Purpose: The purpose of this study is to propose an innovative and efficient process in urban policy-making that combines a divergent and creative method with a convergent and strategic one. At the same time, the purpose is also to propose a useful innovation to enforce the usability of both methods. On the one hand, mission-oriented policies run the risk of being overly focused on the present and of not being able to develop preparedness in organization. On the other hand, scenario development has the reverse problem it often does not point out how to use scenario narratives to inform and devise short-term strategic actions. Design/methodology/approach: The paper proposes an innovative methodological approach, the mission-oriented scenarios, which hybridizes Mazzucato's mission-oriented public policy framework with Jim Dator's Manoa school four futures method. The proposed methodological innovation emerges from a urban foresight academic-led project carried out in the context of the Metropolitan City of Turin, Italy, where a first application of the mission-oriented scenarios was tested on six different focal issues (from reindustrialization to cultural policies) and the scenario narratives were used as sources for the grounding of 12 missions and 48 strategic actions towards 2030. Findings: Mission-oriented scenarios can contribute to the generation of more sustainable and inclusive urban public policies. This methodological proposal is based on an original mix of knowledge exchange procedures borrowed from methodological approaches with different backgrounds: the mission-oriented and the archetypal scenarios. Their conjunction could support the formulation of ambitious yet pragmatic policies, giving a plurality of actors the opportunity to act and establish fruitful and lasting partnerships. Originality/value: The paper reconstructs one of the first urban foresight projects carried out in a major Italian city by two prestigious universities and exposes a methodological innovation resulting from reflection on the strengths and weaknesses of the project, which opens the door to the development of a new scenario technique. Based on data from qualitative interviews and participant observation with those involved in artistic production in New Orleans, this paper considers the effect of crises such as the COVID-19 pandemic on cities and artists. It investigates the supports available to artists before and during the pandemic and the relationship between cultural workers and tourism in New Orleans. This relationship creates a paradox: New Orleans is unique because it is the site of enduring local cultural traditions and emerging creative production, and yet the city must sell its culture to tourists to remain economically solvent. Left to fend for themselves by larger institutions, arts communities and nonprofit organizations came together to mutually support each other. The paper concludes that what we can learn from this case is how people 'make do' and survive during an extended period of crisis – especially when the lessons of survival have been taught and tested through preceding crises. The museum as a cultural institution was created as a part of the nation-state, according to nationalism ideology, and for the transmission of the historical heritage of a particular society and culture. It resulted in organisational assumptions as rules of practices and style of operations or management. The transformation of public management in cultural institutions, such as museums, is part of the model of the "big" transformation based on the neoliberal turnaround in thinking and acting in the late twentieth century. The paper constitutes an analysis of the mechanisms of contemporary public policies of cultural institutions. It examines the role of the museum at the market-oriented levels of analysis as production, exchange and consumption. This study is based on desk research analysis and argues that a new identity of the museum has appeared that is still shifting towards a new direction created by the SARS-COVID-19 pandemic. Migration and asylum are two of the most challenging issues in Europe. With every crisis, new shortcomings are exposed. However, actions taken by the European Union and its Member States have proven that common migration and asylum policy remains a distant goal. In the presented paper, the author analyses developments in the European Union migration and asylum policy of 2022, stating that, despite the momentum caused by the support given to Ukrainians with temporary protection, hopes for comprehensive asylum and migration policy reform should be toned down, despite the end of the legislative period looming on the horizon. Given that culture through cultural policies at all levels of governance has the potential to mitigate crises, the main aim of this paper is to indicate that the EU, through its recent actions (i.e. initiatives, measures, and projects) - and within the limits of its competences - is steadily moving in a direction to utilise the potential of culture in this regard mostly through its evolving cultural policy. This aim is achieved by applying qualitative methodology (i.e. a content analysis of relevant primary and secondary sources) in the following ways - firstly, the basic definitions of culture, cultural policies, and crisis are provided in order to eventually emphasise the growing recognition of the importance of culture in confronting crises according to recently published UNESCO and Council of Europe documents. Subsequently, after indicating the current course of the EU's cultural policy and its accentuated cross-sectoral dimension, what follows is a review and analysis of the relevant actions taken within the framework of the EU's cultural policy that are related to recent crises (i.e. the migrant crisis, the Coronavirus crisis, and the Ukraine crisis). In view of that, the results of this inquiry indicate that through its recent cultural actions - channelled mostly through its cultural policy - the EU is increasingly approaching culture as a valuable resource which has the potential to enhance resilience and recovery from crises in an EU context and beyond. The Great Tea Road (Wanli chadao) is a 13,000 km trade route that for two centuries connected Qing China and Tsarist Russia. It has been identified in recent years as an important category of China's route heritage. The rediscovery of the Great Tea Road, and other Chinese route heritage, is being framed in a 'mobility narrative', that is, a narrative that describes how mobility and exchange over space and time contribute to the formation of the Chinese nation or Zhonghua minzu. Since 2013 the Great Tea Road has been incorporated into the 'authorised mobility narrative' of the Belt and Road Initiative (BRI), and in particular to the BRI agreement