoral system and rule of law may facilitate and amplify the impact of Chinese investment, with broader implications. Previous research has suggested that culture influences perception and attention. These studies have typically involved comparisons of Westerners with East Asians, motivated by assumed differences in the cultures' self-concept or position on the individualism-collectivism spectrum. However, other potentially important sources of cultural variance have been neglected, such as differences in traffic directionality shaped by the urban spatial environment (i.e., left-hand vs. right-hand traffic). Thus, existing research may potentially place too much emphasis on self-concepts or the individualism-collectivism dimension in explaining observed cultural differences in cognition. The present study investigated spatial cognition using a Simon task and tested participants from four nations (Australia, China, Germany, and Malaysia) that differ in both cultural orientation (collectivistic vs. individualistic) and traffic directionality (left-hand vs. right-hand traffic). The task used two possible reference frames underlying the Simon effect: a body-centered one based on global stimulus position relative to the screen's center versus an object-centered one based on local stimulus position relative to a context object. As expected, all groups showed a reliable Simon effect for both spatial reference frames. However, the global Simon effect was larger in participants from countries with left-hand traffic. In contrast, the local Simon effect was modulated by differences in cultural orientation, with larger effects in participants from collectivistic cultures. This pattern suggests that both sources of cultural variation, viz. cultural orientation and traffic directionality, contribute to differences in spatial cognition in distinct ways. This article examines the trends and dynamics of Malaysia-China relations, with emphasis on the post-Cold War era and beyond. More specifically, it explicates the interplay of external and domestic dynamics that have defined Malaysia's China policy amid shifting regional strategic and domestic political milieu. This article contends that Malaysia's "hedging" policy vis-à-vis China has been primarily shaped by the country's ruling-elite's perceptions of its external conditions in the context of East Asia's evolving power dynamics, tempered by their domestic political expediency. It further argues that despite the periodical recalibrations having given the impression of policy-shifts, they have not fundamentally altered Malaysia's China policy-approach. Instead, continuity rather than change has been the hallmark, since the "structural conditionalities" driving and constraining Malaysia's relations with China continue to be informed by Malaysian rulingelite's domestic political considerations, as they strive to optimise as much the country's external interests, as to consolidate their domestic legitimacy. The findings inform Putrajaya's persistence on "light-hedging" as the optimal policyoption, when dealing with Beijing, to advance Malaysia's national survival and interests as a "smaller-state", amid the evolving regional geopolitics, shaped by power asymmetry, rivalry and uncertainty. This paper provides an analysis of the literature on transnational education to identify the key challenges and success factors for the sustainable operation of transnational higher education (TNE) programmes as perceived by key stakeholders. Probing the stakeholders' perspectives and applying a systematic approach, this study analyses 227 English-written articles retrieved from the Web of Science database published from 2000 to 2021. Key challenges identified include difficulties in managing the TNE programmes, ensuring quality assurance, adapting the curricula to the local contexts, accommodating offshore students' learning styles, creating studying environments for TNE students equivalent to those in the home institutions, ensuring preparedness of the academic staff, and facilitating the knowledge transfer in the host countries. The analysis also highlights six factors for the sustainable development of TNE programmes, including the effectiveness of the operations, the internationalization of the curricula, the transnational experience of the students, the development of the transnational staff, the existence of a proper regulatory framework in the host countries, and the development of a global systematic data collection for quality assurance. In addition, the evidence collected suggests that while the transition from domestic into a foreign programme can be rewarding, it demands appropriate planning and implementation.

