In many low- and medium-income countries (LMICs), student-centered pedagogies are often implicitly or explicitly at the heart of innovative pedagogical reforms. In recent years, there has been a growing emphasis on student-centered pedagogies, which aim to shift power dynamics, increase interaction, and prioritize the needs of learners. Many international agencies, governments, and education experts view these pedagogies as "best practices" or a pedagogical "silver bullet" to improve classroom practice. This paper is the second in a series of three working papers meant to serve as references and conversation starters for policymakers and researchers as they navigate pedagogical reform for education system transformation in their local contexts. Together, the three working papers emphasize the need for more locally driven collaborative research on how the interaction of culture, local education ecosystems, and learning theories--collectively called Invisible Pedagogical Mindsets--influences teachers' pedagogical choices in the classroom. This paper details why the authors recommend policymakers examine Invisible Pedagogical Mindsets in their local context to inform pedagogical reforms. The authors discuss the reasons why generalized "best practices"--namely "student-centered pedagogies" as currently implemented--do not often successfully transfer to new cultures, countries, and contexts and argue that many pedagogical reforms do not adequately consider the Invisible Pedagogical Mindsets embedded in each local context.

Although global access to schooling has increased over the last several decades, Sustainable Development Goal 4 (SDG 4), which champions inclusive, equitable, quality education, is far from being achieved. Experts predict that if the global community continues to operate education systems in the same way, by 2030, only one in six countries will reach the universal secondary school completion targets, and approximately 300 million students in school will continue to lack basic numeracy and literacy skills. The 2022 United Nations Transforming Education Summit emphasized the urgent need for a complete overhaul of education systems to meet SDG 4 targets. One significant outcome of the summit was a call to improve student learning by transforming teacher classroom practice. This paper is the first in a series of three working papers meant to serve as references and conversation starters for policymakers and researchers as they navigate pedagogical reform for education system transformation in their local contexts. This paper explores various definitions of pedagogies, the lack of consensus on what pedagogy means in practice, and the effects of Invisible Pedagogical Mindsets on pedagogical approaches.

Since the 1990s, there has been a growing demand for evidence-based education policy and practice. This demand stems from concerns that education systems are not meeting the needs of a changing world and that education research lacks rigor. While this demand aims to improve the quality of education, silos between different actors often hinder how evidence informs policymaking. We encourage researchers to use a collaborative research approach by involving multiple education actors in the research process to close the gaps between research, policy, and practice. This paper is the third in a series of three working papers meant to serve as references and conversation starters for policymakers and researchers as they navigate pedagogical reform for education system transformation in their local contexts. Together, the three working papers emphasize the need for more locally driven collaborative research on how the interaction of culture, local education ecosystems, and learning theories--collectively called Invisible Pedagogical Mindsets--influences teachers' pedagogical choices in the classroom. Primarily intended for education researchers, Working Paper III advocates the use of collaborative research approaches to actively include multiple education actors in the research process, foster complementary relationships between actors with different expertise, and make research findings more relevant and responsive to the local education ecosystem. The paper has three parts that discuss the need for flexible research approaches to inform policy given the complexities of education decision-making, the importance of communication and dissemination, and how collaborative research can bridge the gaps between research, policy, and practice. The paper concludes by looking at the ongoing work of the SPARKS project at the Center for Universal Education and how collaborative research can contribute to education systems transformation.

An ongoing debate in K-12 education policy has been between the "reform" agenda, including charter schools and school vouchers, and advocates of traditional public schools, led by educator unions. A similar split has emerged in higher education, particularly community colleges. Using California as an example, this paper: 1) summarizes the evolution of the current political divide between advocates of the "completion and success" agenda and faculty-led opponents, including the major reforms involved, 2) discusses the claims that leading organizations on each side have made, including their policy priorities, and 3) argues that the two sides share do share some areas of mutual agreement. The paper concludes by noting future policy considerations that could complicate reform efforts.

In this paper we present the Advancing Racial Equity in Community College Model which maps out the organizational conditions shaping institutional transformation. Focused on two dimensions, the level of "organizational support" and "shared responsibility" to enact equity, we describe four quadrants with distinct organizational conditions that shape how equity advocates design, build, and sustain equity efforts. With well-documented racial inequities and renewed calls for racial justice across higher education, it demands new ways of exploring and understanding how institutional actors leading equity efforts are nested within differing organizational contexts that can enable as well as restrict the enactment and success of racial equity efforts. Our model helps equity advocates gain an "awareness" of known barriers to implementation in higher education, assess the readiness of their campus for racialized change, and take action to build the necessary institutional support and capacity to move the work forward.

