Household surveys underreport incomes from the upper tail of the distribution, affecting our assessment about inequality. This paper offers a tractable simulation method to deal with this situation in the absence of extra information (e.g., tax records). The core of the method is to draw pseudodata from a mixture between the income empirical distribution and a parametric model for the upper tail, that aggregate to a preestablished top income share. We illustrate the procedure using Peruvian surveys that, as in the rest of Latin America, have displayed a sustained decrease in the Gini index since the 2000s. In a number of experiments, we impose a larger top income share than the one observed in the data, closer to corrected estimates for less egalitarian neighbors (e.g., Colombia and Chile). We find that even though the point estimates of the Gini index are biased, the corrected indices still decrease in time. [ABSTRACT FROM AUTHOR]

The objective of this paper is to suggest a mathematical model of unpaid housework and empirically test its main predictions using data from Mexico (2014) and Colombia (2017) time-use surveys. The model, based upon the Marxist-feminist approach, suggests that the magnitude of unpaid housework is determined by the super-exploitation of labor, i.e. the gap between wages and the value of labor-power. The outcome is an equation that relates positively the magnitude of unpaid housework with the super-exploitation of labor. The parametric and nonparametric regression estimates applied in both countries show preliminary empirical support for the theoretical model. The theoretical and empirical findings have several implications for Marxist-feminist literature as well as for empirical research on unpaid housework. [ABSTRACT FROM AUTHOR]

Market potential has been shown to have an important impact on the explanation of observed income disparities both across countries and across regions within countries. However, the importance of neighbourhood for 'income levels-market potential' regressions is largely neglected in the empirical studies on the subject. This paper tries to fill up this gap by estimating fixed effects spatial panel data models using Colombian regional data over the period 1990–2015. Our results reveal that around half of the impact of market potential on regional income disparities can be attributed to neighbouring regions. [ABSTRACT FROM AUTHOR]

We simulate the short- and long-term distributional consequences of COVID-19 in the four largest Latin American economies: Argentina, Brazil, Colombia, and Mexico. We show that the short-term impact on income inequality and poverty can be very significant, but that additional spending on social assistance more than offsets the effect in Brazil. The offsetting effect is significant in Argentina and Colombia and nil in Mexico, where there has been no such expansion. We find that a universal basic income that would have produced the same reduction in the poverty gap as actual policies would have cost slightly more but would have benefited the poor (the nonpoor) slightly less (more). To project the longterm consequences, we estimate the impact of the pandemic on school achievement and its intergenerational persistence. We use information on school closures, educational mitigation policies, and account for educational losses related to health shocks and parental job loss. Our findings show that in all four countries the impact is strongly asymmetric and affects particularly the high-school completion rates of children from disadvantaged families. Recent studies on income inequality have some characteristics that differentiate them from their earlier counterparts. The spotlight on high incomes has illuminated a new angle from which to view income inequality. Because estimates of top income shares can be used as a proxy for power inequality, they can enrich our comprehension of the role of the elite in Latin America's economic development. However, scholars interested in studying the history of economic inequality in Latin America face certain methodological and theoretical problems of their own: (1) because food and other commodities such as minerals represent the lion's share of exported goods in Latin America, cycles in commodity prices have shaped the region's economic history. Thus, the crux of income inequality in Latin America is who becomes richer and who becomes poorer when exports prices rise and fall; and (2) the sort of fiscal statistics typically used capture only a few countries and sometimes only limited periods. Thus, as I argue, scholars should use dynamic social tables to produce new information. I exemplify both points with a historical analysis of three Latin American countries: Chile, Colombia, and Argentina. [ABSTRACT FROM AUTHOR]

