Extracurricular activities (ECAs) and their impact on student employability has become a focus of the higher education sector, with a recent emphasis on experiences such as global exchange and skill acquisition that prepares graduates for the workforce. Despite the initiatives and effort put into supporting the general student population, students with disabilities are underrepresented in these opportunities. This causes such students to have less access to employability opportunities that set them apart from their peers and leads to a distinct disadvantage when seeking to enter the workforce. The literature suggests that there are various benefits of participating in extracurricular activities for university students, including some literature about students with disabilities. However, there is a distinct lack of focus on how the scarcity of support for participation in these programs fails to address equality and discrimination legal obligations, as well as the failure of disability specific initiatives to include these activities as essential to their core mission. This paper aims to examine how Australian University strategic plans addressing disability inclusion and supports for students with disabilities extend to the extracurricular space, and what more can be done to include these students in all aspects of campus life. Through a search and policy analysis of University Strategic Plans, Disability Action Plans, and scholarships for students with disabilities to participate in extracurricular activities, it was revealed that this issue is not being sufficiently addressed through university strategic responses to disability inclusion. This paper provides practitioners and universities with recommendations to improve their compliance with antidiscrimination measures and address this deficit to improve student outcomes.

In Australia, there is no one cohesive program design or curriculum which provides a framework for adult learning in Adult Community Education (ACE) organisations, with the two major states New South Wales (NSW) and Victoria leading the most developed systems. Many adult learners who learn in these education settings return to study to find pathways to employment, or to re-train for a new role after losing their job. In addition, later-life learners may attend because they want to remain healthy, participate in leisure activities, build friendships and remain active and engaged in their later years. Many of the learners are 'second chance learners' who have had prior negative experiences with the neoliberal system which assesses, ranks, and categorises learners according to their academic abilities. In this paper, we propose a comprehensive framework for the delivery of pre-accredited training in Australia, founded on social constructivist theory, learner-centred pedagogy, and course design enhanced by Nussbaum's Capability Framework. We commence the article by delivering a context for adult education policy and social justice education in the development of the ACE system. What we mean by a socially just education is one in which all people access a critical and democratic curriculum with equity and access to resources at its core. In this paper, we argue for the importance of adult learning, which is holistic, flexible, and nimble to cater for diverse learners and learning needs.

Purpose: This paper seeks to illustrate how interventionist education reforms shape dis/trust-building processes and their impact on teacher professionalism in vocational education and training (VET) across national contexts. Using trust as the object of analysis, we discuss the affective mechanisms of becoming a professional in a standards-based neoliberal environment. Design/methodology/approach: Through an analysis of VET teacher narratives in England and Austria, the paper draws attention to the ways in which policy instrumentalism has created a culture of distrust in VET. Drawing upon foundational work on system trust developed by Niklas Luhmann, we illustrate how conditions for trust sit at symbolic thresholds, which set the conditions for professional recognition within VET. Findings: Our analysis revealed that attempts to standardise VET strategy are fuelled by the need for existential security and predictability, leading to tensions in the cultivation of system trust. Conditions for professional recognition across both contexts were based on practices of documentation and subordination, narrowly defining modes of legitimate self-expression in organisations. This constitutes a crisis of trust in VET teacher professionalism, which undermines pedagogical autonomy and integrity. Practical implications: We seek to highlight the impact that reduced trust in the governance of VET can have on issues associated with teacher motivation, well-being and retention. The consideration of trust is therefore essential both for policy design and implementation in VET organisations. Originality/value: The application of trust theory offers a distinctive lens through which to understand the impact of accountability, performativity and governance processes upon teacher subjectivity within VET across national contexts.

The COVID-19 pandemic and the move to remote education exposed old and new inequities, yet it also represented an opportunity to rethink inclusive education. This paper presents findings from a one-year project "DIGITAL in a time of Coronavirus" and draws upon policy analysis and interviews with teachers, principals, and community leaders from six countries in the Global North and South (Italy, England, Malaysia, Australia, United States and Chile). By mobilising education assemblage theory to challenge binary divisions (included/excluded, modern/colonial, local/global), it presents five concepts to rethink inclusion and its relationship with technologies. It illustrates how during the pandemic alternative entanglements of digital and non-digital technologies challenged narrow and Eurocentric constructions of the digital divide enabling inclusive subjective experiences. Drawing upon local possibilities and histories, re-habilitating non-scientific knowledges, especially in view of future experiences of blended education, the paper seeks to provide policy tools to rethink current understandings of inclusive education.