The guided pathways model, comprising 14 different practices, is a framework for comprehensive, whole-college reform undertaken by community colleges to help all students choose, enter, progress through, and complete a program of study that enables them to secure sustaining-wage employment or transfer with junior standing in a major. Since its introduction in 2015, it has been adopted by hundreds of community colleges across the United States. This paper asks whether guided pathways practices implemented at 62 community and technical colleges in three states--Tennessee, Ohio, and Washington--are associated with improvements in student outcomes during the first year of college. Specifically, using institutional survey and rich administrative data, we construct measures of adoption of guided pathways reforms to examine the association between guided pathways practices and fall-to-fall persistence, college credits earned, college math credits earned, and STEM credits earned. Our study reveals substantial variation in the adoption of guided pathways reforms across the states and across community colleges within the states over time. While we cannot establish a causal relationship between guided pathways adoption and student outcomes, we find significant positive associations between the statewide adoption of guided pathways reforms and early student outcomes in Tennessee. The observed improvements in that state are likely the result of concurrent reforms--guided pathways and others--implemented simultaneously, rather than of guided pathways reforms alone. We do not find evidence of improved student outcomes in either Ohio or Washington following the launch of statewide guided pathways initiatives. Our findings suggest that complementarities among adopted practices within and across areas of practice--rather than the adoption of individual practices or the intensity of adoption--seem to drive larger improvements in early academic success across the three states. Our study is the first of its kind to explore the potential of guided pathways reforms in contributing to improved early academic success, representing a significant descriptive contribution given that whole-college reforms in higher education are understudied.

In this essay, we explore the consequences of the University of California's policies to address racial disparities and its support for social justice activism as influences on its commitment to academic freedom and other intellectual values. This is a story of the interaction between two essential public university missions -- one civic, the other intellectual -- and the slow effacement of one by the other. The University's expressed commitments to academic freedom and the culture of rationalism have not been abandoned, but they are too often considered secondary or when confronted by new administrative initiatives and social movement activism related to diversity, equity, and inclusion (DEI). The experimental use of mandatory DEI statements on a number of the ten UC campuses, within willing academic departments, as initial screening mechanisms in faculty hiring is the most dramatic of the new administrative policies that have been put into place to advance faculty diversity. This policy can be considered the most problematic of a series of efforts that the UC campuses and the UC Office of the President have taken for more than a decade to prioritize representation in academic appointments. Our intent is to encourage a discussion of these policies within UC in light of the University's fundamental commitments to open intellectual inquiry, the discovery and dissemination of a wide range of new knowledge, and a culture of rationalism.

Multi-campus public higher education governance systems exist in 44 of the 50 U.S. states. They include all the largest and most influential public colleges and universities in the United States, educating fully 75 percent of the nation's public sector students. Their impact is enormous. And yet, they are largely neglected and as a tool for improvement are underutilized. Meanwhile, many states continue to struggle achieving their goals for higher education attainment, social and economic mobility, workforce development, equitable access and affordability, technological innovation, and human and environmental health. The dearth of scholarly research on these systems and their more effective use is explored in a forthcoming volume edited by the author. This paper extracts from that volume a set of specific ways in which systems can leverage their unique ability to use scale in service to their mission.

In 1993, the Commonwealth of Massachusetts dramatically overhauled its K-12 education system and created a new school finance formula, building an educational accountability structure to ensure every child has access to a high-quality education. The Massachusetts Education Reform Act (MERA) established academic standards in core subjects, mandated assessments to measure student outcomes on those standards, and established a system for holding schools accountable when students failed to meet basic expectations. This system has helped Massachusetts' public schools become the highest performing in the country. Student outcomes in all tested subjects and across demographic groups have improved steadily over time, but disparities in achievement and attainment exist between the Commonwealth's most privileged students and their less privileged counterparts, many of whom are black or Hispanic. Without the MERA and its requirement to assess every student and publish aggregate academic outcomes, policymakers may not understand the extent of disparity or how to address it as student outcomes data are integral to understanding where Massachusetts' public schools have been, where they are going, and how they can get there. This paper illustrates the importance of the Massachusetts Education Reform Act and how it has positively impacted students over time. It explains why the current accountability system evolved as it did and why preserving the most important aspects of that system is critical if the state is going to fulfill its constitutional obligation to educate all children to a high common standard.

China's higher-education system has been shaped in recent years by a trio of factors: the COVID-19 pandemic, the ambitions of Chinese leader Xi Jinping to make his country into an innovation superpower that is loyal to the Communist Party, and western alarm about those ambitions. But a fourth development, the slowing of China's formerly super-charged economy, could play a more prominent role going forward. This article examines these four factors.