It is clear that in the transition out of the COVID-19 crisis in Colombia there will be great need for formal job creation. One source that has been widely discussed in policy circles is strengthening linkages of Colombian firms with Global Value Chains (GVCs). Another source that has received recent attention, and deservedly so, is digital infrastructure development (DID)—which can boost telework and virtual human capital accumulation. Reduction in poverty and inequality through more and better formal employment is an important aspect of a jobs and economic transformation (JET) agenda. In this paper, we explore—through a computable general equilibrium model (CGE) and a microsimulation framework—to what extent reforms of the type envisioned in the JET agenda and which could generate GVC linkages, as well as through DID, for Colombia, and we project their impact on poverty and inequality up to 2030. Our findings show limited impact of the three types of policy changes considered for GVCs—namely (i) fall in barriers for seamless business logistics, (ii) reductions in tariffs, and (iii) lower barriers to foreign direct investment (FDI). The impact of DID on inequality is also moot. There is however a modest impact on poverty reduction in the combined policy of digital infrastructure with a boost in skilled labor. This finding can be linked to different factors. First, there are relatively few direct jobs created to benefit households with low levels of human capital. Second, there might be indirect job creation through backward linkages to local suppliers by firms linked to GVCs, but this effect would be a general equilibrium effect that our CGE model with a partial equilibrium microsimulation distributional module does not fully capture. Third, the positioning of Colombian firms to latch onto GVCs, and also generate demand for local intermediate inputs and services, is not optimal. Fourth, DID may generate more general labor market opportunities through telework and virtual learning expansions but could also induce larger wage gaps as the skill premium rises so that the net effect on inequality is ambiguous. Scholarly work on international chains of care have highlighted the stratified nature of reproductive work along the lines of gender, social class, race/ethnicity, and cross-national economic inequalities, particularly with regard to childbearing and childrearing tasks. Immigrant women from the global South are taking rising shares of domestic and care workloads in global North countries. Less attention has been devoted to national contexts, particularly from a quantitative perspective. Using large-scale nationally representative data for Brazil, Colombia, and Mexico, this work presents a quantitative assessment of fertility and offspring mortality patterns among live-in domestic workers and their employers (patronas) during the second half of the 20th century. Our results indicate that the historically low and delayed fertility of live-in domestic workers stems from the confluence of socioeconomic disadvantages throughout their life courses, the everyday mobility constraints they face, the physical control exerted over them by their employers, and the expropriation of their daily and life course time by middle- and upper-class families. These results underline the stratified nature of reproduction in the Latin American context and urge scholars, particularly those working with quantitative data, to re-center research questions around the social mechanisms, including power relations, underpinning unequal living conditions and their consequences for the stratification of reproductive tasks. We use this evidence to argue that the increasingly feminized nature of domestic work and the rising trends of socioeconomic inequalities within and between countries render the examination of intersectionality-defined minorities central for a deeper understanding of family change beyond the Latin American context. In this brief text I want to offer a personal reflection on my work as a former Commissioner in Colombia's Commission for the Clarification of Truth, Coexistence and Non-repetition. What is of interest to me is the idea that truth-seeking commission models are complex "listening devices" that render certain forms of violence intelligible while other more systemic types, remain elusive. In contexts of deeply rooted historical and endemic racial and economic inequalities, this is not a minor issue as these material inequalities are at the heart of conflict itself. In fact, what I call the "transitional promise of transformation" often falls short of changing the structures of quotidian experience of people and communities scarred by such historical injuries. Rather, those "transformations" are deferred to a future "liberal peace building" or development-oriented agenda. I examine this way of listening through a particular theoretical lens and aspire not only to contribute with an empathic and a reflexive distance from our work as a Commission but also to posit wider questions. Much of Latin America has experienced a renewed 'lost decade', failing to substantially expand quality of life since the late 2000s. While the outcomes of governance performance across the largest countries – including Brazil, Venezuela, Mexico, Colombia, and Argentina – have discrete causes, common themes like internal conflict, corruption, and overreliance on natural resources plague the entire region. Put more generally, the inability to turn democratic accountability into a state mechanism able to deliver economic growth and public goods in a sustainable manner is a liability affecting all five countries. To explore the difficulties that the large Latin American countries have faced in the twenty‐first century, this article examines results from the 2022 Berggruen Governance Index, and then presents three key issues facing the region: insufficient state capacity, flirtations with authoritarianism, and economic inequality and inflation. Background: The negative association between income inequality and health has been known in the literature as the Income Inequality Hypothesis (IIH). Despite the multiple studies examining the validity of this hypothesis, evidence is still inconclusive, and the debate remains unsolved. In addition, relatively few studies have focused their attention on developing or emerging economies, where levels of inequality tend to be the highest in the world. This work examines the statistical association between income inequality and self-rated health status in Colombia, a highly unequal Latin American country. Methods: To explore whether this association is present in the general population or whether it is only confined to the bottom of the income distribution, we use data from the 2011–2019 National Quality of Life Survey. Multiple probit estimations are considered for testing the robustness of the IIH. Results: Evidence favouring the IIH was found, even after controlling for individual income levels, average regional income, and socioeconomic characteristics. The link between income inequality and the probability of reporting poor health seems to be present across all income quintiles. However, the magnitude of such association is considerably smaller when using inequality measures with relatively greater sensitivity to income differences among the rich. Conclusions: The association between regional income inequality and individual's self-rated health status in Colombia is not only confined to low-income individuals but extends across all socioeconomic strata. This association is robust to the income inequality measure implemented, the income-unit of analysis, and changes in the sample. Well-functioning cadasters help to secure property rights, make economies perform more efficiently and promote environmental conservation. However, their equity effects are less known. Our study addresses how and to what extent cadasters, and reforms to them, affect equity. We address this question through an ex-ante simulation methodology using static partial equilibrium fiscal incidence analysis. We apply it to a recent expansion of the cadaster in Colombia, designed as a deliberate equalisation strategy in one of the world's most unequal countries. This expansion will increase the collection of property taxes paid by previously informal households by about US$ 22.1 million and their net worth by about US$ 4,993 million (or about 3.2 and 4.9 per cent of their baseline value). However, the expansion of the cadaster will also increase the incidence of poverty (by 0.25 per cent points), the poverty gap (by 0.20 per cent points) and inequality (by 0.12 per cent points of the Gini index), unless generous compensatory interventions are applied. We conclude that equity effects of cadasters are complex and multiple. Policy-wide, compensatory measures are needed to alleviate the immediate impacts on poverty and inequality after the increase in taxes that vulnerable and poor households will likely face following a cadaster reform. This paper provides a composite indicator of well-being for the 33 Colombian departments in the year 2016. The indicator is built by adapting the well-known OECD Better Life Index to the regional level, and includes the dimensions of income, health, education, safety, housing, environment, labour market, and civic engagement and governance. As to the methodology, Data Envelopment Analysis and Multi-Criteria Decision-Making techniques are employed, an approach which enables a comparison of well-being across departments and the construction of rankings. The results yield several take-away messages. First, there are substantial disparities in well-being across Colombian departments. Second, despite the fact that average well-being in Colombia is relatively low, the population is concentrated in the departments with the highest well-being levels. Third, geography matters, as neighbouring departments have similar well-being levels, giving rise to a core-periphery duality. Fourth, well-being generally improves and disparities decline when purely economic dimensions (income and labour market) are excluded from the composite indicator. • This study elaborates a composite well-being indicator for the Colombian departments. • There are substantial disparities in well-being across Colombian departments. • Population concentrates in the departments with the highest well-being levels. • Neighbouring departments have similar well-being levels. • Well-being improves when economic dimensions are excluded from the indicator.