linking China, Mongolia and Russia. In 2019 the Great Tea Road was placed on the China list for World Heritage application. This paper examines the rise of the Great Tea Road in contemporary China and describes the various actors that play a formative role in developing the narratives and policies associated with such route heritage. It finds that the Chinese combination of 'mobility narrative' and 'heritage bureaucracy' provides a discursive and institutional frame that is able to mobilise significant resources in the pursuit of cultural policy and heritage diplomacy. This study deals with public policies to promote entrepreneurship within the cultural and religious-based creative industries. Creative industries deal with activities whose final production results in symbolic consumer goods. The research locus is the municipality of Juazeiro do Norte-CE, since this municipality has a relevant set of creative professionals who direct their work to a religious theme. In this way, the main objective was defined to identify the content and analyze the adequacy of public policies for the activities of cultural-religious based creative industries. The study follows a qualitative path, operationalized by focus groups, in-depth interview and content analysis. Field research has revealed that the Federal and State public authorities partially meet the needs of these creative entrepreneurs through the call for proposals, and the municipality has a passive or almost absent action in this field. There is also a need for the municipal administration to consider the three main types of tourists that have different profiles: the conventional tourist, the religious tourist and the pilgrim. Purpose: Cultural heritage is seen to be in the intersection of heritage institutions, libraries, archives and museums. The theme of linking these institutions has long been a hot topic abroad, driven by various social changes, as well as by administrative and financial trends and cultural policy decisions. This topic has not yet been explored in Slovenia, so the main aim of this paper is to present the views of those responsible, to identify the current situation, the perceived needs and the recommendations, which could be made. Methodology/approach: A study was carried out from January to April 2022, in which the management of all three types of institutions were invited to take part in a semistructured in-depth interview. Theoretically, the survey was positioned within a broader sociological model of the public sphere, that allows for understanding change or resistance to change in libraries, archives and museums as public spaces, and more narrowly, within the theory of organisational learning, especially in terms of learning between organisations in the manner of absorptive capacity and systems thinking, and equipped with a typology of levels of collaboration on the scale of a collaborative continuum. Of the 26 invited, 19 persons took part in the survey. Results: The interviewees were mostly positive about their own institution's collaboration with the other two disciplines and highlighted the positive effects of such collaborations in the future. The survey showed that cooperation between libraries, archives and museums is relatively superficial and remains at the beginning stages of the cooperation continuum. Through the interviews, certain systemic and concrete barriers and untapped opportunities were highlighted. Research limitations: The survey represents an initial impulse into a relatively new research topic, which consequently raises a number of new questions, at least in the field of staff training, digital content and materials processing, which are not addressed in the present study. Originality/practical implications: The possibility of collaboration between libraries, archives and museums is still relatively unknown in Slovenia, and there is no government policy support in the form of possible incentives for e.g. networking projects, which would enable initiatives for in-depth heritage activities at the level of shared libraries, archives and museums to obtain additional funding or offer other appropriate forms of support. The aim of the article is to analyse the rights of Indigenous Peoples to the protection, preservation, and management of their cultural heritage. The second element of the research is the analysis of the politicisation of the cultural heritage of Indigenous Peoples in the context of their right to participation and consultation. Considerations on this subject are presented in the context of the phenomenon of ethnic revival and empowerment of indigenous communities (both in Latin America and on a global scale), which has been developing for several decades, in line with the slogans of democratisation and decolonisation. These phenomena coincided in the first decades of the 21st century with an unprecedented moment in the political history of Latin America – the so-called progressive cycle of public policies, according to which the governments of subsequent countries rejected neoliberal concepts in favour of greater involvement of the authorities in building egalitarian societies, and in the field of cultural policies, the pursuit of ‘democratisation of culture’. As a case study of the discussed phenomena, the article presents the progressive cycle of cultural policy in the Republic of Peru and an example of the activity of the interdisciplinary program Proyecto Qhapaq Ñan, established in 2001 by the authorities of the Republic for the purpose of inventory, documentation and safeguarding the remains of the Andean Qhapaq Ñan Trail. Its trajectory reflects both the variables of Peru’s cultural policy, shaped in relation to the operational guidelines and international standards of the UN system, and the evolution of Peruvian ethnopolitics toward indigenous peoples in the last two decades. Social mobility in the cultural sector is currently an important issue in government policy and public discussion, associated with perceptions of a collapse in numbers of working-class origin individuals becoming artists, actors, musicians and authors. The question of who works in creative occupations has also attracted significant sociological attention. To date, however, there have been no empirically grounded studies into the changing social composition of such occupations. This article uses the Office for National Statistics Longitudinal Study to show that, while those from more privileged social backgrounds have long dominated, there has been no change in the relative class mobility chances of gaining access to creative work. Instead, we must turn to the pattern of absolute mobility into this sector in order to understand claims that it is experiencing a 'mobility crisis'. [ABSTRACT FROM AUTHOR]