Since establishing its first campus in 1868, the University of California (UC), California's land-grant university, developed into the nation's first multi-campus system in the United States, and is today widely recognized as the world's premier network of public research universities. This short essay provides an historical brief on the role that shared governance, and specifically the role of the Academic Senate, played in creating an academic culture of excellence and high achievement in pursuing its tripartite mission of teaching and learning, research and knowledge production, and public service. A key component in understanding the critical role of the Senate in UC's evolution from a single campus in Berkeley to now a ten-campus system is the university's unusual designation as a public trust in the state constitution that, beginning in 1879, protected the university at critical times from external political pressures and allowed the university to develop an internal academic culture guided by the Academic Senate. By the 1920s, the emergence of California's unique and innovative public system of higher education, with UC as the sole public provider of doctoral degrees and state funded research, also helps explain the ability of the UC system to maintain its mission and formulate what is termed a "One University" model. The Academic Senate has created coherency and shared values within UC, and a culture and expectation for faculty performance that is unique among universities around the world. This essay also offers a brief reflection on the Academic Senate's past influence, its current status, and prospective role. The overall intent is to provide context for the current academic community and higher education scholars regarding the past and future role of faculty in university governance and management, and what distinguishes UC in the pantheon of major research universities.

What if being world-class is bad for universities? By playing the status game, UK higher education has forfeited public trust and our right to growth. What other sector would stall in an era of surging demand, as our addressable market expands from young people to all adults? We need new forms of higher education to maintain our share of the massive global increase in tertiary education. This will expand the British economy. And it will help the whole population adapt to rapid social and technological change. Written for academic leaders, policymakers and regulators, this HEPI report applies business-model thinking to the university sector. It offers actionable recommendations to rebalance the system, calling for compelling new value propositions and new definitions of excellence in higher education.

In Spring 2022, Pioneer Institute published "The Boston Publics Schools' Road to Receivership," which detailed the findings of the 2019 state-commissioned, third-party report evaluating outcomes and operations in the Boston Public Schools (BPS). The report was scathing, citing years of declining enrollment, low test scores, financial mismanagement, and poor oversight and support of schools. When schools reopened in 2022 following the pandemic, the Massachusetts Department of Elementary and Secondary Education (DESE) and other advocates for change publicly revisited the report's findings and opted to strengthen and renew an agreement with BPS that details the improvements the district needs to make and how the state will support its efforts. This article details aspects of the 2022 report in the context of news reports about the BPS and uncovers progress that has been made and has yet to be made on key issues. It concludes with broad recommendations for state and district action pertaining to some of the report's key findings. [For related report, "The Boston Public Schools' Road to Receivership. We provide the first causal evidence of the returns to maternal educational curricula on offspring's health at birth. Educational programs that aim to deliver more general knowledge may potentially improve women's earning potential and maternal prenatal investment by increasing the portability of skills across occupations and improving women's ability to make informed decisions about fertility options and health behavior. We study the impacts of a comprehensive educational reform that postponed students' curriculum choices and integrated more general education into the high school system on infant health outcomes. Using a dose-response difference-in-differences (DiD) model research design applied to linked population registries, we find that the reform led to a significant reduction in the incidence of very low birth weight (less than 1,500 grams) and very preterm birth (less than 33 gestation weeks). Overall, the reform's positive effects on infant health at birth seem to be driven by increased mothers' labor market opportunities and better family planning, rather than increased ability to avoid risky behaviours or increased women's earnings via different occupational choices or assortative mating. A fundamental question for education policy is whether outcomes-based accountability including comprehensive educator evaluations and a closer relationship between effectiveness and compensation improves the quality of instruction and raises achievement. We use synthetic control methods to study the comprehensive teacher and principal evaluation and compensation systems introduced in the Dallas Independent School District (Dallas ISD) in 2013 for principals and 2015 for teachers. Under this far-reaching reform, educator evaluations that are used to support teacher growth and determine salary depend on a combination of supervisor evaluations, student achievement, and student or family survey responses. The reform replaced salary scales based on experience and educational attainment with those based on evaluation scores, a radical departure from decades of rigid salary schedules. The synthetic control estimates reveal positive and significant effects of the reforms on math and reading achievement that increase over time. From 2015 through 2019, the average achievement for the synthetic control district fluctuates narrowly between -0.27 s.d. and -0.3 s.d., while the Dallas ISD average increases steadily from -0.28 s.d. in 2015 to -0.08 s.d. in 2019, the final year of the sample. Though the increase for reading is roughly half as large, it is also highly significant. [This research was supported by grants from the CALDER Research Network.]

