Because of the strong competition for a limited resource of water and demand for food production, understanding yield and water productivity (WP) potentials and exploitable gaps in the current production of intensively rainfed maize (Zea mays L.) is essential on the regional scale in China. In this study, we conducted 411 site–year on-farm trials to assess the actual yield and WP of rainfed summer maize and its yield and WP potentials in Hebei Province, China. Each on-farm trial contained detailed information of three different treatments: no fertilizer application (CK), current farmers' practices (FP, depending on local farmer field fertilization management), and optimum fertilizer application (OPT, depending on soil testing and balanced fertilization). Results revealed that the yield and WP of rainfed summer maize in Hebei Province were 7635 kg ha−1 and 20.7 kg ha−1 mm−1, respectively, and the yield and WP potentials were 12,148 kg ha−1 and 32.0 kg ha−1 mm−1, respectively. Thus, the farmers attained 62.8% of the yield potential and 64.7% of the WP potential. A wide variation was observed in terms of the yield and WP across various types of farming. Compared with high-yield and high-WP (HYHW) farming, in low-yield and low-WP (LYLW) farming, the yield decreased by 24.9% and WP decreased by 44.4%. Nitrogen fertilizer application rate and rain were the most significant factors for yield and WP gaps among farmers, respectively. Other factors, such as solar radiation (tSola), soil available phosphorus content (AP), potassium fertilizer application rate, and grass-referenced evapotranspiration from planting to maturity (ET0), contributed the most to the variations in the yield and WP. Scenario analysis indicated that the optimization of fertilization levels from current to optimal for each farming could increase the yield and WP by 9.7% and 14.8%, respectively; closing gaps between the farming groups and achievement of the standard of HYHW farming by all farmers could increase the yield and WP by 14.8% and 35.5%, respectively; and achieving the yield and WP potentials could increase the yield and WP by 59.1% and 54.8%, respectively. These findings provided farming-based evidence that optimal nutrient management, advanced and climate-adapted agronomy practices, and higher soil fertility are essential for future maize production. The Grain-to-Fodder Crop Conversion Program (GCCP) in China mainly promotes the green and sustainable development of grain crops, economic crops, and silage crops by subsidizing livestock farms to encourage farmers to plant silage crops, such as corn silage and alfalfa silage. In this context, this study assesses the impact of planting silage crops on farm household income. Based on a survey of 495 households in Henan and Hebei Provinces, China, we first constructed a theoretical model of the program's effect on farmers' income, and then used an ordinary least squares (OLS) method to estimate the magnitude of the GCCP on farmers' income. To identify endogeneity and further test the stability of the results, we adopted instrumental variable estimation, subsample estimation, and matching methods. The GCCP significantly increased smallholder farm income. Compared with growing corn grain, corn silage increased income by approximately CNY 101/mu. Meanwhile, corn silage reduced the capital input cost of farmers by 10.71% per mu and labor input by 26.6% per mu. Heterogeneity analysis revealed that farmers who plant corn silage on a large scale, closer to dairy farms, have higher incomes. Few scholars have empirically analyzed the impact of GCCP on farm household income from a micro-farm household perspective. In the North China Plain, drought usually occurs during the interval between wheat harvest and maize sowing in normal and dry years. The first irrigation for maize plays a critical role in guaranteeing seed germination and grain yields. Using experimental data from Xinxiang in 2019 and survey data of 641 farmers from the North China Plain in 2020, this study adopts a cost-benefit analysis method to investigate the impacts of irrigation time and well depths on farmers' costs and benefits in maize production. The results showed that farms with well depth > 120 m accounted for 49% of total farms, especially in Hebei Province, and 38% wells had low water yield < 2.7 m3 kW−1 h−1. Delaying the time of the first irrigation made maize yields decline by up to 307 kg ha−1 day−1. Well depths increased irrigation costs and total maize production cost in an exponential manner, causing farmers' benefits to decrease exponentially with well depths. With well depth > 180 m, the proportion of irrigation cost to total cost rose to 14%, whereas well depth > 230 m directly caused the farmers' profits negative. A critical well depth of 230 m was put forward as the upper limit for farmers adopting maize planting in the NCP. The concept of 'rotational irrigation strategy' and suggestions of adopting drip irrigation, sprinkler irrigation, or hose-reel sprinkler irrigation were recommended to advance 6–8 days for the first irrigation period, compared with traditional flood irrigation. With the advantages of avoiding land-use competition, biomass from agricultural residues is a promising solution to alleviate the energy crisis and environmental problems. In the traditional biomass utilization management problem, few studies have considered that land and water are key resources for the sustainable development of biomass from a life cycle view. Concerning the complex food-water-energy nexus, this paper focuses on the synergetic management of crop planting structure and biomass utilization as a whole system. An integrated framework is proposed for the co-optimization of cropland distribution and biomass utilization pathway under multiple uncertainties. Base on interval programming and fuzzy set theory, a type-2 fuzzy interval linear programming model is developed to handle multiple uncertainties with various characteristics and provide the optimum strategies for decision makers with different risk preferences. The proposed framework is verified by a case study of Hebei Province, China. Moreover, the impacts of water shortage and the implementation of the carbon price on the optimized strategies, economic and environmental benefits are investigated to provide deeper management insights when facing complex external factors. The obtained results suggest that corn and wheat will still be the primary crops, and bioethanol production will gain priority in the biomass utilization pathways for economic purposes. Water resources availability will greatly affect the crop planting allocation as well as total benefits but barely influence the biomass utilization pathways. Furthermore, with the implementation of the carbon trade market, a higher carbon price will stimulate biomass pellets production to replace fossil fuel consumption and improve the economic benefits directly. • Synergetic management of crop planting and biomass utilization is proposed. • A novel hybrid inexact programming approach is developed to address uncertainties. • The impacts of water resources availability are analyzed from a nexus perspective. • The influences of carbon price on the biomass utilization pathway are explored.