This article examines the everyday experiences of arts and cultural organisations in negotiating the UK government and cultural policy priority for funding income diversification. Identifying the challenges of declining public funding and the connected pressures for arts and cultural organisations to be accountable, this article positions income diversification in relation to New Public Managerialism. In doing so, the need to examine the everyday experiences of how arts and cultural organisations engage with and respond to the income diversification priority is established. This article then presents findings from empirical research with arts and cultural organisations under the following three themes: balancing simultaneous sources, managing timelines and working through change. The discussion develops this analysis by identifying portfolio working and precarity as prominent and significant features of organisations' experiences. Portfolio working is evident in how organisations identify and manage multiple, potential funding sources. Precarity is evident in the uncertainty and instability of managing the multiple funding sources, and in the way that organisations address operational issues of planning and working practices. To conclude, the concept of organisational portfolio precarity is proposed as a way to critically understand the everyday situations and implications of how art and cultural organisations respond to the income diversification priority. This article examines the evolution of public policy for cultural and creative industries in the context of building India as a digital nation. How has the rise of digital industries in the building of the country permeated policies related to cultural industries, and what have been the consequences of this trend? It will also explore the tensions regarding the evolution of the role of the State in shaping and regulating such industries in the broader context of culture being increasingly associated with national identity. This article starts by showing that in a context where cultural policies remain centered on heritage, the support to culture by the state has remained limited, both in financial terms as well as regarding the implementation of specific regulations which would require protection from traditional market forces. Then, it analyzes several action plans that have been developed as part of the Digital India government initiative and assesses emerging issues for the cultural and creative industries, which are increasingly associated with the functioning of digital devices and operators. Finally, it discussed recent modalities of state intervention through the transfer of the role of cultural operator to digital platforms and the attempts to control expressions. The current Chinese Book Quota System derives from a traditional socialist model that integrates cultural governance, ruling party ideology and infrastructure management. Such a wartime legacy no longer suits demand from modern consumers, and yet bureaucratic management sustains the inefficient institution, which has accidentally fostered a countervailing informal market and in turn stimulates cultural policy changes. This article uses informal book number transactions and the complementary institutional effect of such informality, namely restructuring the state-owned, regulating the non-state-owned and adaptive digital regulation, to demonstrate one Chinese governance outcome of formal-informal linkages. Book quota system is doomed to be obsolete, nonetheless, its development in the visible future depends on party-state weighing domestic ideological guidance and a more vociferous stance in the international battle of cultural symbols. Cultural policies can be a strategic key to shaping more inclusive and sustainable urban regeneration processes, especially exploiting the acceleration promoted through transition dynamics. The City of Issy-les-Moulineaux, for its recent and deep investment in culture, sustainability and innovation in a non-conflictual and socially homogeneous urban dense context, is a valuable demonstrator of the role and forms in which institutional cultural policies at the urban scale can produce a shift of values, acceleration or simplification of decision-making processes towards inclusive and sustainable ways of life. The presentation of examples of cultural policies and regeneration programmes aims to contribute to the identification of some innovation trajectories in this direction, looking especially at the management of cultural policies or spaces and their flexibility and openness to inhabitants. Conclusions sketch the potential of strengthening some regime-niche traits of cultural policies in Issy and creating a permanent experimental environment in the governance (and approach) to cultural policies that reshape from rigid to fluid, thus increasing the anti-fragile nature of public policies and practices. This article is a revised version of the 2022 Michael Volkerling Memorial Lecture. It offers insights for the GLAM sector into the history of Australian national cultural policy (NCP), now in a new phase with the delivery of Revive in January 2023. It draws on the author's experience as a theatre director, a researcher into evaluation methods, and a policy activist to reflect on the challenges facing cultural policies at the current time. If arts organizations confront tough questions about diversity and inclusion, what happened to the economic ones of market efficiency and value-add that seemed all-consuming just a few years ago? The article utilizes Max Weber's conception of "a vocation" to reconsider the aims and purpose of an NCP. As the world contends with problems of entrenched inequality, catastrophic climate change, and democratic deficit, how can cultural policies, as distinct from other kinds, address these? A growing body of research has documented political inequality along class lines at different stages of the representation process. This article contributes to our understanding of unequal responsiveness and its causes with an in-depth study of Germany that investigates the link between preferences and policymakers' decisions. Using an original dataset covering 746 survey questions on specific reform proposals from 1980 to 2013, we provide the first study of a European democracy that investigates whether responsiveness patterns vary between economic and cultural policies or different governing coalitions. We show that decisions are skewed towards upper occupational and educational groups, irrespective of policy type or government composition. These results advance the discussion of potential mechanisms for unequal responsiveness. As privileged groups are overrepresented in parliament, our findings support the argument that the social bias in the make-up of parliaments matters for substantive representation.