Background: This paper presents a counter-narrative to the long-held belief that Physical Education (PE) is impermeable to change. Transforming and enacting curriculum is incredibly challenging and sometimes impossible but if teachers have particular resources available to them over time, this makes 'radical reform more, rather than less likely' [Kirk, D. 2009. "Physical Education Futures." London: Routledge]. Purpose: This paper addresses the on-going and pervasive issue of sustainable curriculum transformation and enactment in PE. More specifically, the purpose of this research is to examine the source, nature and purpose of resources that made curriculum transformation and enactment possible in one school. Data collection and analysis: As part of an exemplary case study, 7 Secondary PE teachers and one Principal from an Australian Secondary school engaged in the process of curriculum transformation and enactment. Data consisted of semi-structured individuals (3) and paired interviews (6) and field notes. We drew upon the notion of 'contextual dimensions' and 'activity layers' to support the analysis. Findings suggest that the teachers were supported by resources that spanned different contextual dimensions (situated, material, external contexts and professional culture) and layers of activity. The most valued resources identified by the teachers were (i) structural and networked support; (ii) sustained leadership; (iii) a clear vision for PE in their school; (iv) professional learning; (v) time. Conclusion: The findings suggest that while changes in policy do not necessarily prompt change in practice, particular kinds of policy are necessary if the change is to be viewed as possible and worthwhile by teachers. In this study, a layered policy landscape acted as a catalyst for the teachers to reimagine what PE could look like in their school. Moving from vision to action, it was the interplay of resources across the contextual dimensions and activity layers that the teachers drew on to support curriculum transformation and enactment.

Intercultural education in Australia has been positioned in State-based official curriculum and education policy as developing understanding between diverse cultural groups. However, cultivating such understanding far more complex in practice than policy and curriculum directives can capture. In Australia, eruptions of intercultural tensions has an ongoing and complex history. This paper examines the challenges for teachers' intercultural practice in one Australian public school setting. Reporting on a single-site ethnography drawing on Lefebvre's production of space. I conceptualise teachers' intercultural work as a praxis of difference, this paper problematises the way intercultural education is often taken up in tokenistic ways and advocates for reimagining intercultural education as a challenge of practice. I argue that an examination of the conditions that produce complex relations between diverse cultural groups in particular spaces is a productive starting point for developing intercultural understanding as a rational praxis of difference .

By examining Bangladesh's educational policies and practices, this paper investigates the transition from technical vocational education and training (TVET) to HE (HE). This study specifically focuses on two areas: how TVET graduates' access to HE looks like in Bangladesh and what role HE institutions can play in boosting TVET graduates' engagement in HE in Bangladesh by taking a cue from the Australian TVET system. Based on Marginson's 'high participation systems' theory, it focuses on how TVET courses can lead to HE and how universities can facilitate TVET diploma holders' access to bachelor's degrees in their fields of study in Bangladesh. The qualitative content analysis of policy documents served as the foundation for this paper. This paper aims to advance our understanding of how structural obstacles (elitism) affect pathways from TVET to HE and how international 'best practices' can be localized in the Bangladeshi context.

Initiatives aimed at improving STEM education have largely focused on school-based programs, with the majority of STEM professional development targeting primary and secondary school educators. However, there is growing interest in STEM education in the early childhood years. This paper reviews the available evidence to explore the extent to which early childhood STEM professional learning programs are represented in the research literature. The review examines: 1. The emergence of research focused on STEM professional learning for early childhood educators; 2. The characteristics of these professional learning programs; and 3. The research evidence for the efficacy and impact of these programs. Using a scoping review methodology, our search yielded only 22 papers for analysis, with most of the studies published in the last seven years of the review period. Different views and definitions of STEM were evident across the studies, with few explicitly describing the integration of the four STEM disciplines. The majority of papers reported a workshops/in-service training approach. Unanimously, the 22 studies reported positive outcomes from the participants' engagement with early childhood STEM professional learning. However, the small number of research papers available for review confirms the need to build the evidence base for early childhood STEM professional learning.

Purpose: Government primary schools in Australia increasingly take up the International Baccalaureate's Primary Years Programme (IB-PYP) to supplement government-mandated curriculum and governance expectations. The purpose of this paper is to explore how teachers navigate and contest dual policy-practice expectations in the Victorian Government IB-PYP context. Design/methodology/approach: This study used a narrative inquiry approach. The narratives of two teachers were generated through a narrative interview and then re-storied with participants through a set of conceptual lenses drawn out of the policy assemblage and affect studies theoretical spaces. Findings: The stories participants told show that competing mandatory local policy expressions are experienced and contested both to stabilize a technocratic rationality and produce alternative critical-political educational futures. Originality/value: There a few accounts of teachers' policy experience in government school settings implementing the IB-PYP. In addressing this gap, this paper directly responds to prior claims of the IB's failure to promote an emancipatory pedagogy, showing instead that when teachers who bring a more critical understanding of educational purpose to their work take up the IB-PYP policy to support the enactment of that purpose.