(2021), pero con un enfoque cualitativo, se analiza la segmentación legal del trabajo en China, la India, Malasia y Viet Nam, prestando atención a los niveles de exclusión y a las jerarquías de protección otorgada. This study focuses on state–state relations for business, a phenomenon shaped by how local power elites (LPEs), in this case, in Malaysia, collaborate with transnational corporate elites (TCEs), in this case, from China, to implement infrastructure projects linked to the latter's Belt and Road Initiative (BRI). These LPE-TCE links, which have led to the creation of novel forms of state–business relations (SBRs), offer interesting theoretical insights for SBR-related studies. This article builds on the conventional wisdom of homogenised SBRs as usually driven by bureaucrats by indicating that, in practice, state–business ties are extremely heterogeneous, with the capture of key institutions by influential LPEs. A conceptual framework explains theoretically how state–state relations, forged by two countries, both led by dominant parties that control their respective enterprises, have contributed to unique SBRs created to undertake BRI projects, driven by LPE-TCE links. Case studies of three BRI projects in Malaysia provide insights into how disparate forms of SBR-based institutional architecture function, not only at the federal level, but also in different states, involving enterprises from China. Diverse types of power relationships have emerged in these joint ventures, encompassing different LPEs, contributing to the creation of dissimilar SBRs. These LPEs have turned effective SBRs, fashioned to implement BRI projects, into economic endeavours that feature rent-seeking behaviour. [ABSTRACT FROM AUTHOR]

Due to global attention on student employability, employers are expected to be involved in institutional governance in higher education and quality assurance (QA). Due to the difficulties in recruiting motivated employers to participate in external QA governance and process, this has become a challenging issue in many Asian nations. The paper aims to explore employer legitimacy in Asian national higher education regulations and EQA system according to a four-dimensional diagram of institutional governance model. There are two major findings. First, Asian governments developed QA policies with a focus on employer engagement but the emerging practice is still ineffective. Second, approaches of employer engagement in QA governance vary context to context, such as HK and Malaysia in the excellence mode; Taiwan, Indonesia, Australia, New Zealand belong to advanced type; and China, Thailand, and Vietnam fall in the intermediate category.

Drawing upon qualitative research conducted at Xiamen University (XMU) and its overseas campus, Xiamen University Malaysia (XMUM), this article provides an analysis of transnational education as a component of the soft infrastructure of China's Belt and Road Initiative (BRI). We examine XMUM within wider geopolitical and cultural diplomacy in Asia and as a transnational site in/through which new regional imaginaries, affinities and subjectivities are produced and contested. We highlight the role of historical and cultural affinity—as well as its omission/disruption—in giving shape to XMUM, the limited extent to which mainland Chinese students perform their role as cultural ambassadors, and the multiple imaginative post‐study geographies of international and local students that simultaneously centre and decentre China. In doing so, we contend that students' narratives/practices reinforce but also present alternatives to the imaginaries, affinities and subjectivities that Chinese transnational education institutes such as XMU and XMUM seek to produce through the vehicle of the BRI. Colorectal carcinoma (CRC) is rising exponentially in Asia, representing 11% of cancer worldwide. This study analysed the influence of CRC on patients' life expectancy (survival and prognosis factors) via clinicopathology data and comorbidity status of CRC patients. Methodology: A retrospective study performed in HUSM using clinical data from the Surgery unit from 2015 to 2020. The demographic and pertinent clinical data were retrieved for preliminary analyses (data cleansing and exploration). Demographics and pathological characteristics were illustrated using descriptive analysis; 5-year survival rates were calculated using Kaplan–Meier methods; potential prognostic variables were analysed using simple and multivariate logistic regression analysis conducted via the Cox proportional hazards model, while the Charlson Comorbidity Scale was used to categorize patients' disease status. Results: Of a total of 114 CRC patients, two-thirds (89.5%) were from Malay tribes, while Indian and Chinese had 5.3% each. The 50–69.9 years were the most affected group (45.6%). Overall, 40.4% were smokers (majorly male (95.7%)), 14.0% ex-smokers, and 45.6% non-smokers (p-value = 0.001). The Kaplan–Meier overall 5-year median survival time was 62.5%. From the outcomes, patients who were male and >70 years had metastasis present, who presented with per rectal bleeding and were classified as Duke C; and who has tumour in the rectum had the lowest survival rate. Regarding the prognosis factors investigated, "Gender" (adjusted hazard ratio (HR): 2.62; 95% CI: 1.56–7.81, p-value = 0.040), "Presence of metastases" (HR: 3.76; 95% CI: 1.89–7.32, p-value = 0.010), "Metastasis site: Liver" (HR: 5.04; 95% CI: 1.71–19.05, p-value = 0.039), "Lymphovascular permeation" (HR: 2.94; 95% CI: 1.99–5.92, p-value = 0.021), and "CEA-level" (HR: 2.43; 95% CI: 1.49–5.80, p-value = 0.001) remained significant in the final model