School-home communication is a growing research field in social sciences, particularly in education sciences and communication studies. While previous studies have paid much attention to the importance of school-home interaction in supporting primary academic socialisation and progress of elementary school pupils, the role of teacher-parent communication and collaboration in influencing the development of children's and adolescents' digital skills remains an under-researched area. This paper employed thematic analysis of in-depth interviews with education experts in six European countries, providing an insight into their opinions and views on the problems in communication between homes and schools. The analysis identified main problems in and obstacles to school-home collaboration on children's digital skills development, and the changes the COVID-19 pandemic brought along in this field of education. The paper provides five policy recommendations for enhancing school-home collaboration on digital skills development.

The COVID-19 pandemic caused some serious setbacks in primary and secondary education wordlwide. In 2021, the Estonian Ministry of Education and Research (MoER) contracted a group of researchers and expert teachers to design and validate of a set of innovative digital learning resources that support personalized learning paths to meet the needs of a diverse learners trying to work on their knowledge gaps caused by pandemic. This paper presents the results of designing a set of innovative open educational resources for 9th grade mathematics and piloting these in nine pilot schools. Based on the analysis of the results, we identified the main technological and pedagogical challenges in supporting flexible learning paths with interactive digital learning resources in post-COVID mathematics education.

Based on related academic and semi-academic discourse, this paper aims to investigate the impacts of the COVID-19 pandemic on important actors and their expectations in the higher education (HE) sector. As open organisations, higher education institutions (HEIs) are influenced and shaped by different stakeholders' numerous and often controversial demands. While HEIs strive to meet key actors' needs, these expectations have a determinative role in the future of HEIs. Therefore, the future-oriented horizon scanning method was used for mapping the explicit demands of actors and for analysing alterations in expectations due to the pandemic. The horizon scanning showed that one of the most pressing expectations of HEIs in Central-Eastern Europe (CEE) was digitalisation even before the pandemic. Due to the pandemic, the awaited digitalisation in HE was realised within a few weeks, and it affected all actors. The tangible daily experience of the digital mode of education changed the priorities and expectations of the actors. In addition, this unexpected situation brought to the surface HEIs' hidden potentials, resources and responsibilities. Although the role of digitalisation in the future of HE is clearly manifested, the impacts of social restrictions as well as the effects of the digitalisation of learning and life in general were perceived primarily in the field of socialisation. As a result, the need for socialisation has increased. The article highlights the dynamic interconnection between digitalisation and socialisation, and the changing expectations and voices of stakeholders, which should be considered when HEIs choose their future paths in the post-COVID-19 era.

Aim: The aim of this study is to describe and evaluate how nurses caring for COVID and non‐COVID patients assess changes in their work and in nursing activities during the two waves of the COVID‐19 pandemic. Methods: Two cross‐sectional surveys were conducted for Estonian nurses working during the first and second waves of the COVID‐19 pandemic, using The impact of COVID‐19 emergency on nursing care questionnaire. Based on convenience sampling, the data were collected among the members of professional organizations, unions and associations. Responses from the first (n = 162) and second wave (n = 284) were analysed using descriptive statistics, Fisher's exact test and McNemar's test. Results: The COVID‐19 pandemic changed the working context during both waves for nurses caring for COVID and non‐COVID patients. Changes were considered to a greater extent during the second wave, when Estonia was severely affected, and by nurses caring for COVID patients. During the second wave, the number and complexity of patients increased, and nurses caring for COVID patients performed fundamental care, nursing techniques and symptom control significantly more frequently compared to nurses caring for non‐COVID patients. Conclusion: Taking care of COVID patients is demanding, requiring nurses to perform more direct patient care. However, the pandemic also increased the frequency of activities not related with direct patient care. Summary statement: What is already known about this topic? The COVID‐19 pandemic has influenced the context of care and all dimensions of nurses' work.Despite increasing research on the impact of the COVID‐19 pandemic on nursing care, little attention has been given to differences between caring for COVID and non‐COVID patients during the different waves of the COVID‐19 pandemic. What this paper adds? Nursing care for COVID patients requires from nurses more direct patient care through fundamental care