Teach for Australia was announced by the Australian Government in 2008, at a corporate dinner sponsored by Swiss multinational investment bank UBS, hosting New York Schools Chancellor Joel Klein. Conceptualising Teach for Australia as a polycentric policy network anchored in venture philanthropy, this paper examines how networks mobilise major government reform, drawing upon both market and state. As an organisation founded, staffed and registered by a major global consultancy firm (Boston Consultancy Group), the paper critiques and questions representation, divisibility and immutability. By drawing upon network ethnography, following people and policy, the paper traces the beginnings of Teach for Australia through inaugural founders, focusing upon co-affiliations. Mapping a heterarchical and polycentric network of non-state and state actors, it highlights indivisible flows of people, money and policy. Thus, this paper seeks to indicate how policy networks embedded in venture philanthropy mobilise policy, whilst being reliant upon formal bureaucracies. This is governance with government. Teach for Australia highlights the nexus between private and public, and fuses together critical connections between market and state, bolstering a major venture philanthropic network that chiefly impacts public schools.

Focusing on teachers' practices amid a national curriculum 'implementation' project for schools identified as having high enrolments of students experiencing disadvantage, this paper uses narrative methods to illustrate what we refer to as teachers' everyday work-for-change. Teacher interview data was generated via a longitudinal multi-site case study. Two teachers at one school are selected for detailed attention because--despite their significant engagement, commitment, and work towards enacting the new curriculum--their innovations were not sustained. These cases provide a useful site of analysis of change as a practice, rather than a more common focus on change as an outcome. De Certeau's theory of everyday practice is used to discuss how work-for-change is an everyday feature of teacher practice in schools enrolling students experiencing disadvantage. This aspect of teachers' work in these settings is seldom acknowledged because successes are easily obscured by deficit discourses. Other factors contributing to the invisibility of teachers' work-for-change in these schools include the often-intangible nature of teachers' professional successes amid more formally visibilized failures, the ephemeral nature of everyday practice, and a workforce context characterised by teacher and leadership transience.

This paper interrogates Stacey's assertion that New South Wales (NSW) education policy is underpinned by a 'particular instance of neoliberalisation' which has significant 'direct and material impacts' on teachers. It examines the role Evidence-based Practice can play in the neoliberalist reform of education globally and analyses the Centre for Education Statistics and Evaluation's What Works Best documents. The paper asserts that the character of education policy in NSW is consistent with the wider Global Education Reform Movement and continues to exhibit and extend the neoliberalist tendencies identified by Stacey. Furthermore, it claims that, through a collection of neoliberalist devices, teachers are being 'governed at a distance' through documents such as What Works Best. It is hoped this paper might provide teachers with 'insights and arguments to help them to resist unwarranted expectations about the role of evidence in their practices and even more so of unwarranted interventions in their practices'.

Assessment policy internationally places significant importance on the use of assessment criteria across all subject areas. However, in order to ensure effective use of criteria, it is critical for teachers to develop an in-depth understanding of them. This paper reports on a study of a range of Australian Science teachers' views and uses of criteria in practical work. Six Science teachers working in secondary schools across Sydney were interviewed, their classroom activities were observed, and the data obtained were analysed using a qualitative constant comparative method. The findings indicate that despite the emphasis on Assessment for Learning (AfL) in assessment policy in Australia, teachers generally consider criteria as a marking tool, for Assessment of Learning (AoL), rather than a learning instrument. Consequently, they use criteria exclusively as a framework for assigning grades. This paper argues that teachers need to consider the use of criteria from a learning perspective in addition to its other multipurpose functions.

Ideas and practices associated with inclusive education have featured prominently in the policies and reforms of successive Australian federal governments since the 1990s, yet there are limited historical analyses of these developments. This paper analyses federal and national inclusive education policies in Australia spanning from 1992 to the present. Drawing upon the concept of 'political rationality', the paper examines how the modes of reason underpinning inclusive education policies have evolved over time. Three distinct phases of policy development are identified, which we suggest are characterised by three dominant rationalities: (1) standardisation, (2) the neo-social and (3) personalisation. We argue that examining these rationalities reveals fundamental shifts in ways of thinking about and reasoning inclusive education in policy. We conclude by considering the implications of the different rationalities and single out the potential tensions emerging between rationalities of standardisation and personalisation as an area for future investigation.