for multiple Cox proportional hazard regression analyses. There was a significant mean association between tumour grades and the patient's comorbidity status. Conclusions: Histopathological factors (gender, metastases presence, site of metastases, CEA level, and lymphovascular permeation) showed the best prognosis-predicting factors in CRC. Background: High prevalence of smartphone addiction among medical students may contribute to adverse physical and mental health outcomes. Aim: To estimate the prevalence of smartphone addiction, and explore the influencing factors and related mental health symptoms of smartphone addiction among Asian medical students. Design: Systematic review and meta-analysis. Methods: PubMed (MEDLINE), the Cochrane Central Register of Controlled Trials, and EMBASE were searched for relevant literature from the inception to September 10, 2021. Using Stata software 11.0, the meta-analysis of prevalence and the influencing factors of smartphone addiction were determined with 95% confidence intervals. Results: Nineteen articles, published between 2014 and 2019, were included, producing medical student studies from seven different Asian countries. The included studies were conducted in India (n = 11) and Malaysia (n = 3), with China, Saudi Arabia, Turkey, Nepal, and Iran each contributing one study. Among a total of 5,497 medical students, the participants included 3,214 females, of whom 2,181 were medical students with smartphone addiction. The prevalence of smartphone addiction among Asian medical students was 41.93% (95% CI [36.24%, 47.72%]). The influencing factors of smartphone addiction among medical students included gender, duration of smartphone use, smartphone function, and marital status. Ten studies (52.63%) explored related mental health symptoms of smartphone addiction among Asian medical students. Smartphone addiction was positively correlated with poor sleep quality (r = .17-.31), stress (r = .30-.40), anxiety, depression, neuroticism, and general health among Asian medical students. Conclusion: Smartphone addiction is highly prevalent among Asian medical students. Smartphone addiction may adversely affect mental health, resulting in sleep disturbance, stress, anxiety, depression, and neuroticism. Primary Lymphoepithelial Carcinoma (LEC) of the salivary gland is a rarely encountered malignant tumour by Otorhinolaryngology surgeons especially in Malaysia. It accounts for an estimated 0.4% of all malignant tumours of head and neck with a racial predilection towards Eskimos, people of Southern Costal of China and Japanese. Histologically it exhibits a poorly differentiated neoplasm and a strong association with Epstein-Barr virus that could be similar to an undifferentiated nasopharyngeal carcinoma (NPC). The parotid gland is the most common location a Primary LEC of the salivary gland develops, with patients mostly presenting with a painless parotid swelling and cervical lymphadenopathy. Herein, the authors report a rare case of Primary LEC of the parotid in an unfortunate Malay female. In this case report we further highlight the pathological and radiological features including management of Primary LEC of the parotid as this tumour should be considered in all patients presenting with a painless parotid mass to an Otorhinolaryngology clinic. Since 2013, the Belt and Road Initiative has become China's signature foreign economic policy campaign. While there have been debates on the initiative's implementation and implications, an emerging consensus suggests that the export of capital-intensive infrastructure is a key driving factor of China's financial statecraft. For Southeast Asian countries, such Chinese efforts are useful in plugging their domestic infrastructure gaps, not least in the remote parts of their territory. Against this backdrop, this article examines arguably two of the most prominent Chinese infrastructure projects in Malaysia – the East Coast Rail Link (ECRL) and the Malaysia-China Kuantan Industrial Park (MCKIP). It posits three inter-related arguments. Firstly, unlike conventional analyses which commonly treat the Chinese state as a singular, unitary actor, both the central and provincial governments in China's multi-layer state structure have played important roles and demonstrated different characteristics in Chinese infrastructure overture towards Malaysia. Secondly, one observes contrasting patterns of well-coordinated state-business relations in the ECRL project versus loose, decentralised state-business relations driven largely by Guangxi province and market forces for the MCKIP. Thirdly, the implementation of both the ECRL and the MCKIP has been heavily constrained by the political-institutional environment of Malaysia as the host country, illustrating that Chinese financial statecraft, in the form of infrastructure provision, generates considerably less impact than what popular rhetoric suggests. Background: Digital contact tracing (DCT) is a method of tracing contact relying on tracking systems using artificial intelligence (AI) as an epidemic prevention solution for the COVID-19 pandemic. This review compares the DCT systems such as Bluetooth, Quick Response (QR) code, Global Positioning System (GPS) or Radio Frequency Identification (RFID) technologies that are used in Malaysia, New Zealand and China during early COVID-19 pandemic. Materials and Methods: A review was conducted based on the multiple data sources from existing electronic articles, newspapers, press releases, government documents, reports and web pages that are available online. Result: There are five mobile applications and one Bluetooth device in used by these countries; Malaysia