How does postsecondary human capital investment respond to changes in labor market skill demand? We quantify the magnitude and nature of this response in the U.S. 4-year sector. To do so, we develop a new measure of institution-major-specific labor demand, and corresponding shift-share instrument, that combines job ads with alumni locations. We find that postsecondary human capital investments meaningfully respond. We estimate elasticities for degrees and credits centered around 1.3, generally increasing with time horizon. We provide evidence that both student demand and institutional supply-side constraints matter. Our findings illuminate the nature of educational production in higher education.

This paper relates how leaders of a higher education program, the Wisconsin Collaborative Education Research Network, sparked and managed innovation across communities of scholarship, research, and practice. This paper uses a "design narrative" method to describe how leaders orchestrated organizational change by bringing diverse communities together into research-practice partnerships. The narrative uses the idea of "boundary objects" to describe how initiatives were progressively developed to create more inclusive spaces for sustained innovation. The insights and the capacity that resulted from initial design efforts created a richer space for subsequent initiatives. The paper shows how design narratives can illustrate the role that boundary objects can play in organizational change and concludes with a discussion of the role that leaders can play in creating inclusive cultures of innovation in higher education.

This technical assistance paper provides policy and guidance to individuals with test administration responsibilities in adult education programs. The Florida assessment policies and guidelines presented in this technical assistance paper are appropriate for state and federal reporting. Therefore, guidance and procedures regarding the selection and use of appropriate student assessment are included. The following important information for adult education programs is provided: (1) Definition of key terms and acronyms; (2) Selection of appropriate assessments by student and program type; (3) Appropriate student placement into program and instructional level; (4) Verification of student learning gains, EFL, and/or program completion; (5) Accommodation for students with disabilities and other special needs; (6) Assessment procedures for Distance Education; and (7) Training for all staff who administer the standardized assessments.

Even though equity has become a hot topic, the pathway to making it a reality has not necessarily become clear. The national agenda on race, racial equity, and dealing with COVID-19 has pushed the challenge of equity to the front and center for schools. This pressurized moment in history has raised important questions: (1) What are the steps to an effective equity journey? and (2) What are the standards and targets to guide the pursuit of equity outcomes? What are the conditions for success in an effective, equitable district? What are the capacities and practices of equitable leaders and practitioners? This paper will highlight a few resources that may be helpful and will refer to many others. There are multitudes of resources available today to support equity development on a personal, organizational, institutional, and societal level. Across six Sub-Saharan African countries, grade 4 students of teachers who were hired after a free primary education reform perform worse, on average, on language and math tests--statistically significantly so in language--than students of teachers who were hired before the reform. Teachers who were hired just after the reform also perform worse, on average, on tests of subject content knowledge than those hired before the reform. The results are sensitive to the time frames considered in the analysis, and aggregate results mask substantial variation across countries--gaps are large and significant in some countries but negligible in others. Analysis of teacher demographic and education characteristics--including education level or teacher certification--as well as teacher classroom-level behaviors reveals few systematic differences associated with being hired pre- or post-reform. This study compares the way IVET and CVET sub-systems interact to support the learning of adults, and thus facilitate lifelong and life-wide learning. By comparing the interaction between IVET and CVET sub-systems in the countries covered, the study analyses the extent to which IVET systems are opening up to adults, and questions whether national and regional policies and practices support or prevent a closer link between CVET and IVET. The study builds on concrete national case-studies, allowing for an in-depth, qualitative comparison and analysis of practices and policies. This allows for a better understanding of obstacles and opportunities in this complex area, directly supporting the stakeholders and policy-makers responsible for taking lifelong and life-wide learning in Europe forward. In this paper we examine academic recovery in 12 mid- to large-sized school districts across 10 states during the 2021-22 school year. Our findings highlight the challenges that recovery efforts faced during the 2021-22 school year. Although, on average, math and reading test score gains during the school year reached the pace of pre-pandemic school years, they were not accelerated beyond that pace. This is not surprising given that we found that districts struggled to implement recovery programs at the scale they had planned. In the districts where we had detailed data on student participation in academic interventions, we found that recovery efforts often fell short of original expectations for program scale, intensity of treatment, and impact. Interviews with a subsample of district leaders revealed several implementation challenges, including difficulty engaging targeted students consistently across schools, issues with staffing and limitations to staff capacity, challenges with scheduling, and limited engagement of parents as partners in recovery initiatives. Our findings on the pace and trajectory of recovery and the challenges of implementing recovery initiatives raise important questions about the scale of district recovery efforts.