Politics and pragmatics are central and inseparable features of curriculum reform. In a federated system like Australia, many individuals and organisations are invested in reform at the national and jurisdictional level. This paper focuses on the policy work and roles of key actors positioned at the interface of national and state-based curriculum development, and at the juncture of curriculum policy and pedagogic practice. These were individuals formally identified as 'curriculum leaders' in the enactment of the Australian Curriculum in Health and Physical Education (ACHPE). The paper centres on data collected from eight (n = 8) curriculum leaders via semi-structured interviews. All were prospectively influential figures in shaping the path of the ACHPE. Our research explored the nature of their enactment work and how they were variously positioned and positioned themselves in relation to key ACHPE discourses. Analysis uses the policy actor/policy work framework as a starting point for deeper, Foucauldian informed analysis which provides insights into the complex nature of curriculum leadership by considering the additional (in)formal work and roles of these high-ranking policy actors. Data and discussion extends understanding of curriculum enactment as a process that spans policy networks and reveals the nuanced nature of curriculum leadership associated with curriculum reform.

Early career academics face a rapidly changing higher education sector and too little is known about what helps them flourish in the profession. This paper responds to that gap by reporting research undertaken in a single or intrinsic case study of one Australian university. We invited participation from a full cohort of 1019 academics in one large College. Of those, 41 early career academics or ECAs and 45 more senior academics or MSAs engaged in a 50-question survey. Of those, 18 ECAs and 16 MSAs who had flagged interest then completed an in-depth interview. We learned about: ECAs' work; what they and MSAs think impedes and enables that work; work-life balance; and experiences of mentoring and career development. We also asked for their perspectives on the future. We found remarkable agreement across the two cohorts that mirrors concerns expressed in a growing, internationally significant literature. Members of both cohorts appealed for strengthened organisational and sectoral commitments to caring career pathways and sought more certainty in challenging times. Our findings led us to conclude that academics have high hopes that universities and those in higher education policy settings can address work overload; enhance professional development across all duties; make leaner systems and processes; have more realistic expectations about research; and better value academics' profound commitments to higher education. Those findings accord with other results reported in comparable jurisdictions around the world and add weight to an increasingly compelling case to recentre and refocus on people in university organisational cultures and practices.

While Learning Analytics (LA) have gained momentum in higher education, there are still few examples of application in the school sector. Even fewer cases are reported of systematic, organizational adoption to drive the support of student learning trajectories that includes teachers, pastoral leaders, and academic managers. This paper presents one such case -- at the intersection of praxis, governance, and evaluation -- from a practitioner perspective. The paper describes the added value of data-driven approaches to create a culture of improvement in students and teachers in a comprehensive coeducational independent day school in Sydney. Evaluating the work done over the past five years to develop LA dashboards, the authors reflect on the process, the inspirations coming from theory, and the impact of the dashboards in the secondary school context. The data presented is not experimental in nature but supplies tangible evidence for the systematic evaluation scaffolded using the SHEILA policy framework. The main contribution of the paper is a practical demonstration of how managers in a secondary school drew from existing literature and observed data to 1) reflect on the adoption of LA in schools and 2) connect the dots between theory and practice to support teachers grappling with the trajectories of student learning and development, thus encouraging students to self-regulate their learning.

In this paper, we address the work of teachers at the intersection of educational policy and professional discretion, by undertaking a conceptual reading of "Through Growth to Achievement: Report of the Review to Achieve Educational Excellence in Australian Schools," and examining how the report conceptualises teacher practice. Drawing on the Bourdieusian notion of regulated improvisation, the study explores the constraints of pedagogical practices as conceptualised by influential policy reports of this kind, highlighting the paradoxical expectations of the report on teachers whose situational awareness of classrooms is curtailed through regulation. The study examines the tension between teacher autonomy and constraints, negating important considerations to temporalities of learning. The central contribution of the paper is a conceptual understanding of how policy drivers position teacher expertise through standardisation, compliance and performance, a concern not unique only to the Australian context of educational policy, nor schooling.

Crisis makes bold policy actions possible. In responding to socioeconomic and technological ruptures, policymakers create new imaginaries or revitalise existing ones. With the Australian Government's Job-Ready Graduates (JRG) reform during the COVID-19 pandemic as an empirical case, this paper shows how crisis instrumentalism and policy imaginaries intersect to effect swift policy changes. Drawing on a thematic analysis of key documents that constitute the JRG reform, we highlight three findings. First, the reformers used a new crisis context to repackage pre-existing policy agendas. Second, in justifying the timeliness of the reform, rather than constructing new imaginaries, the Government reactivated old neoliberal visions of society and the economy. Finally, the reform agendas are characterised by reductionist accounts of the value of university education, a nativist view of the future workforce, and the omissions of key issues: research training, social justice, and the urgency of decarbonising the economy. We close the paper by arguing that "crisis" makes swift "reform" possible to the extent that key actors can mobilise new or pre-existing policy "imaginaries."