activities, nursing techniques and symptom control compared to non‐COVID patients.The impact of the COVID‐19 pandemic on nurses' work reflects the severity and progress of different waves of the pandemic, which needs to be considered in preparing for future pandemics.Nursing care during a pandemic may also lead to an extensive workload due to tasks not related to direct patient care as nurses contribute to the management of the pandemic on all levels of health care. The implications of this paper: The COVID‐19 pandemic has had a significant impact on nursing, where the mitigation of long‐term effects of the pandemic is still ongoing, and thus, knowledge about the details of the resulting changes is required.Study findings enable us to mitigate the impact of the pandemic on nurses and to highlight aspects that need to be taken into account when preparing for future pandemics. During the COVID-19 pandemic, open government data (OGD) was often used as a valuable crisis management resource. Unfortunately, there is limited research that explores how OGD can be used during times of crisis as a crisis management tool. To ensure that OGD can be used effectively in future crises, there is a need to understand how it may be used and what benefits its usage may bring. This paper brings new insight into this topic by conducting a comparative exploratory case study of three Central and Eastern European (CEE) countries – Czech Republic, Estonia and Latvia, where OGD was used at different levels to help manage different aspects of the COVID-19 pandemic. As a result of this research, three contributions are made: (1) it integrates OGD into previous crisis management literature, offering new and initial conceptual propositions; (2) it demonstrates how OGD enables the co-creation of new services that create public value during times of crisis; and (3) it provides empirical examples of OGD-driven co-created services. Objectives: The Estonian National Mental Health Study (EMHS) was conducted in 2021-2022 to provide population-wide data on mental health in the context of COVID-19 pandemic. The main objective of this paper is to describe the rationale, design, and methods of the EMHS and to evaluate the survey response., Methods: Regionally representative stratified random sample of 20,000 persons aged 15 years and older was drawn from the Estonian Population Register for the study. Persons aged 18 years and older at the time of the sampling were enrolled into three survey waves where they were invited to complete an online or postal questionnaire about mental well-being and disorders, and behavioral, cognitive, and other risk factors. Persons younger than 18 years of age were invited to fill an anonymous online questionnaire starting from wave 2. To complement and validate survey data, data on socio-demographic, health-related, and environmental variables were collected from six national administrative databases and registries. Additionally, a subsample was enrolled into a validation study using ecological momentary assessment., Results: In total, 5636 adults participated in the survey wave 1, 3751 in wave 2, and 4744 in wave 3. Adjusted response rates were 30.6%, 21.1%, and 27.6%, respectively. Women and older age groups were more likely to respond. Throughout the three survey waves, a considerable share of adult respondents screened positive for depression (27.6%, 25.1%, and 25.6% in waves 1, 2, and 3, respectively). Women and young adults aged 18 to 29 years had the highest prevalence of depression symptoms., Conclusions: The registry-linked longitudinal EMHS dataset comprises a rich and trustworthy data source to allow in-depth analysis of mental health outcomes and their correlates among the Estonian population. The COVID-19 pandemic has changed the world and imposed restrictions and rules that democratic countries could not have foreseen. The global health and social care system was put under enormous pressure, and preventing it from a total collapse became the primary objective. This paper looks at how the pandemic affected the illicit drug market, people who use drugs and services designed to support and help them. Based on the available studies and administrative statistics from 2019 and 2020, illicit drug use and need for services remained the same despite the pandemic. Services quickly adopted new operating rules and became available for the target group. There is ample evidence that in some cases illicit drug use (e.g. cannabis) even gained in popularity as a coping method for anxiety and stress. The drug supply fell only temporarily due to the COVID-19, to which it quickly adapted through new IT and crypto possibilities (dark web). [ABSTRACT FROM AUTHOR]