uses MySejahtera app and MyTrace app, New Zealand uses NZ Covid Trace and Bluetooth COVIDCard and China uses a Health Code app that is available in WeChat and Alipay. All apps are available in Apple store, Google Play and App Gallery, except the NZ COVID tracer is not supported by the App Gallery. All 3 countries utilise the QR code as the main DCT with additional features in a centralised data architecture framework. Based on other available databases; MySejahtera has recorded around 74.9% users in Malaysia as at December 2020, NZ CovidTrace logged around 55.1% as at 19th April 2021, and Alipay tracked around 64.3% as at early 2021. . Conclusion: Effective human resources management with digitalisation is crucial in managing pandemics with multi-approach public health interventions which could enhance public health outcomes with less public rejection. The competition between the United States and China is now more complex compared to the era of the Cold War. This is evident from the Trade War, the issue of 5G technology, megaproject initiatives, the South China Sea issue and most recently the Covid-19 issue. Malaysia has taken a pragmatic approach and has been careful not to get caught up in the competition between the two powers. During the Pakatan Harapan (PH) era, Malaysia decided to cancel the Kuala Lumpur-Singapore high-speed rail (HSR) mega project, renegotiate the construction cost of the East Coast Rail Link (ECRL) as well as the grey zone issue in the South China Sea. These decisions created tension in the Kuala Lumpur-Beijing bilateral relations. In response, China delayed any form of cooperation to re-evaluate Kuala Lumpur's foreign policy towards Beijing under the new Pakatan Harapan government. However, Mahathir successfully renegotiated with China to proceed with the projects. This event is expected to leave a significant impact on why Malaysia is increasing its confidence and cooperation with China despite facing national security threats. By utilizing library research and interviews this study analyzes the factors influencing the improvement of bilateral diplomatic relations between Malaysia and China from 1971 until 2018. The study applies the theory of neoclassical realism and the concept of threat balance to argue that Malaysia's response and stance towards China are based on threat, risk, and opportunity factors. First, it finds that the trend in Malaysia-China bilateral cooperation is influenced by the perception of trust. Second, the factor of leadership in identifying threats and opportunities also influences bilateral relations. Third, economic, political, and diplomatic harmony requires a relationship of mutual trust and interdependence in line with the international order. [ABSTRACT FROM AUTHOR]

One the largest cases of kleptocracy is attributed to the 1Malaysia Development Berhad (1MDB) scandal involving the former Malaysian Prime Minister, Najib Razak. As a result of the pressure to pay the debt, Najib signed multiple inflated infrastructure loans from China in 2016. This study analyses the manipulation of Public Service Bargains as a critical variable influencing the foreign loan decision-making of the kleptocrat leader. It concludes that Najib's manipulation strategies transformed the established Trustee-type to kleptocratic-type bargains in Malaysia's foreign loan decision-making process. The post-Najib's restoration of Trustee-type bargains under the new Malaysian government, followed by a series of successful renegotiations with China, attest to the significance of the Public Service Bargains system on the foreign loan decision-making process. This analysis also contributes to the wider discussion on the critical side of China's Belt and Road Initiative amidst a global call for good governance. [ABSTRACT FROM AUTHOR]

In today's global economy, self-initiated expatriates (SIEs) and host country nationals (HCNs) both represent critical human resources for organizations operating globally. Yet, because these two groups of employees have been studied separately, little is known about how SIEs' and HCNs' perceptions of, and attitudes towards the organization compare and diverge (vs. converge) in terms of implications for human resource management. This study aims to contribute to fill this gap by examining psychological contract breach, organizational cynicism, and organizational commitment components (i.e., affective, normative, and continuance) among a sample of 156 SIEs and HCNs working in the Chinese and Malaysian transnational education sector. Using a one-year time-lagged study, we found that compared to HCNs, SIEs experienced more organizational cynicism and less affective, normative, and continuance commitment. Moreover, the breach-organizational cynicism relationship was stronger (i.e., more positive) among SIEs than HCNs. The indirect relationships between breach and affective and continuance commitment, as mediated by organizational cynicism, were also stronger (i.e., more negative) among SIEs than HCNs. This Forum explores the impact of the COVID-19 pandemic on the Higher Education (HE) sector through the experiences and perspectives in China, Malaysia and the UK, with schools and universities closed and teaching moved online with very short notice. Authors were given an open brief as to the nature of their contribution, reflecting the still evolving 'pandemic pedagogy' phenomenon. Reflecting different national contexts reified in the emergency response to education disruption, the three perspectives in this Forum individually and collectively shed light on the implications of contrasting states of university governance and overall HE development.