The major analytical research question addressed in this paper is: What are Thailand's strengths and weaknesses as an international education hub for students from the Asian region? The key descriptive research question is: What is the nature of the educational experience of Asian students in Thailand? The two major research methodologies of the study are mixed research methods and comparative case studies, with the use of in-depth interviews of influential experts, surveys, and an autoethnography. In terms of major findings, there has been a dramatic growth of Asian students at Thai universities during the past two decades. Thailand's major advantages relate to low costs, location, quality campus facilities, and a welcoming attitude toward outsiders, while major disadvantages are the quality of many of Thailand's international programs often related to low English language capabilities. The paper concludes by presenting a creative new architecture for thinking about Asian study abroad in Thailand.

This paper takes the landmark review into the federal funding of schools in Australia, known as the Gonski Review (2011), as an illustrative case to demonstrate the scalar practices involved in policy production and enactment. Its primary argument is that, while its core recommendation was a needs-based funding model for the federal government funding of schools, the Gonski Review also articulates an aspiration for the translation of this funding model into a comprehensively national approach. This is done, I argue, through important practices of scalar imagining and reasoning (Papanastasiou, 2017b). However, these national aspirations sit uneasily with the realities of schooling and school funding in the Australian federation, which includes constitutional arrangements, legislation, and policy principles that distribute responsibility for funding across multiple spaces of governance. Drawing on documentary evidence, I argue that scalar tensions are produced between these national aspirations and the realpolitik of Australian federalism. By challenging "the national" as a coherent and predetermined "scale," these findings reinforce the importance of attending to the mediating forces of subnational governments, as well as global policy influences, when thinking about policy mobilities in federations.

Any institutional policy will only be a paper tiger unless the intended recipients of the policy know and understand it. Student anti-bullying policies at universities in Australia have been researched to determine the quality and usability of the content, but research is lacking in how students understand and use these policies. Bullying amongst students has been identified globally as an issue at universities; however, little has been done to determine students' knowledge and experience of bullying and the related policies and services universities provide. The aim of this paper is to fill that gap in knowledge, with the hope that by understanding a student's perspective, identified blocks to reporting may be eliminated. This study surveyed 297 Australian university students about their knowledge of their university's anti-bullying policies existence and location, their personal and witnessed experienced of bullying, how they handled it, and their knowledge and thoughts on how bullying information is presented to students at their university. The results found students lacked knowledge about anti-bullying policies and practices in their university. The results also highlighted assumptions students make about what their university offers in regard to policies and services. This paper indicates that universities need to publicise their policies and better educate their students on bullying and their related anti-bullying policies.

This paper examines principals' perceptions of school autonomy and leadership as part of a 3-year research project looking at the implications of school autonomy on social justice across four states of Australia (Victoria, New South Wales, Western Australia and Queensland). Drawing on interviews with principals and representatives from principal stakeholder organisations in these four state jurisdictions, the paper identifies a number of key issues for school principals and the implications for understandings and practices of educational leadership. These include varied understandings of autonomy, practices of leadership and implications for health, workload and well-being. The paper argues that while principals have mixed perceptions of school autonomy policies, there has been a narrowing of leadership experiences by principals in the form of managerialism and compliance. Furthermore, principals continue to experience high levels of workload, and some principals, depending on career stage and experience level, feel better able to work within and sometimes against these policies in their schools and communities. These practices are sometimes felt to be despite the system and not due to school autonomy policies themselves. The implication of these findings is that principals are inequitably able to respond to and implement school autonomy policies, an issue often glossed over in educational leadership research.

In light of widening participation initiatives internationally, including those in Australia, much has been written about equity policies in education. There is a growing body of research related to the outcomes of such policies and the experiences of non-traditional students, including those from low socio-economic status (LSES) backgrounds and students who are First Generation and/or First in Family, as well as other equity groups. This paper presents data related to a less researched effect of widening participation: the experiences of and impact on academic staff and those providing support services to students. We focus particularly on students from LSES backgrounds. Qualitative data were collected through focus groups with academic and student support staff in a large regional Australian university, with several themes emerging. In this paper, we investigate staff experiences related to diversity in student cohorts, drawing on Bourdieu's concept of capital. Results show that the academics are supportive of LSES students and sensitive to the range of student backgrounds in their courses, including differences in cultural capital and students experiencing extreme hardship, but the support provided is affected by staff gender. It is evident that staff endeavour pedagogically and pastorally to support students, often at personal cost. There are workload and welfare implications evident for staff, institutions and funding.