Anti-scientific attitudes can impose substantial costs on societies. Can schools be an important agent in mitigating the propagation of such attitudes? This paper investigates the effect of the content of science education on anti-scientific attitudes, knowledge, and choices. The analysis exploits staggered reforms that reduce or expand the coverage of evolution theory in US state science education standards. I compare adjacent cohorts in models with state and cohort fixed effects and conduct fine-grained placebo tests to rule out scientific, religious and political confounders. There are three main results. First, expanded evolution coverage increases students' knowledge about evolution. Second, the reforms translate into greater evolution belief in adulthood, but do not crowd out religiosity or affect political attitudes. Third, the reforms affect high-stakes life decisions, namely the probability of working in life sciences.

This report focuses highlights turnarounds at two Massachusetts schools, Worcester Technical High School and the Roger L. Putnam Vocational Technical Academy in Springfield, that were once known for high dropout rates and low graduation rates. The report shows that these schools now excel due to new leadership, community investment, and committed teachers. The report analyzes how Worcester Tech and Putnam Academy -- schools with high numbers of low-income and special needs students -- leapt from the bottom of Massachusetts voc-tech rankings to become leaders among local schools. The Pioneer paper includes interviews with administrators and presents several recommendations that could help transform struggling voc-tech schools.

Research has shown educators' implicit biases to be a key factor in creating and perpetuating disparities in students' experiences of schooling, learning, and longer-term outcomes, including job opportunities, wealth, and health. Current school reform and transformation efforts are aimed at addressing institutionalized racism in school policies, practices, and cultural systems by implementing implicit bias training for teachers and staff. In this paper, we explain how a school home visits program, Parent Teacher Home Visits (PTHV), is a promising intervention for counteracting implicit biases and improving outcomes for families and students. The PTHV "relational" home visit model focuses on promoting mutually supportive and accountable relationships between educators and families. We present data from a study examining the experiences of 107 educators and 68 family members who participated in PTHV, showing how educators shifted their deficit assumptions about families and students. Although the PTHV model was not created to address implicit biases, we found that the key components of these home visits align with strategies that psychological research has demonstrated effectively counteracting implicit biases and reducing discriminatory behaviors.

Franchised provision of higher education has been under the spotlight in recent times. Without shying away from the challenges faced by those delivering successful franchise arrangements, this paper shows how important franchising can be in extending access to higher education. The authors explain what protections need to be in place to ensure franchise arrangements work out for students. They end with clear recommendations to encourage more collaboration between franchisors, franchisees and regulators, such as the Office for Students.

Approximately 450 community colleges nationally are part of formal statewide or national initiatives to implement guided pathways reforms to improve student success, and many other colleges are implementing guided pathways practices on their own. Because guided pathways is a whole-college reform--and because it takes several years to fully implement--it is challenging to evaluate. This paper presents a methodology for assessing the scale of adoption and estimating the causal effects of guided pathways within states and across colleges that have adopted the approach. To measure the scale of adoption of guided pathways practices, we will conduct institutional surveys and phone interviews with college leaders and examine the websites of every community college in Ohio, Tennessee, and Washington (70 institutions total). We plan to use these data to estimate each college's scale of adoption using a rubric with indicators for scale and timing. Drawing on strategies used in K-12 whole-school reform evaluations, we propose to examine pre-reform adoption trends and apply a single interrupted time series design to project what students' early outcomes would have been in the absence of guided pathways. We then propose to use a comparative interrupted time series design (which closely resembles a difference-in-differences approach) to exploit variation in the intensity of guided pathways practices and the timing of their adoption across colleges by comparing early student outcomes in colleges that have adopted guided pathways practices at scale and those that have not or those with a low scale of adoption. This report seeks to explore some of the reasons Sweden developed an independent school sector dominated by for-profit schools by drawing on prior scholarship and reports as well interview material from Swedish school entrepreneurs, researchers, and prior public representatives that helped create and implement the Swedish voucher program. This report is based on a descriptive qualitatively-oriented, research approach drawing on archival material, public data, and information gathered from interviews with key informants. The implementation of the Swedish voucher program appears to have been propelled by an appetite for change, and quest for greater diversity among educational providers, that had taken root in political parties on both the left and right. Today, however, the situation looks rather different as debates regarding inequality, segregation, grade inflation, and the notion of "vinster i välfärden" (profits in welfare services) have shifted the perception and opinions regarding school vouchers, and for-profit voucher schools in particular. We do not want to speculate what is going to happen, but it seems feasible to assume that future for-profit school entrepreneurs will have to operate, and be willing to accept, a very different public and political climate when it comes to the role of for-profit providers in the Swedish school sector. If the U.S. desires to increase the number of for-profit school entrepreneurs it will require substantial revisions of many formal as well as informal institutions. The current formal institutions in most U.S. voucher systems, which typically limits who can participate combined with lower per-pupil voucher payments, would need to be altered in order make this calculus attainable and attractive enough to spur action. This report summarizes the findings of MA DESE's 2020 review of the Boston Public Schools, highlighting key findings around the teaching and learning, operational, financial, and enrollment challenges the state identified. It also describes why, according to the report, BPS persistently struggles in these areas and how its struggles negatively impact students. Finally, the paper describes several options the district and the state have for rectifying the problems and helping BPS meet its constitutional and moral obligations to the students and families it serves. Ultimately, it recommends that the state place BPS in receivership, a controversial model that may be the district's best hope for recovery.