Purpose: It is still unclear how Asian universities incorporate the theory or practice of sustainable development (SD) in their research and education programmes. To address this gap, the purpose of this paper is to report on a study that has examined how universities in Asian countries handle and address matters related to SD. Design/methodology/approach: The study used a bibliometric analysis and an online survey-method. The online survey data were analysed through descriptive analysis and one-sample student's "t"-test. Findings: The study indicates that there is considerable variation among the Asian countries regarding sustainability practices in higher education institutions (HEIs). The HEIs in far eastern countries, such as Indonesia, Malaysia and Thailand are perceived to demonstrate more sustainability practices. Research limitations/implications: Even though a substantial number of participants participated in the survey, it did not cover all Asian countries. The online survey was carried out over a limited period of time, and not all HEIs in the field may have received information about the study. Practical implications: Asia is the largest continent facing a number of sustainability challenges. In this context, the contribution of HEIs is very important. The findings of the current study may serve as a baseline for Asian HEIs to take more initiatives towards SD goals, as HEIs are responsible for the education and training of hundreds of thousands of students who will be occupying key positions in industry, government or education in the coming years. Originality/value: The study contributes to the existing literature in two distinct ways. First, it was possible to develop a comprehensive instrument to measure sustainability practices in HEIs. Second, this study has filled the gap of the scarcity of studies regarding sustainability practices in HEIs in Asia.

The interaction between kleptocracy, strategic corruption, and defence policymaking has not yet been sufficiently explored in the existing literature. Malaysia's turn towards China amidst the 1MDB scandal, despite Chinese claims to Malaysian waters and naval intrusions, provides an opportunity to study such a phenomenon. By examining the pressures exerted by the US and the strategic corruption pull by China upon Prime Minister Najib Razak's kleptocratic interests, this analysis highlighted the kleptocrat's strategies to change Malaysia's pro-Western defence policy. Through extensive interviews and secondary data, this study analyses the manipulation of Public Service Bargains as a critical variable influencing the kleptocrat's defence policymaking. It concludes that Najib's strategies transformed the established trustee-type of bargain in Malaysia's defence decision-making process to a kleptocratic type, enabling a closer relationship with China. This analysis contributes to the debate on kleptocracy's impact on smaller powers' defence relationships amidst the global expansion of China's strategic influence. [ABSTRACT FROM AUTHOR]

This study utilizes criteria and indicators to propose a set of sustainable evaluation methods for ecotourism destinations based on perception. The questionnaires are designed according to the index system of sustainable evaluation. Taking Malaysia's Pulau Perhentian and China's Weizhou Island as examples, the method is verified and the coordinated development path of island resource protection and ecotourism in two marine parks is proposed according to the results of sustainability evaluation. In this study, 126 valid questionnaires were gotten from Weizhou Island Marine Park (WZMP) in China and 125 from Pulau Perhentian Marine Park (PPMP) in Malaysia. The outcomes show that PPMP has a higher sustainable development index, and both resource protection index and ecotourism development index are higher than WZMP. To the extent the subtypes of coordinated development are concerned, PPMP is underdeveloped, that is, the broadness and profundity of the tourism industry advancement are insufficient to coordinate its resource level, while WZMP belongs to over-development type. In the decision of development path, WZMP ought to adopt a protection priority mode, while PPMP is suitable for the development priority mode.