The paper studies the emergence of venture philanthropy in public schools in Australia, focusing on policy networks and policy mobility. It seeks to analyse how policy is mobilised and leveraged via networks, focusing on the initiative of a national education charity with deductible gift recipient status, and a national research education institute. By drawing on network ethnography, and following people, things, and money, the paper studies the restructuring of traditional government and its relationship "to," and "with," policy networks. Policy networks, as shown in this paper, are highly diverse in shape and form, consisting of powerful human actors, but also influential non-human actors that take on lateral scope including government reports, policy documents, and parliamentary legislation. The restructuring of the state apparatus is not a hollowing out of the state, but rather the state performs a central node within a policy network, challenging the notion that non-state actors supersede the role of the state. Policy networks represent highly valuable commodities and tend to be characterised by their reproductive values. These networks are tangibly reshaping the way money and commodities are circulated, offering a transactional currency and commodity within a marketplace, and reaching into public schools.

This paper traces the influence of failed Christian organisation Logos Foundation on Australian secular schooling debates across the 1970s and 1980s. Concerned with the changing nature of secular schooling in the 1970s and 1980s, religiopolitical organisations lobbied for increased parental choice in the ethos of education for their children. Logos, a Christian Right group connected to US think tank of the religious right, The Chalcedon Foundation, concentrated their activism on the right to religiously discriminate in schools. Through developing political arguments to justify the formation of Christian schools, pedagogy, teachers, and support for home schooling, Logos developed argumentation for religious discrimination that can still be seen in contemporary legislative debate and Christian schooling policy. This paper argues that far more attention must be paid to the failed political manoeuvrings of the religious right to better understand the secular education policy concessions being made in the second and third decades of the twenty-first century.

This paper investigates intersecting rights and ways of thinking in faith-based schools. It outlines current legislative attempts to manage anti-discrimination in Australian schools and proposes a dialogic model of reciprocal anti-discrimination for educational leaders and administrators. This paper proposes that reciprocal anti-discrimination will require rigorous clarity in organisational beliefs, values and philosophies of education. Differences of power, prejudice and assumptions are also addressed. The goal of the proposed model is to find a way forward where rights and values intersect while supporting student and staff wellbeing and preserving religious and moral conscience.

This paper analyses the extent to which intersectionality is considered in university strategic approaches to equity, diversity, and inclusion, and how intersectionality is expressed within strategic plans. Intersectionality is a framework for understanding compounding experiences of those who identify with multiple diversity areas and how these factors interact to create an experience specific to this combination. Through a survey of publicly available diversity and inclusion action plans at Australian universities, this paper maps the extent of both intersectionality awareness and enactment. This paper shows that while there were mentions of intersectionality, these were often limited to aspirational statements and acknowledgements rather than meaningful enactment. This demonstrates a desire by universities to respond to intersectionality in education, but either a lack of action or understanding of how to act for positive impact. This paper provides considerations and recommendations for Australian universities to meaningfully include intersectionality in their strategies and action plans.

This paper examines the PhD by publication in the humanities and social sciences in US, UK, Canadian and Australian universities. A set of PhDs by publication from each of these countries were collected for the study. The theses were analysed to see to what extent they fitted, or not, with discussions of thesis types described in previous research into the PhD by publication. Interviews with students and supervisors were carried out to investigate the choices that students made in their writing. University rules for the submission of PhDs by publication and related policy documents are also examined. The study found that there seems to be a preference for different types of PhD by publication in each of the countries. In the US they were all prospective PhDs with the work being especially written for the thesis. In the UK, by contrast, retrospective PhDs, the PhD by published work, largely dominate. Canada was similar to the US, at least in the area of study where the data were collected for the paper, Education. In Australia, both prospective and retrospective PhDs were found, although it was the former, the prospective PhD, which dominated.

Policy analysis can be useful for learning about 'what works' in policy. Contemporary policy studies literature highlight that such learning is influenced by power relations in government that shape our ways of knowing the world. This paper offers a critically reflexive narrative account of power relations present during Indigenous higher education policy analysis research conducted in the Northern Territory (NT), Australia to shed light on how to effectively negotiate policy analysis. We reflect on tensions that arose by applying Nakata's concept of the 'cultural interface', which accounts for the complexity of meaning making across diverse knowledge spaces. Narratives from an Indigenous Project Reference Group member are included to provide a perspective on these tensions from an Indigenous standpoint. The paper concludes by describing enabling conditions and strategies that were necessary for effective policy analysis, and considers implications for Indigenous higher education policy analysis in the NT.