Many countries implemented wage compensation measures during the COVID-19 crisis to alleviate income losses and avoid employment reductions. We focus on the gender dimension of incomes in Estonia, which has been grappling with the highest gender wage gap in Europe, and investigate whether the crisis and related wage compensation may have worsened existing gender imbalances. Using detailed administrative datasets and EUROMOD microsimulation model, we show that the COVID-19 crisis had a significant negative effect on employment income for both men and women, but the wage compensation implemented in 2020 appeared to cushion these effects. Income losses were slightly higher for men, but the cushioning effect of the compensation was higher for women. Overall, income-related gender disparities did not change significantly during the crisis. Still, the wage compensation measure has contributed to preventing income-related gender disparities increasing further, particularly in the hotels and restaurants sector and wholesale and retail trade sector. This study investigates the role of accumulated human capital in how people adapt to shocks and how this is reflected in income dynamics. The analysis is based on detailed monthly administrative data from Estonia between 2016 and 2020, containing more than 800 thousand observations. The results show that people with higher human capital experience less income fluctuation and their potential for income losses is lower. The role of human capital becomes even more significant during a crisis. An important effect of subsidies was also evident during the crisis, when the risk of losing incomes for people with less accumulated human capital would have been even higher if there had been no additional state support in the form of subsidies and benefits. In light of the Covid-19 crisis and its specifics, it is crucial to continuously improve digital skills through education to cope with socio-economic development in the future. Background: The COVID-19 pandemic was characterised by rapid waves of disease, carried by the emergence of new and more infectious SARS-CoV-2 virus variants. How the pandemic unfolded in various locations during its first two years has yet to be sufficiently covered. To this end, here we are looking at the circulating SARS-CoV-2 variants, their diversity, and hospitalisation rates in Estonia in the period from March 2000 to March 2022. Methods: We sequenced a total of 27,550 SARS-CoV-2 samples in Estonia between March 2020 and March 2022. High-quality sequences were genotyped and assigned to Nextstrain clades and Pango lineages. We used regression analysis to determine the dynamics of lineage diversity and the probability of clade-specific hospitalisation stratified by age and sex. Results: We successfully sequenced a total of 25,375 SARS-CoV-2 genomes (or 92%), identifying 19 Nextstrain clades and 199 Pango lineages. In 2020 the most prevalent clades were 20B and 20A. The various subsequent waves of infection were driven by 20I (Alpha), 21J (Delta) and Omicron clades 21K and 21L. Lineage diversity via the Shannon index was at its highest during the Delta wave. About 3% of sequenced SARS-CoV-2 samples came from hospitalised individuals. Hospitalisation increased markedly with age in the over-forties, and was negligible in the under-forties. Vaccination decreased the odds of hospitalisation in over-forties. The effect of vaccination on hospitalisation rates was strongly dependent upon age but was clade-independent. People who were infected with Omicron clades had a lower hospitalisation likelihood in age groups of forty and over than was the case with pre-Omicron clades regardless of vaccination status. Conclusions: COVID-19 disease waves in Estonia were driven by the Alpha, Delta, and Omicron clades. Omicron clades were associated with a substantially lower hospitalisation probability than pre-Omicron clades. The pandemic of the Coronavirus disease 2019 (COVID-19) has affected millions of children and families worldwide, disrupting their daily lives and impacting the ability of Child Protective Services (CPS) to respond to children in need. This small-scale study involving 23 child protective workers from local governments in different regions of Estonia used in-depth, semi-structured interviews to explore child protection work with children in need during the COVID −19 pandemic. Issues resulting from the pandemic that could cause detriment to children was identified. For some children, the COVID-19 crisis has eliminated the possibility of any investigation due to social distancing, which led to information deficit, regardless of the character or level of apparent risk to the child. Children's rights to protection and continuity of care have been threatened, as urgently needed services and other CPS protective measures have been hindered or postponed due to lockdown. Examples of some services that continued online were provided. Furthermore, COVID-19 pandemic created new expectations and roles for CPS, questioning the fundamental goals of child protection work. Nevertheless, child protective workers have demonstrated creativity in finding ways to reach children in need during the pandemic, for example by setting up a crisis hotline, a crisis home. At times of crisis, home gardening has often been sought out as a potential solution for threats to food security and as a measure to increase socio-psychological effects, such as public sense of self-efficacy, trust in the government and care for one's wellbeing. The objective of this study was to investigate if home gardening increased during the COVID-19 pandemic in the spring/summer of 2020 and to provide socio-psychological insights into the explanatory factors of such an increase. An explanatory theoretical model of home gardening was proposed and tested to analyse whether home gardening is correlated to food security concerns, and if so, to what extent. A non-representative survey was conducted in five European countries (Slovenia, Norway, Estonia, Switzerland, and Iceland) using snowball sampling via social media networks, reaching 1144 participants. The results showed the pandemic did prove to be an important psychological