Research confirms that all students, including students of color and their white peers, benefit from seeing diverse teachers and school leaders working together to replace inequitable practices with school cultures anchored in respect, high expectations, and trusting relationships. This kind of leadership also creates the kind of conditions in which high-quality teachers want to stay in their roles, at their schools. School leaders who lead for equity are continuously learning and pushing themselves to grow into more effective change agents. This paper examines five proven equity-focused leadership actions that educators can start implementing in their schools. This report was prepared in the course of the Cedefop project "The future of vocational education and training in Europe." The main objective of this study is to map and analyse the dominant assessment forms applied in IVET and how these have evolved during the past 25 years. There is a particular focus on exploring the extent to which the objectives set by qualifications, programmes and curricula in terms of content and profile are improved or contradicted by assessment, as well as the extent to which a broadening of the skills and competence base of IVET could influence assessments (responding to increased emphasis on general subjects and greater focus on transversal skills and competences). The study explores to what extent assessment specifications and standards are used to support summative assessments and whether these are aligned with qualifications and programme standards. This study examines the way in which institutional arrangements for the delivery of IVET have changed in response to shifts in skills demand. Although these arrangements vary across countries, it is possible to identify common trends over time, such as institutional hybridisation, the blurring of boundaries between IVET and general education. Despite this development, IVET has been able to retain a distinct identity, which is attractive to learners and has the support of key labour market actors. This reflects IVET's adaptability and resilience in the face of change. Building on a Europe-wide survey of VET providers and in-depth national case studies, the study delivers a timely update of, and insight into, the continually changing IVET landscape. Results show increasing similarities in how countries configure their IVET systems. This is evident in the broadening of IVET curricula, the prominence given to the work-based learning pathway, as well as the growing importance attached to local and regional autonomy. This study examines changes in the way that knowledge, skills and competence are differentiated in curricula, and how learning is organised across different learning sites: in classrooms, workshops or laboratories, and at workplaces. The study collected information through Cedefop's ReferNet network, in-depth country case studies, and an online survey among almost 1 000 European VET providers. Results show that several countries have strengthened the general education component of their VET programmes either by increasing the extent of teaching general subjects or by better integrating them into the vocational curriculum. At the same time, the increased emphasis on general skills has not taken place at the expense of workplace learning; on the contrary, an expansion of workplace learning in IVET curricula has been ubiquitous. However, it is becoming increasingly difficult to assess the exact extent of workplace learning, due to increased flexibility allowed at provider and individual level in the combination of different learning environments. This report, intended primarily for civics reformers considering how best to defend and improve traditional American civics education, surveys a selection of different civics offerings, both the traditional and the radical. Surveyed providers include organizations such as the Jonathan M. Tisch College of Civic Life, We the People, and Hillsdale College's 1776 Curriculum. The report assesses both how they approach civics education and their ideological content. The report will also judge each organization's effectiveness--although no one knows exactly what is being taught in each classroom in America, much less precisely what students take from their education. Finally, it will provide recommendations about how civics reformers should build upon this existing array of civics curriculum resources to work most effectively to reclaim America's civics education.

Digital learning, the use of computers and the internet to study courses taught in the classroom, is viewed by many educators as a breakthrough to helping those at-risk students stay in school and earn their diplomas. The flexibility afforded by digital learning, with students working on their own time at their own pace, is a way for students to meet the requirements of their courses while handling pressing responsibilities outside of school, problems at home or personal issues. Yet parents should scrutinize digital programs closely. Their quality and effectiveness vary widely. Students are poorly served by point-and-click assessments with no engagement, virtual schools with videos instead of real teachers and programs without pacing and scheduling support. This report presents ideas and examples of how teachers and policymakers across the country are using virtual learning to improve educational outcomes for at-risk students.