Policy classifies and shapes people/subjects in particular kinds of ways. Focusing on the context of Health and Physical Education (HPE), this paper analyses policy documents from Australia, the United States of America (USA) and Wales. We pay particular attention to how learners are represented within and across the three policy documents, and we apply Bacchi's 'What's the Problem Represented to be?' approach to guide the analysis. For us, problematization is a fruitful and positive process that enables educators to engage with a critical dialogue regarding the policies they are expected to enact. Our analysis highlighted that common across the policies were overlapping discourses of idealism, neoliberalism, healthism, and individualism, which serve to reinforce deficit language and a focus on what learners 'lack'. The problem of 'learner as lacking' is represented within the policies via at least three subject positions: 'the sedentary learner', 'the un-educated learner' and 'the naïve learner'. The findings suggest that the three policies were producing an ideal and perhaps impossible learner (subject) whilst at the same time representing the learner as a problem that the policy could 'fix'. This paper is important because it: (i) demonstrates how certain discourses and voices are amplified and silenced within curriculum policy documents and policy work more broadly; (ii) makes educational and health politics visible; and (iii) creates space for the profession to develop greater critical consciousness related to policy. In terms of future directions, we urge curriculum policy writers and other stakeholders to carefully consider how learners are categorised, represented and governed in and through policy. If curriculum policies, by their very nature, need to produce problems -- in this case, the (im)possible subject - we invite educators to engage in critical conversations regarding the policies they are expected to enact.

Ability grouping of students into separate classes within a school can be called 'between-class ability grouping'. This practice has persisted in Australia despite evidence that it is socially inequitable and does not improve academic outcomes. A systematic review of peer-reviewed literature about between-class ability grouping in Australia from 2012- 2022 reveals only N=28 papers that meet the inclusion criteria. These papers are critiqued and synthesised into four main findings that characterise Australian research about between-class ability grouping from 2012-2022. The findings reveal a lack of substantive inquiry with most studies having limited scope and drawing on outdated or overly generalised data. International studies gloss over vital details about how between-class ability grouping is practised in Australia, while research conducted from within Australia reflects enduring tensions between gifted and talented, and social equity agendas. Further research that characterises the range of Australian grouping practices and their effects on students could be used to inform decisions about how to group students into classes in secondary schools.

For forcibly displaced people, high educational attainment is economically and socially empowering. Using experiences of African refugee youth in Australia as an empirical case and drawing on the capability approach to social justice, this paper aims to assess the substantiveness of education opportunities of refugees. Qualitative data were generated through policy review and semi-structured interviews. The analysis shows that not only are refugees invisible in equity policies, but educational inequality is also framed homogeneously as a lack of access. The restrictive framing disregards differences in people's ability to convert resources into valuable outcomes. Specifically, the paper identifies four overlooked factors of educational inequality among African refugee youth: early disadvantage, limited navigational capacity, adaptive preferences, and racial stereotypes. Without an expansive view of disadvantage, it is hardly possible to break the link between marginal social position and low educational attainment of refugees.

This paper explores how leadership is addressed within Australia's National Children's Education and Care Workforce Strategy (ACECQA, 2021). The Workforce Strategy has been widely welcomed, arriving at a time of unprecedented workforce pressures in the early childhood education and care (ECEC) sector. Yet, on close examination there appears an absence of focus on leaders as a distinct group within the ECEC workforce. Considering leadership is unequivocally central to retaining and sustaining early childhood educators, this absence of focus is noteworthy. First, the paper unpacks what is currently known about ECEC leadership. Then, how leadership in the policies under consideration is constructed as a problem in relation to quality and capability. Next, silences and ambiguities in how the strategy addresses the retention of leaders and their wellbeing is discussed. Ultimately it is argued that we need more understanding of the experiences of leaders as a distinct subset of the ECEC workforce.

Purpose: The purpose of this paper is to explore the reform of initial teacher education (ITE) policy in Australia over a 25-year period from 1998 to 2023. It examines policy shifts and movements over this timeframe and aims to better understand the ongoing reforms in the changing contexts of their times. Design/Methodology/Approach: The paper engages a critical policy historiography approach, focusing on four "policy moments" each linked to a review commissioned by the Commonwealth government of the day. It draws upon the reports and government responses themselves, along with media reports, extracts from Hansard, and ministerial speeches, press releases and interviews related to each of the four policy moments, asking critical questions about the "public issues" and "private troubles" (Gale, 2001) of each moment and aiming to shed light on the complexities of these accounts of policy and the trajectory they represent. Findings: The paper charts the construction of the problem of ITE in Australia over time, highlighting the discursive continuities and shifts since 1998. It traces the constitution of both policy problems and solutions to explain the current policy settlement using a historical lens. Originality/Value: Its value lies in offering a reading of the current policy settlement, based on a close and systematic historical analysis. Where previous research has focused either on particular moments or concepts in ITE reform, this analysis seeks to understand the current policy settlement by taking a longer, contextualised view.