push towards home gardening prompted by food security concerns. Measured as loose as introducing at least one new gardening activity during COVID-19, this study found an approximately 10% increase in home gardening during the first wave of COVID-19 in the sample population, which was skewed towards educated, female, middle-class Europeans. The Russian Federation has developed a large number of instruments to put pressure on the West using non-conventional means such as cyber attacks, economic tools and information warfare. Using modern IT technologies in its hybrid activities, Russia, much like China or other authoritarian powers, is trying to challenge the current world order. These instruments are particularly evident in the Baltic States. This article uses Estonia as a case study to inquire into the political goals and strategic conduct of Russia. Specifically, the focus is on the political context, instruments of information war, and available countermeasures. As argued in the current study, the shift from European to Eurasian power, Russia's careful management and success in avoiding crossing the "red lines" of its adversaries, as well as in exploiting the socioeconomic weaknesses and openness of the West, all play a relevant role in understanding the political context. As for instruments, Russia has developed strategic narratives and conspiracy theories, plus several channels next to media channels, and policy tools such as Pax Russica and the compatriot policy. The digitalisation of the public sector was already an emerging trend prior to the COVID-19 pandemic. However, the use of Information and Communication Technology (ICT) tools in municipal administrative settings was gaining traction in limited fields, with the digital preparedness of employees yet to be fully established. As already argued within academic debates, digitalisation leads to the emergence of e-leadership. As such, in order to evaluate the dynamics in operation, this study focuses on local municipalities in Estonia, Latvia, Lithuania and Germany, analysing the pre-pandemic practices. Moreover, it examines the challenges to public servants brought about by the adoption of ICT tools. As a pilot study, proposing further avenues for future research to explore, it expands the theoretical understanding of how digitalisation fosters e-leadership in local administration. The qualitative analysis relies upon interviews with managers and employees within local municipalities. The results suggest that even in the pre-pandemic period, an overall positive attitude towards digitalisation and e-leadership had already been established. However, the findings demonstrate that there are emerging challenges stemming from the process. More often than not, they are associated with the need for suitable training, difficulties in establishing an appropriate work-life balance, and disparities between the traditional organisational culture and digitalisation. Taiwan and Estonia are known as digital democracies facing threats from neighbors exploiting the vulnerabilities stemming from their degree of digitalization. Nevertheless, in their responses to the COVID-19 pandemic, Taiwan and Estonia have highlighted the strengths of digital democracy in combating a non-traditional security threat without employing the strong-arm tactics of authoritarian states. The goal of the article is to distinguish between vulnerability in cyberspace and digital power and put forward a conception of digital power to explain how Estonia and Taiwan were using their digital prowess to combat COVID-19. We argue that on one hand, their reliance on cybertechnology makes them particularly vulnerable to cyberattacks, but on the other their digital power enhances their global stature and domestic capacity to address threats such as COVID-19. The article starts by engaging with the ongoing academic debate on the concept of digital power and its political core. In the next section we adapt this concept to the policy practices of digital governance in Estonia and Taiwan. Lastly, we look more specifically at how investments in the IT sphere and e-governance were helpful for the two countries during the initial stage of the COVID-19 crisis. In conclusion, we highlight the paradox of two democracies choosing to extend the reach of the state into society through the use of digital tools to combat COVID-19. The increased demand for information during the Covid-19 pandemic inspired projects to describe the pandemic's progress via data visualization. Critically analyzing the published data visualization projects (DVPs) contributes to establishing a framework that supports both understanding and composing DVPs that evolve over time. Drawing upon constructed grounded theory, we develop an analytical model for creating DVPs in a journalistic or public communication context. For our analysis, we selected Covid-19 public service media DVPs in the United Kingdom, Norway, Sweden and Estonia as well as DVPs created by global and local data activists. The analysis of these examples provides an understanding of (1) the implied agency standing of the authors of the visualizations, (2) the kinds of editorial layer (data, visual representation, annotation or interactivity) that inform the creation process and (3) what newsrooms and data visualizers can learn from this practice to create understandable, meaningful and engaging DVPs of (critical) events that evolve over an extended period.