Co-constructing a long-term sustainable vision on the future of teaching is a policy priority for many countries as society rapidly changes. There is a need to create space in the teacher debate to look forward for inspiration and to learn from contemporary change in other professions, such as the concept of "connective professionalism". There is also a paradox to navigate. On the one hand, the idea of change can be daunting. This leads to people seeking comfort in the known. On the other hand, the status quo is unlikely to provide the solutions required for a prosperous and sustainable future for the teaching profession. In this paper, we introduce an Ambition loops tool to create preferred future scenarios that can support the work of teachers, add to the prosperity for students and communities, and support transformation of education to meet contemporary challenges while focusing on current needs. The framework has an iterative design and outlines ambitions relevant to all stakeholders in the school-community, education community and broader societal sectors. The current framework statements have been distilled from a review of the research as well as engagement with experts and practitioners.

Has the gap in average standardized test scores between students from high- and low-income families widened, narrowed, or remained stable over the last 3 decades? The question is important both because the achievement gap is measure of how (un)equally educational opportunities are distributed in the US, and because the disparity in educational outcomes is a leading indicator of the degree of economic mobility. If the gap is widening, it suggests that children's educational experiences and opportunities in early and middle childhood -- in their homes, neighborhoods, childcare and preschool programs, and K-12 schools -- are becoming increasingly unequal, a sign that the growing economic inequality in the US has led to a parallel growth in educational inequality. A narrowing gap, however, would suggest the opposite: changes in early childhood or K-12 schooling have been equity-enhancing, even in the face of increased economic inequality among families. And because test scores and the skills they measure are valued in college admissions and the labor market, the trend in the test score gap may predict the trend in economic mobility several decades later.

Several concurrent trends are increasing the likelihood that short courses, microcredentials, and flexible learning pathways will become a regular and even dominant feature of education and training globally. This policy paper reflects on these trends with special reference to the post-secondary education sector, and explores ways to organize short courses and micro-credentials as effective tools for offering up-to-date, quality learning to much larger segments of the population, creating flexible learning pathways, fostering learner autonomy, and formally acknowledging competencies. The paper discusses existing definitions and proposes a universal working definition for micro-credentials developed by UNESCO. It also describes 10 challenges that potentially threaten the successful roll-out of microcredentials. Challenges range from concerns -- some justified, others less so -- about the quality of pedagogy to doubts about level, credit points, progression, coherence, assessment, certification, and labour market value. The paper assesses each challenge and identifies actions that could contribute to the successful roll-out of short courses and micro-credentials. These include a functioning national qualifications framework, transparent recognition procedures, internal and external quality assurance, reliable assessment, facilities for digital storage, funding for learners and providers, and stakeholder engagement. Lastly, success also requires the development of easily accessible digital registers of learners' achievements, micro-credential qualifications, short courses, providers, assessors, awarders, quality assurance agencies, credential evaluators, employers, and job and promotion opportunities. The paper draws on country experiences, studies, and projects from all world regions, and highlights good practices. It concludes with seven recommendations targeted at public policy-makers to foster coordinated action, including further research to better understand short-course provision at country level and obstacles to the development of micro-credentials, as well as their added value for individual learners, the economy, and society at large.

With the widespread onset of the COVID-19 pandemic in 2020, Australian universities anticipated a significant loss of students and revenue and hence forecast the need for significant job reductions. Using Higher Education Statistics (HES) data on student numbers and full-time equivalent (FTE) staff by field of study, we explored changes which occurred between 2019 and 2020, this data only becoming publicly available in 2022. Against expectations, and with the exception of the field of study of Management and Commerce, nationally student numbers did not decline, but increased marginally. Our interest lay in the impact of this on casual academic staff employment in Australia's public universities, noting institutional strategies of having a flexible pool of casual staff to manage fluctuations in student demand. While the HES data does not allow firm conclusions, trends may become clearer with the release of the 2021 data. Nonetheless, it appears that many universities reduced casual academic staff numbers and marginally increased full and part time appointments. Overall, there were fewer academic staff to teach a static or increased number of students. What this exercise suggests is that irrespective of student enrolments, some universities may have used the pandemic as an opportunity for restructures and academic renewal. It also highlights the difficulties that universities may experience in managing their academic workforce.

Low-performing, high-poverty, public schools notoriously struggle to attract and retain good teachers. This paper studies a setting where independent organizations, including charities and businesses, take over the management of under-performing schools, while funding remains public. Exploiting the staggered expansion of English Sponsor-led academies since the early 2000s, we show that the Sponsor-led takeover leads to substantial changes in the teaching body and the school personnel policy. The probability that the Sponsor appoints a new headteacher doubles upon the takeover, with the new headteacher being, on average, better paid, and more likely to come from outstanding schools. The takeover also induces teacher sorting, with older and lower-achieving teachers leaving the school, and new teachers joining the Sponsor-led school from outstanding schools. Lastly, Sponsors substantially restructure teachers' rewarding scheme and abandon a pay scale entirely based on seniority, leading to a 10 percent increase in pay dispersion across equally experienced teachers.