The launch of new tools in late 2022 heralded significant growth in attention to the impacts of generative AI (GenAI) in education. Claims of the potential impact on education are contested, but there are clear risks of inappropriate use particularly where GenAI aligns poorly with learning aims. In response, in mid-2023, the Australian Federal Government held an inquiry, calling for public submissions. This inquiry offers a lens onto the policy framing of GenAI in education and provides the object of investigation for this paper. We use the inquiry submissions, extracting structured claims from each. This extraction is provided as an open data set for further research, while this paper focuses on our analysis of the policy recommendations made.

Research on policy enactment has explored tensions created by accountability approaches associated with new forms of management under neoliberalism. These approaches generate particular discursive constructs of the 'good teacher' -- constructs that often negate the rich, unmeasurable, and ethical practices associated with teacher professionalism. This paper draws on data generated as part of an institutional ethnography at an Australian school. Five teachers reflected on their work and the policies and procedures that govern it. They reported a range of practices for coping with the demands of policy enactment; described by one informant using the heuristic of "attachment," "aversion," and "indifference." Significantly, the influence of external contingency -- specifically in the form of climate change -- represents a complex space in which teachers must navigate using ethical judgment and practical wisdom. This kind of ethical work creates demands that exceed the circumscribed notions of good teaching present in governing policies. Taking up the Foucauldian concept of "counter conduct," this paper argues that these 'unofficial' practices are an expression of ethical professionalism. Rather than being explicitly 'activist', these teachers are simply engaging in 'good work' as it might be understood under the external contingencies associated with a changing and challenging world.

Drawing from principles of ethical research derived from our review of national and international policy documents, in this paper we reflect on our research experiences working in partnership with Indigenous educators in a project to support young Indigenous children's oral and written language development through collaborative action research. Then, acting on lessons learned from this first partnership project, we describe our efforts to attend to these ethical research principles in a second partnership project to support Indigenous children's writing and Indigenous language and cultural learning through teacher-initiated, culturally specific, play-based activities. We offer our reflections as a starting point for conversations that will inspire and call for the necessary ethical and relational responsibilities of doing partnership research with and for Indigenous communities.

The OECD's PISA is seen as a 'global yardstick' against which countries measure the quality of their education systems. In 2018 PISA included an assessment of global competence. This paper starts with the premise that in using a single global instrument to 'measure' this phenomenon, PISA claims standardisation over contextually rich data that can then inform policy and, arguably, in turn practice. Data for this study is based on tracking 'global competence' through documentary analysis, interviews, and then 'survey encounters' where PISA global competence questionnaire items were discussed by principals and teachers in three schools in Victoria, Australia. The analysis illustrates that schools and teachers variously educate for global competence according to the specific cultural context, policy and curriculum in ways that highlight the inadequacy of a global metric. With the growing attention to educating for global citizenship and the OECD's development of global measures, this investigation of localised understandings of global competence magnifies the 'situatedness' of knowledge (and therefore assessment practices). Questions are raised about what is ignored in metrics when such a contested concept is operationalised, and points to the lack of validity of this metric because it de-contextualises how global competence is understood by teachers and enacted in curriculum.

The United Nations has called upon Governments that are signatory to the "Convention on the Rights of Persons with Disabilities" (CRPD) to adopt practical but progressive systems to transfer resources from segregated settings/special schools into mainstream schools. What will this mean for Australia's special schools, particularly given their significant rise in enrolments over the past decade? What will it mean for the education of Australian students with disability? In this paper, we examine recent Government reviews/inquiries into the education of Australian students with disability to determine whether future planned actions align with Australia's international obligations to move away from segregated schooling. We conclude by examining both the barriers and the potential for providing a high-quality education system that realises the UN's commitment towards inclusive schools and societies.

This paper examines school management and policies in Germany and Australia during the COVID-19 pandemic. The study, which is comparative and qualitative, explores the interrelationship between different levels of governance and the responses of teacher unions. The inquiry is informed by the perspectives of historical institutionalism and path dependency, and the document analysis is conducted by utilising the justification categories of value, collective, and formal and procedural driven arguments. We argue the contestation which occurred between different levels of school governance and the teacher unions amidst the pandemic created the potential for changes in policy settings and influence over the administration of schooling. However, there is no indication of fundamental shifts in the organisation, policy direction or control over schooling in Germany or Australia. Instead, there is a conformity to established institutional arrangements and path dependencies, which secure and protect the vested interests of the different policy actors.