There are increasing calls for the UCAS personal statement to be reformed. These calls are based on the claim that the current personal statement gives unfair advantages to more privileged applicants within higher education admissions. While this topic has attracted political attention, there is much about the personal statement that remains unknown. Of the evidence that does exist, it suggests that applicants from under-represented backgrounds face larger challenges with their personal statements, and that this results in fewer offers from more selective higher education providers. However, there has been less attention on understanding applicants' perspectives and the specific challenges they face in writing their UCAS personal statement. This report offers two new pieces of evidence to address this gap: (1) By analysing 164 personal statement drafts from 83 applicants from under-represented backgrounds, this report outlines the challenges applicants face when writing a UCAS personal statement. Particular challenges were found on including an appropriate academic discussion, with 83 per cent of drafts failing to supply an evidence-based opinion about a topic in their subject area. Similarly, applicants struggled to organise their statement in an effective way, with 35 per cent of applicants struggling in at least one draft to write with cohesive paragraphs; and (2) Surveys and interviews with under-represented applicants. The applicants describe three main challenges in writing their statements: (a) the opening paragraph; (b) meeting the character limit; and (c) knowing what would impress the admissions tutors. Applicants tell of the large toll of the personal statement, with some spending 30 to 40 hours on it, which requires sacrifices in both their studies and their wider lives. Combining this new evidence and the existing literature, the report then assesses the case for reforming the UCAS personal statement by considering its compatibility with Universities UK and GuildHE's "Fair admissions code of practice." Four options for reform are considered, and it is argued that a series of short-response questions is most compatible with the "Fair admissions code of practice." To be compatible, these short-response questions should assess 'baseline' suitability for a course rather than being used to distinguish between applicants that demonstrate competencies above this. The report concludes with three example short-response questions, arguing that these have considerable potential to increase fairness in higher education admissions. The OECD Future of Education and Skills 2030 (E2030) project's overall goal is that of looking to the future in terms of how school curricula should evolve given the technological advances and other changes that societies are now facing. Towards that end, the E2030 project centres on the idea that education needs to equip students with the knowledge, skills, attitudes and values they need to become active, responsible and engaged citizens. Mathematics is considered a highly relevant subject for achieving the above stated goals, as such it requires further and more detailed analysis. As a result, it has been chosen as one of the E2030 project's subject-specific analyses. The project has been named the Mathematics Curriculum Document Analysis (MCDA) study as per the request of participating countries. This working paper presents the findings of the MCDA study, which involves participants from 19 countries and jurisdictions.

This paper summarises the evolution of student contributions in Australia since 1989, exploring system redesigns that commenced in 1997, 2005 and 2021. Public and private benefits are recurring themes in setting student contributions, both as high-level justifications for government policy and in pricing specific disciplines. Professor Andrew Norton evaluates five different rationales used by successive Australian governments to satisfy competing policy and political considerations: course costs, private benefits, public benefits, increasing resources per student place, and incentivising course choices. Professor Norton argues that despite using student contributions to guide course choices being central to current funding policy it is never likely to be effective. Student contributions do, however, have practical consequences that seem to be given little consideration by the government. These include how long it takes to repay student debt, how much of that debt the government will eventually write off, and university incentives to enrol students. As the new government reviews the Job-ready Graduates policy, the paper provides a useful basis for discussion, offering lessons from history in what works and what does not, and guiding policymakers towards student contribution systems that minimise problems for students, government and universities.

Lesotho and Wales have undergone significant curriculum changes recently, and both advocate the desire for their learners to be 'active citizens' and to acquire core life skills that allow them to be 'creative contributors' to society. The Connecting Classrooms Through Global Learning (CCGL) cluster lead schools in this research have been working in partnership for 13 years. They believe that their collaborative projects are essential elements of their curricula that provide significant global learning for all involved. This study centres upon the experiences and impact of global partnerships on the learners and asks: (1) How have pupils in both countries engaged in the partnership?; (2) What was their experience of it?; and (3) How has the partnership impacted on their learning? By providing opportunities to investigate and analyse a snapshot of the pupil's perceptions and experiences, their knowledge and assumptions, and what types of skills they display as a result, we can begin to document the effectiveness of such projects and partnerships, and the impact on learning in general. This is an important addition to global learning and international partnerships research in Wales and Lesotho, as at the time of writing no other such paper has ever been written. As Welsh schools begin to deliver the new New Curriculum for Wales (2022), the findings from this study will support schools to prioritise and further embed their partnerships in practice.
